Chart 14 shows residential growth by the 2002 General Plan tiers. A majority of the growth between 1980 and 2010 was primarily located in our suburban communities outside of the beltway and away from our transit and Metro stations. This growth is measured by the number of residential building permits issued during this period. New employment areas were developed away from transit-accessible locations and suburban bedroom communities continue to be developed, both of which lead to greater reliance on automobiles for transportation. Nonresidential Building Permits Growth trends in commercial, office, industrial, and other nonresidential development between 1980 and 2010 did not follow the exact same pattern of distribution between the three tiers as did residential growth. Typically, nonresidential growth occurs adjacent to an existing urban core. However, between 1980 and 2010, many of the county’s offices and employment centers developed away from the key transit and transportation networks without critical connections to concentrations of residential uses at our centers. The majority of nonresidential growth from 1980 through 2010 occurred in the suburban areas outside of the beltway. On average, 40 percent of the county’s new, nonresidential growth occurred in the Developed Tier each year during this period, with 60 percent occurring in the suburban areas outside of the I-495/95 beltway (2002 General Plan Developing Tier). It is important to note that the 2002 General Plan lacked employment objectives and relied on the jobs-to-housing ratio objective.
