Establish three PIDs and direct the majority of county resources and investment to ensure their success. PD1.1

Designate New Carrollton Metro , Largo Town Center Metro and Prince George’s Plaza as the initial PIDs for Prince George’s County.

PD1.2

Enact legislation to confirm the initial PID areas and establish TIF districts, parking districts, transportation demand management districts, and other targeted financial and implementation programs as necessary and appropriate to facilitate PID development.

PD1.3

Develop specific implementation plans for each PID that addresses the seven elements of a complete center to help identify the lowest performing elements and further prioritize resources and funding to address areas that require improvement.

PD1.4

Relocate government agencies, including state, federal and local, to one of the three PIDs to provide transit access to residents and customers.

PD1.5

Coordinate with municipalities and other government entities to ensure the meaningful input, active collaboration, full stakeholder buy-in, and joint investments critical to the success of complete communities are fully leveraged.

PD1.5

Prioritize capital improvement projects that will encourage new private investment and create walkable communities. Potential CIP projects include the development of public streets, streetscapes, underground utilities, and state-of-the-art infrastructure.

PD1.6

Establish a by-right development approval process and fast track permit process for the PIDs. This requires the development of clear regulatory standards and approval processes with regulatory time frames for review and approval.

This may include by- right transit zoning districts; clear and consistent development standards and shortened development review periods at all levels of governments. This can be accomplished through revising the zoning ordinance or amending the TDDP/TDOZ to streamline the review process.

PD1.7

Establish a flexible framework of design standards to facilitate PID development while ensuring a high level of development quality. A comprehensive update of the new zoning ordinance and subdivision regulations should support the elements of complete communities and encourages development in the PIDs.

Reduce surcharge fees or exempt PIDs from the public facility and school surcharge fees to facilitate development especially multi-family development
