Port Authority: Strong partner for a strong community The Saint Paul Port Authority works its industrial-development niche — as each and every one of its partners works theirs — to build a better community. Our efforts over the past 80 years to provide businesses with a clean industrial site on which to expand and a trained workforce to help them prosper have the added benefit of strengthening our police, fire and public works services, as well as our libraries, parks and recreation centers. We understand this symbiotic partnership of thriving industrial businesses and a stronger Saint Paul. So does the Initiative for a Competitive Inner City (ICIC), a research and strategy organization based in Boston, Massachusetts. That’s why we commissioned ICIC to analyze the impact of industrial development on Saint Paul services and amenities, as it has done in cities throughout the country. Early indications from ICIC are that industrial development is as essential as ever to a thriving city. Industrial tax parcels underwrite more than $65 million in annual revenue to support our Saint Paul quality of life — and nearly half of that revenue comes from businesses in our 21 inner-city centers. Businesses on industrial sites also give much more than they receive. Industry’s demands on city services like police and fire and public works are smaller than its commercial, retail and residential counterparts. Industrial businesses provide jobs that pay well, which, in turn, enable people to reinvest in their homes, neighborhoods and communities. This domino effect helps strengthen public schools and community arts and recreation amenities. In essence, the positive economic impact of industrial development encompasses the entire Saint Paul community. You will read more about the ICIC findings in this annual report. While the report will look forward, our retrospective of 2011 shows we had a very good year. We again expanded each of our four lines of business, and we expect this prosperity to continue this year, despite a very tough economic climate in Minnesota and throughout the country.

Economic Development On the banks of the Mississippi River, we finished construction of a new slip at our Southport River Terminal and saw our harbor operator proceed with plans to substantially overhaul operations at our Barge Terminal 2. Inland, at our Beacon Bluff Business Center, we completed preparation of the largest single site available for development currently under way in the City of Saint Paul: 11 acres, part of which once served as the international headquarters for the 3M Co. We also installed a new road through the site from Phalen Boulevard to Forest Street. The overall Beacon Bluff project, comprising 61 acres on Saint Paul’s East Side, continued to receive recognition from a variety of sources in 2011. Among them: The National Demolition Association Environmental Excellence Award for environmental stewardship in demolition projects; Environmental Initiative’s Sustainable Communities Award; and the Minnesota Society of Professional Engineers Seven Wonders of Engineering Award for the Port’s installation of its next-generation stormwater system. That system, by the way, treats previously untreated runoff from 163 acres of Saint Paul before it wends its way to the

Mississippi River. In June, together with our joint equity partner, Wellington Management Inc., we broke ground on a $3 million, 60,000-square-foot building at our River Bend Business Center, which is just south of Randolph Avenue and Shepard Road. And in July, a company called BanBro began construction of a $5 million, 52,000-square-foot headquarters building at our Chatsworth Business Center at Chatsworth Street and Pierce Butler Route. BanBro owns two companies (Terrybear Urns & Memorials and River of Goods) that sell a variety of products primarily through the Internet. The company completed construction of the new facility in December 2011. Both our Trillion BTU Energy Conservation and New Markets Tax Credits programs exceeded projections. Trillion BTU, which is one of the first in the nation to use energy conservation as a statewide economic development tool, financed 22 projects through 2011. As a result, nearly $13.5 million has been invested in conservation measures to help companies reduce energy costs. The projects have resulted in 142 construction jobs and more than 463 retained and new jobs in businesses receiving Trillion BTU assistance. The Economic Development Association of Minnesota honored the program with its 2011 Partnership Award. The Port’s allocation of federal New Markets Tax Credits to help Baldinger Bakery finance its expansion into Beacon Bluff also was honored at a national conference in 2011. The Novogradac Community Development Foundation honored the Port at a New Markets Tax Credit Investors Conference in Chicago, Illinois. Baldinger recently opened its $29 million, 144,000-square-foot bakery on the eastern end of Beacon Bluff.

Workforce Development On the workforce development front, the U.S. Environmental Protection Agency awarded us a $300,000 Brownfields Job Training grant to be administered by our subsidiary, Employer Solutions Inc. EPA Regional Administrator Susan Hedman recognized our leadership in brownfield redevelopment. The grant will help finance training of 90 students and the placement of at least 70 percent of graduates in environmental remediation jobs. We are proud of our track record of providing businesses with clean land on which to expand in Saint Paul, which in turn provides expanded opportunities

for Saint Paul workers. Currently, 526 companies reside in our business centers and river terminals, employing more than 17,000 people. The average wage of workers in our business centers is $23.06 an hour plus benefits. On another matter in 2011, we settled five years of litigation over the disposition

of a bond fund that was used in the 1970s and 1980s to finance economic development projects in Saint Paul. We believe the settlement is a win for the more than 2,600 bondholders still in the fund, the community in which we live and work, and the Port Authority. Finally, we continually search out opportunities to create quality jobs, expand our local tax base, and advance sustainable development in Saint Paul. After all, that’s why we exist. And if you’re hoping to keep cool this summer for a reasonable cost, consider purchasing a new A/C system from Kath. Last year, Carrier updated their air conditioning product line to maximize performance and efficiency, notes sales representative Jim Manos, and when people upgrade, they get Carrier’s earthfriendly Puron air conditioning system. The old R-22 Freon refrigerant that’s been used in air conditioning for years is being phased out,

People go the distance to get to Sher’s Silver Shears

C

lients at Sher’s Silver Shears quickly realize why it’s easy to become a “lifer” at the hair salon – a fixture on Arlington Avenue in St. Paul’s East Side for more than three decades. Owner Sherry Olding opened Sher’s Silver Shears in 1978, and some clients have been coming in regularly ever since. “It’s one of the nicest, most welcoming shops I’ve set foot in,” says Lois, one of Sherry’s loyal clients. Lois has been getting her hair done at the salon nearly as long as it has been open. Lois, a White Bear Lake resident, says she enjoys the salon’s relaxed, friendly atmosphere. She’s referred her friends and even family members to Sher’s – a statement which sparks laughter as Lois points to her brother, sitting on one of the salon’s chairs waiting for a haircut himself. “Sherry is the best,” Lois says. “I’d recommend this salon to anyone.” Even former employees remain loyal to Sher’s Silver Shears. Sharon Lindstrom, of Forest Lake, worked at Sher’s Silver Shears from 1991 to 2006 and used to live right up the road. Even though she no longer lives or works in the area, she continues to make the trip back to the salon for a haircut.

Kendall’s Ace Hardware: still the ‘friendliest store in town’

F

resh coffee, caramel corn and friendly critters may not be what you’d expect when you first walk into a hardware store, but at Kendall’s Ace Hardware, it’s just customer service. Owner Kendall Crosby says being the “friendliest store in town” is his vision, and it’s obvious from his employees’ smiling faces down to their bright tie-dyed T-shirts and helpful attitudes – not to mention their boss’ enthusiasm. “The East Side is the best neighborhood in the whole wide world,” Kendall says with a grin. Kendall’s customers feel the same way about the hardware store, which Kendall will soon move just a few blocks down Payne Avenue. Although street construction forced the store out of its original building. Kendall was committed to staying in the area. After all, he knows both his customers and their needs, from East Sider’s do-it-yourself spirit to the hardware needed to maintain the area’s historic homes. Kendall runs a family business, with daughter Ashley as one of the store’s managers and wife Alexandra styling the creative, and sometimes eye-popping, window displays. He hires from the East Side too, reflecting the diversity of the area and strengthening the

The new hardware store will be LEED certified, have a more modern look and feature “the world’s largest bolt.” But it will still hold the same Kendall’s spirit inside. There will be a few upgrades too, like more creative and hands-on displays, quarterly how-to seminars, ample parking, bike racks and a community bulletin board. As always, Kendall’s will remain pet friendly, with a full array of treats for visitors and the store’s resident animal employees: Monkey and Belle the cats, and Tula, Etta, Welsey and Gracey the dogs.

Community of Peace: Educating the whole person

A

t Community of Peace Academy on St. Paul’s East Side, Dr. Karen Rusthoven has been a guiding force since she opened the charter school in 1995. From that early beginning as a small grade school, Community of Peace has grown to include pre-kindergarten, elementary, middle school and high school students — all thriving in the school’s rigorous curriculum. The academy is so highly regarded that in 2010 Community of Peace was named one of the best high schools in America by U.S. News & World Report. Dr. Rusthoven, the school’s executive director, says, “My passion from the beginning has been closing the achievement gap, and I wanted to found a school that would be more effective in educating diverse urban student populations.” It appears she has accomplished that goal by nearly every measure. In 2011, Community of Peace students scored above neighboring schools in both math and reading in the MCA achievement tests, and the high school’s graduation rate is a remarkable 94 percent. Community of Peace Academy offers College in the Schools courses to high school students, who simultaneously earn University of Minnesota credits. The academy also works closely with College Possible, a two-year college preparatory program for low-income students. A notable 91 percent of the academy’s seniors pursued a post-secondary path in 2011. “Many of our students and their families get lost in the college preparation process and do not know where to start. Community of Peace Academy helps prepare students for college admission and success by using a comprehensive guidance curriculum in all grades,” says guidance counselor Danielle Seifert. That striving for excellence is evident throughout the Community of Peace building, beginning with the Preschool 4 Peace Program, which received a four-

star rating from the state Department of Human Services’ Parent Aware Program. The rating recognized the preschool’s quality of teaching materials, teacher training, family partnerships and child safety. Dr. Rusthoven has announced she’s retiring in June, but Community of Peace is already planning a smooth transition. Next fall Cara Quinn will greet students on the first day as executive director. She’s the current director of teaching and learning and has been a staff member since 2001. When asked what makes the middle school and high school so unique, Quinn says, “Community of Peace Academy provides seventh to 12th grade students academic rigor and a wide range of extracurricular opportunities within a smallschool environment. The curriculum is dedicated to education of the whole person.” Community of Peace charter school is a registered nonprofit organization, and state education funding covers the majority of its budget. All children and teens, regardless of family income, are eligible to attend the school, which is located in a beautifully maintained building in a quiet residential neighborhood. There are no tuition fees. The school provides its own bus transportation throughout the city, so if families move to a new neighborhood, their children can continue to attend Community of Peace. Touring the school building, it’s hard not to notice the enthusiasm on smiling faces at every grade level, from the littlest kindergartners on up to the middleschoolers and high-schoolers. It’s clearly evident that the school is truly accomplishing its stated mission: “Educating the whole person — mind, body and will — for wholeness and fullness of life for all.”

Twin Cities Academy and Twin Cities Academy High School Small School - Big results

T

win Cities Academy (grades 6-8) and Twin Cities Academy High School (grades 9-12) are tuition free public charter schools with open enrollment. They are governed by boards comprised equally of teachers, parents and community members. TCA was founded in 1999 by Principal Liz Wynne and a board of parents who wanted a different option for their kids. TCA and TCAHS are both located at their East Side location on East Fifth Street since 2009. There are 185 students enrolled in middle school and 155 in the high school. TCA and TCAHS focus on engaged learning, relationship building and community development. The relationships that students and staff have are unique due to the small school atmosphere. “Students feel very comfortable seeking help and advice from teachers,” says TCAHS science teacher Dr. Peacock. A former TCA student and current TCAHS student states, “I went to the middle school which completely changed my life, I hope the high school can do the same!” Class sizes are small so students get the personal attention they need. Students are challenged, encouraged to develop character and good citizenship and to give back to the community through volunteering. “We focus on preparing students to become engaged citizens,” says Director of Operations Andrew Minck. TCA’s high academic standards result in high test scores school wide, Minck adds. Students must meet all state requirements. The school received a five-star rating from

the state and has made Adequate Yearly Progress for the last seven years as outlined in the No Child Left Behind program. As Minck puts it, “We measure our success by the students’ success.” Students in both the middle and high school concentrate on a rigorous academic program designed to prepare them for post-secondary education. The curriculum focuses on science, math, social studies, language arts, fine arts, leadership development and more. All students enrolled at TCAHS are also participating in a special University of Minnesota college readiness program called Ramp Up to Readiness. “The curriculum includes learning about academics, admissions, financial aid, career, and personal and social aspects – all to help them be ready for college,” explains school counselor Holly Garnell. “At TCAHS 100 percent of seniors have applied for further education, and many have already received scholarships,” Minck adds. In addition to strong academic programming, TCA and TCAHS offers a wide selection of extracurricular activities, sports and opportunities to give back to the community. “Students and their families have many opportunities to volunteer, which all contributes to a positive school climate,” Garnell says. Some of the volunteer programs take students to local nursing homes, elementary schools, food shelves and the Ronald McDonald House, or get them involved in processing donations for Books for Africa and Feed My Starving Children. In summation, former board member Thomas Eckstein describes the schools as, “charter schools that are making a difference in preparing students for college - small class size, involved teachers and

he East Side Area Business Association has been a longtime ally to both businesses and residents on St. Paul’s East Side, and continues to plan for a bright future. Currently, ESABA is fostering growth and improvement through four areas of strategic focus, putting energy into efforts including marketing the East Side and collaborating with other established groups to reach shared goals. And, as always, ESABA leaders share their skills with new entrepreneurs, lending the wisdom of experience and the strength of the ESABA network to fledgling businesses. A look at ESABA’s strategic aims: “Advocacy: We will work to be the voice in development by being present at the community meetings. “Collaboration/Partnerships: We will work to build relations with other organizations in the community including ethnic, business/residential, association, city and state. “Public Relations: We will push

ESABA to the spotlight of media discussion on the East Side. “Membership Growth: We will work to increase our value proposition to our members.” ESABA members benefit from an especially helpful slate of educational forums, on topics such as financial statements, marketing and using social media. Knowledge of these facets of business is essential to small-business owners today. ESABA also believes in building a strong sense of community, both between businesses in the area and with the surrounding neighborhoods. This year, look for ESABA members giving back by volunteering at area schools and community centers. ESABA is also a valued contributor to the East Side food drive and members volunteer at a variety of local events. Check out any of ESABA’s networking opportunities, which range from a focus on local small business to outreach to other business associations.
