“It has been the passion of this leadership to take part in every endeavor of building this nation great. We believe that total development of an individual especially that of the youth is not only the task of our partners in the Department of Education. It is for that cause that we in the local government unit pool our resources to contribute to the noble purpose of molding the youth.” These words of the city mayor, Lina O. Montilla, inspired 170 teachers of the City Schools Division of Tacurong during the closing program of the division teachers training conducted on May 26-31, 2014 at Tacurong City Pilot Elementary School. Through the City Veterinary Services Office (CVSO), LGU-Tacurong City had dispersed its first batch of organic poultry to ten farmers in Barangay New Passi on June 4, 2014. The LGU is a beneficiary of Department of Agriculture’s Organic Green Poultry Project. Through this project, CVSO organically raised 75 heads of poultry at DECELA, New Passi, Tacurong. After that, a total of 50 organic laying hens were dispersed to 10 members of the livestock and poultry association in Barangay New Passi. Each hen is capable of producing 30-40 eggs. These farmers will obtain ownership of the

LGU Tacurong City wins the Red Orchid Having garnered a score of 94.38% based on Department of Health’s criteria for sustaining a tobacco-free environment, Tacurong City was given the Red Orchid Award during the Mindanao Cluster Red Orchid Awarding Ceremony on June 26, General Santos City. This is the LGU’s first Red Orchid Award after implementing its smoke-free policy in 2011. Mayor Lina O. Montilla, Vice Mayor Joseph George Lechonsito, Councilors Psyche Sucaldito and Ariel Ferdinand dela Cruz, and City Health Officer Giovanni Deles received the award from DOH officials led by Assitant Secretary for Health and Red Orchid Awards Chairperson Dr. Paulyn Jean Russel-Ubial. “This award will serve as an inspiration and challenge for us to further strengthen our smokefree policy. We are hoping that all Tacurongnons will unite and work for this advocacy,” said Mayor Lina O. Montilla. Tacurong City was among the 17 LGUs in Mindanao that received the said award for 2014. Three,

including Tacurong City, are from the Region XII. The other two were the municipalities of Carmen and Makilala in Cotabato. Aside from LGUs, DOH also awards the Red Orchid to government offices, hospitals, and health divisions .

The Red Orchid Award winners are judged based on strength of comprehensive efforts to implement 100% tobacco-free environment using WHO’s MPOWER initiative. MPOWER is an acronym that denotes the six proven tobacco control policies, namely: Monitor tobacco control policies; Protect people from tobacco smoke; Offer help to quit tobacco use; Warn against the dangers of tobacco; Enforce bans on tobacco advertising; and Raise taxes on tobacco. Montilla urges LGU officials to be health leaders Tacurong City Mayor Lina O. Montilla shared her leadership journey—from being a local chief executive into a health leader—to the Municipal Leadership and Governance Program (MLGP) for South Cotabato Province on June 25, 2014 in Davao City. MLGP is a one-year, two-module program for mayors, municipal health officers, and DOH officials sponsored by Zuellig Family Foundation in cooperation with DOH and accredited academic institutions. It serves as a health and good governance course—relating the relevance of good executive and legislative actions in promoting quality health care. “I responded to the call of MLGP and I am so glad to have been awakened to the real health situation of the city. If we see a problem, let us not turn our eyes away. Let’s look at it as a big potential for positive change,” said Montilla. Mayor Montilla and city health officer Dr. Giovanni Deles finished the trainings on MLGP Modules 1 and 2 on 26-30 August 2013 and on 9-13 June 2014, respectively. The program has training and leadership coaching on local health system development, with focus on the World Health Organization’s building blocks of health system. Upon careful study of the health programs in the city during the module trainings under MLGP, Montilla, along with other LGU Tacurong officials, undertook necessary actions. On 3 September 2013, the mayor issued Executive Order No. 20 series of 2013 creating the Barangay Local Health Board for the City of Tacurong. The LGU also facilitated the formulation of Barangay Health Action Plan (BHAP). The mayor urged the ABC President to pass a resolution for the increase of IRA allocation for health. LGU PROMOTING, EMPOWERING ACTIONS FOR CHILDREN’S EDUCATION On 13 May 2014, eighty (80) pupils graduated from the 15-day PEACE Summer Reading and Math, & joined the salu-salo sponsored by LGU-Tacurong City, SEAOIL Foundation, and KAYA NATIN in partnership with DepEd Tacurong. PEACE stands for Promoting and Empowering Actions for Chilrdren’s Education. During the closing ceremony, pupils who showed the most improvement received awards. Pupils with complete attendance were also recognized. The camp offered free math and reading lessons to incoming Grade 3 pupils of Dr. Manuel J Griño Memorial Central School. Pupil-campers also received workbooks, school supplies, and free snacks and lunch throughout the camp period. Groups such as the Sangguniang Panlungsod, Tacurong PNP, and Rotaract Club of Talakudong supported the camp by providing food and other needs. Councilor Psyche Sucaldito, PEACE camp director, thanked the parents and partners for their help in sustaining the children’s needs during the camp.

Isinagawa ng LGU-Tacurong ang Alay Pangkalusugan para sa Purok Onse o APPO noong July 1, 2014 sa Purok Onse, Barangay Poblacion, Tacurong City. Ang APPO ay isinunod sa modelo ng City Hall sa Barangay kung saan lahat ng serbisyo ng city hall ay ibinibigay nang libre sa isang lugar sa loob ng isang araw. Kabilang din sa mga serbisyo ang pagtatala o registration, pagbabakuna ng mga hayop, at pagbibigay ng mga binhi ng gulay. Ang APPO ay bahagi ng Project PAGLAUM ng LGU Tacurong City. Ang proyektong ito ay ipinapatupad ng LGU sa Purok Onse kasama ang ilang ahensya. LGU-Tacurong, through the Public Employment Service Office (PESO), takes SPES implementation a notch higher by involving student-grantees in the city’s multi-stakeholder development projects. PEACE Summer Camp Glyza Rea, 16, a BSED student of Sultan Kudarat State University, thought that she will be assigned with routinely office tasks for her summer job in the local government unit (LGU). However, the LGU had something better in mind for her and for other grantees of the Special Program for the Employment of Students or SPES. On April 21, Glyza and 8 other grantees who are taking education courses started rendering their service as reading mentors in the LGU’s PEACE Summer Reading and Math Camp in Barangay Grino, Tacurong City. As reading mentors, they assisted teachers in facilitating classroom learning discussions and in preparing necessary classroom materials. Three SPES grantees taking up Hotel and Restaurant Management were also involved in the program. They helped in preparing snacks and lunch for the pupil-campers. The camp aimed at improving competencies of incoming Grade III pupils to prepare them for the National Achievement Test. Most pupil-campers

belong to indigent families in the barangay. The PEACE Summer Camp is an initiative of the LGU co-funded by SEAOIL, in partnership with KAYA NATIN Movement, Ateneo School of Governance and DILG. Throughout the 15-day camp, SPES reading mentors and feeding support staff submitted daily observation reports. This helps LGU camp staff in documenting and monitoring children’s improvement

Project PAGLAUM, achieving MDGs Forty SPES grantees were assigned to the LGU’s Project PAGLAUM under the Millennium Development Goals-Family Based Actions for Children and their Environs in the Slum or MDGFACES. Project PAGLAUM is being implemented with forty family-partners in Purok Onse, Barangay Poblacion. Each SPES grantee was assigned to assist a family-partner. Before their community duties, the grantees were briefed about the program, especially about how they can help the community. The SPES PAGLAUM Team conducted intake interviews and data gathering. The grantees kept a daily journal wherein all of their observations were written. Other necessary information that may be useful in developing interventions for the family-partners were also written on the journal. With the guidance of city social workers, SPES grantees facilitated project activity planning and monitoring. They also taught PAGLAUM children about proper hygiene, sanitation, and gardening. They also conducted activities on group dynamics. SPES grantees were also involved in facilitating trainings on children’s rights and gender sensitivity

among PAGLAUM children and their parents. Project PAGLAUM prioritizes children’s rights to a peaceful and healthy environment. This project was conceived when LGU-Tacurong City became a recipient of DILG’s MDG-FACES Program. According to Mayor Lina O. Montilla, SPES grantees’ involvement in the LGU’s development projects is a manifestation of its willingness to engage the youth in the process of nationbuilding. “Bisan sa nubo nga panahon nga ma-involve sila sa projects, ginalauman namon nga madala kag masapuso nila ang aton nga mga adbokasiya,” Mayor Montilla added. 1,000 run against child labor on Independence Day For the LGU-Tacurong City, there are two special reasons to celebrate June 12. Almost a thousand Tacurongnons may have felt the same. Just before the sun rose on June 12, at least 1,000 Tacurongnons gathered at the city hall grounds ready for #FREE Fun Run. This event was staged to support the Philippines Against Child Trafficking (PACT) in its #FREE (Fight for our Rights, End Exploitation) campaign. According to DOLE and LGU officials, this multitude of runners was not expected but surely it was a good surprise. ‘Raising awareness to fight for children’s freedom from abuse could be one of the most significant ways to celebrate our freedom as Filipinos,’ said City Councilor Psyche M. Sucaldito. “We are very glad that schools, agencies, and civic organizations responded to our call. It’s overwhelming,” Sucaldito added. After the #FREE Fun Run, city and barangay officials with Task Force Talakudong led the wreath-laying and flagraising ceremony for the observance of the 116th anniversary of the declaration of Philippine Independence.

LGU Tacurong City also invited the 40 family-beneficiaries of Project PAGLAUM under DILG’s MDG-FACES program. Children received new school bags and supplies, while their parents received gardening tools. The 40 children, who are at risk of child labor, come from Purok Onse of Barangay Poblacion. Chairpersons of five barangays, the Department of Labor and Employment XII, LGU-Tacurong City, Tacurong Police Office, and the Department of EducationTacurong entered into a Memorandum of Understanding for child labor-free barangays. The five initial barangays were Barangay Poblacion, New Isabela, San Pablo, Griño, and EJC Montilla. DOLE XII Regional Director Ofelia Domingo challenged the LGU and its 20 barangays to create strategies and mechanisms to help prevent and stop child abuse and trafficking. “Malaya tayong kumilos, manindigan, magbahagi para sa ikauunlad ng ating kabataan,” said RD Domingo. Based on the results of the National Statistics Office and International Labor Organization joint national survey in 2011, there is an estimated 3.21 million child laborers in the Philippines. Child laborers are those who are working in hazardous work environment and those who have worked more than 20 hours a week (for 5-10 years old) or 40 hours a week (for 15-17 years old). LGU allots P800K for senior HS pilot implementation Bawat Gradweyt ng Tacurong City ay handa sa Trabaho, Negosyo, Kolehiyo, at Mundo. Kaya sa K-12, Buhay mo Aasenso. The Local Government Unit (LGU) of Tacurong is one with the battlecry of City School Division of Tacurong (CSDT) in setting the target for the K-12 program. LGU-Tacurong City provided a support fund amounting to PhP800,000.00 to Virginia F. Griño Memorial High School. VF Griño MHS is CSDT’s pilot school for senior high school (SHS) under the K-12 program. This amount was used for the procurement of materials and equipment needed in offering Cookery/Food and Beverage Technology (FBT) and Electrical Installation Technology (EIT) in the said pilot school for School Year 2014-2015. To date, there are 22 students enrolled in FBT and 35 in EIT. VF Griño MHS, with assistance from CSDT, established strong partnership with the Sultan Kudarat State University and other higher education institutions in the preparation of syllabi and curriculum of the abovementioned courses. CSDT K-12 updates

Benchmarking in other pilot schools in the city will be conducted in August to prepare for the implementation of SHS in SY 2016-2017. CSDT, with all public high school administrators, will look into and learn more about the challenges, successes, and other issues and concerns encountered by SHS pilot schools. The formulation of the roadmap for the implementation of SHS will be conducted in September. All public and private schools in the city will be involved in this activity. Through this convergence, each school’s preparedness for SHS implementation in 2016 will be determined. Preparedness in terms of teachers, facilities, and other equipment will be evaluated.

Tacurong youth joins SK Children’s Welfare Code review & consultation The National Framework for Children’s Participation upholds children’s participation in the family, the community, and in nation building. In this light, children from Tacurong City participated in the review and consultation of the Sultan Kudarat Children’s Code on June 12-13, 2014 in Lake Sebu, South Cotabato. The activity was sponsored by Save the Children. Tacurong City delegation was composed of two (2) Children in Conflict with the Law (CICL), three (3) Children with Disabilities and two (2) PYAP members. Ms. Nancy M. Bawe, RSW the Gender and Development Focal Person, was invited to give some inputs and Kathy Mae R. Catalan, RSW, the Focal Person of the PWD, was there to participate in the review of the Code. Save the Children also engaged children groups from other towns, the Sultan Kudarat Provincial Council for the Protection of Children, women leaders, and selected child advocates. The province’s Children’s Code was passed and approved in 2007. The Code provides guidelines and legal framework on children’s rights that include participation, representation, and non-discrimination. Through the activity, participants were able to share their thoughts and concerns on the existing Code. Participants’ inputs were used as guide in the training write-shop for Sultan Kudarat which amended its Children’s Welfare Code on June 23-25 at Water Front Insular Hotel, Davao City. Save the Children and SALIGAN (Sentro ng Alternatibong Lingap Panligal) facilitated the write-shop. LGU-Tacurong City was invited to share the good practices of its City Council for the Welfare of Children (CCWC). The City of Tacurong had crafted/formulated its own Child and Youth Welfare and Development Code and was approved on June 2, 2004 and is also in need of amendment and updating. The Convention on the Rights of the Child (CRC) is the most widely ratified and comprehensive human rights treaty in history that embodies social, economic, cultural, civil and political rights of all children. It provides a common ethical and legal framework to develop an agenda for children and a common reference on which programs may be assessed.CRC has four foundation principles: non-discrimination, best interest of the child, right to life, survival, and respect for the views of the child. OCD: Incident Command System helps answer essential crisis question Who is in charge? This is the common question when disaster or untoward incidents strike. And this is exactly the same question that the Incident Command System or ICS answers, according to Office of Civil Defense (OCD) XII Director Minda P. Morante. ICS is a standard, on-scene, all-hazard incident management concept that can be used by disaster risk reduction management councils (DRRMC) and response groups. ICS allows its users to activate an integrated organizational structure in times of crises. “We have learned a lot from previous disasters that struck our country. Many resources and aid are inefficiently used, efforts are duplicated..because there is no system,” said Morante. ICS draws a clear line of responsibility among personnel and responders, and provides mechanisms to direct resources to where they are really needed. “Importantly, ICS nurtures a culture of mutual respect. When everyone understands ICS, there is no conflict on positions during disaster..only unity of efforts,” added Morante. Build from the basic Morante challenged the 27 graduates of the Basic ICS Training for Tacurong CDRRMC to start developing action plans for disasters and pre-planned events using the principles of ICS.

From June 23-25, Tacurong CDRRMC members have undergone lectures and exercises on 1) Introduction to ICS; 2) Organization and Staffing; 3) ICS Facilities; 4) Organizing and Managing Incidents and Events; 5) Incident/Event Assessment and Management by Objectives; 6) Incident Resources and Resource Management; 7) Incident and Event Planning; and 8) Transfer of Command, Demobilization, and Close-out.

Throughout the training, participants dealt and managed an imaginary disaster scenario using knowledge and skills learned from each training module. Among the training highlights was the trainees’ simulation exercise of an incident operational briefing. They performed as members of an incident management team. An incident management team includes an incident commander, a public information officer, liaison officer, safety officer, planning section chief, logistics section chief, finance section chief, and operations section chief. “We have a very positive observation of this group. I believe they are all qualified to proceed to the next level of the ICS training,” said Morante during the closing ceremony. Among the graduates were Vice Mayor Joseph George Lechonsito, Councilors Psyche Sucaldito and Rodrigo Jamorabon, and ABC President Hernane Fermo. Heads of Tacurong PNP, Task Force Talakudong, and Tacurong BFP were also among the graduates. National ICS Cadres, trained by the US Department of Agriculture-Forest Service, facilitated the three-day activity. also been replaced with suggestion boxes to ensure that there is feedback mechanism in health facilities. The Sangguniang Panlungsod led by Vice Mayor Joseph George Lechonsito passed an ordinance establishing the organization of community volunteer health workers and barangay health workers, thereby strengthening the recruitment and retention. Through the ordinance, the LGU recognizes the workers’ rights to security of tenure, incentives, and eligibility for those who have served for more than five years. The ordinance also emphasizes that volunteer health workers must not be placed at the mercy of politicians every time there is change in administration. Moreover, the LGU approved upon review the City Health Action Plan/City Investment Plan for Health and the 2014-2016 Annual Investment Plan for health with specified utilization of grants. Ten additional health workers were hired and casual health employees were allocated with magna carta. The LGU is also an active member of the BITES (Bagumbayan, Isulan, Tacurong, Esperanza, Senator Ninoy Aquino) Inter-local Health Zone, continuously strengthening its partnership with Red Cross. BITES ensures that there is enough supply of safe blood in these areas. BITES was recognized as Top 4 in the DOH search for best inter-local health zones in the country in 2013. “Damo pa ang dapat obrahon. Montilla was among the League of Cities of the Philippines (LCP) delegates to the World Urban Forum on April 5-11 in the City of Medellin, Colombia. Other LCP delegates include Balanga City Mayor and LCP National Vice Chairperson Joet Garcia, Muntinlupa City Mayor Jimmy Fresnedi, Dipolog City Mayor Evelyn Uy, and Candon City Mayor Ericson Singson. They were accompanied by Mr. Vaughn delos Reyes, a member of the LCP secretariat The LCP delegates were sponsored by the Cities Alliance through the Knowledge Management and Exchange System (KMES) project. The Philippines was among the 160 participating countries in the said forum. The city of Medellin and the Colombian government hosted the World Urban Forum with Medellin being an international example of urban transformation through social urbanism. This city had exemplified its prioritization of vulnerable communities with solutions for accessible mobility, inclusive governance, and quality education with focus on community libraries, recovery of public space and green areas throughout the city. On April 7, the LCP delegates made a courtesy call to Medelline City Mayor Anibal Gaviria Correa. Mayor Anibal, during the meeting, affirmed the possibility of a joint program with the LCP. “This is an overwhelming opportunity for a very young and small city like ours…but surely, this experience will help us increase our opportunities for growth, learning, and partnerships,” said Mayor Lina O. English, Mathematics, and Science under CSDT Continuing Enhancement Program for Teachers was facilitated by the professors of the University of the Philippines-Manila under their Pahinungod Program. Mayor Montilla was also present during the opening program to show her support as the undertaking was made possible through the Mayor’s fund amounting to PhP 500,000.00 which is being allocated annually. This program was the brainchild of the previous mayor, Lino O. Montilla, and is being carried out by the incumbent mayor. The Schools Division Superintendent, Mr. Romelito G. Flores, expressed his gratitude to the LGU leadership for the immense support the LGU is extending to better the delivery of basic education in the city. Further, he challenged the participants to make use of the knowledge they gained from the facilitators of UP Manila and carry on the new battlecry of the division—Ang bawat gradweyt ng Tacurong City ay handa sa negosyo, trabaho, kolehiyo, at mundo. TACEA vows to adopt a school for BLT program Members of the Tacurong City Employees Association, dubbed TACEANs, agreed to support the LGU and Jollibee’s Busog Lusog Talino Program during the group’s general assembly on May 30, 2014 in time for their 20th anniversary celebration. TACEA, with 472 members, pledged to contribute a total of PhP94,400.00 to adopt a new school for the BLT program SY 2014-2015. Each TACEAN will contribute P200.00. BLT is a daily lunch feeding program that aims to reduce malnutrition and dropout rate in elementary schools. A BLT school needs P57,600.00 to feed 40 undernourished Grade 1 & 2 pupils for 120 days. This cost does not cover expenses on parent seminars and orientations, and purchase of eating and cooking utensils. BLT feeding will start in six elementary schools in the city come August 2014. In SY 2013-2014, LGU-Tacurong only had four BLT schools: Dr. Manuel J. Griño Memorial Central School in Barangay Griño; Tina Elementary School; J. Hector Lacson Memorial Elementary School, and Josue Alcasid Memorial Central School. This school year, 2014-2015, two more schools will be added to the bunch. These are Maria Montilla Memorial Elementary School, and Lourdes Pama Memorial School. ANO ANG BLT? BUSOG LUSOG TALINO SCHOOL FEEDING PROGRAM

Ito ay sinimulan ng Jollibee Group Foundation noong 2007. Noong 2013, naging isang local implementing partner ang LGUTacurong City.

For the LGU, it is important that employees must feel empowered in their designated tasks and functions. Sixty-five laborers, utility workers, and drivers joined a seminar on Developing Self-Esteem cum Financial Management conducted on April 29-30, 2014 at Edjin Pension House, Tacurong City. The participants were divided into two batches. “Unlike the first and second level employees, the support staff are not usually visible during programs or are rarely asked of their opinions on office matters,” said Ms Diana Guadalupe, member of the HR Training Team. According to her, this is the reason why some employees do not have self-esteem or do not seem to be confident about their role in the LGU. The seminar was aimed at boosting the morale of the LGU’s admin support personnel. Through the seminar, the HRMO reminded the participants of their value and roles in the fulfillment of LGU goals. “The LGU is not whole without them. We need them for effective service delivery,” said Human Resource Management Officer Nenita Albito. The seminar also provided participants with knowledge on how to properly manage their salary and personal finances. Results of inefficient financial management may add to employees’ stress levels thereby affecting their work performance. After the activity, participants were convinced to save and even look for wise investments. A participant even said that he will now be more motivated to stop smoking to save money. Para sa SY 2013-2014, 160 mag-aaral na severely wasted at wasted sa apat na paaralang elementarya ang pinakain ng libreng tanghalian sa loob ng 136 school days sa tulong ng BLT partners, mga guro, at mga magulang. Ang apat na paaralan ay ang: Tina Elementary School; J. Hector Lacson Memorial Elementary School; Dr. Manuel J. Griño Memorial Central Elementary School; at Josue Alcasid Central School. Mula sa 160 mag-aaral na kulang sa taas at timbang, 130 mag-aaral ang nagkamit ng normal body mass index matapos ang 136 feeding days sa BLT noong SY 2013-2014.

HAPPY ANNIVERSARY TACEA! TACEA (Tacurong City Employees Association) celebrated its 20th foundation anniversary on May 30, 2014. TACEA started the day with a parade, followed by its annual general assembly. Mayor Lina O. Montilla and City Councilor Benjamin Fajardo Jr., chairperson of the SP Committee on Labor and Employment, participated during the association’s general assembly wherein relevant concerns, such as member benefits, were discussed. In the evening, TACEA held an anniversary program wherein PIPSEA President Felix Cabuguas Jr. was guest speaker. PIPSEA stands for Philippine Independent Public Sector Employees Association, the national confederation of government employees. Cabuguas shared updates on laws concerning the public sector workforce including the progress of the Salary Standardization Law IV. In the Philippines, there are 1.5 million government employees. Only 21% of this number had been organized as unions and associations. “Among the most active unions in the country are unions in the SoCCSKSarGen area,” said PIPSEA President Cabuguas.

160 donate blood on city’s donors day On its fourth year, Tacurong City Blood Donors Day on May 19, 2014 gathered one hundred sixty (160) blood donors from different barangays and agencies. The Philippine Red Cross (PRC) Sultan Kudarat Chapter administered the blood donations. LGU-Tacurong City, through the Sangguniang Panlungsod, institutionalized Blood Donors Day on 2011 through City Ordinance 06-2011. The ordinance was sponsored by City Councilor Psyche M. Sucaldito. This ordinance is one of the LGU’s responses to the call for advocacy and promotion of voluntary blood donation, recruitment, and retention of voluntary blood donors. In 2013, PRC recognized awarded LGU-Tacurong City with the national Scroll of Honor. The LGU vows to support the National Blood Services Act of 1994.

A man in yellow uniform calls a name. With one seat now empty, a woman carrying her child immediately takes a seat with a smile of content. Sitting next to her is another woman, holding in her arm an infant with dark curly hair, sleeping amidst the confusion. Another woman greeted her warmly, her daughter sitting on her lap. Strangers, the three of them, and mothers first of all, drawn together by fate to one place in this one time for one reason: sickness. They have been lining up to get their children checked up. It was only 10 am and the Barangay Hall in Griño is swarmed by hundreds of people to avail the services offered by the City Hall. The sun glared in the sky promising dryness and warmth. The children feasted on cold treats from the ice cream vendor. Amidst the heat however, is the gray sky looming just ahead. “Naabutan kasi kami ng ulan galing sa school, kaya nilalagnat sila,” Louella recounted as she held on to her children’s medicine. Her 5 year old daughter clung to her mother’s arms with her sleepy eyes while her 6 year old boy was energetic under the roofed hall overlooking the rice fields. The dramatic change in weather seems to be taking its toll primarily on children. Louella is one of the many mothers lining up for the cold medicine. Most people lining up in the medicine booth brought with them their children to be checked up. The employees of the local government unit managed to accommodate everyone in an orderly fashion. Multiple tables are lined down in the cemented ground labeled according to the services they offer and manned by at least two people all the time. Registration started as early as 8 and lasted until every single client has received what they came for. When asked if it was hard getting the medicine, she shrugged and smiled. Mabuti naman [may ganitong event], nakakatulong sila sa mga walang masyadong kaya, she said. City Hall sa Barangay is a program that aims to bring the services

to people rather than have them go through the trouble of availing the services elsewhere. It was launched by Mayor Lina O. Montilla in 2011 and has been visiting city’s 20 barangays on Fridays since then. They have everything from haircuts, dental check-ups, job programs, vaccinations, to medical check-ups where the lines never seem to stop. From January to June 2014, LGUTacurong’s City Hall sa Barangay had already served 4,060 residents in five barangays namely Barangay Rajah Muda, San Rafael, San Antonio, New Carmen, and Kalandagan. All city hall services are rolled out for free in every barangay for one day. The service with most number of clients is the free medical check-up and medicines with 2,400 beneficiaries. Other services include free dental check-ups, eye check-up, free livestock vaccination, distribution of vegetable seeds, and free civil registration. The legislative arm of the LGU, PNP, and Philippine Army also back the program with free haircutting services, manicure, pedicure, ba-id, and more. Moreover, LGU PESO, in cooperation with private establishments and recruitment agencies, holds a mini Job Fair in each barangay.

Livelihood skills spark new hope in the slum For the mothers of the 40 children involved in the LGU’s Project PAGLAUM in Purok Onse, low family income significantly impact the welfare of their kids. Poverty is equated to hunger. To respond to this plight, the LGU and its partners decided to empower mothers with new livelihood skills. On May 8, PAGLAUM mothers learned basic skills of making hand-made water hyacinth (water lily) souvenirs and products. Mrs. Melinda Bonayos, owner of Double Day handicraft based in Purok Onse, facilitated the training. “Gusto ko guid nga mabuligan ko man nga makabalo ang mga ara sa palibot ko, lalo na ang mga tagadiri sa Purok Onse, para tanan kami mag -asenso,” said Bonayos during an interview. Mothers were taught how to make braids and twines from dried water lily stalks. These are used as materials in making bags, purses, belts, leis, slippers, and more. Bonayos also taught the participants to make small pouches out of their braids and twines to hone their weaving skills. After learning how to make water lily handicraft, PAGLAUM mothers learned container gardening from the Sultan Kudarat State University on May 10, 2014. Container gardening is an innovative way of gardening using recycled bottles, cans, and sacks. SKSU promotes container gardening for environmental awareness and as a new livelihood opportunity to families. SKSU provided

free vegetable seedlings to the mothers. Other households in the community were also encouraged to recycle plastic wastes and plant vegetables.

Since then, vegetable plants in cans, bottles, and sacks of different sizes flourished in the once barren yards of Purok Onse households. “Wala na kami nagabakal sang gulay, daku nga menos sa gastos para sa pagkaon. May iban man nga kapitbahay nga ginabakal ang gulay namon,” said Janie Salgado, a PAGLAUM mother. “Imbes na kung ano-ano ang ginahimo namon, malingaw na kami subong ka tanom,” said Nena Gerasmo, another PAGLAUM mother. Aside from gardening, SKSU also taught PAGLAUM mothers about Cavendish banana utilization on May 17. PAGLAUM mothers learned different ways to cook/use banana--banana fritters, pancakes, jam, pastillas, empanada, and banana peel vinegar. SKSU also delivered lectures on food safety and sanitation. Project partners and the LGU hope that the mothers will apply what they have learned to generate extra income and to provide safe and healthy food for their children. “Wala kami nag-expect nga amo ini ang maging epekto sang MDG-FACES sa amon nga mga pamilya”, said Gerasmo. Project PAGLAUM is under the Millennium Development Goals-Family-based Actions for Children and their Environs in the Slum (MDG-FACES) Program. LGU CAMPAIGNS AGAINST DENGUE IN TACURONG The local government unit (LGU) of Tacurong continues its combat against Dengue through various multi-stakeholder interventions. Specifically, these interventions aim at minimizing the dengue cases in Tacurong which increased on the first quarter of the year. Limpyo Kalog On April 12, LGU conducted the 10th Limpyo Kalog. Tacurongnons cleaned main canals of Barangay Poblacion in support of the anti-dengue campaign of the Department of Health. Among the participants in the activity were the LGU employees, Task Force Talakudong (TFT), 33rd Infantry Batallion and 601st Brigade of the Philippine Army, Bureau of Fire Protection (BFP), Philippine National Police (PNP), Department of Trade and Industry (DTI), and Nuestra Señora Dela Candelaria Parish. Participants were assigned in different locations to assure that the clean-up activity would clear areas capable of holding water and become breeding spots for dengue-carrying mosquitoes. Limpyo Kalog started in the year 2010 through the initiative of SP Member Psyche M. Sucaldito. This year, Limpyo Kalog had been institutionalized through City Ordinance 02, 2014.

1,000 take anti-filarial drugs during MDA provincial kickoff Assistant Secretary for Health Dr. Paulyn Jean Russell-Ubial, DOH XII Assistant Regional Director Dr. Francisco Mateo, Tacurong City Mayor Lina O. Montilla, and Vice Mayor Joseph George Lechonsito, with at least 1,000 attendeed from agencies, schools, and health units in the region took antifilarial drugs on June 27, 2014 in Tacurong City. The ceremonnial intake signaled the beginning of anti-filariasis mass drug administration (MDA) in Sultan Kudarat Province. Taking anti-filarial drugs, diethylcarbamazine (DEC) and albendazole, is a means of disease control and prevention. A single dose of antifilarial drugs has the ability to suppress microfilaraemia for periods up to 1 year. Individuals (2 years old and above) are advised to take anti-filarial drugs from four to six years, once a year, to be completely filaria-free. Drug dosage depends on an individual’s age. Tacurong City hosted the MDA provincial kick-off back-to-back with the regional celebration of the ASEAN Dengue Day. Barangay chairpersons of the 20 barangays in Tacurong pledged to advocate community action in combating dengue and filariasis, also known as elephantiasis. JLCB

Umaabot ng ilang taon bago makita ang mga sintomas na paglaki ng mga binti, kamay, suso, bayag, at vulva ng taong may filariasis. Napatunayang napapatay ng mga gamot na diethylcarbamazine (DEC), albendazole at ivermectin ang mga microfilariae. Pinaiinom ng kombinasyon ng DEC at alinman sa dalawa pang nabanggit na mga gamot ang mga nakatira sa pamayanan kung saan may mga kaso ng filariasis upang pigilan ang pagkalat ng sakit. Kailangan ang taunang pag-inom ng naturang kombinasyon ng mga gamot sa loob ng apat hanggang anim na taon upang maiwasan ang pagkakaroon ng filariasis.

ASEAN Dengue Day LGU-Tacurong City, through the Office of the City Health Services (OCHS), hosted the regional celebration of the ASEAN Dengue Day on June 27, 2014. At least a thousand participants from different schools and agencies in the city joined the LGU in the said event. Rural health units (RHUs) from different towns and provinces in the region also attended. DOH XII Asst. Regional Director Dr. Francisco Mateo turned over ten rolls of Olyset nets to Mayor Lina O. Montilla. These Olyset nets will be distributed to elementary schools in the city to be used as curtains in classrooms. Olyset net is an insecticidal net that is proven to be safe to adults and young children. Assistant Secretary for Health Dr. Paulyn Jean Russell-Ubial challenged the LGUs and RHUs to engage more people in their health advocacies. “Health issues does not only involve persons..in health, we look at the population,” said Dr. Ubial. With this, it is necessary that communities must also be educated on how to prevent diseases at their level. Information Campaign The Sangguniang Panlungsod Office led by Vice Mayor Joseph George Lechonsito, in cooperation with the City Health Office, started an anti-dengue information campaign last July 1, 2014 at Purok Onse, Poblacion, Tacurong. This campaign aims to reduce, if not eliminate dengue cases in the city. Relevant information about dengue was disseminated and explained through flyers and house visits in Purok Onse. This purok is among the areas in Tacurong with the highest reported incidence of Dengue with 21 reported cases, 10 of which are in the month of April alone. The Philippine Integrated Disease Surveillance and Response (PIDSR) survey showed that there had been a total of 54 dengue cases in Tacurong City from January to April this year. The campaign will also be conducted in different areas in Brgy. Poblacion and in other barangays. Fighting Dengue According to the OCHS Head Dr. Giovanni Deles, it is important to get rid of breeding grounds of mosquitoes. Water supplies must be covered with a lid to ensure safety and cleanliness, while drainages and vases should be cleaned regularly. DOH’s Aksyon Barangay Kontra Dengue campaign emphasizes a regular community clean-up as an effective preventive measure. To prevent mosquitoes from entering the house, nets and screens can be installed. Fogging is not advisable; it must only be done when there is an outbreak confirmed by the health office. Symptoms of dengue include, but are not limited to: 2-7 days of fever, headache, muscle and joint pains, stomachache, nosebleed, and gum bleeding. Suspected Dengue patients should not be given aspirin, and avoid getting bitten by mosquitoes. They should be immediately brought to the nearest Health Center for check-up. According to DOH XII, there were 2, 502 dengue cases reported to Regional Epidermiology and Surveillance Unit from January 1 to June 7, 2014. This is 53% lower compared to same period last year. Upper Katungal in Tacurong wins Lupong Tagapamayapa regional award For the second time, Barangay Upper Katungal in Tacurong City emerged as regional winner of the annual search for outstanding Lupon under the Lupong Tagapamayapa Incentives and Awards (LTIA) Program-Component Cities Category. Barangay Upper Katungal also bagged the award in 2012. The Department of Interior and Local Government (DILG) conferred the award to Upper Katungal during the awarding rites held on July 3, 2014 in Koronadal City. The Regional Awards Committee evaluated Upper Katungal based on its Lupon’s performance in 2013. Under the component cities category, Upper Katungal bested the other two regional finalists, Barangay General Paulino Santos of Koronadal City and Barangay Poblacion of Kidapawan City. City Mayor Lina Montilla, DILG City Director Alberto Sero, Jr., and Barangay Chairman Hernani Fermo, together with the members of the Sangguniang Barangay and Lupong Tagapamayapa of Upper Katungal received the award from DILG Regional Director Reynaldo Bungubung. Assistant Regional Director Josephine Leysa and other officers of DILG 12 were also present during the awarding ceremony. As regional winner, Upper Katungal received a cash incentive amounting to P50,000.00 to be utilized for projects identified by the barangay council and the Lupon. The other regional winners included Barangay Katanggawan, General Santos City for the Highly-Urbanized Cities Category and Barangay Poblacion, Polomolok for the 1st to 3rd Class Municipalities Category. LTIA is program that aims to provide a system of granting benefits and incentives to the Lupons that performed well based on a set of criteria. The DILG institutionalized the program after seeing Katarungang Pambarangay (KP) as effective mechanism for indigenous mediation in resolving local disputes.

Established evaluation criteria for the awards are the following: Efficiency in Operations (35%), Effectiveness in Securing the Objectives of the KP Program (30%), and Creativity and Resourcefulness of the Lupong Tagapamayapa (35%). The Regional Awards Committee is composed of the DILG Regional Director as Chairperson, the Regional Trial Court Representative, the Regional Public Attorney’s Office Representative, the President of Regional Liga ng mga Barangay and representative from Civil Society Organizations (CSO). In her message, ARD Leysa said that the award received by the winning barangays is a confirmation that the Lupons performed satisfactorily during the evaluation year. Leysa also thanked the winners for putting Region 12 in the map of LTIA. “Do not be contented of being a regional winner only,” Leysa said. “You have to aim for the national awards. Let’s not settle for second. Let’s settle for the best,” Leysa added. LGU-Tacurong City aims for Seal of Good Local Governance Having achieved the Seal of Good Housekeeping (Bronze and Silver), the LGUTacurong City now aims to get the Seal of Good Local Governance or SGLG from the Department of the Interior and Local Government (DILG). For the LGU to become an SGLG recipient, it needs to pass all the three core assessment areas–Good Financial Housekeeping; Social Protection and Disaster Preparedness; and at least one from the essential assessment areas – Business-Friendliness and Competitiveness, Peace & Order or Environmental Management. According to City Administrator Eduardo Nicolo, SGLG is an even more challenging feat to attain than the Seal of Good Housekeeping. The Seal of Good Housekeeping only measured the levels of compliance to the Department’s Full Disclosure Policy, particularly in the areas of budget, revenues and procurement, among others, having no adverse COA findings, as well as meeting the requirements of anti-red tape act. “An LGU must always be up for the challenge of offering the best in terms of governance and service. We are always willing to learn from the outcomes of each evaluation,” said Mayor Lina Montilla. The city government of Tacurong was subject to a two-day SGLG regional evaluation that commenced on June 16, 2014. Members of the evaluation team from DILG-Provincial Office in Kidapawan City conducted a document review and interview session with the LGU officials and heads of offices. Also present during the evaluation conference were officials of the City Schools Division of Tacurong and Tacurong City Police Station. The team also visited different areas in the city such as the public terminal, the Materials Recovery Facility (MRF), the Sangguniang Panlungsod Office, and the City Health Office, among others. The evaluators also visited some barangays in the city. The LGU was evaluated for its performance in 2013. SGLG was launched on January 15, 2014 during the Good Governance Summit at the PICC in Manila. SGLG covers all provinces, cities and municipalities. ATI grants scholarship to Tacurong 4-H clubbers Three Tacurong City 4-H Club members have been qualified to Agricultural Training Institute’s two-year college scholarship program in Central Mindanao University in Bukidnon. Upon graduation, these scholars will then be required to submit business proposals to be funded by the Department of Agriculture (DA). “We call them agri-preneurs,” said City Agriculturist Ramon B. Losañes as he announced the good news on May 26. The city’s agriculture office helped in facilitating 4-H club members’ scholarship application process. The scholars, namely Carmi P. Kilayco, Renelyn P. Patiño, and Kryzza Thea H. Aposaga are among ATI’s sixteen scholars in Region XII. All three of them graduated from A.S. Bernardo Memorial National High School in Barangay Baras, Tacurong City. They will enjoy a free tuition fees, monthly allowance, and transportation allowance. Various Public Employment Service Offices (PESO) in Tacurong City conducted the Summer Job Fair 2014 on April 11, 2014 at the Notre Dame of Tacurong College Gymnasium. The job fair was a collaboration of the LGU Tacurong PESO and school-based PESOs in VMC Asian College Foundation, Notre Dame of Tacurong College, Southern Mindanao Institute of Technology, and STI College of Tacurong. The said event, done in partnership with the DOLE Sultan Kudarat Field Office, was particularly intended for the graduates of academic year 2013-2014. Ninety five out of 109 registered applicants qualified to various vacant positions offered by local employers during the summer job fair. Six employers joined the job fair, namely: Swana Mercantile, Inc.; KCC Mall of Koronadal; Six Eleven Global Services and Solutions; VMC Asian College Foundation; Radiowealth Finance Company and; Washington Dadiangas Consolidated Distributor. Regional Fisherfolk Director is a Tacurongnon Mr. Leo Pamposa, the Tacurong City Fisheries and Aquatic Resource Management Council (FARMC) Chairperson, is installed as the new Regional Fisherfolk Director. Part of his role is to serve as regional director of the Bureau of Fisheries and Aquatic Resources or BFAR for the whole month of May--the Farmer and Fisherfolk Month. The returned eggs, once proven fertile on the 7th day of incubation, will be under the care of the CVSO until hatched. CVSO will raise the chicks from one to two months and will be dispersed to other barangays. “We are very positive that with proper monitoring and assistance to the initial group of farmers, we will be able to broaden the scope of our organic poultry project,” said City Veterinarian Hermenegilda Sanque. LGU Tacurong hosts regional Taekwondo tourney Around 150 taekwondo jins from ten provinces, municipalities and cities in Region XII competed in the Regional New Face of the Year Taekwondo Championship hosted by the city government of Tacurong on May 2425, 2014. The event, sanctioned by the Philippine Taekwondo Association (PTA) Region 12 and in partnership with the Department of Education 12, was the first regional taekwondo tournament held this year. Of the thirteen chapters that participated in the competition, four came from General Santos City: Dragon Heart TKD, AIDA-WTG, Prospecs/RMMC and Romana Acharon TKD. Other chapters included the following: Defenders-Koronadal City, Davao del Sur TKD, Surallah Lions, Tigers, Mlang/Bagontapay TKD, Sultan Kudarat TKD, Cotabato City TKD, Sarangani TKD, and the

host City of Tacurong. AIDA-WTG emerged as the overall champion of the competition amassing 15 gold medals, 9 silvers and 7 bronzes. Tacurong Jaguars came in second with 9 golds, 11 silvers and 9 bronzes. Davao del Sur team bagged the third place with 9 golds, 6 silvers and 6 bronzes. Fourth placer Dragon Heart Gensan rounded up the top four teams after bagging 8 golds, 5 silvers and 4 bronzes. Mayor Lina Montilla, who also acts as chairperson of the City Sports Council, was happy on the turnout of delegations that joined the competition saying that she will maintain her support to the taekwondo discipline. “With the support shown by our partners especially the PTA Region XII-A, we are encouraged to conduct events such as this,” Mayor Montilla said.

Sports Council Vice Chairperson Rodrigo Jamorabon echoed the commitment of the mayor adding that the promotion of taekwondo in Tacurong had already produced good results. “We have players who already had played in various national and international tournaments, and there were a number of them who had availed of scholarships in big universities in Manila,” Jamorabon said. Team Tacurong bags 4 golds in Mindanao Taekwondo Championship

Five hundred fifty-two (552) participants of the Talakudong Summer Sports Camp graduated on May 28, 2014 in Tacurong City. The camp offered free trainings for eleven (11) sports events from April 21 to May 26, 2014. One hundred twenty (120) youth availed of the free dance sports classes. This event had the most number of participants. This was followed by badminton with 97 campers; volleyball (80); taekwondo (70); arnis (34); table tennis (30); softball (28); sepak takraw (25); soccer (25); athletics (22); and karatedo (19). The city government of Tacurong tapped experienced athletes and coaches to train the campers. Despite fielding only thirteen players in a tournament joined by more than 400 players all over Mindanao, Team Tacurong proved it can compete with the best players after amassing four gold medals, 2 silvers and four bronzes. The tournament, dubbed as Mindanao Taekwondo Championship and 1st Gov. Emmylou Mendoza Invitational Taekwondo Tournament, was hosted by Kidapawan City and lined up as one of the activities in the centennial celebration of the foundation anniversary of Cotabato Province. The participating delegations came from as far as Iligan City and Cagayan de Oro City from Region 10. Players from Davao City, Digos City and Tagum City were among those who represented Region 11, while almost all provinces and cities in Region 12 also came to compete. Team Tacurong, one of the delegations with fewer players, was headed by City Councilor Rodrigo Jamorabon and coached by Charles Naecolt Saavedra. The gold medalists for the City of Goodwill included Mary Angeli Yap, Angela Jane Segura, Aaliyah Freno and Vassily Purazo. Two players, Regine Paba and John Daniel Espino, competed in the finals but settled for silver medals instead. Four other players rounded up the medal tally by getting the bronze medals: Carl Echavez, John Dexter dela Fuente, Jomer Sotto and Joana Marie Espulgar. Meanwhile, the presence of former taekwondo Olympian and actor Monsour del Rosario highlighted the Mindanao-wide competition. Del Rosario, who is also a city councilor of Makati, delivered an inspirational message to all the young athletes and also gave ample time to sign autographs and pose for several photo sessions. Del Rosario was joined by Philippine Taekwondo Association Region 4A/4B Chairman Mario Frigillana and Stephen Fernandez, the only member of Philippine Taekwondo Team who won a bronze medal for the country during the 1992 Barcelona Olympics. 147 train for skills enhancement The Tacurong City Social Welfare and Development Office facilitated skills trainings for one hundred forty-seven (147) out-of-school youth and unemployed adults from January to June 2014. Out of 147, thirty seven (37) were trained on Driving NC II in Barangay Griño from January 20 to March 24. This training is a joint undertaking of the barangay government of Griño, LGU, and TESDA. Meanwhile, 29 from different barangays graduated from the skills training on Hair Science and Beauty Culture conducted on February 7 to March 21. This training was funded through the initiative of Councilor Benjamin Fajardo Jr. Graduates of this training received tool kits worth P600.00 each. In Barangay New Passi, thirty individuals finished

the basic welding course conducted on February 12 to March 21. Also in the same barangay, 26 individuals were trained on Shielded Metal Arc Welding NC II on March 18 to June 30. These two trainings were funded by the barangay government of New Passi in coordination with TESDA. CSWD also offered Light Vehicle Driving Course in Barangay New Lagao on January 25 to March 1 with 25 trainees. This training is a collaborative effort with the Alternative Learning System of Department of Education. The barangay government of New Lagao provided funds for this training.
