f the 127 cities in the country that served as project sites for the MDG-FACES implementation, Tacurong was one of the five cities invited to share their success stories in the Galing Pook Governance Fair dubbed “Mamamayan Mamamayani” conducted by the DILG’s Local Government Academy (LGA) at the SMX Convention Center in Pasay City on September 1, 2015. Mayor Lina Montilla was joined by Mayor Benjamin Abalos, Jr. of Mandaluyong City, Mayor Rowena Tuazon of Masbate City, Mayor Edward Codilla of Ormoc City, and Mayor Jennifer Barzaga of Dasmariñas City. Tacurong also participated in the Governance Fair exhibit in line with the theme “Reaping the Harvests of the MDGFACES: Putting Smiles on the Faces of Children”. Mayor Montilla led the Tacurong delegation which included MDG-FACES Project Management Team (PMT) membersCity Councilor Psyche Sucaldito and City Local Government Operations Officer Alberto Sero, Jr. MDG-FACES, an acronym for Millennium Development Goals-Family-based Actions for Children and their Environs in the Slums, is a program of the LGA that seeks to localize the MDGs and along the way, strategize to help the cities achieve the MDGs. The program aims to enhance capacities of poor mothers to identify issues, articulate their needs, and set targets for their families especially that of their children. The ultimate goal of the program is to improve the quality of life of the families living in slum areas, especially the children. Since the program’s inception in 2008, a total of 127 cities have served as project sites of the MDG-FACES covering 7,360 family-beneficiaries.

The Tacurong City Experience MDG-FACES started in Tacurong City when Mayor Lina Montilla accepted the invitation of the LGA for the city to be part of the expansion of the 3rd national rollout. Project PAGLAUM, a Hiligaynon word for hope, is the localized program implemented by the city for the MDG-FACES. PAGLAUM is an acronym for Panata at Adhikain, Gutom ay wakasan; Lingap, edukasyon, kalusugan, Asal na mabuti ay isulong at Ugaliing makamtan ang Malinis, matiwasay at maunlad na pamayanan. The project started with the selection of 40 familybeneficiaries from the city’s lone slum area, which is Purok Onse or Caños Subdivision located in Barangay Poblacion. During the program orientation and workshop sessions, the beneficiaries identified three priority issues in their community: environment (clogged canals; solid wastes; air pollution), economic (needs for livelihood and skills training), and peace and order (presence of illegal drugs and gambling; absence of street lights). The situation of Purok Onse before project implementation was abysmal. Dark alleys contributed to the prevalence of illegal activities such as drug use, gambling, and theft. Pollution was extremely evident around the community contributing to poor hygiene and deplorable health conditions. For a long time, the place has suffered the reputation of being called as refuge of criminal elements. With the help of stakeholders, Project PAGLAUM transformed Purok Onse into one of the model communities in the city. Sultan Kudarat Electric Cooperative (SUKELCO) installed street lights to the dark alleys of the purok. Aside from regular patrols in the area, the local police conducted buy-bust operations and raids on illegal gambling operations. The peace and order campaign in the place prompted the residents to cooperate with the authorities. They informed the police of the presence of criminal elements in their place. They also formed their own civilian volunteer group and guarded the entrance of their purok. To address the environmental issue, the LGU and the community conducted a massive cleanup drive in Purok Onse. The City Environment and Natural Resources Office (CENRO) also conducted regular garbage collection in the area. The Sultan Kudarat State University (SKSU) also introduced container gardening to the families. The LGU even launched a gulayan contest to encourage gardening among all beneficiaries. To address the economic issue, the LGU imparted skills training to the parents. Tacurong City Employees Association (TACEA) and Tacurong City Employees Multi-Purpose Cooperative (TACEMPCO) also gave inputs on basic financial management and accounting. To complement with the skills trainings, the Department of Labor and Employment (DOLE) XII extended livelihood projects to the family-beneficiaries through starter kits amounting to more than P200 thousand.

Good Politics, Good Governance The gains of the MDG-FACES implementation in Tacurong paved way for the city to be regarded as one of the model cities that truly achieved the transformation desired by the program. Mayor Montilla and four other mayors who were invited to the Good Governance Fair were cited by the LGA as leaders that epitomize good politics and good governance. In his message read by DILG Assistant Secretary Josefina Castilla-Go during the forum, DILG Undersecretary Austere Panadero said that the MDG-FACES has come to bear much fruit only because the LGUs did their part in raising good politics, good service delivery and good governance. “Hindi ito madaling gawin kaya naman saludo tayo sa mga lokal na pamahalaan. It pays off to risk on the side of doing what is right. Basta nasa tama at nakakabuti sa nakararami, gawin mo”, Usec. Panadero said. “We have proven that poor women can transform themselves into valuable resources addressing household poverty. Mothers are not just housewives and caregivers. They are development managers and transformative agents at the household level.” “Mayor Montilla of Tacurong put it well when she said that what the marginalized sector of our community really needed was the integrity to uplift their lives and the MDG-FACES gave that back to them,” Usec. For Mayor Montilla, ‘ownership’ is the most important lesson she learned in the course. “Ownership means empowerment. When I accepted that I was part of the problems, I came up with clearer solutions,” she shared. In the said MLGP colloquium, seven more mayors from towns of Sultan Kudarat and three from Sarangani also graduated with their health officers. Throughout the course, the importance of bridging leadership was emphasized. Bridging leaders, as described by Zuellig Family Foundation President Ernesto D. Garilao, are those who are able to sustain bonds among stakeholders, driving them towards collective action to address issues in the communities. Before receiving their certificates of completion, the mayors delivered individual public narratives on their health governance journey. After the narratives, mayors and their health officers were subjected to a panel interview. The panel is composed of officials from the Department of Health and nongovernment organizations. Montilla’s narrative highlighted the sustainability of health programs in Tacurong through sound legislation and the LGU’s commitment to transparency and accountability in governance. Because of the health reforms implemented by LGUTacurong through the leadership of Montilla, it was recognized as among the Top 5 National Champions in Health Governance by the KAYA NATIN! Movement. Montilla shares the award with the LGU’s legislative arm led by Vice Mayor Joseph George Lechonsito who is also a doctor by profession. “Umaasa kaming ipagpapatuloy ng graduates ang kanilang mga nasimulan at gumawa pa ng maraming proyekto kahit walang pondo o nagbabantay,” said Dr. Eric Tayag, Director of the Bureau of Health System Development during the event. MLGP is a one-year, two-module health and good governance course for mayors, municipal health officers, and Department of Health (DOH) officials implemented by the Zuellig Family Foundation (ZFF) in cooperation with the DOH, United Nations Population Fund, and DMSF.

Kalakip ito sa isandaang porsiyentong suporta ng LGU Tacurong sa K to 12 Educational program ng pamahalaang nasyunal.

Barangays get a boost in health program implementation The Local Government Unit of Tacurong through its Office of the City Health Services launched BHSSP or Barangay Health System Strengthening Program this year. BHSSP is a city-led health initiative. It aims to improve the barangay health system making health services available and accessible to the community. Improved access, according to the OCHS, can affect improved health outcomes and the attainment of health-related Millennium Development Goals. BHSSP intends to capacitate and empower the health leaders in the barangay to help them organize and optimize their barangay health board and community health team. The very first BHSSP training was conducted in Barangay San Emmanuel on July 6. Among the attendees were barangay officials, purok presidents, and various organizational and religious leaders. According to City Mayor Lina O. Montilla, cooperation between the city and the barangays is important in offering adequate and proper health services to Tacurongons; hence, the LGU saw the need to implement a comprehensive health program for the barangays. Noong nakaraang taon, nakapagbigay na rin ng P800,000 pondo ang LGU bilang suporta sa pilot implementation ng senior high school sa Virginia F. Griño Memorial National High School (VFGMNHS). Career Guidance Week features career choices for skill-fit employment

One thousand four hundred high school students were briefed on: Emerging Soft Skills in the 21st Century Workplace; and The Priority Courses and In-Demand Occupations: A Glimpse at the Philippine Labor Market during the celebration of the Career Guidance Advocacy Week in July. LGU-PESO in partnership with DOLE conducted career guidance advocacy forums in different schools to guide the youth in choosing career paths especially in the advent of K to 12 implementation. “DOLE, with the LGU, is concerned with the youth; that they may maximize their potentials by making wise career choices,” stated LGU Public Employment Service Office (PESO) Manager Allan S. Freno.

Celebrating Potentials PWDs observe National Disability Prevention and Rehabilitation Week

“Through this celebration, we want PWDs to draw inspiration from each other,” stated Kathy Catalan, PWD Focal Person of the LGU. The celebration of the 37th National Disability Prevention and Rehabilitation Week on July 21 in Tacurong City is perhaps the biggest gathering of Persons with Disability (PWD) this year. PWDs, young and old, community volunteers, LGU officials, and personnel from partner-agencies--everyone in the venue was up and about--preparing for contests, checking attendance, and catching up with friends. During the event, PWDs enjoyed themselves in parlor games and contests. The LGU even organized the 1st Miss NDPR pageant for ladies who are members of the deaf and mute group. More so, the Davao Jubilee Foundation conducted free hearing and physical assessment for everyone. City Council for Disability Affairs (CCDA) Vice Chairperson Councilor Jose Remos Segura and SP Committee Chairperson on PWD Councilor Charito Collado assured the PWDs that the LGU will not grow weary in involving the PWD sector in its development programs. Solo parent-employees organize support group A human resource intervention program of LGU-Tacurong City, entitled Strength amidst the Struggles, paved way for solo parent-employees to organize their own support group on 16 July 2015. “The creation of this support group is also our way of recognizing both the needs and strengths of our employees who are solo parents,” according to Mayor Lina O. Montilla. Montilla inducted officers of the LGU Women Employees Solo Parents’ Association on July 27 during the LGU’s flag-raising ceremony. Employees involved in the said intervention program

Tacurong eyes stronger cooperative sector Tacurong City’s cooperative sector continues to flourish, reports City Cooperative Development Officer Nestor Leguro. According to Leguro, the cooperative sector in the city has remained active and lively. Leguro reported that combined cooperative membership in the city has already reached 6,968, involved in 21 active cooperatives. These cooperatives, he added, are able to employ at least 303 individuals and have acquired total savings of P62 million and net income of P26 million. “These data show an increasing trend,” Leguro said. Leguro emphasized that in a bid to further strengthen the cooperative sector in the city, the local government unit is carrying out livelihood assistance program with Php3.4 millionfund. Of this amount, Php700 thousand was already released to beneficiaries in January 2015. LGU-Tacurong is the sole accredited cooperative training provider in Sultan Kudarat province. Since January, it has already implemented eight trainingseminars that are backed by the Office for the Development of Cooperatives and Cooperative Development Authority. These seminars were participated by 336 cooperative members from several LGUs in the area. Apart from business operations, cooperatives here, according to Leguro, are also involved in community development. In February, some 106 cooperative members, PhilHealth employees, 4Ps beneficiaries and barangay officials joined forces to build a bamboo/vetiver grass nursery. These grasses are primary planting materials in riparian zone protection and revegetation program of the Allah Valley Landscape Development Alliance. This was followed by bamboo and vetiver grass planting along riverbanks in Barangay Rajah Muda and Barangay Baras on March 6 and 13. These are identified as flood-prone areas. The City Council for the Development of Cooperatives has also provided funds for the fencing of a 1-hectare lot intended for the Busog Lusog Talino (BLT) vegetable garden of the city government. are 24 female solo parents—widows, wives of overseas Filipino workers, unmarried, and those who have been separated from spouses. The intervention program included a lecture-workshop conducted by the City Human Resource Management Office (CHRMO) on July 15-16. Before conducting activities for the solo parents, Psychologist Framer Cristy Mella conducted diagnostic tests using psychological tools to gauge the emotional status of the participants. The results guided CHRMO and Mella in conducting workshops and sharing sessions. Participants were also briefed about RA 8972 or the Solo Parents Welfare Act. Mella also discussed about responsible parenthood and encouraged participants to share their parenting styles. “We hope that this intervention will give participants more opportunities to draw strength from each other,” CHRM Officer Nenita Albito stated. Barangay VAW Desks reinforced

Personnel of the Violence against Women (VAW) Desk in the barangays of the City of Tacurong have undergone an orientation on Gender-based Violence last 20 August 2015. The LGU conducted the activity through the Crisis Intervention Center for Women and Children (CICWC) in coordination with the Department of Interior and Local Government. According to Ms. Nancy Bawe, CICWC Head, VAW Desk personnel were also oriented on how to properly conduct interview swith VAW survivors. Participants were also taught how to fill up Barangay Protection Orders. The LGU also organized a support group for the city’s barangay VAW Desk personnel. The support group is chaired by Ma. Angela Horlador, Punong Barangay of Barangay Tina. The activity was aided by the Gender and Development Fund. Republic Act 9710, also known as Magna Carta of Women (MCW), was signed into law in 2009 to recognize, protect and uphold the rights of women and address issues of discrimination against them. To achieve its purpose, one of its provisions is the creation of a Violence Against Women (VAW) Desk in every barangay wherein women who experience physical, psychological and sexual abuse can seek assistance to flee from violence inflicted on them. Capital seed fund worth Php4.3 million from the Department of Social Welfare and Development (DSWD) was distributed among fifteen livelihood groups in Tacurong during the closing program of the 2015 Bottom-Up Budgeting for Sustainable Livelihood Program (BUB-SLP) on July 28, 2015 at the Tacurong Cultural and Sports Center. “We hope that you make use of these funds, not only to start your livelihood, but also to keep it going in order to improve the quality of your lives,” said DSWD Regional Director Bai Zorahayda Taha.

Each group is composed of 30 members coming from different sectors of the city, in particular the Pantawid Pamilyang Pilipino Program beneficiaries. All groups underwent mandatory workshop and basic business management training in preparation for the said capital assistance. The livelihood groups were organized by LGU-Tacurong City, following the Self-Employment Assistance-Kaunlaran or SEA-K mechanism. During the event, the City Social Welfare and Development Office also presented 218 graduates skills training under the BUB-SLP.

Skills training included: consumer electronics, massage therapy, hair science and beauty culture, home care products making, and t-shirt printing. The top trainees of hair science and beauty culture received free startup kits while all of consumer electronics trainees received their own free tool kits worth Php2,000.00 each. The massage therapy trainees were also provided with NC II certification from TESDA, after having passed the assessment. A total of 653 recipients benefited from the BUB-SLP 2015 cycle. YMTRobles

DOLE offers livelihood aid to parents of children at risk

LGU officials headed by Mayor Lina O. Montilla, and DOLE personnel headed by Regional Director Ofelia B. Domingo turned over P700 Thousand worth of livelihood assistance to 104 individuals on 11 September 2015.

One hundred six (106) individuals received livelihood aid from the Department of Labor and Employment (DOLE) worth P748,346 on 11 September 2015 in Tacurong City. These individuals are parents of children at risk of child labor in five barangays namely Poblacion, San Pablo, EJC Montilla, New Isabela, and Griño. The beneficiaries received goods and equipment for their proposed ventures such as food processing, talipapa, dressmaking, welding, balut vending, cerenderia, and more. Before receiving the aid, beneficiaries undergone Basic Record Keeping and Financial Management Seminar conducted by BS Accountancy students of the Sultan Kudarat State University. LGU Tacurong hosts RDC Week Celebration 2015 The City Government of Tacurong played host to the opening program of the RDC Week Celebration 2015 of the Regional Development Council Region XII at the Tacurong City Cultural and Sports Center on September 22, 2015. There were ceremonial toss, oath of sportsmanship, and banner raising performed by participating teams led by RDC-XII Acting Regional Director Arturo G. Valero and the Local Chief Executives present for the Executive and Friendship Games. In her welcome message, Mayor Lina O. Montilla gave a warm welcome to the officials and members of RDC-XII and guests of the said event. In addition, present to express their support were Gov. Daisy Avance-Fuentes of South Cotabato, who also serves as a co-Chairperson of RSDC XII, Mayor Japal J. Guiani, Jr. of Cotabato City, Mayor Diosdado Pallasigue of Isulan, Dr. Rolando F. Hechanova, SKSU President, and the regional heads of NAPOLCOM, LTO, DAR, DSWD, TESDA, DOT, CHED, and DOLE.

The Regional Development Council Region XII is the primary institution in the region that sets the direction of socio-economic development in Region XII (SOCCSKSARGEN), and through which regional development efforts are being coordinated. The RDC stemmed from Section 14, Article X of the Constitution, which provides that the President shall create Regional Development Councils and other similar bodies composed of local government officials, regional heads of departments and government offices and representatives from non-governmental organizations within the regions. LGU-Tacurong receives P2M for roads management

OUTSTANDING BUSINESS TAXPAYERS. Twenty business establishments in the City of Tacurong were recognized as Outstanding Business Taxpayers during the celebration of Tacurong Day and the opening of SULONG Tacurong Business Week on August 3, 2015. Said business establishments have conscientiously paid their taxes from 2012 to 2014, according to City Treasurer Jessie Batchar. Top 3 outstanding business taxpayers were: 1) Tacurong Fit Mart; 2) Mercury Drug-Ledesma St.; and 3) Mercury Drug-Bonifacio St. The LGU also awarded plaques to individuals identified as outstanding taxpayers on real property tax. In addition, the LGU recognized the Top 5 best-performing barangays in its tax collection program: 1) EJC Montilla; 2) Rajah Muda; 3) San Antonio; 4) D’Ledesma; and 5) Lancheta. Tacurong Day was conducted to celebrate Tacurong’s 64th Foundation Anniversary.

A Special Allotment Release Order (SARO) of Php 2,033,993 has been released by the Department of Budget and Management to the City Government of Tacurong as its Special Local Roads Fund (SLRF) for Fiscal Year 2015. The amount was in line with the timely completion and implementation of LGU-Tacurong’s road management projects for the year 2014. The fund was presented by the DILG during the LRMPA meeting on September 3, 2015 at the Palm Bistro in New Isabela, Tacurong City. In connection with this, DILG representatives from the central office and Region XII held a meeting with the LGUTacurong stakeholders on the improvements to the Local Roads Management Performance Assessment (LRMPA) tool. The representatives were Mr. Miguel Hayag, Jr., Engr. Junius Baclig, Engr. Herminia Ontoy, and Mr. Alberto Sero. The stakeholders, as represented by the heads of offices, were the City Engineering, Planning, BAC, Accounting, City Administrator, and Human Resource Management. The LRMPA is a tool developed by the DILG to monitor and evaluate the capacity and performance of local government units on local road management. Using the LRMPA performance indicators, they will be able to identify the strengths and weaknesses of the LGUs on local roads management in order to effectively implement the necessary road developments. Red Cross, DOH laud LGU blood service programs A Blood Service Platinum Award was given to LGUTacurong City during the culmination of the Blood Donors’ Month on July 22, 2015. Philippine Red Cross and Department of Health gave the award to the LGU for having the second highest number of blood units donated in the province. Tacurong City’s donations totaled to 530 units of blood in the span of six years. During the event, Councilor Psyche Sucaldito shared LGU Tacurong’s good practices on Policies in Support of National Voluntary Blood Donation program. The Philippine Councilors League of Tacurong City was also Chapter Awardee for donating 56 units or equivalent to 25,200CC of blood to the Voluntary Blood Services program of the Philippine Red Cross Sultan Kudarat Province – Tacurong Chapter. 16 | The Goodwill

UPPER KATUNGAL CONQUERS LTIA HALL OF FAME; GRABS SPOT IN NATIONAL AWARDS Proclaimed as the Best Lupong TagapamayapaIndependent/Component Cities Category in Region XII for the year 2014, Lupong Tagapamayapa of Barangay Upper Katungal in Tacurong City is now in the region’s Lupong Tagapamayapa Incentives and Awards (LTIA) Hall of Fame. Its winning streak in the LTIA started in 2012. It had won the admiration of regional evaluation teams for its efficient and well-documented transactions. For 2014, Lupon of Upper Katungal reports that all cases filed in the barangay were settled. Vice Mayor Joseph George Lechonsito, city councilors, chairpersons of other barangays, and City DILG Officer Alberto Sero Jr. also showed their support and witnessed the LTIA national validation. Two more Lupons in Region XII are eyeing for the national awards, namely Barangay City Heights in General Santos City (Highly Urbanized Cities category) and Lupon of Barangay Poblacion, Polomolok, South Cotabato (third class municipalities category). The City of Tacurong is the 32nd Most Competitive Component City in the Philippines, according to the 2015 Cities and Municipalities Competitiveness Index (CMCI). Tacurong also placed 17th in Government Efficiency; 33rd place in Economic Dynamism; and 60th place in Infrastructure. Mayor Lina O. Montilla received the award during the Awarding Ceremony for the Top 50-ranking LGUs in Region XII on 28 September 2015 in Greenleaf Hotel, General Santos City.

According to the Regional Competitiveness Coordinating Committee (RC3), sixteen out of the fifty LGUs in Region XII that participated in CMCI 2015 were able to make it to the Top 50 rankings in their respective categories. Tacurong, included in the said 16 LGUs, was also among the thirteen who made it in the last year’s CMCI. “We dedicate these recognitions to the people of Tacurong. PCPC: Local Council for the Protection of Children is 102% functional Tacurong’s Local Council for the Protection of Children (LCPC) garnered 102 points in the assessment of functionality conducted by the Provincial CPC on 1 July 2015. This means that Tacurong LCPC’s level of functionality is ideal, based on PCPC’s rubrics. LCPC’s performance is monitored through the following indicators: organization; meetings; policies, plans, and budget; and accomplishments. LCPC is an institutional mechanism in LGUs that advocates child rights, plans, and initiates/recommends interventions. It also monitors programs for children in the locality. The City Council for the Welfare of Children was created in 2011 through Executive Order No. 10. The LGU also sustains the operation of the City Crisis Intervention for Women and Children. Forty-one employees received service pins for 10 years in service; six received 12KT Theseus rings for 15 years in service; four received 14KT L4 barrel rings for 20 years in service; six received 14KT bracelets for 25 years in service; four received 18KT round flat rings for 30 years in service; one received 14KT necklace and 18KT pendant for 35 years in service; and two received 14KT necklaces and 18KT pendants for 40 years in service.

At the conclusion of the month-long celebration, eight employees were given the Career and Selfdevelopment Incentive award, a recognition for employees who satisfactorily completed a course or degree within or outside the country at his or her own expense. These employees finished degrees in Bachelor of Laws, Bachelor of Science in Social Work, and Bachelor of Science in Nursing.
