LGU-Tacurong City stamped with DILG Silver Seal of Good Housekeeping The Local Government Unit (LGU) of Tacurong City wrapped up its outstanding performance for year 2012 by earning the Silver Seal of Good Housekeeping (SGH) conferred by the Department of the Interior and Local Government (DILG). DILG Provincial Director Abdulgani Tekoken officially informed the office of Mayor Lina Montilla that the city government passed the criteria for the silver

seal. The DILG even cited Tacurong for getting the highest rating among LGUs in Region XII in the Report Card Survey (RCS) of the Anti-Red Tape Act (ARTA) implementation. Tacurong received an RCS final score of 97 percent, which is equivalent to an ‘excellent’ descriptive rating. The SGH is a mechanism comprising a set of criteria aimed at recognizing LGUs with good performance in internal housekeeping particularly in the areas of

Edgardo J. Angara recognized Tacurong City Councilor Psyche M. Sucaldito as one of The Outstanding Councilors of the Philippines (TOCP) for year 2012. Sucaldito, along with 9 other awardees, received a trophy and cash incentive worth P1.5 million pesos during

the TOCP awarding ceremonies on March 7, 2013 at the SMX Convention Center, Mall of Asia, Pasay City. Sucaldito is Tacurong’s no. 1 elected city councilor during the 2010 elections. She is known for pioneering environmental activities in the city. One of these is the Limpyo Kalog (Linis Kanal) which gathers all sectors in the community to clean and desilt canals and drainages to prevent flooding. Filipino-Chinese businessmen donate school buildings to barangays Two barangays of the City of Tacurong are recipients of school buildings from the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) in fulfillment of the group’s pledge of addressing classroom shortage in many parts of the country. Tina Elementary School in Barangay Tina and San Emmanuel National High School-Annex in Barangay San Pablo both received one storey two-classroom building.

FFCCCII Vice Presidents Alex Yap Cho Ty and Ong Eng Chan along with other officers from Manila arrived in Tacurong on February 15, 2013 to lead the turnover ceremony. They were joined by the officers of Tacurong City Filipino-Chinese Chamber of Commerce, FFCCCII’s counterpart in this part of the region. The businessmen paid a courtesy call to the office of City Mayor Lina Montilla before proceeding to the Cont’d on p. 5

Planning, Sound Fiscal Management, Transparency and Accountability, and Valuing Performance Management. Among the key components of the SGH criteria are compliance to the mandates of the ARTA as well as to the Full Disclosure Policy of DILG. Further, LGUs stamped with Good Housekeeping Seal should have “no adverse” report from the Commission on Audit, which means that they should have complied with all the requirements of the government’s auditing agency. Free training for Tacurong’s 50 OSYs Cash for Training Program (C4TP) for 50 out-of-school youths (OSYs) in Tacurong City was launched on February 22, 2013. Through the partnership of LGU-Tacurong and Technical Education Skills Development Authority XII (TESDA), C4TP will be implemented to train disadvantaged youths for possible employment. Twenty-five of the beneficiaries will undergo training on commercial cooking, and the remaining will be training for housekeeping. The former is under the wage-employment (trabaho) component, while the latter is under the project’s self-employment component (hanapbuhay). All 50 scholars will be trained by the Sultan Kudarat Educational Institution (SKEI), a TESDA-accredited school in the city. Tacurong C4TP scholars were identified by the City Social Welfare and Development (CSWD). Each scholar will receive assistance amounting to PhP20,000. This amount includes tuition/training fee, allowance, and tool kits for those who chose the self-employment component.

Scholars will also be aided in taking the assessment for National Certificate II (NC II) which will be helpful in finding jobs. Entrepreneurial trainings will also be conducted to help scholars put up their own business ventures. Brgy. Baras OSY Vergel P. Sa karon, wala ko ginaobra pero sigurado ako pagkatapos sang training, makatrabaho na ako,” he said. City livelihood program yields 312 skilled graduates Three hundred twelve individuals graduated from nine skills training programs that were sponsored by the Technical Education and Skills Development Authority (TESDA) and LGU-Tacurong which culminated on February 26, 2013. Fifty-six individuals graduated in Electrical Installation and Maintenance; 45 in Shielded Metal Arc Welding; 36 in Driving; 16 in Hollow Blocks Making and Tile Setting; 23 in Souvenir Making; 37 in Massage Therapy; 76 in Hair Science and Beauty Culture; and 23 in Dressmaking. These trainings were conducted for free in November 2012-February 2013 to interested individuals, especially to unemployed adults and outof-school youths. “Sa massage training nga ini, nakalibre kami sang 17 thousand nga [training] fee. Amo nga kinahanglan guid namon gamiton sa maayo ang tanan namon nga natun-an,” said Noema Mañego, a massage therapy graduate. LGU-Tacurong headed by Mayor Lina O. Montilla assured the graduates of continued support as they venture for jobs and/or start their own business. TESDA-Sultan Kudarat OIC-Provincial Director Reynaldo Bernal also shared that the agency will continue assisting the LGU to empower Tacurongnons with necessary skills for livelihood and employment. Among the partners in the conduct of the said skills trainings were: DOST, Notre Dame of Tacurong College, Tacurong City Police Station, Sultan Kudarat State University-Tacurong Campus, 601st Brigade-Philippine Army, Task Force Talakudong, Tacurong Pilot Elementary School, Association of Barangay Councils, and members of the Sangguniang Panlungsod. The trainings were managed by the City Social Welfare and Development Office (CSWDO).

LGU conducts anti graft and corruption seminar

DOLE, LGU give free livelihood starter kits to market laborers, shoe repairmen Twenty-eight members of the Tacurong Cart Services Association (TACASA) and five shoe repairmen or sapateros received livelihood assistance from the Department of Labor and Employment (DOLE) in form of Kabuhayan Starter Kits. The free starter kits, which included fourteen brand new push carts and five sets of materials for shoe repair, were released on February 4, 2013 during Monday’s flag ceremony of the Local Government Unit (LGU) of Tacurong. DOLE Sultan Kudarat Provincial Head Arlene Bisnon and City Mayor Lina Montilla led the distribution of said tools and jigs to the beneficiaries. The provision of livelihood assistance, which is under the DOLE Integrated Livelihood Program (DILP) in partnership with LGUTacurong, seeks to aid workers in the informal economy or those workers who have no contracts, no fixed hours, and no employment benefits. The DILP is another core program cascaded by the DOLE to LGUs’ Public Employment Service Office (PESO) as its conduit in the implementation of labor and

employment programs in the local level. PESOs already perform other core functions such as job referrals and solicitations, provision of labor market information, and career coaching. In her message, Bisnon said that the livelihood starter kits were just the first to be given for Tacurong this year. She said that other sectors in the informal economy can expect assistance in the coming months. “I already talked to the PESO Manager of the LGU and he is currently identifying other groups to be given starter kits,” Bisnon added. Mayor Montilla appreciated the novel approach of DOLE in giving livelihood assistance to its beneficiaries. Instead of cash grants, recipients are given the needed tools and jigs to aid them in their present jobs. “I think this is the kind of livelihood scheme our LGU should replicate to assure the sustainability of livelihood programs,” Mayor Montilla said. TACASA President Danny Absalon, one of the beneficiaries of the free push carts, thanked their benefactors for giving attention to them. Absalon has been pushing carts since 1994 and

Fifty-nine LGUTacurong officials and 30 barangay chairpersons and treasurers participated in the Public Accountability and Values Formation Seminar (Module II) conducted on January 17-18, Jims Place II, Tacurong City. Module II is designed in response to the Anti-Graft and Corruption Prevention of the Transparency International Philippines and Office of the Ombudsman. Speaker and facilitator Jeannie Escolano discussed the biblical implications of moral values that are said to be necessary in public service. “Ang korupsyon maiiwasan kapag lahat tayo may malasakit…malasakit sa kapwa, malasakit sa bayan,” Escolano said when he began

his two-day lecture. Escolano, throughout the seminar, challenged the participants to maintain and enhance positive practices and values in the workplace and even at home. Participants, led by Vice Mayor Charito L. Collado, agreed that the seminar was able to enrich their commitment to public service. The Human Resource Management Office of the City Government of Tacurong, in cooperation with the Office of the Ombudsman, continues to organize activities that support the national government’s battle against graft and corruption. For 2012, the criteria for SGH are scaled up and with three categories called Bronze, Silver and Gold Seals. The criteria for the Silver Seal are: good or excellent performance as indicated in the CSC Report Card Survey on the ARTA implementation, functionality of the Bids and Awards Committee (BAC), and compliance to the Full Disclosure Policy. The highest an LGU could receive for 2012 is the Silver Seal. The Gold Seal is up for grabs for 2013. As recipient of the Silver Seal, Tacurong is eligible to access the DILG’s Performance Challenge Fund, a support fund used to finance local development initiatives in furtherance of national government goals and strategic thrusts. In September 2012, the DILG declared Tacurong City as the regional winner of the Gawad Pamana ng Lahi (GPL) Awards under the cities category. GPL, a total concept award given to best-performing LGUs, uses various criteria in selection of winners among which are the Silver SGH, the Local Government Performance Management System (LGPMS), and outstanding innovations. NDCP grad students visit Tacurong Sixteen students of the National Defense College of the Philippines (NDCP) under its Master in National Security Administration program and Tacurong City officials discussed salient points on the City’s planning and development strategies, policies, and best practices on March 7, 2013. Hon. Benjamin Fajardo and Hon. Rodrigo Jamorabon, along with heads of offices and local PNP representative, answered the students’ queries and provided a brief background of the city’s innovations in terms of social, economic, and administrative governance.

Specifically, students raised concerns and even recommendations on public safety measures, industrialization and livelihood, gender and development, and other development policies. Visitors also lauded the City for its awards and recognitions in good governance. “We are grateful that we are able to have healthy dialogues with people from outside, helping us re-evaluate and strengthen our existing measures,” said Hon. Brgy. volunteers compete in 1st Fire Olympics In observance of March as Fire Prevention Month, Tacurong Bureau of Fire Protection (BFP) conducted the 1st Fire Olympics in the City on March 1, 2013 at the City Hall Grounds. One hundred forty (140) fire volunteers from the City’s 20 barangays participated in the said event. Participants of each barangay competed in putting out fire with the shortest time and with most efficient skills demonstration using a 5-hose connection. Brgy. Griño topped the competition that was judged by fire officers from Tacurong BFP and Sultan Kudarat BFP. Brgys. New Lagao and Buenaflor were adjudged 2nd and 3rd placers, respectively. Barangay fire volunteers were trained by BFP on basic fire skills and on organizing their barangay volunteer brigade. Aside from the Fire Olympics, BFP also conducted a Walk for a Fire-Free Nation earlier the same day. Fire officers and LGU employees walked around town to increase public awareness on fire prevention. “I am very glad that BFP is very visible in our city. I hope that you will carry on in innovating ways to safeguard our people,” said Mayor Lina O. Montilla during the program that followed the walk. LGU holds one-stop shop for business licensing The Local Government Unit (LGU) of Tacurong City conducted the Business One Stop Shop (BOSS) on January 2-21, 2013 at the City Gymnasium. BOSS seeks to speed up the processing of permits of individuals or companies operating businesses within the city. If a client has all the required documents, there are only three steps in business permit renewal. First, the client must accomplish the Business Permit Unified Form for computation of business tax and regulatory fees; second, payment and issuance of business permit bearing the City Treasurer’s signature; and third is the approval of the business permit by the City Mayor or the City Administrator. For new business applications, a fourth step is required: the client must go to the Bureau of Internal Revenue for business registration. With the BOSS, a client may complete the processing of business

30 groups join LGU in Limpyo Kalog 2013 Thirty groups coming from various sectors in the City of Tacurong put on working clothes on March 2 and join the city hall officials and employees in the Limpyo Kalog 2013. Limpyo Kalog, a Hiligaynon term for cleaning of drainage canals, is a regular campaign of the city government aimed at ridding the waterways of wastes and other obstructions that could cause flooding especially during heavy rains. Regular cleanup of canals also eliminates breeding ground of dengue-carrying mosquitoes. Limpyo Kalog is a brainchild of Sangguniang Panlungsod Committee on Environment Chairperson Psyche Sucaldito that was started on October 10, 2010 or 10.10.10 when the city joined the nation in conducting activities aimed at mitigating the effects of climate change. Since 2010, more groups had been encouraged every year to join the huge number of people lining up along the roads desilting canals, weeding out grasses, and raking dried leaves. Participants in this latest cleanup drive included academic institutions like Notre Dame of Tacurong College, Sultan Kudarat State University, Sultan Kudarat Educational Institution, Department of Education-Sultan Kudarat Division Office, and City Schools Division. The Philippine Army (601st Brigade, Task force Talakudong, Army Reserve Command & 33rd Infantry Battalion), Tacurong PNP, Bureau of Fire Protection, Barangay Tanods, Search and Rescue Team, and the Explosive Ordnance Reconnaissance Agents also sent their workforce. National line agencies like National Statistics Office, Department of Interior and Local Government, Telecommunications Office, and National Food Authority also had their share of areas to be cleaned. Sultan Kudarat Water District and Philippine Postal Corporation were the Government-Owned and Controlled Corporations that participated in the Limpyo Kalog 2013. Non-Government Organizations (Philippine Red Cross, Rotary Club of Tacurong, Alpha Phi Omega Fraternity, Sultan Kudarat Electric Cooperative) and business groups (LBC, Sultan Kudarat Telephone System, Inc., Lee Kay Kee & Sons, NOVO, Siy Cha Hardware) also joined the cleanup drive. Mayor Lina Montilla, who led the officials and employees in cleaning the city’s

permit in less than thirty minutes provided all the needed requirements are presented. Licensing Officer Rene Torreflores said that business operators were given ample time since October last year to comply the requirements. For the convenience of business operators who have yet to comply the stipulated requirements, representatives of LGU offices as well as national line agencies were available in the same venue. Seven offices under the LGU have personnel assigned at the venue to accommodate clients. These include the Office of the City Mayor (License Inspection Services Section and Economic Enterprise Management and Slaughterhouse), City Engineering Office, City Planning and Development Coordinating Office, City Environment and Natural Resources Office, Office for City Health Services, Cont’d on p. 11

school sites. Mayor Montilla, acting as the donee, also signed the Deeds of Donation for the two school buildings. The donation of school buildings to Tacurong is under the “Operation: Barrio Schools” project of FFCCCII. Started in 1960, “Operation: Barrio Schools” is the longest running private sector-led school building construction in the Philippines. Recognized by the government as consistent partner in nation-building, FFCCCII’s project of donating school buildings in the communities where these are needed is part of their corporate social responsibility and thrust of improving Filipino lives. The classrooms are built through donations from FFCCCII members and from benevolent organizations, families and individuals within the Filipino-Chinese community. For Tacurong, the donor of the school building in Barangay Tina is Mr. Ong Eng Chan, while the structure in Barangay San Pablo is a donation from Mr. Tai Lian. Only Chan was able to arrive in Tacurong for the turnover. Other FFCCCII officers who arrived from Manila were

Edwin Fabro, Robert Kho Tian Ang and Antonio Cosing. Moreover, the Tacurong FilipinoChinese group had been instrumental in realizing the construction of school buildings in the two barangays of the city. Regional Council Director Martin Te and Chamber President Manuel Ang made the frequent follow up last year until the donation for Tacurong was approved. For teachers and students in San Emmanuel High School-Annex, the need for school buildings has been more urgent since the school started operating only last year. Before the classrooms’ construction, the teachers conducted classes in the barangay gymnasium of San Pablo. Students finally experienced the comfort of true classrooms when the construction of school building donated by FFCCCII was finally completed in October. Ramelyn Usman, Ph.D., the Teacher In Charge of the High School Annex, was very thankful to the benevolence of the Filipino-Chinese businessmen. She said that the school building’s construction brought a renewed inspiration to the teachers as well as to the pioneering 63 Grade 7 students under their care.

MSEACs to help SUKELCO in info advocacy Multi-Sectoral Electrification Advisory Councils (MSEAC) of Tacurong City, Lambayong, Isulan, Columbio, and President Quirino committed to help the Sultan Kudarat Electric Cooperative, Inc. (SUKELCO) in its information advocacies during the MSEAC first quarterly meeting on March 19, Edjin Pension House, Tacurong City. “MSEAC-Tacurong members guarantee SUKELCO that we will be active in sharing information about the current power situation and other issues concerning the welfare of member-consumers,” said MSEAC-Tacurong Chairperson and Transport Sector Representative Rogelio Villaraiz. Each MSEAC is composed of representatives from the education, women, senior citizen, business, media, local government unit, barangay, youth, religious, and agro-fishery sectors in each municipality/city. The meeting, facilitated by SUKELCO, aimed to update MSEACs on the power supply outlook of Mindanao and Sultan Kudarat. Presently, SUKELCO is only able to distribute approximately 17 MW electricity to all its memberconsumers in Sultan Kudarat, Datu Paglas and Buluan—12.21 MW of which is supplied by NPC-PSALM while the remaining 5 MW supply is from Therma Marine. This 17 MW-supply definitely could not suffice the 24 MW-demand of the areas covered by SUKELCO. This situation, according to SUKELCO Senior Business Strategist Engr. Jomar Sevillano, may worsen in the months of April-June. Given this situation, SUKELCO devised a load curtailment scheme, popularly known as ‘rotational brownout schedule’. Daily schedules are uploaded on www.sukelco.com.ph and on SUKELCO Facebook Fanpage. Load curtailment schedule for a day may only be posted on the same day since NPCPSALM and Therma Marine’s supply advisories are received from 10AM-5PM of the previous day. NPC-PSALM, SUKELCO’s power source, was able to supply 22 mega watts (MW) annually from 2009 to 2011. However, due to privatization, this supply was reduced by 25% in 2012. Jezereel Louise C. Billano

Each of thirty public schools in the City of Tacurong received one unit personal computer from Comfac Global Group (CGG) on January 31, 2013, City Gymnasium. Mayor Lina O. Montilla, City Administrator Eduardo K. Nicolo, Councilors Rodrigo Jamorabon and Ariel Ferdinand dela Cruz, and the LGU Information Technology Section facilitated the turnover of said equipment. “Very useful talaga ito sa mga bata. Gagawin namin itong instructional material para sa intermediate students,” said Mr. Alfredo E. Hablero, principal of Abang-Suizo Elementary School. Aside from primary and secondary schools, some day care centers in the city also received computers. In 2012, the LGU lobbied for CGG’s donation of its second-hand yet fully functional units to schools in the city. Considered the Philippine’s leading total fit-out solutions provider, the CGG integrates the core competence of its three companies namely Comfac Corporation (Technology), Cornersteel Systems Corporation (Workplace Facilities) and Energy Specialist Company (Facilities Sustainability) to create diverse, functional and responsive workplace for corporate offices, contact centers, BPOs, data centers and non-traditional workplace. CGG has its main office in Makati and after more than ten years of successful enterprise, the group successfully expanded its presence globally and is currently working with internationally-renowned partners. Tacurong candidates sign covenant for peaceful election

Candidates affix their signatures on the peace covenant, committing to clean and honest elections.

Twenty-seven candidates vying for various local posts in Tacurong pledged their commitment for a peaceful election by signing a peace covenant on March 2, 2013. Tacurong City Election Office, Tacurong City PNP and 601st Army Brigade initiated the activity in partnership with Rotary Club of Tacurong. Prior to the covenant signing, the candidates participated in the Walk for Peace around the city proper at around 5 o’clock in the morning. They were joined by the members of organizing groups. Members of religious and business sectors, the academe, and even the bikers also joined the said activity. Out of the 35 candidates, only eight did not join the Walk for Peace and covenant signing. For mayoralty candidates, incumbent Mayor Lina Montilla of Liberal Party and Retired General Jerry Jalandoni of United Nationalist Alliance (UNA) attended the event. Independent Mayoralty Candidate Ralen Bernardo did not arrive. Most of the candidates for city vice mayors and councilors also joined in the activity. City Election Officer Reginald Abad led the reading of the pledge of commitment to the peace covenant together with all the candidates

present. Covenant signing followed afterwards. In his message, Abad urged all candidates to abide by the rules stipulated in the Omnibus Election Code. He also reminded them to strictly focus on presenting their platforms of government to the electorate and refrain from attacking their political opponents during campaign period. Sultan Kudarat Police Office Director Senior Superintendent Rolen Balquin and 601st Army Brigade Commander Colonel Edmundo Pangilinan also voiced their message to the candidates emphasizing on the candidates’ cooperation in maintaining peace and order within the city in the duration of the election period. Moreover, Tacurong’s Chief of Police Superintendent Junny Buenacosa said that the candidates’ participation to the Walk for Peace and covenant signing was a step in attaining the goal for honest and peaceful election. Rotary Club of Tacurong appreciated the effort of the Comelec, PNP and AFP in initiating the activity. Local Women Development Council officers take oath Officers of the newly-created Local Women Development Council (LWDC) of Tacurong were sworn into office by Mayor Lina O. Montilla on March 22, 2013 during the City’s Women’s Month celebration. “In coordination with the local government and women’s organizations in Tacurong, I believe this Council will be able to implement significant programs and activities for the welfare of women and their families,” said DepEd Program Supervisor Mary Ann C. Umadhay, LWDC Chairperson. Also during the said activity, Mayor Montilla and Councilor Psyche Sucaldito, with representatives of women organizations of public/private agencies in the city unveiled the Tacurong Gender and Development (GAD) Code replica. Hon. Sucaldito authored the GAD Code which is ‘a local legislation that spells out the City’s Government’s objective in safeguarding women from gender disparities, inequities that deprive them of equal opportunities to enjoy rights and fundamental freedom.’ LGU-Tacurong also sposored the Purple Walk and Hataw (mass dance) earlier the same day. Agencies and organizations that participated were: PNP, BFP, BJMP, NSO, DepEd, Rural Improvement Club, KALIPI-Nasyonal, Samahan ng mga Byuda, Phil. Medical Association-SK, Phil. Tacurong MOVE inducts new members

Nineteen new members of the Tacurong Men Oppose Violence Against Women and Children Everywhere (MOVE) were inducted by City Mayor Lina O. Montilla on February 25, 2013. MOVE’s new members have undergone trainings and seminars on violence against women (VAW) before the said induction. MOVE advocates strengthened family relationships and supports proactive actions to end violence against women and children in the city.

LGU orients tricycle drivers, operators as anti-trafficking advocates

At most 100 members of various tricycle operators and drivers associations (TODA) in Tacurong participated in the Anti-Trafficking Symposium, Atbp conducted and sponsored by the city government, Task Force Sagip Anghel, and Philippines Against Children Trafficking (PACT) on January 31, at Jims Place II, Tacurong City. Participants were informed of the RA 9208 or the Anti-Trafficking in Persons Act of 2003 and its provisions. The LGU is currently implementing an anti-trafficking ordinance, and conducts rescue operations as well as provides assistance to trafficked persons through TFSagip Anghel, the Tacurong Police and TF-Talakudong. “Ginagawa natin ang serye nga mga pagpupulong tulad nito para matulungan nyo kami sa pagsugpo ng mga di kanais-nais na pangyayari laban sa ating mga kababaihan,” Hon. Psyche Sucaldito, TF-Sagip Anghel Chair, addressed the participants. Sucaldito also said that tricycle drivers can be key informants in this issue because of their constant presence in the city even at night. Hon. Paulino Ledda, Chair of the Transport Committee, and Hon. Ariel Ferdinand dela Cruz, Chair of the Education Committee thanked the participants for their willingness to participate in the efforts of the government in protecting children and women. Aside from RA 9208, the drivers and operators were also refreshed of traffic rules and regulations by the LGU traffic personnel. The City Treasury Office also took advantage of the activity to inform the TODAs of their business and license processing. A series of anti-Trafficking symposium and activities were already conducted in December 2012 with students, uniformed personnel, and barangay officials as participants. The city also observed the Day Against Trafficking on December 12, 2012. Same activities were conducted in barangays in February 2013.

Tacurong strengthens Documentation Team

Twenty-five LGU-Tacurong employees participated in the Echo Seminar on the Documentation and Replication of LGU Best/Exemplary Practices on March 2021, 2013 in Edjin Pension House, Tacurong City. After the seminar, the participants are expected to come up with reference documents of their respective offices’ best practices. As official members of the City Documentation Committee, they are to help in properly documenting LGU activities, especially those sponsored by their departments. The seminar was facilitated by the core members of the City Documentation Committee who attended the same seminar conducted by the Philippine Association of Records Officers and Archivists (PAROA) on Feb. 12-14, 2013 in Davao City. “I hope that proper documentation will also be one of our exemplary practices in the LGU, in addition to our existing best practices,” said Mayor Lina O. Montilla during the seminar’s opening. Mayor Montilla emphasized how proper documentation was one of the reasons why the City was able to receive awards and recognitions in the past years. As a result of the anti-rabies campaign in the city from January to April 12, 2013, 2,297 dogs were vaccinated with anti-rabies shots, according to a report from the City Veterinary Office. Dr. Herminigilda Sanque, City Veterinarian, hopes to increase this number as the anti-rabies campaign runs throughout the year. This campaign aims to ensure safety not only of pets and pet owners but of communities as well.

The Tacurong City Responsive Assistance and Coordinated Emergency Search and Rescue or TRACER was recognized as the Third Best Volunteer Organization in the National Level Gawad Kalasag 2012. Enok of Regional Disaster Risk Reduction and Management Council (RDRRMC) XII during the 7th RDRRMC meeting on January 28, 2013 at the Roadhaus Hotel, General Santos City. TRACER’s contributions in DRRM and Climate Change Adaptation, particularly in providing help during response phase of DRRM are said to contribute to the resilience of Tacurongnons and the constituency of nearby towns. Brgy. Upper Katungal to represent R12 in Nat’l Lupong Tagapamayapa Incentives Awards 2013

The Department of the Interior and Local Government (DILG) XII had chosen Brgy. Upper Katungal, Tacurong City, as regional entry for the 2013 National Lupong Tagapamayapa Incentives Awards (LTIA)-Component City Category. LTIA Regional Evaluation Committee conducted a site evaluation in Brgy. Upper Katungal Lupong Tagapamayapa (LT) Office on March 21, 2013. Its profile, accomplishments, and innovations were presented by Brgy. Chairperson Hernane Fermo. Fermo noted that LT’s members are well-respected in the community. “Dahil nirerespeto sila ng mga tao, mas madali para sa LT ang pagsasaayos ng mga hidwaan sa barangay. Nakikinig sila sa amin,” said Fermo during the evaluation. LT members, being purok leaders, are able to settle cases in the purok level thus lessening the number of cases filed in the Barangay LP. For 2012, 90.91% of the cases filed in the barangay were settled; zero cases were repudiated; and 100% nonoccurrence of settled cases. TRACER places 2nd in SARNet XII Proficiency Test Tacurong City Responsive Assistance and Coordinated Emergency Search and Rescue or TRACER placed 2nd in the Search and Rescue (SAR) Network XII Proficiency Test conducted by the Regional Disaster Risk Reduction and Management Council (RDRRMC) on February 19-22, 2013 helt at Camp Herminigildo Agaab, Malandag, Malongon, Sarangani. TRACER players who bagged the award were Asher Ian V. Moral II (team leader), Jonathan P. Zerrudo, Charlie Sumatra, Ritchie Molina, Larry Londres, Ronie Ponciano, and Nestor Lagulay. Former RP champion from Tacurong retains Mindanao boxing title Twenty-eight year old Philip Parcon of Barangay Tina, Tacurong City, successfully defended his Mindanao Professional Boxing Federation (MINPROBA) Junior Bantamweight title against challenger Joash Aparicio of Tagum City in the main event of Hinugyaw Festival Boxing Championship on January 6, 2013 in Koronadal City. Parcon won the exciting ten-round fight via unanimous decision in front of hundreds of boxing fans who trooped to the open ground of Gaisano Grand on Sunday night. A day after retaining his title, Parcon and his promoter, Vic Adriano of Davao City, paid a courtesy call to Tacurong City Mayor Lina Montilla and present the belt. The mayor congratulated Parcon in his latest feat and said that he is another hidden gem of Tacurong. The mayor was actually surprised that there is a Tacurongnon boxer who had been making a name in the national boxing scene. It was the first time that Parcon paid a visit to the city hall.

Parcon turned pro in 2002 and in a span of ten years, he had fought for national and international titles. In 2005, he was able to capture the vacant Philippine Boxing Federation (PBF) minimumweight title by defeating Dennis Juntillano. In 2006, Parcon ventured to the higher flyweight division and defeated Lito Sisnorio to get the PBF flyweight title. Parcon also fought for World Boxing Council (WBC) minimum weight title in 2004 in Thailand against the hometown boxer Oleydong Sithsamerchai but he lost via unanimous decision. The boxer from Tacurong had been out of the boxing ring for two years (2010 and 2011), but he is currently fighting his way to capturing back the Philippine title and eventually get another crack at an international crown. At 41 now, Absalon said that pushing carts in the public market has been his source of livelihood even when he was still single. The activity was participated by Joint Task Force Talakudong, Parole Office, DepEd, NSO, GSP, TFTODAI, PNP, PhilPost, 96.5 Hi FM, TAPUPREA, Rotary Club of Tacurong, LGU offices, and individuals and families. In the photos, participants spent the hour around a bonfire with song and dance numbers. A 60-minute replica was also lighted while other participants signed their commitment for environment conservation.
