e prepared! It’s a long time since I was a cub scout but somehow that motto recurs with regularity throughout my life. When it comes to buying a home nothing could be more appropriate. Be prepared and you can avoid all kinds of disappointments. The first thing you should do is get a clear idea of exactly what it is you would like to buy – how Find out many rooms do you really exactly need, where do you need to live, how much work are what you can you both prepared and able afford to do to make it your ideal home. That done you need to find out exactly what you can afford. Nothing is more disheartening than finding that ideal home – then discovering that you simply do not have the money or the borrowing power to buy it. Talk to your bank, look at your savings, work out what deposit you have available and how much you could afford each month to cover all your costs – mortgage, insurances, utilities, local taxes… the list is long and complex, but it’s well worth getting to grips with this before you even start to look at properties. All that done you can start to look for two things, a home and a mortgage lender. Many agents will have independent financial advisors who can help you with this and there are many more out there who will give you an honest assessment of your position. Meet them, take along evidence of your incomes and outgoings if you can and let them help you to find the best possible deal. Get all this in place from the start and buying a home can be made so much less painful and disappointing.

MISTAKES TO AVOID WHEN INSTALLING A WOODEN FLOOR hen you know what you are looking for it is generally quite easy to tell if someone has installed a floor themselves or had one installed professionally. A common problem on self installations is not following the manufacturer's instructions for a flawless finish. Some of the classic tell-tale signs and mistakes made are: • Regimented board patterns – the boards have been laid in a uniform fashion instead of in a way that staggers where the ends join, the simple way to avoid this and achieve the best look you can is to make sure you start each row with a different length board. Using offcuts can also help with this and reduces wastage at the same time. • Poorly finished beading – badly mitred corners and beading that ends with unattractive gaps rather than a neat return are an obvious giveaway and often the result of poor measuring. • Butchered boards – these can often be spotted in places such as around radiator pipes where they haven’t been cut The easiest neatly and architraves (the way to wooden moulding around a avoid mistakes door or window) due to the floor being cut to fit around is to have the it, as opposed to trimming floor the architrave and sliding professionally the floor in underneath it. fitted • Floors butting up to skirting boards – much the same as the above point with architraves, ideally you would remove the skirting and then fit it back once the new floor has been laid so they overlap. • Gaps between boards – typically caused by not using enough glue or not holding together the tongue-and-groove boards while the glue was setting but can also be caused by uneven subfloors or poorly manufactured floors. • Hollow footfalls and creaking floors – if the subfloor has been laid unevenly or there is inadequate underlay, this can create small voids underneath the boards resulting in hollow footfalls. If there are loose floorboards in the subfloor that haven’t been fixed down before laying new ones this will cause the floor to creak when walked over. What else can go wrong? A floor can buckle because it hasn't been laid with an adequate expansion gap around the edge of the room. It is possible to remedy the expansion-gap problem by removing the last boards, trimming them down and refitting them, but swelling upwards can't be solved. The easiest way to avoid all these common mistakes is to have the floor professionally fitted. Sometimes, although doing it yourself may seem appealing and a little friendlier on the purse strings, in the long run it could end up costing you more to correct any issues that could have been avoided by using a fitter. Storm Barney has slowed down construction of the pod, but one question we are often asked is how will wind affect the i360? The i360 has been designed for a windy seaside location and like all new British structures the i360 has been designed to withstand the worst three second gust of wind in the worst storm, which occurs on average every 50 years. This means the i360 would have withstood the worst storm in recent history, the Great Hurricane of 1987, when wind speeds reached 122 mph. How does a slender tower do this? The tower is protected by a perforated aluminium cladding, which is designed to 'break up' and disrupt the pattern of the wind. It is so effective that on a windy day our construction team have stood behind the cladding and barely felt the wind! The cladding also provides another layer of protection in the harsh marine environment. We also have approximately 50 liquid sloshing dampers installed in the tower to stop it vibrating (dampers were installed on the Millennium Bridge in London to stop it wobbling). When the wind hits the tower the liquid inside the dampers sloshes to produce a force in the opposite direction to the force of the wind, limiting the vibrations. We worked with the world’s leading expert on dampers for tall towers; engineer Professor Max Irvine who is based in Sydney, so we have Australian rain water in our dampers (with anti-freeze added so they work in the coldest weather)! The ride is designed to operate when it’s windy and also has dampers installed to ensure that in even windy conditions, the ride is smooth. In a force 8 storm like all UK rides and attractions, the i360 vertical cable car would close, or else the glass pod would glide up to a lower height where it is less windy. Luckily we have tea rooms, a brasserie, exhibition and kids indoor play to keep our visitors entertained until the wind dies down. There is much damp too despite efforts by the tireless Synergy team to stem the relentless flow of water. In the middle of the site is the original hall, which I recall as the main dance floor. It is just as I remember it – balconies and all. Missing ceiling panels hint at the space’s Victorian heritage, as does the odd wall profile or decoration. Successive refurbishments have hidden away most details though. The three basements contain many clues including an old ramp with rollers for beer barrels. As the Synergy Centre, the building plays host to many community groups and, indeed, a number of vulnerable individuals. But a badlyneeded alcohol licence was surprisingly turned down. Dear Prime Minister, As Leader of a city council facing cuts of over £25 million in the coming financial year, and a budget gap of over £100 million by 2019, I was interested to see your offer of help from the No. 10 policy unit to your local council in dealing with similar, if smaller cuts, affecting your constituency. As the use of the civil service for partisan advantage is against the ministerial code, I look forward to that advice being made available to other councils, including mine, in the coming weeks so that I can avoid decisions on service closures, job losses and withdrawal of funding that I will have little choice but to make. Alternatively, I would welcome a change of policy from your Government, the Treasury and the Department for Communities and Local Government, on the complete withdrawal of revenue support grant funding during the coming three years, a policy that will lead to severe hardship amongst the people I represent and the decimation of local services in the city I serve. AN ACTIVE HAPPY CITY f our city is to compete, thrive and be happy in the 21st century, we need to become an Active City. And buses have a huge role to play. There’s growing evidence that cities with a less car-bound population are not only more healthy, they’re more “resilient” too – to physical, social and economic challenges. A new study by the University of California draws on research from 17 countries and shows that cities whose residents are physically active have more productive workers, better-performing schools, and healthier populations. Charles Montgomery, who wrote Happy City, contrasts cardependent communities – where he says people are less likely to trust neighbours, do community activities, volunteer or even vote – with safer, more walkable environments that nurture social connections. He says that happy cities draw us together and bring out the best in us, because “the systems and forms of our cities influence how we feel and treat each other… they are the emotional infrastructure”. I believe buses are integral to this wonderful, sociable, communityminded, environmentally-conscious city of ours. They are the flexible solution to the spatial challenges of this beautiful setting between Downs and Sea. In fact it’s impossible to imagine how our high-density population, huge visitor numbers and precious heritage could co-exist without the 24-hour bus network to absorb the pressure. (Our company alone handles nearly a million passenger journeys a week.) So what are the opportunities and challenges ahead for the city’s bus network? Well, bus passenger numbers are on the rise again (after a temporary blip due to several major roadworks coinciding). Investment in hybrid buses, stop-start technology, better use of bus

apps and improved back-up services are changing the face of bus transport in the city. And buses are increasingly accessible – providing essential travel to more and more people. The rise in journeys is a trend I can only see continuing: new routes will be needed to link the existing network with developments at the Marina, the i360 and potentially at Black Rock and Churchill Square. Safety is paramount in urban design, and planning decisions around new developments will need to ensure the safety of pedestrians and cyclists, and enable the Cities with a public transport network less carto perform its job for the bound population city. Innovations such as an app-generated taxi are not only journey and driverless more healthy, vehicles are potential threats on the horizon, they’re more and will potentially “resilient” too change the way we look at travel around the city. But whatever changes new technologies bring, we need to keep bus lanes clear for the 45 million plus bus passenger journeys each year. Technology and the way we use it will make the connected city a reality. The challenge is to harness the positive opportunities it presents, so ideas such as shared spaces for micro park and ride opportunities and crowd-sourced parking spaces will start to change the way we use the built environment. Decision makers must allow and encourage such solutions to flourish, where they can improve the quality of life for the city's residents, workers and visitors.

WHERE DO ‘HOUSING NEED’ FIGURES COME FROM n planning, the National Planning Policy Framework requires that local planning authorities identify what are called objectively assessed housing need (the OAN). Local plans translate those needs into targets. Biosphere or not, this assessment should take no account of constraints on development, such as the availability of land, viability of development, infrastructure or environmental impacts. These factors should be considered when setting policy targets but they have no bearing on need. Needs are also rarely constrained by administrative boundaries so local planning authorities have to talk to neighbouring ones. There are two alternative definitions of housing need, need-as-aspiration and need-as-demand. The first definition would normally produce a much larger number than the second. In planning policy, the OAN mainly relates to need-as-demand. The NPPF and Planning Policy Guidance use ‘need’ and ‘demand’ as synonyms. Assessing housing needs is not an exact science. Many of the questions raised have no definitive answer, and answers may change abruptly if national guidance is updated, planning Inspectors and courts of law issue new decisions. Needs assessments tend to look primarily to secondary data such as the Census. 2011 census data and projections since then, appear to justify our somewhat high OAN figures. The figures show that the South East has the largest population of any English region. The population was 8.7 million in mid-2011, 16% of the population of England. The interim 2011based projections suggest the region could have 9.5 million residents by 2021, a 9.3% increase on 2011. More recent figures show further rises. The Brighton and Hove documents on OAN figures show that 2012based population projections (Government in February 2015) expect the City’s population to grow by 42,200 persons between 2010-30 (15.7%). Given this and other evidence, the consultants hired by the Council, GL Hearn, outlined earlier this year the case for need for 30,120 homes over the 2010-30 period, or 1,506 homes per year. A look at current housing targets and completions across Sussex throws up some interesting figures. Lewes’ OAN figure is 520 but it only managed to complete 277 houses in 2014-2015. Worthing’s OAN figure is 636 where the completions are only 351. Brighton and Hove is much further away from its OAN figure of 1506 completing only 581 houses. Only Horsham and Mid Sussex built more houses than their OAN figures: the former building 854 compared to a 650 target and the latter 711 compared to a 695 target. These towns and cities have to follow London’s lead and intensify existing and proposed sites where this is possible. London’s house-building targets are at least 42,000 homes a year with some calculations showing a need between 49,000 and 62,000 new homes every year. London First and Savills published ‘Redefining density’ in September this year recommending making better use of land in the city, with policies that enable more homes to be built in a given area to accommodate the city’s rising population. This, I have to say is a sign of mature lodgers and a son who, when he isn’t working, is in bed all day with a hangover, thus having little use for kitchen facilities... the apple in his case has not fallen far from the tree. It makes a huge difference to my life having lodgers that I actually get on with and, at least for now, they don’t seem to want to move elsewhere. I can’t believe that I’ve spent the last 14 years letting to people who, at least 80 per cent of the time, acted like philistines, burnt my pans, filled the dishwasher in moronic fashion and didn’t have the first clue about lavatory hygiene. It was easy to imagine some of them had been raised by Barbary apes, or at least parents who spoilt them so rotten that they considered themselves immune to domestic chores. Meanwhile, changes are afoot with one of my rental properties: a much-loved tenant is moving into another flat in the same building as he needs more space. I have to admit that the flat, although perfectly formed and in a heavenly location, is rather on the bijoux side and sorely lacking in any storage space. I bought the flat back in 1998 during my frantic 3-year buying spree. At the time, there was no barge-pole long enough for anyone else to touch it with as it had an ‘absentee landlord’, who could not be found, presumably because he was enjoying a stretch in Her Majesty’s Premier Inn. I bought the flat anyway, then instigated the joint purchase of the freehold, which went through a year later after many visits from various lawyers, plus a ‘rare as hen’s teeth’ visit from the entire Leasehold Valuation Tribunal itself, who tramped through the house with clipboards, in galoshes, examining every nook and cranny. Suffice it to say that the flat was a fabulous investment and I have not had a void period in 17 years. Although this is marvellous, it also means that – bar replacing the boiler – I’ve not had the opportunity to upgrade the flat since I bought it. Now would be the ideal time, apart from the fact that I have people fighting to move in the second my tenant moves out. I think I’m going to have to set up an exclusion zone for a couple of days while I wield a paint brush.

hen writing this column, I try to make it entertaining (or at least mildly amusing) and attempt to transport us all to another time, where things were cheaper and easier and life was simple. But this week I can't! Why you ask? Well, you may read in the press about how there isn't enough property to rent and as we are a buying nation with the ethos 'an Englishman's home is his castle' and said Englishman relishes his right to own his small space to place his flag – You may well this is not a laughing look at the matter! It has always been the case and looking at the advert for the post at the council (crematorium department) at £1 per week, it seems neither has the job situation. Renting has always been a huge part of Brighton and Hove's makeup, so rather than go on and on about the so called topical situation, let's instead have a look at the past and the future in order to deal with the problems rather than blame the agent, house buyer, developer or the investor who are all prepared to work in the City to make improvements for those who want to live here. HMO LICENSING BOUNDARIES CHANGE FOR BRIGHTON & HOVE LANDLORDS andlords in Brighton and Hove could be affected by changes made to boundaries relating to the city’s houses in multiple occupation (HMO) licensing scheme. As a result of the second phase of the additional licensing scheme for HMOs which came into force on 2nd November, owners of smaller HMOs in Brunswick & Adelaide, central Hove, East Brighton, Goldsmid, Preston Park, Regency and Westbourne wards must now apply for a licence. Any property that covers two or more storeys and has three or more occupiers who make up at least two separate households is classed as an HMO. Attics and basements are classed as a storey if they are used for living accommodation. Joanne Darroch, branch manager at Leaders in Hove, says: “It is important landlords in the city get their heads around these changes. Thousands of properties that were previously not included in the scheme could now require a licence, and anybody who is found not to hold one despite their property falling into the smaller HMO category could face a fine of up to £20,000. “In addition, a Residential Property Tribunal can opt to force landlords to repay 12 months of rent to their tenants and prohibit the recovery of a property through a Section 21 notice. “In particular, those letting out a house to sharers or students –

who typically form numerous households within one property – should be aware of the requirements and act accordingly. “If your property is located in one of the areas now within the council’s boundaries and meets the HMO classification, you should apply for a licence or speak to the council’s Private Sector Housing Team,” Joanne advises. As well as counting attics and basements that are used as part of living accommodation towards the storeys in a property, landlords are reminded they must also include commercial floors – such as shops – if a home is located above or below them. An HMO licence will be granted in cases where a property has been maintained in a safe and secure way. Inspectors will look for signs of proper management such as the provision of gas and electrical safety certificates, fire safety, general repairs and suitable tenancy agreements. The cost of the licence depends on the size of a property and its occupancy and will last for the duration of the scheme, although a change in ownership will require the new owner to renew the licence.
