had similar work. • Arrange a meeting with the tradesperson you have shortlisted, ask to see their documentation and check to see if their insurance is up to date. If they are reluctant to meet, or query why you wish to see references, warning bells should ring! • Keep a snagging list to run through with your contractor and make sure to take photographs and keep a log of everything that is done, or not done, just in case things turn sour. Photographs are a clear record, and will show any damage or poor construction to your home. Following these guidelines should stand you in good stead, but should something go wrong don’t hesitate to get in touch with a solicitor. If you have suffered financial loss or damage as a result of a property professional’s negligence, you may have grounds to seek legal action. For the Allsop family, their dreams were made true by DMB Solutions

M

itsie and Marc Allsop moved into their Hove home five years ago. Their search for a new home had proved to be a long journey. They had looked at over 40 properties before being shown their current home, and on first glance they were ready to reject it along with the others. Mitsie tells the story: “From the front it looked so tiny, a new build in a very traditional cottage style. To be honest we were about to dismiss it, despite it ticking so many of the boxes that we wanted ticked, especially the lovely secluded location that was still so close to the city centre. When we walked inside, though, we knew right away that this would be our new home. With four bedrooms, a garage and vast amounts of really unexpected living space it was perfect for us all. “We have lived here for about five years now, and happy as we were with the property we had always thought about expanding the living area in a quite dramatic way. “The property already had a conservatory across the back but that was not really what we wanted – we had a vision of a large open space that retained the height and opened our home right up onto our garden. The conservatory we realised wasn’t functional, but we were also aware that as the property is in a conservation area there would be both restrictions and challenges. But that said, we had our hearts set on getting rid of the conservatory and having that one big, open space.” Having decided exactly what they wanted, and with a clear vision and a determination to get exactly that, they set about finding a builder who could do the work for them in the way that they

wanted it done, and to their exacting standards. It proved to be a difficult task. “We saw a string of builders but the answer was always the same. What we wanted was not

going to be possible, the engineering was impossible, the steels required would be too big; all in all, they sought to offer us a compromise.” Compromise was not, however, part of the Allsop vocabulary, and they continued to search. Eventually, Marc found DMB Solutions by looking at websites for local building companies. “We met with James Powell of DMB and immediately knew that he could see the potential that we could see. He came out and looked at the space and did a proper survey, he got an engineer involved and very soon they said that they could achieve what we wanted and for a better budget and offering far better value. We saw that James has a great sense of how a space can work and excellent design ideas. He managed to find a way to retain the height of the space by modifying the structural engineering – in simple terms, he managed to find a way to give us what we wanted and make that dream come true.” So did DMB undertake the whole process? “They did all of the structural work, plastering, flooring and the decor. We already had people that we wanted to use for the garden decking outside and the built-in furniture, and to their credit DMB worked with those companies very openly and very well, to get the very best result for us. I'm not sure that you would get that kind of co-operation from most builders. They made the whole process as seamless as possible. “In terms of schedule, there were one or two hold ups, but even with Christmas on the horizon they pulled out all the stops to make sure that we had a comfortable living space in which to enjoy the holidays. on Freeview channel 8,

“Up until then of course we basically had to live upstairs, as the works were on such a large scale, with the giant steels having to be lifted by crane over our roof and into the garden behind. “They were excellent, too, at keeping us updated weekly with progress reports, and sent an email schedule and plans for the upcoming days. They were very open in those progress reports and never hid away any possible delays. “Most impressively, everything came in absolutely on budget and we were blown away by that. You always have a contingency plan but the fact that we didn’t need to use it meant that we could really have what we wanted when it came to the built-in furniture and the quality decking. “We had seen testimonials and pictures of work DMB Soutions had done on their website and we were impressed by that – but now having had them work in our home we are more than impressed. It’s a great team and you need that as you have to live with them, every day, for months. They were respectful of our privacy and our home, they worked cleanly and we really felt that we could trust every one of them. “The moment we got word that they could start we also got the news that our youngest son could have some much needed surgery. They were wonderful with him, and given the needs of a three and a half year old who had just had both legs in full plaster casts and could not walk, they were so lovely with him, and we were so glad that we did not postpone the work – or the surgery. “All in all we are thrilled with the result. James Powell and his team of professionals at DMB Solutions have delivered our vision to a standard,

a budget and a time scale that is truly impressive.” Impressive it is, too. The work has clearly been executed to a very high standard with no compromises to that clean lined vision. It is a masterpiece of modern building that blends seamlessly into the existing structure, looking for all the world like it is part of the original design. Beautiful bi-fold doors open right back to engage the interior with deck and garden beyond. A large modern hearth offers another focal point and the large L-shaped space is versatile; space to lounge, to dine, to play and to simply relax looking out onto the garden. any years ago I asked friends to stop buying Christmas presents for me, as I already had way too much stuff. Lovely though they are, bits of bling and scented candles are not much use if they're simply piling up in my bathroom. Instead of returning the favour, I decided to spend the equivalent amount of money on less fortunate friends struggling away in Cuba or Africa. Now that my 50th birthday is

approaching – at an alarming rate of knots – I am at a loss as to what to say when the inevitable question of what gift I would like arises. Increasingly, I'm thinking of going for a practical approach. In the same vein, my good friend and neighbour in Turkey has already given me an invaluable gift: a 6cm square hole. I think I need to elaborate further, just in case you think I've lost the plot ... Last week, I installed air conditioning at my house, because it is hot enough to roast a leg of lamb in the bedroom during summer. Aircon man arrived and declared the wall directly above my bed to be the perfect location for said machine. This was far from the case, but when I said I wanted it on the opposite wall, for practical rather than ornery reasons, Aircon man came out with several flimsy excuses. My dark past as a plumber means I'm well-versed in the reasons why things ‘can't’ go where the customer wants them, the main reason being that it will be a right royal pain in the arse to put them there. Fortunately, my lovely neighbour – who wishes to protect his identity with the name 'Hilti Man' – had said that he would happily knock a hole in my wall in order to put my 'time bomb' gas bottle outside. A date was set and, magically, Aircon man was suddenly able to install the machine on the wall of my choice. Funny, that. Hilti Man arrived at 8am the following morning (he likes an early start and I dared not demur) and by 9.30am a large hole was made in my two foot thick solid stone wall. The following day, the Aircon was installed within half an hour thanks to the efforts of Hilti Man, who then came and filled the hole with great skill, with an extensive audience of stray cats and dogs who were probably hoping that food might issue from the hole. So, if you were wondering, I'd like something practical for my birthday. And I've already got the hole ...

Robert Nemeth on Newhaven HSBC

ast time that I visited Newhaven, it was to see Westminster House – the former home of NatWest Bank on the High Street. This time, I came for a tour of the old HSBC a few doors up. When HSBC closed in September last year, it did so as the only bank in Newhaven. Unmanned counters, with a thank you note from staff, greet those entering today. Behind the front wall, bolts rise from the floor where cash machines stood. The thick steel door of the vault downstairs is now open with its elaborate workings exposed. The safe within claims to be “FIRE & THIEF RESISTANT”. But it sadly wasn’t resistant to the harsh realities of the modern town centre. The building was bought by Mike Stimpson, one of the county’s most successful property investors, for just £155,000 two and a half years ago. The seller wasn’t the bank as one might expect but, instead, the family of the building’s original developer. HSBC (well, Midland Bank, as the lease still says) never actually owned the building. The double-fronted four-storey property consists of commercial premises at ground and basement levels with two floors of residential above (one two-storey maisonette on each side). Each maisonette will become two one-bedroom flats. It amazes me how often the upstairs of town centre properties are forgotten. In this case, the maisonettes haven’t been occupied for decades. The building, which I suspect is late-Victorian, underwent a 1930s refurbishment and, perhaps, another in the 1960s. Indeed, one Victorian marble fireplace has inlaid 1930s tiles with what I presume to be a 1960s electric fire in front. Little has changed here since flares were en vogue and green, blue and pink walls de rigueur. LH LETTINGS NEWS TEN CHANGES TO IMPROVE THE PRIVATE RENTAL SECTOR

A

comprehensive report by a leading property expert is calling for 10 key changes in the private rental sector (PRS) to improve and safeguard the industry for all involved. The report, published this month, is based on an independent analysis of the market by Kate Faulkner, managing director of consultancy Designs on Property, with input from key individuals and organisations in the industry including property specialist Leaders, self-regulating agent bodies and private landlords. Leaders’ Technical & Compliance Director, Carole Charge, has decades of experience in the industry and was a key supporter of the report. “The report is impartial and has looked at the PRS from everyone’s angle – tenants, landlords and agents – with the aim of improving it for all,” she said. “The PRS is becoming increasingly important in our housing market and must meet the needs of a growing tenant population. But this must be achieved without over burdening the sector with so much legislation and control that it deters landlords and results in a lack of stock in the future. That would be detrimental to tenants who rely on

the PRS for their housing needs.” The report provides a unique snapshot of the current private rental sector, its recent history and future potential. “With the general election coming up, the future of the rental market is a hot political topic and this report will be an invaluable resource for policy-makers in the future,” said Ms Charge. “The report finds that the sector works well for most tenants, landlords and agents, but that it does fail a proportion, mainly with regards to the condition of rented property and eviction.” The 10 changes recommended in the report are: 1. The creation of a 15-point checklist which agents, landlords and tenants can undertake to determine that a rental property is legally let, especially regarding electrical checks. 2. Compulsory client money protection for all

If you rent out a property in Brighton, there are changes afoot that could well affect you. Brighton & Hove City Council is proposing further licensing requirements for houses in multiple occupation (HMOs) across the city. What is licensing? Licensing is the need for landlords to register their properties with the council so that health and safety checks can be made. Usually you hear about licensing in relation to HMOs – don’t be fooled, HMOs are not just large blocks of flats but small homes, like the one you rent out. What is an HMO? The actual definition of an HMO will catch the vast majority of properties that are not rented to a single family. An HMO is any property that is the main home to at least three tenants, who form more than one family household, and who share a kitchen, bathroom or toilet. A similar scheme was introduced in 2012 to the Lewes Road area, but it is now being proposed to be extended to Brunswick & Adelaide, Central Hove, East Brighton, Goldsmid, Preston Park, Regency and Westbourne.

letting and managing agents. 3. A taxation system where rented properties are treated as businesses, encouraging landlords to invest. 4. A rental market free from controls. 5. A tick box on council tax forms to say a property is rented. 6. Uniformity, so that all landlords and letting agents must adhere to the same standard within the self-regulated sector. 7. Existing and new regulations to be enforced with a realistic budget, eg, penalty notices for tenant/landlord offences, proceeds to be kept by the local authority and reinvested in further enforcement and education. 8. Cross government, industry and organisations agree to educate tenants and landlords from one source. 9. Ensure the ‘how to rent’ guide is included in the national and higher education curriculum under the Personal Finance Education Group and the NUS. 10. Mandatory Continuing Professional Development (CPD) training for all involved in the PRS (e.g. lenders, insurers, landlords, letting agents, charities, housing associations) on property conditions and maintenance. “Following this report, it is vital for all those involved in the PRS to come together to bring about the necessary changes,” said Ms Charge. Leaders has been at the forefront of developing and improving the lettings industry since its establishment by the co-founder of ARLA in 1983 and fully supports the recommendations made by the report. www.leaders.co.uk

What will licensing mean? Now that depends who you ask! According to Bill Randall, chair of the housing committee, licensing is a way to register all homes so they can be inspected: “Private rented housing accounts for about 30% of all the city’s housing, and the council has a duty to make sure these homes are safe, healthy and well-managed.” According to the Brighton chapter of the National Landlord’s Association (NLA): “Licensing is a further tax on the private rented
