The police can now use cellphone spy gear

News broke this past week suggesting that the police will now be allowed to essentially intercept cellular signals and access information on cellular devices. This after justice minister Ronald Lamola, gazetted a five-year exemption from the Regulation of Interception of Communications and Provision of Communication-related Information Act (RICA), effectively giving police the right to use a range of what would otherwise be illegal surveillance devices.

Lamola gazetted this on Friday, the 19th of May this year.

The exemption means the South African Police Service (SAPS) can buy and use signal interception devices to access details about any cellular device in a given area. In the past all previous justice ministers withheld approval for this type of surveillance.

Some of the tools which would now be available for use by the police include International Mobile Subscriber Identifier (IMSI) grabbers which are basically eavesdropping devices disguised as normal cellular towers that harvest data from every mobile device connected to them.

Because of the RICA act, the police will be able to use the data they gathered to determine a person’s identity. In addition to these towers, the SAPS could also employ the use of keystroke recorders, wiretaps, hidden microphones, miniature video and audio recorders, and GPS tracking devices.

The new law gives Lamola the right to ex-

empt Internet service providers, telecommunications service providers, and law enforcement agencies from specific prohibitions, including the manufacture, possession, and use of eavesdropping equipment.

There is one requirement though, the law states that eavesdropping can only be done after consultation with other ministers.

Lamola said he had sign-off from the ministers of communications, defence, state security, and police in granting the exemption.

There are conditions that need to be met in order for the police to employ the cellphone spy gear.

Listed equipment can only be possessed, purchased, manufactured, assembled and used to the extent specified in the Act, the National Commissioner must personally authorise the purchasing of IMSI-catchers, their necessary equipment, and the software they require, and all listed equipment and any necessary components must be marked with a non-alterable identifier.

The push to allow police to use spy equipment has been ongoing for at least the last decade.

In 2020 it was reported that Police Intelligence spent around R112 million to acquire 13 grabbers, 15 surveillance drones, and 12 precise mobile location vehicles, but the police were not allowed to use the gear and so it allegedly lay around gathering dust.

Cash heist on the rise

The police have launched a manhunt for a group of robbers involved in a spate of recent cash in transit heists around the province. The most recent incident took place at Tshakhuma in the Vhembe district on the 1st of June at around 08:00 in the morning.

The preliminary Police investigation revealed that the cash in transit vehicle was heading towards Thohoyandou and driving along the R524 road near the Spar Supermarket when one suspect travelling in a white Toyota Camry coming from the opposite direction collided with the cash van.

An unknown number of suspects armed with pistols and rifles emerged from next to the road on foot. The driver of the cash van and his crew fled the scene while a guard

was trapped inside the truck.

The suspects placed explosives onto the cash van and took an undisclosed amount of money. They torched the Toyota Camry before they fled in a VW Amarok double cab silver grey in colour as well as a white Toyota Etios and a Toyota Rav 4. The suspects also robbed the guard of one firearm before they fled towards Thohoyandou.

The security guard who was trapped inside the vehicle was assisted by the community who called the police and an ambulance. He sustained serious injuries and was transported to hospital for medical treatment.

The Provincial Police Commissioner ordered the establishment of a Task Team to track down and apprehend those behind these heists which are currently prevalent in the Limpopo province.

“We appeal to the community and stakeholders to join hands to assist in the prevention of these crimes by providing information about the perpetrators involved,” urged Lt Gen Hadebe.

The Police have opened a case of armed robbery and attempted murder.

Anyone with information that can assist in the apprehension of the suspects should urgently contact Cpt George Mutavhatsindi on 071 351 7275 or Lt Col Richard Boshomane on 079 894 5501 or WO Phaladi Makola on 082 749 2233. They can also use the Crime Stop number 08600 10111 or use the MySAPS App to share the information or contact the nearest police station.

New electrical meter scam

The Greater Tzaneen Municipality (GTM) has warned it citizens not to fall for a scam currently being perpetrated in the residential areas involving suspects pretending to be either Eskom employees or municipal electrical department technicians.

According to one resident, she was at home when she received a call from an unknow number claiming to be Fanie Mkhonto from the electrical department. The caller claimed that he required access to her home in order to install a new prepaid electrical meter on her property as the existing one was reportedly faulty.

The caller then demanded that the resident should make a payment of R2 300 into a Capitec account which he provided.

“We have noted with concern the scam that is going around demanding payments for meter replacement. Please be advised that this is a scam, the municipality will not demand payment into any personal account”, the GTM said in a statement.

“If anyone from the municipality demands payment from our customers, please report it to SAPS and the Municipality. GTM credit control or any communication is done through the municipality process and payments must be done to the Municipality account.”

Monde hang oop by Merensky Opedag

Larries toon veggees in
