Francis leaves Cuba and arrives in the United States on Sept. 22 for a five-day visit. Lombardi said security would be tight on the U.S. portion of the trip, especially in New York, since Francis’ arrival coincides with the U.N. General Assembly gathering of world leaders. Lombardi added that the Vatican was unaware of any particular threat against the Pope, and is not worried about his safety. The Pope intends to move about as he does normally, without an armored vehicle. House Homeland Security Committee Chairman Michael McCaul said that the U.S. has stopped at least one threat made against Francis.

Continued from COVER Department of Labor (DOL) to fund the Arkansas Apprenticeship Pathway Initiative (AAPI), which will expand apprenticeship programs in high-growth and high-tech industries including health care, information technology and advanced manufacturing. “AAPI will help build a lasting infrastructure for apprenticeship opportunities in Arkansas,” said ADWS Director Daryl Bassett. “This initiative will help us establish a system that effectively utilizes a network of businesses, training providers, service organizations and state agencies that will help both employers and job seekers succeed in today’s economy.” Through this initiative, ADWS will connect 600 Arkansans over the next five years to high quality apprenticeships that will provide participants with the knowledge and skills they need to attain good paying jobs that are available now. Participants will also earn college credit upon completion of an apprenticeship
program. These earn while you learn training opportunities will be targeted toward dislocated, underemployed, unemployed and underrepresented individuals. ADWS is one of 46 grantees that will receive an American Apprenticeship Grant from the U.S. DOL. To ensure AAPI is employer driven, ADWS has collaborated with businesses like Baxter Healthcare Corporation and TrinityRail Maintenance Services in the design and development of the apprenticeships. Already 20 businesses have committed to hire and train participants of the program. 9 Arkansas Mayors issue welcoming proclamation to immigrants ¡Hola! Arkansas Springdale, AR Springdale Mayor Doug Sprouse was joined by 30 partners of Engage NWA Immigrant from Abroad at Shiloh Square in downtown Springdale to commemorate national Welcoming Week, an initiative that aims to encourage communities across the United States to reaffirm their welcoming values and build bridges with immigrants residing in their areas. Springdale Mayor Sprouse was the 9th Arkansas mayor to issue a Welcoming Proclamation in support of the Week’s activities. Other Arkansas’ Mayors who have signed Welcoming Proclamations are, Mayor Stodola of Little Rock, Mayor Owyoung of McGehee, Mayor Tucker of Monticello, Mayor McKelvy of De Queen, Mayor Perrin of Jonesboro, Mayor

A new report finds that despite reforms to the family detention system, parents held at a Pennsylvania facility are still struggling to be released and are worried that their children’s mental health and well-being could be in jeopardy. The report, released by Human Rights First, shows families detained at the Berks County Residential Center in Leesport, Pennsylvania, are facing countless hurdles that are preventing them from being released. They are being asked to pay expensive bonds and are facing delays in important interviews used to determine whether or not they have a credible fear of persecution in their home countries. Many are also lacking legal representation, the report states. Parents detained at the Berks facility also are concerned about the changes in their children’s mental health and behavior, according to the report. Some parents said their children have not been eating well and have lost weight. Others said their children started acting out and behaving aggressively toward others. “The bottom line is that detention, even for short amounts of time, is detrimental to

Arkansas Little Rock, AR Cada año, los estadounidenses conmemoran el Mes Nacional de la Herencia Hispana del 15 de septiembre al 15 de octubre con la celebración de la historia, la cultura, el área económica, social y política, y las contribuciones de los ciudadanos estadounidenses cuyos antepasados vinieron de España, México, el Caribe, y Centro y Suramérica. El Mes de la Herencia Hispana se celebra desde la Casa Blanca hasta las organizaciones comunitarias en todo Estados Unidos. La conmemoración se inició en 1968 como la Semana de la Herencia Hispana bajo el presidente Lyndon Johnson y se amplió por el presidente Ronald Reagan en 1988 para cubrir un perío-
do de 30 días a partir del 15 de septiembre y finalizando el 15 de octubre. Fue promulgada como ley el 17 de agosto de 1988, sobre la aprobación de la Ley Pública 100 a 402. El 15 de septiembre es el punto de partida para la celebración porque es
el aniversario de la independencia de cinco países latinoamericanos: Costa Rica, El Salvador, Guatemala, Honduras y Nicaragua. Además, México y Chile celebran su independencia el 16 y 18 de septiembre, respectivamente. También,
es el día del Descubrimiento de América (Columbus Day) o Día de la Raza que es el 12 de octubre que cae dentro de este período de 30 días. El impacto de los hispanos en este país continúa creciendo. Según datos oficiales: La población latina en los Estados Unidos es de 54.1 millones, o el 17.1 por ciento de la población total. Para el año 2060, se calcula que la población hispana tendrá un total de 128.8 millones, 28.6 por ciento. Por otro lado, mientras que la población latina nacida en Estados Unidos solo ha aumentado seis veces más de 1960 a 2013, hay más de 30 millones de latinos nacidos en los Estados Unidos. Los Estados Unidos tiene la segunda población hispana más grande del mundo después de México que tiene 120 millones de habitantes.

Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15, by celebrating the history, culture , economic, social, and political areas, and contributions of American citizens whose ancestors
came from Spain, Mexico, the Caribbean, and Central and South America. Hispanic Heritage Month is celebrated from the White House to community organizations across the United States. The observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was
expanded by President Ronald Reagan in 1988 to cover a 30 day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988, on the approval of Public Law 100-402. September 15 is the starting point for the celebration because it is the anniversary of indepen-
dence of five Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. In addition, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively. Also, Columbus Day or Día de la Raza, which is October 12, falls within this 30 day period.

Independencia de México Viene de la PORTADA ¡Hola! Arkansas Maumelle, AR El Consulado de México en Little Rock celebró la Independencia de México con un programa cívico-cultural en el Maumelle Performing Arts Center el pasado 12 de septiembre. Esta representación contó con la presencia del Ballet Folklórico Sol Azteca de la ciudad de Tulsa, Oklahoma; la participación del tenor mexicano José Ortega, El Mariachi de Oklahoma City, “Orgullo de América” y la Banda de Guerra de la Escuela Secundaria Federal Número 20 “El Nigromante” de Ensenada, Baja California. Además se gozó del
espectáculo “Maravillas de México” por parte del Ballet Folklórico Sol Azteca, un espectáculo que muestra las riquezas culturales en un foro teatral resaltando el colorido de trajes típicos, la alegría de la música y la danza regional del Folklore mexicano, con el objetivo de mantener vivas raíces culturales y presentarlas a las nuevas generaciones. Se otorgó el mayor reconocimiento que un mexicano puede recibir en el extranjero el Premio “Ohtli” a el Padre José María Briones por su vocación de servicio, liderazgo y deseo de fortalecer la hermandad y relaciones con diferente actores sociales de nuestra comunidad. Se realizó una breve introducción al Día de la Independencia
de México, los valores profesados por los héroes patrios, el significado del Grito de Dolores y se concluyó con el acto cívico de Honores a la Bandera y Grito de Independencia. “Durante esta celebración, el público asistente tuvo una experiencia cultural enriquecedora, se fortalecieron los lazos de intercambio cultural con Maumelle High School, la cual manifestó su interés por continuar apoyando actividades de promoción cultural de manera conjunta”, dijo Cónsul Titular David Manuel Preciado Juárez. En el evento se llevó a cabo una recepción con autoridades, círculos empresariales, académicos, del arte y la cultura, organizaciones comunitarias y profesionis-

Celebrando las contribuciones de los inmigrantes Leon Rodriguez New America Media Esta semana celebramos la Semana de la Constitución, un momento para reflexionar sobre la idea exclusivamente estadounidense de que la ciudadanía en este país es un asunto de compromiso y conciencia. La Semana de la Constitución se centra principalmente en el 17 de septiembre, “Día de la Constitución y Día de la Ciudadanía” un reconocimiento a los ciudadanos estadounidenses naturalizados y una oportunidad para que estos expresen el orgullo que sienten por su ciudadanía. También celebramos la Constitución y los derechos y responsabilidades que nos confiere a todos. En el Servicio de Ciudadanía e Inmigración de
Estados Unidos (USCIS, por sus siglas en inglés), la Semana de la Constitución representa una oportunidad para celebrar la manera en que la Constitución forjó las bases para dar la bienvenida a nuevos estadounidenses aquellos que han elegido
adherirse a nuestros ideales cívicos de “libertad y justicia para todos” y que se han comprometido a unirse a “nosotros, el pueblo” en la búsqueda de una “unión más perfecta”. Nuestra celebración incluye ceremonias especiales
de naturalización a través de toda la nación, en las que destacamos la conexión especial entre la Constitución y el honor, privilegio y responsabilidad de convertirse en ciudadano estadounidense a través de la naturalización. Estas ceremonias tienen
un significado especial para mí. Mis padres y abuelos fueron refugiados cubanos. De niño, presencié como mis padres estudiaron y tomaron el examen de ciudadanía. Antes que hicieran el Juramento de Lealtad, yo no apreciaba plenamente qué significaba verdaderamente la ciudadanía. Pero al ver cuán orgullosos estaban de hacerse ciudadanos, tuve claro aún en aquel momento que ellos estaban cumpliendo un sueño de toda su vida, para ellos y para mí. A lo largo de mi carrera como servidor público, a menudo he prestado juramentos para apoyar y defender la Constitución. Celebrating immigrants’ contributions Leon Rodriguez New America Media This week we celebrate Constitution Week, a time to reflect on the uniquely American idea that citizenship in this country is a matter of commitment and conscience. Constitution Week focuses largely on September 17, “Constitution Day and Citizenship Day” – a recognition of naturalized American citizens and an opportunity for them to express their pride in their citizenship. We also celebrate the Constitution and the rights and responsibilities it bestows in
all of us. At U.S. Citizenship and Immigration Services (USCIS), Constitution Week is an opportunity to celebrate the way in which the Constitution set the foundation for welcoming new Americans – those who have chosen to subscribe to our civic ideals of “liberty and justice for all” and have committed themselves to join “we the people” in our pursuit of “a more perfect union.” Our celebration includes administering special naturalization ceremonies across the nation, highlighting the connection between the Constitution and the honor,
privilege, and responsibility of becoming a U.S. citizen through naturalization. These ceremonies have special meaning to me. My parents and grandparents were refugees from Cuba. And as a young boy, I watched as my parents studied for, and took, their citizenship test. Before they took the Oath of Allegiance, I did not fully appreciate what citizenship truly meant. But seeing how proud they were to naturalize made it clear to me, even then, that they were fulfilling a life-long dream for them and for me. As a public servant for most of my professional ca-

reer, I have often taken oaths to support and defend the Constitution. But as Director of USCIS, one of my highest privileges is to administer the Oath of Allegiance, the same oath my parents took, at a naturalization ceremony
and welcoming new citizens to the promise and hope of America. Today, the United States has almost 9 million lawful residents who are eligible to apply for U.S. citizenship. I encourage each of them to
step forward and complete their journey in becoming an American citizen. And I pledge that at each step of the way, USCIS will be there to help, expanding our ability to reach as many audiences and communities as possible. Each new American citizen brings a unique set of skills and experiences which they can use to improve our communities and our nation. And each of them can help renew our shared hope that unlimited possibilities are available to everyone who embraces the opportunities that this country offers under its Constitution.
