Continental offers best practice services By Sandi Kemp Navarre Press Representatives from The Continental Group told the Holley by the Sea board of directors that it could offer best practices in association management, improvements to communication, streamlined processes, employee and resident training and increased property values to Holley by the Sea Improvement Association Inc. During a June 26 HBTS meeting, Terry Gormley with TCG told board members and residents that it was the TCG mission to“Create value and enhance the lifestyle of residents and the communities we serve.”Gormley went on to explain how TCG goes about accomplishing its mission. Gormley emphasized that as a third party management group, it would be on property and available“to be a support team for your existing employees.” The cost of TCG at HBTS would be mitigated by the savings it would bring with its national purchasing power, absorbing the employees, training and certification and banking with its subsidiary banks. After a cursory look,TCG said it could save the association $38,000 and would put that in writing in the final contract. When all is said and done, adding the management company would cost each property about $7.21 annually. According to TCG, HBTS residents would be getting a lot for their $7.21. There were several questions from the audience. HBTS member Dan Ramsey asked how long the association would be obligated to use TCG if it were hired and if there would be a premium for cancellation. Gormley explained that there was a one year contract with a 30-day out without a“premium”for cancellation. “If we can’t bring to you what we talked about tonight, then why would

we hold you to an agreement?” he said. Another question from the audience was whether the association would be obliged to use TCG vendors. “We aren’t here to make massive changes,” said Gormley. He went on to explain that often the vendors TCG uses can give the best price and that they have a list of preferred vendors and their application to be a preferred vendor is very strict.“We also don’t markup invoices,” said Gormley.“The price to the association from the vendor is the price.” Ramsey also asked what the bid process would be. “We have a scope of work and sealed bids that are opened at the board meetings.There is no catch as catch can – it is a process,”said Gormley. The association was assured that the data could be easily transferred to another accounting system. Board President Pete Peterzen clarified the relationship ofTCG and the existing HBTS employees. “So basically – our employees become your employees, correct?”he asked. Gormley agreed and said HBTS employees would receive the same if not better benefits than they have now, and when there is a job opening available,TCG would assist in recruiting new employees and train them at no additional cost to the association. Peterzen then noted that the only board candidates present were Jean Tashlik and Tim Stephens. “The covenants perpetuate our problems and we have had a difficult time amending our covenants so

to begin the contract negotiations process with Continental and it was seconded by board member William Stuart. The motion passed with a vote of the three board members present, Goldberg, Stuart and Peterzen. The Continental Group is a subsidiary of FirstService Corporation, which manages more than 1.3 million residential units in 4,100 community associations nation-

wide. FirstService is publicly traded on the NASDAQ under FSRV and as of June 27 had a market share value of more than $740 million. The Continental Group has an office in Miramar Beach and manages several condo and homeowner associations in the area, including two of the three Summerwind Resort buildings and Caribbean Isle on Navarre Beach.

Q: Based on what you heard last night, do you think that hiring Continental would benefit the association? Why or why not? A: Board member candidate, Tim Stephens

Out of all of the discussion I have had about what would improve the association and the relationship between the board and the homeowners/landowners are communication, structure, and a plan that defines the path forward for our future. I kept all of this in mind as I watched this presentation and to say the least I was impressed. They hit all of the high points for best practices for an upTim Stephens to-date business model, I have been looking for this. I believe that they have all of the pieces to the puzzle necessary to complete the needs of our organization. In short, they went over their organizational structure and the pool of knowledge that they have to draw from in times of uncertainty. They covered the maintenance plan, the training plan to keep the employees up to date on their skills and to form new skills. They also went over the enhancements to the website and how they could enhance communication by using that tool. They covered many other things all of which seem to enhance the overall functionality of our organization. The only concern I have is can they meet our price point, If so they will bring a great deal of talent and knowledge to our table.

Yes, I think it would be a good idea to hire Continental if we can negotiate a reasonable contract with them. I asked Terry Gormley in a preliminary interview six basic questions any HOA would deal with. 1) How would you help reduce violations at HBTS? 2) How would you improve delinquency collections? 3) How would reduce legal cost? 4) How would you qualify outside William Stuart vendors and contractors? 5) Often times we have members that challenge the G.M., staff and BOD on legalities and procedures taking up a lot of staff time. How would you address this and respect the members’ rights at the same time? 6) The idea of bringing on consultants from an experienced company like yours is to improve services to our members, improve property values and the bottom line. How would you go about doing this without raising the current assessments? He answered all six questions in a satisfactory manner which you will learn more about as the negotiations continue. Another reason I think it would be a good idea to have them on board is they could help successfully change the covenants and take the lead in continuity for a two, three or five year program.

We have had a good deal of turnover in some important staff positions over the last 12 months and with Board of Director positions only lasting two years, that lack of continuity has created some hiccups that really slow us down. Demetrius Brown: Faith and football By Yvonne C. Harper Navarre Press

Demetrius Brown’s story is not just one of football. It is one of faith and family, and the strength and love found in both. During the summer between his sophomore and junior year, he had to make the choice between attending football camp and a church youth camp. “Instead of going to football camp, I went to church camp,”said Brown.“I lost my starting spot and everyone was like‘that was stupid’ and I said‘I didn’t think it was.’” Chad Lashley, the former head football coach for Navarre High School, remembers that summer. Lashley said that Brown came into his office and explained his decision to attend the youth camp instead of the football camp. “He explained to me his relationship with Christ and how important it was to him, and how attending that camp was important to him,”said Lashley. He added that it spoke volumes about Brown’s witness and character. “It’s not very often that happens because everyone gets caught up in the game and it becomes the No. 1 thing, and that was a great reminder that faith should be the No. 1 priority overall,”explained Lashley.“I’m proud of him, that he had the courage to do that.” Brown’s football playing began in the third grade when he lived in Pompano Beach. When his family transferred to Oklahoma, he continued playing and upon his family’s move to Holley by the Sea he went out for the high school team after completing the eighth grade.

His on-the-field skills would eventually get him noticed by Dewayne Alexander, head football coach for Cumberland University in Tennessee. Alexander said that he had gotten to know Brown during his visits to the area and he noticed his playing skill during the Pensacola Sports Association All Star game practices. “In the all-star practices he was very physical,” he described.“You find a lot of guys that can run and jump, but can’t always find physical guys.” But more important than Brown’s playing ability, he was a leader in school, which was important to Alexander. “We find a lot of guys that play good football or are good students, but not a lot of guys that can do both,”he said. However, Brown’s academic career didn’t start off with great grades. “When he was in elementary school, his focus was way off,”said Ken Brown, Demetrius’ father.“I’m talking D, D+, C- student, but around fifth, sixth grade there was a change and maturity, and his grades got a lot better.” To ensure he continued academic excellence, Ken had him sign contracts that stipulated the grades he would need to earn and the consequences of not earning good grades. The main consequence was the inability to play football or any other sports until his grades were raised. The result of his hard work was a 3.0 grade point average. And the result of his grades and football playing ability is a four-year scholarship with Cumberland University where he will play as a free safety and wide receiver.

Demetrius completed his high school playing days by being awarded the Captain Award for his leadership on and off the field. The Captain Award is given to the player who receives the most votes from peers and coaches. He also received the Outstanding Defense Player Award, as well as 15 other awards for playing football. He is very involved with his church, working with younger children in a mentor program twice a month. While attending Navarre High School, he was a part of the Fellowship Christian Athlete organization. Demetrius said that being a part of FCA helped him and taught him to “not follow the crowd”he said. One of the players he admires is Tim Tebow, now with the NewYork Jets. He was excited when he had the opportunity to meet Tebow a few years ago when he visited Fort Walton Beach. For both son and father, Demetrius’ success can be attributed to his faith. “By the grace of God, giving glory to God first,”said Ken,“and a lot of prayers, and a good church base leadership under Midway Baptist.” For Demetrius, he is grateful for the love and support of his mother and father and looks forward to playing with Cumberland in the fall. He said that his goal is to earn a degree in sports management and become a trainer for a professional or college team. In the end though, Demetrius’ story is

the American story said his father. It’s the story of faith, family, hard work and challenges met head on that equal success.

Fun Factory rates will increase by $1 effective July 1. Jennifer Barrett, HBTS interim general manager, reported during a June 19 HBTS board of directors meetings that the revenue the Fun Factory generated was not enough to support the program. “I was asked to look at all the departments to see if they are self-supporting,”said Barrett.“And the Fun Factory is falling behind. It cost more to run than the income it brings in.” At the present time, the average monthly revenue for the Fun Factory is about $523 a month; whereas the monthly expenditures, including payroll, is $1,500 a month. Barrett recommended increase the hourly rate to $3 from the current $2, and to create a test program of a flat monthly family pass of $45. The Fun Factory is open seven days a week during the high recreational facility usage times. “The monthly pass will just be run as a test program to see how it works out,”said Barrett. “I am not in favor of a monthly fee because the way it is written now, it covers the whole family,”Goldberg said. The reasoning was that one person with four kids could

The request was to approve the expenditure for an allterrain Husqvarna utility vehicle that would be used by the HBTS maintenance crew. Jackie Goebel, the HBTS maintenance manager, explained that in order to get to the lower 40 (40 acres of HBTS recreational grounds) and spray for weeds or pull heavy items like the pool dome tarp a heavy-duty vehicle is needed. Goebel also reported that the Husqvarna would act as a replacement for the old golf carts that continually break down as a result of being used for purposes they were not designed for. Board secretary Brooke Goldberg responded to allegations from residents Pat Traynor and Ramsey that the board is not sufficiently reviewing the staff’s research. “We have some very

located in Gulf Breeze. The Husqvarna has an integrated dump bed, and an aluminum frame. All vehicle maintenance service will be provided by the Tool Shack and includes a windshield and roof canopy at no charge. The vehicle will be used to fertilize, seed and maintain more than 40 acres of mainly sand; haul the pool dome tarp, trailers and other attachments, such as the 50 gallon sprayer and fertilizer spreader; maintain the softball field that is currently being upgraded; haul the tennis court clay; tow other equipment that gets stuck; and numerous daily tasks related to the general maintenance of the common properties. Goldberg stressed that the funds approved are from the repair and replacement reserve and have already been allocated. “None of this money is going to raise your assessments next year,”she said. “Under reserve and replacement, you’re not replacing the same thing, you’re buying something new,”Traynor replied. “That’s still a replacement,” said board President Pete Peterzen. The board approved the expenditures for the new equipment. “Big mistake,”said Ramsey after the vote,“you’re just throwing money away.”

Resident Pat Traynor discussed the true cost. “It all cost somebody money and it shouldn’t cost the other home owners money that don’t have children,”he said.“The few members should support themselves. If it’s too much money, don’t go.” The final vote was to approve the increase for the hourly rate only from $2 to $3 an hour. The new rate will take effect July 1. The Fun Factory can be used by HBTS members using the facilities or participating in exercise classes.

Ladies summer quads standings As of June 23, Cherrie Clark tops the board with 64 points earned in the HBTS Ladies Quads with Janet Longdin her nearest competitor with 57 points. Marianne Akkerhuis and Barb Donnadieu are tied with 54 points each and Jan Frink has 53 points tallied. Tennis/racquet ball court rules and regulations These rules were approved during a June 19 by the HBTS meeting. Hours 8 a.m.-8:50 p.m. Monday – Saturday, 9 a.m.8:50 p.m. Sunday Clay court watering schedule: Courts 5-8 at noon and courts 1-4 at 2 p.m. ■ Court time is on a firstcome, first-served basis. Holding or reserving court(s) is not permitted. (This rule does not apply to formal league matches or scheduled events.) ■ The maximum playing time is 1.5 hours when other members are waiting to use the courts. (This rule does not apply to formal league matches or scheduled events.) ■ Proper attire must be worn on the courts. Tennis court shoes and shirt are mandatory. ■ Courts must be swept off and lined upon completion of use. Full compliance to this rule is expected. ■ All tennis players must sign in at the front desk before play. Entering or exiting through the tennis gate is prohibited. ■ Good sportsmanship is expected at all times.

A garden full of love and nature By Yvonne C. Harper HBTSnews.com Donkey ears, night blooming iris, crown of thorns, sweet potato vines, Moses in the bulrushes, the hidden lily, hyacinth bean vine, honey suckles, Mexican petunia and crepe myrtles are just a few of the plants that can be seen at the home of Brian andYvonne Berg. “It’s a work in progress and we’re getting there,”said both Brian andYvonne. The work in progress began in earnest in September when the couple moved back into the home on the corner of Waters Street and Sunrise Drive. Their home is one of the first homes residents and visitors see upon entering the main entrance of Holley by the Sea. The Bergs purchased the home in 2004 and lived in it for a short while before relocating to California and renting it out. “The previous tenants really let the yard go,”said Brian. One of the first things they did upon returning was to build a wooden trellis walkway in the backyard and plant hyacinth bean vine pods they had gotten from an agricultural farm in Mississippi. “They took straight away,”said Yvonne. “Leave it alone and it will keep going.” The goal is for the vine with the small purple flowers to cover the entire walkway and provide shade for the plants along the path. The Bergs also built vegetable and fruit garden beds in the backyard and will soon be enjoying zucchinis, okra, beans, tomatoes, peppers and strawberries. Yvonne’s love of gardening started as a young child in the northern part of England where she is from. She learned how to garden from her father who worked as the parks and recre-

Brian and Yvonne Berg are proud of the improvements they have made in returning their home to its former glory. ation director in their hometown of Blackpool. “He was a big man in our town,”she said. “He was the parks and recreation director and designed a zoo. He saw it to fruition.” He passed away when he was still a young man, but not before passing along his love of nature and live plants she said. “He would be proud if he was here. I know I can say that quite easily because he hated anything artificial,”saidYvonne. And nothing artificial can be found in the Bergs’garden. On the patio, there are the night blooming iris thatYvonne refers to using personal pronouns such as“she”and“babies.” From the“mother plant”she has grown four separate night blooming iris but she describes the mother plant as aging.

“She getting old now,”she said with her English lilt,“but look there are three babies,” referring to the small flowers that if they survive will grow to about six inches, bloom one night only and then drop off. The Moses in the bulrushes plant has pods that resemble a basket in weeds, hence the name. The Bergs have lived in England, Canada, Africa, Nigeria, California and Mississippi, but they have found that Florida is their favorite. “We should have done this years ago,”said Yvonne referring to relocating permanently to Florida. Yvonne said the she likes the HBTS association and participates in the exercise classes offered such as aerobics, and that she and

The Social Committee needs a chairperson to oversee the planning of social events.The committee has planned past social events such as the Christmas and Easter events, two very popular events with HBTS members according to Bob Geller, present chairperson. Traffic issues Traffic on PGA/Summit and Sandstone have become increasingly dangerous to all residents of HBTS. Tentatively, we are planning a Town Hall meeting during the second week of August. We need your input. All interested parties should contact General Manager, Jennie Barrett at 939-1693, ext.1, or via email at generalmanager@holleybythesea.org.

The Architectural Control Committee also needs volunteers. The responsibility of the ACC is to address and resolve minor violations of the covenants through a process involving communication. The intent of the process is to resolve violations in the most expedient manner possible, with the least cost and conflict to the resident. Any HBTS member that is interested in serving on the HBTS Architectural Control Committee can contact the architectural office at hbtsarchoffice@bellsouth.net. Members can also contact the HBTS recreational center front desk at 850939-1693 for more information.
