The Holley by the Sea Board of Directors welcomed five new members July 19, and 10 days later, three of the newly elected board members tendered their resignations leaving the association susceptible to the threat of receivership. Earl Dean, Mike Scott and Carol Scott all submitted letters of resignation July 29 leaving only two board members, President, Alex Crawford and External Vice President, Ryan Miller. Dean’s letter was submitted to the board president, Alex Crawford in the early morning hours of July 29 stating that“To my objection you chose and directed your friend to do my job as the elected externalVice President…a friend over an elected board member – you forced me to resign.” Earlier in the letter Dean describes the friend of Crawford’s as cursing him out and telling Dean that she was smarter than him. The Scotts knew that Dean had resigned, but were already working on their combined resignation letter at the time that Dean’s came to their email inbox. Separate emails were sent by Mike and Carol Scott to Crawford and the Holley by the Sea Management Company, First Service Residential, by 4:45 p.m. The Scotts’ letter gave two reasons for resigning with the first citing conflicts of interest from the first day they were both elected to the board.“ Even if one or the other of us resigned inde-

In hindsight, it was foolish of us not to think this would become a huge problem.”The other reason the Scott’s resigned was that they were being overwhelmed with tasks before they were trained to handle them. “We have a very ambitious new president who has assigned us multiple tasks before we have had a chance to train for our jobs before doing our jobs.”

At 8:55 p.m., on the same day, July 29, former board member Pat Traynor presented Holley by the Sea with a“Notice of Intent to Apply for Receivership ”The form stated,“You are hereby notified that the undersigned member of Holley by the Sea, Inc. intends to file a petition in the circuit court for appointment of a receiver to manage the affairs of the association on the grounds that the association has failed to fill vacancies of the board of directors sufficient to constitute a quo-

rum. This petition will not be filed if the vacancies are filled within 30 days after the date on which this notice was sent or posted, whichever is later.”The threat of receivership was squashed at a board meeting held on August 3, where Rebecca Ward was nominated and approved to be the third board member constituting a quorum. Ward was made the board secretary at a second board meeting immediately following the first board meeting. “It was a very traumatic first few weeks, and we regret that three newly elected board members resigned on the same day.“ said board president Alex Crawford.“We have now have Rebecca Ward as our board secretary and the three board members are working hard to do the jobs of five board members.” A nominating committee was formed at the August board meeting held on the 12th to interview candidates for the remaining two slots on the board. Nominating committee members include: Skip Hardenburg, Billy Neal and former board member Dan Ramsey. Potential board members were interviewed and recommendations will be made at the September 11 board meeting. Potential new board members include: Richard Schulze, Jan Frink, Herbert Smith III, Joseph Caruth Jr. and Bill Crouch. “I thought it would be more negativity surrounding the resignation of the board members, but in some ways this has brought a lot of support from members,” said Crawford.

launch a spay and neuter program.The grant was competitive with 26 programs being funded from a total of 37 applications. “I think one of the reasons we were selected is that we don’t have any low-cost spay or neuter programs in our county whatsoever,”Animal Services staff member Tara Deaguilera said.“Also, we have several vets that were willing to participate.” The grant money, once approved by the Board of County Commissioners, will allow an estimated 300 to 400 animals to be spayed and neutered in the county with a co-pay of only $20. That is a significant reduction according to wording submitted by Santa Rosa County in a 2012 grant proposal. “We feel that the most substantial source of animal overpopulation in our county is from owned animals. There are many citizens that have pets that simply cannot afford the price of surgery,” the grant application

said.“We have repeatedly seen a family take in one animal and end up with several litters because they could not afford the $100 - $300 cost of a spay/neuter.” The county hopes to start processing applications Oct. 1. The program will have a limit of two animals per household and pets will be required to be current on rabies vaccinations. “We have a list of participating vets. Once they come in the office and fill out the application we will set an appointment for them and send the info to the vet,” Deaguilera said, adding that participating veterinarians are located throughout the county. According to the grant application, at least two locations will be in Gulf Breeze and one in Navarre. “The biggest problem we face is overpopulation. More animals come in than we can adopt out,”Deaguilera said.“Most importantly, if you’re going to have a pet, please be responsible and spay and neuter.”

Summer ’14 at the pool in review By Glenn Kildare Submitted by HBTS In the article written for April 2014, we noted that we anticipated few or minimal pool closures. This summer we could count on one hand the number of times we needed to close the pools for any length of time. Thanks to the outstanding work done by our lifeguards in enforcing the“adult swim”rule and the swimmies required for children not toilet trained - we had few“Brown Outs.” They also made frequent checks of the pools and the safety equipment to ensure the pools were safe and ready for use. A new issue came up this summer dealing with sunscreen. Several times we needed to secure the deep end of the family pool because the water was cloudy. This made it difficult for our guards to see the pool bottom. The State and Health Department of Santa Rosa County require that the area be closed. Without a doubt this summer could be considered a success when looking at pool use time and availability. When we think of safety, what better way to determine our safety record but by the number of times medical aid and/or an ambulance needed

This is not due to luck but the hard work of our lifeguards in preventing accidents and injuries. Also we would like to thank our members for their efforts in making this possible. Together we had an awesomely safe summer. We had the everyday cuts, bangs and bloody noses that we

treated and recorded. Another area where we had more positive growth was in the compliments made by members and staff for the efforts of the aquatics staff. The number of complaints regarding the pools and the operation were down this summer. The lifeguards were involved with our members, their guests and campers.

They demonstrated a real concern for all. This helped to make it enjoyable for everyone at the pools. Speaking of campers, we provided swim lessons for more than fifty of them. For the swimmers, we helped them improve their skills and advance their level of confidence. We had many nonswimmers and even children

who at the beginning of the summer did not want to get in the pools. By mid summer we had them all drown proofed and swimming in the deep end. The trip to“Big Kahuna’s”was a highlight this summer and it was great to know our campers were ready and safe for this trip. Thanks to our lifeguards: Angela, Anthony, Chandler,

Emily, Josh, and Kayla for all you did this summer. A special thanks goes out to Ms. Marsha Triebold and Laurie Pinter for their efforts in the swim lessons provided to the campers, outstanding. Thank you all for your support and cooperation, it made this summer a success. Have a safe winter and we’ll see you under the dome!!!

From the General Manager: September brings Back to School and hopefully some cooler temperatures. August had us busy with Board Member changes, while September will be all about the numbers. Its Alex Fambri budget season for the Association and the Finance Committee has already held two workshops. We will likely have weekly workshops throughout the month to prepare the 2015 budget. The meetings will be noticed in advance and open to the membership. As of the time of this printing definite dates are not yet available. Handling the architectural issues for our community are two new staff members: Shelby Filek and Denise Puentes. The Holley by the Sea Architectural Control Committee is comprised of homeowner-volunteers who work tirelessly to ensure our community remains not only aesthetically pleasing but in compliance with the Covenants which will increase the property values of our homes. Pete Waschenko is the chairperson; serving with him are Matt Davis and Larry Larson. The HBTS ACC meets the first and third Tuesdays of every month at 9:30 a.m. and homeowners are welcomed to attend as all meetings are open. Volunteers are always needed! Hidden Creek Estates Architectural Control Committee is chaired by Skip Hardenburg with Jan Egli, Milt Miller, John Longdin as committee members and Tom VanHoutte as the alternate. The third Monday of every month at 1:30 is the HCE ACC meeting time; please attend, please volunteer, become involved in your community.

A few challenges were discovered. While making the repairs to the flat roof over the 21 room termite damage and rotted trusses were discovered. This caused a bit of delay in the work schedule and a change order with additional material costs of $4480. When the options regarding painting the louvers on the roof pop-ups were addressed another issue was uncovered. Only some of the vents were functioning properly and others had been boarded up from behind. This may have been a previous effort to reduce water intrusion. This will be corrected under the change order to restore proper ventilation. The cost related to the louvers is $10,800. The installation of the attic fan required a larger opening in the plywood to accommodate the fan. The cost related to the change order is $1125. We expect the project to be completed by month end. The Erosion and Parking Lot items have not been forgotten. Options are being researched by committee members and an update will be provided at the September Board Meeting. Please realize the meeting will be Thursday, September 11th at 6pm…not our usual second Tuesday.

Tons of kids and adults enjoyed grilled hamburgers, grilled hot dogs, chips, soda, water, and sweets. Thank you to all the HBTS residences that joined us for fun and great summer food. Thank you to our master grill chef Earl Dean for cooking the hamburgers and hot dogs. And, many thanks to Mary Dean, Denise Myers, and our newest Social Committee member Jackie Malambri for working the event to make it happen!
