Personal banking, Panamanian style By: Staff at Panama Offshore Legal Services E-Mail: info@pos-inc.com Phone: (507) 227 – 6645

P

anama banks are economically strong and were not affected by the global economic crisis as banks around the world suffered losses. Panama has one of the most strict bank secrecy laws in the world. Foreigners can feel secure their bank accounts will be private. Newcomers will need several documents in order to open a personal bank account in Panama. While some Panama banks may require different information they all want to know who their customers are and that the funds are from legal sources. By using a professional introduction by a law firm, you can increase your chances of being approved for a bank account. Choosing the right bank is important as some banks do not accept foreigners, some don’t offer online banking, multicurrency accounts, or debit cards. The law firm knows what each bank offers and will help choose a bank that will fit the client’s specific needs saving lots of time. Once a bank is chosen, here are the general requirements: 1. Passport copy including the photo and personal information pages and the Panama immigration entry stamp page. 2. Copy of a second ID such as a driver’s license.

3. Two financial reference letters from banks or investment brokerage firms in which the customer held accounts. These reference letters should be on original letterhead, dated within three months, addressed to the specific Panama bank, and signed by an officer of the bank or investment brokerage company. 4. Two professional reference letters from lawyers, accountants, or financial consultants using the same format described above. Panama professionals will have greater weight than foreign ones. 5. A copy of the last two years income tax returns. 6. Fill out and sign the bank’s application form. 7. A personal letter explaining the source of funds which will be deposited. This could include source of funds documents such as a copy of retirement or pension income, an annuity statement, or a letter from an employer. Once all of these documents have been collected, an interview with a bank officer is required. A law firm will provide professional bank introduction and a translator if the banker does not speak English (which is very common). Bank interviews usually entail why the foreigner wants to open the account and an explanation

of where and from what source future funds will be coming from. A compliance officer will contact references to verify them before approving the account which may take anywhere from a few days up to a few months. Expect a minimum initial deposit to open the account ranging from $500 to $100,000, depending on the bank, and which department of the bank will be used. Choosing to open an account with the Private Banking department of a bank makes the minimum much higher, but the service and benefits are greater. The initial deposit can be done by cash or U.S. Dollar check. Panama banks have a variety of credit and debit cards offering different credit limits and fees. If the foreigner does not have established credit history in Panama, banks will ask for 125% to be deposited of the monthly maximum credit amount. There are silver, gold, platinum credit cards with options for air miles or points systems. Debit cards will generally have the option of the “MasterCard”, “Visa”, or “Clave” system. The fees for using debit cards vary between banks. Continued on page 36.

Global Bond refinance attempt The 2015 Global Bond, as an issue of debt, with a value of $1.471 billion, is circulating in the hands of holders since 2004, and is the subject of an attempt to refinance in order to cushion payment which will be reached in 2015. Dario Espinosa, director of Public Credit, of the Ministry of Economy and Finance (MEF), which coordinates the operation, reported that the Global 2015 bond has a coupon or interest of 7.25% and their owners are looking to deliver it to the state and its exchange value, whether for cash or other emissions, by giving them a new global bond at a profit of 6.70% and payable by 2036, or 2036 Global Bonds.

Fifth Chamber bill filed away The daily La Prensa reported that To the protest of the opposition Panameñista Party bloc that it violated the rules of procedure, the National Assembly, with the votes of the caucus of the ruling Democratic Change Party (CD) filed away bill 402 yesterday that would have created the Fifth Chamber of the Supreme Court. Deputy Jose Blandon explained that the project could not be removed or archived, but could be rejected and he denounced the violation of Article 119 of the Rules of Procedure of the Assembly (a law of the Republic) which states that a project can be removed provided that there has been no changes to it. My son… USNAVY By Jacob Ehrler

Usnavy and his ‘patrona’ at new Machetazo Coronado.

“USNAVY” is the name with which a handful of Panamanian families christened their children. It is commonly understood that they were mistaken about the fact that all ships bore the name of notable people. It’s a sociological reflection of the US occupancy of the Canal Zone during nearly a century. The legacy of military occupation in Panama lives on today, like mist in the jungle. Just as adverse climates are fertile grounds for irony, the heat and sunshine of warmer parts invite one to loosen up to a bit of good humor. And the proof of US occupation is in the punchline of one of Panama’s funniest jokes: the surprisingly high incidence of mothers naming their children after the name of some of the most grandiose ship’s they’d ever seen. Hence, the Usnavy’s were born. Their mothers were typically countryside dwellers, more likely to be from the Pacific than the Caribbean side. Today, these children are the collective brunt of a joke that Panamanians love to tell about themselves. Panama is a young nation, and its nationals are lovers of discussing what it is to be Panamanian. Panamanians love to laugh at the TVN Channel 2 show La Cáscara’s cartoon character named Usnavy. Through self-depreciating humor, Usnavy has become a publicity phenomenon, jump-

ing out of the Saturday night slot and into a national campaign announcing the brand new Machetazo in Coronado. From La Cáscara to la publicitaria Usnavy is now a publicity phenomenon as the new image for the recently-opened mega store El Machetazo in Coronada, along Panama’s beach riviera not far from the city. La Cáscara’s Usnavy character, a poor countryside dweller who follows the well-heeled steps of his ‘patrona’ on her visits to

Coronado while the portly blonde woman sings the glory and benevolence of the new shopping offer: “It shall be the envy of all Coronado!” Panamanian development sure has come a long way. And it is definitely product of the North American presence, and the now Panamanian Canal that it left behind. Panamanian society, although young, surely knows itself well. And there is nothing like laughing at one’s self. And it is this humor that keeps Panamanians striving forward, even if “far” is still just 45 minutes to Coronado.

Creator of La Cáscara:

Ubaldo Davis With his show La Cáscara, Ubaldo Davis has created a humor empire through an SNL-inspired Saturday variety and skit comedy show La Cascara. He has been dominating the prime time scene of Panama with his interpretations of vivid realities that everyday Panamanians live, exposing the humor that exists within the marginalized and multiethnic through his antihero characters “Fernando El Funcionario” and “El Panameño.” Davis reports no attempt to create stereotype, rather to show reality of certain sections of society.

La Cáscara creator Ubaldo Davis joins forces with “Ángel Guardián Panamá” an organization that promotes sober driving.

Presentando a “Usnavy”

Personal banking

Continued from page 8. Panama banks offer savings and checking accounts. Some banks provide a savings book which requires visiting a branch of the bank with the book to make deposits or withdrawals. Other banks eliminated the savings book and use online banking and just a deposit or withdrawal slip when banking in person. Panama law firms offer a “bank account introduction and processing” service for foreigners which includes the law firm’s professional introduction to the bank, plus the law firm assists with completing all the forms and due diligence documents in advance, provides a professional reference letter, and assists through the process, including follow up with the bank until the account is approved.

asa Animal is gearing up for Carnavales. When the New York Times described the "raucous nightlife" in Bocas del Toro upon naming Panama #1 among 50 destinations to visit last month, it's because they had been tipped off about one of the many legendary Casa Animal parties at 9 Degrees on Isla Colón. Located above the Caribbean Sea in a magnificent two-story structure,it's fully equipped with a light-up dance floor, a powerful sound system, massive bars and outdoor decks to Bocas Town and the Caribbean. Or chill out tucked below the madness, enjoying cool ocean breezes and bottle service in a posh VIP lounge. Casa Animal events parlay elite staff, an electrifying MC, and the top DJ's from Panama. Already a proven force to be reckoned with, this season’s party series began red-hot with Tom Sawyer headlining the Fiestas Patrias Event. Then Año Nuevo raised the bar with the most dynamic, exhilarating vibe Panama had ever seen. The momentum continues into Carnival and then Semana Santa in early April. Promoters tout an: "unparalleled party experience" on Feburary 17, 18, and 19 with performance and visual artists, world class DJs, and "the sexiest people in Panama." VIP and general admission, are available at www.panamatickets.com or at Mondo Taitu in BDT directly before the event. Visit fiestacasaanimal.com. Casa Animal is located above Nine Degrees Restaurant in Bocas Town, Bocas del Toro.

V-Day in B-Town

Vagina Monolgues first Bocas showing T

his Valentines Day, Tuesday, February 14, 2012, at the Books Bambu Beach Restaurant, Calle 3 & Main Street in Bocas Town, from 7:00 p.m. - 8:30 p.m. there will be a performance of Eve Ensler’s Vagina Monologues (in English) by fourteen women who come from a variety of different countries and backgrounds and who are delightfully surprised to find themselves onstage for the cause of improving women’s lives in Panama. The Vagina Monologues have been performed in 76 countries. This is its first performance in Bocas. The Isla Colon Gala Event will be held at a venue with capacity for 800 people. No reservations are required for à la carte dinner, for which the organizers ask for donations to the National Women’s Institute of Panama (INAMU).Citing her good education, good job

training, and good employment opportunities , the founder considers herself privileged and wants to see every woman to be equally as entitled, especially in a country which is coming out of poverty and into its own. She staged a couple of plays involving young people of Bocas

Christmas show at La Gruta in December 2011, in English. Eve Ensler’s “The Vagina Monologues” (first staged in 1996), are hilarious and sad, but never maudlin. To support young Panamanian women in a town where the lucrative employment opportunities are scarce, it is noted that there are no dedicated job training facilities, fewer than average high school leavers going on to tertiary education, many children (girls ages 12-15) bearing children, and no safe houses for those who are victims of domestic violence. The performance of the Vagina Monologues is in affiliation with the V-Day Global Organization and INAMU -- the National Institute of Women, established 2008 and located in Panama City, headed up by Directora General, Lic. Markelda Montenegro de Herrera.

Bolivian airline begins new route from Tocumen

The airline will started with three weekly frequencies.

India and Panama trade outlook positive

India is on track to expand trade relations with Panama and tripling the trade flow between both countries, said Yogeshwar Varma, India’s ambassador in Panama. On the 62nd anniversary of the Declaration of India as a republic, which took place last week, the diplomat said that this can be achieved through a free trade agreement, a treaty to avoid double taxation and an information exchange treaty on tax, in addition to support given to technological development.

Figali’s deal nearing end

The daily El Siglo reported that there only remains a lack of endorsement by the Comptroller’s Office to terminate the settlement agreement between the Government and businessman Jean Carlos Figali, allowing the busi-

nessman to cancel the debt he has with the State, which reaches $29 million.

CRITICA 95 octane petrol up

A gallon of 95 octane gasoline increased last Saturday by 12 cents for a price cap of $4.11 in the cities of Panama and Colon, according to a spokesman of the National Secretariat of Energy.

Press freedom ranking drops

Panama fell 32 points in the annual ranking by Reporters Without Borders on press freedom in moving from position 81 to 113 and it is now located very close to countries like Venezuela and Ecuador. In the 2012 classification, last year, Panama ranked below Nicaragua (72). The international organization highlighted developments in Nicaragua, which won 11 points because the political polarization did not affect reporters.

Public debt keeps fiscal balances in deficit

The public debt at the end of 2011 exceeded the forecast by the Ministry of Economy and Finance that it had submitted to the National Assembly in the middle of the year. Panama owes $12.8 billion, more than $300 million over what was projected. Although this administration has more revenue than any previous ones, the thrust of public spending makes fiscal balances remain in deficit.

ATP sets its sights on well-traveled Spanish

T

he Spanish tendency toward travel has the authorities intensifying their efforts into the Iberian market. Panama’s Tourism Authority (ATP) is channeling its efforts to promote its Central American destination, seeking a top-of-mind status on countries suitable to visit in the region, among them Guatemala, Cuba and Costa Rica. ATP sub administrator Ernesto Orillac has been in meetings

with about fifty tour operators from Viva Tours, showcasing beach, mountain, adventure and shopping destinations and the modern infrastructure offered by the many city hotels. Says Orillac: “The Spanish market is very important to Panama because within the European tourist market, they rank as big spenders and top travelers. Penetrating this market is key to the success of Panamanian tourism.”

The sub administrator also mentioned that “the Spanish tour operators will be able to offer their clients four different circuit options, nine days and eight nights in Panama, a trip featured in the new “América” catalogue by Iberia. Another package offers 16 days and 14 nights. Travelers start out in modern Panama City and their trip ends in Costa Rica.
