Pedestrian counts show major impacts along Golden’s Washington Avenue

Locals fear Kroger-Albertsons merger will have negative impact

Golden’s Safeway is a staple for local shoppers.

People walk there from the surrounding neighborhood and the nearby Colorado School of Mines campus. About 80 employees work there, handling everything from lifesaving prescriptions to birthday cakes, according to said Tom Olson, a sevenyear employee at Golden’s Safeway. But, if Safeway and King Soopers’ parent companies merge, Golden’s Safeway could close, leaving those who rely on it adrift.

Many local employees and shoppers believe the proposed merger would hurt Coloradans by eliminating jobs, reducing competition, raising prices and creating food deserts.

“It’s going to get worse,” Olson said. “ … When you take away competition, prices go up, and you lose jobs and opportunities.”

Anyone who’s visited downtown Golden in the summertime knows there are hundreds of pedestrians crossing the streets.

Now, city o cials have an exact number.

A pedestrian count last summer showed there were 1,600 pedestrians crossing at 12th Street and Washington Avenue for an hour around noon Saturday, June 11. And that day was a yellow ag day on Clear Creek, tra c engineer John Hausman said, so July numbers would likely be even more. Hausman, who’s been a traf-

c engineer for 20 years, said he’s never seen such high pedestrian volumes unless it was related to an event.

In general, he noted how the June 11 pedestrian counts were double that of a summer weekday at the same time of day.

City Council was considering whether to move forward with a eld test for all-way stops along Washington Avenue, but decided to forgo it for now. e councilors described how there are several simultaneous e orts in downtown Golden, such as the parking study, the circulator shuttle program, and the ongoing discussion about closing Washington Avenue to vehicle tra c.

So, they wanted to take a more holistic look at downtown tra c based on data and impacts from this summer.

e city’s also waiting for new tra c signals along Washington Avenue, which sta members hoped would arrive later this year. e city is ordering them via a Colorado Department of Transportation grant, so the timeline depends on CDOT’s process, sta members clari ed.

e $1 million CDOT grant, of which Golden has to pay a 10% match, will fund tra c signals at 10 intersections, according to city sta . Golden has proposed installing them in the following locations:

Along Washington Avenue at 10th, 11th, 12th and 13th streets; Along Ford Street at 10th, 12th, 13th, and 19th streets; At Jackson and 19th streets; and At Illinois and 19th streets.

Regarding closing Washington Avenue to vehicle tra c, the councilors said they’re revisiting that topic July 11, now with more data and insight. Regardless of how that discussion goes, most believed Golden should try to have fewer cars on Washington

Avenue to improve the pedestrian experience.

“We’re OK. with trying things,” Mayor Laura Weinberg said. “ … What things can we do under high pedestrian conditions that will allow those intersections to work better? e overall (discussion) is how to improve that.”

Golden implementing seasonal $100 parking tickets for 10th Street

Golden is increasing parking tickets from $30 to $100 along 10th Street. e increased violation fees begin June 15 and will last through

the Labor Day weekend.

e fees impact 10th Street between Washington Avenue and the Golden Community Center, and apply to a few surrounding lots as well.

It was part of an updated fee schedule from the city to address parking concerns.

During the April 25 City Council meeting, o cials discussed how, because it’s only a $30 ticket, people sometimes preferred to pay the ne

rather than nd alternate parking. So, Golden sta ers hope a $100 ticket will disincentivize that behavior.

“It’s a massive strain on an already stressed parking situation,” said Mark Donohue, Golden Police Department’s support services commander.

e increase is part of a pilot program. City sta will monitor the impacts in the area and use that data to decide how to modify future

management plans.

City councilors worried the plan might lead visitors to park illegally in other areas, such as o 11th or 12th streets.

City Councilor Casey Brown wondered whether, depending on this summer’s results, $100 tickets should be implemented in other areas or year-round. Once the summer

This Week, Property Owners Received Valuati ons From Their County Assessor. Now What?

During the first week of May in every even numbered year, Colorado’s county assessors are required to inform every property owner of the full valuation which they have assigned to each property. Unless revised downward through the statemandated appeal process, that valuation will be the basis of the property tax charged for that year and the following year.

The valuation you receive by postcard is the assessor’s best guess as to what your property might have sold for on June 30th of the previous (even-numbered) year. That assumes, however, that the condition of your home is the same on Jan. 1st of this year and next year as it was on June 30th of last year. If your house is bigger or smaller (or was completely destroyed) as of January 1st, that year’s valuation and therefore your property taxes must be adjusted accordingly.

The system actually depends on your participation in correcting the assessor’s valuation which was the result of a computer-driven “mass appraisal” system, because there’s no way that the assessor’s staff of human appraisers could create a valuation for each home. Those human appraisers will, however, listen to your appeal of the valuation which their system generated for your home.

Bottom line, therefore, is that you

owe it to yourself and to the county to help the assessor come up with the proper valuation for your home. So how do you do that?

For non-residential/commercial properties, which pay roughly four times the property tax per $100,000 valuation as do owners of residential property, a whole industry has arisen to help property owners (for a fee) get their taxes reduced. Residential taxes are so much lower in Colorado that there’s not enough money for professional helpers to make, leaving residential property owners to fight their own battle for lower valuations and therefore lower property taxes.

Click on your home when it appears, then click on the tab “Sales” and scroll down to see all the “qualified sales” that you can cite in your appeal. Note that you can click on any column heading for it to sort on that column. This can make it easier to find good comps.

The sales prices shown on this display, unlike the ones on the previous display, have not been increased as they should be to reflect what they would have sold for on June 30, 2022. Since the Jeffco assessor has determined that property values increased overall by 36.5% during the 24 months from which qualified comps are drawn, you need to increase each comp by 1/24th of that percentage — or 1.52% — for each month that the sale occurred prior to June 2022.

Note: If you purchased your home on June 30, 2022, don’t assume the valua-

tion of your home will be your purchase price, because, regardless of what you paid for your home on June 30, 2022, its valuation is based on what eligible comps indicate it should have sold for.

Using the proper procedure described above, it’s possible that your home was valued correctly, but if it was overvalued, you need to appeal using a form that is hard to find online. Here’s the link:

Your form is due in the assessor’s office by June 8, 2023, so you’ll want to mail it by June 1st if you can’t deliver it in person to the assessor’s office on the 2nd floor of the “Taj Mahal”.

My recommendation is always to request an in-person meeting with the assessor’s office. You can make an appointment or just show up and wait.

Spend some time surfing around the assessor’s website to learn about the appeal process, including further appeals if the assessor’s office doesn’t respond favorably to your appeal. (Their response will come to you by mail in midAugust.)

ICC Standardizes Building Codes for Tiny Homes

Cities, towns and counties typically base their building codes on the International Residential Code (IRC), which is collaborating with the Tiny Home Industry Association (THIA) to standardize the codes related to tiny homes used for permanent occupancy, whether on a foundation or on wheels.

Tiny homes are increasingly being adopted as an affordable means of housing the homeless, but have also grown in popularity among those who choose to “live lightly.” I have toured tiny homes in more than one “green homes tour” in Boulder and elsewhere.

The standards are included in the IRC as Appendix AQ. ICC/THIA Standard 1215 will complement existing tiny house resources developed by the Code Council, including the “International Tiny House Provisions,” “Model Legislation on Tiny Houses,” and a “Guide on Navigating Certification and Regulation of Tiny Houses.” All of these are availa-

State Program Pays $150 When You Replace Your Gas-Powered Lawn Mower With an Electric One

Last week I promoted the idea of replacing your gas-powered lawn mower, trimmer and other tools with electric ones. A reader alerted me to a Colorado program that provides vouchers for doing just that.

The program, which is detailed online at www.MowDownPollution.org, provides for the following: a $75 voucher for any handheld electric yard tool when a gas version of that tool is recycled: a $75 voucher for an electric lawn mower without a requirement that a gas mower be recycled; and a $150 voucher for an electric lawn mower when you recycle a gas mower.

First you sign up for the program, and get a confirmation email. Then you have 21 days to recycle your lawn mower (for which they provide a list of local recyclers), then you get a voucher which you can redeem at selected Ace Hardware and Home Depot stores, also listed on that website.

Before you can recycle a gas-powered tool, you need to drain both the gas and oil, which you will need to recycle at the Rooney Road Recycling Center. You have to get a drop-off reservation, which you can do by calling 303-316-6262.

Only one voucher per household is allowed per year.

RV resort proposed at I-70, C-470

e owners of 36 acres on Rooney Road want to put an RV resort on the property — and this wouldn’t be an average RV park.

Westside Resort, which says it owns the property, wants to create a destination location including a 25,000-square-foot clubhouse with a ve-star restaurant, laundry, retail, tness space, gathering space and more, plus motorhome suites, a gas station and vehicle repair area, according to Marcus Pachner with e Pachner Co., who represented the owners at a community meeting on April 25.

Pachner explained to 15 people on the Zoom call that the two parcels, most of which are across the street and north of the under Valley motocross park, would be a gateway destination for RV users. e property is nestled against Interstate 70 and C-470, so it would have limited visual impacts to any nearby businesses or homes, he said.

e community meeting is the rst step before the owners le a formal application with Je erson County to rezone the property from agricultural to planned development. No one at the meeting expressed concerns about the proposal.

Pachner said since the pandemic, more people are traveling by recreational vehicles and want places with amenities to stay that can be used as bases as they explore the area. e location is the perfect place for RV users to visit outdoor areas in Je co and beyond, he said.

Rules would be in place so no one could stay more than 30 days, and caretakers would live

on-site to monitor activities, Pachner said. Pets would be allowed.

Pachner said Westside Resort would continue to be an owner in the development, though other partners would be brought in to help with the site. Pachner said the owners want to work with neighbors to address their concerns about the development, noting that he was willing to meet with neighbors who want to discuss the proposal. A dino-mite day to learn about fossils

Morrison Nature History Museum treats guests of all ages to Stegosaurus Day

Dinosaurs spark the imagination of young and old alike.

at’s why a steady stream of visitors learned more about dinosaurs and other animals that traversed the Morrison area millions of years ago during Stegosaurus Day at the Morrison Natural History Museum on April 29. e museum is a paleontologist a cionado’s paradise with experts available to impart information and answer questions.

Morrison has a strong connection to the stegosaurus, which is Colorado’s state fossil. Dinosaur Ridge is the site of the rst-ever stegosaurus bone fossils found in the world. e bones were excavated in the mid1870s, and some of those original fossils are displayed at the Morrison Natural History Museum, along with a collection of tracks from adult and baby stegosauruses.

According to the museum, the plant-eating stegosaurus could grow

to be as large as an elephant and was adorned with plates and deadly spikes on the tip of its tail.

e small museum has rooms dedicated to the Jurassic, Cretaceous and Ice Age with plenty of hands-on

items on display and tour guides to ll in the gaps.

On April 29, 5-year-old Miles Absher of Littleton was more than happy to impart his knowledge of dinosaurs, which he learned from

dinosaur movies and books. As he colored a picture of stegosauruses, he talked about carnotaurus, a word that easily rolled o his tongue. A carnotaurus, he explained, is a therapod, which means it walks on two legs.

Charlie Bourque of Colorado Springs spent his 8th birthday with his grandfather at the Morrison Natural History Museum to learn more about dinosaurs. He works with Johnny Carter, a certified paleontology interpreter, to look at fossils buried in the stone.

state and federal regulators approve it.

Albertsons operates roughly 100 Safeway stores across Colorado, while Kroger operates about 150 King Soopers and City Market stores in the state. If the merger goes through, the new company would control roughly 50% of Colorado’s grocery options, according to Colorado Public Radio.

On a website dedicated to promoting the merger, Kroger promised it’d dedicate $500 million to lowering prices, $1.3 billion to enhancing Albertsons stores, and another $1 billion toward raises and bene ts for employees.

Rodney McMullen, Kroger’s chairman and chief executive o cer, described how combining the two chains “brings together two purposedriven organizations to deliver superior value to customers, associates, communities and shareholders.”

But, Weiser told the 40-some attendees sitting in the Golden High School library that, if states or the federal government believe the merger is anti-competitive, they have the “the authority and obligation” to stop it.

“We’re the people’s lawyers,” Weiser said of his o ce. “We’re looking at this merger with only the people of Colorado in mind.”

However, Weiser and his colleagues must do their homework rst — meeting with the aforementioned groups, gathering data, examining past mergers, etc. He said they’re planning to host more listening sessions like this during 2023, with the next two in Vail and Cortez.

Local shoppers like Lakewood’s Joan Jacobson worried that the Kroger-Albertsons merger would turn out just like Kroger’s investment in Lucky’s Market. While its 2016 initial investment more than doubled the number of Lucky’s stores, Kroger ultimately pulled the plug and divested in 2019.

Jacobson said she drives by a former Lucky’s in Wheat Ridge frequently, which is still empty.

“It just tells me they can’t be trusted. ey say one thing and do something else,” Jacobson said of Kroger. “ … Talk is cheap; trustworthiness is costly; and actions speak louder than words.”

Weiser and the attendees discussed Golden’s grocery options, as the city has both a Safeway and a King Soopers, along with a Natural Grocers.

So, while Golden overall wouldn’t be a food desert, it would still have fewer grocery and pharmacy options if its Safeway closed. Plus, as Olson pointed out, those who walk to the Safeway out of necessity would have to nd transportation to the King Soopers, which is 1.7 miles

In approving changes to the program April 11, City Council said this year’s fees were not to exceed $2,050, but directed sta to have a nal number by April 25.

Rick Muriby, the city’s community development director, said the program will have a $300 annual application fee, but the Downtown Development Authority is covering them for the participants this year.

e DDA is also covering the Americans with Disabilities Act ramp installation, which was initially discussed at $750 per applicant to be amortized over three years. at left a $1,500 fee for setup and takedown, but Muriby said sta members found redundancy in their spreadsheets that counted last year’s equipment costs twice. So, the true setup/takedown fee should be $1,100, he clari ed.

Muriby said 10 businesses are participating in this year’s outdoor dining program, with two more interested, and they can pay the $1,100 fee up front or via installments over the summer.

Muriby and City Manager Scott Vargo said Golden will monitor its costs this year, and can update the 2024 fee schedule as necessary.

‘Talk is cheap; trustworthiness is costly’

Miles’ dad, Max Absher, said the family loves coming to the museum, and they learn something new every time they’re there.

Matthew Mossbrucker, director and chief curator at the museum, showed attendees a stegosaurus skull, saying researchers believe the dinosaur had a heightened sense of smell and large eyes.

“We believe they were not capable of higher thought,” Mossbrucker said, “but we may be selling the stegosaurus short.”

For Cindy Brown of Littleton, the museum is a chance to indulge her love of paleontology and geology. She had many questions about the woolly mammoth and more as she moved around the museum with her grandson.

“We are so lucky to have this in our beautiful state,” she said.

April 29 was Charlie Bourque’s birthday, and the 8-year-old enjoyed hearing the presentations and try-

ing his hand at using a tiny drill to dig into a rock, so he could look for fossils.

Grandfather Alan Bourque said they drove from Colorado Springs just so Charlie could take part in Stegosaurus Day. Charlie, Alan added, enjoys paleontology and knows more about dinosaurs than most people.

Charlie said he liked the hands-on drilling, noting that digging into the rock could net paleontologists new species of animals.

Johnny Carter, a certi ed paleontologist interpreter and technician, helped attendees use the drill, explaining how it worked and helping them chip tiny pieces of rock. He noted that the rocks were just as important as the fossils because rocks might be helping keep the fossils intact.

“We are spoiled when it comes to paleontology in Morrison,” he said.

Jaxon Jones, 4, of Wheat Ridge loves dinosaurs, especially the stegosaurus, his mom, Jasmine Jones, said.

Jaxon explained that dinosaurs were fun.

“I like the spikes all over them,” he said. “ ey are so awesome and cool.”

Rock-throwing homicide suspects’ a davits paint grim portrait of April 19 events

Arrest affidavits — including statements from two of the three suspects — in the rock-throwing death of Alexa Bartell suggest that suspects Joseph Koenig, Nicholas “Mitch” Karol-Chik and Zachary Kwak have a history of throwing projectiles at cars, photographed Bartell’s car after throwing a fatal rock through her windshield, and discussed plans to deny involvement in the crime.

Koenig, Karol-Chik and Kwak — all 18-year-old residents of Arvada — were taken into custody by Jefferson County sheriff’s deputies on the evening of April 25, almost a week after the murder of 20-yearold Bartell, who was one of seven

Karol-Chik told investigators that he and Koenig had been involved in throwing objects — including a statue and other rocks — on “at least 10 separate days” since at least February.

The following account is based on the allegations in the affidavits: On April 19, Karol-Chik and Koenig bought a “project” car, according to Karol-Chik, around 4 or 5 p.m., after which Karol-Chik moved the car to a friend’s house, drove to Kwak’s house to pick him up, and then continued to get Koenig.

Karol-Chik’s statement says that he and Kwak both collected landscaping rocks from the Walmart on 72nd Avenue and Sheridan Boulevard, loading them into the bed of Karol-Chik’s pickup, a Chevrolet Silverado 1500.

A fourth man said he was with

the trio at the Walmart, but asked to be taken home when he suspected the group might be preparing for trouble. The fourth man said the group was loading up “as much (rocks) as they could carry” into the vehicle, and said Koenig frequently participates in disruptive behavior because he likes to cause “chaos.”

Investigators used cell phone data and crime reports to determine that the rock that killed Bartell was one of seven incidents of landscaping rocks being thrown at cars in a large, semi-circular area stretching from Highway 72 in the south, Highway 93 in the east, Highway 128 in the north and Indiana Street in the west.

Kwak’s statement claims that while the trio was traveling around, Koenig was driving the vehicle, Karol-Chik was riding in the front passenger seat, and Kwak was in the back row behind Karol-Chik. Kwak said Karol-Chik was using “marine terms” as the rocks were thrown, such as “contact left” before Koenig would throw a rock at a car to the left of theirs.

Kwak said Koenig threw the rock that killed Bartell.

Kwak said that Koenig sped up as the group’s vehicle approached Bartell, then threw a rock out the window that made a loud sound, like a “rail gun” shooting a block of concrete. Afterward, Kwak noticed that Bartell’s vehicle had left the roadway. They reached the next intersection and turned around to return to where it left the road.

As they passed Bartell’s vehicle, Kwak took a picture of Bartell’s vehicle. He told investigators that

he thought Karol-Chik or Koenig would want it as a memento. Karol-Chik said all three suspects threw rocks at cars. He claimed that Kwak threw the rock that killed Bartell, and corroborated Kwak’s account that the trio turned back toward Bartell’s car so that Kwak could take a photo. Karol-Chik said that at this point in the night, he felt “a hint of guilt.”

Kwak said that after circling back to Bartell’s car, Koenig took him home. He told investigators that Koenig and Karol-Chik discussed now being “blood brothers” and stated that they could never speak of the incident. Kwak also said that Koenig came to his house the next day to get their stories straight, specifically to deny any involvement in the events of the previous night.

Local concerts to make you smile

Id on’t know if my love for music is hereditary or not, but I do think it’s contagious. I had quite a few people in my family that were musicians. Two second cousins that were piano teachers, and uncle who sang with the Lyric Opera of Chicago and also played a mean Hammond B3 organ, as well as my grandmother, who sang with a few concert choirs in Chicago as well. My mother was also involved in the music industry as the publicist for the Chicago Symphony, Denver Lyric Opera, Colorado Philharmonic and various international classical soloists. So, there was always music in my house, outside my house and pretty much surrounding me 24/7.

I’m not sure if I just caught the bug or it’s some kind of genetic condition, but I do know that hearing music and being around folks who enjoy performing it brings a smile to most people’s faces. And as far as that goes, the rule seems to be “the more, the merrier.”

With that in mind, we do have a couple of larger ensembles here in Golden that coincidentally will both be having their Spring concerts over the weekend. The first one is the Golden Concert Choir,

which will present “Songs of Earth and Sky” on May 6. It’s going to be held at the Calvary Episcopal Church, located at 1320 Arapahoe St. here in Golden.

This group was founded back in October 2000 and since then has had an adult membership ranging from 50 to 70 singers. Their mission is to be a musical resource for the community and provide high-quality musical performances that enrich and entertain our entire community. They also provide voice training and a terrific choral experience for singers of all levels.

The concert starts at 4 p.m., with the doors opening at 3 p.m. Admission is free, but you might want to plan on getting there a little early because there will be a silent auction to fundraise a bit and there are quite a few good things you might want to take a look at to make a few bids on. That’s how they can keep offering free concerts and pay for the materials and facilities they need to exist.

On the following afternoon, May 7, The Jefferson Symphony Orchestra will be holding its 70 th  Season Finale Concert at the Green Center on the Colorado School of Mines campus. It starts at 3 p.m.

This one will be featuring Candidate Conductor Cynthia Katsarelis, who is currently the Music Director and Conductor of Boulder’s Pro Musica Colorado Chamber Orchestra. Reviews of her work have mentioned that she possesses a “creative imagination” and that she achieves “ultimate performance(s)” which are “models of precision and spirit”. OK, that sounds like a winner to me.

The show will also feature Violinist Alex Gonzalez as a guest soloist. As a former member of the New World Symphony, he regularly served as concertmaster to Michael Tilson Thomas and other distinguished guests. He’ll be performing the Johannes Brahms Violin Concerto, which is spectacular and actually one of my favorites.

But that’s not the only spectacular piece of music they will be performing. The concert starts with Conga del Fuego Nuevo. This orchestral dance, a conga of fire,

has loads of color, character, and flair. Energetic dance rhythms and a fiery percussion section create a really dramatic atmosphere to kick off the show.

And the finale will be Ludwig van Beethoven’s Symphony No. 7, which he considered to be his “most excellent symphony.” I guess that kind of says all you need to know about that one.

Tickets run $27 for Adults, $22 for Seniors, $10 for Students (1217) and $5 for Children (4-11). You can get them in advance as well as find out more information by heading to their website at www. jeffsymphony.org.

So, with all that happening this weekend, you have no excuse not to be singing or humming or dancing or just waving your arms in the air. And who knows? You might be inspired to audition and join one of these great ensembles for next season’s concerts!

Land exchanges serve the wealthy

In 2017, the public lost 1,470 acres of wilderness-quality land at the base of Mount Sopris near Aspen, Colorado.

For decades, people had hiked and hunted on the Sopris land, yet the Bureau of Land Management handed it over to Leslie Wexner, former CEO of Victoria’s Secret and other corporations, at his request. The so-called “equivalent terrain” he offered in return was no match for access to trails at the base of the 13,000-foot mountain.

This ill-considered trade reveals how land management agencies pander to wealthy interests, do not properly value public land and restrict opportunities for public involvement. It’s an ongoing scandal in Colorado that receives little attention.

Since 2000, the BLM and the Forest Service have proposed over 150 land exchanges in Colorado. Last year alone, the agencies proposed to trade more than 4,500 acres of public lands, worth over $9 million, in three major Colorado land exchanges.

Land to be traded away includes precious riverfront, lands recommended for Wild and Scenic River designation, and hundreds of acres of prime hunting and recreation territory.

Public land exchanges can be a useful tool. Federal agencies use them to consolidate land holdings, improve public access, reduce management costs and protect watersheds.

By law, the trades must serve the public interest, and the land exchanged must be of equal value. The agencies are supposed to analyze, disclose and mitigate the impacts of relinquishing public lands in exchanges, and also solicit public input on whether a trade makes sense.

But here in Colorado — and elsewhere around the country — this management tool has been usurped by powerful players who aim to turn valuable public lands

into private playgrounds.

Often, the deals

make it meaningful.

The proponents and their consultants have ready access to these documents, yet the public, which owns the land, does not. In Valle Seco, appraisals were completed in August 2020, but they weren’t released to the public until December 2021, just a few weeks before the scheduled decision date for the exchange. Advocates managed to pry the appraisals out of the agency only after submitting multiple Freedom of Information Act requests and taking legal action.

In another deal, the Blue Valley Exchange, the BLM also withheld drafts of the management agreements until just before releasing the final decision. This is hardly an open and fair public process.

The federal government presents

what are, in effect, done deals.

Development plans and appraisals are undisclosed and comment periods hindered. By prioritizing the proponents’ desires over public interests and process, the land management agencies abdicate their responsibilities.

The result is that too many land trades are nothing less than a betrayal of the public trust as the public loses access to its land as well as the land itself.

less Area, a designation meant to block development of high-quality land. The exchange would allow a neighboring landowner to consolidate those 380 acres with his 3,000-plus acre ranch, opening the door to development.

The Valle Seco Exchange follows a long-standing pattern. “Exchange facilitators,” people familiar with the land-acquisition wish lists of agencies, help private landowners buy lands the agencies want. The landowners then threaten to manage and develop those lands in ways that undermine their integrity.

The Valle Seco proponents did this by closing formerly open gates and threatening to fence the 880 acres for a domestic elk farm and hunting lodge. This is blackmail on the range.

While catering to these private interests, the agencies suppress public scrutiny by refusing to share land appraisals and other documents with the public until afterthe public process has closed — or too late in the process to

At e Alley in downtown Littleton, you might nd a musician who’s so into the music, they’ll get up and dance on the bar.

When a local band surprises the crowd with a stellar performance that no one saw coming, “it just knocks people’s socks o ,” said Mary Riecks, e Alley’s bar manager and a Littleton-area native.

e watering hole on Main Street doubles as a music venue that nds and helps grow local talent — and the shows are free. It’s one of the bars in the metro Denver suburbs that o ers a window into up-and-coming homegrown performers amid a music scene that one longtime bar owner says is growing.

“Twenty years ago when I opened up the bar, there were a few bars around that had live music,” said Doug Jacobsen, owner of Jake’s Roadhouse in Arvada.

Since then, he’s noticed that “all of these di erent bars” now o er space for shows, said Jacobsen, who has friends who perform at spots around metro Denver.

“ ere’s a lot of great musicians here,” Jacobsen said.

Here’s a look at places o the beaten path where you can catch some lesser known — and sometimes famous — music artists in person.

‘Something for everyone’ Wild Goose Saloon in Parker

o ers a bit of a di erent environment: It’s a bar but also a large event venue.

It aims to be “Colorado’s version of the Knitting Factory” — a unique, independent venue that hosts local and national artists, said Chris Dellinger, who serves as co-owner of Wild Goose Saloon with his wife.

ey’re both longtime musicians themselves — they perform in a band called Lola Black, garnered play on the radio and toured around the country — and have played Fiddler’s Green Amphitheatre several times, Dellinger said.

ey take their knowledge of the industry to running the Wild Goose, which was built around the concept of serving as a music venue and has a bigger stage,

sound and lighting setup than most bars do, Dellinger said.

It’s “kind of like every musician’s dream to own their own venue at some place and time, and we just ended up being able to pull it o ,” said Dellinger, who lives in Aurora.

After opening in July 2021, Wild Goose has hosted some large country artists and “some `80s artists that are still big,” Dellinger said. National pop-rock act American Authors is set to play there in late April.

“My motto always is, ‘If you don’t like the music one night, that’s OK — it’ll be completely di erent the next night or the next week,’” Dellinger said. “So we really try to have something for everyone here.”

His venue tries to get exposure for local talent by letting them open for national touring acts. For the audience, the typical admission cost for a national artist’s show at Wild Goose sits around $25 to $30, but local artists’ ticketed shows can cost as low as $10, and most of the local artists’ shows are free.

You might also see Jacobsen, a guitarist himself, playing with a band at Jake’s Roadhouse in the north metro area every now and then.

His bar started o ering live music “right away” after opening near the end of 2003. Sitting in east Arvada close to Denver and Westminster, the venue o ers mostly cover bands and blues, and on Wednesday nights, bluegrass is on tap. Sometimes, artists play original songs, but it’s rare, Jacobsen said.

“Our people come in to hang out, and most original bands don’t have four hours’ worth of original music,” Jacobsen said.

But playing covers at Jake’s Roadhouse is one way to get a new artist’s foot in the door in the local music scene.

“We have bands that come to us all the time that can’t get these other bars to give them a chance to play because they haven’t played anywhere before,” Jacobsen said. He added: “We’re not like that. I know a lot of musicians around town, and we will give a band a chance to play just on the word of a friend.”

portant to promote — “especially nowadays.”

“I’m 68 years old, so I grew up with really a lot of good rock and roll from the `60s and `70s, and I think it’s important to keep that alive,” he said.

And there’s no ticket cost to watch the live music at Jake’s Roadhouse.

New talent in Littleton Music is always free to watch, too, at e Alley in Littleton on the southwest side of the Denver

suburbs.

e bar had its grand opening near the start of 2017 and has always featured live music, said Riecks, the bar manager.

“ ere were not that many places on Main Street here in downtown Littleton that featured live music other than karaoke or a DJ on the weekends, at least not regularly,” Riecks said. “If you did catch a live band, it was maybe one day a week.”

e Alley came in and established a consistent place for live music, leaning toward classic rock but offering a variety of genres including blues, jazz, folk and bluegrass. Most of the acts that Riecks books are

local. And among the original artists, performances typically include about 25% original songs and 75% covers, she said — catering to the crowds.

e small main-street outlet is still an ideal place where you can catch new talent: Some nights of the week are centered around new artists.

“If you come play my open mic night and the open mic host thinks you have some serious potential, they’ll send them to me,” and then the artist may be featured in “new talent ursday,” Riecks said. After that, Riecks may o er an artist a weekend spot — a paid opportunity to play from 8 to 11 p.m.

“So there’s kind of a ladder,” Riecks said.

Some well-known artists have played at e Alley, including Sean Kelly of e Samples, “which was a huge band in the `90s,” said Riecks, who added that she receives at least 40 to 50 emails a month from local artists and national touring acts.

A large part of e Alley’s crowd on any given night comes for the live music, Riecks said.

People can get a typical bar experience at many other places, she noted.

“But if they want to have a great craft-made cocktail and see some local talent,” Riecks said, “this is the place to do it in Littleton.”

SPJ competition featured news from four states

Colorado Community Media staff netted eight awards during the annual Top of the Rockies contest hosted by the Society for Professional Journalists, or SPJ, in downtown Denver on April 22.

With 24 newspapers across the Front Range, CCM reporters competed in the “Large Newsroom” category, which included larger publications and outlets from Colorado, Utah, New Mexico and Wyoming.

CCM had two first-place honors. Evergreen reporter Deb Hurley Brobst took the top honors in the category of Obit Reporting for her

article on Mandi Evans, who “gave more to the community than great food.”

South Metro Editor Thelma Grimes took first place in the Mental Health writing category for a series she and two high school interns wrote in 2022. The “Need to Succeed” series broke down how the combination of college costs, social media and parent and societal expectations is costing kids their childhoods.

Several CCM staff members won second-place honors.

Luke Zarzecki took second place in the Feature: Long Form category for his story titled, “Uprooting the American dream: Opinions changing about lush lawns.”

For general reporting in a series or package, several south metro staff members combined for a second-place award. Former reporters Jessica Gibbs and Elliott Wenzler along with Grimes and current CCM reporter McKenna Harford took an extensive look throughout

2022 at the Douglas County School District’s termination of former superintendent Corey Wise.

In Enterprise Reporting, former Littleton reporter Robert Tann won for his in-depth look at police chases that span over Douglas and Arapahoe counties.

Arvada Reporter Rylee Dunn won third place for her in-depth look at parents in the Jefferson County School District. Dunn’s article, “Inside Jeffco Kids First, and Ganahl’s furor over students,” won in the Education: News category.

For extended coverage, CCM’s Digital Editor Deborah Grigsby won third-place honors for her coverage of mobile home legislation in 2022.

In design, CCM’s Tom Fildey won third place for Single Page Design where he featured a photo page of a wildfire impacting bighorn sheep.

30th annual Courage Walk source of healing, resilience for participants

Every April, hundreds of people gather at the Je erson County Government Center and walk to the little garden on the south side of the complex. Along the walkway, among the owers and trees, are the names of those the community has lost to crime.

Many of their family members and friends make the Courage Walk annually as a reminder that they are not alone and that their loved ones are not forgotten.

On April 29, hundreds of those impacted by crime — survivors, victims’ family members and friends, and their communities — gathered for the 30th annual Courage Walk.

Local victim advocacy organizations host Je erson County’s event, which always coincides with National Crime Victims’ Rights Week.

Exline hoped to start a garden to honor those impacted by crime, and she soon found out that the county had similar plans. So, in time, the Courage Garden became the epicenter for the annual Courage Walk, she said, emphasizing how it’s grown into an important memorial.

e Courage Walk itself has taken on similar signi cance, Exline described, saying that it helps remind participants of “the resilience of the human spirit,” and that there are other people who share their experiences.

‘Leave the baby animals alone:’ A plea from Colorado Parks and Wildlife

Je erson County Animal Control o cers recently rescued a baby fox from a window, an incident that serves as a reminder to residents about coexisting with local wildlife.

Colorado Parks and Wildlife warns Je co residents to resist the urge and stay away from wild animals, especially babies.

According to CPW Public Information O cer Bridget O’Rourke, spring is a time of a lot of animal activity in the wild.

“Now through the end of June is when the next generation of young wildlife is being born,” O’Rourke said. “And bears are starting to come out of their winter dens. And they’re looking for food. And so, what we’ve seen over the course of the past few years is people start to see young wildlife more visible in their backyards and on trails.”

Bears and their young are not the only animals you can encounter in the area. Others include deer, elk, baby Pronghorn, moose calves, fox cubs and even birds that have fallen out of their nests.

O’Rourke said the problem comes

when humans try to interfere when they see a baby animal alone in their yard or on a trail.

“What people think is that ‘Oh, they need to be rescued. I’m going to help them out. I’m going to put them in the back of my truck, or I’m going to go chase them to try to nd the mother,’” she said.

But doing any of these things is a

major mistake, O’Rourke said. Interfering with wildlife leads to consequences for everyone.

“It’s very common for mothers to leave their young wildlife in one speci c place as they’re trying to look for food,” she said. “In particular, with moose — and we’ve seen this more with deer as well — if you try to approach their babies, (the moose) will charge an attack. And people have been physically hurt. ey’ve lost teeth, they’ve broken arms, they’ve broken ribs.”

She went on to explain how baby birds learn to y by “ opping out of the nest.”

So, that baby bird in the yard or on the trail could be in the middle of a lesson. Even if they’ve fallen out of the nest, O’Rourke urges residents to leave the babies alone.

“What people do is they go and they touch (the baby bird). ey try to put

them back in the nest, they remove the bird from the situation altogether and bring it into our o ce.”

At that point, there is nothing that CPW can do.

According to O’Rourke, homegrown e orts to “save” a baby animal often lead to killing them.

“ e common thing that we see is people will see maybe pronghorn or baby deer, and they will bring it into our o ce,” she said. “Sometimes we’re able to nd a rehab center. Sometimes the animal is in so much distress — it’s hyperventilating and it’s dehydrated — that it has to be euthanized. Some people take the animals home and try to feed them themselves. ose animals get violently ill, throwing up, and diarrhea, because they’ve been fed things like NutriGrain bars, which their stomachs can’t handle.”

CPW wants the public to understand that it’s a privilege to be in a state with 960 species of wildlife. We need to learn “how to live in harmony with wildlife.”

“Give them their space and respect them,” O’Rourke said.

Five Points Jazz Festival returns for 20th year

When saxophone player Rico Jones was just 14 years old, he got to jam alongside drummer Tom Tilton and jazz pianist Joe Bonner at Brother Je ’s Cultural Center in Denver’s Five Points neighborhood.

“Joe had performed with artists like Woody Shaw and Pharaoh Sanders,” Jones said. “It was one of the rst times I was so close to the authentic lineage of the music. I was beyond inspired.”

at was 2012. Today, Jones — a Latin-Indigenous artist who was born and raised in Denver — has been recognized with more than 10 national awards. He is one of about 40 musical artists slated to perform at this year’s Five Points Jazz Festival.

e event runs from noon to 8 p.m. on June 10. It will feature 10 indoor and outdoor stages along Welton Street between 25th and 29th streets.

e day kicks o with a parade led by the Guerilla Fanfare Brass Band. Attendees will also nd food vendors, a kid’s zone and artisan booths.

“People love a great music festival,”

said Sonia Rae, the cultural a airs program manager for Denver Arts & Venues, which puts on the festival.

“ ere’s a powerful and rich jazz community here in Denver – some of the

Denver-based Tenia Nelson Trio — or TNT for short — served on this year’s Five Points Jazz Festival selection committee.

Nelson is looking forward to seeing all of the di erent kinds of bands performing this year, she said, “and just being around beautiful people enjoying themselves.”

“People enjoy watching live music because they get to see the bands in real time interacting with each other,”

Nelson said. “When they see the bands having a great time and playing amazing music, then of course, they will also have a great time.”

Now in its 20th year, the festival draws a crowd of roughly 60,000 attendees. But its beginnings were humble. It started out with three bands on one stage in the parking lot of the Blair-Caldwell African American Research Library on Welton Street. However, Denver’s Five Points is no stranger to jazz. Known as the Harlem of the West, the neighborhood has drawn jazz greats for the better part of a century.

Historically, Black jazz musicians would come to Denver to perform in White venues. However, they were not allowed to stay in those parts of town because they were Black. So, they would stay in Five Points.

“ ey would stay, and play, and jam all night long,” Rae said.

She added it’s important to honor the history of jazz in Denver because it tells a story of who Denver is.

“ e history of Denver is alive and well in Five Points,” Rae said. “And jazz is alive and well in Five Points.” Music is something that can bring people of many backgrounds together, Rae said. ose who already love jazz music will certainly enjoy the festival, but it’s also a good way to introduce people to the local jazz scene.

“Jazz is a music that is for the people by the people … People appreciate what is real, genuine and heartfelt,” Jones said. e “Five Points Jazz Festival brings that to the people. And best of all, they do it in a historical place where many of the greats of jazz music performed in the early days of the art form.”

Mines baseball, softball teams honor 16 seniors during April 29 doubleheaders

Late April and early May is jampacked for the seniors on Colorado School of Mines baseball and softball teams — Senior Day games, conference tournament play, nals, graduation, celebrations with their loved ones and more.

“It’s crazy,” softball’s Sadriena Rodriguez said. “I’m just trying to soak in every day, because they’re limited.”

Baseball’s Danny McDermott remarked how everyone says college goes by fast, but didn’t personally grasp it until his nal home games April 28-30.

“It feels like I was a freshman two days ago, and now here I am on Senior Day,” McDermott said.

On April 29, the Mines baseball and softball teams recognized their 16 combined seniors — eight on each team — during their nal home games of the season.

Mines baseball split its April 28-30 games against MSU-Denver 2-2, including a walk-o victory over the Roadrunners April 29. Meanwhile, the softball team’s April 28 doubleheader against Colorado Mesa was canceled because of eld conditions, and the Orediggers split the April 29 doubleheader.

eir Senior Day victories also helped both teams secure spots in their respective conference tournaments.

“It was just an awesome day,” Rodriguez said of the softball team’s Senior Day doubleheader. “It was great to see everyone shine and do their part.”

There’s no plate like home

e Mines softball team had a great start against Colorado Mesa April 29, winning the rst game 3-0. Rodriguez, a left-handed pitcher, was one batter away from a nohitter, spinning her fth shutout of the year and her fourth game with at least 10 strikeouts.

In the second game, the Orediggers took an impressive 5-1 lead in the fourth inning, thanks to an inside-the-park home run by senior Emilee Sloan. With a teammate on third base, Sloan smacked the ball down the left- eld line and it rolled out toward the fence. She’s now driven in 11 runs in her

career and had two inside-the-park homers.

In the seventh inning, the Mavericks took the lead back with four runs and their defense prevented the Orediggers from answering at the bottom of the inning.

While it wasn’t the ending they wanted for their nal home game, Rodriguez and Sloan were proud of their teammates’ e orts. ey hoped to maintain that ghting spirit as they take on Colorado Mesa again May 4 in the conference tournament.

After that, it’ll be graduation and then onto new adventures.

Rodriguez will be working as a project engineer for a Houston construction company, and Sloan is returning to Mines next year to complete her master’s degree. Even though she has another year of eligibility, Sloan said she wanted to play her last season with the seven other seniors she started with.

“ ese are my best friends,” she said. “ … e support that I got when I hit that home run, it just made me feel so special. Because I know they love and care for me, just as much as I love them.”

Rodriguez remarked how far the seniors have come since they joined

the team freshman year, and learned how to play “a di erent way of softball” together. Now, even though they’re all going their separate ways, Rodriguez was con dent they’d nd their way back someday.

“I want them to know that I love them so much, with all of my heart,” she continued. “ … Just know that we have a home at Mines, and we all come back to each other.”

Clear eyes, full count, can’t lose

On the baseball side of the athletic complex, the Orediggers managed to steal two wins away from the No. 13-ranked MSU-Denver Roadrunners.

After a 10-1 loss on April 28, Mines rallied in the first game of the April 29 Senior Day doubleheader, and won 4-3 with a walkoff. The Roadrunners won the second game, though, racking up 14 runs to the Orediggers’ 7.

Among the seniors’ accomplishments over the weekend, Caden Bonds batted .500 on Senior Day with two runs on three hits, including his first homer of the season and eighth of his career.

On April 30, in their final game at Jim Darden Field, the Mines seniors helped their team dominate over MSU-Denver, winning 17-6.

McDermott, who had a grand slam in his final home game, said there’s still plenty of Mines baseball left. The Orediggers finish out the regular season May 5-6 at UCCS before starting up the postseason.

Still, McDermott and Bonds said the Senior Day games were bittersweet, saying the reality didn’t fully hit them until they walked out onto the field with their parents during the ceremony.

“There’s something in the air this weekend,” Bonds said. “You can feel it.”

The two are both graduate students who’ve played together all five years, saying they’ve developed special bonds with each other and their fellow seniors. They described how, going through pictures from their freshman year, how young they were and how much they’ve been through together since then.

Now, McDermott is off to work at a nuclear treatment company in North Dakota, while Bonds is staying in Denver to work for an oil company. The two already have plans to attend next year’s Senior Day/Alumni Weekend games, where it might feel a bit surreal to be in the stands rather than on the field.

“As much as it sucks leaving,” Bonds said, “I think it’s something exciting to look forward to.”

“I was pretty con dent we were about to do something, not to mention we had Wicks, Jaydo and Braeden coming up,” said Golden senior pitcher Laif Palmer, who was in danger of taking the loss despite giving up just two hits. “ ose are our guys.”

ORDINANCE NO. 2208

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GOLDEN, COLORADO, AMENDING CHAPTER 3.05 OF THE GOLDEN MUNICIPAL CODE REQUIRING SALES AND USE TAX LICENSEES TO ENSURE THAT TRANSIENT/TEMPORARY VENDORS OPERATING AT THE LICENSEE’S BUSINESS MAINTAIN REQUIRED LICENSES

WHEREAS, the City of Golden, Colorado, (the “City”), is a home rule municipality, organized and existing under Article XX, Section 6 of the Colorado Constitution; and

WHEREAS, pursuant to Article XX, Section 6 of the Colorado Constitution, the authority to enact, administer and enforce sales and use taxes is within the constitutional grant of power to the City and is necessary to raise revenue with which to conduct the affairs and render the services performed by the City; and

WHEREAS, pursuant to such authority, the City has adopted and enacted the City of Golden Tax Code (the “Code”), under which City sales and use tax is levied; and

WHEREAS, Chapter 3.05 of the Code requires a sales and use tax license for any person carrying on of any trade, profession, business, privilege, occupation or calling of any kind within the City; and

WHEREAS, City staff resources are currently being deployed to ensure that transient/temporary vendors, including food trucks, are properly licensed; and

Section 1. Recitals Incorporated. The recitals set forth above are hereby incorporated by reference and are adopted as findings and determinations by the City Council.

Section 2. Section 3.05.010 Amended. Section 3.05.010 of the Golden Municipal Code, “License Required,” is hereby amended to read as follows, with additions shown in underline:

3.05.010 License required.

(a) No person, including charitable organizations and transient/temporary vendors, shall establish, engage or be engaged in the operation, conduct or carrying on of any trade, profession, business, privilege, occupation or calling of any kind within the city without having first obtained a sales and use tax license from the city in the manner provided in this chapter. If a person owns or operates more than one business or has more than one business location, a separate license for each business or location must be obtained. Each license shall be posted in a conspicuous place at the business location for which it is issued.

(b) All persons required to be licensed under this chapter that permit a transient/temporary vendor or a “Food Truck,” as defined in Chapter 10.04 of this Code, to operate on or at the location identified on its City-issued sales and use tax license shall require such transient/temporary vendor or Food Truck to provide proof that it possesses the following licenses as a condition of permission to operate at that location:

(1) a valid current Colorado Retail Food License if such license is required by law; and

(2) a valid current sales and use tax license issued by the City.

(c) Any person required to be licensed under this chapter shall provide the finance director with information identifying any Food Truck or transient/ temporary vendor authorized to operate on or at the location identified on its sales and use tax license at least one (1) week before such Food Truck or transient/temporary vendor commences operations at that location. The person may provide such information by any of the following means:

(1) Posting on the person’s website;

(2) Posting at the location identified on the person’s sales and use tax license in a manner that is conspicuous and visible to the public from the exterior of the premises; or

(3) Providing the information to the finance director upon request.

Section 3. If any article, section, paragraph, sentence, clause or phrase of this ordinance is held to be unconstitutional or invalid for any reason, such decision shall not affect the validity or constitutionality of the remaining portions of this ordinance. The City Council hereby declares that it would have passed this ordinance and each part or parts hereof irrespective of the fact that any one part or parts be declared unconstitutional or invalid.

Section 4. Repealer. All other ordinances or portions thereof inconsistent or conflicting with this ordinance or any portion hereof is hereby repealed to the extent of such inconsistency or conflict.

Section 5. The repeal or modification of any provision of the Municipal Code of the City of Golden by this ordinance shall not release, extinguish, alter, modify or change in whole or in part any penalty, forfeiture or liability, either civil or criminal, which shall have been incurred under such provision. Each provision shall be treated and held as still remaining in force for the purpose of sustaining any and all proper actions, suits, proceedings and prosecutions for enforcement of the penalty, forfeiture or liability, as well as for the purpose of sustaining any judgment, decree or order which can or may be rendered, entered or made in such actions, suits, proceedings or prosecutions.

Section 6. Safety. This ordinance is deemed necessary for the protection of health, welfare, and safety of the community.

Section 7. Codification Amendments

The codifier of the City’s Municipal Code, Municode, is hereby authorized to make such numerical and formatting changes as may be necessary to incorporate the provisions of this ordinance within the Golden Municipal Code.

Section 8. Effective Date. This ordinance shall become effective five (5) days after publication following final passage in accordance with Section 5.9 of the Charter for the City of Golden, Colorado.

PUBLIC NOTICE IS HEREBY GIVEN THAT ON August 1, 2023, the Jefferson County Board of Commissioners will sit as the Jefferson County Board of Equalization (JCBOE) to review the 2023 Qualifying Senior Property Tax Exemption and the Disabled Veterans Property Tax Exemption decisions, as prepared by the Assessor.

An application submitted to the Assessor’s Office for the Senior Property Tax Exemption must be postmarked or hand delivered to the Assessor on or before July 15, 2023.

There will be drop off boxes located at the administrative building, one in the lobby, and one drive up drop off box labeled Tax Payment.

Any property owner, who timely filed an application for either the Senior Property Tax Exemption or the Disabled Veteran Exemption and was denied the exemption, may appeal to the JCBOE. To appeal a denial, a property owner must file the petition included on the Notice of Denial form provided by the Assessor’s Office. Please note that Disabled Veteran applicants may not appeal to the JCBOE a decision by the Division of Veterans Affairs finding an applicant is not a qualified disabled veteran.

Senior Noah Wicks singled to lead o the top of the seventh inning. Wicks advanced to second on a wild pitch to set up senior and clean-up hitter Jaydon Hord who was at the plate with no outs facing D’Evelyn ace Tate Aurich.

“It was ultimately just get Wicks to third,” Hord said of his mindset at the plate in the seventh inning. “He (Aurich) gave me a fastball. I had a line-drive approach the whole time and got ahold of it.”

Hord drove an RBI double into the gap to tie things up 2-2. It was also the nal batter Aurich faced. After battling for six-plus innings Aurich was nearing his 110-pitch limit.

“I want to nish out the regular season against some good baseball teams,” McBroom said. “Obviously, we have the goal of winning league, but at the end of the day I want us going into playo s playing our best baseball.”

e Demons and Jaguars both represented 4A Je co in the 8-team, double-elimination state tournament last season in Colorado Springs. While Golden lost both of its state playo games, D’Evelyn advanced to the Final 4 before getting eliminated by eventual state champion Ponderosa.

“Our pitchers have been great all year,” McBroom said. “Hopefully that continues. We kind of have things lined up (pitching rotation) and I think that works in our favor. Hopefully Mother Nature cooperates as well.”

D’Evelyn have been decimated by injuries lately and have dropped three straight games, including league losses to Evergreen and Golden. Seniors
