Dear Residents:

W

elcome to your new home at Cloud! We in the Residence Life office are excited to have you join us. Living on campus is not just about eating, sleeping and studying. It is an amazing way to meet people, have fun, and learn about how different we all are. I encourage you to make the most of this experience. As a resident, you are expected to familiarize yourself with all the information and guidelines outlined in this handbook and accept the accompanying responsibilities. As the Residence Life Coordinator I am an administrator, a counselor, and on occasion, a disciplinarian. I look forward to getting to know you! Please remember my door is always open. Vinton Burgess and Bill Cunningham are our Maintenance Technicians. At various times they will be making repairs and improvements either in your apartment or elsewhere on the campus apartment grounds. Joy Cunningham is our full time Security Officer. She and the part time officers are on duty from approximately 5 PM until 2 AM each night of the week. Security can be reached in an emergency by calling 785-243-6646. Feel free to introduce yourself when you find them patrolling the campus apartment grounds. We also have Resident Assistants assigned to each apartment building. Please take time to find out who your RA is and where they live. They will be able to assist you with various concerns during the year. This includes repairs that may need to be done to your apartment, roommate problems, locked doors, blown breakers and various other situations. The Resident Assistants will also be planning programs and other events for your entertainment. I encourage you to take part in these, it is a great way to get out of your apartment and interact with others on campus. Our goal is to make you feel comfortable while you are here so please feel free to express your ideas, concerns or suggestions. We all appreciate your interest and look forward to getting to know each of you. The housing community can be a very rewarding experience. We hope to make this your home away from home. Residence Life General Info ACTIVITIES

Resident Assistants help organize a variety of activities for any student who wants to participate-free of charge. Some of the things we do are: Sand volleyball, games in the union, scavenger hunts, dances, karaoke, Horror Week activities, Week of Love activities, self defense classes, basketball, and many other activities. Also during the year Residence Life sponsors contest such as: Christmas decorating, Secret Turkey, Easter egg hunt, and many other fun ways to get involved. Please plan on participating and getting involved with campus life.

EMERGENCIES

In case of illness or injury the following are various suggestions: 1. Let your roommates know. 2. Call 911. 3. Contact your parents. 4. Make a doctor’s appointment. 5. Contact Shane Britt at 785-545-6042 (cell). 6. Contact the school’s Health Office between 9 AM-3PM, M-Tu-Tr-F. 7. Contact the Residence Life Office at 785-243-1435 or ext. 340 (8am-5pm) 8. FIRE

For small fires, use the fire extinguishers. Do not throw or pour water on a grease fire. Do not attempt to remove burning skillets or pans from your apartment. Use the fire extinguisher. For large fires, contact 911. Leave and stay away from the building. Misuse and tampering with extinguishers and smoke detectors is strictly prohibited. Violators will be fined $100 and may be subject to disciplinary action. If you must use the fire extinguisher to put out a fire, please notify Maintenance so the extinguisher can be recharged.

FOOD SERVICE

Campus Food Service will be provided by Consolidated Management. The serving times and menus will be posted on the bulletin board next to the cafeteria door. Remember, each campus resident receives three meals per day Monday through Friday and one meal on Saturday and one meal on Sunday. CCCC ID is required for all students accessing the meal plan. The cafeteria provides an all you can eat food service during the posted serving times. All food and drink must be consumed in the cafeteria. No food or drinks are to be taken from the cafeteria. Appropriate behavior in the dining area is expected of all students. The staff appreciates your cooperation and looks forward to providing a pleasant dining experience for all. NON-TRADITIONAL STUDENTS

The first floor apartments the T-Bird Village can be used for shelter. The lower level of Hillside Apartments can also be used for shelter. Students in Thunder Heights will need to go to the lower level of the building and lower the storm shutters. Stay away from the windows and protect your face from flying debris. Bathrooms and closets can provide additional protection. Stay where you are until notified by a college or law enforcement official.

The Laundry facility is located at the north end of the apartment grounds. Hillside residents have their own laundry facility on site. It is available 24/7. If there is a problem with the machines, please call the number on the front of the machine and report the issue.

The policies and programming for the college apartment residents are designed to meet the needs of the traditional age college student and the international students who are away from home. For these reasons, the college apartments are not considered an appropriate setting for the students over the age of twenty four. Hillside Apartments are a great way for students of all ages to be involved in campus activities while living away from the main campus.

If severe weather threatens, please stay tuned to local radio stations, TV or your favorite weather app for the latest local weather updates. A tornado siren is located to the north of the campus apartments. If it is activated please find the closest shelter to insure your safety.

If you are in the college, the assigned shelter areas should be used. During winter weather, College Drive, Republican Street and 11th Street are Emergency Snow Routes and cannot be parked on.

College Policies CYBER BULLYING

Cyber bullying is an aggressive and intentional act conducted by one or more individuals against a victim(s) and will not be tolerated. No student shall use information and communication technologies such as email, electronic text messaging, social networks, or defamatory personal web sites for bullying or harassing others. If you feel that you are being subjected to cyber bullying please notify any campus employee who must report the incident to the appropriate Vice President. Cyber bullying activities may include, but are not limited to, the following: • Sending mean, vulgar, or threatening messages or images that are offensive to the recipient • Posting sensitive or private information or lies about another person • Pretending to be someone else in order to demean that person

IMMUNIZATIONS

Students must bring proof, in English, of vaccination for meningitis. This record can be a copy from the health department, previous high school, or doctor’s office. If you do not have proof of vaccination or are not willing to receive the vaccination, please be prepared to sign a waiver.

NON-DISCRIMINATION POLICY

Cloud County Community College does not discriminate on the basis of race, color, national origin, sex, age, or qualified handicapped in its educational program, activities, recruitment admissions or employment as requires by Titles VI, VII, IX and Section 504.

SEXUAL HARASSMENT

It shall be the policy of the Cloud County Community College Board of Trustees that any form of sexual harassment is expressly prohibited. Sexual harassment by Board members, administrators, professional employees, support personnel, students, vendors, and any other having business or other contact with the College is prohibited. Persons found in violation of this policy will be subject to discipline, including but not limited to, reprimand, probation, demotion, suspension, termination or expulsion, or other sanction as determined appropriate by the Board. Sexual harassment shall include, but not be limited to, unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature when: • Submission to such conduct is made either explicitly or implicitly a term or condition of an individual’s employment or education; • Submission to or rejection of such conduct by an individual is used as the basis for employment or academic decisions affecting such individual; or • Such conduct has the purpose or effect of unreasonably interfering with an individual’s work or academic performance or creating an intimidating, hostile, or offensive working or academic environment. Employers and students who believe that they have suffered sexual harassment shall report such matters to the Vice President for Student Services where the accused is a student, to the Vice President for Academic Affairs, or the President in all other cases: The student, the employee, and/or the issue shall be directed to the Sexual Harassment Complaint Officer who is also the administrator for personnel. Complaints reported to a complaint officer shall be handled by the complaint officer in a timely and confidential manner. Information regarding an investigation of sexual harassment shall be confidential and those individuals who are involved in the investigation shall not discuss information regarding the complaint outside the investigation. It shall be the responsibility of the complaint officer to promptly investigate claims of sexual harassment and determine their validity using an informal process. Upon receiving a complaint, the complaint officer shall confer with the person making the complaint to obtain an understanding of and a statement of facts from the person. Once the complaint officer has obtained a statement of the facts from the person filing the complaint, the complaint, officer shall attempt to meet with the person charged with sexual harassment to notify him/her of the specific charges made and to obtain a response thereto. The complaint officer may meet with the parties and witnesses involved in the complaint as the complaint officer determines to be necessary. Upon completion of the investigation, the complaint officer shall make a recommendation to the President. No employee or student shall be subject to adverse employment or academic action in retaliation from any good faith report or statement concerning allegations of sexual harassment under this policy.

SOLICITATION

The conducting of any enterprise for personal profit is prohibited. Door-to-door solicitation for any purpose is prohibited. Parties held in order to sell merchandise are prohibited. This includes but is not limited to Mary Kay, Sentsy, Pampered Chef, or Tupperware. Businesses may not put fliers or information on vehicles parked on campus. Private businesses may contact residents through phone or personally addressed mail. Please report any soliciation to Campus Security.


Residence Life Policies AIR CONDITIONER

Window units and “through the wall” units are currently provided in each of the campus apartments. You will, however, find it necessary to have a fan in the bedroom areas to help circulate the cool air. No other AC units will be allowed in the apartments. You will need a fan to bring the cool air into your room.

ALCOHOL

Possession or use of alcoholic beverages by any person of any age at the Campus Apartment complex is not allowed. This is in compliance with Cloud County Community College policy. Residents of the Campus Apartments that poses or uses alcoholic beverages or containers in the Campus Apartment complex will be subject to disciplinary action: 1st offense- $250 fine and required to meet with the Coordinator of Residence Life and Student Activities. 2nd offense- $500 fine and required to attend a meeting with the VP for Student Services. 3rd offense- Eviction from campus housing. Hosting will result in an additional fine of $50 per person present at the time of the violation. CCCC Security Officers are equipped with a BAC S30 Alcohol Detector. If a security officer feels concerned by your level of intoxication, you may be asked to submit to a breath test to determine if your level of intoxication is deemed at a dangerous level. The results of the test are confidential and used only to determine if alcohol poisoning is eminent so medical attention can be sought or to determine if a referal is necessary.

BBQ GRILLS

BBQ grills are located in various gathering spaces in T-Bird Village and Hillside Apartments. This is provided by the college for student use. Please use the grill provided and DO NOT bring grills from home.

CHECK OUT PROCEDURES

You are not officially checked out of the apartments at the end of the year unless the following steps have been accomplished: 1. Schedule a checkout time with your Resident Assistant. Residents will be notified during the first week of May that they need to sign up for a check out time. 2. Residents must be present at check out. Please plan accordingly. If they are not present during their check out, they will automatically be charged a $100 abandonment fee. 3. A check out sheet will be used to assess any damages or cleaning that needs to be done. This will be a preliminary check out with the final inspection taking place the week following graduation by the Maintenance team. 4. Assessed damage will be charged to the student’s account. The resident’s keys must be checked in to the Residence Life Office in order to complete the check out process. You must personally check in your keys. If they do not turn in their keys you will be charged $35. 5. When the resident leaves without checking out and is responsible for damages and or cleaning, the resident in addition to the $100 abandonment fee will also be responsible for the cost of the damages and/or cleaning. 7. If you do not pay your account in the business office, unpaid charges will result in a hold on your records. This includes grades and transcripts.

CLASS ATTENDANCE

Students living in the campus apartments who are not attending classes and/or failing all courses will be asked to vacate their campus apartment. Passing grades in solely activity and/ or PE credits will not permit a student to remain in campus housing.


CONTRACT-ORIGINAL/SUPPLEMENTAL It is the intent of Cloud County Community College to uphold the original contract for reservations in the Campus Apartments. If a resident checks out anytime during the year they must complete the following: 1. The resident must fill out and sign a supplemental contract. 2. The resident must personally check-in his or her own key. 3. The resident must communicate with the Residence Life Office to assure that the resident’s financial responsibilities are in order. 4. If you choose to leave the campus apartments for any reason except those stated on the original contract, before the end of the contract year, you will be assessed 50% of your original fees for each month left on your contract. This amount covers the cost to housing we incur whether you fulfill your contract or not. Extenuating circumstances are considered on a case to case basis. 5. If a resident is dismissed from the Campus Apartments because of a disciplinary measure, they will be responsible for all payments left on their Housing Contract. CONDUCT Any resident, who intentionally commits, attempts to commit or incites and/or aids others in committing any of the acts listed in this document and/or in the Student Code of Conduct will be subjected to disciplinary action or removal by the professional housing staff or by other college offices or officials. DAMAGE When you signed your contract, you agreed to be responsible for all of the furnishings in your apartment and your room’s condition. As you check out of the apartment you will be required to have an inspection by Mr. Britt or her designee. Cleanliness will also be inspected. Damages and/or cleaning to the entryways, stairs or the area outside of each building will be billed to each student in that building requiring the attention.

DARTBOARDS

Don’t bring them. Dartboards are strictly forbidden. Do not bring them to the apartment. It’s hard to believe, but not all the darts hit the board. If you ignore this policy and end up ruining a piece of paneling or the sheetrock, you will be charged $100.

DRUGS

Use, possession and selling of illegal drugs are violations of state and federal laws; thus, they are not permitted in the apartments. Students in violation will be subjected to disciplinary action as outlined in the Student Code of Conduct. In the case that drugs are suspected of being in the Campus Apartments, the Residence Life staff will search the room and contact Police. Other tools such as a Drug Dog and a D.A.R Certified Officer can be used.

ELECTRICAL APPLICANCES

The housing staff wants you to feel at home in your apartment and wishes to accommodate you as much as possible. Yet, there are some restrictions that are necessary for us all to live safely under one roof. Due to the local fire code, as well as the limits of wiring systems in the apartments, there are restrictions on the kinds of appliances that are allowed. The following appliances are approved for use in the apartments: popcorn poppers, irons (when used with a regulation iron board), coffee pots, approved refrigerators, fans, stereos, heating pads, electric blankets, clocks, hair dryers, radios, TV’s and small microwave ovens. As a general rule, any appliance that has an area that gets red hot and is not completely enclosed is prohibited. Appliances that draw more electrical current than the wiring system can accommodate safely are also prohibited. This includes light bulbs. Extention cords are not allowed in the facilities.


FACEBOOK, YOUTUBE AND OTHER SOCIAL NETWORKING TOOLS

The Residence Life office reserves the right to take disciplinary action against students that have photos and/or videos online that depict policy violations taking place in the Campus Apartments. Photos and/or videos of such violations are proof that violations occurred and will lead to the proper disciplinary action.

Cloud County Community College prohibits the possession or use of firearms, explosives, or other weapons or any facsimile thereof within any College building or facility on College property or at any College sponsored classes, events, or activities. Weapons are defined as anything specifically designed to inflict grave bodily harm and includes firearms, pocketknives designed to be opened with one hand or possessing a blade longer than three inches and all fixed blade knives. Specifically exempt from this rule are knives sold for the sole purpose of food preparation that are maintained in the student’s apartments.

GREASE

Please dispose of cooking grease safely and in an environmentally friendly way. DO NOT POUR GREASE OUTSIDE ON THE GROUND OR ON THE SIDE OF THE BUILDINGS! You will be charged $100 if you violate this directive.


GUESTS

INTERNET

There will be no overnight guests of the opposite gender allowed in the campus apartments. There are to be no guest under the age of 18 on campus unless accompanied by a parent or legal guardian.

The service is free to housing residents. Downloading copywritted material is prohibited and can lead to loss of internet privilge and/or charges added to your student account.

If you plan to have overnight guests or family members stay overnight, you will need to see the Res. Life office in advance of that night. Any student found permitting a guest to reside in an apartment without permission from the Res. Life office will be assessed an additional rent charge and the guest will be removed from the apartment. Each student is responsible for the actions of all guests that visit their apartments. Damages caused by a guest will be billed to the student resident.

Each student is issued a room key. Security of the individual student’s apartment is the responsibility of the occupants. A $15 replacement fee is charged for a lost apartment key. If you lose your key, please notify Shane Britt immediately.

Visitors are allowed: Sunday through Thursday-until 11:00 PM Friday and Saturday-until 1:00 AM

HEALTH AND SAFETY INSPECTIONS

Housing staff will enter your apartment monthly for Health and Safety Inspections. They will look for safety violations and overall cleanliness.

KEYS

LEDGES AND ROOFS

Residents are not allowed on ledges or roofs of the buildings. If you are found on the roof or ledge, it will be a $100 fine.

MAIL

Mailboxes for each student are located in the Student Union area. Mail will be placed in the mailboxes on weekdays only. Each student is issued a key to his or her mailbox. The cost to the student to replace their mailbox key is $20. Please check your mailbox regularly. If the student receives a package to large to fit in the mailbox, a notice will be placed in the box.

Health & Safety Inspections will be done monthly! Watch for dates and times!

INCENSE/CANDLES

The burning of incense, candles and other materials is prohibited. This includes the use of K2. The use of plug in scent devices are prohibited. Violators will be charged a $100 fine. Please use warming plates/pots. Like noise, smells travel from room to room and can be annoying to those nearby, please be respectful with your sent choices.

MOVING FURNITURE

Room furnishing may not be removed or traded. Furniture from the apartment is not permitted outside. Please leave the beds in the bedrooms. Do not move them to other parts of the apartment. Please plan on using the twin size bed that is provided. A statement from a medical doctor is required if a special mattress/bed is to be brought from home.

NOISE

One of the greatest problems for residents in the apartments can be noise. Residents have requested strict enforcement of a noise policy. Courtesy hours are in effect at all times. Stereos, radios, and TV’s should be played at moderate volume and noise should be avoided in hallways. Stereos and TV’s will be removed from the apartment if this rule is not followed. Quiet hours are in effect from 10:30 PM until 10:00 AM on Sunday through Thursday. No noise should be heard outside your room. There should be no loud conversations in the stairways. Quiet hours are established to help residents study, prepare class assignments, and enjoy some solitude and to get uninterrupted sleep. The lack of specific Quiet Hours on Friday and Saturday is not an endorsement of chaos. Residents are expected at all times to show consideraton for the needs of others. In order that courtesy and quiet hours may be enforced it is your responsibility to contact the person who is disturbing you. Most times people don’t realize how much noise they are making, and most are willing to cooperate if they are being too loud. If the issue in not resolved, contact Campus Security or your RA. Noise violators will be fined $100. Repetitive violators will be subjected to disciplinary procedures as outlined in the Student Code of Conduct.


PARKING

Campus Apartment parking lots are provided for students who live in the Campus Apartments (permits provided upon check-in). These permits are valid ONLY in the Campus Apartment Parking lots. You will not be allowed to park in any of the other college parking lots. It is highly advisable to remove valuables from car interiors and to lock your car. The college is not liable for theft or vandalism to automobiles, although officials will assist you through security measures to protect your private property. There are a few bicycle-securing areas. The college is not responsible or liable for the theft or vandalism of bicycles. If a vehicle is found in a restricted or reserved parking area, the owner will be subject to all CCCC vehicle rules and regulations.

PERSONAL PROPERTY

CCCC does not carry insurance on personal property, and students away from home are not always covered by their parent’s policies. The college recommends obtaining your own insurance or having it added to your parent’s policy. Personal property will not be stored during summer vacation. All personal property must be removed at the end of the school year. Any property left by any student will become the property of the Campus Apartments and disposed of accordingly.

PEST CONTROL

Cloud is committed to an effective and efficient response to any potential pest situation on campus. The Residence Life office must be informed of any situation to insure proper steps toward treatment are taken. Pests such as bed bugs require much different treatments for extermination, so informing the Res. Life office immediately is very necessary. Cloud contracts with Schendel’s Pest Control to spray each building for common pests monthly.

PETS

Don’t bring them. Any and all pets are prohibited. This includes aquariums. The housing staff will remove pets found in an apartment. The student or apartment will be assessed a fine of $100. Documentation from a professional must be provided for therapy animals to be allowed.

PROBATION/SUSPENSION/NONGRATIS

Any student who violates the policies of the apartments or the college will be subjected to the penalties established by the Student Code of Conduct.The Residence Life Coordinator maintains the right to ban persons from any Campus Apartment housing unit and/or grounds. Persons who violate this ban will be subject to legal action.

ROOM CHANGES

The first two to three weeks of school are an adjustment period for everyone involved. This is a good time to work on relationships within your apartment. If you experience difficulty with one or more roommates, please feel free to visit with your RA about your concerns. Or if you would feel more comfortable, come to the Residence Life Office. Many times a mediator can help work out problems with all roommates being involved. After 20 school days, if you have really tried and things just aren’t working out, contact the Residence Life Coordinator and apply for an apartment change. There will not always be an empty apartment to move into, but trades can be worked out. The Residence Life Office must approve all apartment trading. There is paperwork involved that must be completed before the switch can be made. Students are responsible for following all procedures for apartment changes.

ROOM ENTRY BY STAFF

The Residence Life office, its agents and designated employees shall have the right to enter your apartment by pass key or otherwise at all reasonable and necessary times to inspect the apartment for any purpose connected with maintenance, housekeeping, management of the room, safety of occupants, and for any other purpose they deem necessary.


ROOMMATES

The key to getting to know your roommate is communication. You can’t discover who he or she is, or vice versa, unless you talk to each other. You may wish to take some time right after you move in to sit down and find out about each other, or you may simply pick up things one by one. You will also want to consider the following issues, which are important to settle in order to get along as well as possible. 1. 2. 3. 4. 5. 6. 7. 8.

SIGNS/POSTERS

DO NOT USE NAILS, TACKS, PUSHPINS OR TAPE (NO DUCT TAPE) TO HANG ANYTHING ON THE WALLS OR CEILINGS IN YOUR APARTMENT! Do NOT nail or place anything on or in the ceiling. Heating elements are located in the ceiling. Repairing these damaged elements is very costly. Damage to a ceiling could cost you $100 or more. The possession of city or state traffic signs is a felony offense. If you have in your possession a city or state road sign please have a receipt showing that you have purchased the sign. Any picture or sign that could be considered objectionable (this includes alcohol posters or signs) should not be visible from outside of the apartment.

You also need to be flexible. Be assertive and communicate your needs. Please remember that we all come from different backgrounds and cultures. Be respectful of other’s situations.

SCREENS/WINDOWS

Please do not remove screens and windows from the apartment. Any apartment found with screens or windows removed will be assessed a $100 fine for each removed screen or window. Any damage to screens or windows will be assessed to that apartment. This means, if someone outside your apartment breaks a window or screen in your apartment, it is your responsibility to get his or her name to the Residence Life office so the proper person can be charged. If you are in need of help with a window or screen, call your RA and save yourself a damage charge.


TOBACCO

TRASH

TELEVISION

VACATIONS

Tobacco use is not allowed in the apartments. THIS INCLUDES SMOKELESS TOBACCO! Please use tobacco outside at least 20 feet from doors, windows and vents and use the butt cans provided for your convenience. . Tobacco use in the campus apartments will result in a $100 fine. This also applies to faculty, staff, students, and any persons who visit, rent, or lease College premises.

Basic cable service is provided in each apartment. Premium channels are not. If you desire a premium channel, contact the local cable office at 800-999-6845. The added cost of the premium channels is the responsibility of the student.

THEFT AND VANDALISM

Lock your doors. If a burglary does happen, notify the police department and the Residence Life office. The college is not liable for theft or vandalism of student’s personal property. This includes all mail and packages the student may receive.

All trash must be placed in the provided dumpsters. Dumpsters are located at the north end of the apartment complex. Please shut the gate after putting trash inside the dumpsters. The housing staff will dispose of any trash left outside and a fine of $100 per bag will be assessed to the apartment. A fine of $100 will be assessed for loose trash left outside. The trash cans around campus are for loose trash, not your apartment trash.

You will be asked to notify the Housing Office if you will be on campus during Winter and Spring breaks. Minor repairs are done at this time. We need to know if the apartment is occupied

VIDEO CAMERAS

Thunder Heights public areas are under 24/7 surveillance with security cameras. This is for your safety and security. The footage captured can be used in court if the need arises.

WATERBALLOONS, SNOW BALLS AND OTHER BALLS

If you throw snowballs, water balloons or other balls please be cautious of your suroundings. You are expected to pick up the mess created by water balloons. Residence Life Leadership Resident Assistants

RAs are full-time students, selected and trained by the Residence Life office, who offer you dayto-day living assistance. RAs are assigned to each building to help residents with problems and concerns. One of the RA’s most important roles is to help you and your neighbors maintain a community environment that supports your ability to learn and succeed in college. RAs create this environment through special programs, intentional interventions, management of resources and campus leadership responsibilities. RAs are also responsible for communicating and interpreting college and Residence Life policies and regulations, and responding to unacceptable behavior that violates policies and regulations.
