Tour de Memorial Day Service Wayne Is Honors Fallen Heroes A Special to the News Saturday by Sunny Barnhart, USMC The 10th annual Tour de Wayne Bicycle tour, hosted by the Wayne County Chamber of Commerce is set for this Saturday, June 8, 2013. The tour, underwritten by Wayne Medical Center, will direct riders through Wayne County and portions of Perry and Lewis Counties, beginning and ending at the Waynesboro Court Square. This year’s route, developed by coordinators Harvey Baker and David Baker, will follow the antebellum Clifton Turnpike to the Tennessee River. After a rest stop at the Clifton gazebo hosted by the Wayne County Civitan club, riders will tour Morrison Creek and Beech Creek Roads to Highway 13, stopping long enough to snack and stretch at Crazyhorse

Pride and patriotism joined hands on Memorial Day as veterans and their families gathered at court square in Waynesboro to honor our county’s fallen heroes. A special word of thanks must go out to the American Legion Post 254 of Collinwood for the parts they played in making this, the first Memorial Day service in several years, a stellar

success. Eddie Thompson and Jerry Berry raised the flag. The honor guard was made up of David Brison, David Holt, Grady Staggs, Thomas Butler, Danny Farris, Steve Wiseman, and Larry Miller. They provided the 21 gun salute, the first such display in recent memory at a public military event other than a funeral service for a veteran. Kenneth Martin provided music for TAPS on the bugle. City of Collinwood celebrates its 100th year in 2013 and to commemorate the milestone, a Centennial Celebration will be held beginning at 10 A.M. on Saturday, June 8, 2013 at Volunteer Park. The day will feature crafts, bluegrass and gospel music, specialty vendors, and a birthday celebration including a cake, tree planting and time capsule ceremony. Clifton One Of Ten Finalist For “Best Small Town On The Water”

Co. Commission Approves Resolution In God We Trust Motto The Wayne County Commission held their regularly scheduled meeting on Monday, May 20, 2013 at 7:00PM. The meeting began with an invocation, the Pledge of Allegiance and a roll call. Commissioners Jim Kelley, Randy Whitten and Joshua Stults were absent, leaving a quorum of eleven members: John McDonald, Rickey Kelley, Brian Harris, James Haggard, O.C. Berry, Jr., Joe Hanback, Tom Mathis, Philip Casteel, Warren Miller, David Martin and Joe Hall. County Executive Jason Rich began the meeting by asking the commission to discuss and approve the minutes from the March meeting. No changes were recommended and Commissioner

Rickey Kelley offered a motion to approve, which was seconded by Commissioner Martin and approved unanimously. Executive Rich also asked for an approval of the budget amendments and meeting minutes from the March session of the Budget Committee. Commissioner Harris offered a motion to approve, which was seconded by Commissioner McDonald and passed unanimously. The next item on the agenda was the approval of Notaries. County Clerk Stan Horton stated that there were seven candidates for Notary needing approval and that each candidate had submitted the proper requirements. Clifton was named one of the ten finalists for the 2013 Life on the Water Best Small Town on the Water contest. Life on the Water magazine is a Southeastern regional publication that celebrates the culture of living on southern waterways. Clifton is joined by Rogersville, AL, Aberdeen, MS, Buford, GA, Clarksville, TN, Columbus MS, Danbridge, TN, Grand Rivers, KY, Guntersville, AL and Ocean Springs, MS to round out the top ten finalists. “We had about 25 or so (towns) nominated that we started with and we have now narrowed it down to the top 10,” said associate editor of Life on the Water Chris Welch in a statement. Welch noted that votes cast online at through the magazine’s website will determine the top five towns, which will be featured in the magazine. “There are some wonderful and great towns all around us that are on the water or near water,” Welch said. “Front porches, historic homes, antique shops, marinas, sunset cruises — we want to find the towns that have these things.” Voting will continue through June 10 and a winner will be announced on June 20th. All voters will be entered into a contest for a free weekend getaway. Votes can be cast at www.lifeonthewater.com, click on “Best on the Water Awards.” “There is a certain charm about small towns. We want to know what makes these small towns that are located on or near the water unique,” said Welch. “The contest is a way for the magazine to recognize these small towns that sometimes get overlooked.”

restaurants and also held a fundraising walk, both of which resulted in the raising of $500. SCCC inmates spend the majority of their service in programs to improve skills and education, working toward a successful re-entry into society and service to others. “The staff and I here are CCA South Central Correctional Center commend the inmates for their hard work,� said Warden Arvil Chapman. “These inmates dedicated a lot of time and effort into raising this donation. Giving back to the community it’s a true show of positive change in the making here at SCCF.� Members of the Inmate Council presented the $500 donation check to Butterfly Foundation founder Dean Stegall and board members Susan Myers, Marla Beavers and Jim Beavers last week. Through continued fundraising, the inmates will contribute an additional $180 to the non-profit charity.

Chambers, the post adjutant served as the Master of Ceremonies. Larry Mathis provided the sound system. Members of American Legion Post 130 in Waynesboro played key roles in the program as well. Ron Tripp, the post vice commander gave a brief talk and Post Chaplain Richard Raines offered the benediction. The Post is currently in a state of reorganization and you can expect to see great things from them in the coming months. Members of the Legion fanned out over the county in the days leading up to Memorial Day and placed the flags on the graves of deceased veterans. A crowd of approximately fifty veterans and their families were on hand for the ceremony that lasted for nearly an hour. Speakers included the mayor of Clifton, the Honorable Robert Culp, John Hickman the city manager of Waynesboro and Mrs. Dean Stegall, representing the Daughters of the American Revolution. Collinwood Post Commander Eddie Thompson told of a recent meeting with the family of a friend who was killed during the Viet Nam War. Danny Vandivier was killed on April 28, 1970 in a mortar attack not far from Thompson’s position. The account of this visit appeared in the Wayne County News last week, May 29. Steve Collie read the Honor Roll of the Wayne County veterans who were killed in World War I, World War II, Korea and Viet Nam for a total

of 72 names of fallen heroes and Ms. Barnhart read the names of the six NamVets from Wayne County who perished in that long and protracted war. Mrs. Stegall and Frances Raines stepped forward to place the new patriotic wreath at the monument near the flag pole. This shiny new wreath was made possible by American Legion Post 130. Among the veterans in the audience recognized were Joe Donegan, World War II veteran and one of the county’s most decorated veterans. Sgt. Bouchet, a World War II veteran was held for some twelve months in a German POW camp was recognized though he is frail and was unable to be in attendance. There were 4 World War II veterans in the audience and included Mr. Donegan, Barney Warren, Reese Leath, and Coy Gillis. A good number of Korean veterans were on hand as were a good number of Viet Nam veterans. Ms. Sunny Barnhart, a Marine Corps veteran of the Viet Nam War era was the key note speaker and also gave the invocation, led the Pledge of Allegiance to the Flag and recognized the veterans in turn as their era and branch of service were announced. No stranger to events honoring our veterans, Ms. Sunny asked the audience to look beyond the shiny medals and see the empty chairs around the dinner table and the empty places in the hearts of those left behind. As she pointed to the monument bearing the names of these 72 fallen heroes she reminded the audience they were not some cookie cutter, LO PR WE IC ST ES

knock off wanna be heroes playing childish war games but honest to God real heroes. Those names and that monument were not leftovers from a movie prop but real names of real people. She quoted then President Lyndon Johnson as he addressed the escalating hostilities in South East Asia when he said, “To know war is to know there is still madness in the world.” In closing the Woman Marine begged the audience to cherish these veterans who gave their all, their last full measure of courage; to cherish their memories and their sacrifices but most of all TO CHERISH AND DEFEND THE FREEDOMS THEY FOUGHT AND DIED FOR. In closing she told the assembly, ‘YOU DO NOT HAVE TO EMBRACE WAR BUT YOU DO NEED TO EMBRACE THE WARRIOR.” She gave special recognition to her friend and fellow Marine, Reese Leath. This decorated Marine served during World War II, did two tours in Korea and two tours in Viet Nam before retiring with some 23 years of service under his belt and the rank of Gunnery Sergeant. Sergeant Leath brought the chatter to a halt and had all eyes focused on him as he stepped from his vehicle and ram rod straight, walked across the parking lot in his Marine Crops Dress Blue uniform. And for a brief moment one could see some 60 plus years fall from his frail frame to give a glimpse of the Marine in his service years. Plans are already underway for the Veterans Day program in November. Mark your calendars.

James Thomas (Jim) Beavers, Sr.

James Thomas (Jim) Beavers, Sr. was born on November 28, 1918 on a farm near Shelbyville, Tennessee. He grew up very poor, helping his father and older brother run their small farm. Hard times got even worse with the coming of the Great Depression and his father’s death when Jim was 15. Jim helped support the family until he joined the Army in 1939. He became a Lieutenant in the 634th Tank Destroyer Battalion. During his training he married his long time girlfriend, Hazel Epps of Shelbyville, Tennessee. Jim was sent overseas in 1943 and was severely wounded in action in the Normandy Invasion. He received the first of two Purple Hearts (he was wounded again later fighting in Germany) and the Bronze Star for this action. He returned home after the war, and Hazel and he truly began their life together. He enrolled at The University of the South in Sewanee, Tennessee and graduated with honors three years later with a degree in Forestry. He worked for the State of Tennessee as a Fire Control Researcher and later managed the fight of the largest forest fire the state had ever seen. He next accepted the job of Knoxville District Forester for the state. He worked there until accepting a job with the University of Tennessee to run an experimental farm near Wartburg, Tennessee. The family loved living in the mountains of East Tennessee and became very involved in the community. Jim became President of the PTA for Joyner School and was a lay reader for the historic Episcopal Church in Rugby, Tennessee. The university needed Jim to run an even larger operation, so Jim accepted the job of managing the UT operations at Ames Plantation near Grand Junction, Tennessee. Jim ran Ames for seven years until he left for a job at UT teaching Forestry. A year later, Jim accepted the job as the forester for Hassell and Hughes Lumber Company in Collinwood, Tennessee. The family settled in Waynesboro, Tennessee in 1965 and did not move again. Jim became very active in the community as a member of the Lion’s Club, elected as a County Commissioner, and being deeply involved in the Cumberland Presbyterian Church there. His commitment to his Christian faith is clearly evidenced by his decades’ long support of the church, his weekly Bible study meetings with his neighbor and friend, Bobby Pinckley, and his every Sunday morning conversation and monthly meetings with his great friend, David Blair. Jim passed away peacefully on Sunday, May 26, 2013 at the VA Hospital in Nashville, Tennessee. Jim donated his body for medical research to Vanderbilt Medical School. He had been surrounded by friends, children, their spouses, and his grandchildren for the last two days of his life. At the time of his death, those present recited Psalm 23 and his favorite poem, “The Man in the Glass.” Perhaps the title of his biography best sums up Jim’s life: The Life History of the Luckiest Man on Earth. He is survived by one sister, Juanita Beavers Blackwood of Murfreesboro, Tennessee; one son, Jim Beavers, Jr. and wife Marla of Waynesboro; and three daughters, Pamela Beavers Burcham, and husband Rick of Murfreesboro, Jenny Beavers Milam and husband Jeff of Decaturville, and Lee Beavers Wayland and husband Brad of Lawrenceburg; six grandchildren, Amanda, Amy, Aaron, Grant, Jeremiah and Clark; and two great-grandchildren Eli and Chloe. He was preceded in death by his brother, Robert Beavers of Shelbyville, Tennessee and his loving wife of sixty-five years, Hazel Epps Beavers. A memorial service will be held at the Cumberland Presbyterian Church in Waynesboro on Saturday, June 8, at 2 P.M. Family visitation will be from 1 P.M. until time of service. James Clay (Groundhog) Dugger, Jr. of Waynesboro, TN was born January 21, 1943 in Wayne Co., TN, the son of the late James Clay Dugger and Bertha Ann Matthews Dugger Farmer. He was united in marriage to Ruby Nell Franks on September 25, 1977 and she preceded him in death on April 23, 1990. Mr. Dugger was a retired truck driver and departed this life on Monday, May 27, 2013 at Wayne Care Nursing Home in Waynesboro at the age of 70 years. Monnie McClain Hall Monnie McClain Hall was born July 29, 1926 in Wayne County, TN the daughter of the late Hugh and Lester Morton McClain. Mrs. Hall departed this life Wednesday, May 29, 2013 at Maury Regional Hospital in Columbia, Tennessee at the age of 86 years. In addition to her parents, she was preceded in death by her husband, Joe B. Hall; brothers, Alton and Vernon McClain; and a sister, Lottie Frazier. Mrs. Hall had worked at Henry I. Siegel Manufacturing in Hohenwald, a nursing aide at Nelson Nursing Home and Wayne County Hospital. She was retired from Lincoln Brass and a member of Wayne Furnace Church of Christ. The commission voted unanimously to approve Mike Mitchell, Brittany Victory, Dierdra Hill, Sherri Partain, Nicole Polk, Carol Warren and Shannon Gobbell as Notaries. The first item of business was a discussion regarding a Litter Grant Resolution. Executive Rich explained that the grant is the same as last year’s and needed to be re-approved by the commission. Commissioner McDonald offered a motion to approve, which was seconded by Commissioner Berry and passed unanimously. Next, the commission approved a request by the Health Department for permission to declare a small number of items as surplus. Commissioner Haggard provided a motion to approve, which was seconded by Commissioner Hanback

and passed unanimously. The next item on the agenda was a discussion regarding an In God We Trust Resolution. Executive Rich explained that the House of Representatives in Congress recently passed an affirmation of the nation’s motto, an act which was now being echoed by local governments around the country. He stated that Cookeville recently voted to re-affirm the motto and said that a group of citizens brought the idea to his attention. Commissioner Miller offered a motion to approve the resolution and verify the motto in Wayne County. Commissioner Rickey Kelley seconded the motion and it passed unanimously. Kelley also stated that the County should invest in a way to display the motto as well. Executive Rich noted that the County was in the process of developing a Wayne County logo and the motto could be integrated

into the logo. Ideas for signage, emblem, and engraving options were also discussed and it was agreed that options would be discussed at the July meeting. Next, the commission was presented with a resolution to approve the renaming of Highway 114. All of the counties and cities along the route have been asked by the state of Tennessee to approve the renaming of the road to Route 641, as it runs through three different states and is named something different in each one. Executive Rich noted that Wayne County would be the final entity to approve the resolution. Commissioner Mathis offered a motion to approve, which

was seconded by Commissioner Miller and passed unanimously. Executive Rich moved on to other items, opening the floor to commissioners to discuss any issues or concerns. Commissioner Rickey Kelley remarked that the County should be looking for new revenue by taxing the fiber optic lines that run through the County. After a brief discussion regarding who owned the lines and how many there are, Executive Rich stated that they would follow up with TRA to explore that option. An update was provided by Executive Rich on the status of the old siren, stating that Darlene at the City of Waynesboro told him it belonged to the City but was being

used by County. A couple of commissioners noted that it may not belong to the City. Rich said he would dig a little further to determine its official ownership. Next, Commissioner Hanback stated that, after watching the news of the Oklahoma tornado, he wished to re-visit options for constructing an additional access road to the schools in Collinwood. He said that the issue was brought up occasionally by Commissioner Randy Whitten in previous meetings. Hanback said that if something happened to the Collinwood area like what occurred in Oklahoma, it would be impossible to access the schools with debris covering the only

road that leads to them. Executive Rich stated that, about four years ago, options were explored for adding an additional road in that area, but they had run into issues with where it could be placed because of hollows that would need to be crossed via bridge. He said that he would find those explorations and provide them to the commission. Having no further business, Commissioner McDonald offered a motion to adjourn, which was seconded by a chorus of commissioners and the meeting was adjourned. The County Commission will hold its next regularly scheduled meeting on July 15, 2013 at 7 P.M. in the Courtroom. The public is welcome to attend.

The Ephraim McLean Chapter Daughters of the American Revolution met on Monday, May 20th, 2013, at the home of Ross Sinclair in Waynesboro, TN. Hostess Mary Kate Sinclair Fisher met each member at the door and welcomed all into the dining room for a delicious meal. The meeting was called to order at approximately 5:45 P.M. by Chaplain Dean Stegall in the absence of Regent Sandy Martin. The ritual and pledge to the flag was completed. The minutes of the April meeting were not read but have been submitted to the Wayne County News. The treasurer’s report was given by Frances Rains and the Chapter has $42.62 in the bank. There was no correspondence. Frances Rains gave a one minute message on the flag; Dean Stegall on women’s issues; Misha Johannes on conservation. There was no old nor new business. The program was given by Mary Kate Fisher and she had her husband, Woody and brother Ross present a discussion of freedom. Woody Fisher talked about Pearl Harbor and Ross Sinclair talked about the Oklahoma City bombings. This program was very interesting and enjoyable for everyone. In attendance were members Dean Stegall, Mary Kate Fisher, Frances Rains, Doris Lindsey, Shirley Curry and Misha Johannes. The Tennessee Gas Association Scholarship Foundation has announced its 2013 Scholarship recipients. The TGA Scholarship Foundation provides scholarships to children of member company employees. Funds are raised throughout the year at the annual TGA Scholarship golf, tennis and fishing tournaments as well as silent auctions, association events and individual donations. Two $3,000 scholarships were named in honor of distinguished TGA members who have gone above and beyond in supporting the TGA Scholarship Foundation. The John Ward Scholarship in honor of John Ward of Award Productions in Knoxville, Tennessee and the Leslie B. Enoch, II Scholarship in honor of Leslie B. Enoch, II, former CEO of Middle Tennessee Natural Gas Utility District in Smithville, Tennessee were named in honor of these men for their sacrificial giving and support. MOSQUITO CONTROL Mosquitoes are once again in the air and in the water. I’ve seen the larva in water tanks and bowls for livestock and pets, and I’ve been attacked by swarms of adults, requiring me to hose myself off with DEET to get some relief. Mosquitoes are known

to transmit a number of diseases, including Malaria, West Nile Virus, Tularemia, and Dengue Fever. The females do the transmitting as they are the only ones that bite (the males feed on nectar). They suck blood for the development of the eggs, which they can lay in almost any wet spot.

The Wayne County News, Inc. - 4-H News & Farm Report Since we’ve had a particularly wet spring, we’ve got a lot of wet spots. It’s also fairly easy to assume our mosquito population will be at least as strong as in previous years. The fact is, while there is more water, it’s the rainfall that fills buckets, pools, old tires, ruts in dirt roads, and anything else that can puddle that is of most concern. But, if you turn these items over, or move them to an area where rainfall can’t reach them, it can reduce the number or eggs that are laid and later hatch. Even if you reduce the number of mosquitoes around your home by this practice, it still may be necessary to use a repellant to limit exposure to bites and possible disease. Two chemicals, DEET and Picaridin have shown to be effective as mosquito repellents, but if you don’t like spraying chemicals on you or your child’s body, you can also find sprays using Eucalyptus oil. Any of the three will work to repel mosquitoes (they also repel ticks), but none is foolproof. Reapplication is usually necessary, especially if you go swimming, and even then, there is a chance of becoming a mosquito meal. For those of you who are unfamiliar with the term chicken tractor, it’s a moveable pen for chickens, ducks, turkeys, geese, or guineas. The pastured poultry peck and scratch at the grass, seeds, and insects, all while depositing a high value fertilizer crop and dethatching the ground. This stimulates healthy grass growth and reduces weeds. They can work in pastures and backyards, and can be built in different sizes and from

Conservation Stewardship Pgrm. Applications Due June 14 The Natural Resources Conservation Service’s Conservation Stewardship Program will provide about $175 million in funding nationwide for up to 12.6 million additional acres enrollment this year. Although applications are accepted all year, farmers, ranchers and forestland owners interested in CSP should submit applications by June 14 to their local NRCS office to ensure they are considered for this year’s funding. The deadline was extended from May 31. “CSP encourages participants to maintain and manage their existing conservation activities, and to improve their conservation performance by adopting and installing additional conservation measures,”

stated Tennessee NRCS State Conservationist Kevin Brown. “It’s a good program for managers who want to take conservation to a new level over their entire operation.” The voluntary program allows producers to go the extra mile in conserving natural resources while also maintaining or increasing the productivity of their operations. “CSP is different than our other financial assistance programs,” said NRCS Acting Chief Jason Weller. “It offers payments to producers who maintain a high level of conservation on their land and agree to adopt higher levels of stewardship. It’s about conservation activities on the entire operation, focusing on multiple

resource concerns.” Playing a significant part in conserving and improving our nation’s resources, producers enrolled an additional 12.1 million acres in CSP last year, bringing the total number of acres to more than 50 million. Many of the CSP enhancements improve soil quality, which helps land become more resilient to extreme weather. Several other improvements are available for producers, including intensive rotational grazing, intercropping and wildlife friendly fencing. Because of the extreme weather in 2012, more interest and participation in the cover crop enhancements is expected this year, according to NRCS experts. W’boro Commission Passes First Reading Amendment Beer Sales The Waynesboro City Commission met on May 28, 2013 at City Hall for a regularly scheduled meeting. All members were present. Mayor Vencion called the meeting to order and Commissioner Jeff Howell offered an invocation. The first order of business was an approval of the previous meeting’s minutes. No changes were necessary and Commissioner Howell offered a motion to approve. The motion was seconded by Commissioner Gerald Baer and passed unanimously. Next on the agenda were department reports and City Manager John Hickman provided commissioners with an update on several city projects. First, he advised the commission that dirt work was underway at the new wastewater management plant with and estimated completion date of March 2014. He noted that the grant loan was also underway. Second, he updated the commission on the status of the pedestrian access grant project, stating the plan had been approved by the state. Final notice to proceed is pending and the City will be prepared to start taking bids for the project in July of this year. Third, Hickman discussed the Disaster Relief grant, informing the commission that numerous improvements would need to be made to the Water Plant and all work would be funded strictly by $500,000 in grant money. He also informed the commission that the large water basin at the plant was cleaned using inmate labor and City equipment at a cost of $800, as required by the state. The project had previously been bid out, with the lowest bid offering $8,700, saving the City a substantial amount of money. Next, Manager Hickman provided an update on the Summer Workforce Employee would begin work on June 3rd at the SportsPlex. Manager Hickman stated that he and Public Works Director __ Staggs planned a project to improve the SportsPlex parking lot, which would begin soon. The plan includes dividing the lot into designated parking areas of 180 feet each using telephone poles, cables and flags. He also added that the top dressing concrete pad and walls have been started and the footer was poured. The block walls and pad will be started after the footers cure. Hickman continued his report, moving on to the City Pool, which is open and off to a successful start. Manager Hickman advised the commission that a new diving board was purchased for the facility, under advisement from a state inspector. The cost of the diving board replacement was $8,000 and would require a budget amendment. He also noted that an ad was placed in the Wayne County News and surrounding counties that advertises pool hours and rates. Next, Manager Hickman advised the commission of a USDA report regarding the City’s wastewater. The

report shows that the wastewater/water system has been operating at a loss for the past two years, and USDA requires the system operate in the black. A rate study will be performed at the end of the year to determine next steps. Regarding the Police Department, Manager Hickman reported that former Police Chief George Barturen has returned to his position and all is going well. The Department has also hired a new certified officer, who will begin by June 2nd, as well as an uncertified officer who will start on June 24th. The personnel additions place the Police Department back at full staff. The WPD has also applied for two new grants: a $10,000 High Visibility grant and a 3 year COPS grant with a 75/25 percent match. Finally, Manager Hickman stated that he and City Attorney George Gray were scheduled for a conference call with the EPA regarding the “Old City Dump.” The EPA has requested that additional work be performed below the old dump land and asked the City to join the group of Kraft, Inc., GMHO Timber and International Paper to facilitate the work. Commissioners had concurred during Executive meetings that the City would be willing to assist in-kind services, but would not commit to a monetary amount. Manager Hickman requested the commission provide a motion of such so the minutes reflect their decision. Commissioner Tony Creasy offered a motion to not enter into an agreement with the groups, which was seconded by Vice-Mayor Dan Creasy and passed unanimously. The next item on the agenda was a first reading of the ordinance amendment regarding adjusting Sunday beer sales to include morning hours. City Attorney Gray reviewed the ordinance and advised the commission that he wished to verify that the hours were in keeping with state law and that he would have his research ready for the second reading at the next meeting. Vice-Mayor Creasy made a motion to accept the first reading of the ordinance amendment. Commissioner Baer seconded the motion, which passed unanimously. Next, Manager Hickman provided each commission with a copy of the report provided by Griggs and Maloney regarding the Giesler Springs Well Project. He explained that the firm did not find direct evidence that TDOT blasting had caused the deterioration of the water quality in the well. Hickman advised the commission that they would need to decide whether to seek legal action. Attorney Gray will review the reports and plans to be on the agenda for the next meeting. Citizens Tony Ray and Jeremy Berry addressed the commission regarding the water quality from the well. They stated that they have filed a complaint with TDOT, due to the quality of the water in their area. A discussion followed in which commissioners

agreed that the City needs to know if there are additional citizens in the area that experienced water quality issues since the blasting. Next, Manager Hickman presented the commission with a new water tap request for a residence on Susan Lane, outside city limits. He reported that the application was complete and all fees were paid. Commissioner Baer made a motion to approve the tap, which was seconded by Commissioner Creasy and passed unanimously. Mayor Vencion opened the floor for citizens to address the commission. When no additional citizens raised any concerns, Mayor Vencion invited commissioners to address any issues or concerns. Commissioner Creasy requested a status update on the hiring of a Water Plant Manager. Manager Hickman stated that there would be someone in place by May 31st. Commissioner Creasy also reported that the former Grace Industries lot was in need of mowing. Commissioner Howell inquired whether the former Grace Industries building was listed for sale or lease on any websites, and Manager Hickman said that it was. Commissioner Howell also noted that weeks and grass have started to grow through the bricks in the City Park walking trail. Manager Hickman stated that the works crews would be at the park that week and would take care of it. Vice-Mayor Creasy asked if department heads had indicated their capital outlay “wish lists” for the upcoming budget year, to which Manager Hickman replied that they would have them in before the first budget meeting. Having no further business, Vice-Mayor Creasy offered a motion to adjourn the meeting which was seconded by Commissioner Creasy. The motion passed unanimously and Mayor Vencion adjourned the meeting. The next regular commission meeting will be held on Monday, June 10 at 5:30 P.M. in the Courtroom at City Hall. The public is welcome to attend.

The Waynesboro Rotary Club and Wayne County Chamber of Commerce will host a luncheon on Tuesday, June 11 at noon inside the Wayne County Court House. Representative Vance Dennis will discuss items of interest during the recent legislative session and other issues of importance to those in attendance. State Representative Vance Dennis represents the 71st district of Tennessee, which encompasses Hardin, Lewis, Wayne, and a portion of Lawrence Counties. Vance was elected to the Tennessee Legislature in 2008 and serves on the House’s Civil Justice Committee, Civil Justice Subcommittee, and Health Committee. Vance is a member of the House Leadership serving as Floor Leader.

A Hardin County native, Vance graduated from the University of Tennessee at Knoxville with a B.S. in Agricultural Economics, and earned his J.D. from the University of Tennessee College Of Law. He has been a partner at McGee and Dennis, Attorneys at Law, for over ten years. His wife, Ashley, is a CPA and is the Chief Financial Officer at the Hardin County Bank. They have two sons, Walker and William, and live in the Olivet community in Hardin County. Dennis is a member and past president of the Savannah Lions Club, a past board member at Hardin County Skills, Inc., which is a non-profit entity that provides housing and work programs for the mentally disabled, and a former board member of the Hardin County Chamber of Commerce. He is also a member and past president of the Alpha Kappa chapter of the Alpha Gamma Rho fraternity. Summer Reading Program Begins At Wayne County Public Library The Wayne County Public Library’s Summer Reading Program will be offered to all school-aged children. The statewide 2013 Summer Reading Program theme is “Dig Into Reading.” Children are encouraged to come to the Wayne County Library and sign-up. When they do, they will receive a pencil, a certificate stating they “Dig Reading,” and a bookmark. Sign-ups will be available until July 1st. Children will not be required to sign a contract stating how many books they will read, but they will be asked to come back to the library after July 18th and tell us

what they read. At that time, they will receive a one-day pool pass to the Waynesboro City Pool which will be valid until August 18th. The Collinwood Depot Branch Library is offering several activities throughout the months of June and July. All children are welcome to go and enjoy the fun. Recognizing the danger presented to the public by unqualified drivers, Troopers will concentrate their efforts on vehicles being operated by drivers who violate the driver license laws of Tennessee. The Tennessee Highway Patrol has found these driver license roadside safety checkpoints to be an effective means of enforcing driver license laws of Tennessee while ensuring the protection of all motorists. C’wood Girl Takes Reserve Champion Trophy Crossbrand Cowboy Church

Harley Staggs recently won the Reserve Champion Crossbrand Cowboy Church and captured 2nd place halters in barrel racing, breakaway roping and sorting. She received a First place Bible with leather cover and breast strap along with a lot of cash for the reserve champion title. Harley, who is the 13 year old daughter of Steve and Paula Staggs of Collinwood, TN, is currently a member of the Tennessee Junior Rodeo Team, consisting of children ages kindergarten through 8th grade. Competitions are held

all over the state of Tennessee along with Alabama, Mississippi and Kentucky with the winners given a chance to compete in Gallup, New Mexico in June. The Tennessee Cinch Team, of which Harley is a member, traveled to Kentucky in late winter to compete in the Quad State Challenge. They claimed the title at this competition which consisted of competitors from Kentucky, Illinois, Indiana and Tennessee. Harley will be an 8th grader at Collinwood Middle School in the Fall.

C’wood Middle School 8th Grade Annual Reward Trip At the first of the 2012-13 school year, the Collinwood Middle School 8th grade students were challenged to set some goals for themselves. One of the goals was to earn the 8th grade trip. At the end of the year, 18 students had successfully completed the criteria for earning this trip. The criteria were: 1. Keep their 2nd and 3rd nine weeks grade card grades above 85. 2. Read 10 or more books on a 5.1 level or higher and pass the AR test on each book. 3. Perform three or more hours of community service. 4. Stay out of trouble so that all the teachers, principal and bus drivers would allow them to go on the trip. The students spent three days and nights in the Smoky Mountains. During this trip they got to go to Dollywood, the Comedy Barn, the Biltmore Estate, a dinner theater, the Titanic Museum, Wonderworks, Ripley’s Aquarium and do some shopping. These students represented Collinwood Middle School well. Twenty one different times, complete strangers came up to the chaperones and bragged on the students and their good behavior. The students would like to express their appreciation to the bus drivers, the chaperones and the businesses in Wayne County that helped make this trip possible for them. Perfect Attendance Students 4th Nine Weeks At C.E.S. Collinwood Elementary School had “28” students with perfect attendance for the fourth nine weeks of school. These students did not miss one minute of school for nine whole weeks. They were rewarded with a treat, a perfect attendance pencil, and a perfect attendance certificate.
