Discussion regarding the nominations process occurred. It was decided that the nominations process will remain the same until further notice. Bob Simonet and Mary Lilly volunteered to serve on the Watershed Steward Awards Program Committee. The CAC thanked Ms. Bromelkamp for her presentation. B) CAC Annual Tour Administrator Doneux provided a CAC Annual Tour update. Discussion occurred. The tour agenda and concrete plans will be updated and communicated to CAC members. C) Return to In-Person Meetings Ms. Soderholm and Ms. Willems opened the dialogue regarding in person meetings. Mr. Arbeit commented that he is inclined to hold off on in person meetings until further notice. Discussion occurred. It was decided by the CAC to tentatively hold meetings in person. VII. Project and Program Updates A) Community & Engagement (C&E) Upcoming events Ms. Schwantes provided an update on upcoming C & E events. Ms. Schwantes mentioned that she would like volunteers to join at some of the events. Ms. Schwantes replied that she will send an email with more details. B) Partner Grants Annual Program Update (Schwantes) Ms. Schwantes provided an update on the Partner Grants Annual Program. Staff will host a virtual information session for interested applicants to learn about eligibility and contracting requirements on October 8, 2021. Staff will also promote CRWD’s Watershed Steward Awards, Stewardship Grant

Program and provide information on how to apply to the CAC in the promotion email. The 2021 Communications and Community Committee Board appointments are Managers Murphy and Sullivan Janzen. Ms. Schwantes requested two members to serve on the 2022 Partner Grant Review Committee. The committee will review applications and meet in person to select grant recipients in November for Board approval in December. Discussion occurred regarding revisions to program eligibility and review process. Ms. Soderholm volunteered to serve on the Partner Grant Review Committee. Mr. Arbeit volunteered to serve as an alternate. Mr. Montain mentioned that he will consider volunteering. The CAC thanked Ms. Schwantes for her presentation. C) Request for Qualifications for Creative & Information Services (Bromelkamp) Ms. Bromelkamp reviewed the 2021-2022 Request for Qualifications (RFQ) for creative and information services. These services include graphic design and infographics; content writing, copywriting and editing; videography; photography; community engagement; artist engagement; event planning, website development and maintenance; public relations; diversity, equity and inclusion training; translation, interpretation and voice over; communications training and consulting; strategic planning and evaluation; and workshops for water quality. Interested firms are required to submit a Statement of Qualifications (SOQ) that includes background information, key staff and their qualifications, relevant projects, and a fee schedule. In addition, each firm will identify service areas for which they are qualified. As with the Professional Services RFQ distributed earlier this spring, the District’s Diversity, Equity and Inclusion (DEI) Plan is highlighted with a request for interested firms to discuss how their operations, expertise, hiring, and/or other efforts would help the District achieve its DEI goals. District staff is distributing the RFQ to 79 firms based in Minnesota. Approximately 55 firms are WBE (women-owned) or MBE (minority-owned) and certified through MNUCP (Federal/State database). Staff will review all SOQs and determine which firms are qualified for each service area. Firms qualified in each area will be placed in the 2021-2022 pool of creative and information services consultants. Staff will request project proposals from the pool of consultants within a respective service area as needed. No discussion occurred. The CAC thanked Ms. Bromelkamp for her update.

Background In 2013, the City of Saint Paul adopted the Great River Passage Master Plan, a comprehensive framework for creating vibrancy in the City’s 3,500 acres of parkland along a 17-mile stretch of the Mississippi River. Three guiding principles – more natural, more urban and more connected, underpin the many goals, objectives and strategies of the plan. The Great River Passage Conservancy (GRPC), an independent, nonprofit fundraising and advocacy organization, was created to support capital projects in this parkland including the River Learning Center and River Balcony. Issues The River Learning Center at Watergate Marina in Crosby Farm Regional Park that will combine an indoor/outdoor space for hands-on programming about the culture, history, and ecology of the river with the National Park Service MNRRA Headquarters. Preliminary feasibility studies of the site have been completed including a technical study supported by CRWD in 2017. GRPC is currently fundraising for schematic design of the River Learning Center and anticipates starting design in early 2022. The River Balcony is a 1.5-mile promenade that will connect a series of cohesive public spaces, civic landmarks and development sites along Downtown Saint Paul’s river bluff. The promenade extends from the west at the Xcel Energy Center/RiverCentre to the east at Lower Landing Park. A master plan for the River Balcony was approved by the City in 2017. Schematic design of the River Balcony shall commence this fall with a significant stakeholder and community engagement process. While the fundraising goals for architectural and technical design have been reached, additional funds are still being sought for a robust community engagement effort. At the October 6th Board meeting, CRWD’s Board of Managers approved a $75,000 grant to Great River Passage Conservancy to support technical work and community engagement in the schematic design phases of both projects. Mary deLaittre, Executive Director of GRPC, will give an overview of the two projects, highlight results of preliminary work and outline the next steps and schedule for schematic design. PROJECT NARRATIVE 1. PROJECT OVERVIEW: PLEASE DESCRIBE THE PLANNING PROJECT AND LOCATION. INCLUDE A DESCRIPTION OF WHY IT IS IMPORTANT.

SECTION 2

The Great River Passage Conservancy requests funding to support two of our key capital projects— the River Balcony and River Learning Center—along Saint Paul’s 17-mile stretch of the Mississippi River. Specifically, CRWD support will strengthen community engagement and technical support for both projects as the Balcony and Learning Center move through the schematic design process. The River Balcony and River Learning Center respond to the enduring qualities of the Mississippi that link the river to the Saint Paul community’s health, well-being, and environmental stewardship. To stay true to that important vision, we recognize the essential importance of protecting and improving water resources and other natural resources in the area. As CRWD’s mission and Watershed Management Plan articulate, we have a duty to protect, preserve, manage, and improve the water quality of the Mississippi River. CRWD’s plan also gives voice to community members’ priorities, including residents’ view that improving water quality and access are essential to the health and well-being of the community and to the environmental health of the river and our city. The Conservancy’s vision echoes this philosophy around water and equitable access, a shared mindset that has driven our partnership with CRWD in the past. To move this partnership and shared vision forward, we are requesting $75,000 for community engagement and technical support for the River Learning Center ($50,000) and River Balcony ($25,000). The River Learning Center’s designer selection will start in October, while the nine-month Balcony design process is now underway and slated to be complete by June 2022.


SECTION 2

2. POTENTIAL WATER RESOURCE MANAGEMENT EFFECTIVENESS AND EFFICIENCY: PLEASE DESCRIBE THE PROJECT AND HOW IT COULD POTENTIALLY BENEFIT WATER RESOURCES OR ADDRESS OTHER NATURAL RESOURCE ISSUES.

As an organization committed to bringing the Mississippi River back to the center of public life in Saint Paul, the GRPC understands the urgent and ongoing need to protect our community’s water resources today, and to ensure their health over time. In our River Balcony and River Learning Center projects, water is front and center as it converges at both sites in many forms, from storm water runoff to the body of the Mississippi itself. As CRWD emphasizes, “everything flows to the river.” Guided by that mindset, we are determined to weave efficient and effective water management and protection into all aspects of these projects, including building and landscape design, community engagement, systems, infrastructure, and programming. As this work unfolds at both project sites, we will rely on our interdisciplinary design team’s expertise in dynamic water conditions to help us best address issues such as river flooding and drought, stormwater runoff, dramatic rain episodes, and more. Collaboratively, we will consider a range of activities and approaches in responding to these issues, including: • River edge restoration to mitigate more extreme river fluctuations • Landscape design techniques to capture and hold rainwater • Exposed building systems to capture rainwater and reuse in the Center Ultimately, as we address water management issues related to landscape, infrastructure, buildings, and programming, we see the following deliverables coming out of the process: vision, cost estimates, phasing, programming, and finance strategy. Across all these pieces, we will also develop a plan to educate the public about how and why our systems, processes, materials, and physical spaces have been designed to protect our community’s water resources. We envision CRWD continuing to be a key partner in all this work, collaborating with us and other partners to shape our engagement, programming, and design from the early stages of the schematic design process. The collaboration is an opportunity to deepen our strategic partnership and build on the momentum created by CRWD’s previous support of our work, including funding for River Learning Center technical and feasibility studies, as well as Jessica Bromelkamp’s valuable programming expertise during the feasibility study. 3. EDUCATION AND DEMONSTRATION POTENTIAL: Describe the key elements and audiences of your community engagement plans or program including expected numeric deliverables and outcomes and how they help CRWD achieve its mission to protect, manage and improve water resources of the District. Additional consideration will be given to programs serving historically underrepresented audiences.

The Great River Passage team and our designers will take a multi-pronged approach to community engagement. This process—already underway for the River Balcony and to be replicated for the River Learning Center— includes the following: • Meet three times with the Stakeholder, Advisory, and Technical Committees to gather information, and present initial concepts for review and final design. (Ideally, CRWD will participate on both the Stakeholder and Technical Committees.) • Creatively engage the general public to gather information, present initial concepts for review and final design. At our River Balcony kickoff event in March 2021, we engaged 75 stakeholders. • Work directly with Dakota leaders to ensure the design reflects the voice of the four Dakota Tribes and local native communities. This builds on the relationships we have been cultivating for four years, which have led to greater engagement with the Dakota through our 2019 Dakota and Agency Partners Convening (50 attendees), bringing Prairie Island Indian Community President Shelley Buck onto the Conservancy board, and planning to contract with Full Circle Indigenous Design to bridge the gap between our design team and the Dakota. Last year, Great River Passage was selected for membership in the High Line Network joining 35 other initiatives across North and Central America. As part of that partnership, we were chosen as one of six initiatives to take part in the High Line Network’s 2021 Equitable Impacts Framework (EIF). While that Framework process is still developing, we have already begun to implement components of it by expanding our board of directors to be more diverse, by cultivating relationships with the Dakota and beginning to build relationships with the Latinx community, and by adjusting our design process to ensure that a full range of voices and non-traditional design perspectives are heard and incorporated. Collaborating with CRWD, we will integrate EIF principles into all elements of our projects’ engagement and design so that we ensure historically underrepresented voices are lifted up throughout the process, and that those communities have equitable access to both places and programs offered. In the spirit of all waters flowing to the Mississippi, we envision all people feeling welcome to engage with and learn from the river as a result of our comprehensive, integrated, and collaborative approach.


4. INNOVATION POTENTIAL: PLEASE DESCRIBE ANY UNIQUE APPROACHES TO PROTECTING OR IMPROVING NATURAL RESOURCES THAT WILL BE EVALUATED IN THIS PLANNING PROCESS. HOW WILL THE EVALUATION BE CONDUCTED?

We strive to highlight and lift up a diverse range of voices in planning, designing, and evaluating our work. Unique examples could range from sharing the important history of a place and how the landscape was used to influence design vision, to incorporating indigenous planting or the interpretation of a place of cultural significance. This unique approach to weaving in a range of voice, direction, and inspiration is critical to our goal of linking people to place to project, and as described elsewhere, we are determined to weave an equity-focused mindset into every phase of the two projects. Our participation in the High Line Network’s 2021 Equitable Impacts Framework is driving that focus, helping the GRPC define our organizational approach to equitable development and set specific, meaningful, and measurable goals that maximize community benefit (economic, social, cultural, and environmental) across all our initiatives. Going forward into schematic design we envision CRWD taking part in the robust community engagement we have in place, and providing technical expertise from the beginning of the planning process to help shape both projects’ design and programming.

SECTION 2

Looking to CRWD’s new headquarters in Saint Paul as a model, we aim to weave water throughout every aspect of the River Balcony and River Learning Center projects. It is essential that we not only design for responsible water management but also extend that focus into the projects’ public-facing elements and programming so that, as CRWD has done with their building, we can create hands-on opportunities to educate the community about protecting, preserving, and stewarding our natural resources. 5. PROJECT READINESS: PLEASE DESCRIBE ANY WORK COMPLETED TO-DATE. INCLUDE ANY STUDIES OR CONCEPT DESIGNS WITH THIS APPLICATION. WHAT IS THE LIKELIHOOD OF IMPLEMENTNG THE RESULTS OF THIS PLANNING EFFORT?

The River Balcony is gaining especially strong momentum, with schematic design kicking off during our Virtual Stakeholder Convening in March 2021, and in September 2021 we announced its project designer— Field Operations, designers of New York City’s High Line urban park—after vetting a highly competitive pool of proposals from teams across the country. Field Operations will begin work the last week of September, with the schematic design process taking approximately nine months. The River Learning Center is on track to launch schematic design Requests for Proposals in October 2021. While all our projects prioritize environmental stewardship, that spirit will take center stage through this project. By hosting year-round environmental, cultural, and historical education and recreation opportunities that are integrated into the region’s routines, traditions, and collective identity, the River Learning Center will lead the way in developing Saint Paul’s next generation of river stewards. Ideally, the design process will kick off in January 2022, with schematic design completed by September 2022. Meanwhile, we are now moving into Phase two of the Equitable Impacts Framework process, working with Urban Institute for six months to develop an equity strategy and implementation plan. Funding-wise, the two projects are leveraging a range of sources. The River Balcony and River Learning Center are both true public-private partnerships when it comes to financing, with the Balcony being a nearly even split ($300,000 in both public and private funding to date). The River Learning Center, while also a mix, has thus far predominately raised private funding. CRWD funding would help us close the funding gap for both projects. With River Balcony design already funded and kicking off this week, a contribution of $25,000 to support the Balcony project would focus primarily on community engagement, communications, and programming as that work moves forward. This includes engaging and communicating closely with partners running other projects along the Balcony so that all our designs are integrated. Half of the $50,000 for the River Learning Center would similarly strengthen engagement, communications, programming, and coordination with adjacent partners. The other $25,000 would provide the remaining funding we need to fully support the schematic design launch and design team to ensure we are prepared for the 2022 legislative bonding session. Given the extent of our progress already, and coupled with our ongoing CRWD partnership, the Conservancy is confident in the likelihood that together we can design and implement the River Balcony and River Learning Center in ways that protect and preserve water quality along the river, while also increasing public awareness of local water resources and creating opportunities to engage with the river in new and equitable ways that strengthen both community and environmental health.

Background In June 2020, CRWD’s Board of Managers approved an engineering work order for the design of repairs in approximately 2,000 feet of the Trout Brook Storm Sewer Interceptor near Phalen Boulevard and I-35E in Saint Paul. The deficiencies in TBI from Station 28+65 to 52+80 include deteriorating concrete, exposed reinforcement, holes, cracks and fractures, and sediment build up in the tunnel. In September 2021, CRWD’s Board of Managers approved plans and authorized bidding for the TBI Repair Project. Issues Primary TBI repairs involve filling cracks with grout, sealing exposed reinforcement, repairing eroded concrete tunnel and invert, and repairing access hatches. In addition, there is a bid alternate for placing soil cover over a 40-foot section of tunnel that is exposed at the surface. This section is located on Univar and BNSF Railroad properties. Currently, CRWD is still in the process of securing official access permission for the bid alternate work but anticipates receiving it at some point during the project. The bidding period for the project extended over a three -week period from September 13–28, 2021. CRWD received bids from three contractors ranging from $750,445 to $1,372,503 for the entire project (base bid plus alternate). The engineer’s estimate for the entire project was $1.02 million. SEDIMENT AND EROSION CONTROL PLAN NARRATIVE PROJECT DESCRIPTION AND LOCATION: THIS PROJECT INCLUDES THE REHABILITATION OF AN EXISTING STORMWATER TUNNEL IN THE CITY OF ST. PAUL THAT DISCHARGES INTO THE MISSISSIPPI RIVER. THE REHABILITATION INCLUDES MORTAR REPAIR AND OTHER MISCELLANEOUS REPAIRS. REPAIRS WILL GENERATE CONSTRUCTION DEBRIS. EROSION CONTROL SHALL BE IMPLEMENTED BY CONTRACTOR THROUGHOUT CONSTRUCTION. ENVIRONMENTALLY SENSITIVE AREAS: THE PROJECT DISCHARGES DIRECTLY TO THE MISSISSIPPI RIVER, WHICH IS AN IMPAIRED WATER FOR MERCURY AND PCBS. NO CONSTRUCTION RELATED LOAD ALLOCATIONS HAVE BEEN DEVELOPED FOR THIS SECTION OF THE MISSISSIPPI RIVER. THERE ARE NO CALCAREOUS FENS, OUTSTANDING RESOURCE VALUE WATERS, OR WETLANDS WITHIN THE PROJECT LIMITS. THE CONTRACTOR IS RESPONSIBLE FOR THE PLACEMENT, IMPLEMENTATION, INSPECTION, MAINTENANCE, AND REMOVAL OF THE EROSION PREVENTION AND SEDIMENT CONTROL BMPS.

SECTION

1.

THE CONTRACTOR MUST IDENTIFY AN EROSION CONTROL SUPERVISOR KNOWLEDGEABLE AND EXPERIENCED IN THE APPLICATION OF EROSION PREVENTION AND SEDIMENT CONTROL BEST MANAGEMENT PRACTICES (BMPS), ESPECIALLY RELATED TO CONCRETE AND/OR CEMENTITIOUS MATERIAL MIXTURES AND SEDIMENT/DEBRIS MANAGEMENT IN TUNNEL SYSTEM.

2.

THE CONTRACTOR SHALL PROVIDE FOR TEMPORARY AND PERMANENT BMPS AS SPECIFIED AND THEY SHALL BE KEPT IN A FUNCTIONAL CONDITION AT ALL TIMES THROUGHOUT THE PROJECT DURATION. THE BMPS MAY BE MODIFIED AS APPROPRIATE FOR CONSTRUCTION STAGING AS DIRECTED BY THE EROSION CONTROL SUPERVISOR. BMPS MODIFIED FOR CONSTRUCTION STAGING MUST BE RESTORED AS QUICKLY AS POSSIBLE OR PRIOR TO THE NEXT PRECIPITATION EVENT IF THE ACTIVITY IS NOT COMPLETE.

3.

THE CONTRACTOR SHALL PLACE DOWN GRADIENT BMPS PRIOR TO STARTING ANY CONSTRUCTION ACTIVITIES. THESE BMPS SHALL REMAIN IN PLACE UNTIL FINAL STABILIZATION OF DISTURBED AREAS HAS OCCURRED. ALL BMPS SHALL BE INSPECTED BY THE EROSION CONTROL SUPERVISOR TO ENSURE INTEGRITY AND EFFECTIVENESS. ALL NONFUNCTIONAL BMPS MUST BE REPAIRED, REPLACED, OR SUPPLEMENTED WITH FUNCTIONAL BMPS.

4.

VEHICLE TRACKING OF SEDIMENT FROM THE PROJECT SHALL BE MINIMIZED UTILIZING APPROPRIATE BMPS AS DIRECTED BY THE EROSION CONTROL SUPERVISOR. STREET SWEEPING SHALL BE COMPLETED DAILY IF SEDIMENT IS TRACKED ONTO ROADWAYS.

5.

CEMENTITIOUS MATERIAL WASHOUT MUST BE DISCHARGED TO A CONTAINED LEAK-PROOF BMP FACILITY. THE CEMENTITIOUS MATERIAL WASHOUT SHALL NOT CONTACT THE GROUND AND THERE SHALL NOT BE RUNOFF FROM THE CEMENTITIOUS MATERIAL WASHOUT OPERATIONS OR AREA(S). CEMENTITIOUS MATERIAL WASHOUT WASTES MUST BE DISPOSED OF PROPERLY AND IN COMPLIANCE WITH MINNESOTA POLLUTION CONTROL AGENCY REGULATIONS. A SIGN SHALL BE INSTALLED ADJACENT TO EACH WASHOUT BMP FACILITY TO INFORM OPERATORS TO UTILIZE THE PROPER BMP FACILITY. THE CONTRACTOR SHALL ENCOURAGE ALL CEMENTITIOUS MATERIAL WASHOUTS TO OCCUR AT THE SUPPLIER'S FACILITY.

6.

THE CONTRACTOR SHALL BE RESPONSIBLE FOR SECURELY CAPTURING CEMENTITIOUS MATERIAL WASTE MATERIAL (BOTH DRY AND WET) WITHIN THE TUNNEL/STAGING AREAS AND DISPOSING OF ANY WASTE SEDIMENT, DEBRIS, AND/OR MATERIAL ACCORDING TO APPLICABLE REGULATIONS. THE CONTRACTOR SHALL ISOLATE THE WORK AREA(S) SO NO WASTE MATERIAL IS DISCHARGED DOWNSTREAM FROM THE PROJECT TO THE MISSISSIPPI RIVER. SHOULD A CONSTANT BASE FLOW BE PRESENT IN THE TUNNEL, THE CONTRACTOR SHALL BE PREPARED TO BYPASS THE FLOW THROUGH THE WORK AREA. REFER TO DETAIL 1 ON THIS SHEET FOR A POSSIBLE WORK AREA ISOLATION METHOD. THE CONTRACTOR SHALL PREPARE A SITE PLAN FOR ENGINEER APPROVAL DETAILING HOW THE WORK AREA(S), BOTH ABOVE AND BELOW GROUND, WILL BE ISOLATED AND HOW WASTE MATERIALS WILL BE HANDLED PRIOR TO PERFORMING ANY WORK.

7.

ANY FUEL, CHEMICALS, OR HAZARDOUS MATERIALS STORED AT THE PROJECT MUST BE PROTECTED BY SECONDARY CONTAINMENT MEASURES IN RESTRICTED AREAS TO PREVENT VANDALISM. THE CONTRACTOR SHALL HAVE A CONTINGENCY PLAN FOR THE PREVENTION AND CLEANUP FOR SPILLS OR LEAKS OF HARMFUL CHEMICALS.
