We thought we’d bring in the New Year with a rainbow burst of yellow! You may need your sunglasses for our cover, which we thought would cheer up a January morning when it falls on your doormat. The Henfield Theatre Company are well known for their fabulous pantomimes and this January you can enjoy the very traditional Dick Turpin. The cast were out in force during the Henfield Christmas Shopping evening, including the very entertaining pantomime cow, which the children all loved. Tickets are selling incredibly fast (available from Stevens Estate Agents) so don’t miss out! As you’ll probably know because we’ve talked about little else these last couple of months, BN5 have been raising money for St Barnabas House Hospice. We held our annual Big BN5 Draw at the Christmas evening on 9th December (see page 24 for photographs) with over 70 incredible prizes on offer. Local businesses were very, very generous and our fundraising is currently standing at £3,380 - with more to come. We’ll fill you in with a report in our February issue. You’ll want to know where all your money is going - please read Sarah’s article on page 34 about the hospice. It’s a wonderful place and has helped so many Henfield people, we hope our small contribution will help with their good work. It just remains for us to thank you for all your great stories, events and contributions over the past 12 months, and to wish you a very Happy New Year!

JANUARY 2017 | News HELP FOR HAITI: HENFIELD VOLUNTEER TO WORK IN HAITI Henfield resident Jean Whiting will be leaving for a six-month trip to hurricane-torn Haiti in the middle of January, to work with Hope House, a charity set up to help the victims of the earthquake and hurricane. You may have seen the knitted sheep trail in the village over the Advent period, Jean and her team of knitters produced these and businesses donated to Hope House Haiti as part of the trail. Jean, who is a retired teacher, will be volunteering at an orphanage and school. To attend the school the children need to wear school uniform and many of them are unable to afford it. Jean would appreciate donations of girls and boys underwear for their school uniform – these simple donations may be the difference between whether a child can attend school or not. If you can donate new school socks (white for girls, grey for boys) or underpants, boys or girls, please take them to the Free Church in Henfield and Jean will arrange to take them to Haiti. The underpants and socks can be any children’s size between age 4 to 16. She is departing in Mid January and her daughter will be visiting in March and could also take donations. Thank you for your support. Editor

We are celebrating!

“Thank you to all our loyal customers for supporting us in our first year! We are looking forward to many more”

COCOA LOCO’S NIGHT OF AWARDS Cocoa Loco are celebrating having won the High Street Hero for the second year in a row, and the Tea & Coffee Shop of the Year award, at the recent Celebration of Sussex Life Awards. Customers from across Sussex voted to support their favourite chocolatier and café, and showed their appreciation for the work done by Cocoa Loco to support the local community. This includes the many schools which receive donations for raffles, hampers and fund raising initiatives, and Cocoa Loco’s talks given in schools about chocolate and Fair Trade. In the Coco Loco café, luxury hot drinks and homemade cakes combined with books and colouring activities for children are highly popular with customers. Manager Laura Payne said: “We are so very proud of our clever and creative team for working so hard to help make our shop and cafe the best that we can be.” Founding director Sarah Payne commented: “When I stated baking I was passionate about being organic and working with nature and not against it. Our Soil Association and Fair Trade accreditations continue to reflect this belief. It is an honour to win these two respected awards and our heartfelt thanks must also go to our quality local produce suppliers who have helped us to make this happen.” Heather Joy

JANUARY 2017 | News NEED FOR RESPONDERS

THE ROYAL BRITISH LEGION POPPY APPEAL This year £5,132.04 was raised during the two weeks of Remembrance for the Poppy Appeal in Henfield, Small Dole and Shermanbury. A very big thank you to all of my Collectors and helpers, especially Christine Parkes who assisted me with the administration. Without the help of all these people none of this would have been possible. The total raised in the Henfield District for the Poppy Appeal for the year ending the 30th September 2015 totalled £7,694.76. The additional monies came from the Church collections at the Remembrance Service, sale of wreaths, donations and our Coffee Mornings. Our Coffee Morning in October raised £421.80 and again I am most grateful to all those who helped. I am still looking for people to collect from house to house and if you feel that you could spare a few hours next year please contact me on 01273 492134 Mike Morgan Royal British Legion Poppy Appeal Organiser for Henfield, Small Dole and Shermanbury District

In 2004 local paramedic Dave Fletcher who is known to many in the village, initiated the group we all know today as HART, Henfield Area Response Team. Dave was himself a First Responder and built a team of 12 from local residents, who felt able to give a few hours a week to help make Henfield and District a safer place for all of us. Sadly from that peak of 12, the number of First Responders has reduced over time to just seven. Dave Fletcher was and still is the inspiration of HART, but these days he no longer responds. He works tirelessly behind the scenes helping with training, promotion and maintenance of HART’s PAD (Public Access Defibrillator) sites. Unfortunately, the level of on-call time that HART was able to provide for a long time and that Dave initially envisaged, is no longer possible. Why? Quite simply, HART does not have as many dedicated First Responders as it needs. Seven just isn’t enough. Is this something that you might consider? No prior medical training or knowledge is required and it would require just a few hours of your time each week, with you choosing those hours. Alternatively, there may be other ways in which you may could help. Do you belong to a club or society locally, and could you arrange for a HART member to come to one of your meetings to give a very brief (5-10 minute) chat about what we do? If you think you might be able to help HART in any way, please ring Martin on 01273 493993 or email him on martintooth@btinternet.com to discuss the possibilities. Martin Tooth

A vacancy has arisen on Henfield Parish Council due to the resignation of Mr Vas Siantonas and Horsham District Council has approved the co option of a Councillor. Firstly, let me take this opportunity to thank Vas for his excellent work on the Council and in particular for Chairing the Cemetery Committee for the past 3 years and for securing the funding which will see the Memorial Field football pitches completely renovated in May 2017. I also need to thank him for his invaluable assistance guiding me through the minefield of new lighting columns and Christmas Lights for the High Street! If you are interested in applying for the position of Councillor on Henfield Parish Council, please either email the Parish Office (office@henfield.gov. uk) or phone 01273 492507. We can give you an application form and a set of notes giving you a better idea of what the role involves. The deadline for applying will be 31 January 2017. CHRISTMAS STARTS HERE! On Thursday 1 December, the Henfield Friends of St Barnabas staged ‘Christmas Starts Here!’ to a packed audience at the Henfield Hall. This concert, arranged by Nigel and Sidonie Stevens, raised over £1600 for St Barnabas Hospice, a very worthy cause. A choir from St Peter’s School began with a medley of seasonal songs – ‘Calypso Carol’, ‘Silent Night’ and ‘It’s a Magical Time of the Year’. Martin Buss’s cornet virtuosity with ‘Kim’ was followed by Sidonie Winter’s rendition of the Gracie Fields’ song ‘I Took my Harp to the Party, But Nobody Asked me to

Play’, which she followed up with two solos on the harp – ‘Ebbing Tide’ and ‘Silent Night’. In the second half, Brass Fusion played a festive medley; Sophie Wells and Henry Godwin enchanted us with ‘You’re the One That I Want’ from Grease. The Sussex Harmonisers sang a range of close-harmony barbershop numbers, then Deacons Seamus and Liam amused us with an updated Major-General Stanley’s song from Pirate of Penzance. Finally Sidonie returned to sing Adolphe Adam’s classic ‘O Holy Night’ – in the original French. There were seasonal contributions from Fred McComas with an amusing Christmas monologue; Pamela Chaston with three readings, including a poem that she wrote when she was 15; and Revd Christina Bennett with a reading about a school nativity play. The solo items were interspersed with Community Carols, ably accompanied by members of Brass Fusion. A really enjoyable evening was had by all. Nigel Stevens

JANUARY 2017 | News players, and now our numbers are well up. Some Friday mornings we have a good crowd if everybody comes at once. What a contrast to a few years’ back when I was worried that we might not be able to pay the rent! So thank you, everyone, not least the staff of ‘BN5’. One of our senior players, Stella Brent, celebrated her 90th birthday in October and treated the whole club to a buffet lunch after our game. Congratulations Stella from all your friends; I can honestly say that she plays our game as well as ever. What an example to us all! It just shows that joining a club such as ours really does keep you going. Derek Rogers

1ST HENFIELD SCOUTS INTERNATIONAL CAMP Every four years there is a large international camp for West Sussex Scouts, Explorers and Guides, as well as overseas Scout and Guide groups at Ardingly Showground. It has been held in West Sussex for over 30 years and provides an international experience for young people from around the world. This year 1st Henfield are delighted to be taking almost 30 of the Scouts along to the camp in August. The main stumble is the cost, which for a week long camp full of activities is quite high. We will be fundraising in many different ways over the next seven months and the first scheduled event is a 24 hour ‘stay awake.’ We will do everything in our power to keep the Scouts awake and may well do some night walking around the village. We will obviously keep the noise down but please don’t be alarmed if you see groups of us out and about at silly o’clock in the night. If you would like to make any donations to the Scout Summer Camp, please contact the team

FINE & COUNTRY COMING TO HENFIELD

BAGS OF FUN Thanks to a £3,000 donation from the Southern Co-operative’s ‘Love Your Neighbourhood’ campaign, we have been able to develop our work with children and young people. Our Nature Tots programme of muddy fun for under-fives is taking places at six different places in Sussex, and our Youth Ranger groups have given volunteers aged 16-25 years the opportunity to learn new skills and enhance their career prospects. At Nature Tots we’ve bought kettles for the campfire, buckets and trowels for the mud café, and bowsaws for making wooden medallions and miniature tractor wheels. Our new groups in Brighton and Horsham have had extra tools and equipment to help them get off the ground, and we’ve been able to splash out on healthy fruit kebab snacks, which have gone down well with the Tots and their parents. Our Youth Rangers groups in Crawley and Brighton have been busy working to improve local green spaces for wildlife including hedge planting and creating butterfly banks planted with nectarrich native wild flowers. At Tilgate Park, Crawley, they have built a hibernaculum for slow worms and grass snakes – a safe haven to spend the winter in. The Brighton group has held a beach clean and made a rain garden in nearby Portslade to help reduce flooding by holding back storm water, while providing a valuable habitat for wildlife. They have also encouraged local children to take part in a guided bat walk. Thanks to the funding, they have been able to buy new bowsaw blades, loppers and spades to carry out their work. ‘SLOW DOWN’ CAMPAIGN

Can we please urge you to slow down when driving in residential areas as sadly a pet cat was run over and killed by a driver travelling too fast on Mallard Way. This happened in daylight hours on Tuesday 6 December and the driver didn’t even have the decency to stop. Next time this could be a child or elderly resident. So please, please for the safety of everyone including much loved pets, slow down. As a result, I would like to start a village wide ‘Slow Down’ campaign to benefit all Henfield residents and make our streets safer for all. If you would like to be involved or have any feedback or ideas please get in touch with Caroline Cairns on email carolinelcairns@btinternet.com or at 9 Mallard Way, Henfield, BN5 9HF. Thank you. JANUARY 2017 | News NEW CHARGES FOR HENFIELD CAR PARKS As you may already know, Horsham District Council intend to introduce parking fees in their rural car parks, including the two Henfield car parks. The charges are set to be introduced from April 2017. At a meeting of the Chanctonbury Local Committee on 23 November there was a lively debate on the proposals, with representatives from some Parish Councils, Community Partnerships and trader organisations from across the area voicing their concerns that the introduction of charges could act as a barrier to local commerce, and could impact the health of the rural economies in an already difficult trading environment. Many also felt that the consultation had been muddled and changing; at one stage Parish Councils were given the option of taking responsibility for car park costs and putting the price on the parish precept, this was later withdrawn. Horsham District Council released this statement: Changes to rural car parking arrangements A Horsham District Council Cabinet meeting on 24 November approved proposals to change rural car park charging structures across the district. • For regular users, all the council’s rural car parks will see the introduction of a rural parking permit scheme at a cost of just £12 a year for the first permit and £6 a year for subsequent permits registered at the same address. • Regular all day long-term users of specific car parks will be able to purchase an annual season ticket at a standardised cost of £130 a year. This rate will be available in Billingshurst, Henfield, Pulborough, Steyning, Storrington, Godwin Way, North Horsham car parks. • Additionally, for infrequent users who do not wish to purchase permits or season tickets, Pay and Display machines will be introduced in specific car parks which will be more convenient for them to use. Currently rural car parks are subsidised by the council taxpayer by approximately £315k per annum. Over the past 10 years £314,000 has been spent on major repairs eg resurfacing. It is expected that some £500,000 will have to be spent over the next 10 years. Commenting on the proposed changes, Cabinet Member for the Local Economy Cllr Gordon Lindsay said: “The proposed new car parking charges are tailored to users’ needs and represent outstanding value for money, whilst creating a fairer, level playing field across the whole of the district which currently operates different charging schemes for different car parks. The income will enable us to improve car park maintenance (eg relining of parking bays) and provide improved enforcement to ensure that the use of busy car parks are optimised to the benefit of

01273 494002

the users of the town/village facilities users. Furthermore the complete removal of the Government grant has placed the council under significant financial pressure and we have had to review our charging schemes.” There is a 21 day consultation period commencing on 15th December – 12th January 2017. This gives members of the public an opportunity to comment on these proposals. Any comments or objections should be made in writing to: Head of Legal & Democratic Services, Horsham District Council, Parkside, Chart Way, Horsham RH12 1RL or by email to parking@horsham.gov.uk. Horsham District Council later clarified that the charges for pay and display will be via online or telephone booking (no coins) and will be 75p for one hour or £1.50 for the maximum stay of the car park, 2-3 hours, depending on discussions with Parish Councils. BN5 asked for clarification on long-term season tickets, it is currently unclear if these can be purchased by those living out of area who work in the village. This has not been clarified at the time of going to print. It is thought these long-term passes will be restricted to around 61 for the Henfield car parks. What is coaching and how can I help you Coaching can help improve your quality of life, and enhance personal and professional performance. The process involves creating a trusting, supportive environment with a thought-provoking structure that challenges you to tackle problems, explore possibilities and rediscover talents you may have ignored or shied away from. Coaching is not therapy or counselling. Some tools from this field are used, but the focus of coaching is on the future, not the past. Rather than offer solutions and answers, I will help you to find your own strategies and resources. Together we will set realistic, manageable goals against which your progress will be measured.

he annual Henfield Christmas evening on Friday 9 December was a sparkling and magical event with a record numbers of visitors. Shops and businesses and Christmas stalls offered shoppers festive nibbles and special offers; Santa made a guest appearance in his grotto (thank you to the Youth Club who invited him!); a children’s mini fun fair, live reindeers, carol singers and a magician provided the entertainment; and hungry shoppers could choose from a variety of street food on offer. Festive jumpers were out in force for the St Barnabas Hospice ‘Wear it Festive’ day, and the ever-popular children’s Sheep Trail made a return with a flock of sheep, both knitted and pottery, hiding in various shops and businesses up and down the High Street. The winners of the competition were: Best display; White Mischief, best use of space; Jasmines, best use of colour; Henfield Furnishings, with Cinder Rose and All Things Covered winning Highly Commended. Many thanks to judges Stephen McCulley, Headmaster at St Peter’s CE Primary School, Peter Bates from Woodmancote and Ann Donoghue, Parish Councillor. At the time of going to print we have raised in excess of £3,300 for St Barnabas, many thanks to everyone who bought tickets and to the businesses who donated so generously. This years Christmas evening was organised by The Community Partnership, BN5 Magazine and the High Street Traders, all of whom worked incredibly hard to make it a wonderful evening. A huge thank you to everyone who came along and supported our local high street – we’re already looking forward to next year! Sarah Butler

Hear to Listen Nicki Dowd, Registered Counsellor in Henfield We may all wish for good health and well-being but how many of us monitor the health of our relationships? If I were to ask one hundred different people, “What makes a relationship good?” I expect I would get almost one hundred different answers, but what about you? Would you say it was compassion or tolerance; or maybe you think a good relationship is based on trust, love, compromise or honesty? Fundamentally a relationship is a connection between two or more individuals. In my experience as a counsellor and psychotherapist it is this connection, and the skill in its communication, that defines the health of a relationship. I have mentioned before that we learn the art of negotiation, compromise and tolerance (or lack of it) in our developmental years. The way we resolve conflict with our siblings and other family members lays down the building blocks for how we will interact successfully, or unsuccessfully, with others as adults.

Frequently the expression of love can be very different for each partner. As a result important indications of love or affection are missed or misconstrued. Sometimes people will learn to constrict their own desires and needs for fear of offending the other. Hopes and dreams are supressed and the potential for resentment is increased, along with an avoidance of honest exchanges. Often, by the time a couple seek help, the communication between them has deteriorated to an all time low. Sometimes neither party feels heard or respected and it

3 2 | B N 5 M A GA ZINE

is common for either conflict to erupt or a total withdrawal from each other to occur. However, there is a skill in expressing our emotions with acceptable authenticity and a talent for becoming increasingly aware of the unspoken ambiguity. Counselling can provide a safe space where clashes in values can be uncovered and thwarted passion can be harnessed to express heart-felt aspirations. Differences can be explored and assumptions checked for accuracy. Clients often feel more able to speak their own truth fairly and directly. It enables them to take initiative and talk about the things that they find difficult. There are many ways to repair a rupture in a relationship and invite a renewed healthy conversation where both parties feel confident they can express themselves in a way that will be understood and appreciated. In Japan they have an art known as ‘kintsukuroi’, translated it means to repair with gold. Within this art form there is an understanding that the reparation can create something even more beautiful than the original object. This also holds true for relationships. St Barnabas House Hospice

A

n ENORMOUS thank you to everyone who took part in our BN5 Big Draw in December in aid of St Barnabas House hospice. We were genuinely moved by the incredible kindness shown by Henfield residents and businesses. When we decided on St Barnabas House as the recipient charity for this years Big BN5 Draw we were aware that it holds a special place in many people’s hearts. However, we were completely blown away by the generosity it inspires. Many people in Henfield have had friends or relatives who have benefited from the amazing end of life care that St Barnabas House provides: In 2015/16 alone there were 93 patients from the Henfield and Steyning area and 18 patients cared for by the Hospice at Home Team. But for those of you who are not aware of St Barnabas House, let us tell you a bit more about the fabulous work they do and why it is so deserving of our support. Based in Worthing, St Barnabas House care for adults who have an illness that can’t be cured and who are approaching the end of their lives. They provide palliative care to make patients as comfortable as possible, by managing their pain and other distressing symptoms. They also provide psychological, social and spiritual support for patients and their families or carers throughout the illness and into bereavement. The fantastic hospice team consists of specialist nurses, doctors, social workers, counsellors, a chaplain, physiotherapists, complementary therapists and an artist-in-residence. All staff have been trained to not only care, but to listen and

3 4 | B N 5 M A GA ZINE

support both patients and their families in what it is a very difficult and emotional time. Of course many people who are terminally ill prefer to stay in the comfort and familiarity of their own homes. In these situations, the wonderful St Barnabas House Hospice at Home Team can help to support them. Trained nurses and health care assistants work alongside the patients’ GP, community nurses and nurse specialists to ensure that their care is co-ordinated and right for them. Here at BN5 magazine we are delighted to have been able to support St Barnabas House in our own small way through the BN5 Big Draw. If the money we have helped to raise through the generosity of the Henfield community has gone some way to improving the quality of life for someone in their final days or hours, then we are very happy. The BN5 magazine team

Can you help? St Barnabas House hospice provides care to patients free of charge. As an independent charity, they are largely dependent on the generosity of the local community to fund its services. Do you have two to three hours a week free, have access to a car and like meeting people? St Barnabas House Community Companions are volunteers who provide social and practical support to the hospice’s patients and their carers, and they are looking for more volunteers to join their friendly team. Community Companions come from various age groups and all walks of life. They may visit a patient at home to relieve isolation or boredom by providing friendship and support, or they may sit with them enabling their carer to do something else. Some Companions take their patients out for visits to the shops or garden centres. The visits are usually for a couple of hours on a weekly basis. Henfield Art Club

‘Creativity is contagious, pass it on’, said the great Albert Einstein and at Henfield Art Club we couldn’t agree more! Founded in 1982, HAC has been offering opportunities for artists of all abilities to get together and enjoy themselves. We meet regularly to practice painting and sketching at our ‘painting-in’ sessions and have monthly demonstrations from professional artists. Journeys into the countryside in the summer to paint ‘en plein air’ adds to the creative adventure. We all work in different media – watercolour, oils, acrylics, pencils, pastels as well as sculpture and wood-turning. We have a good stock of practical DVDs and ‘how-to-do’ books which can be rented for a modest fee. Examples of members’ work can be seen in the Committee Room, which is refreshed quarterly, or on our website.

We meet in the Garden Room, The Henfield Hall, Coopers Way, Henfield BN5 9DB, so if you would like to join us please come along as a visitor to one of our Tuesday evening demonstrations and see what it’s like (cost £3). New members are very welcome – whether you are just starting out or are already a seasoned artist. a Nutrition Consultant with both underweight and overwe entails talk on Mindful Eating. ight clients often This concept, with its origins in Buddhist teaching, involves discussion on how we eat rather than what we eat. It is extremely useful in breakin negative habits and thought g processes and replacing with healthier beliefs around food.

It is the reconnection with the pleasure that food can bring to our lives which Mindful Eating (also known as intuitive eating) aim s for. This approach can be seen as the opposite to a ‘diet’ as we know it. My approach when working on dysfunctional or negativ e eating patterns is about pushing aside the restriction and food rules which most diets are based upon. Goals include recognisin g true hunger signals based on physical cues rather than emotional ones and practic ing moderation without guilt.

with purpose (rather than just to re-fuel) and turning off the radio or TV are useful starting points. These small measures ma y help to create a level of calmer eating. It is really about having respect for food and eating because you are worth it! Belle is a registered Nutritio n Consultant working from The Sus sex Osteopath and Complementary Hea lth Clinic in Hurstpierpoint. For more information on Mindful Eating please con tact Belle by email bellenutrition@gma il.com

Reaching the point of intuitive enlightenment takes time and the right level of support. It is also imp ortant to make it workable within your 21st C lifestyle, i.e. I don’t suggest eating in com plete silence as some Buddhist monks may do as if you have family members aro und you this can be awkward! A review of the Autumn Statement The new Chancellor of the Exchequer, Phillip New Tax Allowance for Property and Hammond, has given his first Autumn Statement, which included fewer big announcements than we Trading Income As announced in the 2016 Budget, two new Income came to expect from his predecessor. Tax allowances of £1,000 each for trading and property Corporate and Business tax income will be effective from 6 April. Where individuals have trading and/or property income below this level, Corporation Tax The Chancellor affirmed that there would be no the income will not need to be declared to HMRC change to the headline rates of Corporation Tax and can be regarded as tax-free. The trading income provided for in recent Finance Acts. The main rate for allowance will be extended to miscellaneous income the current financial year (2016) is 20% and this will for the provision of assets or services – the precise reduce to 19% for the years 2017 to 2019, and to 17% type of income this extension will cover is unclear, but will no doubt become evident as the details emerge. for 2020. Companies will benefit from the Chancellor’s commitment to maintaining one of the lowest headline rates of tax on corporate profits in the G20. Clearly the hope is that this will weigh significantly in international companies’ decisions as to whether to invest in the UK, regardless of Brexit.

These new allowances are intended to simplify the reporting requirements for individuals with small levels of property or trading income, although for some they could raise more questions than answers.

The UK tax regime for companies investing in R&D is extremely favourable, but even so the Chancellor has promised that “the government will review the tax environment for R&D to look at ways to make the UK an even more competitive place to do R&D”. These changes can only be positive and we look forward to further information in due course.

of salary sacrifice schemes will be removed from April, except in respect of arrangements relating to pensions (including advice), childcare, Cycle to Work scheme and ultra-low emission cars. Arrangements in place before April will be protected until April 2018 and arrangements for cars, accommodation and school fees will be protected until April 2021. Subject to the transitional rules, it will no longer be possible to provide other benefits – such as mobile phones – in this way from April. This measure risks creating an uneven playing field, as new recruits will be able to negotiate their salary and benefits package without entering into a salary sacrifice, whereas existing employees will have lost the flexibility to vary their salary and benefits packages in order to achieve the same outcome in a tax efficient way.

Personal Allowances The Government has committed that by the end of the current Parliament the Income Tax allowance will increase to £12,500 and the higher rate tax threshold to £50,000. In line with this, from April, the Personal Allowance will increase to £11,500 (from £11,000) and the higher rate threshold to £45,000 (from £43,000).

Pensions and Tax Savings The continued encouragement of a savings ethic sees confirmation of the proposed increase in the ISA allowances from £15,240 to £20,000 and confirmation that the nil rate band for savings will remain at the current £5,000 limit. The generous increase in the ISA limit is countered by the continued restrictions on pension investment and tightening of rules where some earners were able to secure double pension relief by recycling contributions. The Government’s intention to reduce the attractiveness of pensions, with their associated tax relief, and to encourage savings via ISAs, is clear.

Termination payments From April 2018, termination payments over £30,000 that are subject to Income Tax will also be subject to employers’ NICs. The first £30,000 of a termination payment will remain exempt from both Income Tax and National Insurance. This measure will remove the long-standing National Insurance advantage for employers making large termination payments. Employers should consider whether they can bring forward any large termination or redundancy payments forward in order to achieve a 13.8% saving on termination payments above £30,000 before the rules change in April 2018.

VAT

VAT Flat Rate Scheme

From 1 April, there will be a new (higher) VAT flat rate of 16.5% for “businesses with limited costs”. Currently, businesses determine which flat rate percentage to use by reference to their trade sector. From 1 April, however, they must also determine whether they meet the definition of a limited cost trader, which will be one whose costs of goods is one of the following: zero, less than 2% of turnover; or less than £1,000 per year. The main category of traders that will be hit by the changes is those in professional services, including computer consultants, lawyers, architects and so on, whose current rate is 14.5%. Such a business turning over £120,000 will have an additional VAT cost of £2,400 per year, up from £17,400 to £19,800. Some of those affected will consider leaving the Flat Rate Scheme and accounting for VAT conventionally, which may have been HMRC’s intention.

Increase in Insurance Premium Tax

From 1 June, the rate of IPT will increase from 10% to 12%. This follows an increase from 9.5% to 10% from 1 October 2016.
