Establishing a limited company may make sense, for example, as this will decrease any potential personal liability, and may allow for better tax planning. Love Bedford is the brand name of the Bedford Business Improvement District (BID) which represents over 550 levy paying businesses in Bedford town centre who together are working to welcome customers, investors and tourists to Bedford. Funded by the businesses in the town centre, it is operated independent from Bedford Borough Council. Bedford was one of the first 12 to pilot the project in 2005. There are now 200 BIDs in the UK. BedfordBID breakfasts are the biggest forum in town for those who make the decisions which affect all commercial activities, Bedford MP Richard Fuller, Borough Mayor Dave Hodgson and Bedfordshire Police & Crime Commissioner Olly Martins have all answered questions from town centre businesses. Government plans for Business Rates, traffic management and night and day policing have all been on the agenda of the breakfasts which attract up to 70 delegates.

Exclusively for BID zone businesses, the next breakfast is at 7.30 am on Wednesday May 25th at The Park Inn. Bookings can be made by contacting the BID team on 01234 404500. At each event organisations are invited to set up stands to share information about services relevant to town centre businesses. Major training provider Bedford College, which also has an IT training centre on the High Street, is a regular exhibitor. At the most recent event organisations supporting the homeless were invited to explain circumstances which led to people begging or sleeping rough in Bedford. This issue has been high on the agenda with local businesses and inquiries by the BID showed a need for better communication of services. As a result BedfordBID has brought together, in one leaflet, information which shopkeepers and restaurateurs can share with customers. “Our feedback from businesses and the lively debate at the breakfast in February demonstrated the strength of feeling around homeless people on the streets of Bedford,” said Christina Rowe, Director of BedfordBID. The issue of the apparent lack of policing in the town centre was also addressed by Olly Martins and two other candidates for the PCC role. BedfordBID already fulfils and supports a variety of “Be Safe Be Smiling” activities which are lacking in areas without a BID. These are now being replicated in other towns which have more recently voted in a BID such as Northampton. “However we and our Bluecaps are not here as an alternative to police officers which businesses pay for via Business and Council

Taxes. We are here to complement not replace real police officers,” added Christina. BedfordBID breakfasts give small and independent businesses a voice where they can command the attention of elected figures and public servants who work for the council and other agencies. With a lack of detailed information about the town centre readily available to busy entrepreneurs, the BedfordBID breakfasts give businesses a chance to drill down to the detail when questioning speakers. “We act as conduit for real businesses, who pay rent and rates, to get through to the right people at Borough Hall or even Westminster,” added Christina. For instance the Business in the Community project: Healthy High Streets is an initiative among big names like M&S, Boots, Santander Bank and more to set standards for town centres. By liaising with the BID, HHS can avoid duplication of research and effort and use the influence of national chains to bring about change. “BedfordBID has its finger on the pulse of the town centre and is happy to share our insights with organisations like the Beds Chamber and SEMLEP, the regional funding agency – we know only too well the challenges facing businesses on a day to day basis,” said Christina. www.lovebedford.co.uk

Apprenticeships are the way forward for small businesses who want to train their own talent. Grants of up to £1,500 are available to employers who meet all the criteria and take on someone aged 16-24. Apprenticeships for those above 24 years, can be arranged but they do not attract the grant. Traditionally areas like Hair and Beauty have grown their own talent through apprenticeships. In Bedford town High Street, Bedford College has its own training salon Brooks where young people are prepared for the workplace. BedfordBID recognises the contribution this sector makes to the town and regularly sponsors the fantastic Hair & Beauty Show at the Bedford Corn Exchange. Cafes and restaurants are constantly in need of new hospitality-trained staff and 12

again Bedford College prepares students for front of house and catering employment at its “Restaurant 25’ at the Cauldwell Street campus. It has been a major levy-payer since the BID was launched in 2005 thus supporting private sector businesses in the town centre. Staff members have been among the Board members and today that includes Dave Roffey, who is Deputy Director of Finance at the college. Many of its 15,000 students and 700 staff make their way into the town centre during weekdays providing a valuable injection of customers. The 2016 budget brought some good news to the small and medium sized enterprises (SMEs). For maximum benefit, an understanding of the tax implications of some aspects of the budget is necessary. So, It’s a good idea to seek professional advice. Here are some of our views on some of the budget changes. Corporation tax (CT) The rate of CT will be cut to 17% in 2020, benefiting over one million companies, large and small. Our Views • This makes the UK more attractive as a place for business. • Businesses could become more competitive due to new entrants. • The reduction can effectively increase retained earnings of all companies which could be reinvested in core business, or used to pay debt. Business Rate (BR) The government changes BR from the Retail Price Index to the Consumer Price Index. They permanently double small business rate relief (‘SBRR’) in England, and raise the SBRR threshold to rateable values of up to £12,000 tapering to £15,000. About 600,000 small firms will not pay rates. Our Views • This aligns business rates closer to the current economic landscape. • Current business rates are outdated because they are based on 2008 property values which were set before the financial crisis. 16

• More affordable business premises increases profitability. Capital Gains Tax (CGT) Higher rate of CGT was cut from 28% to 20% and the basic rate from 18% to 10% from April 2016 (except for residential property and carried interest), and extend entrepreneurs’ relief (ER) to long term investors in unlisted companies. Our Views • This will support enterprise and investment. • Extension of ER. Qualifying gains will be taxed at 10%, subject to lifetime limit. To qualify, there are conditions. TIPS: Shares purchased before 17 March 2016 will not qualify for the new relief, so do not cash in on gains in the (incorrect) assumption that they will be tax at 10%. Corporation tax rules on losses More flexibility for businesses. Our Views • This can help reduce the amount of losses that become ‘trapped’ in companies who are unable to offset them. Employment allowance Increases from £2,000 to £3,000 from 6 April 2016 but with restrictions. Our Views TIPS: This would no longer be available to companies where a director is the sole employee.

Business Improvement Districts (BIDs) are seen as the future for town centres. There are now 200 in the UK. Bedford was one of the first 12 to pilot the project in 2005.

BedfordBID is now in its third term â&#x20AC;&#x201C; one of the few to have worked well by putting business interests high on the agenda of public service providers. It is voted for by town centre organisations.

The biggest businesses support the smallest via the BID. The smallest outlets do not pay the levy but still benefit from the activities and can take part in promotions. For most independents the levy amounts a only few hundred pounds a year.

The council is only the collection agency for the levy, the money is passed directly to the BID. The independent BID board decides how the money is spent against the Business Plan. The council does not dictate how they money is spent.

Board members are volunteers from levy-paying businesses who are paid no extra money to give up their time to support the activity of the BID. One of the representatives is from the local authority. The BID has full-time Director of Operations, two office staff and 4 Bluecaps.

In addition the BID pays for the Taxi Marshalls who make sure visitors head home safely after a night out. Best Bar None sponsorship is another way of encouraging professional in customer care and service among pubs and clubs. BedfordBID also subsidise training for bar staff in the BIIAB Level 1 Award in responsible Alcohol Retailing.

BID Business Breakfasts are a forum for businesses to speak directly to those who can influence trading environments including the local MP, the Mayor, and in February 2016: The Police Crime Commissioner.

Arts activities have been sponsored by the BID over the years – but support one year does not guarantee year after year funding. The Arts Council and other publicly-funded bodies exist to fund such community activities.

BedfordBID supports and sponsors projects which benefit levy-paying businesses in the town centre. It is not a substitute fund where public sector cuts have been made. However IF a project is proven to boost footfall to levy-payers, then the Board may decide to make funds available.

Education and training is not the remit of the BID – but is does have close ties with major levy-payers the world-renowned educational establishments The Harpur Trust and Bedford College which both recognise the value of a thriving heart of Bedford.
