EDITORIAL Needless to say my stolen phone never reappeared, but thanks to everyone who keeps asking. More break-ins to report this month would like to take this opportunity Ray especially at the Church and Abbey Farm, why is it we don’t still have a to wish all our loyal readers a rural area police presence, who could be relied upon to respond asap rather than this new system whereby if you’re lucky you may get a call VERY MERRY CHRISTMAS back from an officer after a week or so. That really instils confidence in Amy our police, I don’t think. When we had a rural beat bobby it never and a appeared that we had this much crime in the village but since they did away with that post we appear to have had a real upsurge in criminal HEALTHY and PROSPEROUS activity, surely even they’ve noticed that at HQ, at least you’d hope they NEW YEAR Brenda have, but then again maybe not. Well the festive season is very nearly upon us so lots of us will be off See you all again in 2013 out shopping for presents and the like, don’t leave them on view in your car or you too could become a crime statistic waiting to happen, which A.J.Cliffe & Sons Diane would surely spoil your enjoyment of the occasion. (Butchers) Ltd Hopefully most of you will be reading this before the ‘Late Night Andy, Julia, Paul & Shopping’ evening in the village on Tuesday 27th November, if so then Steve would like to please show your support for the event organisers and the local Nora businesses that are opening, by coming down and enjoying the evening wish all their customers with us. It kicks off with the Christmas Lights ‘switch on’ at 6.00pm and progresses A Merry Christmas through the evening until around 8.30pm, with Santa in his Grotto, Morris Dancing and a Happy New Year in the street, carol singing, music from the Salvation Army band and the school choir Canterbury House, and some businesses offering free drinks and nibbles. REPEAT PRESCRIPTIONS Please ensure that you have sufficient medication to last you throughout the holiday period and that all “Repeat Prescription Requests” are submitted in good time to allow for the increased demand, both at the surgery and at the various pharmacies, and remember to check your local pharmacy’s opening times as well. As a result you may submit your requests up to 10 days in advance, but preferably by Wednesday 19th December at the latest. Also, if your “Medication Review” is due during this period please ensure you make an appointment in good time, to avoid further unnecessary delays. If you have any concerns please contact the surgery direct on 821333 NEW SELF CHECK-IN FACILITY Some of you may already be aware of the new “Self Check-in” facility at the surgery. It’s very easy - just enter “Male of Female” then your “Date of Birth” This eliminates queue waiting times and is quick, easy and convenient, but don’t worry there will always be a Receptionist available to help when needed. DOG FOULING This is always an emotive subject, but lately there has been more instances of “Dog Fouling”, not only in the access road leading to the surgery, but also in the grounds of the building, and appears to be more prevalent at weekends. Obviously this presents a health hazard to all those who work and visit the surgery, but we must remind those offenders that this is “Private Property” and CCTV is continually monitoring both the premises and the grounds, and we will always consider prosecuting habitual offenders. BEE GUARDIAN PARISH - UPDATE Spaces across the village have been measured in preparation for use as pilot sites for wild flower seeding. The major hurdle at this time is funding which the Parish Council are busy looking into. Kent Heritage Trees have agreed to supply us with a number of bee friendly trees to compliment some of the sites. Alan Jones VICAR’S LETTER: The dark evenings have come, but there is light on the horizon! It will soon be time for the Village Christmas trees with their lights and the decorated houses to bring some cheer! But for some, Christmas can be a very difficult and sad time, with memories of Christmas past shared with loved ones who are no longer with us. I hope and pray that the wonderful message of Christmas will break through and help them feel connected with those they are missing now. St John, in his gospel, reminds us that “God so loved the world that he gave his only Son, that whoever believes in him should not perish but have eternal life.” The realization of the extent of God’s love for us is one of the greatest gifts we can possibly have. It’s a love we can know and respond to now, and look forward to experiencing in its fullness one day in the company of all the saints. In the meantime, Christmas provides us with a fresh opportunity to show our gratitude to God as we share his love with others, and worship him, giving him thanks for the gift of Jesus. Two opportunities for us to do this as a community are the ‘Gift Service’ on 2nd December (details on page 10), and our collection for the Pilgrim’s Hospice at the Civic Carol Service at the Lych Gate on 18th December at 7.30pm. Coffee and Mince pies will be served in Church afterwards. I am delighted to say that the WI will be providing the Mince Pies! I do hope that you will be able to join in some of the Christmas celebrations listed elsewhere in Minster Matters, and that this Christmas will prove to be a time of special blessing to you all. Minster Matters LETTER FROM FEYA, RETIRING MISS MINSTER My year as Miss Minster has been a wonderful experience, following the previous two years as Princess. Over the last 3 years I have met wonderful people and been to places that I had never heard of before. Being on the Court has given me so many opportunities within the County a well as abroad when visiting our twinned town of Armbouts Cappel. Since being ‘Sashed’ in February I have spent weekends representing the village along with the other members of the Court and would like to advise any girls in the village to enter and have the same wonderful opportunities that I have had. MISS MINSTER 2012 Roy and Carol would like to thank the Parish Council, village businesses and village people for all their support during the course of the year, and for making the Court very welcome at the events in the village. Also a big thank you to Miss Minster and her Court for all they have done this year and the effort they have put into it. Finally can we take this opportunity to remind people that the selection dance for 2013 is on 9th February in the Village Hall at 7.30pm. MINSTER CARNIVAL ASSOCIATION SELECTION DANCE Girls - will you be a minimum of 14, or under 20, by the end of June 2013? Minster Matters CHARITY DYE & CUT The recent Charity fund raising evening organised by Leanne from Envy and Nikki & Steve from the Saddler, raised £1,200 for Breast Cancer. Thanks go to Mark Palmer for being such a good sport and allowing Leanne to firstly dye your hair pink and then for allowing her to shave it all off. Thanks also to everyone else who was there and helped swell the coffers by donating towards Mark’s ordeal and/or by buying tickets for the raffle. NATIONAL HISTORIC SHIPS UK HOSTED A PRESTIGIOUS AWARDS CEREMONY ABOARD HMS BELFAST Wednesday 24th October 2012 National Historic Ships UK is a Government funded independent authority responsible for identifying and advising in respect of vessels of significance to our national heritage. Since 2009 NHS UK has bestowed the accolade of ‘Flagship of the Year’, has run a National Photographic Competition and since 2011 in conjunction with the Marsh Trust has conferred awards for Voluntary Work in respect of conserving and operating historic vessels. The 2012 ceremony was presided over by Martyn Heighton Director of NHS UK and Her Royal Highness Princess Anne kindly presented the awards. The invited guests included many well-known persons. This year the accolade of NHS UK Flagship 2012 was bestowed on the beautiful Thames Barge the Edith May berthed at Lower Halstow Dock, Marsh Trust awards were bestowed in respect of Voluntary Work done on historic vessels and the winner and runners-up of the National Photographic Competition Dr Rodney Pell receives the Freedom of the City of London received their awards and certificates of merit. MINDLESS VANDALS CAUGHT ON CAMERA On Tuesday 30th October I erected three signs advertising our Christmas Bazaar in the grass verge on the right hand side of Tothill Street near to the "Smugglers Retreat". On driving back up the hill the next morning, I noticed that they had been vandalised, smashed and left in pieces on the grass verge. Obviously this happened during the previous night, probably whilst they were on their way back down the hill from the Pub or McDonalds. But what the vandals obviously did not realise was that the CCTV camera outside the main entrance to the Cemetery recorded every action of the culprits, and of course those responsible could be easily identified! Some may say that this is just petty vandalism, but when we are a group of volunteers raising money for the benefit of the local community, one must wonder why such individuals would stoop so low, and of course, as it costs us money to replace them, I do not see why we or the local community should have to put up with it. I would therefore like to give those individuals concerned the opportunity to apologise, through the next issue of this magazine, and as a gesture of goodwill, offer a donation to our current fund raising project, sufficient to cover the cost of replacing our notice boards. Hopefully, this will then foreclose this unnecessary episode. If however, this apology is not forthcoming, then will we consider our options to take further action against those who were responsible. Minster Matters MINSTER ARMBOUTS CAPPEL TWINNING ASSOCIATION The AGM was on Friday 16 November and two members of the public did attend. Thank you so much. The bonus was that one is on the Parish Council, and we invited both of them to join the committee and they did!!! Roy resigned as Chair, which he had warned us he would. He received a unanimous vote of thanks for all his past efforts, and Carol received our thanks and good wishes for a speedy recovery from her injury. Lovely Alex was cajoled, persuaded, begged ---- oh, I mean proposed as our new Chair and she reluctantly accepted the duty. Bernie and Heather promised to support her all the way. We still have the same Vice Chair, Secretary and Treasurer – and Minster Matters writer. See you at the Christmas Bazaar if you get this before then. Our French speakers group are planning an informal wine and wisdom at Mortons Fork on a Wednesday soon. Please check the website for a date or phone us. Trading Standards Occasionally this Service is contacted by members of the public that are having difficulty cancelling a continuous payment authority (CPA) set up with their debit cards. Below is some advice provided by The Financial Ombudsman Service in relation to this matter. The advice is based on the Payment Services Regulations 2009 and these should be quoted when a consumer talks to the bank. In short, it means that if a consumer contacts their bank and cancels a CPA then the bank is under a duty to carry out this cancellation. If they fail to cancel the payments the bank may be liable to repay any further payments back to the consumer and any other direct costs. This advice may be of particular use to consumers where the business is taking erratic or irregular payments. In some cases this can place the consumer in severe financial difficulty and distress. If the bank fails to cooperate, the consumer should report the activity to Financial Ombudsman Service. It should be noted that the purchase agreement that the consumer signed with the supplier may also require some form of notice or cancellation before they can stop it. So just cancelling the payments with the bank may not be enough to stop the consumer being liable to pay (for example, there may be a minimum contract period). http://www.financial-ombudsman.org.uk Financial Ombudsman Service - News Release – June / July 2012 – Issue 103 A "continuous payment authority" is a payment arrangement that a consumer sets up on their plastic card. This type of payment arrangement is often used to enable regular monthly payments – for example, to pay for a gym membership or internet subscription. But it can also be used to enable a supplier to take variable payments as and when required. The consumer gives their authority to the supplier that they want to pay – and the supplier then takes the regular payments direct from the consumer's bank. Each payment will show up as a transaction on the consumer's bank statement in the normal way. In cases we see, the consumer has run into problems when they decided to stop the ongoing payments – perhaps because they no longer wanted the underlying service they were paying for, or because they were unhappy about the way the continuous payment authority was being used by the supplier. Usually they have been unable to make the supplier stop taking the payments – and they can't get their bank to stop things at their end, either. Until November 2009 the consumer could only cancel continuous payment authorities with the supplier. They could not simply cancel it with their bank in the way they could with a standing order or a direct debit. This meant that if the supplier decided not to cooperate, the consumer could find it very difficult to stop the payments. From the cases we've seen, since November 2009 there appears to have been some confusion about whether – and how – a continuous payment authority can be cancelled. This

seems to be because not everyone has thought about how the payment services rules (which came into effect in November 2009) strengthened consumers' rights to stop payments like these. From November 2009 consumers have been able to cancel continuous payment authorities direct with their bank – and the bank has then been bound not to make any further payments, even if the supplier continued to request them. If the bank makes payments under a continuous payment authority after the consumer has cancelled it, the rules say that the bank will generally be liable to return those payments. The law is one of the things we take into account when we consider cases. So we have always applied the payment services rules to complaints about unauthorised payments made since November 2009. Where we decide that a bank has made a payment under a cancelled continuous payment authority, this means the usual outcome is that we tell it to refund the payment. Of course, it makes sense for a consumer to cancel a continuous payment authority with both the bank and the supplier – to minimise any chance of problems later on. The purchase agreement that the consumer signed with the supplier may also require some form of notice or cancellation before they can stop it. So just cancelling the payments with the bank may not be enough to stop the consumer being liable to pay (for example, there may be a minimum contract period). This means it's always wise to check first.

The wooden shed Minster Playhouse use to store props and costumes is leaking and damp and needs to be replaced. As we will be staging Calendar Girls as our play in May 2013, we decided to produce our own MPH calendar to kick-start The Shed Fund Appeal. Given the shy and retiring nature of our membership, we very quickly compiled a list of 12 brave volunteers to act as models. Many of the photos were staged at the rehearsal barn on Abbey Farm, which worked well until a number of farm workers turned up unexpectedly in the middle of the shoot of our December model, who was, at the time, laying on the barn floor, wrapped only in a blue cloth, and being eaten by a shark! The final calendar showcases the wealth of talent we have in the Playhouse, from actors to costume making, music and web design. On Tuesday 11th November Marion Rose, President, opened the Annual Meeting and welcomed a new member and two guests. After “Jerusalem” and some notices, (including request for volunteer mince pie makers for the Carol Service in Minster Church; positive comments on the successful Dabble Day activities on the 3rd ; the Minutes of October’s meeting approved), the Treasurer gave her report for the year. The Secretary then gave the Committee Report and Marion the President’s Report (particularly thanking those who have helped during the year and those not standing for re-election in the coming year). The election procedure followed and during the vote count, by two Whitstable WI members, special refreshments were served. Twelve Committee members were appointed and Marion Rose was re-elected President. While the officers and new Committee met in the Meeting Room, the other members puzzled over two very interesting quizzes devised by Liz Shervington. Before the raffle, Marion reminded everyone about the WI Christmas Party on the 11th December together with the need for hamper and party food donations. She also requested a show of hands to determine the venue for the birthday dinner in February. A particularly busy and memorable meeting closed at approximately 10.15pm. Anyone who would like to know more about Minster’s WI please feel very welcome to attend a meeting in 2013 (7.30pm in the Village Hall on the second Tuesday of the month – first meeting Jan 8th). Minster Matters Have a Safe and Happy Christmas

Kent Fire and Rescue Service (KFRS) is urging residents to stay safe this Christmas and ensure that the festive season doesn’t end in tragedy. Head of Community Safety Stuart Skilton said: “In all the excitement of Christmas it’s easy to overlook potential fire hazards in the home. Many of the things we enjoy during this festive period, such as the fairy lights, candles, wrapping paper and decorations can all be fire hazards when proper care is not taken. “Christmas can be a distracting time too, with a greater risk of leaving cooking unattended, and with many enjoying a Christmas tipple (or two), so make sure this doesn’t lead to disaster.” Follow these festive safety tips to keep your family and home safer from the increased risk of fire: · Ensure you have a working smoke alarm installed on all levels of your home. Test your smoke alarms weekly and never remove batteries to power presents! · Never leave cooking unattended - stand by your pan - and avoid cooking after drinking. The majority of fires start in the kitchen. · Never leave candles unattended. Keep decorations, cards and wrapping paper away from candles, fires, lights and heaters. · Ensure you switch off fairy lights and unplug them before you go to bed, or leave the house. Check your Christmas tree lights conform to the British Standard (BS EN 60598). · Always use an RCD (residual current device) on outdoor electrical equipment (a safety device that can save lives by instantly switching off the power if there is a fault). · Don’t overload sockets – ensure there’s only one plug per socket and always turn off plugs when they are not in use. · Make sure cigarettes are extinguished properly and never smoke in bed. · Keep matches and lighters out of the reach of children. · Plan and practice your fire escape route making sure your family and visitors staying for the festive period know what to do in an emergency. · Check on older relatives and neighbours this Christmas, as they are at greater risk from fire. · And finally, in the event of fire: get out, stay out and call 999.

The 12 days of Christmas Every Christmas the whole school goes into the hall and sings the 12 days of Christmas loud and clear! Every class has a card with one of the things on the 12 days of Christmas it is so fun as it’s my last year me and my class are going to shout out are thingy loud and clear it is really fun and it is my favorite thing to do every school year! On the of October the whole school participated children in need fun raising. IN TOTAL WE RAISED £1750 We all took part in a dance, thanks to our dance teacher Miss Harwood we succeeded successfully on raising that much money. It was a amazing and fun filled day although we did have some lesson’s ! During that week we made fancy head dresses and the boys made masks it was extremely fun but it was quit hard to actually make them.

Remembrance Day! Remembrance Day is the day when we remember those who have died in the war. The poppy is used as a symbol of this of day because this was the only living thing that survived one of the bloodiest battles in World War One in Belgium. Minster Primary CE school represent the day by having an assembly about it. We are incredibly serious about Remembrance Day and hold a two minute silence where everyone has the chance to remember what this day is for. Some of our pupils go around classrooms selling poppies throughout the week leading up to Remembrance Day. Here is a picture of one of our Journalists selling poppies.

Fireworks! WOW! What brilliant fireworks we have had this year, I think they were fire-tastic! All of those bright colours just amazing! The Christmas fair!! That will have to be the best firework display I’ve ever seen! The pfa are hosting a christmas fair. They are calling it the And I hope you enjoyed it to because I know I did. Christmas Eve – Take a look Now friends, take a look at your Christmas cards, you will see our national bard. See our friend the Robin wears on his chest a heart, just about where the red feathers part, this tells us he is truly a pal. Both the Robin and his mate, yes boy or ‘gal’. Are adorned with this treasure, for us a great pleasure, always to see him in garden or lane. I thought once more my theory on the Robin, I would like to explain. The dictionary tells me the word for something seen contrary to the usual way. Like an upside down heart pattern, so to you I will say. The Robin wears an obcordate heart, for us all to see and share. Next time you see this bird, take time to pause and stare. This little feathered creature has a call besides his pretty song. Resembling the winding of a watch, I hear this as I walk along, without doubt, it tells me clearly, there is so much about the Robin we all enjoy dearly. Yvonne Chapman

Minster Matters IT WAS ON ITS MARKS AND NOW IT’S OFF TO A FLYING START…………… The volunteers on the Steering Group which will lead the production of a Parish Plan for Minster got together for their first meeting on Tuesday evening in the Neighbourhood Centre. The main aim of this inaugural meeting was to get to know each other and to begin to think about the issues which will lie ahead in the gathering of information and ideas from local people and businesses - when the real work starts. There was even a discussion on how to better engage the youngsters of the village i.e. by way of a twitter page! Jack Wybrow, the steering group’s youngest member, presented his thoughts on giving youngsters “something to do” In dealing with the official set-up business of the Group, John Shervington was elected its Chairman and Donna Morling-Grove from the Parish Council was appointed as Vice-Chairman. John said that “the village has preserved its identity and our aim will be to maintain that and improve it.” It was agreed that members of the group think about what questions should be put to the village by way of a questionnaire. This will be its next step and ideas will be brought to the next meeting to be held on Tuesday 15th January.
