Another bite at Venda pension fund millions?

A well-known international beauty pageant, Miss Heritage Global 2022, will be hosted in Vhembe this year. The competition, which focuses on promoting the diverse heritage of the peoples of the world, is set to take place at the Kalahari Waterfront Nandoni resort on 24 September. The CEO of the beauty pageant, Ms Mbofholowo Mbodi (photo) said that the pageant is not solely focusing on the beauty queens but is also a great opportunity for local communities around Limpopo to benefit in various ways. The 30-year-long battle by former employees of the Venda Homeland to get the “missing” part of their pension money may drag on for several more years. This time a new group has stepped to the fore, promising to claim the hundreds of millions believed to be owed to more than 16 000 members. Many, however, fear that the latest initiative will simply instil false hope among the thousands of pensioners still alive. The pensioners will also have to foot the bill for the legal fees, which can drain the little reserves they have left. On Wednesday, 24 August, a group calling themselves the Vhavhili vha Pension ya Venda la Mulovha, gathered at Babylon Park in Thohoyandou. Roughly 500 people attended the meeting. The group’s spokesperson is Mr Joseph Maanda, who was the last auditor general of the then Venda Homeland. He is also the person who “signed off” when the pension scheme was incorporated into that of South Africa’s government employees in 1992. Maanda said that, in total, R828 million had been transferred. “They treat me as if I volunteered to do so. I have been living with pain since some people started accusing me of handing over their pension funds to the government on a platter,” he said in an interview last week. Maanda said that he was hauled before the Standing Committee on Public Accounts (SCOPA) and was asked to explain what had happened with the pension funds. “I accounted for all the rands and cents in the government coffers and passed the test with flying colours,” he said. The dispute about the pension fund money has its roots in the way pay-outs were calculated. When the former Venda homeland was reincorporated into the Republic of South Africa, the Venda pension fund had to be privatised or incorporated into that of South Africa’s government employees. Thousands of pensioners believe that the calculations were not done correctly, to their detriment.

Ms Fiona Nicholson, a human rights activist from Thathe, outside Sibasa, said that her personal ordeal at the hands of violent young protestors had made her even more determined to work with com munities and the local police to find peaceful solutions to legitimate concerns. For decades, Nicholson has dedicated her life to helping abused women, children and men from the Vhembe region. On Thursday, 25 August, the 71-year-old activist was on her way to Thohoyandou when she and her partner suddenly found themselves trapped among angry demonstrators who pur ported to be protesting because of yet another child murder in theShearea.said they had had to stop at a certain spot at Ngovhela because the road had been barricaded with rocks, branches and other rubble. “As we were running late and had no time to find an alternative route, I got out of my car to move some of the branches, so that our car could get through. That was the worst mistake. I was immedi ately surrounded by a crowd of young hooligans armed with broken road signs, sticks and other weapons. Being the old idealist that I am, I tried to rea son with them, pointing out that there are better ways to hold the SAPS accountable, but they would not listen,” she said. The situation turned ugly, ending up with the hooligans smashing their windows with rocks, banging on the roof, and generally putting on a show for the gathering crowd. “Despite all that, we refused to leave the scene. By then I was spitting mad! They had the cheek to demand money in return for opening the road, and that flipped me out. They threat ened to attack us physically, but turned away when we stood up to them. I dialled 10111 and got no reply and then 08600 10111, which is also a police emergency number, but received no answer there either. It was only after calling the woman we were to meet that we found help, and we duly reported the matter to the police sincenowweeksthatbytothethatwhoThohoyandou,intolduswewerethirdcarbeattackedprotestersday.”Almosttwohavepassedthe incident, and Nicholson said she still did not have a case number from the police. “My question is, where are the police and army who are supposed to protect communities and maintain peace in such situations? We pay taxes for their salaries. Something needs to be done here, and this incident has made me more determined than ever to work with the police and communities to find peaceful solutions to this on-going vio lence. Communities don’t know of better ways to hold the police accountable when they seem to have forgotten their role and mandate,” Nicholson said.

(From page 1) The matter was investigated by two Public Protectors, who found that the process followed had not been fair. Recom mendations were made and a lengthy process commenced to determine what remedial action could be taken. To deter mine what may be owed to the pension fund members proved to be a near impossible task. A firm of actuaries was appointed to assist, but even that could not provide clarity. A second firm later estimated that the remedial action could cost anything between R1,113 billion and R6,326 billion. In 2019, the then Minister of Finance decided to take the Public Protector’s report on re view. This application succeed ed and in December last year was set aside by the Gauteng Division of the High Court. For many, last year’s court ruling signalled the end of the road. It marked an end of almost three decades of a struggle. One of the first groups formed to assist the pensioners was a group called the Vhembe Concerned Pensioners, also called Dabalorivhuwa. They relied heavily on the Public Protector’s assistance. A second group, under the banner of the Venda Concerned Pensioners Group (VCPG), also took to the courts to try and get the pen sion fund money. The VCPG members were represented by Erwee Attorneys from Musina and at the time claimed that it represented 16 000 former members of the Venda Pension Fund.When the Vhavhili vha Pension ya Venda la Mulovha spokesperson was asked who would foot the bill for the lawyers this time around, Mr Maanda said the pensioners would have to pay if they want ed to get their money back. “There is no other way; the pensioners have to pay, or we cancel the whole mission to get their pensions back,” he said. Maanda said they would open a trust account, admin istered by the lawyers tasked to assist. “Yes, we know money disappeared during the days of Dabalorivhuwa, but no cent will disappear under our watch,” he said. On the question of whether the new group had a database of all those who had contribut ed to the Venda Pension Fund, he said they had the necessary information. “Some of us were there [in the previous struc tures fighting on behalf of the pension fund members]. I was an advisor to Mr Tshiololi. So, we have a list of all those pen sioners,” he said. “And I am very optimistic that we will get it [the out standing pension money]. We also know that the money is not invested in offshore accounts; it is here in the country,” he said.

Another man stabbed to death at Ha-Madodonga after an argument

The man and his accom plice allegedly broke into the woman’s house the night before (Thursday, 1 Septem ber). According to Matangari village’s traditional leader, Vhamusanda Vho-Mutulagole Nyamande, the victim told them that one of the men had ransacked her house while the other one had raped her. “After she had opened a case, the police brought her to my palace, where she detailed her ordeal. She said she knew the Zimbabwean as he had been living in the village for years,” Nyamande said. When the villagers heard about the incident on Friday morning, they ran amok, blocking the road between Dz imauli and Muhuyu with rocks and burning tyres and other flammable objects. Nyamande had to calm the angry crowd down, pleading with them not to take the law into their own hands, but rather to help the police with their investigation.

The rising number of abduc tions in the Vhembe District has placed residents on high alert to protect their near and dear – especially their young children. Residents seem to have lost every shred of tolerance and mercy for the criminals who are making life hard for them. Unfortunately, this has also caused a rise in incidents of mob justice, with the risk of innocent people losing their lives. Two alleged child kidnappers suffered the unfortunate wrath of angry community members last Friday as they were beaten and burnt alive inside their get away car. They were accused of trying to snatch a young child from its mother while the two were crossing the road at Biaba. According to eyewitnesses, the woman and her child were busy crossing the road in the Biaba business centre when two men in a white Nissan Tiida suddenly stopped next to them and tried to grab the child.

Another family from Ha-Madodonga in the Kutama area is in mourning after a heated argument between two men resulted in the death of one of them.

The mother started to scream and succeeded in scaring the men away. They let the child go before they fled via the R523 route leading to Siloam village. In the meantime, word had already spread and community members in Siloam started to block off the road. About 15 kilometres on, the suspects met their fate at the Mphephu Resort crossing, where a mob of angry community members were waiting for them. The two men were severely beaten be fore they were pushed back into the car, which was set alight with them Limpopoinside.police spokes person Lieutenant Colonel Malesela Ledwaba confirmed the incident. “Two males were attacked with a variety of objects and they were subse quently burnt in their vehicle. The two victims were declared dead at the scene.” Ledwaba said the Mphephu SAPS were investigating the circumstances that had led to this incident. A case of robbery and two cases of murder were opened. At the time of our going to press, no one had been arrested yet. This was the second incident in the space of three weeks involving abductors coming face to face with the Nzhelele community. On 17 August this year, three suspects allegedly tried to kid nap a 23-year-old woman who was doing her shopping at the Mphephu Plaza in Siloam. The girl, who claims to have been drugged somehow, came to her senses just as the suspects were trying to put her into their car. She screamed and the suspects let her go and drove off in a Toyota Etios with a North-West registration plate. Kutama said that they were very concerned about the killings in the area. “In a very short space of time, we have already lost three lives through crime. We are planning to hold a meeting and come up with ways to combat this scourge, after we have consulted with other structures in the village,” Kutama said.

According to the provincial spokesperson for the police, Brig Motlafela Mojapelo, the incident occurred on Sunday, 4 September, when Maanda Murulana (32) was stabbed in the head and chest several times with a knife after getting into a fight with an 18-year-old suspect.

Vhamusanda Vho-Ntanganedzeni Kutama said he was shocked to learn about the incident. “I got the news that community members were angry about the ongoing killings among resi dents and threatened to take the law into their own hands. I realised that, unless I acted quickly by addressing my people, more murders might occur in the village. I advised the community to refrain from using violence and not to take the law into their own hands,” he said.

Murulana was declared dead at the scene. The suspect was arrested immediately and charged with murder. He appeared in the Tshilwavhusiku Magistrate’s Court on Wednesday, 7 September. Murulana is the third person from this village to be stabbed to death in a short space of time, and residents’ concerns are growing by the day.

The following day, the community had a meeting at the royal palace and decided to go and look for the suspects themselves. According to the secretary of the Matangari Traditional Council, Mr Nor man Siebathavha, some of the community members saw the suspect that same afternoon, next to the river. “When he saw the villagers, he ran and jumped into the river. After searching for him for some time, they found him hiding inside the reeds. They fished him out and took him to the royal palace, and the tradition al leader called the police,” he said.However, while they were waiting for the police to arrive, the angry crowd started to in terrogate the suspect, beating him with different objects, and he succumbed to his injuries. Police spokesperson Colonel Malesela Ledwaba said the po lice at Mutale were investigat ing two cases - one of rape and one of murder. “We haven’t effected any arrests yet. Police investigations continue,” he said.

The Vhembe-based school was destroyed during violent protest action that started in 2015. A year later, the Lottery arrived as the big benefactor and provided the funds to build a new school. What became clear only much later was that this project encompassed all the rot at the NLC and includ ed many of the people allegedly involved in the looting of public resources.Thearticle that appeared early in October 2018 was titled “NLC school falling apart”. It investigated the circumstances surrounding the grant and re ported on structural problems that were clearly visible in the new buildings, just 19 months after they were constructed. (GroundUp, which co-pub lished the story, ran a similar article.)Butobtaining any informa tion about the grant, which was one of eight “flagship projects” featured in a paid-for NLC ad vertorial in the Mail & Guard ian newspaper in December 2018, was very difficult.

One major anomaly is that the recipient of the grant, Sim ba, is not mentioned by name in any of the NLC’s annual reports.Inits 2016/17 annual report, the NLC states that “R28,330,274.80 was granted to build Vhafamadi Secondary School in Limpopo, which was successfully completed in De cember of 2016. The building includes a fully furnished ad ministration block, classrooms, and a fully equipped laboratory centre.”Nomention is made of the Vhafamadi grant in the 2015/16 annual report, when the grant was most likely made.

At the time, the NLC’s information officer was former NLC Commissioner Thabang Mampane. (Mampane resigned suddenly in August this year, just months before her term was due to end. Shortly before her resignation, GroundUp reported how almost R3.9 million of the Vhafamadi grant was used to pay for Mampane’s luxury home in a North West golf estate.)

connection with several other multi-million rand Lottery projects that are currently being probed by the Special Investigating Unit (SIU). On 29 August, most of the remaining money was moved out of Simba’s account. Of this, R4 million was transferred to Upbrand Proper ties, a company linked to Phil lemon Letwaba. At that stage, his brother, Johannes, was the sole director of the company. A further R2 million found its way to Ironbridge Travelling Agency and Events. At the time, Karabo Sithole, Phil lemon Letwaba’s first cousin, was the director of Ironbridge. Letwaba’s second wife, Rebotile Malomane, became a director of the company in February 2017.The last payment was for R1,5 million, paid to Mishsone Trading, with Jeanette Mashele as sole director. Although she is not listed at the DSD records as a director of Simba, her name also appears on Simba’s NLC application form for the funding. Mashele also features in other NLC projects under investigation, including War_ RNA, an NPO that received R22-million for an old-age home that has never been completed.

The NLC was also extremely secretive about this grant. A Promotion of Access to Infor mation Act (PAIA) application filed by a GroundUp reporter in 2018 to obtain information about the project was ignored at first. When the reporter inquired about the request a month later, the reply came that the application was “not received” and had to be resub mitted. The NLC asked for an extension, but ended up not responding at all.

Money for a mansion MShandukani Holdings’s owner, Mashudu Shandukani, told GroundUp recently that his company was appointed as contractor to build the school. “Upbrand Properties were the nominated civil and earthworks contractor. We paid them for the work done,” he said. Why both Simba and Shandukani paid Upbrand was never explained.Upbrand Properties was only registered as a company on 22 January 2016. Three months later, on 26 April, it was issued with a registration certificate as a member of the National Home Builders Registration Council.Before the R4 million pay ment from Simba, Upbrand had a balance of just over R100 000 in its bank account. The account was further topped up with payments from MShandukani and Ironbridge. Simba had earlier paid Iron bridge R2 million. The SkX report found that Upbrand Properties received just over R6.7 million into its account from entities linked to the rebuilding of the school. GroundUp’s investigations revealed that Upbrand paid R3.6 million on 16 Septem ber 2016 to Jacobs Robbertze Attorneys. A week before, on 11 September, the Mojakgo mo Family Trust, of which Mampane, her husband and their two adult children are beneficiaries, signed an offer to purchase a house in Pecanwood Estate for R3.6 million. Up brand also made an additional payment of R269 848 to cover transfer and legal costs. The house was registered in the name of the trust on 1 Decem berBut2016.not only the Mampane family seemed to have benefit ed from the grant. Mishsone Trading also paid R9,2 million to lawyers acting in the pur chase of a R27 million mansion by a company owned by former NLC board chairperson Alfred Nevhutanda, according to an SIU report to Parliament. The SIU obtained a preservation order in June this year on the mansion and its furniture. During a presentation to Parliament in March this year, SIU head advocate Andy Mothibi said investigations had identified Mishone as a “vehicle to distribute NLC funds” to businesses “directed by mem bers of NLC Chief Operating Officer [Phillemon Letwaba]’s family”.

“It has come to our attention that the matter raised is being probed by the SIU and as such, we are unable to respond until the investigation is concluded,” MaringaMaringasaid.was asked whether, in light of the SIU investi gation, the department had launched its own internal in vestigation into the Vhafamadi project. He did not respond. And the real losers are … In a press release issued on 13 December 2016, the NLC boast ed about the Vhafamadi project. “The funding was directed to ward rebuilding 20 classrooms; a library; a computer lab; a science laboratory; an NSNP kitchen; and a school hall. A palisade fence has also been installed in order to minimise vandalism,” it said. The NLC responded to the initial media reports of the problems with the project by arranging for a hastily organised press briefing at the school on 9 October 2018. During this visit, Letwaba denied that structural problems existed, describing them as mere “defects that can be Letwabaremedied”.was also asked about the outstanding items, including the computer and science lab. Members of the media were not allowed to inspect the building purported to host the computer lab because, they were told, it was locked and the keys were not available. No sign could be found of a science lab. Letwaba said that a separate contractor was to supply the equipment for bothLearnerslabs. and teachers at the school who were interviewed over the past few weeks said that no such facilities were ever established. “There are no science or computer labs,” said a teacher, who preferred to remain anonymous as the person feared that they would be disciplined for speaking to the media. No purpose-built hall, as the NLC had claimed, was built either. “They have divided two classrooms and made a hall. There are 18 classes that are in use,” the teacher said.

An independent investiga tion commissioned by the National Lotteries Commis sion (NLC) in 2020 recom mended that legal action be taken against the non-profit organisation (NPO) and its directors responsible for rebuilding the Vhafamadi Secondary School in 2015. Audit firm SkX found that the NPO, Simba Community Develop Foundation (Simba), which received grants totalling R28.3 million to build a new school, had submitted fraud ulent documents, had never finished the project and that the Lottery funds could not be accounted for. Unregistered contractors were also used to build the public school.

Leaked report sheds more light on the rot at Lottery-funded school

Turning a blind eye One of the several anomalies highlighted by SkX’s investi gating team is that no proper processes were followed when appointing contractors to build Vhafamadi School. In terms of the necessary legislation, all contractors wish ing to tender for construction projects in the public sector must be registered with the Construction Industry Devel opment Board (CIDB). Neither Upbrand nor MShandukani Holdings was registered with the CIDB at the time. The Limpopo Department of Education also appears to have looked the other way and did not insist that properly registered companies perform the work at the school. When the new facilities were officially handed over to the education department in February 2017, the guest list included the then Deputy Minister of Cooperative Gover nance and Traditional Affairs, Obed Bapela, and the Limpopo MEC for Education, Ishmael Kgetjepe.Questions were sent to the spokesperson for the Limpopo Department of Education, Mike Maringa, last month. He was asked what processes would normally apply to a non-profit entity wanting to build a public school. Maringa was also asked why, in the case of Vhafamadi, private contrac tors without proper registra tion were allowed to build the school.Maringa acknowledged receipt of the questions on 18 August, but did not initially re spond. He eventually respond ed last week, using a “sub-judi ce” defence to not say anything.

The SkX report revealed that at least R100 million out of grants of almost R300 million was lost to corruption in the 11 grants it investigatedSeveralinvestigated.oftheprojectsbySkXwere in the Vhembe District. The report highlights the numerous irreg ularities in both the way the grants were awarded and how the funds were spent. Thanks to leaked documents, interviews with sources and lots of groundwork, putting together a timeline of events for the Vhafamadi project was possible. The information con tained in the leaked SkX report also helped to fill in some of the blanks.On16 August 2016, the NLC’s adjudication committee sat to approve the Vhafamadi School project. Simba, which had previously unsuccessful ly applied for funding, was identified as the organisation to oversee the project. Simba was established in De cember 2013 by Vhembe-based boxing promoter Azwindini Simba.TheSkX report reveals how records obtained from the Department of Social Devel opment indicate that Simba’s directors filed an affidavit stating that it was not active in 2015 or 2016. Yet, surprisingly, the non-profit organisation produced two years of financial statements when applying for Lottery funding in 2016.

According to the SkX report, the vetting of organisations such as Simba, to ensure that they had the necessary expertise to conduct the work, was mainly the responsibility of the NLC’s chief operating officer (COO), Phillemon Letwaba, along with Marubini Ramatsekisa, a risk manager at the NLC. Ramatsekisa has since been appointed as the NLC’s Chief Risk Officer. On 17 August 2016, the first tranche of R25 million was paid into Simba’s bank account which, at the time, had a balance of just R226. But the money did not stay there for very long. On Monday, 22 August, R15 million was paid to a construction company, MShandukani Holdings, which did most of the work at the school.Afurther R160 000 was paid to Ndavha Management, with Collins Tshisimba as sole director. Tshisimba acted as spokesperson for the Vhafa madi project when journalists started enquiring in 2018. His name, however, pops up in

The family of the man whose body was found in a local river on 30 August say they have every rea son to believe that he had been ritually murdered. David Mutuwafethu (54) from Phadzima Dzum bathoho went missing on 16 August this year – about two weeks before his body was found floating in the Mutshedzi River. His body was spotted by a local herdsman who passed the river with his cows last Tuesday. The man raised the alarm and the police and its diving wing were informed.Mutuwafethu’s sister, Ms Rudzani Manngo, is convinced that her brother had been killed for ritualistic purposes. “I suspected all along that his death had not been natural, but man-made, and this was confirmed when his body was found. My brother’s eyes and tongue were cut out and his right ear was missing, as well as his private parts. Besides this, the skin on his head was removed. This is a clear indication of a ritual killing,” she said. The police spokesperson Brig Motlafela Mojapelo confirmed that a body had been found in the river. He discounted the possibility of a ritual murder. “We rely on post-mortem results. We will know what to do as soon as the doctor has confirmed the cause of death. For now, we have opened an inquest dock et,” he said. The chairperson of the local civic organisation, Mr Joseph Mulaudzi, said that crime had become a thorny issue in the area. “We are worried about the number of people going missing in the area. As leaders, we are also sad dened when people die in this manner.” He asked the community to remain calm and to allow the police to do their work properly.

Mr Maanda Michael Mafhege told the media that he went to the bank that day to withdraw his disability grant when he fell into the manhole. He said he was very fortunate that a passer-by came to his rescue, otherwise he might still have been trapped inside that hole.

“The Good Samaritan took me to a nearby clinic, as I sustained injuries to my right leg. The next day (Friday) I was trans ferred to hospital, as I was in a lot of pain. I was discharged on Saturday (3 September),” he said. “Farming is my means of making a living for myself and my family. Now I can do nothing but sit at home.” Mafhege (45) farms butter nut, maize, tomatoes, sugar beans, and cabbage, to name but a few, on his four-hect are orchard in Dzingahe. He was recently honoured by the Dzingahe community with a certificate of recognition for sharing his crops with organisations for the disabled and the com munity at large. He started farming from the backyard of his house in Vondwe when he was a young man. “I was not born blind. It came when I was in the 11th grade, in 1997. I went to the doctor and was told that I suffered from an eye condition, called Glaucoma, and that I would never see again. The Limpopo Department of Basic Education is concerned about the break-in at Musina High, where a group of men entered the school premises in the early hours of Wednes day, 31 August, and stole 45 laptops. The robbers allegedly held the security guards manning the school premises at gunpoint while they collected their loot. “We call on community members to assist [the] police with information to apprehend the criminals. The laptops were donated to the school by a local mine and the robbery is a serious setback to learners who were using them. The depart ment is still assessing the [full] impact … and will intervene accordingly,” said the depart ment’s spokesperson, Mr Mike Maringa.WhenLimpopo Mirror visited the school on Thursday (1 September) learning and teaching seemed to be going on as normal, despite the incident. According to some of the school’s parents, this was not the first time the school had been targeted by criminals. Last year, the school was also vandalised. People are starting to suspect that someone from the inside might be master minding these criminal sprees. “We are sure that whoever is running these burglaries comes from within. More than four months have now passed since the dis covery of Tshililo Kwinda’s body, and still the family members are waiting for the forensic investigations to be concluded, so that they can bury his remains. The 43-year-old Kwinda, from Dzimauli-Tshapasha in Ha-Rammbuda in the Mutale area, was reported missing on 5 May this year. His decom posing body was found by a local woman chopping wood in the nearby bushes on 27 May, and an inquest was opened.Thelocal villagers believed that Kwinda might have been the victim of a ritual killing, but that has not been confirmed by the police yet. According to the family, they still have not received any word from the police regard ing their investigation. As far they know, no-one has been arrested in connection with Kwinda’s death either. “We keep asking the police, but they never give us any clear answers on the mat ter. Until they finish their investigation, there is no way forward for us. If they can just release his remains, we can give him a dignified funer al and our hearts as family members will be consoled,” said the distraught mother, Ms Elisa LimpopoKwinda.police spokes person Brigadier Motlafela Mojapelo said the family and community members must understand that determining the cause of death usually takes time. Upcoming artist Asakundwi Mulaudzi, popularly known as Asa Tee Tee, is steadily making his mark in the Afro hip-hop market. The singer just released his debut album, called Ndo Balelwa, which already seems to be doing quite well commercially. The 11-track album, which includes songs such as Wofhela, Ndi khou baleliwa, Ngoho and Rubber, is dedicated to music fans from all age groups. “I don’t like blowing my own horn, but in the music industry you’ve got to communicate with your fans through the radio. This is where people get to know about your work. This album is selling very well so far, with the demand being higher than I can supply at the moment,” he said. Mulaudzi studied for his diploma in technical engineering at the Vaal University of Technology. Netshifhefhe is well known among his fellow villagers and people from the surrounding area for his traditional Tshivenda performances. Not only does he sing, but he also plays the concertina, acoustic guitar and hand piano (mbila). He has been entertaining the locals at social gatherings for the past 10 years now. “I go to these gatherings voluntarily to entertain the people because everyone around here loves my performance. I also hope that someone out there sees the potential of my talent and offers to help me to take my music to a higher level. That has not happened yet, but I’m hopeful.”Netshifhefhe is also famously known as Zwidzholodzholo for his outstanding pot-cooking skills. Because he is unemployed, he takes on any given job and tries to save as much as he can to have his music recorded. “I don’t want to go to my grave without sharing my talent with the world. Phalaphala FM presenter Pastor Michael “Holy Mike” Mabungana and Thikho Liphadzi were among the scores of runners who took part in the 2022 Comrades race in Durban at the end of August. This ultramarathon, run annually between Durban and Pietermaritzburg in KwaZulu-Natal, is regarded as the world’s largest and oldest ultramarathon race. The spirit of the Comrades is said to embody attributes of camaraderie, selflessness, dedication, perseverance, and ubuntu.This year’s race was a “down run” of approximately 91 km that started at the City Hall in Pietermaritzburg and finished at the Moses Mabhida Stadium in Durban. Close to 16 000 athletes entered for the gruelling race, including roughly 2 000 competitors from other countries. Out of these, 11 700 runners completed the race in less than the 12-hour cut-off time. The men’s race was won by South African athlete Tete Dijana, who finished in 05:30:37.

By Bernard Chiguvare Tshilidzi Bobodi from Nzhelele had a vision of teaching music skills to the Venda-speaking people across the Limpopo River in Zimbabwe and ultimately helping them get the exposure they need to start careers in music. Unfortunately, the Covid pandemic and lockdown that followed prevented him from doing this. Now, at last, he can continue to work towards reaching his goal again. Bobodi (39), who is into arts administration, grew up with a deep love of music. He decided to follow in the footsteps of his late uncle, who was a very skilled musician too. “I was only 11 when my passion for music started. I was visiting my uncle, who was a band leader. I learned to play musical instruments and really developed a love for music and the whole arts industry,” he said. After school, Bobodi moved to Johannesburg to study music at the Fuba School of Dramatic & Visual Arts. He later moved on to the Central Johannesburg College’s Popular Music Department, where he continued his studies in music for two more years before he also studied sound engineering. During his time in college, Bobodi rubbed shoulders with a few well-established musicians, such as Ntando Bongani, RJ Benjamin and others, who he says had shaped him well for this industry. In 2018 and 2019, he started organising different kinds of events and entertainment at the Mphephu Resort, as well as in Musina, and this is mainly what he does with his time these days. Before the outbreak of Covid-19, Bobodi often travelled to Zimbabwe, where he interacted with the Venda-speaking people in villages around Beitbridge. “I realised that there are many musically talented people there with no platform to help them build their music careers. My aim now is to establish such a platform for them, where they can first develop their music skills and then get the exposure they need to get their music careers going. I will start with the Venda people in Beitbridge, but my aim is to spread this idea throughout Zimbabwe. I want the world to realise that

The long-awaited N1 Musi na ring road was officially opened – to the delight of many road users - on Thurs day, 1 September. The Min ister of Transport, Mr Fikile Mbalula, did the honours.

In his opening speech, Mbal ula thanked the local commu nities and businesspeople for working together to contribute to South Africa’s National Development Plan to invest in a strong network of economic structures designed to support the country’s medium- and long-term objectives for sus tainable and inclusive growth by“This2030.is yet another mile stone in our effort to deliver infrastructure that enables service delivery to our people,” Mbalula said. The R640 million project commenced in 2015, although actual construction only started in April 2016. The project was expected to be completed by 2018, but the first con tractor, Basil Read Ltd, went into business rescue before it was finished. A new contrac tor, Raubex, was appointed in 2020, but because of the Covid-19 restrictions, progress wasAccordingdelayed. to Mbalula, the project created 275 full-time jobs at a cost of more than R28 million. More than R51 million was spent on local subcontrac tors.The development is expect ed to ease traffic congestion and reduce motorists’ travel ling time around Musina, as long-distance trucks coming into and leaving South Africa can now use this ring road.

New EPWP recruits deployed to help unblock the water challenges

The executive mayor of the Vhembe District Municipal ity (VDM), Cllr Dowelani Nenguda, has urged the new recruits for the Expanded Public Works Programme (EPWP) to work hard and to develop new skills during their period of training. Nenguda was speaking at the VDM’s council chamber on Wednesday, 31 August, shortly after welcoming the 400 new general workers and 288 borehole workers who will be deployed around the Thulamela, Makhado, Musina and Collins Chabane munic ipalities to help with, among other things, plumbing issues, fixing burst water pipes in rural villages and fixing sewer systems.Nenguda said that the deployment of the EPWP workers would help the VDM as the water services authority to fast-track backlogs and challenges regarding water delivery within the commu nities.“The 12-months contract for these EPWP workers is also to eradicate poverty and unemployment. We understand that many young people, including graduates, are unemployed today. The programme will provide them with the necessary skills to help with unblocking the wa ter challenges the district has been facing,” said Nenguda. The general manager of technical services, Mr Wiseman Maluleke, said the new EPWP workers would be working from 07:30 to 16:30, Monday to Friday, unless they were called in on short notice to fix leaking water pipes or to attend to other problems. Maluleke said that they might possibly recruit another batch of EPWP workers, if the budget allowed this, consider ing the demand for workers. One of the new recruits, Ms Judith Maluleke (35), a mother of two, based in Mala mulele in the Collins Chabane municipality, said that this opportunity would make a big difference to their lives. “I was unemployed before and this is a good opportunity for me and others to learn new skills. I pledge myself, along with the other workers, to help the district in addressing the water challenges affecting communities,” said Maluleke.

TMAC consists of 456 vol unteers from 88 villages within the Makhado and Thulamela Municipalities, of which the majority are women. The volunteers see to the reha bilitation and protection of 36 springs that play a crucial role in supplying water to the communities.Thevolunteers also clean and remove solid waste from rivers, streams and wetlands and help to conserve wetlands. TMAC conducts voluntarily awareness campaigns in the communities, stressing the importance of protecting water resources by removing alien invasive species in rivers, planting indigenous trees, and installation of waste-collection stands next to the communities to prevent littering and illegal dumping of waste in the envi ronment.Magadzi told the TMAC vol unteers to report anyone who pollutes the rivers and dumps disposable nappies and other solid waste around the villages and main roads to the officers at the department and the Vhembe District Municipality.

The residents conduct ed themselves peacefully, singing struggle songs as they handed their memorandum of grievances over to the police. When this was done, they quietly returned to the village.Thelocal civic chairperson, Mr Terrence Malada, said that crime had completely gotten out of hand and that residents were living in fear, not knowing who would become a victim next. He said they trusted the police to help them in the fight against criminals, but that the very police seemed to have for saken them, leaving them at their own mercy. “Crime is at an all-time high in this village. We call the police every time a crime gets committed, and every time we are told that there are no vans. The only time we ever see vans driving here is when the police officers visit their girlfriends or drop groceries off for relatives. We demand police visibility at all times as from today. One case that still pains us is the dis appearance of Ms Naledzani Makhado a year ago. The po lice have sufficient evidence, and still no arrests have been made,” he said. “The preferential treat ment of Indian businesspeo ple, who get police escorts every day after closing their shops, should come to an end. They must hire private security companies to escort them, not our police. We are fed up with this ridiculous request for proof of resi dence when we need to open a case. This is against our constitution. We give them seven days to respond to our demands or else heads will roll,” Malada said.

Nen govhela described the late media liaison officer as a soldier in the tourism sector who had taught him (Nengovhela) a lot on how to deal with media representa tives. “When Kgatla invited me for the launch of Tourism Month at the Kala hari Waterfront Nandoni on 23 August this year, I could never have foreseen that that would be our last meeting,” Nengovhela said. Kgatla’s funeral service takes place on Saturday, 10 September, in Polokwane, at 07:00. The venue could not be con firmed at the time of our going to press. After attending a meet ing with their traditional leader and the royal council on Tuesday afternoon, villagers from Matangari, carrying sticks and stones, marched to the house of a 55-year-old man and burnt it to the ground. The exact details of what had been discussed during the meeting are not known, but the actions of the com munity members still seem to be in response to the rape of a 26-year-old woman the previous week. The wom an was allegedly raped by an illegal immigrant from Zimbabwe, after which the suspect was beaten to death by an angry mob last Thurs day. (See report elsewhere in the newspaper.) Sources from within the community say that the man who lived in the house that was burnt down is accused of harbouring the illegal im migrants. When they arrived at his house, they started by breaking the windows before setting the house on fire. His 13-year-old son, who was coming home at the time of the incident, said he was surprised to see such a huge crowd descending on the family home.“Itwas terrifying. I just stood there and saw our whole house being engulfed by fire. I lost all my clothes, including books and school uniform. I also saw some members of the community stealing live chickens,” he said. The owner of the house said he was also in shock. “All I can say is that all I have worked for in my life is gone,” he said. Community members who witnessed the event said that the police had been informed of the crowd’s intentions to burn down the house but had done nothing. During a visit to the scene on Wednes day morning, some family members remarked that the police had not even passed by the house.

On Monday, 5 September, community members from Mtititi were picketing on the D40 road from Mtititi to Malamulele, demanding that the Limpopo Depart ment of Economic Devel opment, Environment and Tourism open the Shangoni gate of the Kruger National Park (KNP). This, however, seemed to come as a surprise to the department, who said that the issue of opening this gate was still ongoing. “There are still consultations going on between the Collins Chabane and Giyani Municipality, as well as local traditional offices,” said the department’s spokesperson, Mr Zaida Kalla.According to Kalla, the Limpopo Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGH STA) had intended to hold a meeting with the commu nity in July this year, but this meeting had apparently been disrupted by the traditional leaders. “As a department, we are now waiting for response,CoGHSTA’ssothat we can continue to en gage all stakeholders for an thismemberssolution.”amicableThecommunityclaimthatgate,whichis currently being used by the KNP staff members, will offer them the chance to run their small- and medium-sized businesses.“Opening the gate will benefit the community. Growth in awareness of those living with disabilities is inspiring

Isability News When one throws one small stone into a pool of water, it truly creates ripple upon ripple radiating out from the original small movement in the water. This is certainly true about the growth in awareness and support of opportu nities for people living with disabilities, following blind Paralympic medallist Louzanne Coetzee’s visits to schools in Louis Trichardt and surrounding areas in May this year.

One of the knock-on effects was a fundraising and awareness initiative held at PHS (Pietersburg High School) in Polokwane on 31 August, where Isability was identified as the beneficiary of their annual charity drive. Mr and Miss PHS 2022, Cara van der Goot and Gregory Carlisle, were the drivers behind the day’s inspirational activities.About1000 PHS learners gathered on the stands of the athletics grounds after welcoming Isability and visually impaired learners and teachers from Rivoni, Siloe and Bosele Schools for the Blind. Jacaranda FM’s Mack Rapapali (also representing his Step by Step Foundation) was MC for the event, followed by Gregory, who commentated while the participants ran. Mack not only provided a voice for the cause, but he challenged Louis Trichardt’s own local Paralympic medallist, Sheryl James, plus the two top athletes from PHS, and Ma sala Makatu, an athlete from Rivoni School for the blind, to a 100m dash. Mack had a surprise in store for everyone when “Bulletjie’, the Blue Bulls’ mascot, came waltzing into the grounds to entertain and motivate the learners. Ultimately, Bulletjie joined in the fun and took up his post at the starting line of the 100m challenge, which was won by Thereafter,Masala.all the PHS learners and their teachers, together with the learners from the blind schools, participated in the fun-run. Participants, whether visu ally impaired or not, ran in pairs, one being blindfolded and the other as the “guide runner”, linked by a tether. The organisers made 700 good-quality tethers for the event, and after the event, these tethers were donated to the schools for the blind and to Isability. Bulletjie also joined the fun-run with great enthusiasm! Local Junior Ambassador for Jumping Kids/Isability, Vhutu Nemu tandani, was present to thank the hosts, and he also proved to everyone that being a dou ble amputee does not prevent one from running a fun-run. On behalf of PHS, Cara and Gregory presented Isability and their projects with a sum of R10 000, to which Auto Investments and Mack Rapapali graciously added a further R20 000. “It was heart-warming to see how the PHS communi ty and corporates involved embraced the opportunity to learn about some of the practicalities of living with a visual impairment and, at the same time, reach out to this cause. They were gracious hosts and went all out to make the event a wonderful success. Local football legend Gil bert Netshisaulu believes that a visible drop in foot ball standards, compared to a decade ago, can be seen, and that one of the reasons for this decline is because the current crop of footbal lers are not as dedicated to the game anymore. The team had six Netsh isaulu siblings in the first starting line-up every week, unless one of them was injured or sick. “We had Nthambeleni, Steven, the late Professor, Isaac, the late Reu ben, Elia and myself. It was like a family team. We used to work for each other.” He said the biggest factor that contributed to the decline in football standards was the doing away with school sports, and drugs and alcohol abuse. “During our time, we used to exercise every day. We walked more than 10 km to go and play a game and then walked all the way back home afterwards, but nowadays soccer players spend their time in taverns and shebeens. You see them drinking beer on the eve of a big game. The opening matches of the Nwali Soccer Challenge were played at the Khubvi Benjie’s Grounds the past weekend. The tournament was officially launched during a ceremo ny held at Khubvi Primary School Hall on Thursday, 25 August. Thirty-two teams from all over the Vhembe District are taking part in the tournament. The toss for the last-16round matches was conducted at the grounds shortly after the last game on Sunday evening. The last-16-round matches will be played at the same venue this weekend. Four matches will be played on Saturday, while the same number of matches will be seen on Sun day.Saturday’s matches include the one between Tshanda ma Try Together and Berea FC. Berea FC are one of the favourites to lift the trophy. The other game expected to keep the spectators at the edge of their seats will be between Tshimuthe FC and Thengwe FlyingSunday’sPeace.programme will open with the match between Mulodi Freedom Birds and Rambuda Young Fighters, which is scheduled to start at 10:00.The champions will take home R10 000. No match for Maraxwe Happy Boys

The Mpho Mathoho Electrical KO match between Maraxwe Happy Boys and Muhotoni FC, which was supposed to be played at the Makonde Manchester United’s grounds on Sunday, did not take place as Muhotoni failed to show up on time. Happy Boys, together with the referee, Mr Oriel Mu lovhedzi, were already on the field at the scheduled 15:00 kick-off time. The scheduled starting time came and passed and Muhotoni were nowhere to be seen. Realising that Muhotoni were not showing up, the referee told the captain of Happy Boys that he would allow Muhotoni a grace period of 30 minutes. The period of grace also lapsed. At exactly 15:30, the referee requested his travelling fee from the captain of Happy Boys and blew the finalThewhistle.match between Happy Boys and Muhotoni had to be replayed after their first game, which was played at the Mbaela Grounds three weeks ago, was abandoned. The score was 2-2 when the game was abandoned.

The two clubs were sum moned to appear before the league’s disciplinary committee last Tuesday. After listening to both sides of the story, the committee ruled that the match should be replayed at a neutral venue.During an interview with the chairman of Happy Boys, Mr Ishmael Tshipuke, he said he was disappointed to see that Muhotoni had decided not to honour the fixture, something that brought both the league and the sponsors into disre pute. Lidoda duvha lost 0-1 to Hungry Lions in their opening fixture of the Motsepe Foundation Championship League at the Malamulele Stadium last Saturday. During an interview with Mr Thidiela after the game, he praised his players for their outstanding performance throughout the game. According to him, the players had done everything right on the field, but Lady Luck had abandoned them at the goal finish. The only time when VFA came close to scoring was when Sedzani Mudau broke loose from the left flank and shot wide from close range. At that stage, the game was 34 minutes old. As one of their many ways to search for goals, VFA introduced Rudzani Thobo for Sedzani Mudau. The goal that gave Magezi the edge came in the 74th minute. Vuyisile Wana tapped in the ball after receiving a well-cooked pass from Tshepo Makgoga.Latein the game, VFA should have equalised, but Tau Rankoko’s ground cutter hit the woodwork and bounced back into play, much to the disappointment of the team’s fans. Rudzani “Zoba” Thobo of VFA’s goal in the 80th minute was not awarded as he was ruled to be off-side.

Tshakhuma MadzivhandilaTshaFC (TTM) are gearing up for two tough battles. They will host the newly promoted MM Platinum FC at the Thohoyandou Stadium on Sunday. They will then travel to Potchefstroom next Wednesday, where they will fight for league points against Platinum City Rovers at the Olën Park Stadium. Vhadau Vha Damani, as they are also known, must collect at least four points in the two matches to keep their title hopes alive. The Tshakhuma side started the new season on a bad note with last Sunday’s 0-2 defeat at the hands of Casric Stars at the Solomon Mahlangu Stadium in Kwamhlanga, Mpumalanga.

After giving away significant league points to Magesi FC, to whom they lost 0-1 in the Motsepe Foundation Championship League match that was played at the Old Peter Mokaba Stadium in Polokwane last Saturday, Venda Football Academy (VFA) have another mountain to climb. They will play two tough matches within the space of four days. VFA will entertain Platinum City Rovers at the Thohoyandou Stadium on Saturday. Apart from the fact that beating City Rovers on Saturday will restore the team’s pride, VFA must win the match to keep their title hopes alive. According to the chairman of VFA, Mr Itani Munzhelele, their aim is to gain automatic promotion to the DStv Premiership Division at the end of the current season. Munzhelele said earlier this week that their set target was achievable when taking into account the squad they had assembled so far. Some of the experienced players whom VFA had signed this season include the former TS Sporting and Black Leopards’ centre back, Mxolisi Khosa, the former Tshakhuma Tsha Madzivhandila sharpshooter, Rhulani Manzini, and two Zimbabwean nationals, Edmore Chirambadara and Tatenda Tavengwa. A combination of Rhulani Manzini, Tau Rankoko and Rotodzwa Mutsivhuli in the VFA striking force is likely to give the Rovers’ defence a headache.VFAwill not have much time to prepare for their next fixture after Saturday’s game. They will travel to Polokwane next Tuesday, 13 September, where they will play against Polokwane City at the Old Peter Mokaba Stadium. Unlike VFA, who had lost their opening league match, Polokwane City managed to collect one point in their opening match. They played to a goalless draw with the University of Pretoria FC at the Absa Tuks Stadium in Pretoria last Sunday.

The Sasol Women’s League game between Lacoste Morning Stars and the University of Limpopo Ladies FC, which was played at the Oscar Mpetha Stadium in Polokwane, was not played to the finish. The game came to an abrupt halt about 15 minutes before the end of the regulation time. At that stage, the University of Limpopo Ladies were leading 2-1. The visitors from Shayandima were down and out from the start. Realising that their scoring chances were slim, Morning Stars opted to abandon their positions and packed themselves within their own half. The home side capitalised on that and knocked on the Stars’ door from time to time. Their efforts did not pass without reward.Limpopo Ladies claimed the lead in the 24th minute when Sophy Mokoena went loose from the left corner and beat the keeper with a ground cutter. The home side enjoyed their 1-0 lead until the referee blew the half-time whistle.Stars took the game to the home side in the opening minutes of the last stanza, but only for a moment. The situation turned ugly when the referee flashed red cards to four of Morning Stars’ players, namely Mususumeli Mankga, Amanda Pinana, Livhuwani Mukwevho and NompiloMorningNkuna.Stars felt that they could not win the game under the circumstances and they decided to pack their bags and leave the place.
