Dat die plaaslike owerhede en wetstoepassers besig is om die geveg te verloor teen die misdadigers wat tans verantwoordelik is vir die grootskaalse plundering van Louis Trichardt se brandkrane is duidelik. Feitlik nie ‘n dag gaan verby waar brandkrane se geelkoper-sluitkleppe nie afgedraai word vir hulle skrootmetaal waarde nie. Dié skade is egter nie al wat kommer wek nie, maar ook die verlies aan miljoene liters water in ‘n dorp wat reeds ernstig gebuk gaan onder kroniese watertekorte.

Die Vhembe Distriksmunisipaliteit, wat verantwoordelik vir water en die instandhouding van die gepaardgaande infrastruktuur, kan tans

nie voorbly om beskadigde brandkrane te herstel nie. Hul woordvoerder, mnr. Matodzi Ralushai, het Maandag by navraag gesê dat sedert dié misdaadtendens einde verlede jaar begin het, reeds 78 gevalle van beskadigde brandkrane by hulle gerapporteer is (teen begin Maart was Vhembe bewus van slegs 12 gevalle). Hierdie skade kos hulle al meer as R1 miljoen tot op datum, ‘n uitgawe waarvoor hulle nie begroot het nie.

Volgens Ralushai het hulle nog geen terugvoer van die polisie gekry oor moontlik arrestasies in die saak nie, alhoewel hulle met die polisie en gemeenskap saamwerk om die skuldiges aan te pen te laat ry.

“Die munisipaliteit verloor baie geld om die beskadigde brandkrane te herstel, en die diewe moet asseblief ophou om dit te beskadig en te

vandaliseer,” het Ralushai gesê.

Met die diefstalle wat voortduur en geen aanduiding wie daarvoor verantwoordelik is en of iemand al daarvoor aangekeer is nie, vra inwoners met reg wat die polisie se rol in hierdie verband is.

Makhado polisiewoordvoerder sers. Irene Radzilane het in antwoord gesê dat die polisie deurlopend met alle rolspelers, insluitend die munisipaliteit en skrootmetaalhandelaars, in gesprek is. Sy het gesê dat hulle doen wat hulle kan om die skuldiges vas te trek, maar dat die publiek nie kan verwag dat hulle elke brandkraan moet oppas nie. Hulle het net nie die mannekrag daarvoor nie.

mark daarvoor bestaan en dat skrootmetaalhandelaars dié mark skep. Wat dit betref het Radzilane plaaslike skrootmetaalhandelaars verdedig en gesê dat hulle nou met die polisie saamwerk wat die probleem betref.

“Die gesteelde geelkoper gaan beslis nie na plaaslike skrootmetaalhandelaars nie. Dit word uit die streek geneem,” het Radzilane gesê. Sy het bygevoeg dat behalwe die brandkrane se sluitkleppe, ‘n ernstige probleem ook bestaan ten opsigte van watermeter- en kabeldiefstalle. Die diefstalle van die sluitkleppe vind gewoonlik deur die nag plaas (alhoewel gevalle ook al helder oordag gerapporteer is), veral gedurende periodes van beurtkrag. Skade word derhalwe eers die volgende oggend opgemerk. (Vervolg op p.2)

Nuwe waardasierol lig beslis minder wenkbroue

Ná aanleiding van die Makhado Munisipaliteit se kontroversiële 2018 tot 2023 waardasierol het die koerant besluit om die munisipaliteit se nuwe 2023 tot 2028 waardasierol bietjie van nader te gaan bekyk. Dié oefening het nogal ‘n paar interessanthede opgelewer.

Die Makhado Munisipaliteit se 2018 tot 2023 (2018/23) waardasierol is opgestel deur Geospatial Valuation Technologies vanaf Port Elizabeth teen ‘n tenderbedrag van R10 miljoen. Besware teen hierdie waardasierol het ingestroom. Wat eerstens in die 2023 tot 2028 (2023/28) waardasierol se guns tel, is dat dit deur DDP Property Valuation Experts opgestel is, ‘n maatskappy met bewese kennis van die bedryf en wat landwyd hoog aangeslaan word. Hul tenderbedrag was R1 930 000 (moet nog deur die munisipaliteit bevestig word), ‘n reuseverskil van Geospation Valuation Technologies se tenderbedrag.

In totaal het die koerant 80 residensiële

erwe (20 in die Skuldbult-area, 20 in die Nuwe Uitbreiding oos van die N1, 20 in Eltivillas en 20 in die Ou Dorp in die Rissikstraat-omgewing) in geen spesifieke orde geïdentifiseer nie en hulle waardasies tussen die 2018/23 en 2023/28 waardasierolle vergelyk.

Ons het gevind dat die waardasie van residensiële erwe in die Skuldbult-area vanaf die 2018/23 waardasierol tot en met die 2023/28 waardasierol met sowat 20% (19,87%) gestyg het. Dit behels die gemiddelde munisipale waardasie van ‘n huis in die Skuldbult area wat van R2 006 000 (2018/23) tot R2 404 500 (2023/28) gegroei het.

Die prentjie lyk soortgelyk vir die 20 residensiële erwe in die Nuwe Uitbreiding, waar die gemiddelde munisipale waardasie van huise in die 2023/28 waardasierol met bykans 17% (16,94%) gestyg het. Hier was die gemiddelde munisipale waardasie van ‘n huis vir die 2018/23 munisipale waardasie R1 416 550 en volgens die 2023/28 waardasierol is dit nou R1 656 500.

VF Plus in Limpopo dien kriminele klagte in teen Vhembe Munisipaliteit

Op die politiek front

Marcelle Maritz, provinsiale leier van die VF Plus en lid van die Provinsiale Wetgewer in Limpopo, het Dinsdag, 28 Maart, strafregtelike klagte ingedien teen die Vhembe Distriksmunisipaliteit vir die voortslepende waterkrisis in die streek.

“Die waterkrisis wat die Makhado- en Musina plaaslike munisipaliteite teister kan nie langer geduld word nie en daar moet nou daadwerklik opgetree word om dit op te los. Om dié rede het die VF Plus vandag ‘n strafregtelike klag teen die uitvoerende burgemeester van die Vhembe Distriksmunisipaliteit, mnr. Nenguda Dowelani, en die waarnemende munisipale bestuurder, mnr. NC Tshikovha, by die polisie op Louis Trichardt ingedien,” het Maritz in ‘n verklaring gesê.

Die klagte en versoek aan die polisie om ‘n ondersoek te lood spruit volgens Maritz uit die beweerde nie-nakoming van die bepalings van die Grondwet, die Nasionale Waterwet en die Wet op Waterdienste.

“Die distriksmunisipaliteit het ‘n wetlike verpligting om drinkbare water aan sy eindgebruikers, die inwoners van die Vhembe Distriksmunisipaliteit, te verskaf. Die munisipale bestuurder is die rekenpligtige beampte van die munisipaliteit en mnr. Tshikovha vervul tans hierdie rol, terwyl die uitvoerende burgemeester, mnr. Nenguda Dowelani, aangestel is as die hoof van die uitvoerende bestuur, wat veronderstel is om ‘n oorsigrol in hierdie verband te vervul,” het Maritz gesê.

In die Ou of Onderdorp lyk die prentjie heeltemal anders. Hier het die gemiddelde munisipale waardasie van huise van die 2018/23 tot die 2023/28 waardasierolle met net meer as 7% (7,28%) gedaal. Met spesifieke verwysing na die 20 residensiële eiendomme waarna gekyk is, het die gemiddelde munisipale waardasie van ‘n huis vanaf R1 692 750 (2018/23) na R1 569 500 (2023/28) gedaal.

Wat die 20 residensiële erwe betref waarna in Eltivillas gekyk is, het ‘n afname in gemiddelde munisipale waardasies ook hier voorgekom. Hier het die gemiddelde waardasie van huise van die 2018/23 tot die 2023/28 waardasierolle met net meer as 7% (7,28%) gedaal, vanaf R1 315 750 tot R1 250 000 vir ‘n gemiddelde munisipale waardasie van ‘n huis.

Die voorafgaande berekening het die indruk geskep dat die 2023/28 waardasierol opgestel is om die “foute” van die 2018 /23 waardasierol reg te stel en baie meer markverwant is. Die algemene gevoel by inwoners was dat die hele 2018/23 waardasierol niks anders as ‘n “duimsuig” oefening was nie, met geen logika in die metodiek wat gebruik is om eiendomme se waardes te bepaal nie. So byvoorbeeld is eiendomswaardes met behulp van lugfoto’s per oppervlak bepaal, wat tot gevolg gehad het dat die munisipale waardasie op huise suid van Rissikstraat in die Ou Dorp dieselfde en self hoër was as huispryse in die dorp se luukse Skuldbult area.

In reaksie op die nuwe waardasierol het dr. Suwil Rudolph, ‘n bekende plaaslik waardeerder, gesê dat hy tot op hede min klagtes ten opsigte van die nuwe waardasierol ontvang het. Hy het egter ‘n paar algemene opmerkings gemaak waarvan die publiek moet kennis neem. “Ek het klagtes ontvang dat ‘geen waardeerder my eiendom kom inspekteer het nie’. Die samestelling van die rol werk nie so nie en die werkswyse verskil van munisipale waardeerder tot waardeerder. Daar is derduisende inskrywings vir ‘n dorp, en dit sal jare neem om ‘n rol saam te stel as elke eiendom besoek moet word,” het Rudolph gesê.

Wat die vorige waardasierol betref, het Rudolph gesê die 2018/23 waardasie rol het veel te wense oorgelaat. “[Dit] ... was gedoen deur ‘n waardeerder van die Oos-Kaap wat nie die mark geken het nie. Daar was gevolglik honderde besware, maar soos gewoonlik het die meerderheid inwoners nie beswaar gemaak nie en dit skep nou die idee dat die huidige rol verkeerd is. Vra jouself net die vraag af of die waarde wat aangedui word min of meer die markwaarde is of bietjie laer. Die huidige munisipale waardeerder is goed bekend oor die land en by uitsondering het ek in die verlede en in ander dorpe ernstige besware teen sy rol teëgekom. So ja, ek stem saam die stygings is meestal aan die vorige verkeerde rol toe te skryf. In die algemeen het huispryse die afgelope vier jaar tussen 2.5% en 5% per jaar gestyg. Dit verskil egter van buurt tot buurt en dorp tot dorp,” het Rudolph gesê. Volgens hom is die nuwe waardasierol ‘n beter refleksie van markwaardes en nader aan die waarheid.

Inwoners van Louis Trichardt (Makhado) en Musina sukkel al vir jare op gereelde basis met ernstige watertekorte. “Die VF Plus het ook reeds ‘n klag by die menseregtekommissie (MRK) ingedien teen die distriksmunisipaliteit oor die voortslepende waterkrisis waaraan niks gedoen word nie. Die ondersoeke moet op ‘n dringende basis geskied om die verantwoordelike amptenare tot verantwoording te roep en die waterkrisis op te los,” het Maritz gesê.

VDM take note of criminal charge, but say they are trying their best

The Vhembe District Municipality (VDM), by means of its municipal spokesperson, Mr Matodzi Ralushai, said on Wednesday that it took note of the fact that the Freedom Front Plus (FF Plus) had laid criminal charges against the VDM at the Makhado Police Station on Tuesday.

Matodzi went on to explain, however, that the VDM as responsible water service authority was at present busy with its responsibilities, since most projects under implementation were related to water and sanitation, of which most were multi-year projects. “Makhado West bulk water supply is 95 % complete and once completed, water supply to [Louis Trichardt] town will improve. Delays due to the Covid-19 outbreak, rain and uncontrollable circumstances have affected the construction process,” Ralushai said.

According to Ralushai, vandalism of water infrastructure in Makhado remained a huge problem and was greatly affecting a constant water supply. “Constant maintenance of the Albasini pipeline caused by leakages of ageing infrastructure is also contributing to water challenges, hence the finalisation of

Mowkop [reservoir] to resolve the problem,” said Ralushai. This project is quickly nearing completion.

Like Makhado, Musina also faces severe water challenges. “The Musina situation is also getting the municipality’s attention with the maintenance of boreholes,” said Ralushai. He added, however, that an ageing bulk line also caused severe challenges because of leakages. Vhembe is, however, treating this problem seriously as no alternative water source is available in Musina. Here, too, vandalism of boreholes is a huge problem.

“The municipality will appreciate partnerships with any stakeholders to assist in preventing vandalism of critical infrastructure such as electrical pumps, transformers and boreholes. Working together with district stakeholders, some challenges might be addressed before taking matters to commissions,” said Ralushai. He added, however, that South Africa was a democracy with an effective constitutional democracy, hence the FF Plus was welcome to raise its concerns. This relates to the criminal charge the FF Plus has laid with the police and the complaint directed to the South African Human Rights Commission.

Rudolph het verduidelik dat kaarte en Google Earth gebruik kan word om na eiendom te kyk en dit kan dan vergelyk word met werklike verkope van eiendomme wat plaasgevind het die afgelope paar jare. “Met die nodige aanpassings kan die prys van ‘n eiendom redelik akkuraat geskat word. Party van die waardeerders ry ook in die buurte om na die verkopings te kyk en sodoende te verseker die skattings is so akkuraat moontlik. Natuurlik kan hulle nie agter in die erwe sien nie en uitsig word ook beperk deur bome ens. vanuit die lug. Met plase is die uitdaging natuurlik nog groter. Dit sal dus altyd ‘n skatting bly,” het Rudolph gesê. Rudolph het gesê dat huiseienaars na korrekte markwaardes moet kyk wanneer hulle wil beswaar aanteken teen ‘n munisipale waardasie op hulle eiendom. “Die vorige verkeerde waardasie of jou buurman se verkeerde lae waardasie is nie die maatstaf nie. Ook nie jou wens om minder belasting te betaal nie. As jy beswaar maak, maak dus seker van jou markwaarde en of die beswaar werklik ‘n verskil gaan maak aan die einde van die dag ... Natuurlik sal daar foute op ‘n rol voorkom en dit is jou reg en plig om dan beswaar te maak. Kry egter jou eie professionele waardeerder om jou te adviseer of die waarde min of meer korrek is,” het Rudolph gesê.

Andel Greyling van Anhetico Eiendomme op Louis Trichardt het met Rudolph saamgestem. “Die 2018/23 waardasierol was ‘n probleem gewees. Ons het geweldig baie mense gehad wat beswaar aangeteken het. Hierdie keer [wat betref die 2023/28 waardasierol] het ons baie min mense wat wil beswaar aanteken. Van dié wat reeds by my was, en waar ek ‘n waardasie vir hulle gaan doen het, het ek steeds op ‘n hoër bedrag uitgekom as wat die munisipale waardasie is. So, ek dink hierdie 2023/28 waardasierol is definitief beter en meer akkuraat as die vorige een,” het Greyling gesê. Sy is ook van mening dat die nuwe waardasierol baie van die foute van die 2018/23 waardasierol regstel. “Ons het byvoorbeeld leë burgererwe in Cronjéstraat in die onderdorp gehad wat volgens die 2018/23 waardasierol vir R1,4 miljoen gewaardeer is. Daar is geen manier in hierdie wêreld wat ons in daardie area R1,4 miljoen sou kry vir daardie erwe nie ... Ek dink dit is hoekom die onderste gedeelte van die dorp nou [wat betref die 2023/28 waardasierol] baie meer konserwatief gewaardeer is,” het Greyling gesê. Haar raad aan huiseienaars is om mooi te dink of hulle wil gaan beswaar aanteken as hulle weet hulle huis se markwaarde is dieselfde (of self ‘n bietjie meer) as hulle munisipale waardasie. Greyling het geargumenteer dat dit nie die moeite werd is, net om ‘n paar rand op jou maandelikse erfbelasting te probeer spaar nie.

Volgens Reta Pieterse van Realty 1 op Louis Trichardt is die nuwe waardasierol meer akkuraat, maar ook nie heeltemal nie. Sy het verwys na die verskil wat steeds kan bestaan tussen munisipale waardes en werklike markwaardes. “Ons vind dat die banke nou op die huidige pryse baie moeilik volle lenings toestaan en sodoende die pryse afwaarts dwing. Indien ‘n koper nie die volle lening kry nie en bereid is om die deposito te betaal, verkoop eiendomme teen huidige pryse. Maar dan is die kans daar dat die eiendom oorgekapitaliseer is volgens die bankwaardasie indien dit weer in die mark gesit word vir herverkoop,” het Pieterse gesê.

Marita Martin van Harcourts op Louis Trichardt is ook van mening dat die nuwe 2023/28 waardasierol baie meer akkuraat as die vorige waardasie rol van 2018/23. “Daar is slegs die enkele eienaar wat dit hierdie keer teenstaan en waarvoor ons dan ‘n meer markverwante waardasie doen,” het Martin gesê.

Rekening om skade te herstel hoop op

Uit radeloosheid het baie inwoners sommer begin om self planne te maak, wat insluit om bloot ‘n stuk boomstomp in die oop brandkraan in te slaan. ‘n Meer vindingryke oplossing is egter gevind.

Die Soutpansberg Dorpswag het verlede week op hulle WhatsApp-groep die Borg-‘n-Prop projek aangekondig. Die projek word aangebied deur Water 2000 en Bekmar. Vir ‘n minimale bedrag van R150 (wat in die projekrekening inbetaal kan word) kan lede van die publiek ‘n lekkende brandkraan rapporteer en dan kan die kraan dadelik met ‘n gegalvaniseerde “prop” toegemaak word. Alhoewel die projek deur baie verwelkom is, het sommige mense egter ook vrae gehad rondom die wettigheid daarvan, veral wat betref toegang tot die brandkrane deur die brandweer in geval van ‘n brand. As teenargument het baie aangevoer dat water in elk geval omtrent nooit in die dorp beskikbaar is nie weens Vhembe se kroniese watertekorte.

Leopard sighting shows Soutpansberg is still their home

The issuing of a warning that a leopard was spotted trying to make its way into a residential area of Louis Trichardt last Wednesday night, 22 March, caused quite a stir in town. The warning was issued by the Makhado Police and spread like wildfire on social-media groups. Many residents were, however, doubtful of this, shrugging it off as fake news.

Makhado police spokesperson sergeant Irene Radzilane confirmed, however, on Thursday morning, 23 March that the police had indeed issued the warning. Radzilane stated that around 21:00 the previous evening, a motorist travelling on the N1 north had almost collided with the leopard as it had crossed the N1 near the arrestor bed just outside of Louis Trichardt. The leopard was crossing from the Komatiland plantation side across the N1 into New Town.

“The motorist went to the police station to report the incident,” said Radzilane.

Following the incident, Mr Isaac Lukoto of the office of the Department of Economic Development, Environment and Tourism in Louis Trichardt responded by saying that leopards are not uncommon to the Soutpansberg, which boasts a healthy leopard population.

Since the mountain range is its natural habitat, Lukoto said that chances were that the leopard had already returned to its more protected surroundings. Having said that, he still asked residents to remain vigilant and to not try and capture or kill the animal when spotted. He urged members of the public to rather call the local authorities to report any sighting. Their office can also be contacted at Tel 082 904 5812.

The leopard sighting once again raised questions about the Soutpansberg’s leopard population.

The Zoutpansberger last wrote about the Soutpansberg’s leopard population in April 2017 when

it ran an article about the sharp decline in leopard numbers because of illegal killings. This was after conclusion of a long-term study by researchers from the department of anthropology at Durham University in the United Kingdom (UK). The study found that leopard density (the number of leopards per 100 km²) in the Soutpansberg had decreased by 44% between 2012 and 2016 and by 66% since 2008.

The research project, under the then guidance of Dr Sam Williams, aimed to understand more about the threats these big cats are facing. Dr Williams explained the significance of the decrease they found. “If the current rate of decline is not slowed down, then there will be no leopards left in the western Soutpansberg mountains by 2020. This is especially alarming, considering that in 2008 this area had one of the highest leopard population densities in Africa,” said Williams in a press release at the time, issued by the Durham University marketing and communications office.

Last week’s sighting, however, indicates that some leopards are indeed left in the Soutpansberg and apparently more than people think. For instance, one farmer (who wanted to remain anonymous) told the newspaper of how he had once had a problem with a leopard taking his young cattle calves. Bait was placed, along with cameras to notify the farmer when the leopard took the bait. Video footage later revealed that instead of one leopard, six or seven different leopards were in fact taking the bait to feed.

That local golfers have spotted leopard tracks at the Soutpansberg Golf Course is also no urban legend. Local mountain bikers have also reported leopard tracks and indications of recent kills by leopards while cycling in the mountain. One of the many single mountain-biking tracks in the mountain is even dubbed “Leopard Spoor”.

But what could have forced the leopard sighted last week to venture into town? Many believe that this might be the result of a change in

habitat or of food scarcity. That baboons are on a leopard’s menu as food is a well-known fact. Recently, troops of baboon have been spotted moving further and further into Louis Trichardt’s residential areas.

The Zoutpansberger managed to track down Dr Williams, who led the long-term research study until 2016. He indicated, however, that he was no longer involved with the project and referred the newspaper to a colleague of

his, Professor Russell Hill, a professor of Evolutionary Anthropology at the Department of Anthropology, also at Durham University.

Hill said that they were still busy with leopard research in the Soutpansberg. He said that they were aware that a stable and reasonably sized leopard population was present in the mountains.

“The leopards are generally wary of humans, preferring the steep slopes and denser vegetation. However, because the

mountains are surrounded by human habitation, leopards may move through these areas to reach other areas of preferred habitat. Typically, they move at night and at times when people are less active. Leopards also tend to avoid major roads, but will cross them to move between areas. My expectation would be that this is a leopard moving between areas rather than entering the urban spaces,” Hill said.

Makhado scoops up SALGA awards

The Makhado Local Municipality (MLM) has been recognised by the South African Local Government Association (SALGA) for the work it has done the past year. SALGA Limpopo held their awards ceremony at The Ranch Hotel outside Polokwane on 15 March and MLM was awarded several certificates.

MLM received a certificate for sustaining an unqualified audit opinion for 2021/22the third consecutive financial year that this award has been bestowed on the municipality. The municipality also received an award for spending 100% of their municipal infrastruc-

Hierdie week, 25 jaar

gelede in die Zoutpansberger

Hoofnuus op die voorblad van die Zoutpansberger van 27 Maart 1998 was onder meer die verdwyning van ‘n voormalige hoof van beskermingsdienste op Louis Trichardt, oom Paul Botha, en sy swaer, Boet Jackson, in die Soutpansberg. Oom Paul en sy swaer het familie en vriende groot laat skrik toe hulle Saterdag, 21 Maart, van daardie jaar spoorloos in die berg verdwyn het. Die vorige dag het hulle na ‘n stuk grond in die berg gaan kyk wat te koop was. Boet wou Saterdag weer gaan kyk, waarna die twee met oom Paul se bakkie weer na die plaas gery het. Die pad na die plaas was egter nie goed nie en oom Paul se bakkie het in sand vasgeval. Dit was toe alreeds aand gewees. Die naaste grondpad aan hulle was vier kilometer weg en die naaste hoofpad 13 kilometer weg. Pogings om die bakkie uit die sand te grawe was onsuksesvol en die tweerigting radio wat die twee saam gehad het, het geen ontvangs gehad nie as gevolg van die kloof waarin hulle vasgeval het. Hulle het toe die aand in die koue in die bakkie deurgebring. Teen vroegdag het hulle weer begin sukkel om die bakkie uit te kry. Einde ten laaste was hulle suksesvol en die twee kon weer huiswaarts keer. Intus sen het die familie met behulp van helikopters hulle soektog ook voortgesit. Groot was almal se vreugde toe die twee mans

opgespoor is. Boet het nie meer in die grond belanggestel nie.

Op ‘n meer hartseer noot het die dood van ‘n vragmotorbestuurder van Krugersdorp ook daardie week voorbladnuus gemaak. Dit nadat sy vragmotor in die bergpas teen die berg afgerol het. Plaaslike reddingsdienste het vir ure gespook om hom en sy vragmotor teen die steil helling uit te kry. Hy is egter ure ná die ongeluk in die Elim Hospitaal

Many South Africans wonder why so many of us Zimbabweans came to be settled in their country, and wonder why we do not simply return to our homeland.

This is my story – about my rural homestead in Zimbabwe that I felt forced to leave. I would like to go back and spend the rest of my life there, but the matter is not that simple.

From the early 1960s, I lived in Buhera District in Manicaland Province. I have a deep bond with this place, even though the soil is very poor for farming today.

In 1987, I got married. My uncle allocated me three hectares to build a family homestead.

I was earning a salary that allowed me to build a three-bedroom house and a small rondavel immediately. Though my wish was to build a better home, I had limited resources.

We used to grow groundnuts and maize for our own consumption.

Then, around 1998, I became employed by the Zimbabwean Public Service Commission within the Department of Home Affairs, and I relocated my family to Harare, because I was working there. Later, I was transferred to Masvingo District.

During these years, I used to employ someone to look after my home and the animals.

I made sure that our family returned to our rural home every holiday.

In 2006, during the Zimbabwe economic meltdown, four of my six children were at boarding school. My salary had become tiny when converted to the South African rand or US dollar. I could not even afford my accommodation. My resources were so strained that I had to let go of the person looking after my rural home. I still used to visit regularly, but I noticed the house was being burgled and vandalised.

The situation was difficult. Should I leave my home to be vandalised, so that I could just focus on my children’s education? I decided this was the best I could do, and I had to all but abandon my rural home.

But what soon became apparent was that if I did not make a plan by the end of 2006, my children were going to be forced to drop out of school. I sought advice from a friend, a teacher, who used to buy shoes from Bata Shoe Company in Zimbabwe to sell in South Africa. I tried to

join him, but this did not work out for me.

By 2007, I had noticed that a number of my friends had left for South Africa. My wife also went to Cape Town and was selling various things, such as brooms. I asked myself, “Should I, too, leave Zimbabwe for South Africa?” I had worked for nine years in the Department of Home Affairs. What work could I look for in South Africa? I simply did not know. My salary had become worthless, so I left my job. In March 2007, I left for South Africa.

But always at the back of my mind was my rural and true home, where I wished to retire one day. I love the place – the environment and its biodiversity. It has enough space for gardening and a bit of crop farming. I used to keep 10 head of cattle, but three were stolen and the others I had to sell.

By 2010, my home had been completely vandalised. I have no idea who had done it, but they not only stole everything – our clothes, the threepiece lounge suite, the kitchen utensils – they also made off with the window frames, the panes and the doors. This was distressing, but I had to remain steadfast, concentrating on the education of my children.

I eventually found someone to look after the place again, but when he visited his family during the Christmas holiday, he never returned. I have been told he was seeking work at a mine about 60km east of my home. Once again, no one was staying at the house.

In November last year, I returned to find that the roof of the rondavel and the house had caved in. I have, however, started to renovate the place, and I plan to extend it.

In 2009, the South African government introduced the Dispensation of Zimbabwean Permit, which became the Zimbabwean Special Permit (ZSP) in 2014 and the Zimbabwe Exemption Permit (ZEP) in 2017. Then the announcement was made that the ZEP would expire in June this year.

For all these years, I could manage to support my family by working legally in South Africa. If the ZEP ends, I will have to return to Zimbabwe and live at my rural home.

I love my home and wish to stay there, but right now I am not sure how I will manage to do so financially.

Kompetisie

Die streek se fotograwe het net tyd tot Vrydag, 31 Maart, om hulle wenfoto’s vir Maart in te stuur vir die Zoutpansberger se gewilde kalenderfotokompetisie.

‘n Maksimum van vyf foto’s per fotograaf per maand kan ingestuur word, maar fotograwe kan vir meer as een maand inskryf. Oudergewoonte soek ons na daardie spesiale foto wat die uniekheid van die Soutpansberg-streek uitbeeld, van unieke landmerke en besienswaardighede tot die natuurlewe. Die foto moet egter binne die afgelope 24 maande geneem gewees het en moet die fotograaf se eie werk wees.

‘n Prys van R600 sal vir elke maand se wenfoto betaal word. Elke maand se wenfoto sal in die laaste week van die maand gepubliseer word, tesame met ‘n paar ander goeie foto’s wat daardie maand ontvang is. Wat beoordeling betref, sal gekyk word na tegniese aspekte soos beligting,

skerpheid en komposisie. Ten opsigte van die tegniese aspekte van fotografie kan aandag gegee word aan die volgende paar aspekte: Slegs hoë-resolusie digitale foto’s (verkieslik landskap-formaat) sal aanvaar word. Die foto’s (wat goeie kwaliteit selfoonfoto’s ook kan insluit) kan in hoë resolusie per e-pos gestuur word na news@zoutnet.co.za, of op CD of geheuestokkie ingehandig word by die kantore van die Zoutpansberger te Joubertstraat 16B in Louis Trichardt. Elke inskrywing moet vergesel wees van die fotograaf se naam, kontakbesonderhede, waar die foto geneem is en met watter kamera dit geneem is. Die 12 wenfoto’s sal aan die einde van die jaar in ‘n groot-formaat muurkalender vir 2024 saamgevat word. Die kalender sal dan onder meer deur die Zoutpansberger gebruik word vir bemarkingsdoeleindes.

for 2023! Of the 14 school staff members from dif-

schools in the area who competed in this special school edition of the SPCA’s annual Jailed & Bailed fundraiser, Thomas received the most support and raised the most money. He raised a whopping R20 000 more than the original R5 000 asked for his bail. The Louis Trichardt SPCA thanked all who supported this project and contributed. In total they raised just over R73 500. Residents of the Soutpansberg can start preparing themselves for the hosting of the 31st annual Kremetart Cycle Race on 10 June this year.

The Kremetart Cycle Race is the only one-day four-stage race in South Africa. The Soutpansberg mountain range offers a wonderful backdrop to the race, with the warm African sun rising over the peaks of the mountain, greeting all cyclist in the early morning.

With plenty of rest between the stages, cyclists are treated to great local cuisine, which gives the Kremetart a unique atmosphere and makes it a favourite among cyclists.

seeks accountability from Musina’s municipal manager

Municipal News

The municipal manager of Musina, Mr Nathi Tshiwanammbi, said the municipality had a plan to recover more than R40 million owed by consumer debtors, including businesses and government departments. Tshiwanammbi was responding to questions directed at him by members of the Municipal Public Accounts Committee (MPAC) during a public hearing that was held at the Musina Show Grounds last Thursday (23 March).

The purpose of the hearing was to get answers from the accounting officer on various ser-

vice-delivery issues. The MPAC, chaired by Cllr Nyambeni Makhado, is a committee of council tasked with overseeing how municipal resources are utilised.

Tshiwanammbi told the committee that the municipality implemented its credit-control policy effectively. He said in most instances, the credit control team effectively cut off services until arrangements were made with the debtors to service their debts.

“We are working on a debt-relief programme where consumers who pay a certain portion of their debts within a specified time would be relieved of their debt. We are also part of the provincial debt-management forum that aims to resolve statement disputes between government departments and municipalities. Our experience so far has delivered positive results, and we continue engagements with the debtors with the aim of recovering these debts. We desperately need these monies in order for us to deliver quality and uninterrupted services to our people,” he said.

Musina’s municipal manager, Nathi Tshiwanammbi, responds to questions from members of the Municipal Public Accounts Committee (MPAC).

Asked why the municipality had only spent 84% of their capital funding during the 2021/2022 financial year, Tshiwanammbi replied that the underspending had partly been caused by delays in manufacturing of construction materials, such as precast concrete structures and steel structures. “In some instances, there were delays in the supply of material resulting in minimal work done and inconsistent stipends for appointed local labour, hence the challenge of protests by the labour force. Project disruptions by some local community members caused serious delays in some of these projects. To avoid recurrence, we hold monthly progress meetings with service providers to monitor project duration, costs, and physical progress. Besides timeous site inspections performed by the technical personnel of the municipality, we also request service providers to submit a detailed programme of works and further ensure that they report monthly on progress against those submissions,” he said.

Sport changed Mapidike’s life

Fifty-one-year-old Para-athlete Lucus Mapidike from Mpheni Block D1 returned with a beaming smile on his face after winning himself a bronze medal at the 2023 Toyota Sports Association for the Physically Disabled (SASAPD) National Championships, held at the Green Point Stadium in Cape Town from 17-21 March. He secured a third place in the shotput division.

Mapidike had an intramedullary spinal cord injury, which left him wheelchair bound. Despite this setback, he remains determined to achieve his goals. When Limpopo Mirror spoke to him, he was thrilled about his accomplishment at the championships. “I am filled with immense happiness and excitement because I played, despite so many obstacles, and we were competing against other countries. When I left Limpopo, I wasn’t aware that we were going to compete against other nations,” he said.

Mapidike, who is also a motivational speaker, expressed his gratitude towards his team at the Isability Sports Club for their support. “The team members and my coach were dedicated and focused and I am thankful to the Lord for enabling me to overcome my physical challenges,” he said.

Mapidike started his athletics journey three years ago when he joined the Limpopo Isability Sports Club. He said he had gained a significant amount of knowledge when he had begun accepting himself and started playing against and with the young people at the club. “I had the opportunity to interact with individuals who were in a similar situation as mine. I received praise from my coach, Ms Sandy James, for my performance. Despite my age, I continued to play and improve my skills.”

He said he was hoping to go to Bloemfontein in March next year to qualify for the 2024 International Paralympics in Paris, France. He had a message for all the disabled people out there, young and old, who may feel that their impairment is the end of their life. “Only God knows why you are in that position, but you can still accomplish more than you think.”

Louwtjies se Rooikatte en o.14’s beïndruk tydens Grenfell Rugbydag

Eric Louw High School in Musina is extremely proud of its athletes, following their achievements during the Messina Rugby Club’s annual Grenfell Rugby Day on 18 March. The day was wonderful for the community, with the school’s rugby and hockey girls playing against Northern Academy. The school’s first rugby team, or the Rooikatte (above) as they are better known, won their match 31-0, while the Louwtjies U/14 team (below) crushed Northern Academy 44-7. The school’s second rugby team drew their match 5-5, while the U/15s and U/16s unfortunately lost their games. Ek is ... die Weg, die Waarheid en die Lewe

Ek lees die verhaal van die voorsitter van die Kommunistiese Party in Praag wat van elke nuwe lid ‘n nuwe soort eksamen afneem. Die ondersoek het min of meer soos volg verloop:

“Kameraad, wat sou jy doen as jy twee miljoen roebel besit?”

“Ek sou die helfte aan die Party gee.”

“Pragtig. En as jy twee huise besit het?”

“Ek sou een bewoon en die ander aan die Party oorhandig.”

“Wel, kameraad voorsitter,” antwoord die man,” die saak staan so: ek het nie twee miljoen roebel nie en ewe min twee huise, maar ek het wel twee paar skoene en dié het ek baie nodig”.

Daar is Christene wat ooreenkom met hierdie Kommunis. Wie vir Christus niks oor het nie, behoort nie aan Hom nie. Want Christus vra ons geheel en al. Jesus vra ons met liggaam en siel, met ons gesin en besitting. Paulus kon sê: Ek ag alles skade ter wille van Christus Jesus, my Here.

As ‘n Party wat deur strome van bloed aan bewind gekom het, offers van sy lede vra, mag die Here Jesus ons nie heeltemal opeis nie? Hy het nooit bloed vergiet nie, maar sy eie bloed vir ons gegee.

Local Para-athletes shine at SA Champs

Limpopo’s para-athletics team truly shone at the 2023 SASAPD Toyota National Championships that were held at Greenpoint Stadium in Cape Town from 18 to 21 March. The team consisted of 12 juniors and 15 senior para-athletes who returned with a fair haul of medals, including 21 gold (15 junior and six senior); 12 silver (seven junior and five senior) and 11 bronze (four junior and seven senior) medals. In addition, the Limpopo junior male goalball team came away with overall gold.

Limpopo Sports Confederation, Limpopo Academy of Sport, Isability Gauteng and Isability Sports Club Limpopo, for supporting them with accommodation, transport and logistics.

They also mentioned their gratitude for the support provided by the Makhado Municipality to the athletes residing in the Makhado Municipal area.

The commitment of two local juniors, Franco Botha (Laerskool Louis Trichardt) and Vhutuhawe Nemutandani (Emmanuel Christian School), was rewarded with some South African records. Franco set a South African record in the U/14 discus (F44 class) with a throw of 20.15m, while he jumped to an SA record of

3.80m in the long jump. Vhutu threw an SA record of 10.48 in the U/4 (F61) discus, and a record of 14.37m in the U14 javelin item. Franco also achieved silver in the U/14 javelin item.

Among the seniors, first-timer at the nationals Corrie Dercksen from Louis Trichardt produced a gold medal in the men’s open shotput, class F57, while first-timer wheelchair athlete from Elim Lucas Mapiteke managed bronze in the same event. Vhumbani Masakona, Isability’s throw coach, managed a gold in the javelin, men’s open F57, and a bronze in the discus. One of our promising visually impaired athletes from Rivoni School for the Blind, Masala Makatu, raced to three golds in the 100m, 200m and 400m sprints U/ 20 class T12.

As for Louis Trichardt’s own Paralympian, Sheryl James, she scooped up three gold medals in the T37 class in the 100m, 200m and 400m events, while also running qualifying times for the 2023 World Para-athletics championships. The World Para-athletic champs will be taking place in Paris, France, in July this year.

Athletes from Thohoyandou and Vuwani also contributed to the medal haul. Junior girl Mabitsela Malakalaka from Tshilidzini Special School won gold and set a South African record in the 100m for girls U/ 17 in the T13 (visually impaired) class. Mabitsela also achieved gold in the 200m and 400m sprints in the same category. Ntsieni Mbambane from Vuwani achieved silver in the men’s F42 javelin and bronze in the same category for shotput. Vidah Muthabi, from Thohoyandou, achieved gold and silver in the woman’s class F43 shotput and javelin respectively.
