Gdańsk is known as the city of freedom because it was here that the Solidarity Movement was born. Thanks to the work of volunteers and Scouts, we can now be proud of the title the European Volunteering Capital 2022. Gdańsk is a perfect place to organise the largest educational event in the world - the World Scout Jamboree, considering not only the attractions of this 1000 year old city, but also the ideas that we promote here, The cooperation between Gdańsk and the Polish Scouting and Guiding Association (ZHP) is long established. We have already organised the International Polish Scouting Association Rally in 2018 and planned the European Jamboree in 2020, which unfortunately did not take place due to the COVID-19 pandemic. As a result of this partnership, it was possible to build a bridge to Sobieszewska Island which in turn will make it possible to host a large event, such as a Scout Jamboree in this unique district of Gdańsk. Young people are the future of each nation. That is why we want to invite young people from all over the world to gather in Gdańsk to learn good habits, to act for the benefit of others and we hope they will be able to make the world a better place. I would like to invite you to the Sobieszewska Island, which is an extraordinary place, located just 20 minutes’ drive from the centre of Gdańsk. It hosts a beautiful and varied environment with forests and beaches. It is a perfect place to invite 50,000 Scouts from all over the world to come together. We are waiting for you in Gdańsk! The Scout Movement is a special place that encourages young people to make a change around them. Scouting motivates them to make their voices heard and take action in their communities, no matter how big or small.

The World Scout Jamboree, takes place every four years in different parts of the world. At the Jamboree, thousands of Scouts and Guides meet together. It encourages young people to go beyond their usual and comfortable path, and step up to take the floor in important discussions. We envision a Jamboree which will not only inspire, but which will also help the young people attending to develop themselves. In 2027, we want to invite them to Gdańsk to grow together, as individuals, as a generation and as a Movement.

Inspired by the challenges that we as humanity have to face today, we developed the 2027 Jamboree Bid motto: ‘Bravely’. It is based on three pillars: You – to underline that being true to yourself is brave; You and the Other People – to show that respecting diversity is brave and You and the World – to underline that fighting for our planet is brave. So now is the time for Scouts and Guides to not only be the change and take the initiative, but also take brave steps forward. Being a host of the World Scout Jamboree is a huge honour for every National Scout Organisation. It is also a huge responsibility and a challenge which, I am absolutely sure, The Polish Scouting and Guiding Associa-tion is able to meet. I sincerely hope that Poland will have an honour to welcome Scout from all around the world in Gdańsk in 2027!

Bravely shape the future The Polish Scouting and Guiding Association, a founding member of WOSM, has been active in Poland for over 100 years and is a strong Scout Organisation, with almost 100,000 members. Together with our Partners, we are ready to host the greatest Scout educational event – The World Scout Jamboree.

The Polish Scouting and Guiding Association

The Polish Scouting and Guiding Association (Polish: Związek Harcerstwa Polskiego, ZHP) was founded in 1918 and is one of the largest youth organisations in Poland, having almost 100,000 members (Scouts, Guides and Leaders). ZHP is a founding member of the World Organisation of the Scout Movement (WOSM) and the World Association of Girl Guides and Girl Scouts (WAGGGS). Our mission is to educate young people and support them to reach their full potential. ZHP is registered as an independent legal entity in Poland providing dynamic, values-based, nonformal educational and leadership training programmes for girls and boys between the ages of 6 and 21. It aims to provide a safe environment for young people to develop to their fullest potential as responsible and active citizens who participate in their local, national and international communities and all areas of society. Scouting in our country is under the honorary patronage of the President of Poland.

Our experience Our journey to organise the World Scout Jamboree began over 10 years ago. In that time, we have been learning from other Jamboree hosts and organising events ourselves. In 2014, while bidding to host the World Scout Jamboree in 2023 we created a hundred-person Jamboree Project Team, which prepared the programme and our vision for the World Scout Jamboree. We are still using these concepts in our Bid today. The United Kingdom, Sweden, Japan, The United States of America - we’ve had the opportunity to visit these World Scout Jamborees. While our Scouts took part in these once in a lifetime adventures, our Project Team was working hard to gather information on the lessons learnt, the experiences had and best practice. We learnt about the programme, logistics, food management, transportation, safety and security, medical health, site planning and we spent countless hours on field visits and in discussions with Jamboree leadership teams.

We were the hosts of the Intercamp for the European Region in 2015. We also hosted the Central European Jamboree in Wroclaw in 2016. Our proposed site, on Sobieszewo Island, hosted the Polish National Jamboree for 13,000 young people. The European Jamboree 2020, cancelled due to COVID-19 pandemic, was planned to host 20,000 participants. Through all of these events we learnt how to work as part of an international team of volunteers, all working together on delivering a mass event. Today we are proudly bidding to host the World Scout Jamboree in Poland in 2027!

Honorary patronage ZHP is honoured to hold the Honorary Patronage of the President of the Republic of Poland. This patronage shows the exceptional actions taken by Scouting and its educational mission. The tradition of taking the honorary patronage over Scouting by the head of state was started almost 100 years ago.

Bravely Young people can be true SPARKS of inspiration to all of us. Young people can ACT for what they believe in. Young people can be BRAVE in so many different ways that they encourage change. Young people dream about what they want for themselves and the community and society that they are a part of. They are conscious and feel a strong responsibility for the world around them. We believe that we, the adults, should support and empower young people to make those dreams a reality. We should give them space to discover their potential and encourage them to speak loudly and bravely. We should support and encourage them to dream big, act decisively for what they believe in, allow them to make their own mistakes and let them achieve their first successes. We should do our best to support them in these actions and ensure that they do not feel alone in their journey as they explore and discover their own paths. Let’s pass the mic to the next generation – let’s allow their voices to be heard because they will carry the consequences of today’s choices into the future. We want our Jamboree to be a space to inspire young people to act bravely for the future of all of us and our planet.

You Our Jamboree will inspire young people to personally grow by improving their skills, competencies, talents and knowledge, to look into themselves and self-develop. Being brave is about choosing your own path and not giving up. Being brave often involves stepping out of your comfort zone (even through small actions), and sometimes it’s simply having the courage to ask for help. What’s really important is to be true to yourself, being able to find your core values. Our Jamboree will be a space for young people to be empowered, explore and express themselves in a safe environment. The world needs us all as we are: sometimes strong, sometimes lost. All of us from time to time need courage to fight our weaknesses and to challenge ourselves, sometimes we have to let go or find the right self-balance. We, the Jamboree Organisers, want to say to young people around the world: „Hey! Be yourself. Be brave. You are good enough”. Our Jamboree will be created by young people, for young people. We will invite young people to say what they think about the world we live in, what inspires them, what they think needs to be done and also what hurts them. Our Jamboree will also be a space for an intergenerational dialog, encouraging people at all ages to engage in a mutual discussion. Being true to yourself is brave. `

You and Other People

You and the World

Scouts are part of the communities that surround us. We should be stereotype breakers, open for other people no matter their religion or belief, race, gender, physical appearance, sexual orientation or nationality. We find equality in diversity. We cherish that richness. Every day we learn how to communicate, interact and treat others better. Let’s reflect on how we live our lives – we need more cooperation and more togetherness.

“Our house is on fire” – our planet needs us now more than ever. We are facing the most important task of this century. Along with the voices of young people we should spread the message of the significance of climate changes. We should take the initiative and be responsible for our world. Future generations of young people should have the opportunity to discover the Earth, learn and benefit from its diversity.

The Coronavirus pandemic has changed the perception of relationships. We locked ourselves in our homes, but at the same time in many ways we opened ourselves to the needs of others. Let’s not forget what this lesson has taught us.

Our Programme Our Jamboree will empower young people to change their local community by developing themselves – in the end, change starts with each of us. Jamboree Participants will experience an excellent Scouting programme, faithful to the Purpose, the Principles and the Scout Method, and adapted to the needs and aspirations of young people in today and our future’s world. Reflecting on social, educational and developmental trends for the next decade, we are creating an Educational Programme focused on the following themes: You, You and Other People, You and the World. On these pillars, we will build a valuable and attractive programme that will respond to both, the needs of the world, and our young people. We want to give the Scouts space to be sparks and to act bravely. We want to actively involve them in co-creating the Jamboree programme. The programme we have planned for the 26th World Scout Jamboree will be a source of energy, new ideas and motivation to take action. It will also be a platform for exchanging ideas and experience, as well as an opportunity to make new friends, to learn about other cultures and to grow together, as individuals, as a generation, as a Movement. From discovering environmental challenges and their social implications, through confirming our commitment to peace among

the nations, the unity of the Scout Movement and common responsibility for people and Earth in the spirit of solidarity, to the understanding of the diversity of the world and finding self-balance. We want to create our programme in a way that will be inspiring for its participants and will encourage them to get to know themselves better. Not forgetting the fun and joy of adventurous outdoors activities. Programme include:

Celebrating 120 years of Scouting An important part of the programme will be the Friendship Day (international exchange) on 1 August 2027 centred on the celebration of the 120th Anniversary of Scouting. This day will give us an opportunity to celebrate our rich history together and show Scouts that they are part of a big brave international community.

The IST experience you have waited for your whole life! The IST Experience should be: well-planned and organised work, has time for rest and personal development through inspiring programme activities only for adults and a new concept – IST Adventure! We have re-defined the IST Experience with a "Bravely" Programme for adults and a new "IST Adventure" component. We would like IST members to also be able to fully experience the Jamboree from its programme and the power that "Bravely" motto carries. A specific programme for IST is something we will not forget about. We plan for the "IST Adventure" to be an extra part of the pre-Jamboree programme that will allow IST to explore some parts of Poland and make friends in international groups of adult Scouts.

Poland The Republic of Poland is a country located in Central Europe and it is a member state of the European Union. Poland’s territory extends from the beaches along the Baltic Sea in the north to the Sudetes and Carpathian Mountains in the south. The population of about 38.5 million occupies an area of about 312,000 square kilometres. Poland has a moderate climate with the average summer temperature reaching 24 °C. Poland has rich fauna and flora, beautiful landscapes full of forests, fields, rivers and lakes. It is home to twenty-three protected areas that provide the best opportunities to explore and enjoy the best of the Polish scenery.

Poland is full of interesting facts. Here’s a few of our favourite facts about Poland, its history and culture.

The first Polish state was recognised in second half of 10th century. Poland can claim many famous Poles including: Frederic Chopin, Nicolaus Copernicus, Maria Curie, Pope John Paul II and Lech Wałęsa. Poland is a foodies paradise: pierogi, borscht, bigos, jam-filled doughnuts, glazed cheesecake, and many more. Our country also has a rich culture and history – it houses 15 UNESCO World Heritage Sites. Many Poles can speak English and our country is experienced in organising big events such as UEFA Euro 2012 or World Youth Day 2016. Poland has modern transportation infrastructure and an extensive network of bus, rail and air connections, both international and domestic with affordable prices. The Polish currency is złoty. Even if you have no cash on you, card and mobile payments are widespread and accessible. In Polish shops you can find a wide range of goods, with food suitable for various diets and everything else that you might need while travelling around the country Poland is member state of the European Union Schengen Area, which allows travel across 26 countries with no passport controls at their mutual borders. The Polish government has prepared a dedicated fast visa process for Jamboree attendees under 26 years of age with free of charge visas. Polish embassies and consulates will also provide support to obtain required travel documents.

Poland – easy to access, cheap to reach You can come to Gdańsk by plane, train, bus and even a ferry and therefore we plan on setting 3 entry points in Gdańsk at the Lech Wałęsa’s Airport, Gdańsk’s Main Railway Station, the Amber Expo Jamboree Check-In Centre and the ferry terminal in Gdynia. From these entry points participants will be transported to the check-in centre and then to the Jamboree site. Gdańsk is easily accessible from the biggest airport hubs in Europe. It takes only about 2 hours to get there from London, Paris, Amsterdam or Frankfurt. The city is also well connected to Warsaw, the capital of Poland by high-speed trains.

How to move around Poland? 5 hour

Quickly and comfortably! Thanks to Pendolino (a fast train), the ride between Warsaw and Gdansk takes just 2.5 hours. Domestic flight prices are also affordable, while the newly constructed highways make road transportation around all of Poland much quicker than ever before. Ticket prices (for routes within Poland, depending on the distance) for youth start from EUR 7-12.

Gdańsk Gdańsk (named by Poles the City of Freedom), the proposed Host City, is located in Pomerania Region. This northern region of Poland, on the Baltic Sea coast has a thousand-year history and is located at the crossroads of important commercial and communication routes making Gdańsk a meeting place of many cultures, nationalities and denominations. Gdansk, located in the northern part of Poland on the Baltic Sea coast, is the proposed Host City – the location of some of the off-site programme activities, and the organisational and logistical support centre for the Jamboree.

How to move around Gdańsk? Gdansk has a well-developed transport system and lots of cycle paths. Within the city, you can hop on and off the Rapid Urban Rail, tramways, buses and water tramways. Trams will take you to the city beaches (15 minutes from the city centre), buses will take you to the Tricity Landscape Park (25 minutes from the city centre), the Rapid Urban Rail takes just 20 minutes to reach Sopot, a neighbouring city famous for its health resorts, and extending the ride by 10 minutes will take you to Gdynia (a port city).

Jamboree site Proposed dates: 27th July – 6th August 2027 Average temperature: 24°C / 75,2°F Humidity: 55% The proposed site of the Jamboree village is Sobieszewo Island in the City of Gdańsk. Although Sobieszewo Island is administratively part of Gdańsk, the Island has preserved its charming natural environment, as it’s located away from the urban development areas. It is nestled between the Vistula River delta and the Baltic Sea lowland area of high in natural wealth. The island’s northern strip along the sea is a wide beach bordered by a forest. On the western side of the island, there are some residential areas of single-family homes. Sobieszewo Island is:

Safety The safety of each Jamboree participant is our highest priority. Safety and security operations will be coordinated by the Jamboree Emergency Centre, overseeing the works of all of the safety departments. The Emergency Centre will be supported by the interpretation team, weather team and a 24/7 emergency team with links to the external emergency services (firefighters, police, etc.). Our medical health care will include: •

Access to specialised medical care that will be provided by partnered external hospitals across Gdańsk and the whole Pomeranian Region will also be available. Safety and security procedures will be built on the best World Scout Jamboree practices and lessons learnt from previous events. However, we are also aware that the post-COVID world will require further safety measures, which we are ready to develop. Daily safety, security and well-being of Jamboree participants will be taken care of by stewards, Listening Ears, the Safe from Harm Team and mental health specialists. We will develop codes of conduct for both participants and adults. IST and CMT will have a space to have fun in their free time, as well as quiet areas to rest. It’s worth adding that the Safe from Harm training will be provided for both adults and participants this will be included as part of the pre-Jamboree preparations.

Minimising environmental impact As Jamboree hosts, we intend to adopt several environmentally friendly solutions to reduce the negative environmental impact of organising the event. We perceive sustainability as a central issue to the educational programme, a guiding element of the entire Jamboree organisation & Planning Team preparatory work, and of Contingents’ operations. Consistency between our words and actions is our highest priority. Sustainability will be an important part of the educational programme and awareness raising activities, and the “Preserve the Earth” theme will constitute one of the programme modules. •

The World Scout Jamboree 2027 will follow WOSM Guidelines for Organising Sustainable Events and will comply with the International Standard for Sustainable Events (ISO 20121:2012).

Waste segregation, recyclable and reusable/multi-use will be collected throughout the event.

Most energy will be sourced from renewables where possible.

Campsite land rehabilitation has already been secured in the Host City Contract.

Food waste reduction (collecting uneaten food after the Jamboree and giving it to the needy) will take place.

We will support the offsetting of carbon dioxide (carbon footprint) through participants’ actions before and during the Jamboree,

Hybrid and electrically powered vehicles and coaches will be used to reduce CO2 emissions.

We will promote a climate friendly diet (planet-based diet, according to EAT-Lancet report).

Operation „SOLIDARITY” In order to facilitate the attendance at the Jamboree in 2027 to as many National Scout Organisations as possible, we are planning to carry out Jamboree Solidarity Operation. The funds raised as a result of the Solidarity Operation will be distributed following consultation with WOSM Regional Support Centres to cover the cost of participation for Scouts from NSOs which otherwise would not have had the possibility to send Scouts to the Jamboree. The Donors Programme will work with private and corporate donors whose donations might be allocated to cover the cost of participation of an individual Scout/or Scout units or could be donated as a contribution to the Economic Activation Programme fund. The Economic Activation Programme is a tailor-made concept for the NSOs who express their interest in participating and going successfully through the recruitment process. Our idea is to highlight another benefit in the Jamboree preparation stage and to enhance economic education of NSO Scout members. The programme aims at equipping the participants with tools and skills that re essential for independent fundraising, but in the long-term, also encourage entrepreneurship within the young people, or broadening their knowledge of the basic economic mechanisms.

Why is it ZHP’s turn? We want to host the Jamboree because we want to inspire Scouts to bravely take care of our joint future, our planet, and also ourselves. Now is the time for all young people to be the change, take the initiative and bravely take steps forward. We want to encourage them to walk away from their usual, and comfortable path and engage in important discussions. We envision our Jamboree that will be inspiring but also support young people in finding the right self-balance. The organisation of such a large project as the Jamboree is a great honour but also a real challenge. It is a unique opportunity for development both for the ZHP as an organisation and for all members. The most important thing for us is to host the Jamboree as an inspiration for Scouts, to be a source of ideas and produce motivation for further action. The Jamboree will be a unique adventure for each participant, a place to exchange experiences and a chance to make friends for life. We want to show the strength and unity of the entire Scouting movement while emphasising the uniqueness of each of us and an opportunity to get to know other cultures. Our Jamboree will be the place for all Scouts to grow together, as individuals, as a generation, and as a Movement.
