Notice of Race

The following abbreviations apply [NP] denotes that a breach of this rule will not be grounds for a protest by a boat. [DP] denotes a rule for which the penalty is at the discretion of the International Jury and may be less than disqualification. [SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing. 1. RULES 1.1. 1.2 1.3. 1.4. 1.5.

The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS). For events stated as ranking list regatta the national prescription Wettsegelordnung will apply. For all other events no national prescription will aplly (please refer to addendum D). RRS Appendix T, Arbitration, may apply. RRS Appendix P, special procedures for Rule 42, will apply. If there is a conflict between languages the English text will take precedence.

2. [DP] ADVERTISING 2.1.

Boats may be required to display advertising and bow numbers chosen and supplied by the Organizing Authority.

3. [NP] [DP] ELIGIBILITY AND ENTRY 3.1. 3.2. 3.3. 3.4.

The regatta is open to boats of the classes/events as stated in NoR 5.1. Eligible boats shall enter by completing the online entry form on the event website www.warnemuender-woche.com and paying the required fees. The minimum number of entries for each class/event is as stated in NoR 5.1. If the number of entries does not reach the minimum number of entries in the relevant class/event until 18th June 2017, the class/event may be cancelled by the Organizing Authority. Competitors under 18 years of age shall present a signed and completed parent (guardian) consent and declaration form at registration. The Entry Fee is non-refundable, with the exception of the regatta or class/event being cancelled by the Organizing Authority. All boats sailing in split fleets shall pay a deposit of 5.00 EUR for the colored streamers for group identification at the Check-In. The deposit will be refunded on return. Entries received later than 18th June 2017 may be accepted by the Organisation Authority.

6. FORMAT 6.1.

If a class/event has 60 or more entries, the Organizing Authority may split the fleet. Split fleets will sail a qualifying series and a final series. 6.2. Classes/events sailing split fleets only: 6.2.1. If a minimum of five races has been completed at the end of the second scheduled racing day in the qualifying series, then the final series will commence on the next day of racing. If a minimum of five races has not been completed at the end of the second scheduled racing day, then the qualifying series will continue until the end of the next racing day when a minimum of five races has been completed. After the qualifying series has been completed, the final series will begin. 6.2.2. If at the end of the qualifying series some boats have more race scores than others, scores for the most recent races will be excluded so that all boats have the same number of race scores. 6.2.3. Final series: Boats will be assigned to the gold, silver, bronze and emerald fleets (if deemed necessary by the race committee or organizing authority) based on their ranking in the qualifying series. Fleets will be formed of nearly equal size. The gold fleet will not be smaller than the other fleets. 7. SCHEDULE 7.1.

Each boat shall produce a valid measurement certificate. In addition to RRS 78.2 the measurement certificate may be inspected throughout the event. Event 505 Europeans only: All boats shall pass measurement procedures before their first start. Measurement is scheduled on Wednesday July 2017 5th from 1400 hrs. until 1900 hrs. and on Thursday, July 6th 2017 from 0900 hrs. until 1230 hrs.. No first measurements will be taken.

9. SAILING INSTRUCTIONS The Sailing Instructions will be available at Check-In. 10. VENUE 10.1. 10.2. 10.3.

The Events will be hosted at Warnemünde (please refer to Addendum B and C) NoR 7.1 shows the Race Office assigned to each class / event. The racing area will be in front of the coast line of Warnemünde, Germany. Addendum C “Race Areas“ shows the location of the course areas.

11. COURSES The courses will be defined in the Sailing Instructions. 12. PENALTY SYSTEM 2.4mR, Topcat K1, Topcat K2, Topcat K3, A-Cat and ZK10 Kutter only: RRS 44.1 Taking a Penalty and RRS Appendix P2.1 will be changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 13. INTERNATIONAL JURY An International Jury will be appointed in accordance with RRS 91(b). Decisions will be final as provided in RRS 70.5. 14. SCORING 14.1. 14.2. 14.3. 14.3.1. 14.3.2.

Three races are required to be completed to constitute a series. When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. When 4 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. Classes/events sailing split fleets only: All race scores from the qualifying series will be carried forward to the final series. The discard of the qualifying series at the time of the allocation to the final series fleets may be substituted by a worse score in the final series.

15. [NP] [DP] SUPPORT BOATS 15.1.

15.2.

All support boats shall be registered with the Organizing Authority and will be required to comply with local legislation and event support boat regulations. The Organizing Authority may refuse registrations and accept later registrations at their sole discretion. Registration fees according to NoR 5.1.

16. [DP] BERTHING Boats shall be kept in their assigned places while they are in the boat park or harbour. 17. [DP] HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of written permission by the Race Committee. 18. [DP] DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta. 19. [DP] RADIO COMMUNICATION 19.1.

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

20. PRIZES 20.1. 20.2. 20.3. 20.4. 20.5.

Point prizes will be awarded to the best three scored boats of each class. The Organizing Authority may adjust the numberof prizes if less than 10 boats are entered in an event. Certificates of honour will be awarded for the 10 best boats. Additional special prizes and perpetual trophies for the individual classes will be listed in the program. Prizes not claimed at the prize-giving-ceremony will remain with the Organizing Authority. Competitors shall return perpetual trophies to the Organizing Authority by 31th December 2017.

21. [DP] MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 21.1.

By participating in an event of the Warnemünder Woche competitors automatically grant to the Organizing Authority, their sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. Boats may be required to carry cameras, sound equipment and positioning equipment as specified and supplied by the Organizing Authority. Competitors may be required to be available for interviews at the regatta.

22. Privacy Policy As per 1 January 2015. The organizers, led by the Warnemünder Segel-Clunb e. V. herewith would like to explain to you, what personal information we collect about you with your entry and participation in the race events. All data regarding participating athletes and their boats will be utilized and archived by us for the purpose of the sporting event. Personal information contains the participant’s real name, date of birth, home club, boat type and boat number. In particular, results, calculatory and visual analyses, position monitoring and race analyses will be published with reference to the competitors’ names. In order to achieve this, your data will be transferred to our service providers such as, Trac Trac, Advantic GmbH and to such governing bodies like World Sailing, Class Associations and DSV. It cannot be ruled out, that your data will be processed outside of the EU. Our service providers and governing bodies have been or will be committed by us, to exclusively use your data for the event and its preparation and post-processing, including ranking lists and global multi event scorecards. A commercial use of your data is prohibited. The use of your data is governed by German law, particularly by the German Data Protection Act (Datenschutzgesetz) and the German Telemedia Act (Telemediengesetz).

23. LIMITATION OF LIABILITY COGNOVITS CLAUSE 23.1.

The responsibility for the decision to participate in a race or to continue with it is solely with the skipper; to that extent the skipper also accepts full responsibility for the crew. The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the transport-safe-condition of the registered boat. In cases of force majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event. This does not constitute any liability by the organizer towards the participant, if the reasons for the changes or the cancellation do not result from a willful or grossly negligent behavior of the organizer. In case of a violation of obligations that do not constitute primary or material contractual duties (cardinal obligations), the liability of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages that were caused willfully or grossly negligent. When a violation of cardinal obligations occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff – employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of World Sailing, the administrative regulations regatta-sailing and the articles of association of DSV, the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognized. The German law shall prevail. All participants and crew shall sign the form of disclaimer of liability and copyright at registration.

24. [DP] INSURANCE 24.1.

All classes except H-Boat and Days: Each participating boat shall be insured with valid and for the racing area suitable third-party liability insurance with a minimum cover of 1,500,000 € per incident or the equivalent. H-Boat and Dyas only: Each participating boat shall be insured with valid (and for the racing area suitable) third-party liability insurance with a minimum cover of 3,000,000 ¤ per incident or the equivalent.

General information for competitors If you intend to arrive before 30th June 2017 please inform the Organisation Authority previously (info@warnemuender-woche.com). Except of participants of the 505 Europeans all sailors participating in the second part of the WARNEMUENDER WOCHE are advised not to arrive before Wednesday 05th July 2017. All competitors are requested to comply with the special traffic regulations at the Marina Mittelmole, Hohe Düne and Warnemuende beach. During the days of arrival and departure of WARNEMUENDER WOCHE there is only one-way trafic feasible, for further information see web site www.warnemuender-woche.com. Please follow the instructions of the harbor master and the volunteers! Coach and support boats • Each coach or support boat shall be insured with a valid third party liabilty insurance with a minimum cover of 3,000,000 ¤ per incident or the equivalent. • Helmsmen of dinghies or motorboats have to carry their national driving licenses. • All coach and support boats shall be registered and entered at the event before their first time leaving the harbour. They will be required to comply with local legislation and event support boat regulations. The Organizing Authority may refuse registrationsand accept later registrations at their sole discretion. • Crane services are only available for registered coach or support boats at Mittelmole or Hohe Düne. Utility of cranes • Registered keelboats may use the cran service at Hohe Düne or at the Warnemünder Segel-Club on request on arrival and departure. The fee is covered by the entry fee. Crane service operating hours and weight limits will be published on the notice boards at Mittelmole and Hohe Düne. • Participants are requested to follow instructions given by the crane operators and volunteers. • The fee for additional crane oprations is 25 Euros per single launching/hauling. Moorings • Moorings are located at Marina Mittelmole, Alter Strom, Warnemuende beach or at Marina Hohe Duene. • Participants are requested only to use the marked and assigned pontoon bridges and areas. – Moorings and areas for regestired and entered boats are free of charge for participants and support personal during the event. Ferry Warnemuende <=> Hohe Duene For all participants of the WARNEMÜNDER WOCHE, with mooring Hohe Duene, the ferry is free of charge. Parking Parking lots at Marina Mittelmole and Marina Hohe Duene are available at the indicated areas and subject to charge. For all participants and registered coaches a free of charge parking lot is available opposite to the ARAL gas station in the FriedrichBarnewitz-Straße. Tickets can be obtained at the race office Mittelmole. The Organizing Authority offers parking slots for trailers and vehicles on the parking lot of the Warnow Werft. Please follow the signs to the parking lot of Warnow Werft. Camping area Mittelmole A campsite for participants is based on the Mittelmole on the premises of WIRO GmbH / former Scandlines AG. Tickets for camping are directly available on arrival. Please note that parking and camping space is limited. A reservation of areas is not available! Camping area naval base The camping fee on the ground oft he German Naval Base covers sanitry and shower facilities. Please note that any instruction by Navy officials or security staff must be followed. The following action are not allowed on the campground: • • • • • •

No pets No swimming No barbecues and no open fires No access to the bridge and harbor facilities of the Army Base No access to the ships and buildings of the Army Base Exclusive use of the official gateways (no unauthorized exceeding the fences)
