SUMMARY OF DISCUSSION Welcome & Introductions Courtney Kalashian, SJVCEO, welcomed the group and introductions followed. Partnership Business Review Action Items and Summary Notes The group reviewed the list of action items from the May partnership meeting. All items listed as action items were addressed. Action items assigned to Courtney Kalashian (WWTP baseline, Visalia Public Works, City of Tulare lunch & learn) were held over later dates in either August or October. Action items assigned to Holly Merrihew, SCE, included updates on funding restrictions for strategic planning, City of Visalia EAP, SCE baseline movement as well as pulling Summer Discount Plan. HM stated that restrictions for SP is currently being decided by energy division and she will update partners when the final decision is out. She also stated that the baseline will not be moving. The other two action items will stay open and Holly will follow up on them. Action items for Omar Faris, SCE, included getting a description of the Hanford DI project as well as following up on the Porterville bus yard. OF stated that both items will stay open and he will follow up on them. CK asked OF to email Dave Intner, SBD, on ECD as well as loop in Gustavo on the project in case there are gas savings. CK also wanted to update the partners on staffing items. She let the partners know that Jarred Olsen is longer with SJVCEO and that Kimball Loeb, City of Visalia, is no longer with the City. KL took a position with the County of Ventura in their groundwater department. CK stated that SJVCEO will be releasing a job announcement on 8/1 and hope to hire by 9/1. She will keep all partners updated. Public Sector Business Plan Update CK, SJVCEO, has been keeping the group up to date on public sector business plan items. She stated that there was just a coordinating meeting the beginning of July as well as a proposed decision from the CPUC on LGP’s. From that decision the coordinating committee will be working with PA’s to shape a statewide frame work for LGP’s and business plans will be ready to submit by January of 2017. She stated that everyone in the LGP world is seeing 2017


as a bridge year so we will treat it as so. The only issue to arise will be with strategic planning funds. CK stated that is an issue arises we will then address it. Feedback on the SEEC Conference The seventh annual Statewide Energy Efficiency Collaborative (SEEC) forum took place in Riverside this past June. CK asked the partners for their feedback on their experience at the forum. Victor Calderon, Tulare County, stated that he was so glad that he was able to attend. He appreciated the breakout sessions that focused on how to engage LG’s as well EE funding. One item that he did not believe that was all that insightful was the session on cap and trade, since the topic was too broad. VC also thought that networking and making connections was priceless. Gustavo Sevilla, SCG, thought that presentations on other LG’s and EE projects was very beneficial. One negative was that he thought that the LGC should have shown off the forum location and its EE items. Holly Merrihew, SCE, stated that she was very happy to see two representatives from the valley in attendance and hope it continues year to year. Ck asked the group to make sure to fill out the survey the LGC sends out as those responses help shape next year’s event. Working in the Partnership Evergreen Economics LGP Evaluation CK, SJVCEO, stated that during this meeting she would like to just go over items that may be coming to our partners from either an outside source or from the IOU’s. This year the VIEW Partnership is being evaluated on its partnership procedures from an outside hired source, Evergreen Economics. She stated that this evaluation will focus on process versus impact. Much of the contact with the evaluator and the partnership but they may reach out to a handful of LG partners. CK stated that she wants to make sure that our partners give their true feedback on partnership workings. According to the printed schedule the evaluators will be reaching out to LG partners between August and October of 2016. The final report will be released in February of 2017. Ck also let the partners know that a handful of projects have been picked by PG&E and SCE for number reviews. Reviewers from both IOU’s will be reaching out to LG partners regarding details on the projects. IOU partners will be informing the selected partners about projects being reviewed. Project Review and Updates PG&E Staples Report May and June 2016 Dave Christensen, PG&E, went over the May and June Staples reports. C stated that May was still a slow growth month, but June numbers really took off. The partnership has reached 30% of goal for 2016. DC also stated that Staples will be receiving additional funding for the DI program so that it is funded until November 2016. CK also informed VC that PGE DI will do work on municipal facilities. She stated that he and Sarah Farell, SJVCEO, may want to analyze PGE building data and see if there are any facilities that would qualify. SCE Project Updates and Reviews With all SCE representatives in attendance CK asked that both Frank Yanes and Omar Faris, SCE, take on the discussion of SCE projects for the month. OF started off the project listing going over items for those cities he covers. The first being the City of Farmersville. OF stated that the project is still on track and it looks like the ECD date will be late spring of 2017. As for the City of Hanford he stated that many of the well projects (#500717314 to #500717357) listed will not be moving forward as Lou and his team seem to be spread pretty thin at this time. As for the other projects listed (#500619712 to #500824955) have been completed and are awaiting payment. For the City of Lindsay OF stated that they have hit a few speedbumps while trying to complete the project. The first issue was a reviewer issue which was settled then they noticed that the HP would be increasing on the upgraded motor and most of the time when that takes place there is no incentive issued. He stated even though that is the case keeping the VFD on the project may help combat the incentive issue. OF stated that he would be meeting with Mike Reed, City of Lindsay, in the next week and would then report back. Continuing on with the project list OF stated that the City of Portersville’s public safety building was complete and he stated that they are now interested in working on pump #14. OF stated that this project might be one for the WISE program through Lincus. HM, SCE, stated that she will make contact with Bill O’Neal from the program regarding the project opportunity.


FY continued down the project listing reporting on those cities that he covers in VIEW territory. For the City of Tulare well #23 will need to be cancelled within the system. As for well #33 SCE is only waiting on invoice paperwork to be completed and submitted. FY asked the HM move the ECD date back to 11/1/16 to allow enough time for processing. FY also stated that he will be meeting with Tim Doyle from the city regarding EE upgrades for the WWTP. He stated that he would report back any pertinent information. As for Tulare County there are not any current projects in the pipeline but there are a few opportunities that have been identified. One of those opportunities would be the jail expansion that is listed in the CIP listing. VC is not aware of the project so CK will forward that information along. VC also stated that the county is working on upgrading its utility management system software. They will be moving to Energy Center, which CK believes might automatically connect to portfolio manager accounts. One last note from OF. He stated that SCE is working on the backend to bring back a scaled back pump incentive program under early retirement rules. All that means it that there will be more documentation needed to complete projects and received incentives. SCG Project Updates Gustavo Sevilla, SCG, gave a brief update to CK regarding why a boiler project did not qualify for rebates. He stated that the model number of the new boiler installed does not show on the qualifying rebate listing. He did state that if we would like to try and push the rebated through it would have to be completed and in before December 2016. GS also stated that he brought along collateral from SCG for contractors and LGP’s regarding incentive and rebate programs. CK stated that this item might be something that the VIEW partnership take on as a targeted campaign for contractors. Samantha Dodero, SJVCEO, and CK stated that they will figure out a plan of attack to get all information dispersed. Other Business Water Energy Nexus Placeholder Fall Outreach Event Update SD, SJVCEO, gave a brief update on the status of a few fall outreach events. She stated that events will be taking place in Farmersville, Armona, Kettleman City, Home Garden, Tulare County, Tipton and London during the month of October. There aren’t any dates set in stone and the planning process is just now beginning. Program Updates CK asked the group if there were any program updates that the group should be aware of. DC, PGE, stated that he wanted to update partners on PGE’s idea of a regional DI program for 2017. He stated that to his knowledge solicitation for a regional DI contractor will not come out until 2017. CK then updated the partners on the September meeting topic, Lincus WISE program. She stated that the partnership will be marketing this event to all relevant departments, elected officials as well as special districts. She stated that once the partnership has a flyer together she will make sure it is dispersed. CK also stated touched upon the upcoming Central California and Central Coast Partnership meeting. She stated that the date is still up in the air, but that she would be sending out a Doodle Poll to implementers and IOU’s regarding possible dates. She stressed that this meeting differs from SEEC and it address EE challenges as well as best practices. Next Regular Meeting will be held on September 15th at 9:30am. Adjourn Meeting 11:30 a.m.
