1.0

INTRODUCTION

Preparation of Local Plan (LP) Kuala Kangsar District is provided for under subsection 12 (1), the Town and Country Planning Act 1976 (Act 172). This is an official document to translate policy development of the country and the Structure Plan (SP) State in 2020 into a more detailed physical and implementable form. This report will be used by the Local Planning Authority (PBPT) and government agencies as a guide in the processing of applications for planning and regulating future development. The Local Plan (LP) also serves as the basis for the listing of projects and programmes for the purpose of the budget in the Ninth Malaysia Plan 5 years. LP preparation process is as shown in Figure 1. APPROVAL OF KUALA KANGSAR DISTRICT DRAFT LOCAL PLAN 2020

PBPT gazettes the agreement of Kuala Kangsar District Draft Local Plan 2020 by the State Authority.

The State Planning Committee notifies the State Authority to gain agreement, to enforce Kuala Kangsar District Draft Local Plan 2020 [Section 15(1C)], Act 172.

PBPT is required to submit Kuala Kangsar District Draft Local Plan 2020 or its version that took into account public objections and appeal, to the State Planning Committee for approval sub section 15(1), Act 172.

Notice to be carried in State Gazette (Warta Negeri) and at least 2 local newspapers, one of them in the national language. Section 15(1), Act 172.

Approval is granted in totality or partially, with or without modification, or rejection of modification.

2.0

LOCAL PLAN AREA BACKGROUND

Local Plan (LP) covers the entire area Kuala Kangsar District with an area of 256,360.64 hectares. It is the third largest district in Perak after the upper Perak and Batang Padang. LP area is located 48 km north of Ipoh town and can be connected directly via the North South Expressway, the Federal Road 1 and the Malayan Railway Berhad (KTMB). LP area is located in central Perak and the district is bordered by Upper Perak district (northern region), Kinta (southern region), Larut Matang and Selama (western region) and Kelantan (eastern region). There are nine districts within the LP, divided into 5 planning blocks (BP). Kuala Kangsar District Location

2.1

STRATEGIC LOCATION OF KUALA KANGSAR DISTRICT

Placement of Kuala Kangsar District adjacent to the City of Ipoh and Taiping is an asset in providing physical planning strategic and economic future. Overflow development from the Ipoh - Taiping corridor will have a positive impact on improving the local economy, particularly in adjacent areas such as Sungai Siput (U) and Padang Rengas- Kuala Kangsar. In addition, the location of Kuala Kangsar District in the Kinta Valley Metropolitan area together with the Kinta District, Central Perak and Manjung also has positive impact on the future plans for the district. Detailed planning is required for Kuala Kangsar to ensure that it is not left out of the development that is taking place in the adjacent districts.

2.2

STATE OF LAND USE 2011

The main land use Kuala Kangsar District in 2011 was agriculture, which comprises 29.2% of the total area of the district. This District also has a forested area of 169,227.32 hectares (66.%) to be maintained. Existing development that includes residential, industrial, commercial, recreational open space, institutional & community facilities, infrastructure & utilities, and transportation accounts for 7,344.58 hectares (2.86%) (Figure 2). This clearly shows that land use and economic activities of the main area is still based on primary resources. To maintain the ecological balance and to improve the economy, development should be carefully planned to ensure sustainability

AVAILABILITY OF LAND FOR DEVELOPMENT

Kuala Kangsar district has an area of 33,490 hectares (6.13%) that could be developed without the constraints and 57,770.64 hectares (22:54%) can be developed, but must comply with the conditions and controls (Figure. 3). Kuala Kangsar district has a 165,100-hectare area (64.4%), containing obstacles to be developed. In this regard, future physical development must take into consideration aspects such as disaster risk, preservation of environment and land agriculture in order to ensure sustainable development.

LEVEL OF EFFICIENT ACCESSIBILITY

Kuala Kangsar district has three modes of transport i.e road, rail and water transport. The ongoing Project Runway Electrified Double KTMB from Ipoh to Padang Besar has impact on the public transport scenario in this area. With a commuter service between Kuala Kangsar to Ipoh and Taiping later, Kuala Kangsar development will change turn it into a satellite city of Ipoh. There are three train stations in Kuala Kangsar, Sungai Siput (U) and Padang Rengas. North – South Highway, which begins from the Menora Tunnel to the Padang Rengas along the 29 km (the region) (1 exit/entry interchange) and committed highway (Jelapang-Selama Highway) with (3 exit/entry interchanges) will have a large impact on regional development in future. In addition, Kuala Kangsar is also the intersection between north-south and east-west road travel route where the Federal Road 76 (Kuala Kangsar- Baling), which connects to the Kuala Kangsar junction of the North -South Highway, provides access to the East – West Highway through Grik to Kelantan (Figure 4).

2.5

THE ROYAL CITY IMAGE

Kuala Kangsar has a prominent Royal City and Heritage City presence that can be seen from the existence Sultanate of Perak buildings around town. In addition, there are 20 heritage buildings and 20 tombs

here

that

are

listed

in

the

Department of National Heritage. Most of the heritage buildings in this area are nearly or more than, 100 years old. To further entrench the Royal City image, infusion of Royal City and Historical City elements at key entry points into the town, places with high population concentration and on building architecture should be more efficiently proposed.

RIVERSIDE DEVELOPMENT POTENTIAL

Sungai Perak which is located adjacent to the Kuala Kangsar City has the potential to be developed as riverside development through the integration of economic, environmental and urban design. This in turn will enhance regional economic conditions and diversify activities in the city.

DIVERSITY OF TOURISM PRODUCTS

Kuala Kangsar district has a wide range of tourism products including tourism history (20 products), tourism arts, culture and heritage (5 products), aquatic eco-tourism (5 products), agro-tourism (3 products) sports tourism and recreation (8 products) and tourism education (8 products) that can be used as a key asset in developing regional economy. Proper planning is needed so that existing assets can be developed in a sustainable manner that would positively impact in enhancing the regional economic level.

STRENGTHENING ECONOMY

In addition to the tourism sector, the strengthening of Kuala Kangsar District economy is focused on the three other sectors namely; agriculture, commercial and industry. The agriculture sector plays a key role in economic growth of Kuala Kangsar District. Oil palm and rubber are the main commodities, each covering an area of 33,712 hectares (45.32%) and 29.247 hectares (39.31%). Rice as a food crop only has an area of 424 hectares while other crops such as fruits and vegetables, covers an area of 11,008.23 hectares. In terms of production, Kuala Kangsar District is a major producer of oil palm fruit in Perak for the year 2007, it produced 567.947 tons compared to 9.580 tons of rubber and 862 tons of rice. In addition, fruit crops also play a major role in which the year 2009, Kuala Kangsar District produced 5.04 million kg fruits with a production value of RM5.88 million a year. Farming and fishing activities are recorded a significant increase from 1.49 million animals in 2005 to 15.2 million animals in 2009. In 2009, Kuala Kangsar produced 133 tonnes of livestock valued at RM 0.97 million. While the ornamental fish rearing activities produced as many as 26.4 million fish valued at RM 9.98 million. Commercial activities in Kuala Kangsar District concentrated in the urban corridor of the Sungai Siput (U) -Salak - Kuala Kangsar – Padang Rengas, Kuala Kangsar - Kati - Sauk small corridor and the Kuala Kangsar - Jerlun Manong small corridor. The main sector offered commercially is Retail (43.41%) (Table 2). Industrial

development

is

concentrated

in

Kuala Kangsa - Padang Rengas small corridor and Salak – Sungai Siput (U) corridor with the main industry structure focused on Food and Beverage (13:41%).

Kuala Kangsar district is also known as a centre of craft industry, especially the ceramic industry (labu sayong pottery), the blacksmith industry, embroidery and weaving industry involving a total of 130 operators. Quarrying and mining activities also play a key role in economic growth Kuala Kangsar District with a total production of 6:07 million tonnes valued at RM 56.08 million (30% of total State production).

2.9

THE NEED TO INCREASE DISTRICT POPULATION

Kuala Kangsar district has a population lower than other areas. In 2010, this area had a total of 152,590 inhabitants (6.8% of the total population in Perak). Kuala Kangsar District is experiencing emigration rates of 12% for the period 2000-2010. Economic factor is seen as the major contributor of emigration of people from this area. In addition, high percentage of poor children and youth, especially those still at the school level have contributed to a high dependency ratio (86%). The majority of Kuala Kangsar District is in the inactive category from the perspective of contribution to local economic growth. Hence it is imperative to encourage the entry of people from outside Kuala Kangsar District in order to increase the economic activity.

DEVELOPMENT DIRECTION

Based on the direction of the development, discussions with stakeholders in the District of Kuala Kangsar, issues and potential is identified, the Kuala Kangsar district development objectives are : "Making the Kuala Kangsar District a Heritage District with a focus on the Royal Town of Kuala Kangsar, Supported by Sustainable Economic and Social Development." Kuala Kangsar District Development as the Royal City is strengthened through 6 development pillars, namely : i.

PROPOSED ZONE FOR HERITAGE EDUCATION

The Department of National Heritage has listed the MCKK 'Big School' as a National Heritage Building. In view of of maintaining the image and identity around MCKK as well as making it Kuala Kangsar District's main attraction, an educational heritage zone has been proposed encompassing MCKK, National Clifford School (fields included), Pavilion Tower and the First Hospital Building. This zone will ensure the existing image, identity and design is maintained and further reinforced to function as the District's education legacy.

PROPOSED ACTION PLAN FOR COMPREHENSIVE TOURISM DEVELOPMENT IN THE KUALA KANGSAR DISTRICT

Catalyst Project 3 for the Kuala Kangsar District is created with a Comprehensive Action Plan For Tourism Development in mind by putting in place well-planned, systematic management for efficient development of the tourism industry. The required initiatives are as follows: i. Creating a Kuala Kangsar Tourism Body (BPKK) to carry out promotional work, manage tourists, product development, train tour guides and other related matters. Increase accommodation in Kuala Kangsar by developing abandoned/ old buildings into guesthouses or boutique hotels, homestays and 3-, 4- or 5-star hotels hotels. EXECUTIVE SUMMARY

PROPOSED DEVELOPMENT OF A UNIVERSITY CITY IN MENORA

To revive Kuala Kangsar's history as a centre of learning, a university has been proposed for this area. What sets it apart is the unique field studies it offers based on local resources such as forestry, agriculture, animal husbandry, herbology, archaeology, tourism, hospitality and so on. Justification for this proposed development are: • the various local resources can be explored from an educational aspect • the availability of vast State-owned land • to make it the nucleus of the social, economic and physical development of Kuala Kangsar District • to encourage population growth

ULU KENAS REGIONAL PARK PROPOSAL

Ulu Kenas' natural allure has the potential to be developed as a recreational area. Firsttime

visitors

are

always

extremely impressed with its beauty. Due to this, it is proposed that the area be turned into a regional park for the Kuala Kangsar District, with its luxurious backdrop of Malaysian flowers and trees such as hibiscus, orchids and other blooms.

PROPOSED SPECIAL AREA PLAN PREPARATION

Two special area plans (RKK) are proposed based on the RKK provisions set in subsection 16B (1), (2) and (3) of the Town and Country Planning Act 1976 (Act 172). This RKK aims to accelerate the detailed planning of places of importance and character which need to be protected or regulated such as an area rich in history, heritage and culture. The RKK's main result is a Development Action Plan in the form of a Management Plan supported by certain specifications.

6.0

OTHER PROPOSED DEVELOPMENT

In addition to the eight catalyst projects, 88 other projects and programmes have been proposed in the Kuala Kangsar District 2020 in accordance with its core development. Below are the proposals which will most affect the district's economic, physical and social development:

6.1

PROPOSED TRANSPORTATION AND TRAFFIC MANAGEMENT SYSTEM

An efficient traffic network and transportation system is crucial for the progressive development of a given area. For the purposes of enhancing physical, social and economic development, seven new roads have been proposed as shown below: i.

Kuala Kangsar Town (North) bypass road from JP1 to JP76, a 5.6 km stretch starting near the Sultan Abdul Jalil bridge to Lubok Merbau (close to the proposed Kuala Kangsar Regional Sports Complex). This proposal involves providing 30 metre wide roads of 2-lane, 2-way configurations which can be upgraded to 3 lanes.

ii.

Kuala Kangsar City (South) bypass road from A3 to JP1, a 4km stretch starting at the Jerlun junction/exit until the traffic lights at Taman Bunga Raya. The proposal involves providing 30 metre wide roads of of 2-lane, 2-way configurations which

can be upgraded to 3 lanes. iii. New Kuala Kangsar - Ipoh Road from Manong (Road A3) to Menglembu through the Ipoh- Lumut Highway(E19), starting from Manong town- Kg. Seberang Manong - Kg. Bekor - Menglembu (Ipoh) involving a 16.3 km stretch. The proposal involves providing 30 metre wide roads of 2-lane, 2-way configurations. iv. New Road from A159 near Kg. Intan Suraya on Bukit Sapi (Hulu Perak district) involving a 4.7km stretch by building 20 metre wide roads of 1-lane, 1-way configurations amounting to 1.0 km v.

New exit at North-South Highway (PLUS) in Menora involving the creation of a 'trumpet' crossing and service roads amounting to 1.5 km.

vi. 9.5 km of roads from the Sultan Abdul Jalil bridge over Sungai Siput involving 20 metre wide roads of 2-lane,1-way configurations. vii. Over 62.3 km of roads and bridges to Aborigine villages from Kg. Bawong (Pos Chenein)-Kg. Beswok (Post Yum) - Kg. Kuala Mu (Pos Kuala Mu). This proposal involves 20 metre wide roads of 1 lane, 1-way configurations and solar street lights.

In addition to building new roads, upgrading is also proposed in an effort to further improve services. Based on future plans, the current road network has been identified as weak / unable to accommodate the demand for future development and therefore should be upgraded. The proposed widening and improvement of the road network is hoped to support the development of the district as a whole. There are four proposed road upgrades and 2 traffic management proposals in this area, ie : i.

6.2

PROPOSED SMART INFRASTRUCTURE AND UTILITIES

These involve two main proposals of for the Kuala Kangsar District, namely : i.

The Central Treatment Plant Proposal

Today there are 143 plants within the Kuala Kangsar Council's administrative jurisdiction, 96 of which are communal septic tanks (CST). In general, the system used is old despite the availability of mechanical systems capable of handling CST more effectively, including for effluent quality control. Its overall capacity amounts to 62.183 PE which is only able to accommodate up to 40% of the district's

needs.

ii. Proposed Sanitary Solid Waste Disposal Site The existing landfill in Salak Baru receives 220 tonnes of garbage daily but has no environmental control methods. At the moment,disposal is done openly which impacts the environment negatively. The current landfill along the main road, ie Federal Road 1, has impeded development and thereby should be transferred to a more appropriate location for the sake of a better environment and quality of living. The existing site has alsobeen proposed for development. In addition, the existing landfill adopts the open dumping method and does not meet the requirements of a sanitary landfill which could contribute to environmental protection. Therefore, it has been suggested that the existing landfill be closed and restored for certain uses only. A new solid waste disposal site has been proposed in Senggang which implements prescribed sanitary

In developing a viable regional economy, the following has been proposed as a means of strengthening local agriculture, commerce and industry : i.

Increase Productivity of Agricultural Crops including : Oil Palm

• Increase the productivity of oil palm (FFB) to 35 tonnes per hectare • Increasing oil extraction rate (OER) to 25 percent. • Increasing the ratio of workers: area to 1:10

Rubber

• Increase the productivity of rubber from 1,300 kilograms 1,800 kilograms per hectare per year • Increasing the ratio of workers: area to 1:6

Paddy

• Increase rice irrigation and drainage systems • Increase rice productivity from 5 tonnes to 10 tonnes per hectare per season • Increase the ratio of farmers: area to 1:6

ii.

Fruits

• Increasing productivity of fruit orchards from 4.8 tonnes to 7.5 tonnes per hectare per season

Vegetables

• Increasing vegetable productivity of 12.1 tonnes to 15 tonnes per hectare per season

Development of Collection and Agriculture Produce Marketing Centres in Kuala Kangsar Town and Sungai Siput Town (N) to facilitate farmers, animal breeders and fish farmers to bring and sell their produce directly. Downstream agriculture entrepreneurs can also market their produce here.

iii.

Integration of Agriculture and Livestock Project in oil palm plantations.

iv.

Dairy Cattle Breeding Zone in existing and new cattle ranches particularly in Sungai Siput (N).

v.

Expanding of Aquaculture Livestock in the Lake Chenderoh Industrial Zone, Sg. Perak, former mining areas, appropriate agricultural lands, swamps and existing aquaculture areas.

vi.

Expanding the Sungai Siput Town (N) Commercial Area to further strengthen its role as a commercial centre offering medium-class goods and services.

i.

Expanding the Padang Rengas Town Commercial Area will further strengthen its role as a main commercial centre in line with its status as a Small Settlement Centre. This will provide a new attraction for investors and locals at BP3 by offering various goods and services.

ii.

Expanding the Manong Town Commercial Area seeks to accommodate a variety of commercial facilities and services required by local residents. This proposed development is expected to strengthen the town's role as the main commercial centre in the southern part of the Kuala Kangsar District.

iii. Expanding the Sauk Town Commercial Area is expected to grow simultaneously with increase in population and spillover development from the JELAS Highway project. It aims to accommodate a variety of Commercial zone in Padang Rengas town

commercial and support facilities in the new area. iv. Full Content Development of Unoccupied Industrial Lots in the Kuala Kangsar and Sungai Siput Phase III Industrial Areas.

Innovative Perak Craft in Sayong – the Kuala Kangsar District is famous for its local craft enterprises particularly labu Sayong products from Sayong, tekat embroidery, ironworking and weaving. It involves a total of 130 operators focused mainly in BP 1 and BP 3. The craft industry is a strong crowd-pulled, attracting visitors and tourists to the Kuala Kangsar District. In order to further strengthen it on a commercial scale and market it at regional and international levels, it has been proposed by Inovasi Kraf Perak in Sayong that a planned industrial area be developed to centralise existing and future craft industry activities. It should be implemented formally and on a commercial level to improve product quality on par with other Small Medium Industry

vii. The Heritage Building Rehabilitation proposal has so far amounted to 26 buildings (Table 4). 20 are nearly /more than 100 years old. Out of these, 13 buildings are still in good condition and used for public purposes and by private institutions (Table 4, colored

). Seven out of 26 heritage buildings have yet to

be listed as Heritage Buildings in the National Heritage Department (Table 4 indicated ©) ie: •

Based on the function, age and condition of the buildings and historical factors stated in the RT, the study proposes another 8 buildings be added as heritage buildings under the Department of National Heritage (Table 4 indicated©) namely: •

6.5

PROPOSED DEVELOPMENT OF A PROSPEROUS COMMUNITY

Four components make for a prosperous community, namely housing, rural settlements, community facilities and institutions as well as open and recreational spaces. Proposals have been prepared based on these components and are as follows: i.

Low Cost Housing Development covering 51.4 hectares, concentrated in major regional towns, both large and small.

iii. Developing suburban areas on the fringes of towns such as Kuala Kangsar, Lubok Merbau and Manong . This is because villages on the outskirts are experiencing the pressures of growth and need planned development to avoid negative impacts. iv. Gazetted Aborigine reserves as to date only three indigenous villages have been gazetted as Aborigine Reserve areas. These are Kg. Bukit Cermin(BP1), Pos Kuala Mu (BP2) and Kg. Kuala Chenein (BP4). The rest i.e a total of 46 indigenous villages and agricultural areas are not gazetted as Aborigine reserves. This is important to ensure that Aborigine rights are preserved. v.

Proposal for two Regional Training Institutes in Kuala Kangsar: the Islamic Training Institute (ILIM) Northern Branch and the Health Executive Training Institute (ILEK) in Senggang (BP4). This is aimed at making the Kuala Kangsar District a leading centre of knowledge, making it the nucleus of social, economic and physical development as well as providing an alternative to maintain and prevent the migration of youth / encourage people coming into the state.

vi. Proposed construction of national high schools and primary schools in Chandan Puteri, full boarding schools in Jalong and Lasah as well as a religious high school in BP1. vii. Proposal for upgrading health facilities in the Kuala Kangsar District Hospital, construction of two health clinics in Kuala Kangsar and Sungai Siput (U) towns and rural clinics. viii. Proposal for safety facilities by upgrading the Kuala Kangsar IPD building, new construction of a police station in Sungai Siput (U) town and fire station in Sauk. ix. Proposal for government reserves to be spent on the development of a centralised government building in Kuala Kangsar town (near Sayong) and in Sungai Siput (U) town (in front of the hospital). x.

District Sports Complex at Lubok Merbau with an area of 10.23 hectares

xi. Proposal for Garden City at Sungai Siput(U) to be made in area covering 11.6 hectares. xii. Proposal to upgrade impounding reservoir, at the Waterfront Business Park, Sungai Siput (U) to a recreational area measuring 5 hectares. xiii. Proposal to upgrade Hot Springs recreational area, in Ara Panjang, Manong
