Aims Sultan Sharif Ali Islamic University was founded as a centre of scholarly excellence to sustain and support the country in upholding Islam, as stated in the Constitution of Brunei Darussalam, and to protect the creed of Ahlu al-Sunnah wa al-Jama‘ah and Shafi‘i Mazhab aiming to strengthen the religious commitment and solidarity of the ummah

Objectives  Delivering well-designed tertiary programmes at undergraduate and postgraduate level founded in Islam, as part of a comprehensive educational system to produce ‘ulama (Muslim scholars) and other human resources who are high-spirited, wellbalanced, professional, knowledgeable, respectful and pious;  Enhancing teaching-learning processes and skills and the effectiveness thereof;  The application of modern technology in the delivery of educational programmes, research and publications;  Promoting ongoing study and research as well as delivering consultation and experts services to the external environment within the context of Islam;  Giving meaningful input to the country’s philosophy ‘Malay Islamic Monarchy’, in the context of Islam as the main pillar of this philosophy;  Assisting in the development of a knowledgeable, respectful and pious nation, which is founded on the teachings of Ahlu al-Sunnah wa al-Jama‘ah and Shafi’i Mazhab;  Enriching Islamic knowledge, heritage and references, as well as spreading this knowledge to benefit the community; and  Establishing the importance and significance of Sultan Sharif Ali Islamic University by realising its potential as a centre of Islamic da‘wah in Brunei Darussalam as well as in the Asia Pacific region and the world at large.

The Establishment of UNISSA In a series of Titahs (royal addresses) His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu‘izzaddin Waddaulah ibni al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa‘adul Khairi Waddin, the Sultan and Yang Di-Pertuan of Brunei Darussalam expressed his desire, either directly or indirectly, that an Islamic university be established in Brunei Darussalam:

 3 Sya‘ban 1425H/18 September 2004, 16th Convocation of University of Brunei Darussalam (UBD):  His Majesty suggests that, in addition to UBD, which has reached its 20th anniversary of its establishment, now is the right time to establish another university in the country.  14 Muharram 1426H/23 February 2005, Brunei Darussalam’s 21st National Day:  His Majesty stresses that the importance of strengthening the religious education system at elementary level; while at higher level religious education should produce ‘ulama (scholars) and intellectuals.  2 Sya‘ban 1426H/6 September 2005, 17th Convocation of University of Brunei Darussalam (UBD):  His Majesty states that the second university he proposed previously, must be an Islamic university, since the country has a strong base for this, and which should fulfill the nation’s needs.  11 Sya‘ban 1427H/4 September 2006, 18th Convocation of University of Brunei Darussalam (UBD):  His Majesty emphasizes that the second university will be a pure Islamic higher educational institution to be our landmark in the world and in the hereafter.

On 11 Zulhijjah 1427H / 1 January 2007M UNISSA was established by the consent and announcement made by His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu‘izzaddin Waddaulah ibni al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa‘adul Khairi Waddin, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam. UNISSA was named after the third Sultan of Brunei, Sultan Sharif Ali who reigned from 1425M-1432M. Sultan Sharif Ali was a very pious ruler and was therefore nicknamed “Sultan Berkat” (Blessed Sultan). Sultan Sharif Ali was the direct-descendant of the Prophet Sallahu ‘Alaihi Wasallam through his grandchild Sayyidina Hassan Radiallahu ‘anhu. Sultan Sharif Ali was the first ruler to build a mosque and fortified the defense of Brunei by ordering his people to build a stone fortress. Sultan Sharif Ali governed Brunei according to Islamic principles and his reign was popular and highly respected.

UNISSA in General QUALITY EDUCATION UNISSA offers well-designed tertiary programmes at undergraduate level founded in Islam, as part of a comprehensive educational system to produce ‘ulama, Muslim scholars and other human resources who are high-spirited, well-balanced, professional, knowledgeable, respectful and pious. In addition to its core programmes, UNISSA offers additional courses which aim to provide students with a competitive edge and useful competencies so that they will thrive in any environment whilst time portraying the virtues of a devout Muslim. These courses are:        

Al-Qur’an; Malay Islamic Monarchy; Islamic Virtues; Arabic Language; Co-Curriculum; ICT; Entrepreneurship; and Industrial Training

In order to strengthen student’s proficiency in both Arabic and English languages, UNISSA organizes three months of intensive courses for students in the Arabic medium in these languages prior to them joining UNISSA’s programmes.

STUDY ABROAD PROGRAMME (SAP) Students who have obtained CGPA of B+ and above throughout the 4 semesters are given an opportunity to study abroad for a year (2 semesters) in at one of UNISSA’s partner universities in the Middle East, United Kingdom and Malaysia. This programme aims to give students a great opportunity to experience studying abroad within different education systems, ways of life and cultures. Apart from that, it also aims to nurture Muslims into becoming global citizens while sustaining the values of a good Muslim. ACADEMIC EXERCISE An Academic Exercise course is offered in the final year. It is an opportunity for undergraduate students to conduct research under the supervision of faculty members in their respective fields of study. Apart from engaging students in the processes of intellectual inquiry, problem solving and creative thinking, the course aims to enhance intellectual exchange and collaboration between undergraduates, faculty and the organization where they do their research. INDUSTRIAL TRAINING Industrial Training in the third year provides the students with work experience of the day-to-day operations at particular organizations so that they can understand practical work processes and gain valuable insights into the aspirations, needs, and views of the organization that they are attached to. The duration of the attachment is seven weeks and takes place during the third semester for all programmes except for Bachelor of Science in Islamic Finance and Bachelor of Business Management, the duration of the attachment is eighteen (18) weeks. 7


CO-CURRICULUM Although co-curriculum is a non-academic course, yet it is a formal part of education at UNISSA with timetabled, compulsory sessions for all students. These activities are graded and are included in the students’ overall CGPA. These are four areas in the cocurriculum: spiritual activities, clubs (including the army cadets), sport activities and community service. The co-curriculum activities are meant to give students practical preparation for the future. As for the co-curriculum activities provide opportunities for students to work in teams, to practice leadership, and to take initiatives, UNISSA students enjoy a holistic education. In addition, these experiences will make students more attractive to potential employers.

STAFF AND UNDERGRADUATE STUDENTS POPULATION Currently, there are seventy-six (76) academic staff both local and expatriates working in UNISSA. Thirty-four (34) of the academic staff are expatriates originating from ASEAN countries, Asia, Middle East, Europe and Africa. The student population in UNISSA is seven hundred and forty-seven (747) and 6.5% of them are international students who hail from the ASEAN region, Asia, Middle East and Africa. The small ratio between staff and student makes UNISSA very attractive. The international student and staff population adds diversity to the UNISSA campus. 8


SERVICES AND FACILITIES At present UNISSA is located on a temporary campus, which, nevertheless, provides all the amenities a university needs. These include a library, a gymnasium, a surau (small mosque), a football field, computer laboratories and student accommodations. At present the university library has a collection of more than 80,000 books as well as some multi-media kits. Three-quarter of these items are in Arabic.

UNISSA provides male and female accommodations for students. This is self-catering accommodation with 5 rooms per compartment with a shared mini lounge, mini kitchen, toilet and shower. A nominal rent of BND45 is charged per month.

The UNISSA campus is situated in the heart of the Gadong area. It is within walking distance from banks, supermarkets, shops, the night market and the Mall which is one of the main shopping centres in Brunei. Gadong is home to many good restaurants such as Japanese, Chinese, Indian and Italian restaurants and it is about 5 minutes driving to the Jame‘ ‘Asr Hassanil Bolkiah mosque which is the largest mosque in Brunei and an excellent example of Islamic architecture. 9

Faculty of Usuluddin The Faculty of Usuluddin aims to produce ‘ulama (scholars) who promote righteous values gained from knowledge and have expertise in the area of Tafsir, Hadith, Aqidah and Da‘wah. The establishment of the Faculty prior to fulfil these following objectives:  Protection of Islamic faith and its sources and to defend it against deviational trends and inclinations;  Preserving Islamic heritage and working for its propagation in and outside Brunei;  Producing open-minded intelligent and able specialists in disciplines of Usuluddin combining traditional and modern knowledge equipped with ICT who can defend Islamic values and fight against destructive ideas with proofs and arguments and opposing all alien views;  Striving for increasing the number of ‘ulama (scholars) combining knowledge with action and faith with practice in Brunei society in particular and other Islamic societies in general; and  Producing Muslim preachers having understanding of al-Qur’an and alSunnah of the Prophet and are knowledgeable in contemporary sciences and varying resources.

BACHELOR OF USULUDDIN (TAFSIR AND HADITH) AND BACHELOR OF USULUDDIN (AQIDAH AND DA‘WAH) For the four year Bachelor of Usuluddin studies, the programmes and courses are designed to produce competent graduates who are well versed in the disciplines of Tafsir, Hadith, Aqidah and Da‘wah. The Aqidah and Da‘wah programme includes the following courses; Introduction to Da‘wah (al-Madkhal ila al-Da‘wah), The Islamic Sects (al-Firaq al-Islamiyyah), The Islamic World Today (Hadir al-‘Alam al-Islami), Islamic Philosophy (al-Falsafah al-Islamiyyah), Contemporary Ideological Trends (Tayyarat Fikriyyah Mu‘asirah), and Oratory (Fann alKhatabah). The Tafsir and Hadith programme includes the following courses; Science of al-Hadith (‘Ulum al-Hadith), Methodology of Exegetes (Manahij al-Mufassirin), Science of Impugnment and Validation (‘Ilm al-Jarh wa al-Ta‘dil), Principles of Takhrij and its Rules (Usul al-Takhrij wa Qawa‘iduhu), Methodology of Narrators of Hadith (Manahij alMuhaddithin), and Thematic Exegesis (al-Tafsir al-Maudu‘i). In addition to the above mentioned courses, at the end of the third year, students from both programmes are required to participate in work attachment arranged by UNISSA. During their final year they will conduct a research project (bahth al-takharruj) to be written in Arabic in their selected area of study. MASTER OF USULUDDIN (COURSEWORK AND DISSERTATION) This two year Master’s programme of study aims to enhance and strengthen students’ knowledge in Islamic studies particularly in the major area of Usuluddin, namely the Qur’an, the sunnah, Islamic da‘wah, and comparative religions. A total of six courses are offered. These include three compulsory courses: Studies in Books of Religion (Dirasaat fi Kutub al-Adyan), Miraculous Knowledge in the Qur’an (al-I‘jaz al-‘Ilmy fi alQur’an al-Karim), and Studies in the Hadith Books (Dirasaat fi Kutub al-Sunnah). These are offered in the first year of the programme. Students are compelled to pass all the compulsory courses before they are allowed to continue with their studies in the second year. Upon completion of the coursework, they are required to write a dissertation (in Arabic) on an approved topic under the supervision of a member of the Faculty’s academic staff. The master’s degree will only be conferred after the student has successfully fulfilled all the requirements as prescribed in the Postgraduate Regulations of UNISSA.

MASTER OF USULUDDIN (RESEARCH) The Faculty also offers a master’s degree in Usuluddin by research. This programme is only offered to applicants who are exceptionally qualified to undertake research in Arabic, English and Malay language. Applicants are required to submit their research proposal to be assessed by the Postgraduate Studies Committee. In line with the University’s aim to produce qualified and competitive Muslim scholars, the Faculty welcomes qualified applicants to apply to this programme in any selected area of studies. Applicants are expected to have a good background in research methodology and to be fluent in the language selected for their research. As part of the evaluation process, candidates may be required to sit and pass a special examination as prescribed by Postgraduate Regulations as well as to engage with particular units of study or prescribed readings, at the Faculty’s discretion. DOCTOR OF PHILOSOPHY IN USULUDDIN (RESEARCH) The Faculty offers a doctoral programme of studies in the area of Usuluddin. This programme aims to encourage qualified candidates in the field of Usuluddin to conduct research projects in their area of interest. Applicants are required to submit their research proposal to be assessed by the Faculty before any final decision can be made by the Postgraduate Studies Committee. Applicants are expected to have a good background in research methodology and to be fluent in the language selected for their research. As part of the evaluation process, they may be required to sit and pass a special examination together with oral examination to be conducted by the Faculty and fulfil necessary requirements as prescribed by Postgraduate Regulations. Successful applicants will be supervised by an academic staff member of the Faculty. Doctoral Degree:  Doctor of Philosophy in Shariah (Research)  Doctor of Philosophy in Law (Research) CERTIFICATE IN SHARIAH CRIMINAL JUSTICE SYSTEM This programme is designed to equip trainees with the necessary knowledge and skills within the context of Shariah. It is suitable for Shariah Law Enforcement Officers from various Government agencies. The main objective of this programme is to impart to trainees the knowledge of hudud, qisas, diyat and ta’zir so that they become specialised, both intellectually and practically, in the implementation of the Shariah Law in Brunei. BACHELOR OF SHARIAH (FIQH AND USUL) This programme aims at preparing its students for the studies Islamic jurisprudence and its related field of work, such as Ifta, religious monitoring and supervision, religious consultancy, teaching, mentoring and Imamah. Students of this programme will be equipped with wide and deep knowledge of Islamic Fiqh and Usul as well as the basic research skills in order to prepare them for any postgraduate studies and/or research oriented careers. BACHELOR OF SHARIAH (FIQH AND JUDICIARY) This programme aims at preparing its student for a career in the Islamic judiciary and other related professions, such as administrative officers in the courts, Islamic Legal practitioners, etc. in addition to the general Shariah and Usul al-Fiqh courses, students of this programme will also study Law of Evidence in Shariah Court, Civil Procedures in Shariah Court, Criminal Procedure in Shariah Court, Islamic Family Law, etc. Although the programme is of judicial orientation, it will also equip its student with the basic fiqh and usul knowledge and research skills to enable them to perform well in the Fiqh and Usul programme related careers. These two programmes aim at providing students with comprehensive knowledge in Shariah and essential knowledge relevant to the fields of studies, respectively. BACHELOR OF LAWS (LL.B) & BACHELOR OF SHARIAH LAW (BSL) UNISSA’s LL.B & BSL is a distinctive 5-year double-degree programme which provides a practically oriented pathway to the prestigious profession of law and Shariah practice. This degree will equip graduates with the necessary knowledge and understanding on a wide range of legal and Shariah courses, end the required intellectual, application and transferable skills to enable them to embark on a wide choice of legal and Shariah career paths. Students will be introduced to courses on the legal and Shariah concepts 22


and principles within the core and compulsory academic components of the programme that underpin the legal dimensions of the Bruneian legal system, and courses which are required under the professional or vocational component of both the legal and Shariah professions. The curriculum is meticulously structured to enable students to qualify on equal standing as any graduated of similar LL.B and Bachelor of Shariah programmes elsewhere, regionally and internationally. DIPLOMA IN ISLAMIC LAW AND PRACTICE These postgraduate programmes offer graduate candidates the opportunity to pursue and complete studies leading to a Master degree, Ph.D degree, or a postgraduate Diploma, in Shari’ah. The programmes will sharpen and enchance the skills of the candidates to undertake empirical research and produce quality academic writing. The possible career paths for Master and Ph.D graduates include advisory positions, research personnel and academic positions at colleges or universities. The Diploma in Islamic Law and Practise holders would be able to enrol as a Shari’ah practitioner in the Syariah Court. MASTER OF LAW (RESEARCH) The Master of Law (LL.M) by research programme aims at developing an advanced legal research environment in both Brunei and the region. The programme is suitable for law graduates and relevant qualified professionals who wish to develop legal writing and research skills at an advanced level; the programme can be undertaken focusing on various research topics as approved by the Faculty of Shariah and Law. The objectives of this programme are to produce graduates who specialise in specific areas of law. The programme develops and produces graduates with an advanced level of comprehension, research and analytical legal skills, as well as graduates who are competent in research and writing. The programme, wherever relevant, develops the graduates’ ability to undertake a comparative study of law. Upon completion of the programme, the graduates will show that they are acquainted with various publications related to the topic of their dissertation, with their written work being of a high standard and receiving satisfactory credits. DOCTOR OF PHILOSOPHY IN SHARIAH (RESEARCH) The Faculty offers a doctoral programme of studies in the area of Shariah. This programme aims to encourage qualified candidates in the field of Shariah to conduct research projects in their area of interest. Applicants are required to submit their research proposal to be assessed by the Faculty before any final decision can be made by the Postgraduate Studies Committee. Applicants are expected to have a good background in research methodology and to be fluent in the language selected for their research. As part of the evaluation process, 23


they may be required to sit and pass a special examination together with oral examination to be conducted by the Faculty and fulfil necessary requirements as prescribed by Postgraduate Regulations. Successful applicants will be supervised by an academic staff member of the Faculty. Faculty of Arabic Language and Islamic Civilisation The Faculty of Arabic Language and Islamic Civilisation is one of the faculties in Sultan Sharif Ali Islamic University (UNISSA). All courses in the Faculty are taught in Arabic by highly qualified local and international academic staff who received their academic degrees from Egypt, Jordan, Sudan, United Kingdom and Malaysia with distinctive qualifications and specializations in Linguistics, Arabic Language, Literature, Translation and Islamic History and Civilisation. BACHELOR OF ARABIC LANGUAGE This four years programme aims at providing students with knowledge of Arabic linguistics and Literature such as literature, rhetoric, literary criticism, linguistic, applied linguistics, grammar, morphology and translation. Eventually this background of knowledge helps them to understand the meaning of the Holy Qur’an and the Prophetic Hadith as well as to use the Arabic sources, which are essential to understand the knowledge, as potential references. It also enables them to translate from and into Arabic. In addition, it will arm them with appropriate knowledge and mechanism that help them to write the academic exercises and to pursue their postgraduate studies. The ultimate outcome of all these aims is to produce capable graduates who are equipped with knowledge, skills and moral values that qualify them to serve the country and the Islamic nation as well. BACHELOR OF ISLAMIC HISTORY AND CIVILISATION This four years programme provides students with information about early, medieval, modern and contemporary Islamic history and civilisation. It also gives them special knowledge regarding various cultures and civilisation recorded in early and modern sources. In addition, it trains the students in both studying and analysing historical issues in order to know what took place in the life of the Prophet Muhammad Sallallahu ‘Alaihi Wasallam, the time of the Pious Caliphs, Umayyad and Abbasid periods. This programme aims at producing educated graduates who will be able to serve the country and the Islamic nation. MASTER OF ARABIC LANGUAGE This programme aims to:  To prepare competent researchers in the field of Arabic linguistics and literature;  To promote the students' academic abilities in Arabic language and its literature;  To qualify students to conduct their research and produce theses in presentday issues in Arabic language and literature plus issues in classical Arabic linguistics and literature;  To help students to conduct their research and produce researches on issues relating to Arabic language and literature in the Brunei and learners respective countries;  To train learners who can critically read and understand linguistic/ literature in their fields; and  To transmit in-depth knowledge of the structure and function of language and its use and change from various theoretical perspectives.

Mazhab Shafi‘i Research Centre Mazhab Shafi‘i Research Centre aims to uphold, develop and disseminate the practice and teachings of the Shafi‘i school of jurisprudence in the country and the region. The establishment of the centre prior to fulfil these following objectives:

Centre for Research and Publication This Centre, which was established in July 2015, was initially a unit managed by the Centre of Postgraduate Studies and Research. It was then separated from the Centre and renamed the Centre for Research and Publication. Better known as UNISSA Press, this Centre is currently under the patronage of two committees; UNISSA Publication Committee and UNISSA Research and Leave Grant Committee (URLGC). The aims and objectives of the Centre are as follows:

Student Affairs Division The Student Affairs Division of Sultan Sharif Ali Islamic University (UNISSA) was established in the first academic session 2007/2008 as an organization that manages the university’s students’ affairs. The administration of Student Affairs Division is headed by the dean and assisted by the deputy dean. Five units have been set up to coordinate and manage the activities of student welfare which are residential college unit, students and alumni welfare unit, counselling and career guidance unit, extracurricular activities unit and UNISSA Prayer Hall unit. Programmes Offered From its inception in 2007 UNISSA has offered programmes in Arabic and English mediums. Prospective students are required to do the intensive Arabic and English language courses to enhance their proficiency in Arabic and English. Each year these courses are offered in the period of March till June prior to the commencement of the new academic year. ADDITIONAL ENTRY REQUIREMENTS FOR BACHELOR’S DEGREE PROGRAMMES: 1. Applicants who had fulfilled the entry requirements above may have to sit and pass an Arabic and English Language Placement tests and an Admission Test conducted by UNISSA. 2. Only Brunei Higher Religious Education Certificate (STPUB) and Brunei-Cambridge GCE ‘A’ Level certificates or qualifications obtained in not more than three (3) sittings within the last 3 years will be considered, except for applicants applying under Mature Candidate Category.

MASTER’S DEGREE REQUIREMENTS: 1. Applicants must have obtained a Bachelor’s Degree with at least a Second Class Honours or ‘Jayyid’ in the relevant discipline; or have obtained a First Degree in the relevant discipline and have not less than three (3) years working experience in a related field. 2. Applicants applying for admission to Arabic-medium programmes will be required to sit and pass an Arabic Language test. 3. Applicants who obtained a relevant Bachelor degree with First Class Honours may be considered at the discretion of the Senate of UNISSA. POSTGRADUATE DIPLOMA DIPLOMA IN ISLAMIC LAW AND PRACTICE (MALAY MEDIUM PROGRAMME) REQUIREMENTS: Applicants must have obtained/passed: 1. Primary School Religious Examination certificate. 2. a) A degree in Shari’ah or Law (LL.B) from a university or institution recognized by the Senate of UNISSA; or b) Another Bachelor degree recognized by the University Senate, plus work experience as a legal practitioner or in a related area for at least three (3) years, and has been recommended by the Head of Department. HIGHER NATIONAL DIPLOMA HIGHER NATIONAL DIPLOMA IN DIRASAAT ISLAMIYYAH PROGRAMME (ARABIC MEDIUM PROGRAMME) REQUIREMENTS: 1. Applicants should have passed: a. The Brunei Higher Religious Education Certificate (STPUB) with an average grade ‘Maqbul’; or b. Brunei Cambridge GCE ‘A’ Level pass with minimum of two subjects, at least one of the subjects related; or c. National Diploma or its equivalent which is considered relevant by UNISSA Senate; or d. Any academic certificates recognized by the Senate. 2. The Primary School Religious Examination Certificate or its equivalent. 3. Ability to recite al-Qur’an well. 4. Essential knowledge in Arabic language. 5. Other requirements as determined by UNISSA for time to time. CERTIFICATE IN SHARIAH CRIMINAL JUSTICE SYSTEM (MALAY MEDIUM PROGRAMME) GENERAL REQUIREMENT: Freshmen Category: Applicants should have passed: 1. Brunei Religious Education Certificate (SPUB) or Brunei-Cambridge GCE ‘O’ Level. Mature Category: Applicants from civil servants in any departments; or Shariah law and Civil law enforcement agencies should: 1. Aged at least 21 years old; 2. At least pass in Lower Certificate Education (LCE) or Brunei Junior Certificate Education (BJCE) or (SBE) and three (3) years’ experience in related field. 3. Have to apply through their respective Head of Department (HOD) and have a strong recommendation from the Head of Department. UNIVERSITY’S REQUIREMENT: 1. a) Applicants should have passed the Primary School Religious Examination Certificate; or b) Applicants are certified by UNISSA to have sufficient knowledge of Islamic Religious Knowledge and/or good recitation in al-Qur’an al-Karim. 2. 2015/2016 Academic Calendar UNISSA’s academic year consists of two semesters which are period of 18 weeks. The first semester runs from August until December while the second semester from January until May. In addition, there is a special semester which falls after the end of the academic year during the vacation period from June to July. The duration of the special semester is 8 weeks. The Higher National Diploma in Dirasaat Islamiyyah and the Bachelor of Laws (LL.B) and Bachelor of Shariah Law (BSL) (double-degree programme) have courses running in the special semester.
