Unilorin community hails Oloyede's appointment --- Aina's too

T

he University of Ilorin community erupted in e x c i t e m e n t l a s t Tu e s d a y (August 2, 2016) over the previous night's announcement of the appointment of its former ViceChancellor, Prof. Is-haq Oloyede (OFR), as the new Registrar of the Joint Admissions and Matriculation Board (JAMB). Also from the stable of the University, the immediate past Dean of the Faculty of Communication and Information Sciences (CIS), Prof. Lenrie Aina, was appointed the new Director/Chief Executive Officer of the National Library of Nigeria. In separate interviews with Unilorin Bulletin, members of the UNILORIN community commended President Muhammadu Buhari over the appointments of the two seasoned dons, describing their choice as “round pegs in round holes”. Expressing delight over the appointment of his predecessor as the new JAMB Registrar, the ViceChancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali (OON), described the appointment as “well merited and a worthy recognition of excellence”. Unilorin don canvasses dialogue with herdsmen By Fatima Abubakre

I

n order to ensure a viable and lasting solution to the perennial conflicts between herdsmen and farmers in the country, a Professor of Veterinary Medicine at the University of Ilorin, Prof. S. F. Ambali, has advised the Federal Government to ensure a proper enlightenment of the Fulani herdsmen on the gains of embracing the ranching system. Prof. Ambali, who is also the Dean of the Faculty of Veterinary Medicine in the University, gave the advice in an interview with Unilorin Bulletin last Wednesday (August 3, 2016). (Contd. on page 4)

Unilorites commend Buhari over Oloyede, Aina’s appointments Prof. Ambali, who attested to the capabilities of Prof. Oloyede, said that the erudite Professor of Arabic would be able to draw a new roadmap for JAMB, which would be strictly adhered to. “He is a very strict person; he knows what he's doing and he knows how to carry both staff and his other stakeholders along very well. I am sure he will succeed and I wish him the best of luck”, the Vice-Chancellor added. The Vice-Chancellor also hailed the appointment of Prof. Aina, describing it as “another plus for our University”. On her part, the Deputy ViceChancellor (Academic), Prof. N.Y.S. Ijaiya, described the appointment of Prof. Oloyede as “a blessing to the Nigerian university education system and a plus for the University of Ilorin”. Prof. Ijaiya also expressed happiness over the appointment of Prof. Aina to head the National Library of Nigeria, saying, “We have no doubt in his ability to perform. We are very happy for them and we trust that they would do this University proud.” While observing that the University of Ilorin has produced many Vice-Chancellors for other universities in the country, the Deputy Vice-Chancellor (RTI), Prof. Gabriel Olatunji, described Prof. Oloyede as an astute administrator. He pointed out that with the appointment of the former Vice-Chancellor as the new JAMB Registrar, “everybody will know that the University of Ilorin is topmost and has the material, the expertise and the human capital to develop this nation; same goes for Prof. Aina as Chief Executive of the National Library.” Prof. Olatunji said, “Prof. Oloyede deserves that post; I've prayed for him that God in His infinite mercy will guide him to put the JAMB house in order, which hitherto created some confusion in the recent past and somebody of his calibre has to be in that place to put things in their proper perspective so that we would not have confusion in JAMB again.”

On his part, the Deputy ViceChancellor (Management Services), Prof. A.Y. Abdulkareem, described Prof. Oloyede as “someone who is very hardworking, diligent, articulate and a brilliant chap who is very godly and has a flair for educational development”. Prof. Abdulkareem recalled his relationship with the former ViceChancellor, which dates back to 1979 when they were both together in the Muslim Students Society of Nigeria (MSSN), noting that “when he became the National President of the Unilorin Alumni Association, I was the first Vice-President of the Association.” Disclosing that Prof. Oloyede had over the years championed the cause of JAMB even up to the legislative level, Prof. Abdulkareem said, “For him now to be given the mantle of leadership by the grace of the Almighty, he will perform and all of us will rally round him to ensure that he performs and of course, you know his legacy in the University of Ilorin as the former Vice-Chancellor; former Chairman of the Committee of Vice-Chancellors in the country, he is an international figure and I believe very strongly that he is a round peg in a round hole.” In the view of the Registrar, Mr Emmanuel Obafemi, the appointment of the two Professors was a national recognition of the commitment of the staff of the University. According to him, “It just goes to show that the University of Ilorin is what it is known to be. Of course, any President that comes onboard and wants to pick people from the University, they will want to look for that University that is stable enough, that is impacting a lot on the students and staff before they pick; I want to believe that the picking of these two renowned Professors in their various fields, will help JAMB and the National Library.” Also speaking with Unilorin Bulletin, the University Librarian, Dr Joseph Omoniyi, observed that Prof. Oloyede's achievements as Director

of Academic Planning, Deputy ViceChancellor and as Vice-Chancellor “lend credence to the fact that his appointment is actually a round peg in a round hole. I have expected President Jonathan to give this kind of appointment to him because going by what the Nigerian educational sector was experiencing at that time, the person you will expect to handle the sector effectively is somebody like Prof. Oloyede”. “Look at the recent controversy over who is to admit and who is not to admit… when JAMB says yes, I want to admit ….you are eroding the authority of senate of universities and this is unfortunate, so I really appreciate our President Buhari, for acting very swiftly by arresting the decay that the controversy would generate as far as university system in this country is concerned”, Dr. Omoniyi observed. He said, “If you have seen the work Prof. Oloyede has done in Ilorin and what he is doing nationally, you will discover that unless you want to be very subjective, nobody should fault this appointment. I have read a lot of comments on the social media; some are positive, some are negative, some accuse him of being a religious bigot and all sorts of things…but Oloyede is not like that. He wants you to do what is right and as people would say, if you do what is right, you don't have any reason to be afraid of Buhari. If you do what is right at the right time, you have no problem with Oloyede.” On his part, the Director of Academic Planning, Prof. A. O. Omotesho, congratulated the appointees, noting that the former Vice-Chancellor “epitomises hard work and I am sure he's going to make a big difference in JAMB”. He also congratulated Prof. Aina, “who was Dean of CIS; he was also President of the National Library Association, I wish him all success and I believe he has what it takes to excel.”

Don blames herdsmen–farmers’ clashes on climate change ( Contd. from front page ) Saying that the proposed ranching system would lead to improved livestock productivity and ensure greater economic benefits, the Dean explained that the frequent clashes between the herdsmen and the farmers was essentially as a result of climate change and desertification, which he described as a global problem. He also pointed out that the challenge of insecurity in the north eastern part of the country “has made the Fulani and even people from other regions of Africa to migrate to Nigeria.” Prof. Ambali said, “the northeast provides a versatile area of grasses for their animals, but Boko Haram has depopulated the grazing area for animals; so they need to move towards the South and that is why a lot of pressure is being brought especially in the North central region of Nigeria… It is even being complicated by the fact that some of these people like we are told, are the fleeing Boko Haram members disguising as herdsmen and causing havoc.” According to him, Nigeria presently has about 21 million herds of cattle with an annual growth rate of 2.2 percent. He said that the government must play its part by ensuring the provision of adequate infrastructure that the establishment of ranches will require. He said, “The issue of ranching comes with a lot of infrastructure; you have to get them water. To accommodate about 21 million herds of cattle, you will be talking about almost one billion gallons of water per day to water those animals. When you want to establish ranching, you have to establish them close to the water source but you will also be causing a lot of havoc to the neighbouring community who also depend on that source of water for their livelihood. “So, the government and

individuals will have to come up with some strategies and this is what we are also brainstorming in our own Faculty. We are going to come up with a suggestion to the government on how to move forward because …we need the Fulanis, but they need to be enlightened that ranching will improve their output.” According to Prof. Ambali, “the concept that the Fulani men have is that their cattle are for prestige and not for economic purpose. Therefore, we need to do a lot of reorientation that cattle are no more kept for prestige they are source of income and if they are settled in a place, we can provide them with grasses that are more nutritious and they can be provided with more scientific techniques that will improve the productivity of their animals, improve their earnings, improve their economic potentials; what is needed is just to re-orientate them.” The Dean bemoaned the fact that people have taken hard-line positions on this issue based on sentiments and emotions, stressing that, it was a wrong approach to resolving the conflict. “That will not solve our problem”, he stressed, adding that “the Fulani herdsmen have been part and parcel of the community over time and we have lived amicably well; so we need to develop policies that will promote interaction and through interactions, we are going to enlighten them that look, the world is changing, it is now from prestige to economy; so if your animal is producing two gallons of milk per day, with ranching and good veterinary intervention, your cattle will be producing 25 or 30 litres of milk per day and that will send signals to them that look, we have been short-changing ourselves economically.” “So it is public enlightenment. It is developing a forum where the Fulani herdsmen, the farmers and the government and

even the private investors can come in, because I as a private investor can come in and acquire a piece of land divide it into ranches and encourage the Fulani herdsmen to buy one part and pay rent to me per year, and that way, you make your money and solve societal problems.” “Unless we face it squarely, it is going to boomerang the way we are handling it because we are not handling things objectively; people are angry and you don't solve problems by being angry. Anger doesn't solve problems, what will solve problem is dialogue. Let us sit down, let these people understand the new concept of animal management and the farmers will also understand with them that it takes time to fully imbibe this transformation.” While noting that, some herdsmen will still be recalcitrant, Prof. Ambali said when “they see that it is advantageous to adopt the technology-based on the success being recorded with the people that have already embraced ranching; then they will also come on board. So, it's going to be a gradual thing because what has also contributed to high price of foodstuff in the market is due to many people abandoning arable farming because of incursion of cattle into their land.” “We need to have a point where all of us will meet and put our ideas together and understand the socio-cultural background of the Fulani, and the socio-cultural background of farmers will have to also be examined...so a lot of professionals- sociologists, psychologists will have a lot of role to play. The veterinarians, the animal scientists, all of us if we meet, I am sure we would come up with solutions that will solve this lingering problem that if we are not careful, could destroy the fabric of this nation.”

New students’ leaders told to run inclusive administration The Vice-Chancellor assured the Students' Union Executive Council of the administration's support, noting that the responsibility given them is a test case to develop their capacity in human management. He admonished them to ensure that they carry all the students along in their decision making. Prof. Ambali noted that gone were the days of empty sloganeering and unbridled exuberance in the name of unionism, noting that “unionism has gone beyond that and successive leaders of the Students' Union of this University have demonstrated that”. The Vice-Chancellor said that constructive unionism and effective leadership as practised in the University is the reason for the University winning the first position at the just concluded national universities debate competition held at Covenant University, Ota. Congratulating the new students' leaders, Prof. Ambali charged them not to allow emotions and crave for popularity becloud their sense of judgment. He assured them that the University management would be their partner in progress. “I want to enjoin you that your attitude to leadership should be that which would further stabilise the system, not destabilise it. Commit yourselves to excellence and you will

find out that the next one year will be the most momentous in your lives”, the Vice-Chancellor counselled the students. Prof. Ambali also urged the student leaders to do their best in order not to betray the confidence reposed in them by their colleagues, saying that with a positive attitude, they would see a silver lining in every cloud. The Director of Legal Services, University of Ilorin, Barr. Dare Akanbi, had earlier administered the oath of office on the Students' Union President, Executive Council Members and Students Representatives respectively. Earlier in his remarks, the Dean of Student Affairs, Prof. A. E. Talabi, commended the immediate past administration of the Students' Union Council led by Idris Alao, and tasked the members of the new Executive Council to emulate their predecessors and take the baton of the Students' Union further. Responding on behalf of the Students' Union Council and the Students Representatives, the new President, Shobowale Lukman Olawale, popularly known as Eminent, said that he was mindful of the fact that he represents the shared aspiration of the students to forge a united Students' Union, and assured his colleagues that the dream would become a reality

under his watch. Shobowale then called on “the good students of the University of Ilorin to enlist as agents of this great transformation”, adding that “being a Unilorite is a blessing. It is also a great responsibility. We must make a vow that together, we will make the Unilorin Enterprise thrive”. Other members of the Students' Union Executive Council sworn in were: the Vice-President (Permanent Site), Iromini Omolola; the Vice-President (College of Health Sciences (COHS)), Aderemi Temidayo; the General Secretary, Abdulazeez Olawale; the Assistant Secretary, Rufai Kehinde Esther; the F i n a n c i a l S e c r e t a r y, O j a j u n i Emmanuel Abiodun; the Public Relations Officer (PRO), Omotosho Damilare; the Welfare Secretary (Permanent Site), Afolayan Kazeem; the Welfare Secretary (COHS), Aremu Ademola; the Social Secretary, Olona Shakiru and the Sports Secretary, Zubair Ibrahim. Abubakre, expressed “tremendous delight” over Prof. Oloyede's appointment as JAMB Registrar, saying, “I was filled with pleasure and excitement that a young lad I met in the final year of his first degree and a gentleman I taught at the Masters' level and I watched grow, is rising the way he is rising; it gives me pleasure as though honey is put in my mouth and I don't want it to disappear from my mouth. I want to

say congratulations to the University of Ilorin, congratulations to the academia, and congratulations to those who are interested in hard work, and total commitment to probity and accountability.” According to Prof. Abubakre, “in 2011, we anticipated that Prof. Oloyede would be appointed Executive Secretary of the National Universities Commission (NUC) because of his antecedents and capabilities but Prof. Abubakar

Abdulrasheed that was appointed was his contemporary as Vice-Chancellor of BUK who is equally capable. However JAMB is the best place that Is-haq can be because he is somebody who can sanitise the system. So all these demonstrations and differences that you find between government policy and university policy on admission, University autonomy which Oloyede subscribes to immensely will be resolved with his appointment.”

‘How best to write grants-winning research proposals’ By Mubarak Oladosu

T

he Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali, has challenged academic staff members of the University of Ilorin to take the University to greater heights by working together to write grantswinning research proposals, which can improve the ranking of the University. Prof. Ambali threw this challenge recently while declaring open the 2016 Grantsmanship training for researchers in the humanities organised by the Centre for Research Development and InHouse Training (CREDIT). The Vice-Chancellor, who was represented by the Deputy ViceChancellor (RTI), Prof. G. A. Olatunji, lamented the fact that no Nigerian University made the list of the top 100 Universities in the world in a recently released ranking of universities around the world. Urging the University's scholars to work together rather than work in isolation as competitors so as to improve the institution's status in international ranking, Prof. Ambali announced that the Central Research Laboratory has spaces for research partners from outside the University. In the first presentation, entitled “Writing Proposals for External Funding: Guidelines and Ethics for Consideration,” Prof R. A Olawepo of the Department of Geography and Environmental Management, noted that funding is always competitive and applicants have to put in their best in order to have better prospect of winning by choosing attractive themes which should impact positively on lives of people. Prof. Olawepo noted that Research is today seen as the driver

of innovation and development in societies around the world and as such, the academics should not just sit down and evaluate the work of others but they should write problemsolving oriented proposals. In her presentation, entitled “Guidelines for Writing Successful Research Proposals”, one of the resource persons, Prof. F. A. O. Olasehinde-Williams noted that every funder is mindful of its resources and therefore has a panel of reviewers who have a lot of applications to attend to and applicants therefore have to convince funders by writing in persuasive language. She added that the applicants should also be mindful of gender balance while constituting their teams and offered several tips on writing grant winning proposals including keeping applications short and simple. Also in his presentation, entitled “Understanding and Addressing the Needs of Funders in the Humanities”, the Research Manager of the Humanities Cluster at the CREDIT, Prof. Y. O. Imam, highlighted a number of funding agencies, to which scholars in the humanities can apply. The Professor of Islamic studies encouraged applicants who had made unsuccessful applications to always resubmit and never giveup. He cited a renowned Professor of Medicine as an example of someone who made 70 failed applications. He also buttressed his points with many personal experiences on how he won grants over the years, noting that the University of Ilorin is one of the most transparent Universities when it comes to availing scholars with opportunities to win research grants. In another presentation,

entitled “Experiencing Grantsmanship in and out”, Prof. O. C. Medubi of the Department of English, said that grant funds are not for personal use and discussed the advantages and disadvantages of internal and external grants. She advised scholars on the need to acquire books, noting that books are the bedrock of a scholar's work while the internet only gives support. Prof. Medubi encouraged the participants to look for topics that would be of mutual benefit to the fund providers and the researcher, adding that an ideal proposal should not be more than six pages with a thesis statement as part of the aims. In her presentation, Mrs. M. O. Raji, of the Centre for Research Development and In-House Training (CREDIT), who spoke on,“Developing Grant proposal Budget”, identified some common errors which are committed by academics while submitting proposals. On his part, the Director of CREDIT, Prof. S. B. Alabi, dwelled on internal research grant opportunities. Defining research as a methodological investigation, which aims at achieving beneficial result, he noted that most of the internal grants in Nigeria are availed to researchers by TETFund. Prof. Alabi lamented that there are no research councils in Nigeria but there are research institutions and identified isolated cases of research funding granted by individuals such as the 10million naira research grant on shea butter provided by the first Professor of Geology in Africa, Prof. Jamiu Oyawoye.

Unilorin holds Google Apps training for academic, IT staff By Olusegun Mokuolu

T

he University of Ilorin has commenced training for members of the academic staff and IT officers on the use of Google Apps for Education in order to increase efficiency, collaboration, and engagement in the classrooms. The two-week training programme, which commenced last Monday (August 1, 2016), was organised by the Committee on elearning in conjunction with the Training, Research and Development (TRD) Unit of the Directorate of Computer Services and Information Te c h n o l o g y ( C O M S I T ) , a n d facilitated by the Centre for Research, Development and InHouse Training (CREDIT). Speaking at the commencement of the training, the Chairman of the e-learning Committee, Prof. (Mrs.) F. A. O. Olasehinde-Williams, described the training as “crucial and important ”, adding that the University must demonstrate that it is part of the 21st century as she called on the lecturers to domesticate the knowledge. She noted that the training is the first phase to kick-starting e-

learning and e-teaching in the University, admonishing the participants who were selected from all the Faculties to be the arrow heads that drive e-learning in the various departments. In his welcome remarks, the Director of CREDIT, Prof. B. S. Alabi, enjoined participants to take full advantage of the training, stressing that the University is investing heavily on training and updating of teaching skills. He said that the Centre, which is a training arm of the University, has ensured that every facility needed for the success of programme has been put in place while thanking the COMSIT directorate for providing capable resource persons for conducting the training and saving the University the cost of outsourcing the training. The COMSIT director, Prof. M. I. Ahmed, praised the vision of the University management to drive teaching, research and community development through Information and Communication Technology, submitting that the University has a robust partnership with the Google.

Prof. Ahmed stated further that the TRD unit of the COMSIT has qualified personnel to facilitate such training, justifying the investment of the University in the unit as he commended CREDIT for organising the training. One of the resource persons, Mr. Monsur Raji, explained that the training is interactive and practical by design as participants and resource persons are all connected real-time to the internet, which according to him enables the participants to apply the knowledge practically as they watch their instructors demonstrate the Apps. Mr. Raji submitted that the Apps, when fully operational, would greatly improve efficiency in teaching and learning, stressing that the Apps are not aimed at putting an end to traditional means of teaching but rather to make it more friendly and effective. The training team included: Mr. Yusuf Ali, Mr. Musa Abubakar, Mr. Saka Bolakale, and Mr. Olusegun Mokuolu.

Oloyede: Unilorite on a JAMB rescue mission

E

xcellence recognised! A new lease of life for JAMB! Those were my immediate reactions last Monday evening (August 1, 2016) on hearing of the appointment of Prof. Is-haq Olanrewaju Oloyede (OFR) as the Registrar of the beleaguered Joint Admissions and Matriculation Board (JAMB) over the nightly NTA network news. An erudite Professor of Arabic and the first ever Unilorin graduate to make a first class degree, Oloyede became a household name during his tenure as the Vice-Chancellor of the University of Ilorin, having largely succeeded in turning the second generation University into a world class institution. This, he achieved by dint of hard work, resilience, consistency, tenacity of purpose and unparalleled team spirit. With the inconsistency and policy somersault that the central tertiary institutions admission agency has begun to manifest in recent times, keen watchers and analytical observers have started to warn of dire consequences for the nation's education sector if urgent action was not taken to stem the JAMB slide. At first, it was the massive dwindling confidence in the entrance examination – the Universal Tertiary matriculation Examinations (UTME) – conducted by the body. Such was the waning popularity of JAMB that a consensus of opinions is gradually forming on the need to scrap the body and revert the power to admit candidates back to the respective universities! But then this would have meant a big step backwards and a sad reversal of one of the lofty dreams of the founding fathers of this central admission agency – the dream of forging national unity and cohesion through pluralistic admission exercise. Indeed, no government worth its name would allow such a sad slide. What then is the way out? Look for a credible personage to reverse the glide, of course! And that exactly was what President Muhammadu Buhari did last Monday with the appointment of this tested and trusted hand to head JAMB. A stickler for discipline and due process, Prof. Oloyede will be bringing his well-known Spartan commitment to set goals to bear on an organisation that critically needs to be salvaged for the benefit of the nation's educational development. Indeed, this is one of the best appointments President Buhari has made so far! Prof. Oloyede is a round peg in a round hole! Congratulations to the man with the Midas touch. I am sure that in no time he will turn around the fortunes of JAMB and reinvent the organisation's fast dwindling glory! Prof. Oloyede's appointment is a plus for the University of Ilorin, an institution with which he has been affiliated since the past 34 years: as a student, lecturer, deputy vice-chancellor and, ultimately, vice-chancellor! He is a Unilorite through and through. Acknowledged globally as “better by far”, the University of Ilorin has a unique spirit - the spirit of consistency; the spirit of excellence; the spirit of discipline; and indeed, the spirit of collective responsibility – that has largely accounted for the University's serial successes in all aspects of the tripartite mandate of an archetypal institution of higher learning. And Prof. Oloyede is one of the harbingers of this positive spirit and a major stakeholder in its blossoming to national and

international acclaim. So, in a way, his appointment is an opportunity to avail the nation the benefit of this exemplary spirit, the Unilorin spirit! And from now on, JAMB will not be the same again! Go, Prof! Go and show the nation the Unilorite stuff you are made of! May the Almighty Allah, whom you serve so dutifully, see you through sir! …Aina's well-earned appointment Another Unilorin don, an erudite Professor of Library Science, Lenrie Olatokunbo Aina, was also named, on the same day, the new Head of the National Library of Nigeria. Prof. Aina, who is the immediate past Dean of the University's Faculty of Communication and Information Sciences, is another rare breed of an academic. He is another full-blooded Unilorite in deed and in truth! Having worked closely with him on the Library and Publications Committee of which I am the Secretary, I can testify to Prof. Aina's erudition and expertise, especially when matters bibliographical are in discourse! A quite unassuming personality, Prof. Aina is bringing to the National Library of Nigeria over four decades of experience in librarianship. He is another round peg in a round hole and I am sure he will make a positive mark in his new appointment. May the good Lord always be your guide in your new office sir! Ayodele Ambali's day of glory For Dr. Abdulfathi Ayodele Ambali, a new chapter was opened in his book of life penultimate Friday (July 29, 2016) when he took Barrister Mujidat AbdulAzeez before a bevy of Ulamahs, who joined them in holy matrimony. The Nikkah and subsequent Reception on Saturday, July 30, 2016, had all the trappings of a veritable society wedding with the heavy presence of the crème de la crème of the society. The roll call of dignitaries included the Kwara State Governor, Dr. Abdulfatah Ahmed; the Speaker of the Kwara State House of Assembly, Dr Ali Ahmad; former Nigerian Ambassador to the Netherlands, Hajia Nimata Akanbi; several traditional rulers, religious leaders, top civil servants, retired and serving judges, as well as several business tycoons. And from the academia were former and serving vicechancellors from several Nigerian universities, top Professors, former and serving university administrators, friends and associates of the groom's and bride's families, staff members of the University of Ilorin, as well as other well-wishers. In his sermon at the Reception, the Chief Imam of the University of Ilorin. Prof. A. G. A. S. Oladosu, enjoined the new couple to live together in peace and allow the Glorious Quran to be their guide in life. While congratulating the new couple and their proud parents, Town & Gown wishes Dr. and Barrister (Mrs.) Ayodele Ambali happy and blissful marriage!
