he Minister of Youth and Sports Development, Mr. Solomon Dalung, last Saturday (September 24, 2016) formally flagged off the 2nd edition of the National Youth Games at the University of Ilorin Stadium Complex. With the Minister at the flagoff were the Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali (OON), members of his management team and top officials of the Federal Ministry of Youth and Sports Development, Abuja. he Chairman of the Africa Peace Research and Education Association (AFREA), Dr. Olufemi Oluniyi, has called for the replication of Abuja in the Niger Delta Region as part of the strategies towards ending the perennial agitations in the region. at the 2016 World Peace Day programme organised by the Centre for Peace and Strategic Studies (CPSS), University of Ilorin. Unilorin CPSS marks world Peace Day In his lecture, entitled "The Imperatives of Peace and Sustainable Development in Nigeria", Dr. Olaniyi noted that civil approach is the only way to provide a lasting solution to the rising wave of security challenges facing the country. He added that a solution to the problem of poverty and injustice in the Niger Delta will automatically lead to an end to kidnaping in the oil-rich region. The scholar lamented the inability of Nigerian universities to conduct a ground-breaking research in cultism, saying that academic research on this menace will ultimately send cultism in Nigerian educational institutions into extinction. In his remarks on the occasion, a visiting Professor of Political Science at the Centre for Peace and Strategic Studies, University of Ilorin, Prof. O. B. C. Nwolise, ascribed the Nigerian problems to the presence of high level injustice in the land. Prof. Nwolise described injustice as the biggest enemy of peace, and root of all crises in every human society, saying that this is found in homes among children

sharing meats and in the corporate world where people deny others their rights. The visiting Professor then called on Nigerians not to keep mute when discovering any demonstration of injustice, saying that a simple report of the act to the appropriate quarters will go a long way in checkmating the act. In his address, the Director, Centre for Peace and Strategic Studies, University of Ilorin, Dr. M. A. Adedimeji, said that September 21st of every year is set aside by the United Nations to commemorate International Peace Day, pointing out that the University of Ilorin, being an institution that has a foremost Peace Centre, began the celebration last year in order to continue to spread the message of peaceful living, good neighbourliness, and sustainable development. Dr. Adedimeji explained that this year's edition of the Peace Day was significant because it coincided with the Centre's retreat on Conflict Management, which was organised in conjunction with the Africa Peace Research and Education Association. The Director then called on

Nigerians to live together in peace and harmony, pointing out that “conflict is normal and natural but we must look for ways of managing our conflict amicably”. While delivering his goodwill message at the event, the President of Peace December Nigeria, Mr Mutiu Olawuyi, urged students and practitioners of peace studies to internalise peace and be peaceful inwardly in order to be able to effect peace in the society rather than studying peace just to earn a certificate. On his part, the Director of Passion for Peace Initiative, Mr. Jimoh George, urged Nigerians to regard the next person as an extension of themselves, saying that by doing so, no one will deny others peace. Speaking in the same light, in his good will message, Dr Shittu Raji of the Centre for Peace and Strategic Studies, University of Ilorin, described Peace and Development Studies as the mother and the most noble of disciplines and advocated for justice in the society for peace to flow naturally.

gainst the backdrop of the controversy surrounding the desirability or otherwise of the immunity clause for the President and Governors, a Professor of Jurisprudence and International Law at the University of Ilorin, Wahab O. Egbewole, has called for stiffer constitutional arrangement to check the abuse of powers by public officials. Prof. Egbewole made the call last Monday (September 19, 2016) in

a paper he delivered at the Annual Conference of the International Bar Association (IBA) at Wardman Park, Washington DC, USA, themed "State Liability for Failure to Provide Public Security". In the paper, entitled “Public Security and Liability of States: Issues and Challenges”, Prof. Egbewole, who has just been appointed Newsletter Editor by the Negligence and Damages Committee of the IBA, said, “The time when government and

government officials enjoy sovereign immunity with the implication that their action cannot be questioned or subject to judicial review is long past”. According to the former Dean, Faculty of Law, “The development of state liability has narrowed the effect of sovereign immunity in many countries, leading to a liberalised regime of state liability”. Corporate Affairs in-house training/seminar debuts The Vice-Chancellor, who was represented on the occasion by the Dean of the Faculty of Communication and Information Sciences, Prof. J. S. Sadiku, highlighted the role of the Directorate in the emergence of the University as a household name in the country, and especially as the most sought-after institution by admission seekers. Prof. Ambali said, “There is no doubt that the Directorate has been fantastic over the years in its performance. Its impact in the University's strategic decisions, reputation and achievements is undeniably great. Its strategies of maintaining adequate flow of information with both the external and internal publics of the University have been effective and envious.” According to the ViceChancellor, “Over the years, it has been consistent in its publication of a weekly bulletin that has been one of the prides of the University….the Deputy Director, Mr. Kunle Akogun, has tremendously proved that he is dedicated, professional and committed to maintaining the good reputation of the University.” The Vice-Chancellor also welcomed the training series and described the development as a reinforcement of the University's strategic goal around staff training and re-training. Presenting the seminar paper, entitled “Public Relations Practice in Nigerian Universities: The Unilorin Experience”, the Deputy Director, Corporate Affairs, Mr. Akogun, told the participants that the Directorate is a public relations unit, and as such, the duties of staff of Corporate Affairs demand that they differ slightly from traditional journalists because they operate as public relations officers who project the right image of their

employers and clear misconceptions and misunderstandings about the University. Pointing out that there is a disturbing trend of dwindling communication skills among contemporary public relations practitioners in Nigeria, Mr. Akogun counselled participants at the seminar to make regular reading their habit in order to hone their writing skills to become better information managers, as he noted that “no one can give what he/she does not have”. According to the Deputy D i r e c t o r, “ T h i s p a u c i t y o f communication skills, good writing skills among many PR practitioners, is seriously militating against effective bridge-building, which is a key function of their calling. And this naturally results in image problems for the organisation concerned.” Mr. Akogun explained that the in-house training series “is just one leg of the training opportunities, which the Directorate is planning for members of its staff in order to keep them abreast of the latest developments in the field of Public Relations management around the world”. “While this seminar is being planned to hold bi-monthly, the mother of all trainings will be held very soon”, the Deputy Director said, thanking the Vice-Chancellor and his management team “for providing a conducive environment for effective image-making to thrive on the campus of the University of Ilorin”. According to him, “Prof. Ambali's purposeful leadership, which is evident in the provision of adequate security on campus, improvement of staff and student welfare, encouragement of excellence in teaching, research and community development, maintenance of academic, fiscal and moral discipline, has been largely responsible for the absence of tension

on our campus, thereby making our job as public relations practitioners a lot easy”. In his own address at the event, the Chairman of the Unilorin F.M. Board, Prof Ayo Akinwale, urged the staff of the Directorate, especially those of the Radio Unit, to increase their commitment to duty “because efficiency of the radio station will encourage investment in a television station”. In his goodwill message, the Director of the Centre for Peace and Strategic Studies, who is also the immediate past Deputy Director of Corporate Affairs, Dr. Mahfouz Adedimeji, encouraged members of staff of the Directorate to project the image of the University by writing articles in the mainstream media. In his remarks, the Chairman of the Unilorin Bulletin Editorial Board, Dr. L. A. Azeez, described the staff of the Directorate as the eyes of the University and appreciated them for their commitment over the years. He urged the staff members to embrace the social media, which he said is now involved in modern corporate communication. On her part, the Ag. Head of the Department of Mass Communication in the University, Dr. (Mrs.) S. S. Abdulbaqi, noted that the University's Corporate Affairs Directorate is involved in all genres of Mass Communication and urged the staff members to engage with the Nigerian Institute of Public Relations in order to brighten their career prospects. Earlier in his welcome address, the Chairman of the Seminar Organising Committee, Mr. Adeyinka Ademuyiwa, urged all staff of the Directorate to take full advantage of the seminar and training opportunities to develop themselves.

Togolese envoy tasks students on hard work By Tajudeen Babamale

T

he Togolese Ambassador to N i g e r i a , M r. Ta z o Tmanawoe, has charged the Togolese students at the University of Ilorin to work hard on their studies so that they could return to their country and contribute to its socioeconomic and political development. He also charged the entire Togolese citizens resident in Nigeria to support the government of Togo by representing the country well in their host country. Mr. Tmanawoe made the call penultimate Sunday (September 17, 2016) in a chat with Unilorin Bulletin shortly after a Town Hall meeting he held with the Togolese citizens in Nigeria at the Multipurpose Hall, University of Ilorin. According to the diplomat, no one comes across success just by hoping for it, but to achieve true success, they should put all their strength in whatever they are doing while working hard to reach their fullest potentials. Mr. Tmanawoe disclosed that any Togolese who goes back

home now will see a new Togo different from what they left some years back. According to him, Togo now has one of the best seaports and airports in West Africa. While calling on his people to be united, the envoy explained that “with togetherness we are strong and can overcome so many challenges”. He urged the Togolese nationals to “please respect the law in Nigeria because the people and the government of Nigeria welcome you warmly. Nigeria is a big country, a leading country in West Africa; in fact, Nigeria is like the United States of Africa. So, you have to live here like your country and respect the law in Nigeria”. The Ambassador noted that the Embassy knows and understands the challenges facing the Togolese nationals in Nigeria bordering on immigration, the residents permit and others, adding that discussions were ongoing with the Nigerian government with the hope that things would soon be sorted out.

Commenting on the claim that Togolese are consistent victims of harassment by the Nigerian immigration officials, Dr. Ambali said that law-abiding people of Togo are not being targeted because the immigration officials also frisk some Nigerians who run afoul of immigration laws too. Dr. (Mrs.) Ambali, however, sued for peace among Africans especially those residing in Nigeria. foremost Professor of Arabic in Nigeria and former Dean of the Faculty of Arts, University of Ilorin, Razaq Deremi Abubakre, was the toast of participants at a conference on Hajj in the Saudi Arabian city of Mecca recently with his brilliant presentation. The Conference, organised by the Saudi Ministry of Hajj and Umrah, was themed “The Past and Present of Hajj: The Impact of Developing Hajj Operations on Achieving its Goals”

and it took place at the Everlasting Memory Auditorium in Mecca between September 4 and September 6, 2016. Prof. Abubakre's paper, entitled “Organisation of Passages of Pilgrims, their Movement in the Holy Land and their Departures between the Past and Present”, which was delivered in Arabic, was well received, eliciting lively discussions from participants that came from over 50 countries across the world. Soon after the session,

different mass media organisations engaged the erudite scholar in postlecture interviews. One of such interviews came out with different pictures of the speaker and captions from his lecture in the AlMadina newspaper of September 9, 2016, under the major caption “Giant Scholars of Islam Resolve: Hajj is for Allah Only and not for the purpose of advancing political Ideologies”.

Togolese Ambassador hails Unilorin's training quality By Oyindamola Ajayi

T

he Togolese Ambassador to Nigeria, Ambassador Tazo Tmanawoe, has commended the quality of training and facilities at the University of Ilorin. The Ambassador, who gave the commendation last Monday (September 19, 2016) during a courtesy visit to the Vice-Chancellor, Prof. AbdulGaniyu Ambali (OON), also expressed delight over the hospitality accorded him by the University management during his four-day visit to Kwara State. The Ambassador said that he was “very happy to visit the University of Ilorin that I have heard so many good things about due to its high quality of training. I wish to express my sincere gratitude to the President of the University of Ilorin and the entire staff for warmly welcoming me”. In his remarks, the Vice-

Chancellor who was represented by t h e D e p u t y Vi c e - C h a n c e l l o r, (Research, Training and Innovations), Prof. Gabriel Olatunji, noted that the University took the training and retraining of its staff very seriously so that the students will always get the best out of them. Prof. Olatunji commended the Director, Unilorin Linguistic Immersion Centre, Dr. Elizabeth DeCampos, who facilitated the Ambassador's visit, stating that “she is i n c h a rg e o f t h e i m m e r s i o n programme, which is absolutely compulsory for all international students of non-English speaking countries and she has been fantastic and has not disappointed the country. She is a wonderful staff of the University”. He then expressed the University Vice-Chancellor's desire to visit Togo, as this will prepare the

ground for a robust collaboration between the University and the Government of Togo. Encouraging the Togolese nationals and Nigerians to see themselves as one and the same people, Prof. Olatunji pointed out that the border created between the two countries by the former colonial masters is only artificial.. Unilorin transformation excites NSCDC Commandant By Olusegun Mokuolu

T

he Nigeria Security and Civil Defence Corps (NSCDC) has commended the University of Ilorin for the innovative, physical and dynamic transformation that has made the University a household name in the country. The Kwara State Commandant of the paramilitary organisation, Mr. Ideba A. Pedro, gave this commendation last Wednesday (September 21, 2016), when he led a team of his officers on a courtesy visit on the Vice-Chancellor in his office. Describing the changes taking place in the University as “uncommon transformation”, Mr. Pedro noted that it was not surprising that the University is a name to reckon with among the committee of universities, a situation that has been responsible for its consistent high rankings. The NSCDC Commandant pointed out that the University of Ilorin is an important stakeholder of the NSCDC, adding that the organisation ensures that all the properties and assets of the University are safe and well secured. Mr. Pedro explained that the NSCDC is mandated by law to maintain 24-hour surveillance over infrastructures, sites and projects for the Federal, State and Local

Governments. He said that the organisation is also saddled with intelligence gathering towards ensuring a peaceful and stable society. The Commandant assured the Vice-Chancellor that the NSCDC is ready to provide adequate security at the on-going National Youth Games being hosted by the University. H e t h a n k e d t h e Vi c e Chancellor for the free air time the Kwara State NSCDC enjoys on the Unilorin FM. In his response, the ViceChancellor, Prof. AbdulGaniyu Ambali (OON), congratulated the NSCDC boss on his posting “to a peaceful State and University”, commending him for his demonstration of professionalism by his knowledge of the State barely four months after his arrival. Prof. Ambali told the Commandant, “We are ready to work with you. You are much easier and comfortable to work with”. Pointing out that members of his management team are “doing our best to make the University a household name with uninterrupted academic calendar”, the ViceChancellor said, “The University has a lot to gain by cooperating with the NSCDC”.

Prof. Ambali also noted that the University works closely with all the military and paramilitary forces in the state to ensure there is peace and safety of lives and properties on campus. On the NSCDC Commandant's team during the courtesy visit were ACC Jimoh Olusola, Mr. Bilesanmi Henry, Mr. Ayinla Olanrewaju, Mrs. Ajadi Adeola and Mr. Amuda Adam. AHP holds research grant workshop for Unilorin staff By Oyindamola Ajayi

A

s part of the efforts to facilitate and support research projects, the African Humanities Program (AHP) Fellowship has offered researchers an integrated set of opportunities to develop individual capacities through the fellowship's competition. This was disclosed last Thursday (September 22, 2016) during the AHP Fellowships' Workshop held at the training room of the Centre for Research, Development and In-House Training (CREDIT), University of Ilorin. In his opening remarks, the Director of CREDIT, Prof. B. S. Alabi, stated that the awarding agencies are making available the sum of $12,000 in grant for the completion of PhD thesis. According to him, another sum of $18,000 is also available for post-doctoral research, which is for those who have just completed their PhD within a sevenyear span. Prof. Alabi noted that the aim of the programme is to train researchers on how to write good proposals that will be acceptable to the grant-awarding agencies and when they win, they will be able to utilise the grant in the five designated African countries. These are: South Africa, Tanzania, Ghana, Uganda and Nigeria. Two resource persons from AHP were at the workshop to train members on how to write a good and winning proposal. The resource persons, Prof. Tracie Utoh Ezeajugh,

from Nnamdi Azikwe University, Awka, and Prof. Sati Fwatshak, from the University of Jos, explained to members what to include in the application. Proposals from some of the participants were also reviewed. Members that had their proposal ready were opportune to have their work accessed by the resource persons who advised them on the areas to modify in order to have their work considered for the funding. Prof Sati explained that for any research project to be funded there must be a demonstrated knowledge of the topic, the research should make new contributions to knowledge, convincing argument or thesis, correctness of grammar and clarity of presentation. The Deputy Director of CREDIT, Prof. Y. O. Imam, who is also the Research Manager (Humanities Cluster), revealed that the awarding body is the American Council of Learned Society (ACLS) based in New York, adding that the Society gets its funding from Carnegie Corporation of New York. Prof. Imam said, “African Humanities is essentially for researches in the humanities and their approach is essentially on qualitative research not quantitative. The funding is in two categories. The first category is for those who are rounding up their PhD. Usually they are funded based on what they are presently doing, though the topics can be restructured to fit into the need of AHP. “The second category is the

The AHP Fellowship seeks to reinvigorate the humanities in Africa, and encourage the production of new knowledge and new directions for research. It also aims to strengthen the capacity of early career researchers in African Universities.

Egbewole seeks constitutional reforms against impunity ( Contd. from page 3 ) Buttressing his submission with constitutional developments in several countries including Nigeria, France, United States of America, Britain and South Africa, Prof. Egbewole said, “The role of the state in the provision of public security cannot be over-emphasised. State discharges its responsibilities through different organs, institution and bodies like the armed forces, police force, judges, prosecutors, medical workers and other public officers. These agencies and professionals through their daily activities are capable of causing injury or harm to the citizens. State liability serves to compensate victims of state negligence and criminal responsibility”. He added that many countries have adopted

one form of state liability or the other, with some establishing special or administrative courts to adjudicate dispute on state compensation case. The erudite Law teacher pointed out that “in some of these countries, governments take responsibility for every injury arising from public acts, meaning that there is a high degree of state liability in those jurisdictions. Others maintain a radicalised system in which both the organ of the state and the erring state officials are liable in compensation, while a few to a large extent, hold on to the principle of sovereign immunity with only few exception of state liability”. “Both in the common law and the civil law traditions, the starting point has been that of sovereign

immunity. Maxims such as The King can do no wrong accurately represent the absolute immunity enjoyed by state. It was therefore a hard reality for a state to be liable for harm suffered by citizens as a result of state actions or failure to act. However, from the 19th century onwards, and especially in the twentieth century, the rule of absolute immunity has experienced ” significant erosion. , he further said adding that “the effectiveness of state liability can be measured in terms of its impact on the conduct of public officials, incentives for victims to engage in lawful activities, and generating information about the general responsibilities of the state.”

hree University of Ilorin dons – Prof, Sulyman Age Abdulkareem, the Director of the Unilorin Laboratory to Product Centre (LABTOP) and immediate past Vice-Chancellor of Al-Hikmah University, Ilorin; Prof Uche Basil Eke, the Dean of Physical Sciences; and Dr (Mrs) Modinah Abdulraheem, a Senior Lecturer at the Department of Chemistry - have been awarded Fellows of the Chemical Society of Nigeria (CSN). The awards were part of the highlights of the 39 t h Annual

International Conference of the Society held between September 19 and September 23, 2016 in Port Harcourt, Rivers State. The Unilorin dons were among the 24 academics drawn from the over 147 universities across the country who were honoured at the conference. The occasion, which took place at the Rivers State University of Science and Technology (RSUST), Port Harcourt, also featured an award dinner hosted by the National President of CSN, Prof (Mrs) Gloria Ukalina Obuzor.

Envy and bad belle on parade!

T

he Academic Staff Union of Universities (hereinafter referred to as National ASUU) carried its inveterate hatred for the University of Ilorin, and anybody affiliated to the Better by far institution, to a ridiculous level recently with its opposition to the appointment of the University's immediate past Vice-Chancellor, Prof. Is-haq Olanrewaju Oloyede (OFR), as the Registrar/Chief Executive of the Joint Admissions and Matriculation Board (JAMB). It is baffling that despite the national applause elicited by that appointment, any group claimimg to be well-meaning could still come out openly to oppose such highly commendable decision of President Muhammadu Buhari. Of all the appointments made so far by the Buhari administration, there is a near national consensus that that of Prof. Oloyede is decidedly appropriate, being a veritable round peg in a round hole! And even though democracy allows a port-pouri of views on sundry issues, this singular opposition by the National ASUU was obviously a lone voice in the wilderness! It is against this background that one views the allegations leveled by the Union against the person of our former Vice-Chancellor as not only spurious but also irritating and distractive. It smacks of envy and 'bad belle'. The allegations were mere tissues of falsehoods aimed at tarnishing the good image Prof. Oloyede has built for himself and the Better-by-far University. Perceptive Nigerians have since seen through the veils of National ASUU's envious vituperations and so it is apposite to just ignore the hollow outburst. Suffice it, however, to say that since the announcement of Prof. Oloyede's appointment, many commentators have commended the choice of this erudite academic and astute administrator, whose administrative wizardry, during his tenure as Vice-Chancellor of the University of Ilorin, was largely responsible for the meteoric transformation of the second generation Nigerian university into a world class citadel of learning! And Nigerians have started feeling the impacts of this conscientious public servant, having hit the JAMB ground running with many reforms he has initiated at the organisation barely two months in the saddle! One particular reform that has been heart-warming to JAMB candidates and their parents is the recent scrapping of the scratch-card system to check results. According to the JAMB Registrar, the scratch-card system was not only unnecessary, it also constituted an avoidable burden on Nigerian parents! There is no doubt that Prof. Oloyede is in JAMB for a purpose, a messianic mission, if his public service antecedents are anything to go by. His tenure at the University of Ilorin (2007 – 2012), conveniently referred to by some as “the golden era”, catapulted the Better by far University to an institutional model for the Nigerian university system. During the period, Unilorin was ranked amongst the best in Africa. Also, during his tenure as Chairman of the Association of Vice-Chancellors

of Nigerian Universities (AVCU), public universities in the country regained their voice and institutional autonomy got a remarkable boost. Furthermore, Prof. Oloyede championed and expanded the cause of inter-varsity synergy across the African continent when he became the President of the Association of African Universities (AAU). So, like the former Executive Secretary of the National Universities Commission (NUC), Prof. Peter Okebukola, recently observed, Prof. Oloyede “parades excellent credentials to lead a whole sector like education in Nigeria, hence asking him to head just a parastatal in the education sector is like asking a five-star, battle-tested general to quell a fight between two area boys in Ajegunle!” I cannot agree less with this erudite Professor, who is also a great administrator. Prof. Oloyede's trajectory is a study in service excellence, administrative acumen, religious commitment to the achievement of set goals, and unapologetic insistence on fairness for all. Such is the stuff that this Advisory Board member of the International Network for Higher Education in Africa (INHEA) is made of. His appointment is, therefore, an opportunity to sanitize the nation's education system, especially the often controversy-laden admission system of the tertiary sector. And all right-thinking Nigerians agree with this submission, except, perhaps, the mischief makers. A stickler for discipline and due process, Prof. Oloyede will be bringing his well-known Spartan commitment to set goals to bear on an organisation that critically needs to be salvaged for the benefit of the nation's educational development. He should, therefore, not be distracted from this messianic mission. Noise makers, please back off!

New feathers to Egbewole's cap Within an interval of less than a month, two important appointments fell on the laps of one of the best and brightest Professors of this citadel of learning, Abdulwahab Egbewole of the Faculty of Law. On August 16, 2016, the former Chairman of the University of Ilorin Chapter of the Academic Staff Union of Universities (a.k.a Dynamic ASUU) was appointed member of Osun State University's Advancement Board. And on September 9, 2016, the erudite Professor of Jurisprudence and International Law was appointed Newsletter Editor by the Negligence and Damages Committee of the International Bar Association (IBA), London. The two appointments are, no doubt, the hallmarks of national and international recognition of Prof. Egbewole's brilliance and erudition and community service. They are welldeserved rewards for hard work. Town & Gown congratulates the former Dean of Law. More power to your elbow, Prof!
