he Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali (OON), has called for a stronger synergy between university and industry for education to achieve its purpose of contributing to societal growth. Adeniyi urges proper budget monitoring, implementation By Fatima Abubakre

A

Professor of Mathematics in the University of Ilorin, Raphael Babatunde Adeniyi, has tasked the Federal Government on the need to ensure proper monitoring of the implementation of the budget in order to minimise errors of corruption and wastage of scarce resources. ‘African varsities must bridge gap between theory and practice The Vice-Chancellor said, “If graduates are being produced for the industry, efforts should be made to make the need of the industry impact on their training”, adding that “it is in furtherance of this need that this training is considered a right step in the right direction”. Prof. Ambali also charged African Universities to do better for the achievement of the much-needed bridging between theory and practice, saying, “That is why at the University of Ilorin, our emphasis has always been on driving change through innovative programmes and IT deployment in the conduct of the University affairs”. He said, “Apart from the Computer Appreciation Certificate that all students are encouraged to acquire, the University has a robust entrepreneurship programme aimed at producing graduates who can be self-sufficient.” Urging the participants “to not just pass through the training but allow the training to pass through them”, Prof. Ambali said, “They should also not limit the gains to themselves alone. Rather, they should share the skills and knowledge gained with their colleagues in various Departments and Faculties.” Prof. Ambali said that the type of training received by African students has raised much concern by stakeholders on the relevance of such training. He pointed out that the mismatch has made some people to question the quality of education provided by the university system. Expressing optimism on the workshop, which, he said, was in furtherance of the strategic academic partnership of the AAU and the University of Ilorin, the ViceChancellor stressed that the workshop will address the crucial subject of “University-Industry Linkages for African Universities” and bring further progress to the system. Prof. Ambali, who acknowledged all stakeholders, sponsors, collaborators and the AAU's support for and cooperation

with the University of Ilorin, said that apart from granting the hosting rights of the 12th AAU General Conference, themed “Sustainable Development in Africa: The Role of Higher Education”, held between May 4 and 9, 2009, the AAU has been intervening on some occasions in the sponsorship of some University of Ilorin Ph.D students as well as promoting staff exchange. In his opening address, the former President of AAU and immediate past Vice-Chancellor of the University of Ilorin, Prof. Is-haq Oloyede, said that no nation can develop beyond the level of its education, stressing that universities must thus provide the intellectual environment for the development of ideas and nurturing of minds for societal growth. Speaking on the theme “University-Industry Linkages: Building Enduring Synergy”, Prof. Oloyede, who was represented by Prof. Mudashir Lere Yusuf, said that university-industry linkages are complex, ranging from informal mechanisms (publication of research results, employee mobility or informal exchanges) to more formal contractual mechanisms involving longer-term relationships. He said that AAU had established itself as a leader in ensuring university-industry linkages for societal growth and created imperatives for the promotion of university advancement in Africa through industrial linkages and external partnerships. Prof. Oloyede disclosed, “In my opening remarks at the Kigali workshop, I did underscore among others that the aspirations of universities in Africa were being questioned as they are being accused of becoming increasingly irrelevant; if universities have to regain respect, collective rather than individual action through planning, periodic evaluation of progress and finding solutions to human problems must be taken; the era of Utopia “community service” is gone, thus universities can no longer confine themselves to

libraries and laboratories and still expect to be recognised; and Universities do not have an exclusive monopoly of knowledge as industries have knowledge which universities should endeavour to access”. The former AAU President said that the workshop was built on the previous ones aimed at enhancing the skills of university staff in the promotion of innovation and the management of change with the tripartite focus on Technology Uptake, Intellectual Property Rights and Entrepreneurship He said that the workshop was well-timed and well-targeted at the staff in African universities, whom he described as the real agents for developing the employability skills of their graduates. Prof. Oloyede said that the benefit of the partnership include access to manpower (well-trained graduates and knowledgeable Faculty/lecturers from the university); access to basic and applied research for evolving new products and processes; solutions to specific problems or professional expertise, not usually found in an individual firm; access to university facilities, not available in the company; and assistance in continuing education and training. In her remarks, the Director, Central Research Laboratory (CRL), University of Ilorin, Prof. (Mrs.) A. T. Oladiji, appreciated the presence of the delegates and promised to utilise all discussion towards achieving a better synergy among African universities. Present at the three-day workshop were Principal Officers from the University of Ilorin and representatives from Bayero University, Kano; the University of Abuja; the University of Lagos; Thamson Reuters; the University of Calabar; the Federal University of Technology, Minna; the University of Ilorin; Pentecost University, Ghana; the University of Ouagadougou, Burkina Faso; Al-Hikmah University, Ilorin; and the Federal University, Dutse, among others.

‘Nigeria now in the right hands’ (Contd. from front page) The Minister lamented that despite the warnings of Islam against corruption, many Muslims were still caught in the web of corruption, citing the stealing and sharing of the billions of dollars meant for the procurement of arms to prosecute the war against the Boko-Haram insurgency. Pointing out that an ideal Muslim should need no Economic and Financial Crime Commission (EFCC) or police in order to work without committing crime, Hon. Shittu lamented that many Muslims failed the test of faith when the chips were down. He, however, noted that Nigeria is in the right hands at the moment as attested to by the ArchBishop of Canterbury, Justin Wembley, who reacted to the description of Nigeria as a “fantastically corrupt” country by the British Prime Minister, David Cameron. The Minister, who is also a former Amir president of the Muslim Students Society of Nigeria, quoted copiously from the Quran and Hadith of the Prophet to drive home the point that a true Muslim should always act against wrong doing, preach against it or at least detest it with his or her heart. Hon. Shittu noted that although a Quranic verse describes

Muslims as the best of mankind for enjoining good and forbidding evil, many Nigerian Muslims have not done enough to show that Islamic value are worthy of emulation and noted that Nigeria once experienced a period of positive change after the civil war and then descended into a negative change. According to the Minister, “The economic boom, the profligacy, the recklessness of the succeeding governments gradually made Nigeria to descend into another change: a negative change of economic depression, injustice, corruption, religious and ethnic cleansing, kidnapping, armed robbery, and a host of undesirable outcomes.” The Annual Seminar of NAMLAS also featured the presentation of Al-Maslaha, the biennial Journal of the University of Ilorin Chapter of NAMLAS, which is dedicated to Prof. D.O.S. Noibi (O.B.E.) in acknowledgement of his pioneering scholastic endeavours in the field of Islamic Studies. While speaking on the occasion, the Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali (OON), described the honouree as a role model to all Muslims all over the world. Prof. Ambali also eulogised Prof. Noibi, as a founding fathers of the University of Ilorin who has contributed a lot to human capital

development, having been teacher to several Ministers, Professors and Vice-Chancellors. The Vice-Chancellor noted that the honouree achieved that much because he paid little attention to material wealth and put a lot of premium on spiritual, moral and ethical values. In his own speech, the National President of NAMLAS, Abdusalam Sulyman, who is a 400 Level student of the Lagos State University (LASU), expressed concern over the lack of freedom to practice Islam at the Nigerian Law School as Muslim ladies are being forced to drop the hijab at the Law School dinner night and on the day of the call to bar. He said this is in violation of extant laws on freedom of religion. Other speakers at the event included the pioneer Grand Khadi of the Kwara State Shariah Court of Appeal, Justice AbdulKadri Orire and the immediate past Grand Khadi of the same Court, Justice Idris Haroon. In his response, the honouree, Prof. Noibi, appreciated the organisers of the seminar and award and also acknowledged the giant strides, which the University of Ilorin had made since its establishment in 1975.

Registrar's Office Change in Commencement Date of Annual Leave

I

t has been observed with displeasure that incidence of requests from staff for change in commencement date of annual leave has been on a phenomenal increase. This, to say the least, is making a mockery of the leave roster prepared and submitted by each Department/Unit to the Registry at the beginning of each leave year which is meant to prevent service disruption as each member of staff is allowed to enjoy his/her annual leave.

While admitting the fact that an unforeseen domestic or service exigency may make a request for change of date of annual leave desirable, henceforth, any frivolous or capricious request in this regard will no longer be countenanced. In addition, all staff are to note that, in line with the provisions of section 7.1.1. of the senior staff conditions of service and section 6.2.4 of the Junior Staff Conditions of Service, a normal leave year shall be January to December of every year.

In this regard, all annual leave must be utilized within the leave year st and must end by 31 December. Therefore, all members of staff are strongly enjoined to note this information when completing the leave roster for the 2017 leave year. ‘How error minimisation can engender progress’ (Contd. from front page) While also advocating the proper monitoring of structural buildings to forestall errors that may result to building collapse, the erudite Mathematician observed that “Nigeria is a country where the errors in our systems have led to injustice, i n e q u i t y, d i s o r d e r l i n e s s a n d sometimes outright crisis and chaos.” According to him, “all deviations from acceptable, ideal standards and norms of any just and egalitarian society are necessarily errors. When errors are minimised in a system whether mathematical, social or political, such systems experience relative stability and progress.” Prof. Adeniyi called for the fear of God among the citizenry, which will bring about stability, peace and progress to Nigeria. He called for the “minimisation of errors in the use of power, privileges, opportunities and positions.” The don said, “We need to give greater attention to the needed systemic Chebyshev polynomials that will bring about stability, peace

and progress in our nation. And what are they? They are, love for our fellow humans, tolerance and respect for human life and more importantly the fear of God.” Putting forward his recommendations, the scholar called for a “reduction in the number of courses examinable by Computer Based Tests (CBT) in the University, especially at higher levels so as to minimise the error that may result to the production of graduates who are not able to write good English.” Prof. Adeniyi stressed the need for “the use of nonprogrammable calculators for examination purposes at all levels in this University where necessary, as was the practice before, in order to avoid the errors resulting from brain fatigue.” While pointing out that some examination bodies such as the West African Examinations Council (WAEC) allow the use of calculators and supply her examination candidates with calculators with functions specifically allowed for the

examinations, the don enjoined the University to “borrow a leaf from this by giving out non-transferable customized but affordable calculators to all students, particularly those of Science and Engineering.” This, according to him, “will invariably soothe their pains and earn substantial revenue.” Prof. Adeniyi, who called for the “judicious allocation of resources to the various sectors of our economy to minimise errors resulting to wastage of scarce resources”, solicited “greater allocation of resources to research with less stringent conditions to avoid the error of deprivation of researchers who sometimes may not be able to strongly articulate their proposals.” The Inaugural Lecturer further advocated “the use of numerical methods such as interpolation and extrapolation techniques for projecting our population at national, state and local government levels.”

There’s no parallel ASUU in Unilorin — Raheem By Idris Alooma and Tajudeen Babamale

T

he Chairman of the Academic Staff Union of Universities (ASUU), University of Ilorin Chapter, Dr. Usman Adebimpe Raheem, has said that there is no parallel ASUU at the University of Ilorin, pointing out that the interest of just 11people will not override that of over 1,500 lecturers in the university. The union leader said this last Tuesday (May 10, 2016) while featuring on “Oro ton lo”, a popular Yoruba current affairs programme on Unilorin 89.3FM. According to Dr Raheem, all the stakeholders in the University of Ilorin are strongly behind the union for keeping the vision and mission of the founding fathers aglow. The ASUU Chairman, therefore, urged the few aggrieved members to join the moving train for the progress, stability and common interest of all members. Dr. Usman outlined the

achievements of the union, which include the building of ASUU secretariat, building of blocks of hostels to ease the student accommodation problem on campus, donation to internally displaced persons (IDPs), ensuring the promotion of staff as at when due, staff development awards, consistent and regular inaugural lectures, among others. The union leader, who is a Lecturer in the Department of Geography, explained that effort is in the top gear for the building of over 300 housing units for the members. Dr. Raheem thanked the management of the University led by Prof. AbdulGaniyu Ambali for his readiness to assist the members of the union especially in the area of training and retraining of staff, sabbatical leave, and other welfare packages. Reacting to the proposed N56, 000 minimum wage demanded by the

Nigeria Labour Congress (NLC), the union leader said that the demand is being made at the right time. He said that the money is not enough in view of the current economic realities in the country, pointing out that the take-home for most of Nigeria workers cannot take them home. On the issue of 20 years imprisonment for lecturers that harass their students, Dr. Raheem urged the government and other agencies that are involved in the implementation of government policies to be alive to their responsibilities in order to avoid blackmail. He also appealed to lecturers to be God fearing, responsive and alive to their responsibilities as they are surrogate parents to the students they are teaching.

Communications Minister hails 'The Unilorin Spirit’ By Olusegun Mokuolu

T

h e M i n i s t e r o f Communications, Hon. Abdur-Raheem Adebayo Shittu, has commended the University of Ilorin for remaining the most stable University in the country and for the spirit of excellence that has transformed the University to a distinguished centre of excellence in the country. Hon. Shittu stated this last Thursday (May 12, 2015), when he paid a courtesy visit to the ViceChancellor, Prof. AbdulGaniyu Ambali (OON), in his office. The Minister was in the University to deliver a Keynote address at a Seminar organised by the Nigeria Association of Muslim Law Students (NAMLAS) in honour of the Executive Secretary of MUSWEN, Prof. Dawud O. S. Noibi. The Minister, who was excited at the transformation that is taking place in the University, pointed out that the institution must have been a beneficiary of the prayers of sundry clergymen. He commended the University management for the stable academic calendar that guarantees that students graduate as at when due, Hon. Shittu said, “My visit to Unilorin today, is, undoubtedly, a

homecoming, having been attached to this place over the last 30 years or so. I want to commend the management for developing what has become a very beautiful citadel of learning”. The Minister also commended the Vice-Chancellor and his team as he prayed that the academic stability in the University would continue to be sustained. Hon Shittu noted that the Nigeria project belongs to all Nigerians, submitting that what we have in the country is “religiosity without godliness”. He explained that true religion is about godly living, admitting that without godliness entrenched into the education system, the country would only produce professionals who are corrupt, advocating that citizens must see patriotism as an act of worship to God. In his remarks, the ViceChancellor congratulated Hon. Shittu on his appointment as a Minister, thanking him for creating time out of his busy schedule to visit the University to deliver the Keynote address at the NAMLAS National Seminar. Prof. Ambali told the Minister that there is inter-religious harmony on the University campus.

The honouree, Prof. Noibi, thanked the Muslim students and the University for the honour bestowed on him. He said, “I am pleased to have the opportunity of visiting the University of Ilorin again. It strengthens my ties with an institution that I love so much”. Why we expelled 108 fresh students — VC

T

he Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali (OON), has explained that 108 students who recently matriculated in the University were expelled from the University because they were discovered to have obtained admission into the institution through dubious means. Prof. Ambali disclosed this last Friday (May 13, 2016) while exchanging views with the Kwara State Commissioner of Police, Mr. Sam Okaula, who visited him in his office. The Vice-Chancellor noted that because of the stable academic calendar and culture of excellence in the University, the pressure to secure admission into the institution is high, resulting in some candidates seeking illegal and unauthorized ways to gain admission into the University. Prof. Ambali assured the Police Commissioner of the University's continuous cooperation, promising that the University would be ready to offer the Police any information they might require in the course of their work, saying, “We will volunteer any information you need to succeed”.

T h e Vi c e - C h a n c e l l o r reiterated the University's stance on zero tolerance for cultism and indecent dressing, stressing that it has helped to maintain sanity among the students. Prof. Ambali informed the Commissioner of Police that members of the force that might be interested in further education could take advantage of the opportunity provided by the University of Ilorin Centre for Peace and Strategic Studies (CPSS). Earlier in his remarks, the Commissioner of Police said he has great respect for the University of Ilorin, which, according to him, is one of the best universities in Africa because of its stable academic calendar. Mr. Okaula said that security is a collective responsibility of every member of a community, praising the University for not having a single student among the 118 students that were recently arrested for cult-related activities. He commended the Security Unit of the University of Ilorin for its focus, discipline, and professionalism, assuring the Vicechancellor of the continuous

support of the Police. The Commissioner of Police disclosed that the Police Force has adopted scientific investigation method, noting that some of the officers in the Force would require more education as he pleaded with the Vice-Chancellor to assist them in securing admission to improve their capacity to be able to better deal with crimes in the country. The CP was accompanied by ACP Akeem Yusuf, ACP Abubakar A. Yahaya, ACP Polycarp S. Kpai, CSP Nzota Chidi and SP Salihu T. Mynmrioles. I

n line with the vision of the ViceChancellor, University of Ilorin, Prof AbdulGaniyu Ambali (OON), on the continuous training and retraining of staff for optimal service delivery, the Centre for Research Development and In-House Training (CREDIT) has organised a two-day training workshop for staff of the Bursary Department. T h e Wo r k s h o p , t h e m e d “Bursary Operations in the Nigerian University System”, was held last Tuesday (May 10, 2016) and Wednesday (May 11, 2016) at the Old Senate Chambers. Declaring the event open, the Registrar, Mr. Emmanuel Dada Obafemi, who represented the ViceChancellor, explained that the Workshop was being organised in response to the changing challenges occasioned by recent developments in the financial world and the current best practices such as the introduction of Treasury Single Account (TSA). The Registrar said, “The ViceChancellor is committed to training of

all categories of staff. Everyday new things keep coming demanding new approaches, creativity and more mental alertness. We need to keep tracking trends. So, when the last external auditors recommended more training for Bursary staff, the Vice-Chancellor reemphasised it at every opportunity”. According to Mr. Obafemi, the in-house training is very important because it addresses specific needs of the University. Recalling his experience when a training programme was organised for clerks, he said, “We had to domesticate the training after the trainer had taken us all through rudiments of filing system because he was more familiar with the Ministry step up”. In his own address, the Deputy Bursar, Mr. Munir Abiodun Dere, who represented the Bursar, Mr. Saka Abiodun Yusuf, said for him, the training is a dream come true. He described the resource person, Mr. Saliu Ojibara, as a surgeon of the Bursary, recalling several previous works he had done for them. Appreciating the Bursary staff who will be working with the firm of

accountants as resource persons, Mr. Dere noted that he had created a niche for himself so much that even external resource persons find him useful. He then urged his colleagues to emulate Mr. Abdulbaqi and take advantage of this unique opportunity. In his opening remarks the Director of CREDIT, Prof. B. S. Alabi, said, 'The timeliness and appropriateness of the Workshop cannot be questioned with trends in accounting world. It is in recognition of these changes and the challenges they pose in the onerous task of prudent financial management in the face of dwindling funds at virtually all levels of government that financial experts have been invited to speak and tutor staff. Prof. Alabi expressed confidence in the expertise and experience of the selected resource people who will handle assigned topics during the Workshop. He urged participants to pay attention and thanked the Vice-Chancellor for supporting the Centre to achieve its objectives.

Quintessential Quadri When the University of Ilorin was to organise its epochmaking 40th anniversary last October, it chose the right man to lead the organising team, in person of that doyen of intellectualism, Prof. Yasir Anjola Quadri of the Department of Religions. Needless to say, the anniversary, together with the convocation ceremonies under the chairmanship of the equally capacious Prof. Job Olu Atteh, was a monumental success. The thoughtprovoking lecture delivered by the President of Ghana and the anniversary book unveiled at the event still remind one of that momentous occasion. Apart from being one of UNILORIN's most senior academics, Prof. Quadri is certainly one of the personalities that give the University its grit and distinctive character, having been part of its story right from the beginning. His choice for that important assignment, apart from others he handles, was a further attestation to his distinction as a don, his vast experience as an administrator and the selflessness that has defined his career. I have always held Prof. Quadri in awe for a number of reasons. Apart from his age and sheer seniority (he was a Dean of my Faculty when I was an undergrad 20 years ago), the sage combines many stars that make him a galaxy, a dazzling spectacle to behold. Three of these sparkling stars that have always caught my fancy are his tenacity, simplicity and humility. I worked closely with Prof. Quadri for some years in the Library and Publications Committee of the University and I was always wowed by his tenacity. Not only would he thoroughly read through inaugural lectures and make significant editorial interventions, he would also see to the timely production of the lecture booklets, personally supervising the process. For the Centrepoint journal of the University, not only would he drive the assessment of the papers and work on the authors to effect their corrections on time, he would personally take delivery of the journals and go from one Faculty to another to distribute them! That inimitable sense of service certainly is hard to surpass. To him, what matters most is getting the job done and it is immaterial who does what. When Mozart said that simplicity is the true mark of a genius, he could have actually had the quintessential Quadri in mind. He is the true definition of the aphorism that big clothes don't make people important. Prof. Quadri's dressing is always plain, an index of his simplicity. Despite being foremost in all ramifications, he would always prefer the back seat. Always at home with anonymity and uncommon abstemiousness, the scholar par excellence finds no need for excess baggage. Virtually everyone that has interacted with the

well respected Prof. Quadri would be struck by his humility. He gives everyone his due, regardless of age or status. Yet, he is not shy of expressing his views not matter how radically different from others they are. Prof. Quadri could have a mordant sense of humour. There is a family one we still talk about. Some thirteen years ago, I took my wife to greet him in his office. His spontaneous remark was that I should have a basket ball court in my house. Perhaps like Dean Cain, who was Lost (a movie in which he played a lead role), I was puzzled and lost. Seeing the confusion in our countenance, he quickly offered that since I am tall and she is, we would raise a family of basket ballers! Always as fit as a fiddle, I think his Spartan lifestyle, God's grace and the combination of tenacity, simplicity and humility, among others, coalesce to account for his abundant good health. I learn that Prof. Quadri is strict but I believe strict people are usually principled. Though I may not know all the criteria for appointing a Professor Emeritus, I am certain that Prof. Quadri has fulfilled many of them. I would therefore be glad if the University can pronounce him at the right time an Emeritus Professor of Islamic Studies – just thinking. Tears as Omoiya bids us bye… The University was thrown into mourning last Thursday (May 13, 2016) as the sad news of Dr Saad Omoiya's death shook the campus to its foundation. If not for a Facebook status update that solicited prayers for him earlier last week, I did not even know he was indisposed. A versatile historian and consummate unionist, the late scholar was striking in his commitment to any course he believed in. As Chairman of the Academic Staff Union of Universities (ASUU), University of Ilorin, Dr Omoiya was a shrewd manager of men and matters. He was good, courageous and gentlemanly. He contributed tremendously to the development of the Union and the stability of the system. As Shakespeare recorded in immortal lines, “Life's but a walking shadow.” Each of us is ultimately not more than “a poor player/ That struts and frets his hour on the stage/ And then is heard no more.” For Dr Omoiya who has left the stage, our solemn prayer is that Allah forgive his shortcomings and grant him Aljannah. And for those of us still awaiting our turn, may He give us the wisdom to prepare for the inevitable journey. My condolences go the Vice-Chancellor, the Dean of Arts, the Head and staff of History and International Studies Department and the entire University community. More importantly, may God console his family and give them the fortitude to bear the loss.
