Unilorin's feats excite Senate President The President of the Senate, Senator Abubakar Bukola Saraki, has commended the management of the University of Ilorin on the various achievements recorded by the University over the years, saying that the feats are giving him personal joy and pride that the University is based in his state of origin. Senator Saraki gave the commendation last Tuesday (February 9, 2016) while welcoming the ViceChancellor, Prof. AbdulGaniyu Ambali (OON), and other Senator Saraki top officials of the University, who visited him in his office at the National Assembly Complex, Abuja. The Senate President, who is a former Governor of Kwara State, said, “Let me use this opportunity to commend the achievements that the University has been able to make. Ambali takes advocacy campaign to EU Office The EU Ambassador assured the Unilorin tam that his organisation was positively disposed to entering into effective partnership with the University in the areas of research, energy and innovation. Ambassador Arrion said, “We would like to find ways of working together with your University”, adding that the visit signified the beginning of an enduring and beneficial relationship. In his own remarks, the EU Deputy Head of Mission, Mr. Richard Young, noted that there are huge opportunities in European countries that Nigerians could take advantage of. According to Mr. Young, the University of Ilorin could take advantage of the European Union's aid programmes in learning mobility, joint Master's degree programmes as well as capacity building. The EU Deputy Head of Mission also talked about the Erasmus Programme, which was introduced in 2014 by the European Union to support projects, partnerships, events and mobility in the areas of education, training, youth and sport. Mr. Young said that the Erasmus Programme provides funding opportunities for cooperation in all the above areas between European countries and partner countries throughout the world.

He, however, pointed out that access to resources requires proposal writing, saying that potential beneficiaries would have to bid for the resources by forming partnerships with European donors. Earlier in his remarks, the Vice-Chancellor had told his hosts that the University of Ilorin has collaboration agreements with a number of foreign universities and international organisations, adding that “right now, we have a Memorandum of Understanding (MoU) with the University of Madison, Massachusetts, USA on Stem Cell research”. Prof. Ambali said that the University, which “occupies a very important position in the tertiary education sector of the country”, has “never closed its doors to our students in the past 15 years.” He said that the University, which is endowed with the largest land space in Africa, has several hectares of economic trees with which it hopes to generate additional revenue to supplement government funding of its activities. T h e Vi c e - C h a n c e l l o r disclosed that the University is about to commence its dairy production soon, saying, “We look forward to a cooperation arrangement on this with any interested member of the European Union Commission”. A video clip on the giant strides of the University of Ilorin was

later shown to the EU officials by the University's Director of Consultancy Services, Prof. Olugbenga Mokuolu. The Vice-Chancellor later presented a copy of the 40 t h Anniversary commemorative book, “Unilorin at 40: the Soaring Eagle”, to the Head of the EU Mission. Senator Saraki, who received the Unilorin team in company of Senator Ben Bruce of Bayelsa State, also commended Prof. Ambali's ability to sustain and build upon the foundation laid by his predecessors, saying that “to sustain and build upon the set standard is one of the most difficult things in administration”. Describing the University of Ilorin as “a good product”, the Senate President said, “When a product is good, it makes it much easier to sell; when a product is bad is when you have problem. We are all happy and thank God that the product we have before us, the University of Ilorin, is a very good product”. He pledged his support for the University's efforts to fully realise its mandate of teaching, research and community service through the provision of more hostel accommodation for its students as well as the increase in its admission carrying capacity. The Vice-Chancellor, Prof. Ambali (left), presenting the 40th Anniversary commemorative book to Senator Saraki during the visit inability to attend its 40th Anniversary celebrations last October, said it was due to the pressure of his office. Earlier in his remarks, the Vice-Chancellor had similarly congratulated Senator Saraki, saying his antecedents as a two-term Governor of Kwara State “is what is encouraging the rest of us at home to aspire to go near your record of performance”. Prof. Ambali informed his th host that during the 40 anniversary of the University last October, a total of 22 projects, funded directly or indirectly by the Tertiary Education Trust Fund (TETFund), were commissioned by the Visitor, President Muhammadu Buhari, who was represented by the Secretary to the Government of the Federation (SGF), Mr. Babachir Lawal. He told the Senate President that the University, being the most subscribed in the country for the third year running, received more than 103,000 applicants from admission seekers last year, out of which it could admit a little over 12,000. This, he said, was because of the limited carrying capacity. T h e Vi c e - C h a n c e l l o r, however, sought the support of the Senate and that of the Federal

Government to increase the University's carrying capacity “so that we could admit more candidates because access to education is very important globally”.. Prof. Ambali further said, “In our University, we have about 45,000 students out of whom we could only accommodate about 5,000 on campus. So, we have about 40,000 outside the campus. And since certificates are awarded based on learning and character, and to be able to mould somebody's character, he or she has to be under your supervision 24 hours, we need to be able to provide more hostel accommodation for more of our students”. Highlights of the visit were the screening of a video clip on the giant strides of the University by the Director of Consultancy Services, Prof. Olugbenga Mokuolu, and the presentation of souvenirs, including copies of the 40th Anniversary commemorative book, “Unilorin at 40: the Soaring Eagle” , to the Senate President. The Vice-Chancellor also presented a formal letter of invitation to Senator Saraki as the main honoree of this year's Leadership Summit being organised by the institution's Students' Union in April.

Unilorin scholars support FG's plan to re-launch WAI By Fatima Abubakre

T

he plan by the Federal Government to re-launch the War Against Indiscipline (WAI), has received endorsement from academics at the University of Ilorin. In separate interviews with Unilorin Bulletin, the scholars were unanimous in their submission that the rebirth of the programme would ultimately guarantee a better nation for the citizenry. The Director, Centre for Peace and Strategic Studies (CPSS), University of Ilorin, Dr Mahfouz Adedimeji, said that many Nigerians are undisciplined because the laws were not being enforced. He said, “There is no law saying that people should steal, that people should jump the queue; anybody that jumps the queue is breaking the law, and there are rules and regulations, but the only problem that we have is that we have not been enforcing our laws.” “When the law enforcement system is strengthened, it goes beyond the presidential directive. Everybody does what he is supposed to do. A teacher does his teaching without expecting anybody to force him to teach; a trader does what he or she is expected to do; a policeman does the duty of law enforcement without fear or favour and without collecting a bribe; a driver does what he is supposed to do, everybody is disciplined, and the society benefits ultimately”, he maintained. According to Dr. Adedimeji, “Many things are wrong in the country because of the fact that we lack discipline. Discipline is multifaceted; we lack moral discipline, we lack financial discipline. The way people spend money at parties… even people in school lack academic discipline that is why some people cheat in exams, that is why some lecturers plagiarise. By the time we hold discipline sacrosanct, we realise that we are going to overcome many of the challenges we face as a nation because it is all encompassing.” The CPSS Director pointed out that, what was needed to drive the

War Against Indiscipline is leadership by example, saying: “We need a highly disciplined person to make us to be disciplined because without discipline one cannot achieve anything. I think there is no leader of Nigeria that can do that better than President Muhammadu Buhari because of his high calibre of moral integrity, and his own self of discipline as a leader.” “I will want to support the motion fully so that we can imbibe a culture many of us imbibe when we travel to some other countries; we don't have any problem with queuing, we don't have any problem with doing the right thing. But in Nigeria, we just realise that you find people jumping the queue; at the filling stations, people find it difficult to queue, and dumping of refuse and urinating in areas where such is prohibited.” On her part, a senior staff member of the University Library, Dr. (Mrs.) Akinboro, enjoined Nigerians to support President Muhammadu Buhari in the war against indiscipline and corruption because he has the will to tackle the societal scourge. She said, “When he came in, the expectation was high, and we were tired of the corruption that is so prevalent. Everybody wants things to work, so everybody is supportive. It is just the Office of the National Security Adviser that we are seeing so much rot coming out; by the time he gets to the Oil and Gas sector, you will know that this will work. The only thing is, let us all support and pray for him and if we see anybody trying to say anything against the war against indiscipline and corruption, let all of us come together and fight those people. We are fighting for the future of our children not for the president.” Dr Akinboro further pointed out that parental guidance was also required and important in the fight against indiscipline and corruption. On her part, the Ag. Head of the Department of Mass Communication, Dr. (Mrs.) Saudat Abdulbaqi, also concurred with Dr. Adedimeji and Dr. (Mrs.) Akinboro

on this matter when she expressed the optimism that a revamp of the WAI programme “would be good for the overall benefit of the country because the virus of indiscipline has eaten deep into the fabric of the Nigerian system”. Dr. Abdulbaqi said, “One thing that I have observed with Nigerians is that though we love freedom, once we have people that put us on the right track, that is talking of the leaders and who are transparent in their own conduct too, leaders who display the philosophy of do as I do and not do as I say, people find it very easy to follow them and comply with directives they are given. If this rebirth of the War Against Indiscipline is carried out with utmost sincerity, it is going to be really successful and there should be no sacrificial lamb. Whoever violates the law should face the penalty without sparing anybody; that is the sense that is going to give this programme a very credible status in the hearts of the people”. The Communication expert urged the Federal Government to carry along Nigerians by sensitising and creating awareness about the programme and the need to abide by the policies. She said, “Nigerians are very intelligent people. When they realise that it is for their own benefit, it will be very easy for them to comply with the directive but if it is being forced, they will do it because they are being forced but at every slight opportunity that they have, they would throw it to the garbage bin just as we experienced in the first dispensation.” “The government should carry the people along in this policy formulation; they should be part of the decision making that whoever runs foul of the law, how should the person be treated. When they are part of designing the sanction and punishments that apply, they will not run afoul of it and they are going to protect the policy to make sure that it does not fail”, she submitted.

& WATCH HOW YOU GET UP FROM BED While we are asleep, our body remains in one position for a long time, making the muscles little stiff and dormant. Sometimes with the wake of alarm, we get up with a jerk, hurting those sleepy but stiff muscles, which can cause back pain. To avoid this, rather than sitting up straight with your back flat on bed, turn on your one side and then slowly get up without any harsh jolt.

Academic Entrepreneurship

U

niversities around the world are increasingly shifting from their traditional primary role as educational providers and scientific knowledge creators to a more complex institution rekindled with a renewed mission of commercialization of knowledge. Therefore, added to the three traditional tripartite mandates of universities - teaching, research and community service – is entrepreneurship engagements. No wonder why scholars have now agreed that integrated entrepreneurial culture is one of the common elements that characterize contemporary successful universities (Clark, 1993). So, those who hold tenaciously to the belief that university activities should end at generating new knowledge, and that the issue of commercialization should be left to industry so as not to overburden universities, are still living in the cocoon of insensitivities or obliviousness. Although academic staff wanted to focus on areas which contribute to their promotion, the global economic realities as well as the realities of higher education funding have made it imperative for universities to get out of their shell of traditional mentality of knowledge production to imbibing entrepreneurship culture. If I could recollect very well, it seemed that the erstwhile Vice Chancellor of our University, Professor Isha'q Oloyede, used to express his apprehension and pessimistic speculation about the future of university funding in Nigeria. Most often, he used to subtly note that he could not guarantee the continuing government capability of saturating universities with sufficient funds in the nearest future. The realities of what he feared then is now dawn on us, as we now see how government of the day is struggling to finance the fundamental objectives of the state. Undoubtedly, the present Vice Chancellor, Professor AbdualGaniyu Ambali, shared this fear pretty well, and that is why he has been enthusiastically and insistently pursuing initiatives that are aimed at making the University create its own wealth for the purpose of making it absolutely self- sufficient. Now that there are internal pressures on all agencies of government to generate new sources of income and external expectations for economic development, “the world doesn't need any of us to think smaller – the world needs us all to dream bigger, to be bolder, and to figure out what makes us come alive." (Abby Falik). There is now a need for us to stimulate technological entrepreneurship in universities via patenting, licensing, start-up creation, and university–industry partnerships. And this is the vision of the Vice chancellor in establishing the Center for Laboratory to Product (LABTOP) with a Director that we can call an innovator, Professor A. AbdulKareem, the immediate past Vice Chancellor of Al-Hikmah University, Ilorin, being supported by the versatile scientists like Dr. W.Raji that had got a stint of tutelage at the Stafford University, USA. Succinctly, the main goal of the Center, as I understand it, is to stimulate and coordinate academic entrepreneurship and technological transfer, In other words, LABTOP is meant to serve as the University technology transfer office, functioning as a technology intermediary that will facilitate the creation of technologies or ideas that could be transferred from laboratories to the start-ups companies. As the

Vice-Chancellor once put it in one of his speeches envisioning the establishment of the Center, “The University of Ilorin will strive to develop and promote university research with the most commercial promise as well as promote product development, encourage startup companies to create jobs using the University of Ilorin research platform”. Thus, the Vice-Chancellor's vision is to make us at the University of Ilorin proactively creative and innovative by using our research endeavours to discover new technologies, products or ideas that can be transformed to wealth for the University. That is what they call academic entrepreneurship, which is now the most distinctive element of successful universities in the developed nations. The growth of Singapore into an industrial hub in Asia is solely attributed to academic entrepreneurship. Singapore's universities stimulated economic growth of their country through industrially relevant research, technology commercialization, hightech spin-offs, and the impact of these endeavours has been phenomenal on the country. Indeed, the wonderful innovation of the internet that has transformed the cultural and economic psyche of many nations today was an outcome of the academic entrepreneurship that facilitated a robust partnership between the Advanced Research Project Agency and some teams of researchers in American Universities. So, the Vice-Chancellor's commitment is a right step in the right direction not only for sustaining the University status as the best in the country, but also for pushing the University up to the pedestal of the world - class universities. He wants to push the University to a point where we can be at the same level of innovativeness of the University of Maryland, as an example. As a middle-range University in the US, University of Maryland research has, over the past 25 years, produced 400 patents and licensed more than 500 technologies to industry. Currently, the university generates about 130 invention disclosures each year (about 1 every 3 days), which result in about 5 tech start-ups each year. An opportunity to measure our research performance with the enviable standard of the University of Maryland is already in the pipeline. A research exhibition that will be dignified by the presence of the Executive Secretary of TetFund, Prof S.E. Bogoro, is coming up soon. The aim of the exhibition, according to the Director of LABTOP, Professor AbdulKareem, is to showcase the innovativeness of the University's research efforts. And we have got exciting results to showcase. Prof Obaleye's anti-malaria compound has a great entrepreneurship potential. The drone we displayed during our 40th anniversary is a technological innovation that can be transformed to a marketable product for parcel dispatch or surveillance. Again, Prof Abdulkareem's oil spillage cleaning machine is worthy of being shown to the world for its commercial value. The new diagnostic method of tracing Hepatitis “C” in human host will also be displayed as an innovation that our researchers have discovered, and which can bring stupendous wealth to the University. With all these, our tomorrow is brighter. *The interview for this piece was conducted by Mr. Adeyinka Ademuyiwa
