Unilorin plans free adult education for host community By Fatima Abubakre

A

s part of its social service mandate to its host community, the Institute of Education (IOE), University of Ilorin, has concluded plans to provide free Adult Education programme and render free counseling services to inhabitants of Ilorin and its environs before the end of this year. T

he remains of the late former Deputy Vice-Chancellor of the University of Ilorin, Prof. Felix Ayotunde Oladele, will be buried this Saturday (April 16, 2016) at his Tanke Ajanaku residence in Ilorin. A statement by the Registrar, Mr. Emmanuel Dada Obafemi, indicated that the interment will be preceded on the same day by a Funeral Discourse at the Kingdom Hall of Jehovah's Witness, Watchtower Avenue, Opposite Police 'F' Division, Tanke, Ilorin, by 11.00a.m. Prof. Oladele died at the University of Ilorin Teaching Hospital (UITH) penultimate Wednesday (March 30, 2016) following a brief illness. he immediate past Dean of t h e F a c u l t y o f Communication and Information Sciences, Prof. L.O. Aina, has called for the immediate establishment of a National Research Council in Nigeria that will be saddled with the responsibility of promoting and encouraging research endeavours.

Prof. Aina, who made the call last Wednesday (April 6, 2016) while delivering a lecture at Redeemer's University, Ede, Osun State, said that when established, the council would ultimately drive ground-breaking research activities that will be of great impact on national development. New IOE Director unfolds plan of action Pointing out that the programme will be carried out as a social service, Prof. Yusuf said its cost would be within the means of members of the University's host community. The Professor of Educational Technology highlighted some of the plans of the Institute as including the expansion of opportunities to accommodate more students through the establishment of certain Diploma programmes such as Human Kinetics and Health Education, Instructional Radio and Television, Art and Craft, Photography for School Certificate holders as well as the HND conversion programme. Prof. Yusuf explained that the Institute's mandate is to add value to the socio-economic development of the host community. He said, “The University is already doing it and we as a Faculty and the Institute of Education are collaborating to ensure that before the end of the year, we are going to mount free of charge, adult education programme for the people within Ilorin environment.” The IOE Director said, “We are planning a Community Counselling Centre, which is going to be a free service by the University”. He pointed out that there are counseling issues on marital affairs, academic matters, job issues, mental health issues, and teenage affairs, adding that “there are experts to address these issues”. He disclosed that these services will be sited on the minicampus where the IOE is located. The Director further stated that there would be collaboration between the Counselling Unit and the

Centre for Supportive Services for the Deaf (CSSD), the Department of Health Education and even the College of Health Sciences for the overall benefit of the community. Prof. Yusuf said, “We want to give the community a standard extramural environment where students will be taught and not assisted to cheat like some Centres are doing; we want to set the standard. We are educators; we know the standard and we should not just be blaming others for doing what is wrong, we should establish the standard and then others will follow the standard.” On infrastructure to match these plans, the IOE Director said, “We are lucky that we have an administration that manages resources in the best of manner, and we are discussing with administration and we are calling experts to access what we have on ground, and efforts are on to ensure that this place is put into very good shape.” Prof. Yusuf enjoined the Federal Government to accord priority to the funding of education, which is essential to the development of any society and treat teachers with respect in the areas of welfare, wages, job security and infrastructure. He said, “You must motivate and encourage the best minds to come into teaching,” adding that “as at today, teacher education is the secret of Singapore's success.” “What is the context of our teachers? What input do we have in them? What is the process of their working? How can you now expect quality products when the context is defective, the input is defective, the process is defective and people are

talking about the students not passing; how will they pass when the government is not even doing anything serious about it…what we are having is the output of our poor planning, not paying attention, not giving the teachers what I will term facilitating conditions, in terms of remuneration, promotion and conditions of service.” “Motivation has two dimensions; intrinsic motivation and extrinsic motivation. The intrinsic one comes from the mind and in most cases; the extrinsic motivation will lead to that. The most important factor in student performance and achievement is the students themselves, followed by the teachers, followed by the school environment. Those who come into the teaching profession should be those who are willing to be teachers who see this as a calling not as a last resort or accidental teachers. There is the agreement with the government for special bonus for teachers, if they don't implement it, they can't be motivated”, he stressed. The IOE Director, who recalled the contributions of a former Minister of Education, late Prof. Babs Fafunwa to the development of the education sector in Nigeria as a result of his vast experience, pointed out that the management of education has become politicised, urging the Government not to presume that everybody knows about the sector. He said that only educationists should be given the privilege to develop policies for the sector. “Let those who know about education proffer solutions to education, it should not be a political issue.” he maintained.

More tributes pour in for late ex-DVC Oladele (Contd. from front page) Meanwhile, the Chairman of the Academic Staff Union of Universities (ASUU), University of Ilorin Branch, Dr Usman Adebimpe Raheem, has joined others in paying tribute to the late former Deputy Vi c e - C h a n c e l l o r ( R e s e a r c h , Technology and Innovation), Prof. Felix Oladele, describing him as a rare gem, whose contributions to knowledge would continue to remain evergreen. Reacting to the sudden death of the former DVC in an interview with Unilorin Bulletin last Monday (April 4, 2016), Dr Raheem described the late Prof. Oladele as “a complete gentleman, an easy going man, a peace maker and an encapsulation of scholarship and humaneness”. The ASUU Chairman said that the University of Ilorin community, in general, and ASUU, in particular, would miss him greatly for his contributions to the development of the University. Dr. Raheem said, “I had contact with Prof. Oladele several times as a Mayor of the GRA Quarters when he was the Chairman of the Environmental Protection Committee of the University. His approach to issues was amusingly simple but equally very firm. Each time we had meeting or encounter he

The University of Ilorin will miss such a gentle man.” The unionist, who is a Senior Lecturer in the Department of Geography and Environmental Management, commiserated with the Vice-Chancellor, Prof. AbdulGaniyu Ambali (OON), and the University c o m m u n i t y, p a r t i c u l a r l y t h e Department of Plant Biology on the tragic loss of a resourceful member of staff and prayed God to give the University community the fortitude to bear the irreparable loss. Dr. Raheem also expressed sincere condolence to the members of the late Professor’s family and pledged that the University will continue to be in touch with them. In his own reaction, the Ag. Head of the Department of Plant

Biology, Dr Kehinde Stephen Olorunmaiye, described Prof. Oladele as “an epitome of peace and humility”. Dr. Olorunmaiye said he was “a great teacher, a timeconscious man and a lover of everybody”. He added that the late Prof. Oladele had been his teacher right from his 100 level, some 35 years ago. Also in his comment, Prof. Paul Oloruntoba of the Plant Biology Department described the late Prof. Oladele as “a great asset”, saying that the Department of Plant Biology and the entire University of Ilorin community had just lost a gem. Prof. Oloruntoba said that the late former Deputy ViceChancellor was a complete gentleman and a good example of human being that is worthy of emulation. He then prayed God to grant his soul eternal rest. Also in his tribute, an Associate Professor in the Department of Plant Biology, Dr Abdullahi Alanamu Abdulrahaman, described late Prof. Oladele as “a great mentor, teacher and father”. Dr Abdulrahaman, who disclosed that both his Masters and Ph.D theses were supervised by the late Professor, said he would miss Prof. Oladele greatly.

attention has been drawn to the different interpretation of the Senate decision to commence full implementation of the Four-Point Grading System and the 45% minimum pass mark. For the avoidance of doubt and for emphasis, Senate, at its 252nd meeting held on Thursday, 21st January, 2016, approved the

commencement of the full implementation of the above grading system for all Freshers with effect from the 2015/2016 academic session. Consequently, the minimum pass mark for ALL fresh students, distinguishable by their matriculation numbers and irrespective of the level, shall be 45%.

Colorado varsity to explore ICT ties with Unilorin

A

former Dean of the School of Business, Colorado State University, USA, Prof. Edward Santiago, has disclosed that his University would be keen to explore a possible collaboration with the University of Ilorin in the area of ICT development. Prof. Santiago disclosed this penultimate Friday (March 25, 2016) during a whistle-stop familiarisation visit to the University of Ilorin. The Colorado State University don, who was accompanied on the visit by the Director, ICT Unit of Adeleke University, Ede, Osun State, Prof. Olumide Babatope Longe, was conducted round some key units of the University by the Deputy Director, Ilorin Business School, University of Ilorin, Dr Rasheed Jimoh.

Areas visited by Prof. Santiago included the Unilorin FM radio station, where he featured on a live interview programme; the Computer Services and Information Technology (COMSIT) Centre, the University's Network Operating Centre (NOC), and the Centre for International Education (CIE) At the radio station, Prof. Santiago was received by the Deputy Director, Corporate Affairs, Mr. Kunle Akogun and the Station M a n a g e r, M r. A b d u l G a n i y u Durodola. During the live radio programme, he described the University of Ilorin as “big and beautiful�. The e-learning and distance learning expert was also received at the COMSIT and NOC by Prof. Musa Ahmed, the Director, COMSIT and Engr, Hussein Akande, the NOC

Manager. Prof. Santiago was told that the University has upgraded its internet connectivity on campus with the recent migration from STM 1 to STM 4, accommodating an average end users database of 44, 000 (staff and students). At the CIE, the Director, Prof. Muhammed Ibrahim, told the Colorado University don that the Centre was always ready for international collaborations. Prof. Santiago was among the six distinguished world renowned academics that were recently honoured at the 2016 edition of the International Multidisciplinary Cross Border Conference on Science, Technology, Education, Arts, Management and the Social Sciences (iSTEAMS) in Accra, Ghana.

Bello harps on diversification of nation's economy By Ishaq Babatunde

A

Professor of Economics at the University of Ilorin, Raji Abdulgafar Bello, has called on the Federal Government to work towards the diversification of the nation's economy as a way of ensuring peace, progress and prosperity. Prof. Bello, who made the call last Tuesday (April 5, 2016) while featuring on a Unilorin 89.3 FM weekly current affairs programme, 'Oro T'onlo', opined that the effective exploration of all sectors of the economy is a panacea to sustainable development. The don advised President Muhammadu Buhari to, as a matter of priority, embark on agricultural revolution, tourism development, revitalisation of small and large scale

industries, among other sectors of the economy, in order to bring back the nation's past glory. He also canvassed the need for Nigerian youths to develop positive attitude towards entrepreneurial skills and viable vocational skills so as to become employers of labour rather than job seekers. According to him, the diversification of the nation's economy will create a good platform for massive employment generation in the country. Prof. Bello, who is the Chairman of Unilorin Petrol Board of Management, explained that there was nothing wrong with Nigeria as a country but that the system in operation is faulty. He then advised

people in authority to have a change of attitude if we are serious about moving this country forward. On the recently passed 2016 budget, the Professor of Economics maintained that the content of the budget was perfect, but called for proper monitoring and implementation of the budget if Nigerians ate to positively feel its good impact. Speaking on the efforts of the Unilorin Petrol Unit to rescue the members of the University community from the lingering fuel scarcity, Prof. Bello explained that the Board was working round the clock to ensure massive supply of fuel on campus.

Central Research Lab honours Ogunniyi By Mustafa Abubakar

T

he Central Research Laboratories of the University of Ilorin has organised a send-off ceremony in honour of its immediate past Director, Prof. D. S. Ogunniyi. In his remarks at the ceremony held penultimate Friday (April 1, 2006), the Deputy ViceChancellor (Research, Technology and Innovation) Prof. Gabriel Olatunji, who was also the chairman of the occasion, described Prof. Ogunniyi as “the foundation Director of the new Central Research Laboratories”. Prof. Olatunji stressed that the University is always working to be on the top with the best of her ability, which he said informed the world class new Central Research Laboratories, which Prof. Ogunniyi served as pioneer director. The Deputy Vice-Chancellor commended Prof. Ogunniyi for the good work he did as the pioneer Director of the Laboratories, saying, “It is not easy to start an establishment when you are starting

from the foundation level”. In his remarks, the Lead Researcher, Hepatitis B Virus/HLA Research, Dr. Olajide Agbede, described Prof. Ogunniyi as a person who has provided sufficient energy for staff to start up the laboratories, adding that such platform has also assisted few researchers to have a base. He said that Prof. Ogunniyi is a good and listening man and ready to assist, urging the new Director, Prof. Oladiji to make sure that the day-today needs are made available. In her remarks, the Coordinator of African Centre for Herbal Research, Ilorin (ACHRI), Prof. (Mrs.) M. T. Bakare-Odunola, said that it was Prof. Ogunniyi's commitment on the fresh water made available at the Central Research Laboratories that the University is drinking from and this has made the University to continue making gains from those that are in search of such water. Earlier in her remarks, the new D i r e c t o r, C e n t r a l R e s e a r c h

Laboratories (CLR), Prof. (Mrs.) Oladiji, described the day as special because honour must be given to whom honour is due . She disclosed that the Laboratory was established in 2008 but moved to the present place during the Prof. Ogunniyi's tenure. In his response, Prof. Ogunniyi said that he enjoyed the working relationship with everybody. He said, “Our target is to make the centre the best. What I have done is because people cooperate with me. He also appeal to the staff to extend the same support to the new Director”. Among those present at the occasion were the Director, Centre for Research Development and InHouse Training (CREDIT), Prof. B.S. Alabi; the Deputy Director, Central Research Laboratories (CLR), Dr. Alafara A. Baba; the S e c r e t a r y, C e n t r a l R e s e a r c h Laboratories, Mrs. S. Adebayo, and staff of the Centre among others .

‘Why Nigeria is ranked low in research output’ The Professor of Library and Information Sciences said that the proposed National Research Council and the National Universities Commission should set machinery in motion for the ranking of Universities in the country based on research output. Prof. Aina explained that this ranking would be based mainly on articles published in scholarly journals that are listed by Web of Science, Scopus and journals with hindex of 10 and above. He said that the top-ranking universities must be adequately rewarded in terms of generous research grants. The don, who spoke on “The Visibility of Researchers: Measuring the Impact of Journals in a Scholarly Community'', advised Nigerian researchers to always strive hard to publish their articles in top-rated journals in the world. He lamented that Nigeria was ranked very low in terms of research output and quality of scholarly journals because researchers in the country generally publish their

research findings in journals that will accept their papers rather than focusing on journals that require rigorous peer reviewing. This scenario, he said, accounted for the low visibility of Nigerian researchers which essentially make their publications to have low impact in the international scholarly community. Prof. Aina called on the Federal Government to make research funding a priority while also providing strategies that will improve the research output in Nigeria. He advocated the creation of enabling environment for researchers to encourage and motivate them to dwell extensively on research findings with high level of visibility that will herald unprecedented community development. Prof. Aina said in Nigeria, academics are no longer evaluated after attaining the professorial positions, saying that many Professors are not engaged in major research projects, but only engaged in research projects they supervise at

Masters and Doctoral levels, which he said should not be so. He, therefore, suggested that Professors be evaluated every five years while appropriate rewards should be given to those that are actively involved in research. He said the reward could be in form of percentage increase in their salaries, up to 50 percent where necessary. The lecture was attended by academics of various disciplines among who are some members of the University of Ilorin community. They included the Dean, Faculty of Communication and Information Sciences, Prof. J.S. Sadiku; the Head of the Department of Computer Science, Prof. B. A. Oluwade; the Sub-Dean, Faculty of Communication and Information Sciences, Dr. A.L. Azeez; the Ag. Head of the Department of Library and Information Science, Dr A.O. Unilorin’s ICT infrastructure is superb — COMSIT Director By Olusegun Mokuolu

T

he University of Ilorin has the best Information and Communication Technology (ICT) infrastructure among higher education institutions in the country with internet speed between 622 Mbps (megabits per second) to 630 Mbps on the STM-4 fibre bandwidth. The Director of the Computer Services and Information Technology (COMSIT) Directorate, Prof. Musa Isiyaku Ahmed, disclosed this in an interview with Unilorin Bulletin penultimate Tuesday (March 29, 2016). Prof. Ahmed, who spoke on the state of ICT infrastructure and services in the University, further revealed that the University had also made arrangements for redundancy to backup with microwave wireless radios to support the fibre backbone connection. He said that the Directorate has been able to provide internet services for over 90% of existing infrastructure.The COMSIT Director said, “With the 22 newly completed projects, our coverage is about 80% of total infrastructure on the campus. However, internet deployment is currently on - going and we hope to conclude 100% coverage by the end of the second quarter of 2016.” Prof. Ahmed said that the deployment policy currently imbibed by the University ensures that projects are executed in a responsible and sustainable manner, adding that Enterprise agile internet equipment are now employed for deployment of resources which are backed up with OEM warranty.

He said, “As at today, no university in Nigeria can boast of the kind of ICT infrastructure the University of Ilorin had invested in recent times. The first generation universities may have an upper hand on repositories but we are better by far in the area of ICT”. He disclosed that a data centre will soon be deployed at the Network Operations Centre to host the University institutional repository, Unilorin web server, Unilorin FM audio streaming, live events streaming, Courseware domiciliation, VoIP, achieving and to monitor CCTV and internet equipment. Prof. Ahmed explained that it would greatly improve ICT service delivery and efficiency as he observed that “access to the internet for staff and students of the University of Ilorin is now no longer a privilege but a right.” The astute ICT administrator said, “It is not surprising that the University of Ilorin has one of the fastest growing social media with over 40,000 likes on the official facebook page”, stressing that the Directorate has synergy with the Directorate of Corporate Affairs to manage the different social media platforms which include, Twitter, Google+, Flickr and YouTube. He added that the University uses the social media platforms to harvest feedbacks and querries that are collated, analysed and responded to accordingly. He said that the social media as a modern public and social relations tool makes the University

visible, improves communication with the global community and is a cheap and fast way to reach out to large clusters of people. Prof. Ahmed attributed the ICT success in the University to the accountability and transparency of the management, explaining that the University has been able to manage its meagre resources for maximum impact. He submitted that training, capacity development and good foundation are also part of the success strategy, while projecting that in the nearest future the University would be developing local content and integrate teaching and research into ICT. The COMSIT Director described the Vice-Chancellor, Prof. AbdulGaniyu Ambali (OON) as “a man with great passion for ICT”, disclosing that the Vice-Chancellor is currently the Chairman of the ICT Committee appointed by the Committee of Vice-Chancellors of Nigerian Universities (CVC). He stressed that it is a golden opportunity for the University of Ilorin to have an amiable leader who is visionary and anticipates modernity in the person of Prof. Ambali. Prof. Ahmed pleaded with staff of the University to show understanding whenever they are experiencing downtimes as this could sometimes be from the Internet Service Provider (ISP). He, however, gave assurance that COMSIT would work round the clock to provide efficient service.
