Antonio “Bobbit” Villar Jr., chairman of the Dangerous Drugs Board, in his opinion column at the Journal Online on April 13, 2015 says he has received a report that this city could be the “drug capital” of Eastern Visayas. Titled “Is Ormoc City Now The Drug Capital of Eastern Visayas”, the DDB chairman said that “In a report submitted to my office by Asec. Amador Pabustan … Ormoc City is now allegedly the illegal drugs’ capital of Region 8. So excessive is the supply that it now supplies the needs of the entire Region 8.” Hon. Villar adds that “So audacious are the drug distributors that illegal drugs are now allegedly available in every Barangay and peddled in the open. Informatively, from time to time, raids are conducted by law enforcement authorities. However, nothing allegedly comes out of these raids. These raids have not made a dent in the flourishing illegal drugs’ trade. OLBA prexy says YES to council’s appeal to notarize ESA affidavits free of charge OCCIDENTAL LEYTE Bar Association (OLBA) president Atty. Joy Mejia-Romero said that around 10 members of their group have already signified their intention to help Yolanda victims in the city, who are seeking the services of lawyers to notarize their affidavits of undertaking in relation to the release of the Emergency Shelter Assistance (ESA). This was her response to the appeal of Councilor Vincent Rama, chairman of the committee on social welfare, and Atty. Bennet Pongos Jr., to help the beneficiaries by notarizing their affidavits for free. Romero, who appeared before the city council during their caucus on Thursday afternoon, April 30, said while they were amenable to the proposal, she said the city should make a formal request on the matter so that it can be calendared for emergency board meeting. Atty. Romero, however, added that they would have to limit the number of affidavits they will notarize in a day’s time. The lady lawyer said that on that day alone, she had already notarized around 30

affidavits. This is aside from the other lawyers who have signified their services for free. Atty. Romero said that hundreds of people trooped to the Bulwagan ng Katarungan that day, April 30, to have their affidavits notarized either at the Public Attorney’s Office (PAO), the city or provincial prosecutor’s office. They are expecting more people to come when office resumes on Monday. She emphasized that while most of them were amenable to the request of the city council, they would want to have a system in place so as not to jeopardize their regular work load. “We also have to work for a living,” she said, aside from attending court hearings that are already scheduled and taking time to meet with paying clients. The affidavit is a requirement of the Technical Working Group that was composed by Mayor Edward Codilla to ensure that those who will receive the ESA are qualified under the guidelines. The TWG was composed after the masterlist of beneficiaries was released and found containing the names of

unqualified recipients, including the mayor’s brother. The matter has already reached the attention of Social Welfare Secretary Corazon “Dinky” Soliman. Atty. Francis Pepito, city administrator, told the council on that same afternoon that they came up with this requirement to discourage those who are not qualified from trying to get the assistance, under pain of perjury. He even claimed that there were already some people who volunteered that their names are dropped, because they did not want to be criminally liable. Pepito claimed he had already broached the subject matter with the Public Attorney’s Office, but added he would ask the barangays to stop distributing the affidavits yet, considering the sheer number of people. He said they would again meet to find a systematic way to handle the notarization issue. The ESA masterlist that the City Government wants funded contains some 52,000 names. It is not yet clear if the number would reduce if the names of unqualified benefi-

Bam Aquino keynotes KANANGA, LEYTE – After their training was interrupted by super-typhoon Yolanda, 129 trainees of the Kananga-EDC Institute of Technology (KEITECH) graduated on April 28, and received their national certifications from the Technical Education and Skills Development Authority (TESDA) for electrical installation and maintenance, metals and engineering, pipefitting, and tourism. Originally, there were 136 enrollees for KEITECH’s 5th batch. However, Yolanda took its toll on one woman; another died in an accident; while the rest were not able to come back to resume their training, for various reasons. Their batch mates honored the memories of the two who died in a minute of silence, to pray for the repose of their souls. Keynote speaker was Senator Bam Aquino, son of Dr. Paul A. PacMan’s loss and #IsamaSiNanay

To be legal is not enough

I HAVE never watched a Pacquiao fight on live streaming. The fights are held on Sundays, which happens to be my workday. However, on today’s fight, I was already convinced Mayweather would win, not because the judges are biased for him, or that the computer counter was rigged, but the mere fact that Mayweather agreed to fight Pacquiao after so many challenges hurled his way. I just got the hunch that this time, Mayweather was ready for Pacquiao, hence, he accepted the challenge. And for a man who has a 47 win – 0 loss record, I don’t think he’d want his 48th fight to tarnish that record. You don’t get that kind of record because you’re dumb. And I don’t think Mayweather would even agree to a rematch, even if the whole Filipino race cries out for it. After all, both of them have been dubbed best pound-for-pound boxers, but it is Pacquaio who has a number of losses on his record. You see, boxing, just like any other sport, is not just about muscle power. One also has to have the guile and be wily to think of strategies. PacMan fans called Mayweather a “marathoner” inside the ring, but he may have given Manny the runaround, it does not belie the computer stats that he landed the better number of punches. And the fact that it was this strategy that made him win. Maybe, if Pacquiao still decides to fight on, Philippine media should lay off covering his practices before the game. We are practically giving his boxing foes tips on how to deal with him. Anyway, guys, let’s move on. We all love Manny. Let’s given him the honor of accepting defeat graciously and not be sour about it.

WHILE in some reunion recently with former college classmates and colleagues at work during my pre-priesthood years when I myself was active in the professional field, I was struck by one of the comments I heard in our conversations. A friend who is also an economist mentioned that the different ways many Western governments took to tackle the global economic crisis that started sometime in 2008, taken from both the capitalistic and socialist models, could not adequately resolve the problem because they just relied on certain laws and policies prevailing in their respective countries at that time. Many of these political and economic leaders are discovering that it takes more than just following purely economic and civil laws to resolve the problem in a way that could be considered most fair. I have always believed that merely following articulated laws or man-made laws, whether in business or in our life in society in general, would not be enough, since these laws would always be in need with the proper spirit for them to be as they should be. These laws, at best, can only give some kind of guideline. They dispose us to the ways of truth, charity, justice. But they cannot by themselves achieve those goals unless they are animated by the real source of truth, charity and justice which can only be God, our creator and Father. At best, they can somehow regulate the external aspects of a given problem or situation but are quite silent on the internal aspects. They can be good in sanctioning the macro dimensions of our economy or political life, but are again very tentative in the micro level. These laws and policies cannot function on their own. They need a deeper foundation, a terra firma that in the end could only be God and his laws and standards. It’s the hesitation or even aversion to put God in the core of our legal systems that would somehow pervert our laws and policies even if they are formulated with the best of intentions. When crafted, developed and lived independently of God or when pursued outside a loving and faithful relationship with God, these laws can easily be manipulated to suit one’s selfinterest at the expense of the common good. They would miss the finer points of ethics and morals so crucial in our life, personal and social, here on earth. And in that set-up, it would always be the more powerful, in terms of wealth, fame, talents, etc., who would dominate and tend to exploit the others. Their authority, which is supposed to be a sharing of the authority of God, would be used not to give glory to God and to serve others, but more to give glory to themselves and to be served by others. In short, there is always the tendency for people to abuse their authority. In that set-up, what are often excluded, deliberately or unintentionally, would be the elements of mercy and compassion, the need for sacrifice, detachments from things and others that are necessary and at the same time unavoidable in our life here on earth.

Before Pacquiao’s loss overshadowed the issue, social networks were teeming with criticisms of Nanay Celia Veloso and her family, for their seeming ungratefulness to the government for allegedly not helping them. I really bristled at hearing her on TV, feeling betrayed. I am not the government, but I am a taxpayer and I knew that hundreds of thousands of pesos were spent by the government to try saving “Mary Jane.” To be honest, I said a little prayer for Mary Jane, when her plight came out on media, but I never signed any of the online petitions sent around to set her free. First, there is the matter that she is a “drug mule”; whether she is a willing participant or an unwitting victim still has to be proven but it does not negate the truth that she was a drug mule. Second, I felt uncomfortable that we would be intruding on other countries’ laws, and Indonesia seems to be serious in its drive against drug trafficking. Meting the death penalty to drug mules should send a serious message. Here in the country, where the death penalty has been abolished, our authorities even found a drug laboratory inside Bilibid. Asthma ASTHMA IS a long-term disease associated with inflammation (pamamaga) of the airways. It is a lung disease that causes tightening of the muscles around the walls of the airways making them narrower, and the lining of the airways becomes inflamed (thickened), causing difficulty of breathing, coughing, wheezing, and chest tightness. An asthma attack occurs when one is exposed to “asthma triggers”. According to World Health Organization (WHO) statistics, it is estimated that 300 million suffer from asthma. Since the prevalence of allergic diseases has increased to such an extent, allergy must therefore be regarded as a major healthcare problem. In the Philippines, about 10.7 million Filipinos are suffering from asthma, a study on the prevalence of asthma in 12 Asia Pacific countries reported in 2008. This translates to about 12 percent of the entire Philippine population. Locally, the prevalence of asthma among Filipino children has been more studied than in adults, and Philippine Journal of Internal Medicine Original Paper has been reported in at least four

previous surveys with prevalence rates ranging from 9.2% – 27.4%. The risk factors for asthma are the presence of allergies and a family history of asthma. Its usual triggers are exposure to allergens and respiratory irritants e.g. animal fur, dust mites, mold, certain food, pollen, grass and cigarette smoke, exposure to sudden change in temperature, extreme emotions – either extreme sadness or joy and lastly- infections. The diagnosis of asthma could be done based on symptoms, specifically wheezing which is relieved by nebulization. However, in adults, it is important to identify who has asthma from those who has COPD or Chronic Obstructive Pulmonary Disease (an asthma-like condition caused by cigarette smoking). Post PacquiaoMayweather “Fight of the Century” WHEN THIS column will come off the press, the ‘fight of the century’ will have been over. Of course, this corner is rooting for the local hero. The preliminaries of the event started with Manny as the underdog, but eventually it improved to even chances for both contenders. Mayweather will have to show proof that he is what he claims to be: undefeated. There can always be a first time: also for one or the other. (Mayweather won the fight, raising his record of wins to 48-0.- Editor) This corner cannot forget the mega-fight between Joe Louis of the USA, who was an Afro-American, and that of Max Schmeling of Germany, who was a modern era version of the biblical Goliath. He was literally a giant: hulking and muscle-bound. Just looking at him would send a shiver in the spine. The match up was being watched because of the view of Hitler that Germans are the super race -- the Aryan race. All tickets were sold out at scalper’s prices. Those who managed to buy tickets had to fight for seats around the arena. Most of those who made it to the seats in a squeeze in were disappointed because they were not able to see the actual fight, which did not last a minute after the sound of the first gong. They did not expect that such a giant of a man as Max was would be floored and counted out by the referee in short order. Even Max must have been embarrassed to be sent to the canvas in so short a time. Joe Louis did not take chances. Too bad that they did not have the facilities of present day technology to see an instant replay. The portion the fans saw was when the referee raised the hand of the winner. Max was picked up by his handlers from the sideline. Too bad for Hitler’s dream of a super race! Even the 1932 Berlin Olympics which was heralded to be a venue for German champions was sadly side-tracked when American runner Jesse Owens won the race for the fastest time. Germany came out second best. There is also the matter of Cuban boxer Teofilo Stevenson who wiped out the opposition in the 1972, 1976 and 1980 Olympics for the Super-heavyweight class (90 kgs and over). He was born to be a boxer because of his huge frame and sturdy spinal column. A lot of people

Those who were great then cannot be great for-ever. The most one can do is write memoirs. If Pacquiao wins it, fine. If Floyd wins it, fine. The next move perhaps is to hang the gloves just like what the predecessors did. Even records established can get broken in the not-sodistant future. When boxer Rocky Marciano retired, he operated an eatery until the time when he became a figure in statistics due to vehicular accident. He was always glad to show off his huge knuckles. This corner cannot comprehend the practice of some sports personalities who change their name to that of a Muslim: Cassius Clay to Mohammed Ali, Lew Alcindor to Karim Abdul Jabbar (of the NBA), and another one whose name escapes this corner. As of 22nd of April, there are no more tickets for sale in the market for the Floyd-Pacquiao tiff. Some of those who reserved hotel rooms had to give up their rooms. Is it possible that this is done on purpose to jack up the scalpers’ price? It looks like there is a Mafia operating here. If it is true, we will never know the real score: one or the other will just hit the deck on purpose. Big business seems to show off its ugly horn. This corner can only hope that Manny wins it! It will boost the status of the Filipino. Any of the millions upon millions of Filipino scattered throughout the world through the OFW movement will have been made ten feet taller.

NSC is multi-faceted and non-partisan advisory body THE NATIONAL Security Council (NSC) is a non-partisan and multi-faceted body created by law to assist the President and other government top executives in confronting major problems and security threats against the country. The NSC membership spreads across the top officials of the whole government machinery to include the heads of the Departments of National Defense, Labor, Transportation and Communications, Trade and Industry, Foreign Affairs, Interior and Local Government, etc., the Senate President, House Speaker, the living past presidents of the country, and some other top officials, with the current President as the Chairman of the Council and presiding officer. The NSC can formulate a total and comprehensive response to security threats facing the country and can recommend measures to prevent and stop such threats for the President who is duty bound by law to execute and implement some action. The response and measures recommended by the Security Council may not necessarily be for a violent confrontation or towards an armed conflict in keeping with the mandate of the Philippine Constitution renouncing war as an instrument of foreign policy, but only such peaceful measures to erase or lessen the security threats to the nation, and to let the aggressor be fully aware that the country is ready and determined to protect and keep its territory intact.

P-Noy perhaps is allergic to the calls by other government officials and some members of Congress, including the representative of the Magdalo partylist, to convene the NSC to deal with the Chinese intrusion into Philippine territory since he is apprehensive that China may wrongly interpret the convening move as an act of provocation by Malacañang. The Department of Transportation and Communications which supervises the Philippine Coast Guard may include in its recommendations, if the NSC convenes, that additional Coast Guard vessels should patrol constantly the areas where the Chinese are building structures to protect Filipino fishing vessels going to these places. The DILG may also recommend that the DPWH construct some permanent structures in these areas not only to serve as fishing ports but also as police outposts to defend and protect the area as part of Philippine territory. President Aquino should seriously consider these calls by members of Congress, including some partymates, to convene the NSC to formally help in formulating some of the suggested peaceful measures to implement in order to contain the security problem the country is facing now. He should not only listen to his advisers from Chinatown in Binondo that this move of convening it is maybe a provocative act. He should accept the truism that many heads is better than one in solving a major problem besetting the country.

Research suggests that people with type O blood are at a lower risk for cardiovascular health issues like stroke and heart attack and lived longer compared to people whose blood type is A, B or AB. And other research shows that people with O blood as less likely to experience certain kinds of cancer, like pancreatic and gastric cancers. Hence, is type O blood the best? To answer that, we first have to understand the ABO blood group system: There are four types: A, B, AB, and O (or ABO). Your type is determined by either the presence or absence of antigens on red blood cells, which can trigger an immune response in your body. Blood type A has the A antigen; B has at least one copy of the B antigen; and AB has a copy of A and B. O is when you don’t have either. The reason people with blood type O are universal donors is that there is an absence of the A and B antigens; no one’s body is going to form antibodies to attack blood type O. Along these same lines, type AB is a universal acceptor (since it has both A and B antigens), people with AB can take in all kinds of blood from the ABO group, but only type O can give to anyone. Cebu Pac flies 1.5 passengers in March 2015 alone CEBU PACIFIC Air (PSE:CEB), and its wholly owned subsidiary Tigerair Philippines, flew over 1.5 million passengers in March 2015, a growth of 11.7% compared to the same period last year. Last month, the CEB Group operated approximately 2,800 weekly flights, utilizing a fleet of 55 aircraft, one of the most modern fleets in the world. Samar sparks 2: Basey & the Sohoton Caves MORE THAN just a spectacular swimming experience and breathtaking sceneries, the Sohoton Natural Bridge National Park is an enchanting caving escapade that makes it a must-visit destination in Eastern Visayas. The Sohoton Natural Bridge National Park is in Basey, Samar, the town on the foot of San Juanico Bridge. Basey is an old settlement with Spanish and Americanera houses still standing. Situated in this town is the century-old church Buscada Church where the image of the Sto. Niño of Tacloban originates. According to folklore, a long time ago, a fisherman brought to the church a statue of the saint from a sunken ship. It was said to be bigger and grander that of the Tacloban statue so that when Tacloban detached as part of the province of Samar, they exchanged images, now known as “Balyuan” (to exchange) in Waray. Since then, every fiesta in Basey and Tacloban, they exchange images with use the bigger one. The tradition is now called “Balyuan rites”. What is more interesting in this century-old church are the tombs on its wall, where priests and Catholic devotees lay in eternal repose. Same thing is seen at the St. Michael the Archangel Church, another 17th century church.

Traveling to Basey, Samar, is like going back in time, especially when you reach Sohoton Caves. Be awed by its cathedral-like ceiling and walls adorned with stalactites, stalagmites, helectites, and unique karst formations. The name Sohoton is derived from the Wa ra y t e r m “ s o h o t o n ”, meaning to go underneath or squeeze through. Sohoton Natural Bridge National Park is a 15-minute banca ride from Wespal Tourism Visitor Centre in Basey. Rest point is in an islet near the entrance of the biggest cave: the Panhulugan cave. Upon arrival in the Panhulugan cave, you will be welcomed by folk songs and Kuracha Basaynon dance by the locals. It is a place of shades and cottages perfect for a sumptuous meal. Just around the vicinity is the entrance to the Panhulugan cave. Combatants were believed to have been dropped from a helicopter to that cave and left to rot and die inside, hence it is called Panhulugan, Waray term for drop. The Panhulugan cave is

a 569-meter walk inside. The local tour guide will feed your imagination as he tells wonderful, creative stories relating to the unique formations of the stalactites (growing from the ceiling downward), stalagmites (from the ground upward), and helectites (growing horizontally). Natural formations that attracts cavers have been named Holy Family, Saint Michael the Archangel, Three Kings, Overflowing Beer, Stairway to Heaven, Hell, People Power, a stage with bats as the performers, and a lot more depending on how your playful imagination serves you. There is even a natural musical organ that when tapped, sounds perfectly similar to an orchestra. With the gigantic size of the cave, you will find it hard to believe that these formations grow only a square inch every 100 years. The huge trees above the cave are what nourish minerals to keep the formations alive and growing (very slowly). It is a place where you realize how small you are against the giant stone arches and karst formations looming overhead. Stalactites gleam like chandeliers, pillars of stalagmites rising out from the ground, helectites dashing from one point to another. At the end of the walk

The posts on Facebook, honestly, were hilarious that I laughed so hard reading it, but it also gives us a good picture of how aggrieved the Filipino nation is against such show of ungratefulness. Unfortunately, the family forgot that Mary Jane only got a temporary reprieve, on the condition that her recruiter, Christine Sergio, will give valuable information of the drug syndicate she works for. If the Indonesian government will not find the information useful enough to set Mary Jane free, then off she goes to the gallows. I hope whoever put those ungrateful words on the mouths of the Velosos told them this. It’s kinda funny to think that what could have been another reason for P-Noy’s ratings to plunge further became his saving grace. All

I have a healthy respect for the Left. Even if this would displease my friends in the military, I feel their existence is necessary to give “balance” to governance. The Left is necessary to provide balance for the Right and neutralize the ultra-rightists. I just don’t like the “re-affirmists” or the “ultra-left”, though. They are the ones who chose to continue with the armed struggle, and would lie straight to your face about the use of child warriors. I have been a journalist for 31 years, and I have seen my share of child warriors getting killed. So it makes me puke to read propaganda that they don’t recruit children. However, I also have my reservations about the “rejectionists.” Some of them are not addressing the need to have them around. In the case of Mary Jane, she and her family has once again become a victim in the fight between the Right and the Left. Unfortunately, in the propaganda war they have waged, they lost it immediately the moment Nanay Celia and her daughter opened their mouths. Tsk, tsk!

It is a set-up that tends to give a knee-jerk reaction to things at the expense of a more comprehensive attitude. It is often taken up by the passion and the excitement of the here-and-now and is quite subjective at the expense of a longer and more objective view of things. We need to overcome the fear or whatever bias we have regarding the need to involve God in our human affairs. We cannot say that just because what we are doing are purely business or politics, God should not be involved. While it’s true that there is a certain legitimate autonomy in our temporal affairs, it does not mean that God has nothing to do with them. Yes, we need to uphold that autonomy and should not unduly mix God and religion in living out those affairs, but it does not mean that God is not the beginning and end of these affairs.

Ormoc’s Swim Team hopes for City’s support TWO SWIMMERS from Ormoc Kingfishers Swimming Team are set to compete in ASEAN Midget Meet this coming September. Alexa Larrazabal, 8, daughter of Atty. Ari and Mabel Larrazabal, and Rex Andre De La Cruz, 5, son of Red Cross rescuer and swimming coach Rex dela Cruz, have qualified for the international competition after they gathered 5 medals -1 gold and 4 silvers- out-swimming 250 other swimmers in different categories in the recently concluded Philippine Swimming League held at Boracay in Kalibo, Aklan. The invitation to compete in the ASEAN Midget Meet 2015 came from the Philippine Swimming League. PSL is a national sports swimming association for Universities and Colleges accredited by the Federation of School Sports Association of the Philippines (FESSAP), internationally affiliated member of Federation of International Sports University (FISU). “The preparation was tough especially during the time when our city high pool was not yet available. Sabin Pool and Ormoc Bay used to be our training pool. Sometimes, we go to Isabel and Baybay to look for a pool,” said Coach Rex De la Cruz. “When the Olympic-sized

pool was finished, it was a dream come true for our swimmers since we already have a standard training pool. However, our training is sometimes hampered by the maintenance of the pool, and its availability, specially that it is only open from Monday to Friday and our training requires a daily routine,” he added. The Ormoc Kingfishers Swimming Team is also gearing up to participate in the qualifying tournament for international competition to be held at the Diliman Preparatory School in Quezon City this May 17. It is not an easy road to qualify as powerhouse teams from NCR are competitors. However, Coach Rex Dela Cruz said he is “confident with our swimmers, our preparation, our training, and game plan.” The young athletes are happy and enjoying what they are doing and capable of achieving, and they are blessed to have extraordinary support from their parents, he said. As for the support they are getting from government, Dela Cruz said that the DepEd Ormoc City Division has assured them of free use of the Olympic-sized swimming pool for Mondays to Fridays. On weekends, however, the team goes open water swimming at Ormoc Bay. The team however, is asking for assistance in terms

The team was established in summer of 2013 during the Red Cross “Learn to Swim Program” in Sabin Resort. Coach Rex saw the potential in the kids and negotiated to train them should they agree to give their 100% support. “The support of the parents was beyond my expectations. They even sponsored all expenses (from swimwear to travel and food expenses) of other athletes from public schools with swimming potentials to continue with the training,” described the coach. As of today, the team is composed of swimmers from Ormoc City National High School, Dolores National High School, Macabug Elementary School, Punta Elementary School, Linao Elementary School, Ormoc City Central School, St. Paul School, and St. Anne Playschool. To further promote swimming as beneficial sport, Coach Rex met with City Sports coordinator Al Aberca on March this year to submit a proposal to include the swimming competition in the OCSSO program. SC Coco Global lauds biz-friendly Baybay BAYBAY CITY – Management of the SC Global Coco Products, Inc. here lauded the City Government of Baybay City for their “after care” initiative, saying that it dissuaded them from transferring their investment to Batangas after super-typhoon Yolanda struck the region in 2013. Emmanuel S. Licup, SGCPI managing director, said Baybay’s being a very “business friendly city” has made them stay. He said they chose to invest in this city because it had enough supply their daily requirement of raw coconuts, however that changed after Yolanda which initially gave them some misgivings. Other reasons he cited why they chose Baybay is its five-year tax holiday, proximity of Cebu where an international port is, and good relationship with the city government. The City Government of Baybay, he also pointed out, includes business leaders in the formulation of local development plans. “After Yolanda, our plant was literally flattened. We immediately rebuild and the local government helped us reestablish a good internet connection,” Licup told media who

Albina P. Varron, who was a widow, died on November 30, 2010 leaving no children of her own; 7. Sometime in December 2010, defendants Antonio and Benjamin Pacheco came to plaintiffs’ residence and offered to sell to the latter Lot 6037 as their first prospective buyer, one Prescila Vivas, would only buy said lot on monthly installment basis which they didn’t approve; 8. After some negotiations, defendants Antonio and Banjamin Pacheco agreed that since plaintiffs could not pay for the Lot 6037 instantly in full, plaintiffs would only make a partial payment of P130,000.00 So, plaintiff and defendants Antonio and Benjamin Pacheco went to the office of plaintiffs’ counsel, Atty. Evergisto S. Escalon, for the documentation of the supposed sale; 9. Since plaintiffs’ counsel required the presence and signatures of the all the siblings, the

sale didn’t materialize and instead, plaintiffs’ counsel prepared a Special Power of Attorney to be sent to defendant Felipe C. Pacheco, who is from Cavite, for purposes of the sale but the latter refused to sign the same as he doesn’t want that Lot 6037 be sold; 10. On January 12, 2011, plaintiffs and defendants Antonio and Benjamin Pacheco, together with the late Norma Cabiling –Pacheco, went back to the office of plaintiffs’ counsel as they had agreed that the late Norma CabilingPacheco would sell her share of Lot 6037 to the plaintiffs; thus, Norma Cabiling- Pacheco executed a Deed of Sale with Assumption of Mortgage in favor of the plaintiffs selling her unsegregated share of one-fourth (1/4 of Lot No. 6037, which at that time was mortgaged to one Galo Stephen E. Boabares; 11. Sometime after plaintiffs bought a portion of one-fourth (1/4) of Lot 6037, plaintiffs heard rumors that defendant Spouses Pedro and Prescila Vivas bought the whole of Lot 6037; 12. To clarify matters, plaintiffs requested and did have a confrontation with Prescila Vivas on January 18, 2011 before the barangay authorities of Brgy. Tainag-an, Albuera, Leyte, wherein the latter claimed to have bought the whole of Lot No. 6037 from defendants Antonio and Benjamin Pacheco without showing any document of sale to prove her claim; 13. To p r o t e c t their interest, plaintiff Jayma Rosney Barcelona executed and filed on August 3, 2012 with the Office of the Register of Deeds for the Province of Leyte an Affidavit of Adverse Claim over the one-fourth (1/4) portion of Lot No. 6037 which they (plaintiffs) bought from the late Norma Cabiling-Pacheco; 14. U n d e r d a t e August 17, 2012, plaintiff Jayma Rosney Barcelona wrote and sent a letter to defendants Antonio, Benjamin and Felipe Pacheco requesting them to cause the partition of Lot No. 6037 so that plaintiffs could have the portion they bought titled/ registered in their names. To date, no action, not even a reply, was made on plaintiffs’ request; 15. Also, under date January 23, 2013, plaintiffs’ counsel wrote and sent a letter to Prescila Vivas, a copy of which was received by the latter on February 7, 2013, requesting the latter for a copy of the Deed of Sale over Lot No. 6037 which she claimed to have bought from defendants 16. A s s h o w n above, the plaintiffs are now co-owners of Lot No. 6037 to the extent of the one-fourth (1/4) share they have bought from the late Norma Cabiling-Pacheco; thus, pursuant to Articles 494 and 496 of the Civil Code of the Philippines in conjunction with Rule 69 of the Rules of Court and other relevant laws, the plaintiffs are entitled to demand for a partition of the land subject of this litigation; 17. T h e p l a i n tiffs most respectfully manifest they were constrained to file the instant case because of defen-

dants Antonio, Benjamin and Felipe Pacheco’s refusal to cooperate with regards to the partition of the properties in litigation; 18. M o r e o v e r, plaintiffs’ ownership and interest over the onefourth (1/4) portion of Lot No. 6037, which they bought from the late Norma Cabiling-Pacheco, are threatened by the unsupported claim of defendant Spouses Pedro and Prescila Viva; \ 19. In view of this, the plaintiffs most respectfully submit that the defendants should be ordered to reimburse to the plaintiffs the expenses they were constrained to incur by reason of the filing of the instant case, consisting of ONE HUNDRED THOUSAND PESOS (p100,000.00) as attorney’s fees and FOUR THOUSAND PESOS (P4,000.00) per court appearance of plaintiffs’ counsel, which expenses could have been avoided had the defendants respected plaintiffs rights and heeded their justifiable demands of partitioning the property subject of this case. 20. The plaintiffs would likewise be constrained to spend litigation expenses by reason of the filing of this action which is estimated to be not less than THIRTY THOUSAND PESOS (P30,000.00). Again, this particular kind of expense could have been avoided had defendants respected the rights of the plaintiffs prior to the filing of the instant action. That she also went to the house of their friends at Tacloban City, but she was informed also that Jonathan had not been seen since the year 2003; That she went to work abroad now and then to Saudi Arabia and on her return she always went to the house of her parents in-law but she failed to find Jonathan’s whereabouts despite her repeated talks with her in-laws. That she came back and forth to Saudi Arabia and she was in the Philippines she would look for her husband but failed; That on November 8, 2013 when new abroad that Typhoon “Yolanda” struck Tacloban City where thousands of lives perished, she decided to return home to seek some news if her husband was still alive. That upon her return sometime in the year 2014 she sought some information about the whereabouts of her husband if he was also a victim of Typhoon “Yolanda” but no information of him surfaced so that on May 29, 2014, petitioner reported Jonathan’s disappearance to the Tacloban Police Station 2, Tacloban City. Southern Leyte establishes medical scholarship to fill in demand for doctors MAASIN CITY (PIA) – The provincial government of Southern Leyte has approved the creation of a medical scholarship, appropriating P 10-million to initially fund the education program which aims at filling the need for doctors in the province. SP Member Atty. Abelardo Almario, during the recent presentation of the Action Center Provincial Report, said “the Sangguniang Panlalawigan has approved for the establishment of a medical scholarship program presented by Governor Roger Mercado, so that the province will be producing its own medical doctors, seeing the scarcity of the medical doctors working at provincial, district hospitals, rural health units (RHUs) nowadays, hence endangering the health of the people.” He said all of the eight public hospitals across the

province and RHUS are in dire need of more physicians, though there is an ample supply of nurses already complementing the medical staff at the hospitals and health units. Last year, doctors employed at the Southern Leyte Provincial Hospital went on an exodus abroad to seek greener pastures, it was learned. Almario said that only certified Southern Leyteños can avail of the scholarship, though the guidelines or its final mechanics are still understudy. A proviso to the scholarship is that these medical grads will be required to serve the provincial hospitals first, for a certain number of years. The initial funding of P10 Million, he added, is to pay for the scholars’ tuition fees, books, board and lodging, among other expected expenses. Meanwhile, Atty. Almario noted that the Southern Leyte Enterprise Board requires the

Southern Leyte Provincial Hospital (SLPH) and seven other district and community hospitals to ensure the availability of medicines at their respective pharmacies. In case of unavailability of medicines in the pharmacies, it would be the responsibility of the pharmacies to secure the needed medicine of PhilHealth member-patients, he added. It was also agreed that no public doctor should be allowed to render private practice anymore, he said.

TACLOBAN CITY – A year and a half after super-typhoon Yolanda, said to be the strongest to make landfall in modern history, wrecked this city, city officials and its people are now gearing up to celebrate the annual SANGYAW Festival, in relation to the traditional religious and socio-cultural events in honor of the city’s patron saint, the Sr. Sto. Niño de Tacloban, on June 30, 2015. In a press conference held this week led by city councilor Cristina G. Romualdez, who is the chair of the tourism committee and SANGYAW 2015 Festival Executive chairman, she said this year’s SANGYAW is more meaningful as it celebrates the Taclobanon’s resiliency and faith in God. SANGYAW is Waray for “to sing praises and thanksgiving to God”. Romualdez recalled the dark and dreadful days experienced by the city after the super-typhoon Yolanda wreaked havoc with its 330 kph winds and storm surges that reached more than 8 meters. She also recalled the outpouring of global help, on how strangers helped the Taclobanons get

A glass encased image of Mary Mediatrix of All Graces at the church in Brgy. Ichon, Macrohon town in Southern Leyte, has stirred the community into a frenzy of taking pictures of the image and praying at the perceived “miracle”. It is not immediately learned when the tear seen streaming down the image’s face was noticed but the parish priest has reportedly surmised it was just moisture. However, locals are asking how can there be moisture inside the glass enclosure, especially this summer, and why on the eye only. Palo, Leyte holds twin launching of “Pasyada ha Leyte”, Agri-Trade Fair By Ted Marcos PALO, LEYTE – A doublefeature launching of the two programs for “Pasyada ha Leyte” and the More Income in the Countryside Agri-Trade Fair were held in the Municipal grounds of Palo, Leyte, on April 28, with Leyte Governor Dominico Petilla and tourism officials led by DOT Regional Director Karina Tiopes as main guests. These twin programs were launched to boost income in the countryside after the devastation wrought by Typhoon Yolanda. The regional tourism program of Pasyada ha Leyte was started during this summer season with package tours including media members sponsored by the DOT Regional Office to different tourist spots in Leyte. The tours under this program were initiated to highlight the tourist destinations in Region 8 in order to attract foreign and local tourists to visit these places and to generate income and employment for local residents as a positive result. The guests were welcomed to the launching by Mayor Remedios “Matin” Petilla of Palo, together with other town officials.
