Pepito says DSWD region made botched masterlist

ORMOC CITY – Atty. Francis Pepito, city administrator, said it was the Department of Social Welfare and Development (DSWD) regional office that made the botched Emergency Shelter Assistance (ESA) masterlist, contrary to previous announcements by the City Social Welfare and Development Office (CSDWO) here that they prepared the list and did not even want it made public.

“Ang naghimo anang masterlist ang DSWD region”, he said.

Pepito’s statement, however, contradicts that of DSWD regional director Nestor Ramos, who said the reason why Ormoc has yet to get the ESA is that the CSWDO has not yet submitted to them the proposal, the masterlist and other documentary requirements to avail of the P 680-million funds earmarked for the city.

Ramos said this in front of a city council session last March, where CSWD officer Marietta Legaspi was present, with barangay chairmen in attendance.

To recall, Ramos’ invitation to the council even irked Mayor Edward Codilla, who called councilor Vincent Rama “way respeto” for inviting the regional director without his permission or forehand knowledge. Mark Paul Escollante, manager of Bank of Commerce here and president of the Ormoc Bankers Club, said the deactivations were to protect their client’s accounts.

He is also asking ATM cardholders and depositors to visit their respective banks, so that their cards could be replaced immediately.

Those who have contact numbers were advised over the phone.

Joey Diez, administrative manager of HISUMCO, the only existing sugar mill here, who was at the Bank of Commerce to pick up his new card at the time of the interview, said he received a call from his bank about the matter.

He said he was contented on how the Ormoc bankers handled the situation, and did not mind having to pick up a new card. “What is important is they (the banks) are protecting the depositors’

money,” he said in the vernacular.

The banks here in the city made the decision to deactivate the ATM cards of depositors after they found good reason to believe that some ATM machines in the city were compromised or hacked.

Around 30 people have already reported to their various banks that their ATM accounts have been wiped out by unauthorized withdrawals. Some withdrawals were traced to Cebu and Manila.

Escollante said the first reported incident was on April 7 yet.

He said that while the bankers’ club was immediately informed about it, they thought it was an isolated incident.

However, red flags were raised by the next day, when around 5 people reported the same problems. The number of complaints has grown to almost

30 already, he said, but he believes they have already stemmed the problem.

The bankers club, he added, immediately had an emergency meeting on April 8, to investigate the issue and find solutions. They already have had two more meetings over it, on April 13 and 15.

He added that they have already pinpointed the “suspected compromised ATMs”. The cards of depositors who have made withdrawals or other transactions over it during the Holy Week holidays have been deactivated since.

They believe that these machines were hacked during the holidays, enabling the hackers to copy the PIN of the cardholders.

Leyte Bantay-Bayanihan holds forum at 19th IB KANANGA, LEYTE – A civil society-led initiative that aims to create an oversight body over the Armed Forces, including defense and security policies, held its quarterly meeting at the 19th IB camp on Tuesday, April 14, 2015.

The Leyte-Bantay Bayanihan, which was launched at the Visayas State University (VSU) in Baybay City last 0year, facilitated the forum dubbed as the “Security Sector-Leyte BB Team Building Activity and Dialogue”. The forum was conducted to pursue partnership with the security sector, particularly the AFP, and to evaluate its implementation of the Internal Peace and Security Plan (IPSP) “Bayanihan”.

During the forum, Lt. Col. Nedy Espulgar and Lt. Col. Allan Jose Taguba, battalion commanders of 19IB and 78IB, respectively, presented the “Bayanihan” accomplishment of their units for the first quarter of calendar year 2015.

It was learned that nine out of 37 municipalities in the province of Leyte were already declared insurgency-free. The said towns are Matag-ob, Merida, Palompon, Matalom, Bato, Inopacan, Dulag, Tabon-tabon, and Tabango.

Efforts are already being made to declare other towns and cities, as well, as insurgency-free.

In his message, Col. Dinoh Dolina, commander of the 802nd Infantry Brigade, stated that the military is now giving more emphasis on resolving the root causes of insurgency. This can be manifested in the military’s various peace and development initiatives, especially in far-flung barangays that are barely reached by the services of the local government.

“As catalyzers, we tried to fill the gaps between the communities and the government”, he stressed.

Col. Dolina, likewise, vowed to fully support the LeyteBantay Bayanihan and its initiatives.

The forum also included conflict resolution workshops which Col. Dolina himself and the two battalion commanders participated in.

Other participants of the activity were Ms. Imelda Bonifacio, area manager of the Office of the Presidential Adviser on the Peace Process (OPAPP), and representatives from Civil Society Organizations and media networks from Ormoc and Tacloban City.

In her presentation, Ms. Gina Ragudo, the LBB convenor, discussed that the core objective of Bantay Bayanihan is to reform the security sector institutions so that they are transparent, respectful of the rule of law, human rights and international humanitarian law, and accountable to democratic civilian authority.

She further said that “Security Sector Reform” is an important component of peace building, democratization and development”. PR

Rotary assisted Fish and Tinapa Processing Business Center in Albuera formally opens

By Paul libres ALBUERA, LEYTE – Residents hereabouts no longer have to go to Calbayog City in Samar, some 5 hours away, to get hold of smoked fish, as it is now being produced at the newly-inaugurated Fish and Tinapa Processing Business Center in this coastal town.

The center was formally inaugurated on Tuesday, April 14 and is operated by the Rotary Community Corps - Association of Empowered Women in Albuera or RCC-AEWA. The Fish and Tinapa Processing Business Center here, situated at Brgy. Calingatnan, is a Rotary-assisted project. It is the offshoot of the aspirations of Rotary Club of Ormoc (RCO) members, led by their president Troy Bumagat, to organize a sustainable, livelihood program in Yolandaaffected areas.

With the help of a grant from Rotary District 3860, RC Ormoc was able to build the center, properly train the woman manning it on the art of smoking fish, packaging and selling their products. The center is fully equipped with the needed implements like pots and stoves, oven for smoking, freezers and vacuum sealers.

RC Ormoc was also lucky to find a willing partner in Mayor Ramon “Junie” dela Cerna, whose family readily allowed their property to be the site of the center. The mayor’s sister, Lyra, who is the municipal administrator, is also a member of the RCO. 78th IB, RPSB apprehend truck with lumber, the same as the one temporarily held in OCPO ALBUERA, LEYTE – A posse from the Army’s 78th IB and policemen of the Regional Public Safety Batallion apprehended a truck full of lumber at around 3:20 early morning of Saturday, April 11, at Brgy. Tabgas, this town.

The driver and his helper could not show the apprehending officer any documents at the time of the arrest, but there are unconfirmed reports that the lumber have a “permit to cut” but not a “permit to transport.”

The driver and his helper were identified as Joel Arsenio Camillon, 35, a resident of the barangay where the lumber was apprehended, and Jommel Cabahug, 18, also a resident of the barangay.

It was also noted that there was an attempt to conceal Lawa-an hardwood, a prohibited specie, underneath a pile of “Taluto”, considered as “soft” lumber.

Crime capital?

A CONVERSATION this week with friends, a couple very much allied with the incumbent city administration, stuck in my mind. They were very concerned about how the peace and order have deteriorated in our city.

They said it scares them very much, that they don’t even want to stay long in public places already. Every week, there are people getting killed, some in their own homes.

The worst are the cases of alleged “mistaken identity” like that teacher in Surigao who was just in the city for a short vacation with his family. He was killed on what police suspected as a case of mistaken identity. It could also be part of an “initiation” of a crime group here, to just kill somebody, and it does not matter who. All his valuables and money were left intact, which leads us to suspect this is not even a “collection case”, nor robbery. It was a pure killing mission, nothing else. rrr

Then, on another day, the deteriorating peace and order here was also the topic. A businesswoman said that when buying pastries, she virtually has to look left and right, and back, before she goes off her car. There have been a lot of holdups in downtown area, in broad daylight, involving women. The culprits would just go near them, stick a knife on their sides and ask for their valuables. In some instances, they don’t even bother to ask for the wallet, as it would look suspicious if they rummage into their bags. The hold-uppers would just ask for their easy to divest jewelries like bracelets, earrings, and watches. Some victims do not even bother reporting to the police, because they feel that their cases cannot be solved, anyway. rrr

Then, just this month, a group of ATM hackers “bugged” at least three ATM machines. I was told the number of victims is around 30. I have a suspicion it is higher. While the amount was not divulged, the losses could run to a few millions as one victim lost P 110,000.00 to them.

Mark Paul Escollante, president of the Ormoc Bankers Club, said this is the first time that a small city was hit by the ATM hackers.

Usually, he said, these people operate in big cities where they can do their thing without raising suspicions.

They are not yet certain what hacking device was used on the three suspected machines, but collating inputs from the various banks, it seems the suspects are Asian foreigners. The group that specializes in ATM skimming is a Bulgarian syndicate, the top honcho who was arrested in the country just last week. However, it seems that they already did a “technology transfer” to Asian partners. rrr

On top of these came a text message from Mayor Ramon “Junie” dela Cerna of Albuera, complaining about the “no plates, no travel” operation of the Land Transportation Office.

LTO checkpoints are being conducted together with the Highway Patrol to enforce this, but he was wondering why the “lords” can just boldly pass through them even if they do not have plates! “Mu-salute pa!,” he said.

Progress should not spoil us

I have many aliases, too!

SO, WHAT’S all this fuss about MILF’s Chair Iqbal using an alias? Use of many aliases or pseudo-names is a common practice. Consider this. Since I was born December 24, my baptismal records call me “JESUS”. But if you ask the National Statistics Office (NSO), they officially call me “JESUS VIRGILIO”. My call sign in my congressional radio base before -- and up to now -- still call me “ALPHA”. My fraternal brods in the Guardians Brotherhood call me ‘BRO ALPHA”. My buddies at the radio group REACT call me “CAPSULEMAN”.

Friends can call me “JESS”. And pretty ladies can call me....... “ANYTIME”. (Ooooops! ha ha ha!) So, no worries! rrr

CABINET PRAYER -- Last Wednesday, I joined many former Cabinet members who gathered at President Arroyo’s Veterans Hospital detention room in Quezon City to belatedly celebrate her birthday . She looked frail but beaming. When she joined us at the long table, I immediately volunteered by saying: “Happy birthday, Ma’am. We have a quorum now. Do you want me to start by giving the opening cabinet prayer?” The group broke into laughter, recalling my famous controversial cabinet prayer which she obviously was not happy about some 7 years ago. No, I did not say the prayer this time. Thankfully, the officiating priest who said mass did! rrr

REALITY CHECK -- Let’s all support the work of the National Peace Council composed of eminent leaders in the private sector. As I earlier pointed out, peace summits or dialogues help clarify -- and exorcise -- issues. This is was what President Ramos did when he talked and forged peace with Nur Misuari’s Moro National Liberation Front. This also worked with President Arroyo in order to pick up the pieces shattered by the debacle of the MOA-AD at the Supreme Court. But at the wake of Mamasapano, the eminent persons must first have a reality check. Even with good intentions and their sterling credentials, they have to manage their expectations. Their work is not easy given the over-all prevailing sentiment.

NOT ‘DEODORIZER’ -- The peace council’s work or mandate must not be restricted or canalized but be given with some wide leeway, so that it can re-direct or re-formulate courses of action, as may be necessary. I trust the eminent

persons can do well to avoid being perceived, rightly or wrongly, as just being there to “deodorize” the now controversial BBL. rrr

WORLD BANK STUDY -- I must hurriedly correct the misimpression given by a news article in the national dailies, where Sen. Chiz Escudero used the recently released World Bank study to oppose the BBL. If you ask me, it is pandering a “half truth” or it lifts or quotes a portion, and avoids the whole correct context.

I myself have not read the WB report, so I had to check with a friend and colleague who works with WB. In reply, he texted me to clarify that the news story that WB is not supportive or is critical of the BBL is “not true” or is “half true”.

He said that on the contrary, the report positively notes a dramatic drop in “vertical conflict”, meaning between MILF and government forces.

But it admonishes the MILF and government to attend to the preponderant “horizontal conflict”, referring to clan wars or “ridos”, conflicts by rogue elements like BIFF or ASG or just plain criminals. The report then, in obvious support of the BBL, notes that a good start in addressing the total environment of conflict in the Bangsamoro areas is to put a closure to the MILF-GPH peace efforts through the BBL. In any case, the WB report also gives us a reality check: that having a final settlement with MILF will not necessarily result to automatic peace as some quarters would like many to believe, given the disparate players on the ground. Managing expectations, as we all know is important in this serious business of peace settlements.

This again reminds me about someone claiming that “there is no god!” quoting a passage in the Holy Bible. He omitted that part which said: “according to the fool”. So there. rrr

NO HOSTAGE -- You know why I could not immediately believe the WB report “spin”?

I was at OPAPP when we first organized the development aspect of the peace negotiations.

World Bank is a leader institution in the Mindanao Trust Fund in support of the talks so I could not believe what I was reading. I also had a long chat with some of their officials recently.

So I had to check. Having said that, my calculated guess is that agencies and institutions like World Bank will not walk away from Mindanao, whatever happens to BBL. Improving the lives

Rather, all those wonderful gadgets and other perks that the new technologies and discoveries provide us should make us more humble, more eager to serve others, more prayerful and grateful to God, more self-effacing. This is the only way to escape the tremendous temptation of getting spoiled by our earthly progress.

If we happen to be more gifted and endowed, in possession of more power and authority, more fame, wealth, health and all that, let’s see to it that the urge to serve, to give and be most generous is sharpened. This is the proper way to react to all this goodness.

Let’s always remember that if we follow God’s will to love and to give without counting the cost, we actually gain a lot more than what may seem to be lost by our giving and sharing with others. This will trigger an upward spiral of more and more blessings.

Everything good that we enjoy in life is always a gift from God, no matter how much we feel we are responsible for it. Since it is freely given to us by God, we should also freely give it back to him and to others. This is the language of love, the language of grace and gift.

We have to be guarded when new benefits and advantages due to some progress come our way. We should resist the more or less spontaneous response of glee when these come. Obviously, we can enjoy these things, but we should not forget to be thankful to God and to others.

We should dodge the intoxicating impulse to simply enjoy the blessings without thinking of what we can do in return. We should not lose the dynamics of love, which will always involve the act of reciprocating to whatever we have received. We should avoid getting sucked into the vortex of self-indulgence.

Let’s be wary of the tricks and wiles of our flesh, the world and the devil who always try to deceive us, or at least would give us an incomplete, distorted and false picture of things.

The pleasure we get from enjoying the blessings without putting it into the dynamics of love is a dangerous pleasure. It has no other purpose than to blind and deaden us from our objective responsibilities toward God and others. It has the bizarre power to intoxicate us and to imprison us into our own world to the point of addiction and bondage. For sure, it will not last, much less, bring us to our eternal life.

Let’s remember that we always have to contend with the usual enemies of our soul—the lust of the eyes, the lust of the flesh and the pride of life. We should always be wary of them and be ready to do battle with them or to contain them away from us.

This is not to mention that the world, which has absorbed much of the sinfulness of men, plus of course the devil will do everything to pander to our weaknesses, our whims and caprices. We have to learn how to identify their deceitful ways. This is not to be paranoid, but

How come there is much turmoil in the Middle East?

IT IS very disturbing that most of world conflict is found in the Middle East. This corner is of the belief that life begun in this region. The story of the first man, the cave man, can be traced here. History is replete with discovery and progress which started in the ancient Tigris-Euphrates valley. Even the Bible had its roots in the Middle East.

In the same vein, Jesus Christ walked up and down the desert that encompasses it. What happened to the love that was the fruit that Christ exhorted all over the place? The big trouble that is engulfing it seems to be endless. Is there such a thing as too much love that becomes revolting?

The saying that too much love breeds contempt can be concluded because look at what is happening now. The matter of the ISIS (ISLAMIC STATE OF IRAQ AND SYRIA) seems to be self-destruct. They are recruiting new members -- and many are enticed to recruit -- but the latest news is the hundreds of recruits were all shot due perhaps to the fear that they were just spies.

What for? If they are recruiting new members, why eliminate them? Is there no more solution to this endless warfare? There is even talk that some of our own Filipinos are planning to join.

What is so good about this breed of activists that young people are attracted? Is it for the recruitment fee? Is it sort of a challenge to be with Allah? Some Arab nations are now taking up arms against these misplaced ISIS. Was it Lebanon and Egypt? Egypt is up in arms when there were Egyptian nationals that were shown in TV being beheadded by the ISIS. Is this not a case of Arabs against Arabs? Have they ran out of enemies? Can it be possible that the Arabs are on the verge of extinction as a form of karma, because of the persecution of their predecessors to the coming of Jesus Christ? We all know that the kingdom of God is for all eternity.

Babylon, the famous name that graced the pages of history, was once a melting pot of world commerce. There was even a time when Babylon was the capital of the world. It was during the reign of Nebuchadnezzar, who was its ruler, when Babylon flourished. The once Hanging Gardens of Babylon was one of the Seven Wonders of the Old World. Credit for it went to Nebuchadnezzar who caused it to be built as a tribute to his wife. He is also the

one who carried away the Jews in captivity. It goes to show that God uses any means to convey His message to His people. He also used Nebuchadnezzar as an instrument to punish the sins committed by the Jews by enslaving them and carried them in captivity.

Nineveh was once a flourishing city found in Mesopotamia, of which Iraq is a part. But when Jonah was sent by God to this city, it was like any ordinary place. The sad part of history is where people, event, place, race and even progress become vague to the extent of extinction.

When Jonah was sent by God to warn Nineveh of destruction because of the rage God had due to their many sins, the anger was assuaged when the whole people from the highest to the lowest, including their animals went into a national mourning, they were spared.

Such places as the River Jordan, Sinai mountain is the mountain of God and where Moses was called to duty, Mount Tabor where Jesus was transfigured in the midst of an illuminating light, Nineveh where Jonah exhorted the people to repent, Lebanon, Palestine, Jerusalem, the Dead Sea which is where infamous Sodom and Gomorrah was located before it was destroyed by a rain of sulphur and fire, the Red Sea where Moses and the Jews crossed from their captivity and where the Pharaoh and his army was wiped out in their haste to get back the escaping Jews. These places make us shake our heads shake in disbelief because these are the very places where people die in droves due to Islamic activists who do not value their lives.

For them, there is no such thing as hara kiri or suicide. It is all for Allah! Wow! How can we make them rationalize this particular act?

And to think they are blessed with an unlimited and endless supply of oil underground. All the territory that comprises the Arab nation is located around Israel. It was God the Father who promised to Abraham that he and his descendants will dwell in the land given to him (was it in Exodus?) for all eternity. The Middle East is where we find all the events that happened in the Bible. This should have been a place of much holiness. Can we say it is karma? After all, it is also here that they persecuted Jesus Christ.

The dream of one of becoming the next president goes kaput THE CAMPAIGN season for the coming presidential election in May 2016 is now on, despite the COMELEC toothless rule against premature campaigning. The issues being brought forth by those interested in the presidential position or by those intending to be candidates are not their proposed programs of government or their vision for the country, but instead they are focusing only on the recent survey reports on potential candidates and on their allegations and accusations of who are the most corrupt and “blacker” in official deeds among their rival candidates.

With these strategy and ploy of airing and displaying the dirty laundry of their political rivals and opponents, the other interested parties are trying to project an image that they are better and purer, or at least less corrupt than their rivals. But who are the “trapo” politicians anyway who are not tainted or involved in graft and corruption, especially the ones who have handled and tasted the pork barrel largesse in government?

At least these trapos are pretending to be cleaner or “whiter” than their “blacker” opponents. With reference to one potential candidate intending to become the next president, and who was on top of the surveys on voters’ preference before, no one can beat him in the allegations that he is “black” since the colour of his skin proves it. No one can beat “Nognog” in that category of being “black”. He is a natural in

that regards.

Please don’t read me wrong in saying that the intending candidates for next president should talk only about their programs of government and their personal vision for this country, and not also deal on their alleged misdeeds and wrongdoings as public officials. That is part of the criteria in choosing the next president since it will reflect on their personal character and trait, and their personal inclination. Who would want lto vote into office as the next president of the country a proven thief and corrupt official, or even one who is just pictured as a potential thief?

All that we can add about the presidential ambition of Vice President Jojo Binay is that he was before a street rallyist and rabid supporter of Cory Aquino, and he constantly denounced President Marcos and his Romualdezes in-laws as corrupt and his government were full of graft.

But look at VP Binay now, he and his family members appear to have successfully accumulated his own and family’s huge wealth that is now a subject of an on-going investigation by the Senate. VP Binay & company have to answer and explain clearly to the Filipino people how he managed to acquire his questionable huge wealth and not try to evade to answer instead, or his dream of becoming the next president of this country goes “kaput”.

TV bingewatching I DO NOT GET to watch an American TV show regularly so my son and co-conspirator, Mark Jon, would record them for me in bunches. As soon as I get them, all I want to do is view several episodes each (at least more than 3 hours) of a TV show (such as Game of Thrones, The Bing Bang Theory, Revenge, Suits, etc. and even my new favorite series How to Get Away With Murder) in a single stretch. But according to a study, this behavior could be a sign of a bigger problem.

For millennials, binge-watching TV shows is associated with loneliness, depression, and the inability to stop from doing this extreme viewing behavior, new research suggests.

Binge-watching is defined as “watching between two to six episodes of the same TV show in one sitting.”

The study is based on survey responses from 316 people ages 18 to 29, who were asked about their TV-viewing behaviors, the types of shows they watched, and their loneliness, depression, and ability to self-regulate.

The researchers found that people who binge-watched TV reported higher levels of loneliness and depression, as well as less selfcontrol, compared with people who didn’t binge-watch TV. Loneliness, depression, and the deficiency in self-regulation were also found to be predictors of binge-watching behavior.

Some possible reasons: Those who feel negative emotions such as loneliness and depression may binge watch TV series to stay away from their negative feelings, the researchers said. It’s also possible, they noted, that bingewatching is a means to keep up with “trendy” TV shows, which is then used as conversation topic later on.

The researchers also noted the link between self-regulation deficiency and hours of bingewatching. The results imply that the higher

Indeed, binge viewers may find themselves clicking the button for one more episode after another, even though they realize that there are things to do the next day or they need to sleep. They also noted that self-regulation deficiency was the biggest predictor of bingewatching behaviors, and that the inability to resist the desire to watch show after show could trigger feelings of guilt.

The researchers found that 75 percent of people in the study took to binge-watching behaviors. Other characteristics of bingewatchers, as revealed by the study, include: Most binge-watching sessions are one to three hours long. The vast majority of people who reported binge-watching (75 percent) said they did so for one to three hours in one sitting.

Nearly 14 percent said they binge-watched for three to five hours in one sitting, while 1.7 percent said they binge-watched for five to seven hours in one sitting.

Two to three binge-watching sessions a month is most common. Forty percent reported partaking in binge-watching at this frequency.

Nearly 28 percent said they binge-watched once a month, 18 percent said they binge-watched four to five times a month, and 13.9 percent said they binge-watched more than six times a month.

It is important to note that the study did not show that binge-watching TV causes loneliness, depression or self-regulation deficiency, nor does it show an opposite cause-and-effect relationship. In addition, the study was only conducted in millennials. Further research is needed to see if the findings apply to other age groups like the geriatric set perhaps?

PAL Holdings posts profit after a three-year losing streak PAL HOLDINGS, Inc., the parent company of flag carrier Philippine Airlines, reported this week a total comprehensive income of P786.8 million for 2014, a remarkable achievement that snapped a 3-year losing streak and puts the company on a path to sustained growth.

In a report filed with the Securities and Exchange Commission, PAL Holdings said that though the surplus was largely in line with internal projections, it still represented a dramatic turnaround from the huge P9.12 billion loss incurred in the last nine months (April to December) of 2013.

In 2013, PAL Holdings shifted its accounting period from a fiscal year basis that starts in April and ends in March, to a calendar year standard. This resulted in a shorter reporting period of nine months for 2013.

The annual profit was PAL Holdings’ first since fiscal year 2010-2011, when it booked P3.1 billion.

The next three years then saw the company grappling with industrial unrest at PAL, triple-digit fuel prices, major natural disasters in key international and domestic markets, and heightened competition. These resulted in combined losses of P20.56 billion from 2011 to 2013.

However, the 2014 results revealed a stellar performance

by PAL Holdings on the core operating front. Operating revenue jumped to P100.9 billion as passenger carriage soared and yields improved, leading to an operating profit of P2.37 billion – reversing the operating loss of P5.51 billion in 2013.

Passenger operation was the main driver, with PAL ferrying 9.6 million passengers on 73,685 flights during the year, for an average load factor of 71.4%.

Revenue passenger kilometers (RPK), the industry’s most common measure of demand, topped 24.8 billion. Available seat kilometers (ASK), which measure capacity, reached 34.8 billion.

As a result, passenger revenue vaulted to P81.75 billion in 2014.

Cargo contributed P7.84 billion in revenue, as 162 million kilograms were lifted in 2014, outstripping the 94.3 million kilograms carried in 2013.

On the other side of the ledger, expenses likewise surged to P98.6 billion as PAL added 19 aircraft, 11 of them widebody jets, in 2014.

Notwithstanding the easing of global prices starting June 2014, jet fuel remained PAL Holdings’ single biggest expense item, accounting for P38.8 billion.

The turnaround may be attributed to the aircraft fleet rationalization in line with market growth, retirement of 16 ageing wide body aircraft in 2014 which reduced PAL’s fleet age from over 10 years to 3.6 years. The new fleet addressed major cost items — fuel and maintenance, which together historically amounted to 55%-60% of costs; the upgrade of the Philippines from Category 2 in 2014 allowed the deployment of PAL’s B777-300ER fleet on key trans-Pacific routes to the US and led to improved product and operational efficiencies; and continued partnerships with Etihad in the Middle East, ANA in Japan and Westjet in Canada and other airlines for codeshare relationships “Our encouraging performance in 2014 signals that PAL has now turned the corner,” said Jaime J. Bautista, president of both PAL Holdings and PAL. “We need to consolidate and build on these gains to strengthen the foundation for future growth, aware that we operate in a very dynamic environment.

As always, we remain focused on our goal of transforming PAL into the airline of choice in all markets it serves.”

PAL continues to expand its market with the introduction of New York last March 2015 and Jingjang in April 2015. In the domestic front, PAL recently launched Tablas and new intra-domestic routes linking Cebu and Cagayan de Oro, Davao, Butuan, Tacloban, Iloilo and Bacolod. 802nd Bridage marks 27th anniversary with awardings ORMOC CITY – The 802nd Brigade, based at Camp Jorges Downes here, marked its 27th year anniversary in simple but meaningful ceremonies highlighted with an awarding of partners and supporters, on Saturday, April 18 in the evening.

The occasion was graced by MGen. Jet Velarmino, Division Commander of the 8th Infantry Division, mayor Edward Codilla, vice mayor Toto Locsin Jr., Coast Guard district commander Capt. Pedro Tinampay and Ormoc Coast Guard commander Ltsg. Adonis Añasco and the regional chaplain, Louie Palines.

802nd Brigade commander Col. Dinoh Dolina handed out awards to them, for their support to the Army after the onslaught of super-typhoon Yolanda.

Also among the awardees were Troy Bumagat of the Rotary Club of Ormoc, Engr. Lino Gonzales of the 4th Leyte Engineering District, and Dr. Chito Aviles of the Ormoc City Medical Society and the Rotary Club of Ormoc Bay. Col. Dolina, in his talk, said that the awarding rite was suggested by his deputy, Col. Arnulfo Matanguihan.

Matanguihan and Capt. Salve Evangelista, community relation officer, on the other hand, detailed the history of the 802nd Bridage. It was learned that before it became such, it was first the 28th IB until 1988.

Organic soldiers of the 802nd Brigade were originally assigned in Mindanao but in the height of the conflict in Samar, they were deployed to the Visayas, and even had a stint in Bohol. But the original 28th IB, it was learned, was originally assigned to Tarlac, Tarlac until they were transferred to Lanao del Sur, together with the 52nd, 53rd, and 58th IB under the 4th Infantry Division.

It was learned that the 802nd Brigade has been almost all around the country until they were assigned here in Leyte, taking camp at Abuyugon, Burauen, Leyte until their transfer here.

The Brigade has seen the leadership of Gen. Allan Ragpala, Gen. Allan Martin, Col. Raoul Reyes, Gen. John Bonafus, Col. Rafael Valencia and now,

He was installed on December 3, 2013, a little less than a month after super-typhoon Yolanda struck the region. It was during this time that his leadership was tested to its limits, handling a situation out of the ordinary. He is thankful, however, that many contingents from various

countries came to help them, like Aus America and South Korea.

THERE’S COFFEE and there’s coffee … but there is coffee with a history. One of them is Bo’s Coffee, which is proudly Pinoy and fiercely loves everything Pinoy.

One fine Saturday afternoon this month, this paper, photographers and bloggers were invited to Bo’s Coffee here in Ormoc to hear its history, as well as have some “coffee lessons” which proved insightful.

I have been a coffee drinker all my life (instant coffee at that) but the lessons made me appreciate why some coffee are just made (or brewed) that way!

Michelle Hernandez, Bo’s marketing manager, walked us through the history of the café. We learned that the first Bo’s Coffee was put up in Cebu, and the brainchild of Cebuano Steve Benitez.

Proudly Pinoy and knowing our own coffee can hold a candle to the world-renowned brands, Bo’s Coffee uses only Philippine-grown coffee. They support the growers and buy their harvest. Bo’s, in a way, is not just a coffee shop, but one with a heart.

In fact, they call their coffee bean collection “Philippine Origins”. These are Arabica Arabica beans derived from the highlands of Mount Kitanglad in Bukidnon, Sagada in the Cordilleras, Benguet Province, and Mount Matutum in South Cotabato.

Sagada is said to have a “sweet, nutty, and well balanced taste, with hints of chocolate and fresh tobacco,” while Benguet is “well balanced, with herbal notes.” From Mindanao, is Matutum with its “berry-like and spicy taste” while Kitanglad is “light and nutty, with a hint of floral undertones.”

For our coffee tasting, with to-die for blueberry or oreo cheesecakes to pair it with, we had Kitanglad and Sagada.

We were taught the “pour over method” to come up with the brewed coffee, and we were also served espresso. I’ve always like my coffee sweet, but gamely sipped on the brewed Kitanglad and the espresso-ed Sagada “black”. It was just the right pair to the sweet-sour taste of cheesecake.

Talking about Proudly Pinoy, Bo’s Coffee does not only stop at patronizing homegrown coffee. As much as practicable, they use Filipino materials. Their furniture and lights are designed by the famed Cebuano designer Kevin Cobonpue, while their fabrics are from ANTHILL, which gets them from indigenous origins.

The café also carries Gawad Kalinga-Enchanted Farms tea and the Filipino chocolate brand Theo and Philo.

We need to be discerning and prudent in dealing with the advantages of progress. We need to see to it that we are in good control of our instincts and emotions which are the first ones to respond to any development, but which can only “understand” a very small part of the whole reality.

We have to be wary of our most subtle tendency to rationalize our reactions that often lead us to certain undue compromises.

That’s why, it is always a necessity for us to submit to what Christ himself indicated so clearly—that to follow him, we need to deny ourselves and carry to the cross.

Let’s be generous with our sacrifices and mortifications, which are precisely the offering of our own selves and the purification of our body. These will clear the way for us to see things more clearly and to behave accordingly.

This is the proper way to flow with the times without getting lost and always with the proper and ultimate end in sight. Our immersion in the world should not be at the cost of our immersion in God and in the lives of everybody, with love as its driving force.

Mayor dela Cerna, on the other hand, said that he was very happy that the center is now a reality. This is one of the realizations of his dream to help create job opportunities for constituents, even if it meant sacrificing their own properties.

The mayor’s family had also earlier donated a property, which is now the site of a relocated school that was in a landslide prone area. The school was built through a donation of the Singaporean Red Cross.

Meanwhile, municipal administrator and Rotarian Lyra dela Cerna said that putting up the center was a long process.

First, she said, they had to organize the women. Then, they sent them to Calbayog City, famed for its smoked fish industry, to learn the craft.

On their return, the women “experimented and practiced” their craft in their homes, until they perfected it, in the meantime the center was being constructed.

The smoked fish they produced during the experimental stage, Lyra said, they gave out and/or sold to friends for “tasting” and critiquing. Aside from smoked fish, they also decided to venture into making “labtingaw” or fresh fish that is slightly dried and made tasteful with a mixture of soy sauce, vinegar and spices. It has lesser shelf life than ordinary dried fish which is very salty, but is very popular hereabouts as “Filipino breakfast” or appetizer.

Smoked fish is a favorite breakfast item of Filipinos.

Some like to pan-fry it and pair with luscious tomatoes. Others like to use it to flavor clear or vegetable soup in coconut milk; while pasta enthusiasts say its smoky flavor gives Marinara or pasta in cream an interesting taste.

RC Ormoc will be providing more trainings to the RCCAEWA members on financial management, accounting, and marketing slated this May. Rotarians from Quezon City will import the product and sell them in their Rotary Care Center building to reach out to more viable and potential market in the future. Sleep Apnea MANY OF us snore during sleep, but this should not be ignored; specially when the snoring has worsened and is associated with stoppage of breathing. This could be a sign of Sleep Apnea.

Sleep apnea is also called OSA (Obstructive Sleep Apnea). It is a sleep disorder/abnormality characterized by stoppage of breathing or significant decrease in airflow inwards to the lungs – leading to increased breathing efforts.

Obstructive sleep apnea occurs when muscle tissue at the back of the throat collapses, blocking the airway. It is caused by excess weight, large tonsils, or even just the formation of someone’s throat.

Generally, symptoms of OSA cannot easily be noticed. These include louder, more habitual snoring which becomes bothersome to others, the presence of apneas (stoppage of breathing) which often interrupt the snoring.

There would be gasping and choking sensations that awakens a person from sleep, though the awakenings are in a very low proportion relative to the number of apneas they experience.

In addition, the daytime symptoms may include non-restorative sleep (ie, “waking up in the morning as tired as they were when they went to bed”), morning headache, dry or sore throat. There would be excessive daytime sleepiness that usually begins during quiet activities (eg, reading, watching television).

And as the severity worsens, patients begin to feel sleepy during activities that generally require alertness (eg, school, work, driving).

There would be daytime fatigue/tiredness. If left untreated, this will lead to memory and intellectual impairment (short-term memory, concentration), personality and mood changes, including depression and anxiety. There would

be sexual dysfunction, including impotence and decreased libido, gastroesophageal reflux, hypertension and even heart disease.

In general, patients with OSA, are usually obese (body mass index: >30 kg/m2), have an enlarged neck circumference (men: >43 cm [17 in]; women: >37 cm [15 in]), and are hypertensive. For non-obese individuals, they are usually evaluated by the ENT doctors and are found to have narrow lateral airway walls, enlarged tonsils or have large tongue.

Confirmatory test for sleep apnea is an overnight sleep study or polysomnography.

Sleep stages are recorded via an electroencephalogram, electro-oculogram, and chin electromyogram. Heart rhythm is monitored with a single-lead electrocardiogram. Leg movements are recorded. Breathing is monitored, including airflow at the nose and mouth (using both a thermal sensor and a nasal pressure transducer), effort (using inductance plethysmography), and oxygen saturation.

The breathing pattern is analyzed for the presence of apneas (stoppage of breathing).

Treatment of OSA partly depends on the patients’ severity of sleep-disordered breathing/ sleep study results. Those with mild apnea have more options, whereas people with moderate to severe apnea should be treated with nasal continuous positive airway pressure (CPAP) and will be advised surgical intervention if not relieved with conservative and medical therapy.

Lastly, sleep apnea prevention is done by maintaining the proper BMI (of <30), avoiding smoking/ smoking cessation, avoiding alcohol and limiting consumption of salty food.

Gov’t rushes repair of Tacloban airport TACLOBAN CITY (PNA) -– The 16-day aircraft restriction at the Daniel Z. Romualdez (DZR) Airport took effect on Tuesday, but the government is doing everything to restore its full operation by April 30, an official said.

Civil Aviation Authority of the Philippines (CAAP) Tacloban Area Manager Antonio B. Alfonso said that despite limited operations, there were no stranded passengers on Tuesday.

Most passengers who booked their flights earlier have to be re-accommodated by airlines for Tacloban-Cebu and Cebu-Manila flights.

“The target is to complete the repair by April 30, but there is possibility of hitches that may cause delay, but we are only talking of days,” Alfonso said.

Tagged as possible setbacks are shortage of asphalt overlay supply and weather disturbances.

The ongoing repair has shortened the functional runway to only 1,400 meters out of the 2,138 meters, just enough for landing and takeoff of

propeller-driven aircrafts.

The Tacloban DZR Airport has 14 inbound and 14 outbound flights daily from and to Manila or Cebu. Of the 14 aircrafts, 12 are Airbus and only two are turboprop planes.

With the limited operation, the number of flights have been reduced to eight – four

by Cebu Pacific all bound for Cebu and three by the Philippine Airlines (three for Manila and one for Cebu). All flights use 70-seater propeller-driven aircrafts.

“We are exerting our best efforts to complete the repaving within 16 days. The timetable is based on the normal output of contractor,” Alfonso added.

Massive repair of the 2,138-meter runway has kicked off last year, but it was temporarily stopped late last year in preparation for Pope Francis visit.

The new round of aircraft restriction has affected travel plans of passengers. Some have to go to Cebu to get to Manila.

“There are no more seats available this week for Tacloban-Cebu and Tacloban-

Manila flights. Consequently, I have to take a two-hour drive to Ormoc City. From Ormoc, I need to ride a fast seacraft to Cebu to take the Cebu-Manila flights,” said Danilo Fuentebella, Tacloban City architect office head.

“This is very inconvenient, but I have no other choice,” he added.

Overseas Filipino worker Renato Ramasta, 52 had to wait for hours at the Mactan International Airport in Cebu to get to Tacloban to visit his mother’s wake. He works in an air conditioning maintenance firm in Singapore.

“I was a bit emotional waiting for the time to get back home. This is my first time to be home after super typhoon Yolanda and my first time to experience this kind of travel inconvenience since I worked abroad 18 years ago.

But it is okay with me since I believe this is just temporary,” Ramasta said. The government sees the need to repair the DZR Airport runway after it sustained large potholes after it was submerged in seawater when storm surges hit Tacloban in November 2013.

PopCom raises red flag on post-Yolanda sexual behavior of the EV youngsters TACLOBAN CITY (PNA) -– The Commission on Population (PopCom) has expressed concern over unacceptable sexual behaviors of youth in Eastern Visayas after the 2013 super typhoon, owing to young people’s urge to seek pleasure after the traumatic experience.

Citing the 2013 Young Adult Fertility and Sexuality (YAFS), PopCom Regional Director Elnora Pulma said that two of every five youth in the region have sexual experience with mean age at first sex is 18 years for males and 17.6 years for females.

“There are many factors affecting the high premarital sex cases. Among these are peer pressure, poor guidance from parents, and lack of sense of responsibility of young people,” Pulma told reporters in a press briefing on Monday.

Although the premarital sex figure is the third lowest in the country, teenage pregnancies continue to rise since late 2013.

About 9.7 percent of females aged 15-19 are already mothers while 2.1 percent of females aged 15-19 were pregnant with their first child at the time of the survey interview.

Overall, 11.8 percent of female have begun childbearing before reaching the age of 20. About 84 percent of youth had their first premarital sexual encounters without any protection against unintended pregnancy and sexually transmitted infections.

In Eastern Visayas, the figure is the third lowest in the country, a big improvement from the second rank in the previous YAFS survey.

However, the report is still alarming considering that premarital sex incidence has increased, not only in the region, but nationwide, according to Pulma.

Cigarette warning may be more effective with images A growing body of evidence supports the effectiveness of graphic warnings in motivating smokers to quit. Such labels can show people dying in hospital beds, facial scars, rotting teeth and diseased body parts. But less research has been done to show how much individuals actually learn from these labels.

Renee Magnan, an assistant professor of psychology, sought to remedy this discrepancy in her study, currently online in the Annals of Behavioral Medicine.

“Our outcomes suggest that focusing on enhancing understanding and knowledge from smoking warning labels that convey true consequences of smoking may not only influence motivation directly--both in terms of quitting and prevention of smoking--but may actually drive the emotional experience of the label, which we know is an important predictor of motivation,” Magnan said.

In the study, smoking and non-smoking people between the ages of 18 and 25 took an online survey asking how much they learned about the dangers of smoking from cigarette warning labels. Participants in the first group completed the survey for course credit in their undergraduate psychology courses. Participants in the second group were a more diverse sample of young adults, recruited through a national website

After responding to measures of smoking behavior and background information, participants rated each label on perceived understandability, perceived knowledge gained, the extent to which the label evoked worry, and perceived discouragement from smoking.

Overwhelmingly, participants in both groups reported

the combination of images and text as providing significantly better personal understanding and more new knowledge, aroused more worry about the consequences of smoking, and discouraged smoking more than the corresponding text-only label.

Only two of the imageand-text labels evoked results similar to text-only labels: a limp cigarette in hand, meant to convey impotence, and an image of an IV needle in skin, implying prolonged illness.

The results suggest that the more understandable and informative the labels, the more likely people will worry about

the consequences of smoking and, ultimately, be discouraged from doing it.

“Although this is a preliminary investigation, from a policy perspective, these outcomes suggest that focusing on deriving greater understanding and knowledge from such labels may have more impact in terms of both motivational and emotional responses,” Magnan said.

“Importantly, however, these labels are only a small piece of what should be a larger campaign to educate the public on the dangers of smoking.”

Further inquiries revealed that petitioner could not be legitimated since at the time of the marriage of his parents on 06 January 2001, his mother Necita O. Mariquit had an existing prior marriage with a certain Senon Abantao which was celebrated on 07 May 1975. In view of this circumstance, petitioner asks that an Order be issued directing the Philippine Statistics Authority and the Local Civil Registrar of Ormoc City, Leyte to cancel the annotation on the legitimation record of his birth.

That she also went to the house of their friends at Tacloban City, but she was informed also that Jonathan had not been seen since the year 2003; That she went to work abroad now and then to Saudi Arabia and on her return she always went to the house of her parents in-law but she failed to find Jonathan’s whereabouts despite her repeated talks with her in-laws. That she came back and forth to Saudi Arabia and she was in the Philippines she would look for her husband but failed; That on November 8, 2013 when new abroad that Typhoon “Yolanda” struck Tacloban City where thousands of lives perished, she decided to return home to seek some news if her husband was still alive. That upon her return sometime in the year 2014 she sought some information about the whereabouts of her husband if he was also a victim of Typhoon “Yolanda” but no information of him surfaced so that on May 29, 2014, petitioner reported Jonathan’s disappearance to the Tacloban Police Station 2, Tacloban City.

ATM ... from P. 1 out by the scammers that they will get it back, after investigating the veracity of their complaints. How soon, however, he cannot exactly say, because it would depend on how fast the results of the investigation by each bank would be. Ormoc City has 18 banks.

Escollante also said that at the onset, they kept the news of the ATM skimming under wraps, so as not to alarm the public. However, three victims reported their plight to the police and had it recorded.

The first was Geraldine Gascon, manager of Camella Homes here, who lost P 42,900.00 to the ATM thieves. Her money was withdrawn on April 6. She discovered the fraudulent withdrawals on April 8.

By April 9, Daisy Lagapa, an employee of Land Bank, reported to the police that ATM thieves wiped out P 110,000.00 from her account. The withdrawals were done over a period of two days, in an ATM machine in Cebu.

The third victim is Angelita Tulin, 40, a resident of Brgy. Benolho in Albuera, Leyte. She discovered the theft on April 8 in the evening. She was shocked to see that her balance was only 12,357.00 and P 90,000.00 was missing. She decided to wait for the bank to open the next day, to file a complaint. To her dismay, the remaining balance of P 12,357.00 had been withdrawn already by then.

Escollante said that they have also warned other banks in the Eastern Visayas to watch out for similar incidents. So far, however, he has not heard of similar incidents happening in other cities in the region.

They have also beefed up their security measures, with some banks returning to the practice of having 24-hour, round-the-clock security guards to keep an eye on their ATM machines for any suspicious circumstances.

Binay, Gatchalian visit Northern Samar, announces bid for President, Senator

Vice President Jejomar Binay and Valenzuela City congressman Sherwin Gatchalian (leftmost) are welcome to Allen, Northern Samar by Allen Mayor Suan and Gov. Ong Jr. (4th and 5th from left) and other town officials.

CATARMAN, NO. SAMAR – Vice President Jejomar Binay and Cong. Sherwin Gatchalian was in this Province on April 10, in what is their second visit here.

The two were warmly welcomed by Governor Emil Ong, Jr. and Catarman mayor Jun Rosales and other local officials.

From Catarman, Binay and Gatchalian took to the road, passing by the towns of Bobon, San Jose, Rosario, Lavezares, San Isidro and Victoria. He stopped at the town of Allen where he was met by Mayor Rod Laurean “Talaboy” Suan and former Mayor Laureana Suan. Mayor Suan told the

Vice-President that townsfolk were looking forward to his second visit.

He related there were even wishful suggestions to capture the imprint of his footsteps on cement to immortalize his second visit.

During the program that followed, Gary Avileno introduced Cong. Sherwin “Win” Gatchalian as the congressman who believes the old adage that “it takes a village to raise a child.” The congressman, taking this as his guidepost, launched the Nanay-Teacher Parenting Program in Valenzuela City, teaching parents how to be teachers at home.

Gatchalian also revealed

that Mayor Suan is a good friend of his, and that they have agreed to work on the sisterhood agreement between Valenzuela and Allen.

He also announced that he was running for Senate in 2016 under Binay’s slate.

The Vice President, on the other hand, expressed his heartfelt gratitude to the people of Allen for helping the senatorial bid of his daughter, Nancy, who is now a Senator. Binay, however, said that he will not stoop to the squid tactics of his opponents and firmly announced that his bid for the presidency on 2016 is unwavering. By Lirio Baldestomo

DTI orients bizmen on ASEAN integration TACLOBAN CITY (PIA) - The Department of Trade and Industry (DTI-8) here recently held an orientationseminar for the local businessmen and entrepreneurs regarding the integration of the Association of South East Asian Nation (ASEAN) Economic Community.

DTI Regional Director Cynthia R. Nierras said the orientation-seminar aims to equip the businessmen and entrepreneurs in meeting the challenges of the ASEAN in bringing to Region 8 vis-àvis coping with the standards in terms of importation and exportation of goods and services.

Nierras cited improvements in business transactions in Tacloban City. She said that 90% of the old businessmen and entrepreneurs are already back in business after typhoon Yolanda struck the area. In fact, some 20% of new businesses have emerged in the City due to influx of better business opportunities here.

The lady director emphasized that the best tool to control threats and challenges is to know it and make it as an opportunity for long lasting benefits.

Ms. Emmarita Z. Mijares, Deputy Executive Director, Export Development Council (EDC) discussed that the ASEAN was founded on August 8, 1967 consisting of ten member states which includes Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. Philippines is part of the five founding members of the ASEAN, she said.

“Year 2015 is the beginning of a new chapter in the ASEAN journey. It is a target year for member States to realize significant milestones, assess their progress towards full economic integration, and chart initiatives in moving forward,” she added.

According to her, in the recent years, exporters and importers have already been trad-

ing goods within the ASEAN at a reduced tariff rate of 0% to 5%. ASEAN citizens also travel visa-free within the ASEAN region.

And in 2003, ASEAN agreed to establish an ASEAN Community that comprised three pillars: Economic Community, Political-Security Community and Socio-Cultural Community. Each pillar is vital in ensuring ASEAN’s sustainable development, she concluded.

The Department of Trade and Industry (DTI) spearheads the Philippine efforts to achieve the objectives of the ASEAN Economic Community (AEC), while the Department of Foreign Affairs (DFA) leads the tasks relevant to the ASEAN Political-Security Community (APSC), and the Department of Social Welfare and Development (DSWD) is in charge of the ASEAN Socio-Cultural Community (ASCC) initiatives. Gov. Petilla, 40 mayors attend DSWD’s launch of another anti-poverty program PALO, LEYTE – The Department of Social Welfare and Development (DSWD) launched the Accelerated Sustainable Anti-Poverty Program (ASAPP) recently at the municipal conference hall in this town, with the participation and assistance of provincial and municipal officials of Leyte LGUs. The aim of the anti-poverty program is to assist the poor and marginalized sectors in society to generate additional income for them, thru facilitation of employment opportunities and also to generate business opportunities for low-income groups. This sustainable antipoverty program is also envisioned by the DSWD to assist 4P’s beneficiaries get better jobs to in order to get them off from the cycle of poverty and to forge their own bright future.

DSWD officials led by Asst. Secretary Camilo Gudmalin and Regional Director Nestor B. Ramos laid out the plan in implementing the ASAPP program to involve all the LGUs in Leyte, and other concerned government agencies, in the formation of their own sustainable income generating projects, including the preparation of the project study, its implementation, and how to fund the business investment of each project.

The town mayors were tasked by the DSWD to submit their proposed projects for poverty alleviation, the number of beneficiaries and the total amounts needed for each project.

The provincial government of Leyte led by Leyte Governor Dominic Petilla was also directed to prepare its action plan for Leyte on how to reduce the incidence of poverty in the province and to ensure low food price inflation.

The total amount of funds needed for the implementation of ASAPP will still be evaluated upon submission of the proposed projects by the LGUs and the provincial government, and their proposed funding for each project. This anti-poverty investment program will be in addition to the more than P1-Billion already allocated to the DSWD 4P’S monthly cash disbursements.

DSWD Assistant Secretary Camilo Gudmalin said that Region 08 has the highest poverty incidence based on survey of the Philippine Statistical Authority. He emphasized the reason for the poverty reduction campaign as well as the promise of the Aquino administration that, “ in our march to progress, nobody should be left behind in development.”

The DSWD official said that as of 2012, 10-million people were seeking jobs and out of this number, 7-million are underemployed and 3-million unemployed. For 2015, the DSWD’s Sustainable Livelihood Program (SLP) is targeting some 90,078 beneficiaries in Leyte, for a total funding of Php 547, 699,392.00. Gudmalin also reported other anti-poverty

programs such as the KALAHI CIDSS, Pantawid Pamilyang Pilipino Program and Social Pension which will contribute to the ASAPP framework to reduce poverty.

Governor Petilla, for his part, said that “after Yolanda, we talked about recovery, rehabilitation, trauma, healing, but one thing we have to fight is poverty caused by Yolanda. “ The official reported that the province’s major industries are fishing, coconut and rice production. He said that prior to the disaster, Leyte ranked as the 4th biggest producer of rice and the second for coconut, adding that coconut farmers belong to the poorest sector even before Yolanda.

Petilla, however, narrated that the province received some 63, 000 sacks of certified rice seeds from Europe on December of 2013 and that now, the production of rice has fully recovered. He also said that 6-million coconut trees were damaged by Yolanda and that with the help of the Philippine Coconut Authority (PCA), the problem will eventually be answered.
