The Taxman Cometh:
Prep for Property Tax Time By Jennifer Vickers, Timbergram Editor If you listen hard enough each Spring, you’ll hear the groans of homeowner residents throughout Timbergrove Manor as we each pull the annual tax district reappraisal notice from our respective mailboxes. Property tax time is never fun and for many, the the Harris Count Appraisal District appeals process — in which homeowners can protest the appraised value of their home in hopes of decreasing tax liability — can be intimidating. B u t s h o u l d yo u p ro t e s t yo u r valuation? This year? Every year? How do you know what exemptions you are eligible for and when and how to file for them? Should I file my own protest or retain a consultant to do it for me? Further complicating the typical grouping of questions, is the impact of Hurricane Harvey on some homeowners. Can you include any damages as part of evidence in 2018 property tax hearings? Do insurance estimates have any bearing on my flooded property’s value?

public and business experience to the private sector. Mr. Bettencourt spent ten years leading the Harris County Tax Office as the elected Tax AssessorCollector in the nation's third largest county. As the Harris County Tax Assessor-Collector Paul managed nearly 500 employees who provided property tax services to millions of local residents in Harris County, and who collected 5 billion dollars a year for 65 local taxing jurisdictions, the county and the State of Texas. Paul Bettencourt received the "Taxpayer Advocate of the Year" award from the Americans For Prosperity and many other recognitions of his statewide effort to reduce property tax increases for all Texas taxpayers. Through Paul's leadership at the Tax Office, his team developed a Customer Service driven organization which started with an extensive website that included online tax bills, and then the first Online Automotive Registration and Property Tax Payment System in Texas. The Harris County Tax Office became the first County Tax Office in Texas to bring automation in all areas of Tax Office operations.

2017 Crime Review by the Timbergrove Manor Security Committee When the residents of Timbergrove Manor banded together to bring private security patrols to the streets of the neighborhood in 2015, burglary rates were continuing an unnerving pattern of steady, slow increase. That year, more than 22 home burglary incidents were reported to local law enforcement from within sections 5 14 of Timbergrove Manor. Together, thanks to generous donor support, the Timbergrove Manor Civic Club (TMCC) engaged S.E.A.L. Security Solutions to patrol the streets of the neighborhood for 40+ hours weekly. Since then, burglary in our community has decreased to a record low. In 2017, there were only seven burglaries reported - a 68% reduction!

# of Burglaries

While correlation certainly is not causation, one thing is clear: burglaries in Timbergrove Manor have dramatically decreased since private security patrols were implemented and we want to see that trend continue. 24 19 Private Security Patrols 14 began October 2015 10 5 2013

While we're proud of the success made in reducing burglary within our boundaries, it's now important to turn an eye toward other types of offenses that have troubled our community.

BROUGHT TO YOU BY HEIGHTS PEDO ORTHO Why practice pediatric dentistry and orthodontics together? These two dental specialties work closely together with young patients. Dr. Lindhorst and Dr. Darsey want to make sure that oral hygiene is pristine during the time in braces. They work together on frequency of dental cleanings, teaching kids how to brush and floss around the brackets, and preventing cavities or gum disease that can arise with wearing braces. Both doctors monitor progress of braces and growth and development to determine the best timing and type of orthodontic treatment. Do you only see kids? Dr. Lindhorst is a pediatric dentist so she sees children starting at one year of age all the way through college. Our pediatric dental team provides a wide range of services from dental checkups to sedations. Dr. Darsey is our orthodontist. He takes care of kids starting at around seven years of age for growth and development checks. He provides early stage braces if needed in pre-teens, but most of his patients are teenagers and adults. He provides a variety of orthodontic options for every age.

Following a 2016 peak of 12 incidents, auto theft dropped to only nine occurrences in 2017. While we're pleased with this 25% year-over-year reduction, that's still nine auto thefts too many! But the real rub in 2017 was a noticeable uptick in thefts which jumped to 41 incidents - the highest level by a fair measure since 2013. Based on the time thefts were reported to HPD, including those of vehicles, most occurred during overnight hours. In response to this pattern, some S.E.A.L. patrols have been diverted to overnight shifts. And, thanks to the generosity of TMCC donors who gave above and beyond the suggested donation amounts, we were even able to add additional night time patrols for portions of 2017.

# of Thefts

We were very pleased to see a striking reduction in thefts during the fourth quarter when we ran overnight Private Security Patrols more frequently.

Give a Little Time. Get a Little Joy. By Jennifer Vickers Pitching in to help with TMCC isn’t just great for the neighborhood. It may also make you feel fantastic! If you’ve ever volunteered, you may have noticed that you feel great after you make a difference. But, there are even more benefits to volunteering. We feel more connected to others, and we become less absorbed in the normal stresses of daily life. We share our experiences with others and want to help more. Sure, we know that volunteering makes us feel good. Yet, did you know that, when you volunteer, you are maybe even improving your health? A report from the Corporation for National & Community Service says that people who volunteered more than 100 hours a year are some of the healthiest in the U.S. And studies from the Journal of

Gerontology indicate that social service improves elasticity in the brain. Ready to reap the rewards of volunteerism? TMCC is just the place to get started. Right now we have a few special projects that need attention. VIN Etching Event Coordinator VIN etching is a countermeasure to motor vehicle theft that involves etching a vehicle's VIN onto its windows to reduce the value of a stolen vehicle to thieves. The TMCC Security Committee is in need of a volunteer who can work with HPD to coordinate the next VIN Etching Event in Timbergrove Manor. The scope of work includes booking services with law enforcement, finding a host venue, managing attendee sign ups, promoting the event, and recruiting additional volunteers to execute the project.

If you’re organized, good with logistics and just a little tech savvy, please c o n s i d e r h e l p i n g. E m a i l security@timbergrove.org to volunteer. Web Developer TMCC’s current website is built on a Wordpress platform. We love the ease of updates and affordability of this technology but want to take our donation offerings to the next level. In conjunction with the organization’s goal to offer members options for reoccurring subscriptions for annual dues, private security subscriptions and more, we are in need of a volunteer with the appropriate web development experience to select appropriate third-party providers and implement new storefront solutions. A. Yes. In fact, 1 out of 4 first-time homebuyers will use a gift to make the down payment. Tax law allows gifts many up to $14,000 a year without tax consequences to the giver or recipient.

Updates from Bryce Chemical Feed Station & Trailhead Park

But the improvements at Bryce Street don’t just stop with the sewer treatment equipment. The surrounding landscape at the freshly completed Bryce Trailhead Park is also getting final touches. Repair of the fence foundation, that surrounds the Chemical Feed Station, was scheduled to begin in late February. Three trees, which currently impinge on the fence, will be removed and replaced. The plan calls for additional trees around the fence and enlargement of the rain garden. According to a representative from TIRZ 5, the work should be completed in 90 days.

As long-time Timbergrove Manor residents know, TMCC has spent many, many years actively working with the City of Houston and other entities to encourage resolution of a stinky problem — the wafting odor of hydrogen sulfide (H2S) and its characteristic rotten egg smell from the Bryce St. Chemical Feed Station. In 2015 plans for major improvements at the facility were approved and funded and the subsequent years have seen the installation of new equipment including state-of-the-art biological odor control treatment systems. According to updates the City of Houston’s Public Works and Engineering Department, H2S sensors were tested in mid-January and, as of our printing deadline, installation, startup, testing, and

You can help with this process. If you notice an odor when passing by the Bryce St. Station please report it immediately by calling 3-1-1 or logging onto houston311.org. Special thanks to TMCC volunteer Darlene Wayt for her ongoing advocacy in liaising with the City and SNC-14.

E2 = Excellent Eats Editor’s Note: Since March of 2011, longtime Timbergrove resident Lorraine Cherry wrote neighborhood restaurant reviews under the headline of E2 = Excellent Eats. Following her death in November, Timbergrove resident Jonathan Nassar has stepped up to continue the popular column. By Jonathan Nassar I want to take a moment to acknowledge the work, care, and love that Lorraine put into this column, The Timbergram, and the neighborhood. I am sure the little I know of her was only a drop in the bucket. Excellent Eats continues and, with it, I hope to do as she did: to tell you about some of my favorite restaurants around the everchanging Timbergrove area. I don't eat at fancy or 'happening' places all the time, but I like to give most any place a chance. My taste tends to be open to various kinds of food as long as it's prepared well. I was born and raised in the Houston area, and really enjoy the diversity the city has to offer.

That’s Amore The area has a lot of new pizza places in the past couple of years, and it can be hard to keep track of them all. I tried to come up with a list of places in our area, and stopped past fifteen. So let's just focus on a couple new ones that I really like, and that are relatively new to the area. Luna Pizzeria is a casual, family friendly pizza place located on the west side of Yale, just south of I-10, in the

strip center in front of Walmart. When you enter, follow the left wall to the front to order, get your number, and they'll bring the food to your table. Aside from pizza, they offer some sandwiches and great salads. It's a Barnaby's restaurant, so expect the same fresh, no-frills quality from the food. The topping options are mostly what you would expect from any pizza place, with some extra cured meat options (think mortadella and prosciutto). The salad is generously sized and comes with big shavings of parmesan cheese. As an extra-local bonus, Luna gets their pizza dough from Angela's Oven in the Heights. My family finds the warm cookie a tough dessert to turn down. The place is meant to be fairly kid friendly - there isn't much space for a kid to move around, but there are board games, card games, blocks, and a free-play arcade. And, fathers: the men's restroom even has a changing table. Just around the corner from there is Pi Pizza, located on Heights Blvd, also just south of I-10. Here, expect a completely different sort of pizza. Pi Pizza used to be a food truck, that worked and saved

to afford a brick-andm o r t a r location. If you like your pizza without frills, with a focus on simple flavors - this isn't the place for you. Pi Pizza is known for doing things differently. My first pizza here was called the Outdoorsman - it had venison sausage and cherries soaked in port wine syrup. This is where you can get a breakfast-flavored pizza, a saag paneerflavored pizza, and a mac and cheeseflavored pizza. Pi also offers a selection of appetizers, sandwiches, and salads - it's all very good. I love to start with the fried cauliflower, which come with a side of buffalo sauce, or sometimes my family will just split a big salad. Pi also likes to tout their specialty cocktails and adult frozen drinks, so you might imagine this place is marginally less kid friendly (not that it’s kid-unfriendly either). There are, of course, several other new places in the area, but if I covered them all I’d be writing about pizza for the whole year. Personally, I know the next pizza place I want to try is Gelazzi the gelato place, which has frozen take-home Chicagos t y l e p i z z a s . Ye t another style to try!
