BLINKEN WARNS CHINA: DEESCALATE WPS TENSIONS

Antony Blinken said he warned China directly about its assertive moves around the Philippines and vowed to defend its oldest treaty ally in the region.

“I made clear that while the US will continue to de-escalate tensions, our defense commitments to the Philippines remain ironclad,” Blinken told reporters in Beijing.

Blinken, who met with Chinese Foreign Minister Wang Yi, said he raised Beijing’s “dangerous actions in the South China Sea” during meetings with top leaders.

During his visit to Manila last month, Blinken said: “Repeated violations of international law and the rights of the Philippines – water cannons, blocking maneuvers, close shadowing, other dangerous operations – these waterways are critical to the Philippines, to its security, to its economy, but they’re also critical to the interests of the region, the United States, and the world.”

“We stand together in our determination to uphold international law – for the Philippines, for everyone else – against any provocative actions,” he added.

For its part, the National Security Council on Saturday said the “new model” of the so-called gentleman’s agreement between Manila and Beijing is just a “new invention” of China amid the ongoing Balikatan military exercises between the Philippines and the United States.

“This ‘new model’ announced by the Chinese Embassy is nothing more than a new invention,” National Security Adviser Eduardo Año said in a statement.

“Every now and then, China has a new narrative about alleged arrangements in the West Philippine Sea. First, it was the alleged ‘promise’ which then became the ‘gentleman’s agreement’ and now the latest version, the ‘new model’ or ‘internal understanding,’” Año said.

WATER INTERRUPTIONS TO HIT METRO MANILA UNTIL NEXT WEEK

WATER companies Maynilad and Manila Water issued separate advisories of service interruptions in Metro Manila starting this weekend and until next week.

West Zone operator Maynilad said maintenance activities have been scheduled in the cities of Caloocan, Malabon, Parañaque, Pasay, and Quezon, reports said. Maynilad also advised affected customers to store ample water ahead of the activities, which would be conducted during off-peak hours to minimize the impact on its consumers.

Meanwhile, East Zone concessionaire Manila Water said scheduled maintenance activities would affect parts of the cities of San Juan and Pasig, GMA News reported Residents of affected areas were likewise advised to store adequate water before the service improvement activities, the two companies said.

The Metropolitan Waterworks and Sewerage System (MWSS) earlier appealed to the National Water Resources Board (NWRB) to maintain the 50 cubic meters per second (cms) water allocation for Metro Manila in May amid the high heat index being experienced in the country.

MWSS Water and Sewerage Management Department manager Patrick Dizon, quoted by reports, said members of the Angat Technical Working Group (TWG) met on Wednesday and agreed to ask the NWRB to observe a status quo in the current water allocation for Maynilad Water Services Inc. and

Manila Water. The Angat TWG is headed by the NWRB. Aside from the MWSS, other members are the National Irrigation Administration and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Department of Environment and Natural Resources (DENR) Undersecretary Carlos David has said that if the drop in the water elevation of Angat Dam is not big by April 30, a decrease of one cm would be imposed.

“But if a huge drop happens, the NWRB will be forced to implement a decrease of two cms,” David said.

UNIFORMS AMID HEAT

PERSONNEL of the Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), and Bureau of Fire Protection (BFP) will be allowed to wear light uniforms amid the heat index reaching dangerous levels in many parts of the country.

The Department of the Interior and Local Government (DILG) in a news forum, said the department issued an “urgent memorandum” to the three agencies.

DILG Benhur Abalos said the DILG is directing the chiefs of the three agencies to issue the respective advisories on the uniform attire.

“In view of the foregoing, you are hereby directed to issue an Urgent Advisory for all PNP, BJMP, and BFP personnel to wear light uniforms in the performance of their respective duties to alleviate discomfort and protect them from illnesses such as heat cramps, exhaustion, heat stroke, among others, due to extreme heat,” the DILG memorandum read.

Before the DILG order, the BJMP had already issued a memorandum

earlier this week on the modified schedule of wearing uniforms during the summer, allowing its personnel to use its gray shirts from Tuesdays to Fridays.

In a statement released by the DILG, Abalos said, “The welfare of our uniformed personnel comes first especially as they perform their sworn duty.” Wear of light and comfortable uniforms amid the sweltering heat, Abalos said, “is the way to go.”

THE Philippine National Police (PNP) said the government’s intensified efforts against illegal drugs have led to the seizure of almost P32 billion worth of illicit narcotics from July 1, 2022, to April 21, 2024.

PNP Spokesperson P/Col. Jean Fajardo reported the development during a news forum in Quezon City, emphasizing the significant impact of the ongoing efforts.

PARKED CARS ALONG MAJOR ROADS

THE Metropolitan Manila Development Authority (MMDA) has started removing illegally parked vehicles and other obstructions along the alternate routes for motorists using the EDSA Kamuning Flyover in Quezon City which will be closed for six months beginning May 1 to give way for its rehabilitation.

MMDA Assistant General Manager for Operations Asec. David Angelo Vargas is leading the sidewalk and road clearing operations, which he said, were necessary in ensuring that all alternate routes are accessible and obstruction-free for motorists.

The MMDA men started the operations at Panay Avenue, Scout Borromeo, Sgt. Esguerra, Samar Ave., and other locations within the area where a total of 105 vehicles were issued violation tickets for illegal parking, while four vehicles were impounded.

The impounded vehicles include two motorcycles and two cars. “An information campaign was conducted in the area days before the clearing operations. We have advised motorists as well as residents to avoid parking on sidewalks and roads,” said Vargas. Joel E. Zurbano

GATCHALIAN PUSHES FOR LOWER POWER RATES IN PALAWAN

SENATOR Sherwin Gatchalian is pushing for lower electricity rates in Palawan following the recent rate hikes by the Palawan Electric Cooperatives (PALECO).

The senator urged Department of Energy (DOE) Secretary Raphael Lotilla to reconsider the PALECO’s policy of withdrawing the universal charge for missionary electrification (UC-ME), citing its impact on Palawan electricity consumers who now bear higher generation charges.

PALECO had earlier entered into two Emergency Power Supply Agreements (EPSA) following an order issued by the Energy Regulatory Commission (ERC) to terminate its power supply agreement with Delta P, Inc. for 20 megawatts because it wasn’t compliant with the competitive selection process requirement of the DOE.

Another EPSA with DMCI Power Corp. (DPC) was prompted by the expiration of PALECO’s PSA with Power Generation, Inc. for 7.2 MW, the delayed entry of its new PSA with S.I. Power Corp., and to meet increasing demand.

As the two EPSAs are not entitled to the UC-ME subsidy, the blended generation charge of consumers has increased from P6.9520 in October 2023 to P9.7858 in February 2024, accounting for an increase of 45.94%.

POLICE INTENSIFY MANHUNT AGAINST FUGITIVE QUIBOLOY

THE Philippine National Police (PNP) on Saturday said it intensified its efforts in the manhunt for Apollo Quiboloy and his co-accused in various sexual charges and other cases.

During a press conference in Quezon City, PNP spokesperson P/Col. Jean Fajardo revealed that the manhunt operations targeting Quiboloy have expanded beyond the confines of the Davao Region.

Fajardo highlighted key seizures such as the nearly 990 kilos of drugs in October 2022 and over 500 kilos of shabu in March 2023, resulting in arrests including that of a Chinese national and, most recently, on April 15 in Alitagtag, Batangas, where P1.4 billion worth of illegal drugs were intercepted.

Fajardo attributed the success of the anti-drug campaign to a holistic approach led by President Ferdinand Marcos Jr. and Department

of Interior and Local Government (DILG) Secretary Benjamin Abalos.

The PNP also said it has intensified its demand reduction efforts through the BIDA program, focusing on constructing more rehabilitation centers and integrating individuals involved in drug use into reformation and wellness programs to deter relapse into illicit activities.

Abalos highlighted the community-based initiatives undertaken by the DILG, citing the establishment of communitybased drug rehabilitation programs in 1,534 local government units (LGUs), with over 182,000 graduates successfully reintegrated into their communities.

“We are no longer limiting our search efforts to the Davao Region. Even here in Metro Manila and other areas, we are actively pursuing leads to locate not only Pastor Quiboloy but also his associates,” Fajardo informed reporters.

Furthermore, Abalos emphasized the importance of incentivizing communities in the fight against drug abuse, with 14 LGUs receiving special awards for their outstanding contributions to community-based rehabilitation efforts.

She highlighted increased collaboration with the National Bureau of Investigation (NBI) to confirm the fugitive’s whereabouts.

Moreover, Fajardo warned of imminent police action should Quiboloy fail to comply with the directive to surrender his weapons.

ROMUALDEZ, TINGOG SOLONS DISTRIBUTE CASH TO FARMERS

Atotal of 2,044 farmers from the municipality of San Miguel, Leyte were given cash aid worth more than P10 million Friday as part of a program seeking to aid struggling farmers under the Marcos administration.

financial aid worth P5,000 for each of the farmer-beneficiaries in San Miguel under the Farmers’ Assistance for Recovery and Modernization (FARM) Program.

“This program is part of the directive of our beloved President

Bongbong Marcos Jr. for the government to reach out to sectors that need support especially if many of them are poor,” said Romualdez, leader of the 300-plus-strong House of Representatives.

“Your government knows the hardship you are facing, especially this El Niño season where all crops are affected. So may this aid ease your suffering and help you recover in the coming seasons,” he added.

The distribution was undertaken at the San Miguel Municipal Gymnasium, with Mayor Norman Sabdao and SB Leticia Asis Espos

present during the ceremony.

The FARM program is an initiative of Speaker Romualdez designed to lower the price of rice by utilizing and maximizing existing government interventions available to farmers.

The financial aid to San Miguel farmers, which totaled P10.22 million, was sourced from the Assistance to Individuals in Crisis Situations (AICS) of the DSWD.

Romualdez said that based on studies, prices of basic commodities increase if the price of rice increases.

DMW REPORTS NO PINOYS HURT IN RECENT TAIWAN QUAKE

THERE are no reports of Filipinos hurt after yet another series of earthquakes in Taiwan on Saturday, the Department of Migrant Workers (DMW) said in a social media advisory. Taiwan News reported that a magnitude 6.1 earthquake rocked northeast Taiwan at 2:21 a.m., followed by a magnitude 5.8 temblor at 2:49 a.m., according to the Central Weather Administration (CWA).

“The first quake’s epicenter was 23 km. north-northeast of Hualien County Hall, with a shallow focal depth of 24.9 km,” Taiwan News said. Taiwan uses an intensity scale of 1 to 7 to gauge the degree to which a quake is felt.

“Migrant Workers Offices (MWOs) in Taipei, Taichung, and Kaohsiung are on alert and monitoring the situation, ready to assist any OFW (overseas Filipino worker) who may have been injured or affected by the earthquake,” the DMW posted.

DEPED CONDEMNS KILLING OF 14-YR-OLD STUDENT IN CEBU

THE Department of Education (DepEd) said it is “strongly condemning” the killing of a 14-yearold girl who was shot dead while studying at home in Talisay City, Cebu.

The DepEd said that students should not fear for their safety as they pursue their education, whether at home or in school, the department said in a statement.

“The department is deeply concerned and alarmed with the recent incidents of brutal killings of minors, especially girls. We urge the local authorities and the community to come together in solidarity against violence and to ensure the safety of all learners,” it said.

HAMAS STUDYING NEW ISRAELI PROPOSAL FOR GAZA TRUCE

HAMAS said it was studying on Saturday the latest Israeli counterproposal regarding a potential ceasefire in Gaza, a day after a delegation from mediator Egypt reportedly arrived in Israel in a bid to jump-start stalled negotiations.

The signs of fresh truce talks came alongside ongoing Israeli preparations for a military push into Gaza’s southern city of Rafah and as spillover from the war led to continued attacks across the region.

“Today, the Hamas movement received the official Zionist occupation response to the movement’s position, which was delivered to the Egyptian and Qatari mediators on April 13,” Khalil

al-Hayya, deputy head of Hamas’s political arm in Gaza, said in a brief statement early Saturday.

“The movement will study this proposal, and upon completion of its study, it will submit its response.”

Hamas had previously insisted on a permanent ceasefire, something rejected by Israel.

Egypt, Qatar and the United States have been unsuccessfully trying to seal a new truce deal in Gaza ever since a one-week halt to the fighting in November saw 80 Israeli hostages exchanged for 240 Palestinians held in Israeli prisons.

Several Israeli media outlets, citing unnamed officials, said Israel’s war cabinet had discussed a new plan for a truce and hostage release ahead of the Egyptian delegation’s visit.

There has been “noticeable progress in bringing the views of the Egyptian and Israeli delegations closer,” said Al-Qahera News, which is linked to Egyptian state intelligence services.

The war in Gaza was also on the agenda for an international summit

set to kick off in Saudi Arabia over the weekend.

The World Economic Forum special meeting, scheduled to begin in Riyadh on Sunday, will include a Gaza-focused session on Monday set to feature newly appointed Palestinian prime minister Mohammed Mustafa, Egyptian Prime Minister Mostafa Madbouly and Sigrid Kaag, the United Nations aid coordinator for the Gaza Strip.

And for one special, cacophonous month up to a trillion of them will engulf suburbs and woodlands across America.

Two cicada “broods” are set for a rare double emergence that last occurred in 1803, when Thomas Jefferson was president and the United States purchased Louisiana from France.

The prospect of another natural wonder just weeks after a total solar eclipse across much of the country has gripped scientists and the public alike.

Cicadas comprise a diverse family of over 3,000 insect species found globally, with the majority of their lives spent underground in a larval state.

They emerge as adults to transform and mate, with some species appearing annually and others, known as

periodical cicadas, synchronizing their emergence every 13 or 17 years. Mathematicians have long been intrigued by the question of why periodical cicadas follow prime number cycles, despite the lack of a clear evolutionary explanation.

This year’s event involves the 13year Brood XIX, currently emerging in the Carolinas, followed by the 17-year Brood XIII in the Midwest. There could be a small area of overlap in central Illinois.

“When they do come out, they come out in big numbers, parents get excited, the kids get excited,” said entomologist Gene Kritsky of Mount St. Joseph University, who developed the Cicada Safari app for citizen-scientists to gather data, explaining the appeal of the harmless red-eyed bugs. AFP

THE head of the International Olympic Committee Thomas Bach promised that the opening ceremony of the Paris Games on the river Seine would be “iconic” and “unforgettable” despite ongoing security worries about the open-air river parade.

“The very meticulous, very professional approach (from French authorities) gives us all the confidence that we can have this opening ceremony on the river Seine and that this opening ceremony will be iconic, will be unforgettable for the athletes, and everybody will be safe and secure,” Bach said in an exclusive interview with AFP at the IOC’s headquarters in Lausanne, Switzerland, on Friday.

TAIWAN DETECTS 22 CHINA AIRCRAFT AROUND ISLAND

TAIWAN’S defense ministry said Saturday it had detected 22 Chinese warplanes and drones around the self-ruled island in a window of less than three hours. The sorties come less than a month before the May 20 inauguration of new Taiwan president Lai Ching-te, who China regards as a dangerous separatist.

“We detected activities from 22 PLA aircraft... since 9:30 am (0130 GMT),” it said in a statement released at 12:10 pm on Saturday.

“12 aircraft crossed the median line and entered Taiwan’s northern and central air defence identification zone,” it said, adding that the warplanes and drones joined Chinese naval vessels in “joint combat patrol.”

The median line bisects the Taiwan Strait, a narrow 180-kilometer (110-mile) waterway separating the island from mainland China.

Beijing, which does not recognize the line, claims democratic Taiwan as part of its territory and has never renounced the use of force to bring the island under its control. AFP

US UPHOLDS R. KELLY CHILD PORN CONVICTION

A US federal appeals court has upheld R. Kelly’s 20-year prison sentence over child pornography and other crimes, rejecting the R&B singer’s defense that the case was filed too late.

Kelly was sentenced in February last year but his lawyers argued the statute of limitations had passed by the time he was charged, a defense the Chicago court rejected on Friday.

“For years, Robert Sylvester Kelly abused underage girls. By employing a complex scheme to keep victims quiet, he long evaded consequences,” judge Amy St. Eve wrote in the ruling by the three-panel bench.

“Those crimes caught up with him at last. But Kelly – interposing a statute-of-limitations defense – thinks he delayed the charges long enough to elude them entirely. The statute says otherwise, so we affirm his conviction.”

Kelly, 57, is already serving a 30-year sentence he received after a Brooklyn jury in a separate federal trial convicted him on racketeering and sex trafficking charges. AFP

Davao is home to the best tablea, the country’s local chocolate, according to Toto Muyco, marketing director at Chokolate de San Isidro.

“Our tablea is made of 100-percent single-origin Trinitario cacao beans from the town of San Isidro, Davao del Norte. We are known to be the preferred cacao ingredient of food processors for cakes and pastries, powdered chocolate drink mixes, champorado [chocolate rice porridge], cafe mocha drinks, and chocolates. Breakfast Chocolate using our tablea is a regular offering of a number of hotel chains in the country as part of breakfast buffet,” he said.

Entrepreneur Theodore Garcia of CSI Trade Ventures saw the potential of growing cacao as livelihood despite large-scale political unrest, pest infestations and the absence of centralized quality controls in the 1990s.

He said the town refused to relinquish the dream to elevate cacao as a means to empower the community, while other municipalities were shifting to other crops.

Alongside business partners and the townspeople of the municipality, Garcia pooled P300,000 to buy farmers’ cacao at farm prices.

With the help of the Department of Trade and Industry (DTI) Davao, CSI Trade Ventures rallied cacao cooperatives to take part in forming Chokolate de San Isidro Inc. through collective production and processing to foster economies of scale.

They can provide valuable guidance based on your cat's individual needs and health status. Sofia Pablo was a vision of youthful glam and sweetness on her 18th birthday celebration, a Hawaiian-themed debut party held at Raffles Makati.

P-POP GIRL GROUPS TAKE THE STAGE IN CHINESE MUSIC SHOW

P-POP girl groups BINI and G22 have given the viewers of the Chinese music program Show It All some dose of Philippine local music through their performance.

BINI performed their inspirational song “Karera” and upbeat track “I Feel Good” while G22 went with their powerful debut single “Bang” and soulful ballad “Babalik.” Their show-stopping performances drew praise from EXO’s Lay Zhang, one of the mentors in the show.

FILIPINO Deaf students were immersed in various artmaking techniques to strengthen their imaginative skills and foster artistic empowerment.

The event was offered to Senior High School students to pursue their passion for creativity through interactive projects. It provided them the opportunity to first-hand experience college classes at the De La Salle-College of Saint Benilde (DLS-CSB). Dubbed as “Editions,” the initiative was a series of talks and workshops conducted by Benilde’s School of Arts, Culture, and Performance.

During the sessions, the Grade 9 learners from the Benilde Deaf School (BDS) explored the basics of monotype printmaking. It is a unique method that applies ink and design in a flat medium such as plastic.

Visual artist and Fine Arts in Culture-Based Arts Program Chairperson Hershey Malinis and a 2021 Cultural Center of the Philippines (CCP) 13 Artists Awardee and educator Mars Bugaoan guided the participants to the proper use of printmaking tools such as plexiglass, offset printing ink, brayer, and etching press.

The industry experts continued to lead the attendees in arranging their designs. They accompanied the pupils in transferring the imprints from their matrices.

The crowd produced a wide range of textures and effects in the final prints. This gave them a sense of experimentation and freedom to explore different inventive possibilities.
