has directed the National Bureau of Investigation (NBI) to investigate the Chinese Embassy in Manila on alleged violations of the country’s Anti-Wiretapping Act.

“Diplomatic immunity should never be used as a license to exploit our country’s peace and harmony for selfish motives. This privilege does not shield

anyone from the consequences of the Rule of Law,” Justice Secretary Jesus Crispin Remulla said in a statement. He reminded diplomats who enjoy privileges and immunities that it is their “duty to respect the laws and regulations of the receiving state.”

Trillanes files cyber libel raps vs. Roque

FORMER Senator Antonio Trillanes IV has filed criminal charges against former presidential spokesperson Harry Roque and several pro-Duterte vloggers.

Fr. Robert Reyes, who carried with him a statue of the Stella Maris, also known as the “Virgin Mary, Star of the Sea,” led a send-off mass Tuesday evening for the convoy.

Fisherman Roberto Ballon, who came all the way from Zamboanga, was armed with the belief that China’s aggressive actions might expand to other areas if they are left unchecked in the West Philippine Sea.

Atin Ito co-convenor Rafaela David said the convoy, which is set to end its three-day voyage on Friday, will try to avoid any contact with Chinese fishing vessels to prevent a repeat of a water cannon attack.

“This second mission will invoke the spirit of bayanihan of ordinary people, arms linked, peacefully standing against Chinese bullying,” she said in an ANC interview.

“We will make sure it does not reach a point where we will be attacked with water cannons by China,” she added.

Still, the Philippine Coast Guard is taking precaution, deploying a 44-meter vessel to serve as security escort to the civilian mission, Commodore Jay Tarriela said.

Groups ask SC to stop PUVMP

JEEPNEY drivers and operators on Tuesday pressed the Supreme Court (SC) to issue a Temporary Restraining Order (TRO) against the government’s Public Utility Vehicles Modernization Program (PUVMP) during a rally in front of the SC Building on Padre Faura St., Manila.

The rallyists, led by MANIBELA chairperson Mar Valbuena, also demanded from the High Court to set oral arguments to hear their side. He also called on President Marcos to help them since majority of the drivers and operators voted for him and trusted him with their livelihoods, jobs, and the future of their families.

PISTON deputy secretary Ruben Baylon, who also joined the protest action, echoed the call of Valbuena for a TRO. He said the PUVMP should be cancelled because it was an added burden to the poor drivers and operators because of the franchise consolidation.

“Many had proven that it is a failure. Also, we are all losers here. Drivers are losing their earnings so this should be stopped,” he said. Under the PUVMP, jeepney drivers and operators must join or form cooperatives. They may also apply for new franchises but as part of transport cooperatives.

China, however, denied it is conducting reclamation activities on Escoda Shoal.

China’s Foreign Ministry spokesman Wang Wenbin described the accusation as “sheer rumor” and an “irresponsible claim designed to vilify China and mislead the international community.”

“China urges the Philippines to stop making irresponsible remarks, face up to the facts and return to the right track of properly handling maritime disputes through negotiation and consultation,” he said.

PCG spokesman Jay Tarriela said the agency already deployed a ship to the shoal -- a meet-up point for ships carrying out resupply missions to the grounded BRP Sierra Madre on Ayungin -- to prevent China from its reclamation activity.

Last year, Justice Secretary Jesus Crispin Remulla said the Department of Justice is recommending the filing of cases against China following reports of missing corals in Rozul Reef.

Justice spokesperson Mico Clavano said the DOJ and the Office of the Solicitor General continue to coordinate and discuss the issue.

He said recommendations will then be submitted to President Marcos once these are available.

Under the present set up, the Comelec only requires aspiring candidates

to submit a COC in which they declare they are Filipino citizens. Candidates in local positions in the country may be natural-born Filipinos or foreign nationals who become naturalized Filipino citizens.

“The Comelec’s role was only “ministerial,” with aspiring candidates only required to submit accomplished COCs under current laws and jurisprudence.

“The Comelec presumes that all the information the candidates put in their COCs are correct until a disqualification or cancellation of candidacy case is filed by a registered voter,” he said

As for Gou’s COC, the Comelec has forwarded it to the Senate committee on women, children, family relations and gender equality on May 10 via email.

The Senate panel had since then shared the information to members of the media on Tuesday.

The COC revealed that the 37-yearold Guo had declared Tarlac, Tarlac as her birthplace, and that she has been a resident in the Philippines for 35 years and two months, the last 18 years and two months in Bamban, Tarlac. This presumably makes her a Filipino citizen and not an émigré to a foreign country.

DSWD to roll out food stamps program in July

THE government’s food stamp program for poor families will be rolled out in July, according to the Department of Social Welfare and Development (DSWD).

DSWD Assistant Secretary Baldr Bringas told the House committee on Social Services that the food stamp program will benefit 300,000 families from just 3,000 beneficiaries under the pilot implementation.

“It’s high time we renew its franchise to pave the way for the split of the mega-franchise we granted Meralco,” said Fernandez in the speech.

“If possible, we can split it into three franchises since Meralco actually operates in three sectors in Luzon— NCR [National Capital Region], South Luzon [Calabarzon] and North Luzon sector of Pampanga and Bulacan,” he said.

The Laguna lawmaker also said Meralco now controls at least 70 percent of Luzon’s electricity output. “They are so huge and enormous that they have subdivided the whole franchise. They have subdivided [it] into the central, southern, and northern sector,” said the lawmaker.

country’s gross domestic product coming from NCR, Meralco could control the Philippines’ economic growth by having full control of electricity in Luzon.

Fernandez cited reports that Metro Pacific Investment Corp. (MPIC), Meralco’s mother company, was acquiring the natural gas power plant in Ilijan town, Batangas province. The plant has a 2,500-megawatt capacity and uses combined-cycle natural gas to operate.

“If you combine the assets of Meralco and Ilijan Power Plant, they will be creating a vertical integration system wherein they will be controlling fuel supply, imported fuel facilities, power supply and distribution under one board of directors,” said Fernandez in a mix of Filipino and English.

But the budget for the program, however, is only sufficient for 100,000 beneficiaries while the DSWD seeks more funding from the Department of Budget and Management. Bringas also said that beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) will be excluded from the list of food stamp program beneficiaries for the scaled up implementation this year, which begins in July. The program seeks to reduce the incidence of voluntary hunger in low-income households by providing P3,000 monthly assistance to beneficiaries, which are loaded into an Electronic Benefit Transfer cards, for the purchase of select food commodities from eligible partner merchant stores.

“And if we are to make computations on the current price of rice and its retail price,” Laurel said, “there appears to be a need for intervention to keep traders honest.”

While the NFA will have to arbitrate during these times, Laurel clarified the real intent is not to give full power back to the NFA.

But the plan here is to use NFA as a conduit to operationalize. He said the intervention may be once or twice a year, but under the supervision of two secretaries from the Department of Agriculture (DA).

“But not through the authority of anybody in the NFA. What we were saying is that if we can give the authority to the DA Secretary.”

Laurel said he agrees with Villar that authority can also be granted to President

Ferdinand Marcos Jr. , but he said the latter is “very busy with so many things.” “Perhaps, reactions might be late. And we, in the DA, can conduct monitoring every day. We can technically foresee whatever may happen so we can act accordingly.”

He also doesn’t like what happened to the NFA when its power was clipped due to some irregularities. The Ombudsman suspended 139 NFA officials and employees.

A young voice for change

Rep. Migz Villafuerte’s legacy in the 19th Congress

CAMARINES Sur’s Fifth District Representative, Miguel Luis Villafuerte, fondly known as “Migz” to his constituents, is a young Filipino politician who has carved his path in the country’s political landscape. Many know him for his good looks and fairytale-like love story with Miss Universe Philippines 2017 Rachel Peters.

Nevertheless, he rose to national prominence by becoming the youngest elected governor in Philippine history at 24, leading his home province of Camarines Sur from 2013 to 2022.

During his three terms as governor, Rep. Villafuerte focused on various initiatives, including infrastructure development, education reform, and promoting tourism in the province. He was known for his hands-on approach and commitment to bringing progress to his constituents.

He comes from a family deeply involved in public service. He is the grandson of former governor and congressman Luis Villafuerte, and his father, Luis Raymund Villafuerte, also served as governor of Camarines Sur. The then-young Rep. Villafuerte saw his father’s efforts for the district as inspiring, and he felt it was his responsibility to continue his legacy–all while making a name for himself.

Fuelled by a passion for public service, Rep. Villafuerte entered politics at a young age. He graduated with a degree in Political Science from the University of San Diego before returning to the Philippines to begin his political career. Nonetheless, the district representative knew he had to establish his roots to become an effective leader. He assimilated himself with his constituents to interact with them and witness their problems firsthand so he could formulate the necessary solutions.

Besides his time as governor and now district representative, the Camarines Sur solon also served in several positions, including Vice President for Luzon in the League of Provinces of the Philippines, Bicol Region.

His other appointments were being the Climate Change Ambassador for the Philippines, Delegation Head for

the Seventh Delegation of Politicians Representing the Philippines at the Australian Political Exchange Council, and founder of the Visionary Organization of Young Chief Executives (VOYCE). The district representative undoubtedly has a colorful history and experiences in different political positions and organizations.

While in position, Rep. Villafuerte remains a shining example that age isn’t a limitation for someone like him who has innate leadership skills. Instead, he uses it to his advantage to connect with his constituents. For instance, Rep. Villafuerte leverages his social media presence to keep the public updated and share any progress regarding their welfare. He also remains tireless in providing non-stop service and development to Camarines Sur’s fifth district, something his public is grateful for, especially at a time when accuracy and speed are highly valued.

On the other hand, when he’s not out on the streets of the Rinconada District, Rep. Villafuerte also exhibits his political prowess and passion for public service in the House of Representatives, especially in the 19th Congress. He is Vice Chairman of three committees: Local Government, Information and Communications Technology, and Agriculture and Food.

In the meantime, he is a member of several committees: Disaster Resilience, Interparliamentary Relations and Diplomacy, Youth and Sports Development, Appropriations, Legislative Franchises, Basic Education and Culture, Games and Amusements, Public Works and Highways, Creative Industries, Tourism, West Philippine Sea, Population and Family Relations. He loves to keep busy and share his ideas and insights with the said committees to further their progressive agendas.

With his new mandate in the Lower Chamber, Rep. Villafuerte intends to fully use his political position to achieve genuine and lasting reforms, especially in his beloved Rinconada District. His priority legislative concerns include the following: social justice, education, sports, good governance, environmental protection, strengthening community resilience, and accelerating digitalization in the country.

He is the principal author of 408 bills and co-authored 16 others in the 19th Congress. Nonetheless, the House of Representatives passed eight bills into law, which were inclined to his priorities.

Some of the bills that became law include Republic Act 11934: An Act Requiring the Registration of Subscriber Identity Module, Republic Act 11935: Postponement of the December 2022 Barangay and Sangguniang Kabataan Elections, and Republic Act 11958: An Act Rationalizing the Disability Pension of Veterans, Amending for the Purpose Republic Act No. 6948, Entitled, “An Act Standardizing and Upgrading the Benefits for Military Veterans and Their Beneficiaries,” as Amended, Republic Act 11960: An Act Promoting Inclusive and Sustainable Economic Development through the Institutionalization of “One Town, One Product” Philippines Program and Appropriating Funds Therefore, and Republic Act 11961: An Act Strengthening the Conservation and Protection of Philippine Cultural Heritage Through Cultural Mapping and an Enhanced Cultural Heritage Education Program, Amending for the Purpose Republic Act No. 10066, Otherwise Known as the “National Cultural Heritage Act of 2009.”

Just recently, two more of his principally authored bills became enacted laws. These are Republic Act 11982 or the Amendments to the Centenarians Act of 2016, which grants benefits to octogenarians and nonagenarians, and Republic Act 11981: RA 11981, or the Tatak Pinoy (Proudly Filipino) Act. Meanwhile, Rep. Villafuerte has several projects lined up for the Rinconada District for 2024. Besides flood control, road concreting, and other infrastructure projects, he envisions beginning or completing

initiatives on road networks, road access, and bypasses across the district. Fortunately, with the help of President Ferdinand Marcos Jr., House Speaker Martin Romualdez, and the Department of Public Works and Highways (DPWH), Rep. Villafuerte’s administration can realize their Multi-Year Road Vision Project for his district, with many areas being fast-tracked to ensure their completion for his constituents’ convenience.

Rep. Villafuerte’s performance has undoubtedly inspired and caught the attention of government agencies, surveys, and awarding bodies since he takes a lot on his plate but doesn’t seem to tire from being his constituents’ champion. Some notable recognitions came from the RP-Mission and Development Foundation Inc. and its surveys. It began with him being the 3rd Top Performing Congressman in Region V from November to December 2022, then followed in 2023 with acknowledgments as 2nd Top Performing Congressman in Region

V and 4th Top Performing Neophyte Congressman in the Philippines from February to March 2023, and 4th Top Performing Congressman in Bicol Region from June 25 to July 5, 2023. On the other hand, Rep. Villafuerte also became the Stargate PeopleAsia’s People of the Year in 2022, the first and only Governor in the Philippines with the Most Number of Local Colleges Established and Operated, Superbrands Most Outstanding Governor in 2018, and People Asia’s Men Who Matter in 2014. Government agencies like the Commission on Higher Education (CHED) and the Department of Health (DOH) also awarded Rep. Villafuerte for his efforts. LTO: No more backlogs in car plates, licenses

THE Land Transportation Office (LTO) has given assurance there would be no more backlog in the issuance of driver’s license cards and vehicle license plates starting July 1.

In a Malacañang briefing on Tuesday, LTO chief Vigor Mendoza II said the agency was able to secure enough supply of plastic driver’s licenses and vehicle license plates as reported to President Ferdinand Marcos Jr. during a sectoral meeting.

According to Mendoza, the Department of Transportation (DOTr) and the LTO were able to bid out 9.7 million driver’s license cards to solve the backlog issue.

“Roughly 9.7 million cards have already been bid out by our DOTr and LTO. So there’s no reason we won’t have enough cards for the whole year. Because of this, by July 1 of this year, there should be no more backlog,” Mendoza said.

Mendoza also stressed that by July 1 there should be no temporary plates.

“By July 1, there should be no more temporary plates. But by July 1, all four-wheel motor vehicles and above should already have their plates.,” Mendoza said.

Ombudsman lifts suspension of 72 NFA warehouse heads

THE Office of the Ombudsman has lifted the preventive suspension of 72 personnel of the National Food Authority implicated in the irregular sale of rice buffer stock to private traders.

In lifting the order, the Ombudsman cited it imposed the preventive suspensions to prevent the respondents from influencing the investigation and to preserve pieces of evidence that could be under their control and custody.

The documents under the warehouse supervisors’ control were already with the Ombudsman.

“Moreover, there is insufficient ground to believe that their continued stay in office may prejudice the investigation of the case filed against them,” the Ombudsman’s resolution read.

“Thus, the continued preventive suspension of the afore-named warehouse supervisors is no longer necessary,” it said.

The 72 warehouse supervisors

were among 139 NFA officials and employees placed under a six-month preventive suspension on March 1.

The suspension arose from administrative charges of grave misconduct, gross neglect of duty and conduct prejudicial to the best interest of the service in connection with the sale of NFA rice to traders at a low price and without public bidding or authorization from the NFA Council.

The supervisors were assigned to warehouses in Central Luzon, Calabarzon, Mimaropa, Western Visayas, Central Visayas, Zamboanga Peninsula, Northern Mindanao, Soccskargen, Caraga, and the Bangsamoro Autonomous Region in Muslim Mindanao.

Gloria Miranda Santos-Eñano, 95

Gloria Miranda Santos-Eñano, mother of veteran Manila Standard editor Ray S. Eñano, passed away on May 12, 2024. She was 95.

Part of the illustrious Miranda clan of Mexico and Sta. Ana, Pampanga, Eñano died of old age.

Born Nov. 11, 1928, Eñano was married to the late David H. Eñano Sr. and taught English during her younger days after graduating from Far Eastern University.

She is survived by sons David Jr., Ray and Cely, Leo and Nilda, daughters Alma, Ma. Malaya and Eva, and grandchildren Ma. Aurora Abigail, Adelbert and Diane Arianne Villaflor, and Lionel and Julie Ann Eñano. Her remains lie in state at San Roque Chapel, Mexico, Pampanga. Interment is set on May 18, 2024.

seizes P791m worth of smuggled cigarettes, vapes

THE Bureau of Customs (BOC) has intercepted three containers of smuggled cigarettes and vape products worth P791 million at the Manila International Container Port (MICP).

Customs records revealed that the shipment arrived at the MICP on May 11, 2024 from Singapore and was declared as 3,845 cases of tobacco products.

However, upon examination, it was found to contain 4,215 master cases of cigarettes and 1,053 master cases of heat sticks.

The seized shipment does not bear the mandatory printed graphic health warnings on its packaging in violation of R.A. 11900 or the “Vaporized Nicotine and Non-Nicotine Products Regulation Act of 2022” as implemented by Department of Trade and Industry, Administrative Order No. 22-16 series of 2022 and RA 10643 or “The Graphic Health Warnings Law of 2014, the BOC said.

MICP district collector Carmelita Tuazon said the consignee on record was not a registered importer of tobacco and other tobacco related products, in violation of National Tobacco Administration regulation..

“Our vigilant team is committed to upholding regulations and safeguarding consumers from potentially hazardous consumer products. This seizure aligns with President Ferdinand R. Marcos Jr.’s directive to beef up our anti-smuggling efforts against illicit vape and tobacco products,” she said.

Vietnam fishing boat saves Pinoy crewman

A VIETNAMESE fishing vessel has rescued last May 4 a Filipino fisherman who drifted in open sea for about 18 hours.

Allan Maglangit, a boat crew of a fishing company based in Cebu, accidentally went overboard and floated for hours while clinging to a floating Styrofoam buoy.

Fortunately, the crew of the Vietnamese fishing vessel spotted Maglangit ang subsequently plucked him out of the ocean.

Maglangit was turned-over to a Vietnamese fisheries surveillance ship that met with BRP Andres Bonifacio (PS17), which was conducting a maritime patrol in the area.

Maglangit eventually arrived at Puerto Princesa City, Palawan where he was taken by the Philippine ship. He was then provided immediate assistance through a thorough medical check-up and debriefing.

On the same day, he was turnedover to Crispin Sapit Jr, the general manager of Fishland King United Corp, who flew from Cebu just to fetch Maglangit to be reunited with his family and loved ones.

KWF calls for nominations, contest entries

THE Komisyon ng Wikang Filipino, the government agency “mandated to undertake, coordinate, and promote research for the development, propagation, and preservation of Filipino as the national language of the Philippines, and other Philippine languages,” as the Senate put it, has released several calls for its literary contests and recognition programs.

KWF Sanaysay ng Taon 2024

This annual essay contest of the KWF is open to all Filipinos, with prize money of P30,000 for first, P20,000 for second, and P15,000 for third.

The essays this year must be research studies related to linguistics and the preservation of Philippine indigenous languages (pag-aaral na naghahain ng manipestasyong anyuing lingguwistiko tungong preserbasyon ng mga katutubong wika ng Pilipinas).

Entries must be original, unpublished works written in Filipino that are not translations from another language, between 15 to 30 pages in length, doublespaced.

As research papers, they must conform to the guidelines in the KWF Manwal sa Masinop na Pagsulat (available for download from their website, kwf.gov.ph).

The deadline for submitting entries either online or onsite at the KWF office is 5:00 p.m. on June 7, 2024.

Dulâ Táyo: Pagsulat ng Dramatikong Monologo and Dulang Tandem/Duo 2024

These are contests KWF organized for Buwan ng Wika in August in line with UNESCO’s International Decade of the Indigenous Languages (IDIL) 2022–2032 and SDGs Manila ResiliArt EarthSaving Event (under UNESCO patronage) led by the International Theater Institute-Philippines Center.

This contest is open to Filipinos 18 years old and older. Entries must be original, unpublished works written in Filipino that are not translations from another language nor have received any awards or recognitions.

The dramatic monologues should not exceed 20 typewritten pages or 20 minutes when performed.

The plays must be one-act plays with a clear story or outline and revolve around the dialogue of two characters.

This year’s topic for both categories is: Indigenous Languages as Tools for National Progress and Connection with Others (Mga Wikang Katutubo Bilang Kasangkapan sa Pambansang Pag-uswag at Pakikipagkapuwa).

For each category (monologue and play), cash prizes at stake are P10,000 for first, P7,000 for second, and P5,000 for third. The criteria for judging are: outline, 25 percent; use of language, 25 percent; characterization, 25 percent; and creative integration of the topic into the piece, 25 percent. The deadline for submitting entries either online or onsite at the KWF office is 5:00 p.m. on June 7, 2024.

KWF Repository of Philippine Languages and Culture

Not a lot of people likely know the KWF has a valuable online repository of information that will be of interest to students, teachers, and those interested in Philippine languages.

Its Repositoryo ng mga Wika at Kultura ng Pilipinas, to be found on its website, contains information, research, documentation, and other related studies on the languages and cultures of ethnic groups in the country.

It aims to quickly disseminate to the public data and studies on the indigenous languages of the country.

One resource here is the Atlas of Philippine Languages published by the KWF in 2016.

This is an ongoing project of KWF, so some languages are not yet documented and some information may undergo revision

It contains data on approximately 130 languages of the country.

It also includes documentation outputs on the language and culture of some ethnic groups in the country.

Also in the repository are manuscripts containing comprehensive information about the researched language, videos and audio recordings of interviews, and images, as well as drafts of orthographies developed by KWF in collaboration with communities and other institutions.

This is an ongoing project of KWF, so some languages are not yet documented and some information may undergo revision.

This repository serves as a practical resource not only for the education sector but for various stakeholders across the Philippines.

For linguists, researchers, and academics, it provides a comprehensive platform for studying, preserving, and promoting the rich linguistic diversity of the country.

Government agencies benefit from its data for policymaking and cultural preservation efforts. Indigenous communities gain recognition and documentation of their languages and cultures, fostering pride and identity. E HAVE repeatedly heard President Ferdinand Marcos Jr. say the Philippines “will not lose an inch” of territory, in face of continuing maritime tensions with Beijing in the South China Sea.

The 66-year-old President was glasslike in saying the country “has seen heightened geopolitical tensions that do not conform to our ideals of peace and threaten the security and stability of the country, of the region and of the world.”

The other day, the Philippine Coast Guard underlined that statement, saying it is committed to sustaining a presence in the West Philippine Sea to ensure China does not carry out reclamation activities at Escoda Shoal.

Last weekend, the PCG deployed a ship to the shoal – also known as Sabina Shoal – where it accused China of building an artificial island amid an escalating maritime row, adding two other vessels were in rotational deployment in the area.

Sabina Shoal is only 140 kms from the shoreline of Palawan, and is clearly within the Philippines’ 322-km Exclusive Economic Zone.

What has happened that the country’s giant and heavily populated neighbor should have the impudence to build an artificial island beyond its exclusive economic zone?

We heard the former Supreme Court Associate Justice Antonio Carpio, unambiguously, say in an interview: “I think they (the Chinese) are in the process of making markings because they destroyed the coral reefs, maybe that’s the first phase.”

How much longer must the Philippines extend its patience against harassment tactics by an out-and-out bully?

We agree with Carpio the Philippines should bring the matter of the Chinese destroying the coral to the tribunal of the United Nations on the Laws of the Sea.

The Department of Justice issued a resolution last Feb. 27, 2024 on the complaint for kidnap-for-ransom and serious illegal detention filed by Chinese businessman Lin Xiaoqing, owner of an online gaming (POGO) company, Big Emperor Technology.

The subject of the complaint is his former business partner, Richard Lim, a Fil-Chinese owner of another POGO company, Xionwei Technology, as well as other local businesses.

Lin, also known as ‘Eric Lim,’ filed his complaint last July 27, 2023. It took the DOJ seven months to issue its resolution on the complaint.

At first, Lin was actually hesitant in filing a complaint because he was aware of rumors that Lim had strong connections in government.

But he mustered enough courage and decided to file the charges against Lim on July 27, 2023.

That was nearly a year after he and his driver, he claimed, were abducted by armed men while on vacation at a beach resort in Batangas on Aug. 19, 2022.

The armed men turned out to be members of the Criminal Investigation and Detection Group who arrested Lin on the strength of a warrant of arrest for qualified theft issued by the Pasay City Regional Trial Court.

He was later detained at the CIDG facility in Taguig.

In its resolution, the DOJ seemed to have sided with Lim when it rejected Lin’s allegation he was kidnapped, he and his family were threatened with death and he was forced to pay a ransom of P100 million to Lim, plus the control-

We need to listen to Carpio’s warning: ”If we allow (China) to build on Sabina Shoal then they will harass us in Reed Bank because they have a base (nearby).”

In 1985, China constructed what it claimed to be shelters for fishermen within Mischief/Panganiban Reef inside the Philippines’ EEZ. These have since been developed into a base where its ships harass Filipino vessels.

And the quickest way for a return on investment was through online gaming or POGO.

KYIV – US Secretary of State Antony Blinken arrived Tuesday in Kyiv on an unannounced visit meant to reassure Ukrainians of continued US support and flow of weapons as Russia pummels the northeastern Kharkiv region.

Marking his fourth visit to Kyiv since the start of the Russian invasion in February 2022, Blinken arrived by overnight train from Poland and was due to meet with Ukrainian President Volodymyr Zelensky, according to an AFP journalist accompanying him.

The visit comes just weeks after the US Congress finally approved a $61 billion package of financial aid for Ukraine after months of political wrangling, unlocking much-needed arms for the country’s stretched troops.

The aid is expected to flow at an accelerated pace as Washington seeks to make up for lost months while Congress struggled to agree on assistance.

Netanyahu: More Hamas comprise Gaza’s death toll

JERUSALEM – Israel’s prime minister said on a podcast that almost half of those killed in the Gaza war are Hamas fighters, playing down a civilian toll that has sparked global outrage. Benjamin Netanyahu maintained the overall toll is lower than that given by authorities in the Palestinian territory. According to the health ministry in Hamas-run Gaza, at least 35,091 people have been killed in the territory during more than seven months of war between Israel and Palestinian militants.

Marcial wants to go ‘beast mode’ in Paris

EUMIR Marcial continues to enhance his combat skills as he prepares for the formidable challenges ahead as a national boxer.

Setting aside his unbeaten professional career, Marcial is now deeply focused training for the Paris Olympics, which is less than 100 days away.

“Create your vision, then go beast mode to accomplish it,” said the 28-year-old slugger from Zamboanga City in a social media post.

In Paris, he will face bigger and taller opponents in the men’s light heavyweight class.

“The only way to get ahead is to push yourself beyond your limits. It’s time to push, and it’s time for more improvement,” Marcial said. Transitioning from the middleweight class, where he won a bronze medal at the 2020 Tokyo Olympics, Marcial is now gearing up mentally and physically to compete in the light heavyweight division.

Currently, Marcial and other national boxers are in Thailand for an intensive training camp. They are honing their conditioning, skills, and sparring techniques.

On Monday, Marcial performed well in sparring sessions against boxers from Spain and the Dominican Republic at the Sports Authority of Thailand facility in Bangkok.

Feeling motivated, he posted, “In the midst of an ordinary training day, I try to remind myself that I’m preparing for the extraordinary.” Marcial achieved a significant milestone at the 19th Asian Games on Wednesday. Moving to the 80kg class after his middleweight division was removed from the Paris Olympics, he secured an Olympic slot by bagging a silver medal at the Asian Games in Hangzhou, China, in October last year.

THE Energy Regulatory Commis-

sion (ERC) said Tuesday its initial investigation showed that five power generating companies breached the unplanned outage allowance.

ERC director for market operations service Sharon Montaner said during a Senate hearing the agency would issue an order to two companies in the Luzon grid to explain why they exceeded the allowable unplanned outage days. These are the Masinloc coal-fired power plant unit 1 in Zambales and Sem-Calaca Power Corp. coal plant unit 2 in Batangas.

Montaner said based on the agency’s investigation on red and yellow alerts last month, majority of the gen-

erating units identified on outage in Luzon were due to constraints on resources such as water for hydro plants and steam for geothermal plants.

Montaner said the forced outage of four generating units from SemCalaca, Masinloc and Pagbilao coal plants with total capacity of 1,438 MW significantly contributed to the generation deficiency from April 16 to 21, 2024.

She said the forced outage of the Pagbilao plant units 1 and 2 were necessary to repair/replace the ruptured tubes and prevent further damage to equipment which might have resulted in longer outages.

Montaner also said that Masinloc unit 1 and Sem-Calaca unit 2 were already on extended outage before the declaration of red and yellow alerts.

DOTr to finalize ferry system linking Manila Bay, Laguna Lake

Bloombery’s earnings declined 11% to P2.6b in three months

Bloomberry Resorts Corp. declined 11 percent in the first quarter of 2024 on lower revenues and pre-operating expenses related to the opening of its second hotel-casino property in Quezon City.

Bloomberry’s first-quarter net income dropped to P2.6 billion from P3 billion in the same period last year, the company said in a disclosure to the stock exchange Tuesday.

Excluding the impact of P279.5 million in pre-operating expenses associated with Solaire Resort North, net income would have been P2.9 billion, declining 3 percent year-on-year.

“In the first quarter of 2024, Solaire in Entertainment City reported lower VIP and mass table game revenues that resulted in an 11-percent decline in consolidated net income,” said Bloomberry chairman and chief executive Enrique Razon Jr.

Total gross gaming revenues (GGR) of Solaire Resort & Casino dropped 8 percent to P14.8 billion, representing

an 8-percent decline from P16 billion in the first quarter of 2023.

GGR was negatively impacted by lower VIP rolling chip and mass table drop volumes, which was partly offset by strong growth in gaming revenues from electronic gaming machines (EGM).

VIP and mass tables GGR in the first quarter amounted to P4.3 billion and P4.6 billion, representing yearon-year declines of 33 percent and six percent, respectively.

EGM GGR reached P5.9 billion, up 24 percent year-on- year.

Rungis Market of France interested in Clark Food Hub

CLARK International Airport Corp. (CIAC) president Arrey Perez said Tuesday the Rungis International Market of France, the world biggest fresh market, expressed interest in participating in the P8.5-billion Clark National Food Hub project.

Perez shared key project details to trade and investment groups, including officials from Semmaris, owner and operator of Rungis Market, during a recent market

sensing and observation mission to France.

“We’re looking forward to consummating any level of partnership with Rungis, or any form of cooperation with them in the agriculture and agrifood business for Clark,” Perez said.

He said the French market with its massive scale and focus on fresh produce offers valuable insights for the development of Clark’s food hub.

The project feasibility study is on track for completion by year-end through a collaboration between the Public-Private Partnership (PPP) Center and the Asian Development Bank.

A public tender is expected by the first quarter of 2025, with project award targeted in the same year using a design-financebuild-operate-maintain PPP model.

“We are set on modernizing agrologistics, raising the standards of food

safety, and providing better opportunities for the farmers, fishermen and growers through the National Food Hub,” Perez said.

Manila Water posted P3.1-b net income, P8.8-b revenues in Q1

MANILA Water Co. Inc. said Tuesday it posted a P3.1-billion net income in the first quarter of 2024, driven by sustained recovery of customer demand and implementation of tariff adjustments in both its east zone concession and other businesses.

Consolidated revenues increased 19 percent to P8.8 billion, as billed volume growth was led by recovery of the east zone’s commercial and industrial accounts and supported by the 15-percent increase in revenues from Manila Water’s non east zone business.

Mania Water said lower direct costs for the period helped keep overall cost levels steady.

Manila Water president and chief executive Jocot de Dios sees the stability regained by the business as a solid foundation for sustained recovery and growth.

“We see the successful implementation of our approved tariff adjustments in the East Zone and several of our operations in the country as a clear sign of stability and recovery for our sector. These developments enable us to execute our projects aimed at improving service quality, providing reliable water supply, and expanding our network coverage to more communities,” he said.

Consolidated earnings before interest, taxes, depreciation and amortization (EBITDA) went up 29 percent to P6.2 billion, while EBITDA margin climbed 5 percentage points from last year to 70 percent.

PHILRECA wants Napocor to build power plants for ancillary services

THE Philippine Rural Electric Cooperatives Association (PHILRECA) is pushing for an amendment to the Electric Power Industry Reform Act (EPIRA) of 2001 allowing National Power Corp. to construct power plants for ancillary reserve services.

PHILRECA, in a position paper submitted to the Senate during the hearing on the recent red and yellow alerts, called for an amendment to Section 47 of the Republic Act No. 9136 or the EPIRA law.

“NPC must be authorized to construct and operate power plants for ancillary services as a form of remedy for the yellow and red alerts. The participation of the government in this matter shall not be only reactive but essentially proactive since the private sector cannot be entrusted alone with power reliability since their nature and character

is central to profit and capital accumulation,” PHILRECA executive director Janeene DepayColingan said.

Section 47 states that NPC may generate and sell electricity only from the undisposed generating assets and independent power producer contracts of the Power Sector Assets and Liabilities Management Corp. and shall not incur new obligations to purchase power through bilateral contracts with generation companies or other suppliers.

“Allowing NPC to construct and operate generation facilities will not only ensure power supply reliability and security but also provide an alternative source that is not cost-extensive to MCOs [member-consumers],” she said.

PHILRECA also said the Energy Regulatory Commission approval of the ECs provisional authority to enter emergency power supply agreements should be fast-tracked.

Metro Manila ‘spoofing’ scams on the rise

THE Philippine Chamber of Telecommunications Operators (PCTO) on Tuesday warned mobile phone users about a surge in “spoofing” scams particularly in Metro Manila.

Spoofing is a technique where fraudsters impersonate SMS channels to deceive recipients. The practice has seen a marked rise, especially in Metro Manila, with the strict implementation of SIM registration last year to combat SMS fraud.

ILOILO CITY—The pertussis outbreak in this city is 80 percent controlled, and the city health office is considering lifting the state of calamity declared due to the disease by the end of the month.

DAVAO CITY—The Davao City Transport and Traffic Management Office (CTTMO) on Tuesday reminded drivers of taxis, public utility jeepneys (PUJs), and motorized tricycles for hire (MTHs) to always carry their genuine CTTMO-issued Public Utility Vehicle Identification (PUV ID) card with them.

The reminder came after two suspects were apprehended in an entrapment operation last week for illegally printing PUJ ID cards.

In an interview, CTTMO chief Di-

onisio cited the city’s Comprehensive Transport and Traffic Code to emphasize the importance of the PUV ID to drivers.

Based on the ordinance, he said, PUV drivers must have a CTTMOissued PUV ID with a franchise before plying the city’s roads and highways. The ID should also be displayed, so passengers can easily see it inside the vehicle.

“Before they can acquire the PUV ID, drivers need to undergo a seminar on road safety, traffic rules, and regula-

tions, among others, to practice awareness and discipline on the streets,” Abude said.

The PUV ID has a quick response (QR) code feature that passengers may scan. Once scanned, passengers are redirected to the CTTMO’s database, which contains the driver’s information, including his picture, name, and other details.

Abude warned PUV drivers that possessing fake PUV IDs is prohibited and subject to filing a criminal case for violating the Revised Penal Code.

Humans of the Philippines

comes in many forms and ways. Sometimes you find inspiration from inanimate ordinary objects that you look at. At random times, you would find one while connecting with nature. Some people look for beauty in the ordinary, while others get inspired by the ugliness of things.

In my case, I always find inspiration from another person’s story. There is something about listening to stories told by friends or strangers. Random encounters while walking around the city or traveling to another place make a good conversation. Inspiration comes from everywhere and anywhere. It can happen when you least expect it. You just need to be open to it.

The pilot episode, which aired last May 3, features Shane Lumanog, an independent singer-songwriter prominent for crafting music in the Kapampangan language. She hails from a family of guitar makers.

Her musical journey sparked at age 4 with a ukulele, and evolved into guitar playing at age 10, driving her to create songs in her native tongue. Shane, alongside her sister Shena, crafts Kapampangan pop hits, aiming for mainstream recognition.

Speaking for inspiring people, one can learn and get inspired from the life and works of Gawad CCP Para sa Sining 2024 recipients.

The award is the highest honor from the CCP given to artists and groups across various disciplines for their outstanding contributions or distinct styles enriching their art forms. It also recognizes those who have positively impacted their region’s culture or enhanced Philippine culture through various means.

The Tanging Parangal ng CCP is a special award honoring exceptional contributions to the arts and cultural activities in the country from individuals or organizations in the government or private sector.

Category A awardees include Generoso “Gener” Caringal, Jose Iñigo Homer “Joey” Ayala, Maria Lea Carmen Salonga, Jose Lacaba Jr, Miguel “Mike” De Leon, and the late Mario O’Hara

They are honored for their significant contributions to Philippine dance, music, literature, and film, respectively. Julie Lluch and Gino Gonzales are recognized for their innovative approaches to art and fashion.

In Category B, the Loboc Children’s Choir is celebrated for their performances preserving and promoting Bohol’s heritage.

Category C recipient Marilyn Gamboa is acknowledged for her role in sustaining cultural institutions and programs in Negros Occidental.

Posthumous recipients of the Tanging Parangal ng CCP are Senator Edgardo J. Angara and Zenaida “Nedy” R. Tantoco, recognized for their exceptional support and advocacy for Philippine arts and culture.

The awarding ceremony is scheduled for Sept. 20, 7:00 p.m., at the Samsung Performing Arts Theater.

Ayala Museum celebrates history, heritage in education with free admission day

A CELEBRATION of the rich artistic and cultural heritage of pre-colonial Philippines and special learning activities on art and history for all ages await guests and enthusiasts on May 19, Sunday, as Ayala Museum opens to the public for free.

Joining museums worldwide for the annual International Museum Day, Ayala Museum will open its doors once again for everyone to view its fascinating collections and exhibitions. For this edition of the IMD free admission day, the museum is gearing up with special activities in line with the theme “Museums for Education and Research.”

This includes a special guided tour of the museum’s permanent Gold of Ancestors exhibition which will be enhanced in time for International Museum Day. Crafts collective Googley Gooeys will also join the event for a hands-on activity. A dedicated area will also show educational videos produced by Ayala Museum on its precolonial collections.

“We are keenly aware of the role that Ayala Museum plays in the cultural education of those who visit us. We have kids and teens coming through school trips who solidify their understanding of what it means to be Filipino when they see our exhibitions,” said Mariles Gustilo , Senior Director of Ayala Museum.

“We also have post-graduate academics who come and produce new knowledge by researching the objects in our collection. The free admission day that is going to happen on May 19 is our

way of saying to the general public to join in this endeavor of learning more about our rich culture and history that is at the heart of who we are as an institution,” added Gustilo.

Ayala Museum is managed by Ayala Foundation under its Arts and Culture Division.

As part of its mission to democratize access to the arts and culture, Ayala Museum regularly mounts events such as free admission days.

Aside from the special activities, all regular exhibitions, including the Diorama Experience of Philippine History, and the new Unraveling the AIA Philippines Art Collection, will be accessible to all museum goers. The Filipinas Heritage Library at the 6/F of the Ayala Museum building will also be open for guests to visit.

Pre-booking of slots is required to visit Ayala Museum for free on May 19. Slots will be offered on a first-come, firstserved basis. Follow Ayala Museum’s social media pages for the announcement of the date and mechanics of registration.
