DUBAI’S major international airport diverted scores of incoming flights on Tuesday as heavy rains lashed the United Arab Emirates, causing widespread flooding around the desert country.

The world’s busiest air hub for international passengers confirmed a halt to arrivals at 7:26 p.m. (1526 GMT) before announcing a “gradual resumption” more than two hours later.

Earlier the airport, which had been expecting more than 100 flight arrivals on Tuesday evening, took the equally unusual step of briefly halting its operations in the chaos caused by the storm.

Dubai, the Middle East’s financial centre, has been paralysed by the torrential rain that caused floods across the UAE and Bahrain, and left 18 dead in Oman on Sunday and Monday.

Dubai airport operations were suspended for 25 minutes in the afternoon before resuming. Unconfirmed images on social media showed planes taxiing across an apron flooded with standing water.

Departure flights remained in operation during the evening but were plagued with delays and cancellations. Access roads to the airport were also badly flooded.

Similar scenes were repeated across Dubai and elsewhere in the UAE as the oil-rich Gulf state, better known for its arid climate and intense summer heat, reeled from the storm.

Both Oman and the UAE, which hosted last year’s COP28 UN climate talks, have previously warned that global warming is likely to lead to more flooding.

“It is highly likely that the deadly and destructive rain in Oman and Dubai was made heavier by humancaused climate change,” said Otto, of the Grantham Institute for Climate Change at Imperial College London.

Flagship shopping centers Dubai Mall and Mall of the Emirates both suffered flooding and water was ankle-deep in at least one Dubai Metro station, according to images posted on social media.

Some roads collapsed, residential communities were hit by heavy flooding and many householders reported leaks from roofs, doors and windows. Schools were shut across the UAE and were expected to remain closed on Wednesday, when further storms are forecast. Dubai’s government also extended remote working for its employees into Wednesday.

Some inland areas of the UAE recorded more than 80 millimeters (3.2 inches) of rain over 24 hours to 8:00 am, approaching the annual average of about 100mm.

The National Center for Meteorology “urged residents to take all the precautions... and to stay away from areas of flooding and water accumulation” in a post on X, formerly Twitter.

The Asian Champions League football semi-final between the UAE’s Al Ain and Saudi side Al Hilal, due to be hosted in Al Ain, was postponed for 24 hours because of the weather.

Bahrain, to the UAE’s north-west, was also hit by heavy rain and flooding after being pummelled by thunder and lightning overnight.

A CEBUANO vlogger, Boy Tapang, apologized for making a kite out of P1,000 banknotes worth P1 million.

“Ginawa ko lang yung content na saranggola kasi po ay for entertainment purposes only,” Boy Tapang said in a recent post.

The original vlog, which was uploaded earlier this month and has since been taken down from his Facebook page, prompted a visit by members of the Payments and Currency Investigation Group of the Bangko Sentral ng Pilipinas.

The Visayas Grid, on the other hand, is at 2,742 megawatts while having a peak demand 2,440 megawatts. NGCP reported that 12 power plants are on “forced outage,” while five other plants are running on “derated capacities.” A total of 676.5 megawatts are unavailable to the grid.

A red alert means the power supply is too low for demand, while yellow alert means the operating margin is too low for contingency.

In light of the red and yellow alerts status, Senator Sherwin Gatchalian, co-chair of the Senate Committee on Energy, said Tuesday’s red alert status in the Luzon grid and the yellow alert in the Visayas grid “are unacceptable and alarming.”

Solon wants additional benefits for solo parents

AS the nation marks Solo Parents Week, a party-list member of the House of Representatives urged local government units (LGUs) to step up the implementation of additional benefits for single mothers and fathers, especially the grant of the P1,000 monthly subsidy to those earning minimum wage or below.

Rep. Brian Raymund Yamsuan of the Bicol Saro party-list group also reminded the LGUs to set up solo parents’ offices or divisions in their respective localities as provided for under Republic Act 11861 or the Expanded Solo Parents Welfare Act.

“Our LGUs play a key role in effectively implementing the law granting additional benefits to solo parents who every day bravely face the tough challenge of raising kids on their own. They deserve to know and feel that the government is behind them as they work hard to ensure a bright future for their children,” said Yamsuan, a former assistant secretary of the Department of the Interior and Local Government.

SENATOR Jinggoy Ejercito Estrada seeks an investigation into the March 17 ambush of four Army soldiers in Datu Hoffer, Maguindanao del Sur. Estrada, chairman of the Senate Committee on National Defense and Security, cited the need to assess the peace and security situation in the southern region of the country. He said the ambush occurred despite immense government resources being put into comprehensive peace efforts and addressing the root causes of insurgency and violent extremism over the years through a whole-of-nation approach, adding that the scourge threatening security and stability in the area remained.

PH, US Cope Thunder shifts to ground session

THE joint aviation exercise between the Philippines and the United States air forces dubbed Cope Thunder PH 24-1 at the Basa Air Base in Floridablanca, Pampanga shifted on Monday to the less strenuous Subject Matter Expert exchange (SMEE).

This phase of the drill involved insights on aircraft maintenance, supply, and logistics management.

The Philippines and US airmen exchanged best practices on maintaining open communication with suppliers, enhancing the Logistics Information System (LIS) for better spare parts sustainability and storage, and emphasizing the importance of an engine test cell in maintenance facilities.

The SMEE was spearheaded by the 35th Logistics Readiness Squadron (LRS) of the United States Air Force.

This collaboration underscores the ongoing commitment of the Philippine Air Force to continuous improvement and excellence in aviation operations.

DOJ belies charges on bribing, coaxing witnesses vs. Teves

THE Department of Justice (DOJ) on Wednesday belied charges that it was influencing witnesses to testify against expelled Negros Oriental Rep. Arnolfo Teves Jr. over his alleged involvement in the March 4, 2023 murder of Gov. Roel Degamo and nine other people.

DOJ Assistant Secretary Jose Dominic Clavano debunked the accusations made by Teves counsel Ferdinand Topacio that Justice Secretary Jesus Crispin Remulla has been “tampering” with two arrested conspirators in the case in the absence of legal counsels “in order to pollute them by either intimidating or coercing them to testify against Rep. Teves, and/or offering them substantial sums to do so.”

“I can confirm that this statement is completely misleading,” Clavano asserted.

“The evidence is strong and we just want to finally be able to present it in court and have the court decide on the guilt of the perpetrator,” he stressed.

“This case is more than just a case of multiple murder, it is a massacre of a sitting governor. It is a massacre of innocent bystanders,” he noted. Clavano renewed his call for Teves to return to the Philippines and face the charges against him over the massacre that took place in Pamplona, Negros Oriental.

“The people don’t need this kind of roundabout. He should face the case, face the court,” Clavano said.

DILG chief vows to continue supporting Basilan’s peace, dev’t

SECRETARY Benjamin Abalos Jr. of the Department of the Interior and Local Government (DILG) on Sunday vowed to continue supporting Basilan province in its struggle for peace and development.

Abalos was in Sumisip, Basilan over the weekend to join the residents in celebrating the gains of peace on their 50th anniversary and the “Kalasig-Lasigan” Festival.

During the event, around 300 former Abu Sayyaf members who had returned to the fold of the law were presented to Abalos by Gov. Hadjiman Hataman Salliman and Sumisip Mayor Jul-Adnan Hataman.

“You have already implemented the government programs and the full development of Basilan will follow, especially in the (town of) Sumisip. That is important and I will help you,” Abalos said.

Japan was the leading source of FDI for the month, accounting for 69 percent of the total, followed by the United States at 19 percent.

“This is no coincidence because the President met with Japanese Prime Minister Fumio Kishida and other ASEAN leaders in Tokyo last December,” Reyes noted.

“With this in mind, the President’s critics should put all doubt to rest and admit that his international engage-

ments are indeed, vital to support the country’s development agenda,” he added.

Earlier this month, President Marcos flew to Washington, D.C. for a trilateral summit with United States President Joe Biden and Kishida. The meeting was the first ever of its kind between the three countries.

Velayo named OIC following dismissal of BFAR director

FOLLOWING the dismissal of Bureau of Fisheries and Aquatic Resources director Demosthenes Escoto, the Department of Agriculture announced the appointment of Isidro Velayo Jr. as BFAR officer-in-charge (OIC) effective yesterday.

“OIC Isidro Velayo is a career professional and respected official of BFAR. My marching order to him is to ensure that operations of the agency will not be affected by this legal development,” Agriculture Secretary Francisco Tiu Laurel Jr. said.

Velayo previously served as BFAR’s Assistant Director for Technical Services.

The Ombudsman dismissed Escoto on charges of grave misconduct after an investigation revealed alleged irregularities in BFAR’s procurement of communication equipment in 2018. While Escoto was found guilty of graft, he can still appeal the decision through a motion for reconsideration or by taking the case directly to the Court of Appeals.

Velayo previously served as the national coordinator for BFAR’s seaweed program and held the position of regional director for the Zamboanga Peninsula.

RMMDA starts penalizing light vehicles on nat’l roads

THE Metropolitan Manila Development Authority has started penalizing electric vehicles, namely e-bikes and e-trikes, as well as other light vehicles caught passing through national roads in the capital region.

As of Wednesday noon, at least 87 violators were apprehended and given citation tickets by MMDA traffic enforcers. Of the figure, 50 were tricycles, 18 were e-trikes, 15 were e-bikes, and four were pedicabs. The agency also impounded 19 of those caught violating the regulation. First-time violators were slapped with a P2,500 fine. If the driver is not registered and/ or does not show a license, the unit is confiscated and impounded. MMDA chairman Don Artes said

the policy is not new because the Department of the Interior and Local Government previously issued a memorandum banning these types of vehicles on the main roads.

Rogelia Bulan Rubio, 79

OGELIA Bulan Rubio, mother of Manila Standard layout artist supervisor Vickie Rubio Ayeng, passed away on April 14. She was 79. She died at the Amang Rodriguez Memorial Medical Center in Marikina City from septic shock, complicated by urinary tract infection and cecal adenocarcinoma.

A native of Pontevedra town in Capiz, rich in land and agricultural resources including cultured aquaproducts, she was a doting sister to her nine siblings. She was born on Aug. 2, 1944, more than two months before Gen. Douglas MacArthur and his Liberation troops landed in October in Palo, Leyte for the liberation of the Philippines from Japan’s Occupation Forces.

Fondly called Nanay Roging, she is survived by her husband Rodolfo R. Rubio and four children: Filse R. Infante, Maria Victoria R. Ayeng, Andrew B. Rubio and Rhodora Rubio, and her sons-in-law Edgar Infante and Henry Ayeng as well as daughter-in-law Melanie Rubio. She also left behind 10 grandchildren Jairus, Twila, Micah, Bless, Elijah, JM, Joseph, Jireh, Yana, Naomi and two great grandchildren Wayne and Iyah.

Viewing for Nanay Roging’s remains will start today, April 18 in Room 306 of the St. Peter Chapels, Quezon Avenue, Quezon City.

THE QBE Green SanQtuary Park is ready to welcome nature lovers and guests after its inauguration on April 16 at the La Mesa Watershed in Quezon City. QBE officials from Australia, MTFI President and Executive Director Melandrew Velasco and MWSS Administrator Leonor Cleofas led the inaugural rites. Velasco and Cleofas both cited QBE for its pursuit of a long-term sustainability program for the La Mesa watershed in support of the Annual Million Trees Challenge, an initiative of the MWSS. The QBE Green SanQtuary Park is the maiden collaboration program between QBE of Australia and the Million Trees Foundation, Inc. in support of environment protection projects of MTFI, according to Velasco.

QBE’s Group Shared Services Center operates the park at a 1,600 sq. meter- lot that is within the MTFI project assigned by the MWSS. The park broke ground on March 11, 2024, with the QBE Foundation initially contributing P3.7 million to support the different environment protection projects of MTFI.

CAAP to finish Davao airport runway in May

The Civil Aviation Authority of the Philippines hopes to complete the runway renovation at Davao International Airport (DIA) before the end of next month.

The airport has implemented a four-hour runway closure to facilitate the rehabilitation from 12 midnight to 4 a.m. This has been reduced from the original six-hour duration to minimize the impact on airline operations.

Approximately 1,200 square meters need repair, involving the removal of 2-inch thick damaged asphalt pavement, application of emulsified asphalt tack coat, laying of hot bituminous asphalt mixture, and repainting of existing runway markings. The rehabilitation has already achieved 36.67 percent of work completion.

“We are expediting the completion of the project. We ask for understanding from affected passengers because the runway really needs to be repaired, and we cannot afford to risk damaging it, which could pose safety concerns,” said

“We are serious in our drive against illegal aliens, hence we bring our people closer to the communities to get on the ground information about foreigners who are not complying with immigration laws,” he said.

Tansingco said they welcome reports against illegal aliens and foreign sexual predators that might be hiding in far-flung provinces.

Why can’t they just talk?

AMID the welter of exchanges on the so-called “gentleman’s agreement” by claimants to being proxies with political and foreign policy “experts,” one wonders: why cannot the President, 10 years or so younger than his predecessor, not just pick up the phone and initiate talks with the former president, to clarify the matter once and for all?

The former president explained he gave up no territory, and instead used the term “status quo” to describe his meeting of the mind with China’s President Xi Jinping. The President can ask his predecessor to explain the parameters of that “status quo,” instead of being publicly “horrified,” and without knowing the full picture, says since it was verbal, it does not bind him, and that he is rescinding the “agreement.” Meanwhile, commentators on the sidelines, along with their usual resource persons, have characterized the former president’s move during his incumbency as “treasonous,” and even chided the incumbent vice-president for saying she has “no comment” on the tense WPS situation.

But she does not have to comment, says the President, as foreign policy is his domain, being the “architect” of it, as our Constitution states.

A former spokesman prattles about the “secret” agreement, and is immediately denied by yet another former spokesman, who charges the former’s assertions as merely in aid of publicity.

The former president went to Malacanang to apprise his successor on what transpired during his July 2023 meeting with Xi at the Diaoyutai Guest House in Beijing, where he supposedly asked the Chinese leader to “look kindly” upon the Philippines.

Whatever other details were intimated to the President need not be shared with the public.

Since lines of communication were opened makes us all wonder why the President cannot just call his predecessor to another tete-a-tete in the palace.

That harsh words were made by the former president in a rally in Davao last January should not prevent a simple phone call and an invitation.

The President is not known to be imperious, and a call to his predecessor should not violate the protocols of his office, unless hubris now dictates otherwise.

In which case, woe unto us all, because the whole world, especially the foreign business community will read the harsh political situation as an “unstable” environment which could put their investment ventures at risk.

The same goes for the local businessmen, who fear an aggravation of political risk on top of tensions with neighboring China.

Note that China is our largest trading partner, and while they could always cut

the volume of imports from us, we are highly reliant on our exports to them, from mineral ores to fruits and low value-added semi-conductor items.

Imagine if the authoritarian state clamps down on such imports from our wobbly economy? Would it be so easy for us to find alternative markets in these times of recession and high logistics cost?

Our trade officials announced last year that after the President’s state visit to China, there will be a flood of durian fruit imports from us.

Two weeks ago, the Chinese rejected so many tons of our durian fruit exports supposedly due to “cadmium contamination.”

Again, I repeat my question about why the President cannot just talk things over with the former president, and this time ask why we cannot deal bilaterally with our big neighbor to our northwest, and come up with mutually acceptable terms of agreement on issues from our fishing rights to possible joint exploration of whatever resources lie beneath the reefs and seas of the disputed waters.

Given all this, why can’t we parley with each other and seriously pursue temporary compromises without each other losing face, nor losing claims?

For half a century now, we have kept quiet on Sabah, after the President’s father failed to retrieve that valuable piece of land over which our historic claim by way of transfer from the Sultanate of Sulu is quite valid.

But with a powerful China, which has not invaded us any time before, and with whom we have shared a long history of friendly trade, we call on “big brother” and its proxies.

Designated Philippine National Literature Month, April is when the nation honors its literary luminaries, reflects on its cultural identity, and promotes the importance of literature in society.

It is no coincidence that quite a few literary events are being held this month, among them the National Book Development Board’s Philippine Book Festival (April 25 to 28 at the World Trade Center Manila), the recent Kanto Kultura: Baraptasan (April 6) of the Cultural Center of the Philippines that honored the 100th staging of the balagtasan verse-debate form, and various events of the National Commission for Culture and the Arts, Komisyon sa Wikang Filipino, and other government agencies and public and private universities.

The presidential order did not stop there. In what’s clearly a deterrent against power-tripping on the road, the President also reduced the list of the government VIPs who are entitled to special license plates.

In restricting the use of sirens, or wangwang, in street lingo, the president followed the example the late former president Benigno Aquino III whose inaugural address in 2010 slammed the unwarranted use of sirens as a symbol of government abuse or entitlement that his incoming presidency intended to curb.

Developing the provinces to discourage people from migrating to the NCR has been recognized since the days of the Metro Manila Commission in the 1980s.

There was the Balik Probinsya program initiated by the government which failed.

We also keep on hearing about the need to develop an efficient public transport system to discourage the use of private cars and building more roads and bridges.

These are well and good but these are all generational solutions which will take many years to realize. The public wants an immediate relief to improve traffic flow in the NCR in a very much shorter time frame in, say, one to two years, and not have to wait

What is important to point out here is that no issue is too small or too trivial for the Chief Executive, as the highest elective public official, to address, especially if it would mean a diminution of the trust and confidence of the people in their government. ‘Wangwang’ abuse is not part of good governance, and it must stop.

For instance, would our promised land be like Singapore or perhaps some capital cities in Europe like London or Paris? Would we be satisfied with a more modest objective of improving travel time in the NCR by 15 to 20 percent and make road utilization more efficient also by that number?

If we choose the latter, this would make better sense because it is very doable if we have the discipline and the competent officials to do it.

PBBM in his exhortations talked about discipline and what he said is true.

Lack of driver discipline alone contributes from 10 to 15 percent to the traffic congestion in the NCR which is significant.

Philippine National Literature Month came about in 2015 after President Benigno S. Aquino III signed

and disciplined driving public could easily improve traffic flow by that much in no time at all if a program can be planned and executed efficiently.

Problem is, almost everyone seems to think he or she is entitled.

The Bus way situation along EDSA is a good illustration of the way many motorists behave. Yet, we wonder why our traffic situation is so bad.

We should, therefore, concentrate our objectives only on areas that will improve traffic flow.

Putting up a state of the art traffic operation center in the NCR saturated with traffic CCTVs in critical areas should be a good start. Doing an honest-to-goodness road survey for the purpose of reclaiming roads and sidewalks that have been lost to informal settlers or used for other purposes is another. Doing minor engineering road projects to improve road utilization would also help a lot.

EDSA can actually still be improved and made more efficient.

Organizing a professional traffic enforcement force can also do wonders especially if this is done in conjunction with a sustained traffic education program.

But we apparently don’t think these steps are important.

Before dreaming to become like Singapore, let us first work hard to ensure the professionalization of the organization that is handling traffic management by choosing competent officials and then provide all the necessary support to accomplish its given mandate.

All talk without the necessary budgetary support won’t get anything done.

US says new sanctions on Iran coming soon after weekend hit

WASHINGTON, DC – The United States said Tuesday (Wednesday in Manila) it would soon impose new sanctions on Iran’s missile and drone program after its weekend attack on Israel, and that it expects its allies and partners to follow with parallel measures.

US National Security Advisor Jake Sullivan’s announcement came after Treasury Secretary Janet Yellen indicated punitive measures were in the works, and European Union foreign policy chief Josep Borrell said his office was working on it.

Iran sent more than 300 missiles, drones and rockets at Israel over the weekend, in what it said was retaliation for a deadly strike on Tehran’s consulate in Damascus. Nearly all of the projectiles were intercepted, and there was little damage.

Jailed Myanmar leader Suu Kyi to house arrest

YANGON – Jailed Myanmar democracy leader Aung San Suu Kyi has been moved from prison to house arrest, a military official said Wednesday, as the junta announced a heatwave had prompted measures to protect inmates.

The 78-year-old Nobel laureate is serving a 27-year sentence for a host of criminal convictions ranging from corruption to breaching COVID-19 rules. Suu Kyi has largely been hidden from view since the military detained her as they seized power in a 2021 coup, and she has reportedly suffered health problems.

A military official, speaking on condition of anonymity because he is not authorized to speak to the media, said Suu Kyi and former president Win Myint had been moved from prison to house arrest.

Junta spokesman Zaw Min Tun said that a spell of hot weather had prompted authorities to take measures to protect vulnerable detainees.

“Not only Daw Aung San Suu Kyi and U Win Myint but also some old prisoners were given necessary care because of very hot weather,” Zaw Min Tun told AFP.

The temperature in capital Naypyidaw, where Suu Kyi is believed to be in custody in a specially constructed compound, is expected to hit 41 C (105.8 F) on Wednesday, with even hotter weather forecast for the coming week.

The junta also announced on Wednesday that 3,300 prisoners would be freed as part of a regular amnesty to mark the country’s new year festival.

China says ‘lot of work to be done’ still for Ukraine peace

BEIJING – China said Wednesday “a lot of work” would need to be done before a planned peace conference on the Ukraine war in Switzerland could take place, but did not say whether it would attend the meeting.

China and Russia have ramped up economic cooperation and diplomatic contacts in recent years, with their strategic partnership only growing closer since the invasion of Ukraine.

And while China says it is a neutral party in the Ukraine conflict and has even sought to play a mediator role in the conflict, it has been criticised for refusing to condemn Moscow’s offensive.

With the war well into its third year, the Swiss government last week announced that it would host a high-level peace conference for Ukraine in midJune, but that Russia would not attend.

Following talks with President Xi Jinping in Beijing Tuesday, German Chancellor Olaf Scholz said that the Chinese leader and he had agreed to “coordinate intensively and positively” on promoting that conference.

Ukrainian President Volodymyr Zelensky welcomed the statement, saying that China could help deliver a “just peace” for his country.

But China on Wednesday demurred from specifically confirming it would attend that meeting, saying Xi supported a conference “recognized by Russia and Ukraine” and that “there is still a lot of work to be done” before it takes place. AFP

UNITED NATIONS, New York – The United Nations Security Council will vote Thursday (Friday in Manila) on the Palestinians’ application to become a full UN member state, several diplomatic

sources have told AFP.

Amid Israel’s military offensive in Gaza, the Palestinians in early April revived a membership application first made to the world body in 2011, though the veto-wielding United States has repeatedly expressed opposition to the proposal.

The General Assembly can admit a new member state with a two-thirds majority vote, but only after the Security Council gives its recommendation.

US, China defense chiefs hold 1st talks in nearly 18 months to check tensions

WASHINGTON, DC – US Defense

Secretary Lloyd Austin spoke with his Chinese counterpart Dong Jun via video teleconference Tuesday, in the first substantive talks between the superpowers’ defense chiefs in nearly 18 months.

The United States has been working to strengthen defense cooperation with its allies in the Asia-Pacific region to counter China’s growing influence but also wants to maintain lines of communication with Beijing to prevent tensions from spiraling out of control.

“The two officials discussed USPRC defense relations and regional and global security issues,” the Pentagon said in a statement, referring to the People’s Republic of China.

“Secretary Austin emphasized the importance of continuing to open lines of military-to-military communication between the United States and the

PRC” following talks between the two sides in recent months, the statement said.

Austin also “reiterated that the United States will continue to fly, sail, and operate -- safely and responsibly -- wherever international law allows,” and “underscored the importance of respect for high seas freedom of navigation guaranteed under international law, especially in the South China Sea.”

Beijing, in turn, said Dong had used the talks to call for greater “trust” between the two powers.

“China and the United States should... take peace as the most precious, stability as the most important,” Dong told Austin, according to a Beijing readout.

Regional bloc the Arab Group issued a statement Tuesday affirming its “unwavering support” for the Palestinians’ application.

“Membership in the United Nations is a crucial step in the right direction towards a just and lasting resolution of the Palestinian question in line with international law and relevant UN resolutions,” the statement said.

Algeria, a non-permanent Security Council member, has drafted the resolution that “recommends” to the General

Assembly “the State of Palestine be admitted to membership of the United Nations.”

The vote on Thursday will coincide with a Security Council meeting scheduled several weeks ago to discuss the situation in Gaza, which ministers from several Arab countries are expected to attend.

NEW YORK – The judge in Donald Trump’s historic criminal trial on Tuesday (Wednesday in Manila) warned the Republican presidential hopeful against intimidating jurors as seven panelists were chosen with unexpected speed following questioning by both sides.

There had been speculation that jury selection could take weeks in such a high-profile and sensitive case -- the first criminal trial of a former US president, who also is running to return to the White House this November.

But Judge Juan Merchan ended the session saying he was hopeful opening arguments could begin as early as Monday. After a preliminary phase in Trump’s trial in which prospective jurors could opt out if they felt unable to be impartial

or had extenuating circumstances, defense attorneys and prosecutors began questioning the candidates in depth.

Twelve jurors in total are needed, and six alternates will also be chosen.

For Trump to be convicted of his alleged fraud in a scheme to cover up an embarrassing alleged extramarital encounter with a porn star, the jury must render a unanimous verdict. Even one dissenting voice would see him walk free.

Merchan cautioned Trump at one point that his muttering was audible to one juror who faced scrutiny over social media posts.

Wearing trendy black-framed glasses, Shapovalova spoke about the mounting Russian attacks on the city with fatalism and defiance. “You have to accept that if you stand

“But we basically live as full a life as in London,” she added, house music pumping in the background. Russian forces, just 40 kilometers away, have bombarded the northeastern city almost daily for the past two years.

to keep it alive as a sign of resistance against Moscow.

The struggle to maintain a semblance of normal life demonstrates the motivations and hardships facing Ukrainians living in the shadow of Russian weapons. Last month a Russian strike caused a complete power outage in the city and there have been more since.

Shapovalova and her friend Polina Kaganovska took advantage of the cafe’s power before the city’s 11:00 pm curfew.

“My friends and I try to get out of the house as much as possible because most of the time we have no light and no electricity,” said 23-year-old Kaganovska. She said places like the cafe, equipped with generators, were vital. AFP

reiterates promotion of safe sports

THE Philippine Sports Commission will be hosting a Safe Sport Workshop for National Sports Associations on April 19 and 20, 2024.

This is an initiative of Commissioner Olivia “Bong” Coo, PSC’s oversight for coaches and athletes welfare.

The workshop aims to support the IOC’s mission: “to place athletes at the heart of the Olympic Movement, wherein the IOC has been committed to developing programmes and initiatives to ensure that every athlete can train and compete in a safe sporting environment – one that is fair, equitable and free from all forms of harassment and abuse (Safe Sport, n.d.)[1].”

Invites have been sent out to all the National Sports Associations, including the sports under the Philippine Paralympic Committee, to send a member of their board of trustees or official, a coach, and an athlete to participate in the Safe Sport Workshop. About 40 NSAs have registered to date.

This project would provide guidance to NSAs to start their journey in developing their safeguarding system. Through PSC’s collaboration with the NSAs, risks to safety and potential harm and abuse will be reduced, and responding to concerns will be more effective and efficient, for the benefit of the Philippine sports communities.

“It’s about time we took the training and education to another level,” said Coo, “after all, safeguarding is everyone’s business. The PSC recognised and identified the urgent need to educate the sports community on safeguarding and hopefully jumpstart the policy making for each NSA that attends.”

The workshop aims for all the participating NSAs to be aware of and appreciate the importance of the establishment of a safeguarding system within their respective organization, and commit to developing their corresponding safeguarding system within their sport.

Fisher: More NBA opportunities for PH coaches than players

THERE are more opportunities for Filipino coaches to make it to the National Basketball Association than players.

That’s because the world of coaches is smaller, and there are closer ties among them from all over the world.

This is how five-time NBA champion Derek Fisher sees it when he held a Jr. NBA Philippines Coaches Clinic on Wednesday at the NBA Community Court in Reyes Gym, Mandaluyong City.

“I think it’s all about talent as far as players are concerned. But there’s probably more opportunity for coaches to grow,” said Fisher in a huddle with scribes after the clinic, which also saw Norman Black and Jong Uichico in attendance.

The 49-year-old Fisher, who played for the Los Angeles Lakers in five NBA championships, believes that he does not see many Filipino players making it to the NBA in the

coming years.

However, Fisher added, that as the game continues to grow globally, finding players who can make it to the NBA is possible.

“In terms of the coaches, it’s a smaller fraternity. So finding ways to build relationships, that works either in college or in the pros. There are important aspects that coaches can bring,” added Fisher. So far, Kai Sotto, Japeth Aguilar, Ray Parks, and Kiever Ravena were among the players who tried to find ways to suit up for teams in the NBA, but have fallen short.

And there are at least two coaches of Filipino descent who are in the NBA, like Miami Heat coach Erik Spoelstra and Sacramento Kings’ assistant coach Jimmy Alapag.

Quezon rallies past Nueva Ecija in Game 4, bags PSL crown

LUCENA CITY—All series long, Judel Fuentes has become the source of production in offense for the Quezon Titans and in Game 4, he capped his good showing by playing yet another crucial role.

Fuentes provided the spark just when Nueva Ecija was about to pull away and that turned out to be the game changer for the Titans, who completed a come-from-behind 7764 victory and ended the best-offive championship series in the PSL President’s Cup right in front of their hometown crowd at the packed Quezon Convention Center.

The series ended at 3-1 with Quezon winning the last three games.

But the Titans had to grind it out to make sure the series won’t return to a Game 5 to be played on enemy’s ter-

ritory.

With the Titans trailing by 10, 3747, midway the third period, Fuentes completed a four-point play off a foul from Eman Calo and that turned out to be a momentum shifter for Quezon, which willed its way back into the game.

With its offense starting to click, Quezon then turned to its defense, holding Nueva Ecija without a field goal in the next four minutes as Fuentes and Jason Opiso combined forces in a telling 21-3 exchange that enabled the home team to grab a 58-50 lead with still 1:22 left in the third quarter.

Defense set the tone for the Titans, whose offense started to pick up when it mattered the most.

They hit their next four field goals in the fourth period, all coming from

beyond the arc, to finally take away the fight out of the undermanned, but equally determined Nueva Ecija side.

“First time kong manalo ng championship sa professional level,” said Fuentes, whose last title came when he was still playing in college for Centro Escolar University when the team had an unbeaten run in the NCRAA four years ago.

All in all, Quezon hit 14 three-point shots led by Fuentes, who had four.

DE La Salle University secured its spot in the UAAP Season 86 Men’s Volleyball Final Four for a second straight year after booting out Adamson University, 26-24, 25-17, 25-23 at the SMART Araneta Coliseum on Wednesday.

The Green Spikers also kept alive their twice-to-beat hopes by matching National University at second with 9-3 records. “Happy naman. Ito naman siguro ‘yung pinaghahandaan namin after last season. THE robust upturn in the semiconductor industry supported the 15.7-percent growth in the country’s merchandise exports in February to $5.9 billion from $5.1 billion a year earlier, based on preliminary data from the Philippine Statistics Authority (PSA).

The positive momentum continued into the first two months of 2024, with total merchandise exports rising 12.3 percent to $11.8 billion from $10.5 billion in the same period last year.

Electronic products, which constitute nearly 63 percent of the country’s exports, expanded by 26.8 percent $3.4 billion in February 2024, according to the Department of Trade and Industry. This growth was driven by the 31.9-percent increase in semiconductor exports, which reached $2.65 billion.

Global semiconductor sales also saw a significant 16.3-percent increase in February 2024, totaling $46.2 billion. The Semiconductor Industry Association noted this as the largest year-on-year growth since May 2022, projecting a continued market growth throughout the year.

“The robust export performance in February, following the year-onyear increase of 9.1 percent in the previous month, marks a promising start to the year for the Philippine export sector. The electronics sector is evidently recovering, even catching up with the export figures from two years ago,” said DTI Secretary Alfredo Pascual.

Bangko Sentral ng Pilipinas (BSP) Governor Eli Remolona Jr. said the peso moved in line with other emerging market currencies “because of what’s going on in the Middle East.”

“I would say the central scenario would ease in the fourth quarter. If things are worse, then we might be postponed to the first quarter of 2025,” Remolona said in a news briefing. Remolona said the magnitude of the adjustment of the peso was not large enough to affect inflation expectations for now.

FILINVEST REIT Corp., (FILRT) said Wednesday it plans to increase the occupancy rate across its office portfolio while acquiring more properties from the Filinvest Group. FILRT president and chief executive Maricel Brion-Lirio said during the company’s annual stockholders meeting the company planned to increase the occupancy rate of its 17 office buildings by diversifying its tenant mix, attracting tenants who value sustainability and implement stronger retention strategies.

The company ended 2023 with an average occupancy rate of 83 percent across its portfolio, better than the market’s average of 81 percent.

“We are focused on organic growth, particularly increasing the occupancy of the portfolio driven by a deliberate plan to target a more diversified tenant mix and stronger retention strategies,” Lirio said. Lirio said they also planned to expand their asset base with the acquisition of new assets from Filinvest Land Inc. (FLI) and Filinvest Development Corp. as the company’s share price improve.

South Korea took a bold step in 2021 by passing the “Anti-Google Law,” aimed at curbing the monopolistic practices of app store operators like Google and Apple. The law now prohibits these giants from compelling app developers to use their in-app payment systems, signaling a concerted effort to rein in their power.

South Korea’s government last year even threatened millions of dollars in fines, alleging that Google and Apple abused their dominant app market position.

The virtual duopoly of Google and Apple, indeed, looms large, casting a debilitating shadow over regulators.

Recent events in the Philippines highlighted the alarming reality of their unchecked power, as shown by the helplessness of regulatory bodies like the Securities and Exchange Commission (SEC) and the National Telecommunications Commission (NTC) in enforcing bans on unregistered and unlicensed platforms.

The SEC and NTC last month unequivocally banned Binance Holdings Ltd., a cryptocurrency

and drone attack at the weekend, the lack of an immediate response has seen them focus on the US central bank’s monetary policy plans.

A string of hotter-than-expected data on inflation and jobs in the first three months has forced investors to whittle down their bets on how many interest rate cuts the Fed will make this year.

And Powell all but confirmed that borrowing costs will likely have to remain elevated longer than previously hoped.

“The recent data have clearly not given us greater confidence and instead indicate that is likely to take longer than expected to achieve that confidence,” he warned Tuesday in Washington.

This brazen disregard for regulatory authority underscores the alarming extent of Google’s and Apple’s influence―they continue to facilitate access to banned platforms with impunity.

This is not an isolated incident either. Other unregulated and likewise banned apps, such as OctaFX, MiTrade and Etoro, to name a few, continue to thrive on these app stores, despite a months-long ban imposed by our regulators.

Ads for these apps are even being posted on Google and Apple app stores. This is a clear demonstration of the their ability to operate beyond the reach of state authorities, rendering regulatory actions ineffective.

How can Google and Apple blatantly shun our government’s directives? How come nobody is talking about this? Philippine regulators, unlike those in South Korea, are still grasping at straws on how to enforce bans against platforms hosted on the Apple Store and Google Play Store. The inability to effectively regulate these digital behemoths

Compounding the issue is the difficulty in getting in touch with these foreign corporations, as openly admitted by local government agencies. The lack of direct communication further exacerbates the challenges faced by regulatory bodies, leaving them (and ultimately the Filipino people) with limited recourse against tech giants that operate with near impunity.

Philippine regulators and lawmakers must learn the lessons from South Korea and take decisive steps to assert their authority over Apple and Google. Failure to do so risks perpetuating a system where foreign companies dictate the digital landscape, rendering local regulatory efforts futile.

The unchecked power of Google and Apple poses a significant threat to regulators in the Philippines. The recent events surrounding Binance serve as a stark reminder of the urgent need for regulators and lawmakers to assert their authority and ensure accountability from these tech giants.

It’s time to take a stand and demand responsibility to address this persistent issue before it’s too late.

Basic, Renova to develop 50-MW Mabini wind project

LISTED Basic Energy Corp. on Wednesday signed the joint development and shareholder’s agreement (JDSHA) with Japanese renewable energy firm Renova Inc. for the P4.5billion Mabini wind power project in Batangas with an estimated capacity of 50 megawatts.

The agreement cements the strategic alliance between the two companies and heralds a major advance in the development of the Mabini wind power project.

Renova agreed on a 50:50 equity basis with Basic Energy in Mabini Energy Corp., enhancing the collaboration and reinforcing their mutual commitment to fostering a cleaner, brighter future. Renova is a prominent leader in Japan’s burgeoning renewable energy sector.

P5.7-b income following entry of Meralco unit

RENEWABLE energy firm SP New Energy Corp. (SPNEC) booked a net income of P5.7 billion in 2023, a sharp turnaround from net loss of P40.4 million recorded a year ago, driven by a recent acquisition.

SPNEC said in a stock exchange filing Wednesday the acquisition of 100-percent interest in Terra Solar Philippines not only increased the company’s net income but also boosted its P51.2-billion assets as of Dec. 31, 2023, up by 825 percent from P5.8 billion in 2022.

Equity also climbed 730 percent to P42.4 billion from P5.8 billion in 2022.

This marks SPNEC’s first financial report following the entry of Manuel Pangilinan-led Manila Electric Co. (Meralco) in the company.

“The numbers reflect the growth resulting from Meralco’s investment in SPNEC, as it gears up to build the P200 billion Terra Solar project,” SPNEC said. MGen Renewable Energy (MGreen) acquired a 50.5-percent stake in SPNEC in December 2023 for P15.9 billion. It also acquired early this year 2.17 billion shares of SPNEC from Solar Philippines Power Project Holdings Inc. for P2.5 billion.

MGreen is a wholly owned subsidiary of Meralco Powergen Corp., which in turn is a wholly-owned subsidiary of Meralco.

SPNEC’s Terra Solar was referred to as the world’s largest solar project, which is targeted to begin operations by 2026. Terra Solar committed to investing P200 billion to develop 3,500 megawatts (MW) of solar panels and 4,000 megawatt-hours of battery storage in Nueva Ecija and Bulacan.

He said the WRA, scheduled for completion by May 2024, aims to determine the area’s wind resource viability and identify optimal wind turbine generators (WT) for the project.

AGLOBAL report funded by the United States Trade and Development Agency (USTDA) and Tara Climate Foundation identified three high-potential offshore wind (OSW) development zones in the Philippines.

These include areas near Manila Bay, Tayabas Bay in Quezon province and Guimaras Island in Panay. The RMI (founded as Rocky Mountain Institute), in partnership with Southeast Asia Clean Energy Facility (SEACEF), released the report analyzing the three high potential areas to accelerate

OSW development. “Few offshore wind projects are in the development pipeline and expected to be completed by the end of the decade. To build momentum in the market’s first movers, this report studies offshore wind development areas that show promise for the country’s first offshore wind projects

[i.e., operational by 2035] and the country’s next wave of offshore wind development,” it said.

The report said Manila Bay and Tayabas Bay have the potential for near-term (operational by 2035) OSW development, with wind farms using fixed foundation turbines and wind energy service contract (WESC) leases of less than 300 MW.

It said the water surrounding Guimaras province is recommended for near-term development for fixed foundation turbines.

ACEN, Rockefeller Foundation pilot ‘coal to clean’ project

Luzon Thermal Energy Corp. (SLTEC) for the pilot project. BSP assistant governor Arifa Ala said in a news briefing they are in talks with Maybank Philippines Inc., which is interested in opening a dedicated Islamic banking window.

“They have not submitted an application as of today, but we’ve heard information that they may submit it within this month. We’ve been discussing it with them,” she said.

Ala said another foreign bank is looking to set up Islamic banking operations in the country.

“Islamic banking and finance is for all Filipinos, whether Muslims or nonMuslims,” Ala said.

Two Islamic banks are already operating in the county including CARD Bank Inc. and Amanah Islamic Bank. Amanah Islamic Bank, a universal bank that became a subsidiary of Development Bank of the Philippines in 2008, is the first Islamic bank in the country established under Presidential Decree 264. It is “authorized to perform and provide Islamic banking, fi-

nancing and investment services pursuant to R.A. 6848, otherwise known as the Charter of the Al-Amanah Islamic Bank of the Philippines of 1990.”

CARD Bank is a microfinance-oriented rural bank established on Sept. 1, 1997 in San Pablo City, Laguna, with 54 branches and 329 micro-banking offices (MBO) nationwide and serving more than 900,000 clients across the country.

DTI team visits South Korea to streamline export processes

THE Department of Trade and Industry (DTI) said it is working with South Korea to develop digital tools aimed at simplifying the export process for Filipino businesses.

The delegation sought to learn from Korea’s support programs and initiatives as part of the Koreanfunded Origin Management System for the Promotion of FTAs in the Philippines Project.

“We see immense potential in this project to boost Philippine exports by simplifying the exporting process and leveraging FTAs,” said Trade Undersecretary Ceferino Rodolfo who led a business delegation to South Korea to benchmark their support programs for free trade agreements (FTAs).

“We are thankful for the support that the Korean government has extended to the Philippines to support our Philippine exporters ahead of

the entry into force of the Philippines-Korea FTA,” he said. The system will be complemented by an artificial intelligence (AI)-powered tool to help exporters identify the correct harmonized system (HS) codes for their products. These export tools aim to significantly reduce the time and cost associated with complying with FTA and Generalized Systems of Preferences (GSPs) requirements.

Rodolfo said the initiative aligns with the Philippine Export Development Plan (PEDP) 2023-2028, which focuses on strengthening institutions that support export development.

Other local programs supporting Filipino exporters such as the Juan for the World (JFTW) program that provides financial assistance to micro, small, and medium enterprises (MSMEs) for registering trademarks internationally.

BINONDO Bridging faiths: Exploring Binondo’s religious diversity

THE success of Filipino-Chinese individuals in business can also be attributed in part to their religious affiliations.

Binondo hosts several Catholic parishes. The district has strong Catholic influences because it was one of the first areas in Manila where churches were built to convert the Chinese into Christianity. Binondo Church, founded in 1596, is a prime example of this historical influence.

After becoming naturalized as Filipino citizens, many FilipinoChinese individuals adopt Catholicism as their religion, yet they tend to be nominal believers.

Other Christian churches also experienced growth in the area. The United Evangelical Church of the Philippines (UECP) has a large following, while the Christian Gospel Center also has a big congregation.

The largest Buddhist temple in Manila is the Seng Guan Temple on Narra Street in Tondo near Divisoria. Seng Guan is considered the first Buddhist temple in the Philippines and houses a stupa, which holds urns of human ashes, along with meditation rooms and shrines.

It serves as a significant cultural hub for the Chinese Filipino community. Established by Master Xing Yuan from South Putuo Temple in Xiamen, Fujian Province, it is a prominent Chan Buddhist temple in the country.

Despite facing challenges such as a shortage of successors, Buddhism in Binondo remains a vital source of spiritual nourishment, fostering harmony and compassion within the community. SINGER Gigi De Lana and her band, The Gigi Vibes, are having a huge hit tour across North America.

Called Rated Gigi: World Tour, the tour has been selling out shows in the United States and is now doing the same in Canada.

The tour started in Washington on April 5 at the Snoqualmie Casino, then went to Hawaii on April 7 at the Coral Ballroom in Honolulu. Their next stops included Chicago (Copernicus Theatre, April 12), and San Francisco (Fox Theatre Redwood City, April 13).
