THE Department of Energy (DOE) does not expect a spike in domestic fuel prices in the wake of the worsening conflict between Iran and Israel, but continues to monitor developments in the world oil market.

“While the market may initially have reacted, we hope it will normalize,” Energy Secretary Raphael Lotilla said.

Oil companies announced Monday that pump prices will go up by P0.95 per

liter for diesel, P0.85 per liter for kerosene, and P0.40 per liter for gasoline effective 6 a.m. April 16 to reflect the movement of prices in the world market.

The President said he is also open to a possible expansion of the annual “Balikatan” military exercises with the US as part of the deepening cooperation with other countries, in particular Japan.

“Balikatan is traditionally between the Philippines and the US. It is part of our Mutual Defense Treaty that’s why we hold these exercises every year,” he said.

“Now with the inclusion of Japan into some of these exercises that we have been doing not only in Balikatan but also in other exercises, I don’t see any reason why Japan should not be part of

PARIS—French President Emmanuel Macron on Monday praised the diver who embarrassingly crashed into the water in front of the head of state during the inauguration of the Olympic pool, while quipping that he “felt bad for your butt.”

Alexis Jandard, a two-time world championship medallist, became a social media sensation when he fell on the diving board and crashed into the water in front of Macron at the opening early this month of the aquatics centre for the 2024 Paris Olympics.

After the mishap he took to social media to mock his own misfortune and then made clear he was targeting a podium place this summer, winning widespread praise.

On Monday, Jandard made a surprise appearance by video link at the end of Macron’s interview with broadcasters BFMTV and RMC.

“I felt bad for your butt and your lower back, if I may say so,” a smiling Macron told Jandard during their exchange. Jandard, performing a synchro -

nised routine on the 3 metre board with two other divers during the ceremony, lost his footing while jumping, landed painfully on the board on his back and bottom and then splashed into the water.

The French president praised the 26-year-old diver’s ability to laugh at himself and can-do attitude.

“The reaction you had was absolutely perfect,” Macron said.

“To take it with humour and above all to immediately get the ball rolling again by saying, ‘I know how to salvage the indignity, I’m going to go and get the medal’,” Macron said.

A beaming Jandard said that from the point of view of promoting the “wonderful” swimming pool in the aquatics centre, his mission was a “success.” “We’ve succeeded in our mission and now we just have to get on with the job, keep working to show ourselves in a better light”, said Jandard. Chavit doubles reward for traffic enforcers to P200k

FORMER Ilocos Sur Governor Luis Singson doubled his reward to the traffic enforcers who flagged his convoy down for unauthorized use of the EDSA Busway Monday last week.

Singson visited the headquarters of the Metropolitan Manila Development Authority in Pasig City yesterday to turn over the award.

“I said that I will give P100,000 as a reward to those who apprehended us, and since days have passed since it happened, I will make the reward

P200,000,” Singson said.

He also paid the violation tickets issued to his drivers.

“This prize was properly received by the accounting. This cash prize could also be used as a support and improvement to the system of MMDA,” Singson said.

This week’s oil price hike is the fourth consecutive weekly increase for gasoline, and the second weekly price rise for diesel and kerosene.

On April 9, oil companies raised prices per liter of gasoline by P1.10, for diesel by P1.55, and by P1.40 for kerosene.

Civic group assists 1,000 families affected by fire

THE Act Agri-Kaagapay organization assisted at least 1,000 families who were left homeless in a fire that consumed reportedly half of the slum community of Isla Puting Bato in Tondo, Manila, recently. Civic leader Virginia Rodriguez, founder of Act Agri-Kaagapay organization, led the relief operation by distributing clothes, hygiene items, food, and water to the families affected by the fire.

During the relief operation, Rodriguez, known for being a philanthro-

pist, expressed her sincere hope for the safety of every resident as she pledged to continue supporting the victims to the best of her capacity and highlighting her commitment to aiding those in need.

“This record-setting P13.3-b drug haul was concrete proof that the government’s policy of bloodless and preventive-centered campaign against illegal drugs is on the right track,” he said.

Abalos further explained that while the government has been relentless in its fight against illegal drugs, it has trained its guns on preventing the use of banned substances and on rehabilitating drug users, instead of waging a bloody campaign against them and their suppliers.

He also expressed relief that the illegal substance was seized before it reached the hands of illegal drug traders.

“Let’s just imagine if it reached the pushers and was sold on the streets. How many lives of our youth and countrymen will it destroy?” he said, adding that “We have been actively waging a war against drugs through our BIDA Program which focuses more on the prevention side while crafting policies on rehabilitation and law enforcement.”

The previous biggest drug seizure recorded was P11 billion which was seized in Infanta, Quezon in March 2022 resulting in the arrest of at least 10 suspects who were riding in three vans.

Lanao battle leaves

THREE alleged members of terror group Dawlah Islamiyah - Maute were reportedly killed in a shootout with the military in Munai, Lanao del Norte.

The Western Mindanao Command (Westmincom), in a statement on Sunday, identified the fatalities as Nezrin Sandab or Firdaus, Saipal Abubacar or Fariz, and Pabo Zainoden Radia or Musab.

A soldier sustained minor injuries and was taken to a hospital.

On Saturday, troops from the 103rd Infantry Brigade encountered an undetermined number of suspected Maute Group members in Barangay Lindongan, the statement read. The firefight lasted for around 20 minutes.

The troopers retrieved from the encounter site three M14 rifles, 7.62 mm ammunition, and six backpacks. Westmincom chief Lieutenant General William Gonzales commended the troops for the operation.

122 new prosecutors

THE Department of Justice (DOJ) on Monday urged the new 122 state prosecutors to embrace their respective roles, as they “will be among those who will light up this Department.”

The statement came as Justice Secretary Jesus Crispin Remulla through Undersecretary Nicholas Felix Ty administered the oath of office to 98 of the 122 newly-appointed and promoted prosecutors of the DOJ.

“You are not just legal professionals; you are the gatekeepers of criminal justice,” Remulla stressed.

“You hold a critical role in ensuring that the rule of law is upheld, that the rights of individuals are protected and that justice is served without fear or favor,” Remulla said.

The Secretary reminded the new prosecutors about the impact of their works on the lives of individuals, families, and communities.

BI arrests Chinese fugitive at NAIA

BUREAU of Immigration (BI) officers have arrested a Chinese national wanted by authorities in Beijing for trafficking and recruiting Filipino women to illegally work in China.

The foreigner, identified as Tong Jialong, was apprehended at the NAIA terminal as he was about to board an Air Asia flight to Shanghai.

Tong was temporarily held as the Immigration coordinated with Chinese officials about his arrest and forthcoming arrival in Shanghai.

“He was allowed to board a flight bound for China as the BI informed the Chinese police about his impending arrival in Shanghai,” Immigration chief Norman Tansingco said.

Tong was reportedly arrested upon his arrival at the Shanghai.

THE Department of Public Works and Highways (DPWH) has completed the construction of flood control and dike projects in Marinduque and Guimaras, worth more than P84 million.

DPWH Marinduque District Engineer Richard Emmanuel Ragragio identified the completed project in the province as a 366-meter flood-control structure along Mogpog River in Barangay Sumangga.

“The revetment structure built along the critical section of Mogpog River would direct the water flow towards the sea, instead of overflowing and flooding the low-lying barangay during the rainy season,” said Ragragio. The P11.94 project involved the construction of a 765-meter, two-lane concrete road, complete with shoulder, catch basin, and drainage components, allowing better mobility for the residents, especially farmers in the area. Alvarez may face ethics probe due to ‘seditious’ statements

This developed as Camiguin Rep. Jurdin Jesus Romualdo urged the Department of Justice (DOJ) to investigate Alvarez for what he described as “seditious statement,” and file the necessary charges.

Lanao del Norte Rep. Khalid Dimaporo also urged Alvarez to choose his words carefully as his recent statements bordered on conduct unbecoming a member of the House of Representatives.

“I would kindly urge the former Speaker to be cautious with his words and clear on his intent. At face value, his anti-government statements are unbecoming of a member of the House of Representatives and may warrant an ethics case against him,” Dimaporo said.

In a political rally of die-hard Duterte supporters held in Tagum City, Davao del Norte on Sunday, Alvarez called on the AFP to withdraw support for President Marcos Jr. in view of administration policies which he claimed tend to escalate the tensions with China in the West Philippine Sea (WPS).

According to the senator, Quiboloy is a fugitive so that the PNP should no longer hesitate in getting back his guns. Hontiveros also stressed that the PNP should exhaust all efforts to nail Quiboloy since the fugitive televangelist already faces two warrants of arrest.

Asked whether the Department of Justice can indict Alvarez on charges of sedition owing to his recent statements, Dimaporo said the country should not give much importance to the former speaker.

“As for the DOJ, it should be decided on by the Executive. But I don’t feel he should be given importance. Our country has other more pressing matters for the DOJ to attend to than the grumblings of a politician,” Dimaporo said.

Many have expressed views that the statements of Alvarez can be considered seditious.

“The response to the seditious statement should be the immediate filing of a criminal case so that the move to incite people, including the military, to rebel against the government will be nipped in the bud,” Romualdo stressed.

He said the crime of sedition includes a person’s conduct, remarks or speech inciting the public to move against the state or the duly-constituted or elected authority.

“Clearly, what former Speaker Alvarez remarked during a rally in Tagum City falls within the purview of sedition,” he said.

Alvarez is an ally of former president Rodrigo Duterte. For his part, Rep. Johnny Pimentel of Surigao del Sur said Alvarez’s call for the military to withdraw support for President Marcos is tantamount to an act of sedition or rebellion.

Pimentel said Alvarez is stoking the fires of divisiveness at a time when the country needs economic gains in order to address the problems of the nation.

MMDA enrols in PhilHealth’s Konsulta program

THE Metropolitan Manila Development Authority (MMDA) has become the first government non-uniformed agency to be accredited as a Konsulta Package Provider (KPP) in the National Capital Region, partnering with the Philippine Health Insurance Corp. (PhilHealth) to promote social health insurance.

MMDA chairman Romando Artes expressed gratitude for the recognition and for allowing the agency to launch a program benefiting MMDA employees and their dependents.

“We are committed to support and promote the social health insurance and

PhilHealth’s program for the benefit of the Filipino people, particularly in information dissemination,” Artes said.

Under the agreement, MMDA will display PhilHealth information materials in their digital and non-digital advertising platforms to provide timely information on PhilHealth services and healthcare benefits to its members.

Case for Con-Con

WHEN government and its Constitution no longer serve the purpose by which it was established, the Constitution must be amended – through a Constitutional Convention or ConCon.

While Congress is heading to the right direction, Resolution of Both Houses (RBH) 7 still falls short of what must be done.

In March 2023 Congress passed a resolution calling for a Con-Con, but the Senate killed the proposal, allegedly, for fear it would abolish it.

Congress then moved to the spoiled and controversial Peoples Initiative.

Now, for a compromise, both chambers have agreed to a modified Constituent Assembly they called RBH 7, but highly questionable and is not provided for under the Constitution.

In efforts of Congress to amend or change the Constitution, never designed to last more than five years, it has always found itself severely stuck in a rut because this Constitution failed to provide an effective way of changing itself.

The framers of this revolutionary Constitution never saw that the checks and balance they put by creating two houses of Congress to protect people from concentrated power shall be used by the politicians to remain in power.

The reason this Constitution was created is now the same reason it is being removed. Because concentrated power leads to corruption.

I am asking, again, President Marcos, Jr. to call for a Constitutional Convention.

Con-Con would not only address corruption in government, but would also address the political crisis and social injustices.

This can bring all battling factions of society to the table to talk about their issues and concerns and write the best plan that will be acceptable

for everyone to live with, survive and thrive and our nation can escape the corrupt system of government that has ensnared us.

It will allow our people to form a new government that shall protect individual liberties while serving national interest. The framers can create a Constitution that shall truly express the sentiments of the people.

A Con-Con will allow the people to form a new government and create systems more attuned to address the country’s needs and would allow us to redefine the nations goals, priorities and create our desired character as a nation.

It will remove excessive powers of the President, Congress and a centralized system of government that is being abused by corrupt officials to excessively wield authority and stay in power.

It will instead allow the emergence of new leaders and help create a more balanced, stronger and efficient government that assists progress and protects liberties.

It will ensure the voices of the Filipinos from all sectors, regions and provinces would be heard and that they shall be empowered to address problems more promptly and efficiently brought before them by their communities, tribes, barangays, local units and industries.

Through a Con-Con, the framers would have the opportunity to liberate trade and economy among the islands by eliminating bureaucratic red tape, breaking corruption, and liberating systems of land ownership, restrictive trade and economic regulations.

It can break corruption by empowering other regions to have full control of their own resources and by allowing them to freely govern themselves according to what is good for them as a region or a province without the excessive central government systems and controls over their resources, rights and liberties.

We will have the chance to strengthen our judicial system to fight crime and corruption, particularly in upholding transparency, implementing the law and penalizing criminals and corrupt acts more swiftly and justly.

I hope President Marcos will call for a Constitutional Convention – may well be his greatest legacy – as he is in the position to put this together and unite the leaders and our people.

Let us continue our efforts to secure the benefits of freedom for every Filipino through a Con-Con. (The author, former Presidential Anti-Crime Commission chairman, is a Master in National Security Administration.)

Vietnam’s success story

AFTER the Vietnam War, when tourism became significant in Vietnam’s economy and the country opened to the world, my wife and I traveled many times to Ho Chi Minh City, the former Saigon.

On my part, it was more out of curiosity.

On the part of my wife, she loved going to the antique shops buying a little of this and a little of that.

It was a time when the antique dealers had boatloads of European antiques.

I, on the other hand, loved touring especially seeing the well-known Cu Chi tunnels and seeing where the Vietcong used to harass the American troops with guerilla tactics, suddenly disappearing into tunnels fit for the smaller Vietcong, but not fit for the large Americans.

Instead, let us seek a path forward guided by realism, cooperation, and a steadfast commitment to upholding the principles of peace and stability in one of the world’s most contested regions.

Johnson says will offer aid bill this week

Speaker Mike Johnson said Sunday (Monday in Manila) he aims to advance war-time aid to Israel this week following Iran’s weekend attack, but did not clarify whether Ukraine funding would be part of the package.

The so-called hush money affair is only one of four criminal cases hanging over Trump and some legal observers suggest it is the least serious.

But the real prospect of Trump becoming a convicted felon -- and potentially facing jail time -- throws an unprecedented wild card into an already unpredictable election.

“Hamas is still holding our hostages in Gaza,” Hagari said of the roughly 130 people, including 34 presumed dead, who Israel says remain in the hands of Palestinian militants since the Hamas attack.

Police probe killer’s targeting of women in Sydney mall attack

SYDNEY – Australian police said Monday they are investigating why a 40-year-old man with mental illness appeared to target women as he roamed a Sydney shopping mall with a large knife, killing six people and injuring a dozen more.

Videos shared on social media showed unshaven itinerant Joel Cauchi pursuing mostly female victims as he rampaged through the vast, crowded Westfield shopping complex in Bondi Junction on Saturday afternoon.

Five of the six victims killed were women, as were most of those wounded.

“The videos speak for themselves don’t they, and that’s certainly a line of inquiry for us,” New South Wales police commissioner Karen Webb said.

“That’s obvious to me, it’s obvious to detectives, that that seems to be an area of interest -- that the offender had focused on women and avoided men,” she told national broadcaster ABC.

Webb stressed that police could not know what was in the mind of the attacker. “That’s why it’s important now that detectives spend so much time inter-

viewing those who know him.” Cauchi’s Facebook profile said he came from Toowoomba, near Brisbane, and had attended a local high school and university.

His parents say he had suffered from mental health issues since he was a teenager. The last of Cauchi’s six victims was identified Monday as Yixuan Cheng, a young Chinese woman who was a student at the University of Sydney. The other women killed were a designer, a volunteer surf lifesaver, the daughter of an entrepreneur, and a new mother whose wounded nine-month-old baby is in hospital.

The mother, 38-year-old Ashlee Good, handed her bleeding baby girl to strangers in desperation before being rushed to hospital where she died of her injuries.

Her baby, named Harriet, is in a serious condition in a Sydney hospital but is expected to improve, health authorities said.

The only man killed was 30-year-old Pakistani Faraz Tahir, who had been working as a security guard when he was stabbed. AFP BEIJING – The children of human rights advocates in China are being punished for their parents’ activism as Beijing intensifies a crackdown on civil society, a rights group warned on Monday. China has long stood accused of suppressing human rights, especially in the troubled regions of Xinjiang and Tibet as well as more recently in the former British colony of Hong Kong. Beijing consistently denies abuses and claims the allegations are part of a deliberate smear campaign to contain its development.

But a new report released Monday by Chinese Human Rights Defenders (CHRD), a group of international and Chinese NGOs, points to a number of recent cases

The report is based on testimony from a dozen people affected by collective punishment last year, and redacted certain identifying details to protect them from official reprisals.

It said authorities threatened and harmed the children of rights advocates, including by imposing exit bans, forcing them to drop out of school and detaining them in psychiatric wards and orphanages.

AFP was not able to independently verify the claims. “The Chinese Communist Party’s collective punishment of human rights defenders’ families is an informal or hidden policy carried out by government authorities,” the report cited one activist as saying. AFP

AUGUSTA—Masters champion Scottie Scheffler’s showcased once again his outstanding ability to keep his focus and calm as he marched to his second win at Augusta National on Sunday and then revealed his ruthless side.

WHILE elite female triathletes prepare for the IRONMAN 70.3 LapuLapu this Sunday in Mactan, Cebu, a more inclusive race awaits beginners and weekend runners as the “5k AllFemale Reyna Bulakna Run” unveils on Friday (April 19) in Lapu-Lapu City. Held in collaboration with the Lapu-Lapu City Government and 2Go Group Inc., the event aims to celebrate women’s participation in sports, welcoming 600 participants of all backgrounds, including transgender women and other members of the female LGBTQ community.

Hidilyn DiazNaranjo did not make the cut during last month’s Olympic weightlifting qualifier, she is still set to participate in the Paris Games after all.

Diaz-Naranjo revealed that she received an invitation to attend the quadrennial event as part of the official delegation of the International Weightlifting Federation.

Reflecting on her coming participation, the Tokyo Olympic gold medalist expressed mixed emotions.

“As an athlete, there’s a part of me that’s saddened by the fact that I won’t be able to compete there. However, I am ready to embrace larger roles within weightlifting, and I am eager to contribute to the best of my ability,” said Diaz-Naranjo.

In 2022, Diaz-Naranjo was selected as one of the 10 members of the IWF Athletes Commission during elections held alongside the World Championships in Bogotá, Colombia.

Additionally, she holds a position on the Executive Board with full voting rights. She actively participated in the creation of the 2024-2032 IWF Strategic Plan, a pivotal document set to be approved by the IWF Congress in Riyadh.

During her time in Paris, DiazNaranjo said she would stay for the entirety of the weightlifting competition and will root for all competing athletes. She confessed though that

“Deep in my heart, I will always root for our countrymen.”

Acknowledging the challenges of her new role, Diaz-Naranjo expressed gratitude for the opportunity to contribute to the sport.

“Being involved in the life and decision-making process of the IWF is both a tremendous responsibility and an

honor. I chose this path, and my fellow athletes have entrusted me to represent them,” she said. Diaz-Naranjo’s bid for the Paris Olympics came to an end following her performance in the women’s 59kg category of the IWF World Cup held in Phuket, Thailand, where she was surpassed by her compatriot Elreen Ando.

Ando claimed 7th place in a fiercely competitive division, which included three gold medalists and the world-record holder Luo Shifang of China.

Other Filipino weightlifters, who secured qualification for the Paris Olympics are John Ceniza, Rosegie Ramos, and Vanessa Sarno.

Hidilyn: From world-class athlete to coach

HIDILYN Diaz-Naranjo is slowly shifting her energies away from competing in national and international meets and will focus much of her time in coaching younger athletes.

The plans of the 33-year-old Diaz-Naranjo slowly unravelled after she missed Paris Olympic qualification in the women’s 59kg event of the 2024 International Weightlifting Federation World Cup in Phuket, Thailand.

“Yes, I will still represent the country in international meets. But for now, bawas na ang schedule ko for training. I have more time to explore and explore other things like coaching,” said Diaz-Naranjo.

She discussed her status during the 60th anniversar y celebration of MILO in the Philippines, under the theme, “Let’s Bring Out the Champion in Every Filipino,” at the Trinoma Mall in Quezon

City, with company executives led by Carlo Sampan and other athletes like volleyball player Alyssa Valdez, karateka Jamie Lim, basketball player Chris Tiu and former gymnastics and taekwondo star Bea Lucero-Lhuillier.

Last week, Diaz-Naranjo missed a shot at a second Olympic gold medal in Paris after compatriot Elreen Ando of Cebu took the lone qualifying spot in the women’s 59kg division in weightlifting during the Phuket meet.

For the last four years since the Tokyo Olympics, Diaz-Naranjo has put up training camp in Jala Jala, Rizal with husband Julius.

There are currently 30 kids whom the couple are training, supporting and developing to become good athletes in the future. Of the 30, four have stood out, and are expected to shine.

Under her watch, the likes of Renzo Menoracion, Adonis Ramos, Kristel Sarcauga and Roshelle Villan-

ueva have shown promise, according to Julius.

Julius said that although his wife won’t be competing for medals most of the time, she will still join meets whenever she finds time to do so.

“If she wants to go into competitions, no one can question her. If she wants to compete, we’ll prepare for it,” added Julius.

Meanwhile, MILO unveiled its 60th Anniversary Celebration Program, including the Milo Marathon, which took off over the weekend with simultaneous races in Laoag, Lipa and Mandaue.

Summer sports clinics involving 30 different disciplines have begun nationwide and more are set in the days ahead.

This includes the BEST clinics in basketball and volleyball, camps in gymnastics, taekwondo and karatedo among others.

“This is part of an initiative to encourage and energize members of the Filipino family to get involved in sports,” said Sampan.

CNOOC wins bid to supply LNG cargo to First Gen

FIRST Gen Corp. said Monday it awarded the contract to Chinese supplier CNOOC Gas and Power Trading & Marketing Ltd. (CNOOC) for the supply of liquefied natural gas (LNG) cargo after the conduct of an international tender.

First Gen said in a disclosure to the Philippine Stock Exchange that CNOOC would supply the LNG cargo of about 130,000 cubic meters in May 2024 to its wholly-owned subsidiary

First Gen Singapore Pte. Ltd.

The LNG cargo will be delivered by an LNG carrier and unloaded into the storage tanks of the BW Batangas FSRU that is berthed at the First Gen Clean Energy Complex (FGCEC) in Batangas City.

This is First Gen’s fifth tender for LNG supply, but the fourth delivery after the Energy Regulatory Commission allowed First Gas Power Corp. (FGPC) and FGP Corp. (FGP) to use LNG as an alternative fuel supply source to run its gas plants only in the case of the occurrence of a fuel supply force majeure event.

First Gen said the LNG cargo would fuel its existing gas-fired power plants also located in the FGCEC.

ASH remittances grew for the 37th straight month in February 2024, providing a lifeline to the Philippine economy despite a host of external challenges.

The Bangko Sentral ng Pilipinas said cash remittances amounted to $2.65 billion in February, up 3 percent from $2.57 billion in the same month last year.

“The expansion in cash remittances in February 2024 was due to growth in receipts from both land- and seabased workers,” the BSP said in a statement Monday.

Data, however, showed that the

figure went down from $2.84 billion registered in January on seasonal factors.

This brought the total cash remittances in the first two months to $5.48 billion, up by 2.8 percent from $5.33 billion recorded in the same period last year.

Meanwhile, personal remittances, which include non-cash items, also increased 3 percent in February to $2.95 billion from $2.86 billion a year ago.

“The increase in personal remittances in February 2024 was due to remittances from land-based workers with work contracts of one year or more and sea- and land-based workers with work contracts of less than one year,” the BSP said.

The growth in cash remittances from the United States, Saudi Arabia, Singapore and the United Arab Emirates contributed mainly to the increase in remittances from January to February, the BSP said.

It said that on terms of country source, the U.S. had the highest share of overall remittances during the period, followed by Singapore, Saudi Arabia and Japan.

Remittances, which account for about a tenth of the gross national income, support household spending in the Philippines and fuel the growth of the banking, real estate, transportation and services in the Philippines.

(ICTSI) said Monday it received a notice to proceed from the Philippine Ports Authority (PPA) to develop and operate a port in Western Visayas. (PEATC) against its subsidiary Cavitex Infrastructure Corp. (CIC). Philippines Inc. (Holcim) said Monday it is spending P2 billion in the next three years to enhance sustainability programs, innovation and efficiency.

Holcim president and chief executive Horta Adrian said the investment aimed to improve the company’s performance.

“By doing this we will improve the output of the provinces (where we have presence), per se,” he said in a briefing Monday. Around P1 billion will be evenly distributed across the four plants.

The company is giving more priority to Luzon-based plants in Bulacan and La Union. The plants in Davao and Iligan will be optimized a year after, said Holcim chief sustainability officer Samuel Manlosa Jr.

“We expect improvement activities in Davao and Lugait should begin 2025 and should be completed by 2026,” he said.

Some of the supported activities include increased engagement with the local government units on waste sorting since Holcim is using waste to power technology to fuel the cement plants.

About 67 local government units are participating in the program, and many expressed interest to join the cause.

The program also aims to retrofit the capacity of the plant to be able accept alternative power technology. The remaining P1 billion will be used to convert power sourced from traditional coal-fired power plants to solar energy to power the cement facilities.

“We will invest in decarbonizing our operations by shifting to renewable energy, electric cars and green fuels,” Adrian said.

LUXURY retailer SSI Group Inc. said Monday it posted a record net income in 2023 as the group continued to benefit from post-pandemic revenge spending.

SSI said in a disclosure to the stock exchange it earned P2.58 billion in 2023, an increase of 34 percent from a year ago as revenues jumped 17 percent to P27.7 billion. The group also booked an all-time high fourth-quarter net income of P1.1 billion, up 4.1 percent from the same period year.

Fourth-quarter revenues grew 8.4 percent to P8.8 billion as the group benefitted from its unique brand portfolio, strategic store network and resilient customer base. SSI said its international fashion brands and restaurants continued to capture consumers’ increasing discretionary spending.

“Our record full-year 2023 results reflect the group’s ability to capture increasing discretionary spending through our emphasis on delivering world-class customer experiences.

(CPG) capped its 2023 operations with a strong performance, reporting a consolidated net income after tax (NIAT) of P1.86 billion, or 32 percent higher P1.40 billion in 2022.

CPG said Monday this NIAT level was a 10-year high and surpassed the company’s pre-pandemic performance.

Revenues grew 14 percent to P12.7 billion, driven by the sustained stronger contribution of CPG’s First-Home Residential Development Platform (PHirst) amounting to P7.40 billion or 58 percent of the total revenues.

It said its in-city vertical developments and commercial leasing segments contributed 27 percent or P3.49 billion and 11 percent or P1.35 billion, respectively.

The balance came from its property management segment which contrib-

uted 4 percent or P463 million.

“We are very satisfied with the 2023 performance of the company as we have proven that the deliberate and prudent measures taken by the management to navigate through the challenges during the crisis period and the strategies we implemented are now materializing,” said CPG chief finance officer Ponciano Carreon Jr. “We continue to serve the high demand for affordable, quality, and strategically located first homes and focus on the continued recovery of other real estate business segments,” Carreon said.

CPG’s earnings before interest, taxes, depreciation and amortization (EBITDA) for 2023 also surged by 36 percent to P3.37 billion from P2.48 billion in 2022 on higher gross profit margins which expanded to 47 percent compared to 43 percent in 2022.

Malay, Aklan endorses Nabas wind 2 expansion

THE Sangguniang Bayan (SB) of Malay, Aklan re-endorsed the 13.2-megawatt Phase 2 wind project of PetroWind Energy Inc. (PWEI), paving the way for the construction of the remaining three wind turbine generators to complete the project.

This followed the findings from the Department of Environment and Natural Resources Region 6 (DENR-6) of PWEI’s compliance with its various environmental permits.

PWEI said in a disclosure to the Philippine Stock Exchange Monday the first three WTGs located on the Nabas side were completed and started testing and commissioning on April 4, supplying electricity to Panay Island.

It said work on the three remaining 3 WTGs on the Malay side had to be put on hold in August 2023 after the Malay SB revoked the project endorsement it issued in January 2021, even when PWEI’s contractors were already mobilized.

PWEI started site development of the project in March 2023 after securing a P1.8-billion loan from the Development Bank of the Philippines to partially fund the renewable energy project.

Several DENR units conducted site inspections and documents review of the project from August 2023 to January 2024 in response to the requests of Malay SB and Sangguniang Panlalawigan (SP) of Aklan to monitor the Phase 2 project and its impact to the environment.

The DENR-6 and DENR – Environment Management Bureau (EMB-6) confirmed that PWEI’s Phase 2 substantially complied with all environmental rules and regulations.

Major changes under the implementation of the EOPT Act include the classification of taxpayers based on gross income level, the ability to file and pay anywhere and the issuance of a sales invoice in lieu of an official receipt (OR).

Secretary Alfredo Pascual said Wagmi Solutions (WS), the parent company of NanoForge Technologies, expressed interest to establish a manufacturing facility in the Philippines to produce highefficiency air filters made from coconut shells.

The proposed facility will specialize in the production of High Efficiency Particulate Air (HEPA) filters, designed to remove a significant percentage of airborne particles, including dust, pollen, mold,

bacteria and viruses. NanoForge will manufacture and export these HEPA filters to its main customer Medify Air—a major air purifier brand in the US. The manufacturing process will utilize activated carbon sourced from coconut shells, directly benefiting Filipino coconut farmers.

THE Monetary Board, the policymaking body of the Bangko Sentral ng Pilipinas (BSP), approved lower government borrowings from foreign lenders in the first quarter of 2024.

The BSP said in a statement the Monetary Board cleared $2.87 billion worth of foreign borrowings in the first quarter, down by 48 percent from $5.56 billion approved a year ago.

“These consist of two project loans aggregating to $0.85 billion, and five program loans aggregating to $2.02 billion,” the BSP said.

It said the two project loans worth $850 million would be spent on infrastructure projects.

The national government’s $2.02-billion foreign borrowings will support policy reforms on healthcare at $910 million, $410 million on digital transformation, $400 million on tax administration and $300 million on inclusive finance development. Any foreign borrowings to be contracted or guaranteed by the government should have prior approval from the BSP through its Monetary Board under Section 20 Article VII of the 1987 Constitution. Letter of Instructions No. 158 dated Jan. 21, 1974 requires all foreign borrowing proposals by the national government, government agencies and government financial institutions to be submitted for approval-in-principle by the Monetary Board before commencement of actual negotiations.

THE Department of Environment and Natural Resources (DENR) is enforcing stricter regulations on the environment to preserve the ecological integrity of protected areas and their unique features.

The Department of Environment and Natural Resources as a start suspended all Environmental Compliance Certificate (ECC) applications for projects located in protected areas (PA).

DENR Secretary Maria Antonia Yulo-Loyzaga in a press briefing said all ECC applications will be reviewed first before approval by the Environmental Management Bureau (EMB). Loyzaga made the announcement after visiting the Mount Apo Natural Park in Digos City, Davao del Sur. “We have issued a memo on all the regions that has PAs, (we suspend for now the) processing of any ECCs, and any future ECCs now for the PA will have to be escalated to

central office,” Loyzaga said. “Part of that is no ECCs can be processed without the Biodiversity Management Bureau (BMB) giving its approval,” she added.

The DENR also canceled its agreement with the Socorro Bayanihan Services Inc. (SBSI) for violating the provisions of the tenurial instrument awarded in June 2004 covering 353 hectares in the Siargao Island Protected Landscape and Seascape (SIPLAS) in Surigao del Norte.

DENR set to map public lands for development of salt industry

THE Department of Environment and Natural Resources (DENR) is set to map and identify public lands, including portions of municipals waters, that are suitable for salt production areas in a bid to revitalize the country’s salt industry.

The DENR move follows the effectivity of Republic Act (RA) 11985, or the Philippine Salt Industry Development Act, on April 1, 2024. President Ferdinand Marcos Jr. on March 11 approved and signed RA No. 11985, or “An Act Strengthening and Revitalizing the Salt Industry in the Philippines, Appropriating Funds Therefor.”

The DENR, through its appropriate bureaus and its attached agencies, the National Mapping and Resource Information Authority (NAMRIA) and the Bureau of Fisheries and Aquatic Resources (BFAR) are mandated to map out, identify and designate public lands, including portions of municipal waters, as salt production areas.

Priority will be given to public lands situated in the provinces identified as suitable for salt production and declared as priority areas for salt production, namely Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, Bataan, Occidental Mindoro, Oriental Mindoro, Palawan, Marinduque, Quezon Province, Misamis Oriental and Antique. Public lands located in other regions will also be subsequently mapped out, identified and designated as potential salt production areas within six months from effectivity of the law.

The DENR is also mandated to inform the public of the result of the mandatory mapping, identification, and designation of public lands for salt production to inform interested salt industry investors. It will also provide the Congressional Oversight Committee on Agriculture and Fisheries a report on the completion of the mapping, identification and designation of public lands for salt production.

HUMANITY generates between 2.1 billion and 2.3 billion tons of municipal solid waste a year. When improperly managed, much of that refuse―from food and plastics to electronics and textiles―emits greenhouse gases or poisonous chemicals. This damages ecosystems, inflicts disease and threatens economic prosperity, disproportionately harming women and youth.

The world marked the International Day of Zero Waste on March 30.The observance, led by the United Nations Environment Program (UNEP) and the UN Human Settlements Program (UN-Habitat), highlights the importance of proper waste management. It also focuses on ways to rein in the conspicuous consumption that is feeding the waste crisis.

“Overconsumption is killing us. Humanity needs an intervention,”

says UN Secretary-General António Guterres. “On this Zero Waste Day, let’s pledge to end the destructive cycle of waste, once and for all.”

Here are eight ways to embrace a zero waste approach: 1. FOOD WASTE. Some 19 percent of food available to

consumers is wasted annually despite 783 million people going hungry. Around 8 to 10 percent of the planet’s greenhouse gas emissions come from the production of food that is ultimately squandered.

There are lots of ways to turn that tide. Municipalities can promote

urban agriculture and use food waste in animal husbandry, farming, greenspace maintenance and more. They can also fund food waste composting schemes, segregate food waste at source and ban food from dumpsites.

Meanwhile, consumers can buy only what they need, embrace less appealing but perfectly edible fruits and vegetables, store food more wisely, use up leftovers, compost food scraps instead of throwing them away, and donate food before it goes bad, something made easier by a bevy of apps.

Recovery is already on the menu in some places. In Vallès Occidental, Spain, municipalities are redistributing surplus healthy food to the marginalized. Meanwhile, in Nigeria, the non-profit organization No Hunger Food Bank works with the Adeta indigenous community to reduce post-harvest losses by recycling cassava peels into animal feed. AFRICA is paradoxically reliant on imported food and home to a disproportionate share of the world’s hungry while at the same time boasts the potential to be a global breadbasket and food superpower.

Part of realizing that potential depends on tapping the continent’s vast array of food crops, which too often have been pushed off stage by global commodity foods produced elsewhere.

These include traditional local mainstays such as Bambara groundnut and pigeons peas, superfoods such as fonio or baobab fruit, and naturalized vitamin-rich crops such as amaranth or taro.

The new Compendium of forgotten foods in Africa aims to move the needle by identifying so-called orphan foods that very often are “locally adapted and less fastidious than exotic cultivars,” such as maize, rice or wheat.

Produced by the Food and Agriculture Organization of the United Nations (FAO) in partnership with the Forum for Agricultural Research in Africa (FARA), the compendium presents 100 examples of neglected local foods that have the potential to sustainably provide the much-needed dietary nutrients to various communities across Africa. The compendium is a scoping study and a first step in what will be “an exhaustive identification and characterization of forgotten foods in Africa,” said Abebe Haile-Gabriel, assistant director-general and regional representative for Africa, and FARA executive director Aggrey Agumya. Thinking about this hellish weather makes me want to escape to somewhere freezing. This reminds me of a book I read where the main character just thought about a cold place and bam, he instantly felt the chill of snowy weather.

Channeling the same escape, I’m recounting my experience in Sapporo, Japan, and its snowy charm.

The blockbuster film Kita Kita (2017), starring Alessandra de Rossi and Empoy Marquez, took us on a journey through Japan’s picturesque landscapes. It particularly captured the enchanting beauty of Sapporo, Hokkaido’s capital city.

After seeing the movie, I knew I had to visit Sapporo someday and tick Mount Moiwa’s Summit Observatory Deck off my bucket list. It was the setting for one of the movie’s most memorable scenes. Inspired by the movie’s stunning visuals, I took a winter trip to Sapporo early this year. The trip, you guessed it right, kicked off at Mount Moiwa’s Summit Observatory Deck.

Fondly known as the “Lover’s Sanctuary,” Mount Moiwa’s Summit Observatory Deck sits majestically 531 meters above the city. This iconic spot offers panoramic views that are ideal for reliving cinematic moments like ringing the Bell of Happiness or immortalizing your love with a lock on the railings.

The ascent to Mount Moiwa is an adventure in itself. The scenic ropeway ride provides stunning vistas of Ishikari Bay, and halfway up, the transition to the whimsical Morris Car adds to the journey’s charm.

As twilight fell, the whole city came alive with lights. No wonder Sapporo is famous for its beautiful night views—it was even voted one of the best in Japan. The view from Mount Moiwa’s observatory is especially impressive, with all the city lights sparkling like jewels.
