Says Duterte admin should be accountable for deal with China
PRESIDENT Marcos on Saturday told his predecessor, Rodrigo Duterte, to turn over all documents related to the latter’s “secret deal” with China on Ayungin Shoal.
Both Duterte and the Chinese embassy in Manila confirmed the “gentleman’s agreement” but the former president denied “conceding” anything in the deal.
“Send them to me personally and then we’ll sit down. Send those documents to me. I’ll do my homework for him. I read all the materials first so when I’m in the conference, I can ask intelligent questions,” Mr. Marcos said in an interview in Washington.
“What did you agree to? What did you compromise? What you gave out – why is our friend from China getting mad that we’re not following it?”
“With the confirmation of the Chinese Embassy, we now know that there was a secret agreement. Now, this is the second question that I have – what is contained in the agreement? What did the Duterte administration promise to China? Because we don’t know yet,” the President added.
He said the Filipino people, elected officials, and the Senate, which is in charge of ratifying
treaties entered into by the government, must be aware of any deals entered into by the government with another sovereign state.
“In that way, you are accountable. If it’s a bad decision, you’re accountable. Let’s say the decision was wrong – What are you hiding? Why was it secret?” Mr. Marcos said.
Duterte said his discussion with Chinese President Xi Jinping only focused on maintaining the status quo in the West Philippine Sea.
“Aside from the fact of having a handshake with President Xi Jinping, the only thing I remember was that status quo. That’s the word — no movement. No movement, no armed patrols there. As is, where is, so that there’s no trouble,” Duterte said Thursday evening.
“We have not conceded anything to China. There might have been [an] exchange of control over the China Sea to those who are really territorial in nature, [but] not involving the encroachment of China in our exclusive economic zone. That’s different,” he added
Duterte also confirmed the statement of his former spokesperson, Harry Roque, that the Philippines committed to refrain from bringing construction and repair materials to the grounded BRP Sierra Madre in Ayungin Shoal.
“As is where is as I said. You cannot bring in materials to repair and improve — none of that,” the former President said.
3RD CHINA COAST GUARD SHIP AT BAJO DE MASINLOC
THE China Coast Guard has deployed another ship at Bajo de Masinloc, to join the buildup of Chinese vessels at Bajo de Masinloc or Scarborough Shoal, ex-US Defense Attache Ray Powell said. This brought the number of Chinese vessels swarming the area to 28 – three China Choast Guard ships and 25 Chinese militia vessels. “We have come a long way...But we cannot sit back and say that the mission has been accomplished quite yet,” he said in an interview in Washington.
“The nature, the intensity, and the potential disastrous consequences of the security threats facing us today necessitate that we work harder and continuously improve.”
During his meeting with US Defense Secretary Lloyd Austin III at the Pentagon, Mr. Marcos said trilateral alliance with the United States and Japan would usher in sustained peace and stability in the South China Sea.
“I view the new agreements, and the new partnerships and alliances that we have
forged, including the trilateral agreement, not as a response to any particular challenge or threat but merely a continuing development and evolution of the relationship that we have been fostering over a hundred years,” he said.
Austin, for his part, said US President Joe Biden is seeking $128 million in congressional allocation budget to execute projects for Enhanced Defense Cooperation Agreement (EDCA) sites in the Philippines.
PRESIDENT Marcos said Vice President Sara Duterte’s silence on China’s aggressive actions in the West Philippine Sea does not mean she is not aligned with the government’s foreign policy.

Blinken, Austin, and Sullivan reiterated the “ironclad commitment” to the US-Philippine Alliance and recalled that the 1951 Mutual Defense Treaty extends to armed attacks on Philippine armed
forces, public vessels, or aircraft –including those of its Coast Guard – anywhere in the South China Sea.
“The parties further decided to explore additional opportunities to strengthen global support for upholding the international law of the sea,” the statement read.
Austin in a separate statement noted that Biden’s fiscal year 2025 budget request also sought $128 million to fund 36 infrastructure projects on the Enhanced Defense Cooperation Agreement sites in the Philippines, more than double the amount the US has already invested in those sites.

DSWD, UNICEF SIGN PARTNERSHIP ON DISASTER EFFORTS
DEPARTMENT of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has signed a memorandum of understanding (MOU) with United Nations Children’s Fund (UNICEF) Philippine Country Representative Oyunsaikhan Dendevnorov to strengthen the government’s provision of social protection measures during emergencies and disaster.
Gatchalian said during the partnership is “an innovation that will provide social protection assistance that is tailor-fit for its intended beneficiaries.”
“We know that every single vulnerable sector has distinct needs, especially in disaster response so this is something that is innovative, that is new. It is a template that we can also adopt, cascade and expand, and we look forward to learning from it because it is new,” Gatchalian said in his short message during the signing ceremony on Thursday at the DSWD Central Office in Quezon City . Also during the signing ceremony, Dendevnorov affirmed that the partnership will provide “life-saving assistance to children and their families in times of emergencies.”
The signed MOU will serve as a basis for both parties for the implementation of a Standby Agreement on Emergency Cash Transfer (ECT) to ensure that disasteraffected families or households and their children will have access to financial aid after an emergency using existing DSWD social protection programs and disaster response mechanisms.

MARCOS SEEKS BILATERAL FREE TRADE PACT WITH US
PRESIDENT Ferdinand R. Marcos Jr. on Saturday pushed for a bilateral free trade agreement (FTA) between the Philippines and the United States to achieve economic transformation and open more job opportunities.
There is a demand from both the US and the Philippines’ private sector for engagement in a bilateral free trade agreement, Mr. Marcos said in his keynote speech during the Philippine-US Business Forum in Washington, D.C.
“The benefits for concluding an FTA, together with critical minerals agreement between both our countries, will be transformative and will create new jobs, strengthen supply chains, establish new businesses, and upskill our workforce,” the President said. Philippine Ambassador to the US Jose Manuel Romualdez on Thursday said the Philippines is eyeing an FTA with the US on cyberspace and digital technology, part of the two nations’ renewed interest to further enhance trade and economic cooperation. President Marcos also urged the
US Congress to expedite the revival of the Generalized System of Preferences (GSP), one of the oldest US trade preferences programs.
“We appeal to the US Congress to fast-track the reauthorization of the US GSP program which has benefited beneficiary countries such as the Philippines,” he said, as he touted that the Philippines is a “major market for US products.”
The GSP Program, established in 1974, has granted duty-free treatment to exports of certain products by developing nations into the US. The products range from electronics and agricultural products. The program expired in December 2020 despite legislative efforts to extend it.
Mr. Marcos trumpeted the Philippines’ strong post-pandemic economic recovery, being one of the fastest-growing economies in Asia.
“On the economy, I would like to share with you that for 2023, the Philippines achieved a 5.6 percent annual growth in GDP (gross domestic product) which outpaced other highgrowth economies such as China, Vietnam, and Malaysia,” he said.
“Despite the recovery time needed to accelerate businesses coming out of the Covid-19 pandemic, we were able to either exceed or match the economic projections of multilateral organizations, such as the IMF (International Monetary Fund), the ASEAN+3 Macroeconomic Research Office, and the World Bank,” he added.

SIX KILLED IN SYDNEY SHOPPING CENTER ATTACK
SIX people were killed and several others injured—including a ninemonth-old baby—when a knifewielding attacker rampaged through a busy Sydney shopping center on Saturday.
Australian police said multiple people were stabbed by the unidentified assailant, who was tracked down and shot dead by a policewoman who is being hailed as a national hero.
The incident occurred at the sprawling Westfield Bondi Junction mall complex, which was packed with thousands of Saturday afternoon shoppers.

“When I looked at American politics, I didn’t feel like it was an accurate representation of not just me as an
individual, but as America as a whole.
“You cannot tell me that those two are the best that we can do.” Ebey, a middle-school math teacher, has policies on education, crime, health care and tax, but says he was really looking for a way to show the need “to hit reset on American politics.”
So he legally changed his name in court, and is collecting signatures in a longshot bid to get himself on the ballot.

QANTAS REDIRECTS FLIGHTS TO AVOID IRAN’S AIRSPACE
AUSTRALIAN airline Qantas said on Saturday it would redirect its long-haul flights between Perth and London to avoid Iran’s airspace amid soaring Middle East tensions.
A Qantas spokesperson told AFP the airline would temporarily adjust the flight paths due to “the situation in parts of the Middle East.”
“We’ll reach out to customers directly if there’s any change to their booking,” the spokesperson said.
The Perth-London flight, which is usually a non-stop 17-and-a-half hour journey, will now stop in Singapore to refuel, allowing it to carry a full load of passengers on an alternate route.
The return service – London to Perth – will continue to fly nonstop on a readjusted path due to prevailing winds.
All other flights are not affected. Qantas joins other airlines including Lufthansa and its subsidiary Austrian Airlines in redirecting flights to avoid Iranian airspace.

ITALIAN fashion designer Roberto Cavalli, whose penchant for python and flamboyant animal prints made him the darling of the international jet set for decades, died Friday at 83, the luxury company said.
“It is with deep regret and a great sadness the Roberto Cavalli Maison participates in the passing of its founder Roberto Cavalli,” wrote the company in a statement sent to AFP.
The projection came as young Japanese people delay marriage or choose not to have children partly because they cannot afford to do so.
Japan is facing a steadily worsening population crisis, as its expanding elderly population leads to soaring medical and welfare costs and a shrinking labour force to pay for it.
It marks an increase since 2020, when 7.37 million elderly, or 13.2 percent of all households, lived alone.
Many elderly people currently have children or siblings who can look after them, even if they live alone, the institute said.
“However, 30 years from now, the proportion of elderly single-person households with no children –whether married, bereaved, or separated – is expected to increase, and the number of siblings of the individual will also decrease,” the study warned.

Recognizing the importance of long-term financial security, Dingalan incorporates money management skills into the program. Workshops teach women how to save effectively and invest for their future, empowering them to build wealth and avoid financial pitfalls.
Her initial foray was in a barangay in Manila where about 40 women in the community joined the workshop on entrepreneurship and financial literacy.
The session equipped women with essential skills like starting small businesses, managing personal finances and creating realistic budgets.
The next stop will be in her hometown in Rizal, where the city mayor vowed to support initiatives that empower women, Dingalan said.
Recognizing the program’s value, local government units (LGUs) readily provide financial backing. This partnership allows Dingalan to reach more women and foster economic growth in communities throughout the Philippines.
