Senator Francis Escudero on Friday apologized to the public and his colleagues in the Senate after his black SUV was caught Thursday by MMDA when it entered the bus lane on EDSA.

The SUV bearing a “7” protocol license plate passed through the EDSA carousel bus lane on Ortigas northbound lane.

“The use of the protocol plate was unauthorized, as the vehicle was being driven by the driver of a family member,” Escudero said in a statement.

“Following the incident, I have directed the driver to appear before the MMDA to comply with the show-cause order issued to him and to answer the charges he faces for the violation,” he added.

The senator said he does not personally use the protocol license plates issued to him.

DILG chief orders arrest of distant kin for ‘colorum’

INTERIOR Secretary Benjamin Abalos Jr. ordered the arrest of a distant relative for allegedly being involved in colorum activities.

The Internal Security Group, along with the Metropolitan Manila Development Authority (MMDA) and the Department of Transportation, led an entrapment operation on Araneta Avenue in Cubao, Quezon City, which resulted in the arrest of Jaz Abalos and the driver of the passenger van, Antonio Mirasol.

The group discovered that Mirasol presented a forged driver's license. Upon further investigation, it was also found the passenger van was operating with an expired vehicle registration.

The House of Representatives, under the leadership of Speaker Ferdinand Martin G. Romualdez, reiterates that it has not authorized the use of official plates for vehicles of House members in the current 19th Congress.

In a statement, House Secretary General Reginald Velasco said these plates “hold no official sanction from the House and are not to be considered legitimate.”

The House has an existing agreement with the Metropolitan Manila Development Authority, wherein drivers found using plates with the number “8” will be apprehended, and such plates will be confiscated promptly.

that should not be tolerated, as it poses a threat to public safety and undermines the integrity of the vehicle registration system,” Velasco stressed.

NFA okays P10-b plan to address rice problems

THE National Food Authority (NFA) has approved a proposed P10-billion modernization plan, aimed at addressing critical challenges in rice procurement and storage capacities.

Agriculture Secretary Francisco Tiu Laurel clarified how the modernization plan will address the dearth in post-harvest infrastructures.

He said rice storage is one of the biggest problems of the rice industry. “We don’t have enough postharvest facilities.”

The NFA admitted its own deficiency in creating more drying aft storage facilities.

Drying capacity, crucial for preserving rice after harvest, has declined significantly, dropping from 80 percent in the mid-80s to a mere 5 percent at present. This modernization plan seeks to improve drying capacity to 180,000 metric tons (MT).

Previous estimates suggested that a total investment of P93 billion is needed to achieve a national postharvest capacity of 90 percent.

NFA administrator Larry Lacson said the initial project represents a crucial step towards strengthening the NFA’s ability to manage a national rice buffer stock.

DAR gives out over 2,000 land titles in Palawan

Reform Secretary Conrado Estrella III has spearheaded the distribution of land titles to 2,047 farmerbeneficiaries in Palawan under the Comprehensive Agrarian Reform Program.

A total of 2,047 agrarian reform beneficiaries on Thursday received 2,076 combined individual and electronic land titles and certificates of land ownership from the Department of Agrarian Reform covering 3,957 hectares of agricultural lands in the province.

Estrella said 1,950 e-titles were issued to 1,907 beneficiaries through the Support to Parcelization of Lands for Individual Titling or Project SPLIT.

“The 1,907 agrarian reform beneficiaries under the Project SPLIT were previously awarded lands under collective certificates of land ownership award (CCLOAs). This time, they were given individual e-titles after the department went through the process of subdividing the CCLOAs,” Estrella pointed out.

PNP nets P18m shabu in 2 buy-busts

THE Philippine National Police stepped up operations against illegal drugs this week, seizing nearly P18 million worth of shabu in separate operations in Cebu province and Zamboanga City.

The PNP Regional Office 7 (PROVII) reported a successful buy-bust operation that resulted in the seizure of P11 million worth of shabu, along with one unit of a Smith and Wesson .22 caliber revolver, and other drug-related paraphernalia. BUREAU of Immigration (BI) agents on Friday arrested a South Korean wanted by authorities in Seoul for a string of criminal cases involving counterfeit currency trading. The Bureau’s Border Control and Intelligence Unit identified the Korean as Jang Junseok, who was intercepted at the NAIA terminal 1 after attempting to board a Philippine Airlines flight to Busan, South Korea. Jang was arrested after his name appeared on the BI’s derogatory list, indicating that he is subject of a watchlist order from the bureau as well as of a red notice issued by the Interpol. He was barred from boarding his flight and brought to the BI warden facility in Camp Bagong Diwa, Taguig City pending deportation proceedings.

IT’S that time of the year when authors dust off unpublished manuscripts, or start or finish new ones, in the hopes of bagging the big one – a Palanca Award.

Its full title is the Carlos Palanca Memorial Awards for Literature, the country’s oldest literary awards.

This year sees the staging of its 72nd version. It has also been called “the most prestigious literary competition in the Philippines,” not only for its sheer age but for its impressive roster of winners and recognized works.

The Carlos Palanca Foundation, Inc., the contest organizer, has announced it is now accepting entries for this year’s tilt. It is open to all Filipino citizens or former Filipino citizens of all ages, based locally or abroad.

Are literary contests still relevant?

Such awards show recognition to both famous and new writers, acknowledging the former’s work and giving platforms to the latter. Awards not only praise good writing but also encourage writers to keep on producing excellent work.

However, we need to remember that judging these contests is inherently subjective, meaning different people might see things differently.

So, we have to be careful when we think about who wins these awards, and if you don’t win one, it doesn’t mean your work isn’t worthy.

Certain factors come into play in such situations; here are some:

● With such contests open to Filipinos in-country and from all over the world, competition is very stiff.

There are years when a good number of excellent entries jostle each other for space to be recognized. But there may also be years when only a few clearly stand out from the rest.

● The criteria used for judging can vary widely from one contest to another.

Some may prioritize technical skill, literary innovation, thematic depth, emotional resonance, or social relevance. Judges may weigh these criteria differently, impacting their final decisions.

● Judges evaluate the technical aspects of writing, including grammar, punctuation, sentence structure, and clarity of expression.

Well-crafted prose and attention to detail can enhance the overall quality of a literary work. However, in what judges may deem are meritorious cases, exceptions can be made.

● Some genres are valorized more than others.

● Despite efforts to be impartial, judges may be influenced by their own biases, including personal preferences, cultural background, literary influences, and previous experiences.

So if your work doesn’t win an award, it doesn’t mean your work isn’t good; it may just be that it doesn’t suit the taste of that particular panel of judges.

You can either try submitting again; submitting to another contest; or writing work specifically intended to conform to the tastes of that contest, although this strategy means pandering to gatekeepers.

I’ve known people to do this, though.

Why do some authors chase the dream of winning contests?

A prize looks good on the CV, and in some fields can add to promotion points. It bestows clout, adds prestige, and boosts the author’s self-satisfaction and self-esteem.

The pros and cons of joining literary contests is a polarizing topic and there is much to be said on both sides.

Winning has benefits, but losing means nothing, so in the end, it’s a personal decision that an author makes for their own reasons.

Trillanes amnesty Constitutional

The factual backdrop of this case traces back to 2003 during Gloria Macapagal Arroyo’s presidency.

At that time, Lt. Sr. Grade Antonio Trillanes IV of the Philippine Navy, along with over 300 junior officers from the Armed Forces of the Philippines, seized control of the upscale Oakwood Premier (now Ascott Makati) in Ayala Center. Their action aimed to protest alleged corruption within the Arroyo administration and the military.

On the alert with El Niño

AEl Niño weather phenomenon is the sustained heat index across the country in April – ranging from 35 degrees Celsius in Manila’s outskirts to 42 degrees C in Ilocos Norte.

El Niño has been underway since July last year, with the Philippine Atmospheric, Geophysical, and Astronomical Services Administration reminding the public that a strong El Niño would likely persist until February 2024, and that global climate models predict it would continue until May this year.

El Niño has historically impacted livelihood and health by causing extreme droughts and severe flooding in parts of the world.

In an agricultural country like the Philippines (population 114 million), where dry spells and droughts are expected, this could mean crop failures affecting food

production.

If it is any consolation, as early as last December President Ferdinand Marcos Jr. said in Nueva Ecija, a rice granary north of Manila, that securing water for farmers was the administration’s top priority during the 2023-2024 El Niño.

The case against the Fujifilm Philippines officials stemmed from a complaint filed by Sunfu Solutions Inc. at the City Prosecutor’s Office of Pasig which accused the six of criminal fraud and deceit by issuing a First Tier Distributor Certificate dated Jan. 6, 2022 which reportedly authorized Sunfu Solutions to distribute Fujifilm medical equipment for the OFW Hospital and Diagnostic Center in Pampanga but turned out to be a sham as Fujifilm all along supported another bidder.

News reports of the Japanese expatriate, Ryo Nagaoka, who was the country manager of Fujifilm fleeing the country upon hearing of the estafa case filed by the Office of the City Prosecutor, leaving his Filipino counterparts behind, is further proof how easily these companies can evade our flawed justice system.

Reports have it that Aceron and Attorneys are contacting their counterparts in Singapore and Japan to find a way to extradite Ryo Nagaoka, Anil Jacob John alias Anil Jacob, Eric Koh, Atul Agrawal, Dinesh Mehra.

This case will be, either way, a precedent setting, a landmark for future lawyers, MBAs, and legislators to study.

Now comes information that Sunfu Solutions filed with the Court of Appeals for its anti-competitive behavior. We can only hope the Philippine Competition Council heed the call to widen its definition of anti-competitive acts, as this case shows it like no other.

After 18 hours, Trillanes and the soldiers surrendered, leading to their detention at Fort Bonifacio in Taguig and subsequent charges in a military court for violating the Articles of War. Trillanes, an implacable Duterte critic, accused the former president of being a “mass murderer” in connection with the purported Davao Death Squad activities, emphasizing the importance of launching an inquiry to safeguard human rights amidst the continuous anti-drug campaign.

This may have spurred the former president to declare Trillanes’ amnesty as “void ab initio,” indicating it was invalid from the beginning, reasoning that Trillanes failed to sufficiently acknowledge guilt during his military service.

In a petition before the Supreme Court, Trillanes sought to question the validity of

the proclamation on the ground the amnesty granted to him was valid.

The Court, speaking through Associate Justice Maria Filomena D. Singh, categorically stated in its ruling that a President cannot revoke a grant of amnesty without concurrence from Congress.

The Court also grounded its ruling on the primacy of the Bill of Rights and reaffirmed that neither the Government nor any of its officials, including the President, are above the law. The Court is of the opinion that the revocation of Trillanes’ amnesty violated his Constitutional right to due process.

Further, the Court observed that Proclamation 572, in seeking the revival of the criminal cases against Trillanes after they had been dismissed with finality, violated his Constitutional rights against ex post facto laws and double jeopardy.

Finally, the Court stated the Executive’s decision to revoke only Trillanes’ amnesty, notwithstanding the fact that the application forms of all the other amnesty grantees could similarly no longer be located, constituted a breach of his right to the equal protection of the laws.

13 Filipinos going to Paris,

CAVINTI, Laguna—Clyde Mondilla bounced back from a string of uncharacteristic performances in Davao with a decisive victory in the ICTSI Caliraya Springs Championship here Friday, turning what was expected to be a closely contested showdown with Keanu Jahns into a convincing three-stroke romp over Angelo Que with a 70.

Anticipating a day-long battle of power and strategy at the wind-raked Caliraya Springs Golf Club, Mondilla effectively set the tone for the outcome with a frontside 35, extending his overnight one-st roke lead to three. He maintained his advantage throughout the day, as Jahns, in his earnest pursuit of a breakthrough win on the Philippine Golf Tour, struggled with his putting and stumbled with a 37 amid challenging conditions.

The backnine transformed into a victory lap for Mondilla, who had endured setbacks in the first two stages of the Tour,

missing the cut in the Apo Golf Classic and finishing joint 25th in the Rancho Palos Verdes Championship.

The former Philippine Open champion credited his resurgence to adjustments in his putting, culminating in a pivotal round of 67 Thursday that propelled his title drive in the P2.5 million tournament, the third leg of this year’s Tour put up by ICTSI.

“I made some adjustments to my putting because I lost the feel for it in Davao,” said Mondilla. “I regained my confidence and it worked well here.”

Jahns, despite a birdie on the par-5 No. 4, faltered with bogeys on Nos. 6, 8 and 11. Bank loans post faster growth of 8.6%

BANK loans grew 8.6 percent in February 2024, faster than the 7.8-percent expansion in January, the Bangko Sentral ng Pilipinas (BSP) said Friday.

Data from the BSP showed that the outstanding loans of universal and commercial banks (U/KBs), excluding reverse repurchase (RRP) placements with the BSP, reached P11.61 trillion in February, up from P11.54 trillion in January and P10.69 trillion a year ago.

“On a month-on-month seasonally adjusted basis, outstanding universal and commercial bank loans, excluding RRPs, rose by 0.7 percent,” the BSP said in a statement.

Outstanding loans to residents, excluding RRPs, increased 8.7 percent in February, compared to 7.8 percent in the previous month, while outstanding loans to nonresidents expanded by 6.5 percent in February, following a 9.8-percent growth in January.

Outstanding loans for production activities increased 6.8 percent in February, up from 5.9 percent in the previous month.

The BSP said the growth was driven by increased lending to real estate activities (up 11.6 percent); electricity, gas, steam and air conditioning supply (11.2 percent); wholesale and retail trade, and repair of motor vehicles and motorcycles (7.1 percent); transportation and storage (21.1 percent); and manufacturing (5.9 percent).

Consumer loans to residents grew 25.2 percent in February, matching the rate in January, driven by sustained increases in credit card and motor vehicle loans.

“Looking ahead, the BSP will ensure that liquidity and bank lending conditions remain consistent with its price and financial stability objectives,” the BSP said.

Food, electronics boosted February manufacturing

THE manufacturing sector experienced an accelerated growth in February 2024, driven by increased production of food and electronics, according to data from the Philippine Statistics Authority (PSA).

The PSA’s monthly integrated survey of selected industries showed that the volume of production index (VaPI) grew by 8.9 percent in February, up from 6.2 percent in January. Similarly, the value of production index increased by 7.5 percent, compared to 5.0 percent the previous month.

rate of VoPI from January to February 2024 to 7.5 percent. In February 2023, VoPI went up 2.6 percent.

“The expansion in the annual growth of the VoPI for manufacturing in February 2024 was mainly due to the double-digit annual increase in the manufacture of computer, electronic and optical products, at 13.4 percent in February 2024 from an an-

nual decline of 1.4 percent in the previous month,” the PSA said.

Computer, electronic, and optical products contributed 45.2 percent to the higher annual increment of VoPI for the manufacturing sector in February.

Other significant contributors to the higher year-on-year growth of VoPI were the manufacture of food products, which grew by 9.2 percent in February, higher than the 5.2-percent increase in the previous month, and the double-digit annual increase observed in the manufacture of chemical and chemical products, at 25.9 percent from an annual increment of 8.1 percent.

DOE to adjust green energy auction schedule

THE Department of Energy (DOE) may adjust the conduct of the Green Energy Auction Program (GEA-3) from the original schedule of Aug. 21, 2024 with the issuance of a new circular clarifying the policy for non-feed in -tariff renewable energy technologies.

The DOE issued Department Circular No. DC 2024-03-0010 amending its previous circular on the GEAP.

“There is a need to clarify that, from the set of parameters and criteria, the ERC [Energy Regulatory Commission] shall promulgate the rules on GEA for non-FIT eligible RE technology auction pricing methodology,” it said.

Businesses less upbeat, consumers remain cautious, BSP surveys show

THE Bangko Sentral ng Pilipinas (BSP) said Friday results of separate surveys show that businesses turned less upbeat in the first quarter of 2024, while consumers remained cautious amid concerns over inflation and job availability.

Results of the latest Business Expectation Survey showed that the overall confidence index declined to 33.1 percent in the first quarter of 2024 from 35.9 percent in the fourth quarter of 2023.

“This is reflective of the combined decrease in the percentage of optimists and increase in the percentage of pessimists,” the BSP said.

The outlook for the second quarter is more bullish, as the overall CI rose to 48.1 percent from 38.2 percent. The firms’ more optimistic outlook in the

second quarter was attributed to their expectations of higher demand for products and services, completion of more projects due to a more conducive business environment and seasonal uptick in business activities in the tourism and fisheries sub-sectors during the summer and open fishing seasons. Other factors are the business expansions and development of new products and easing inflation.

Ipilan tops target, plants 1.8m seedlings

IPILAN Nickel Corp. (INC) said Friday it surpassed its 2023 reforestation goals, planting 1.8 million seedlings across various locations within Brooke’s Point and adjacent towns in Palawan as of Jan. 8, 2024.

INC said in a statement the company is committed to supporting the National Greening Program (NGP) of the Department of Environment and Natural Resources (DENR).

INC produced 870,000 seedlings and exceeded its target of 861,300 from January 2023 to December 2023. This is equivalent to 101.04 percent target accomplishment, with a seedling inventory of 890,048.

It planted a substantial number of seedlings in line with the Special Tree Cutting and Earth-balling Permit (STCEP) targets.

Among these are 250,000 mangrove seedlings which were planted along coastal areas of Barangay Aboabo, Punang and Panitian.

A total of 1,360,410 seedlings were planted in upland areas, with an additional 242,018 seedlings delivered to Barangay Sta Cruz in Puerto Princesa under the Nagsaguipi-Calatubog Farmers Marketing Cooperative (NCFMC) backed by a signed memorandum of agreement (MOA), bringing the total to 1,852,428 seedlings.

The company said it continuously works to provide for the remaining 130,928 seedlings to meet the STCEP target. INC’s reforestation efforts also extended beyond seedling production by teaming up with various people’s organizations (POs) in the Bulho area for planting and maintenance.

However given the increasing risks to the inflation, this could lead to a more cautious approach from both central banks,” Alviar said. COSCO Capital Corp., the listed retail holding company of businessman Lucio Co., saw its net income attributable to equity holders of the parent company rise 4.65 percent in 2023 to P7.38 billion as the strong performance of liquor and other retail businesses offset the lower contribution from the supermarket business.

PT&T Corp. said Friday it plans to resume trading on the Philippine Stock Exchange (PSE) soon after being delisted for nearly two decades.

THE agricultural trade between the Philippines and the rest of the world declined 9.2 percent in 2023 to $24.35 billion, following the strong growth in the previous two years.

Data from the Philippine Statistics Authority showed that agricultural exports decreased 14.3 percent in 2023 to $6.43 billion and represented 26.4 percent of the total agricultural trade. Imports reached $17.92 billion, down by 7.2 percent from 2022 and comprised 73.6 percent of the total farm trade.

THE country’s booming franchising sector announced Friday a conservative growth forecast of 10 percent to P34 billion in terms of revenues this year from an estimated P30.5 billion in 2023. Philippine Franchise Association (PFA) president Chris Lim said while the group has yet to firm up its targets, a modest growth of 8 percent to 10 percent is achievable for the industry.

“We actually estimate franchise statistics since there is no regulatory body to oversee the sector. But we are pretty much confident that growth will remain strong as more Filipinos are now aware of franchising as a business concept,” Lim said in a briefing during the opening of the Franchise Asia Philippines Expo 2024.

PFA director for membership Sherill Quintana said the revenue projection this year is slower compared to the 12-percent to 15-percent forecast in 2023.

GSIS launches 2024 national art competition

STATE-RUN Government Service Insurance System (GSIS) announced the start of the 19th GSIS National Art Competition 2024. Now on its 19th year, the contest is one of the largest and longest-running art competitions in the country.

The competition has three categories including representational; nonrepresentational (abstract); and sculpture category. The GSIS will be giving P50,000 to P500,000 cash prizes for winning entries. Finalists will take home a cash prize of P7,500.

GSIS said this year’s competition with Bagong Pilipinas as theme for the representational category aligns with the development plan of the March administration which aims to foster a nurturing environment for Filipino artists. The fund called on local artists to continuously create, innovate and excel in their fields.

“In the GSIS pursuit to celebrate Filipino artistry, this year’s competition highlights how art can be thought provoking and influential in shaping our vision for the future of the Filipino people,” GSIS president and general manager Jose Arnulfo Veloso said. Public service program hails passenger facing discrimination as a hero

SENATOR Alan Peter Cayetano reframed the narrative for those experiencing discrimination in a recent episode of the public service program CIA with BA

In “Payong Kapatid” segment during the April 7 episode, Florence, a passenger who faced discrimination on public transportation, sought help and advice regarding unfair treatment. She recounted instances of being denied proper change, charged double fares, and even facing rude comments. “Do I have the right not to pay more than one fare and complain...?” Florence asked.

Senator Cayetano took a unique approach, applauding Florence’s courage. “Usually, those who seek advice are victims, but I want you to

know, you’re a hero,” he declared. He highlighted the prevalence of discrimination and the importance of speaking up. “Many people experience discrimination, not necessarily because of one reason, but simply because they’re different without realizing that we’re all unique,” he said.

The program pledged to take action. Senator Cayetano stated they would inform the Department of Transportation about the issue and emphasized the need for clear communication within the public transport sector to address and prevent discrimination.

While acknowledging the lack of a general anti-discrimination law in the Philippines, Senator Cayetano

explained existing regulations concerning public transportation franchises. He stressed that passengers “shouldn’t have to pay extra” and that offering additional fares, even if motivated by supposed passenger comfort, is unacceptable.

Senator Pia Cayetano, co-host of the program, echoed these sentiments, urging authorities to address the issue and ensure passengers are treated fairly.

THE recently concluded Puregold CinePanalo Film Festival wasn’t just a landmark event for the supermarket giant’s foray into filmmaking, it was also a celebration of cinematic debuts for aspiring Filipino filmmakers.

Held from March 15 to 19 at Gateway Cineplex 18, CinePanalo offered a platform for aspiring talents hailing from various regions across the Philippines.

Six debut filmmakers – Rafaela Abucejo from the Polytechnic University of the Philippines, Dizelle C. Masilungan from the University of Sto. Tomas, Joshua Andrey A. Doce from Bicol State College of Applied Sciences and Technology, Joanah Pearl Demonteverde from the University of the Philippines Visayas, Daniel Gil from Ateneo de Davao, and Jenievive Adame – accepted Puregold’s invitation to bring their stories to life, competing against each other and 19 other selections in the student short film category. For these new directors, the chance to share their stories with the world was a victory in itself.

Demonteverde emphasized the significance of language in her filmmaking journey, especially in representing her province through “Puregold’s CinePanalo Film Festival.” She highlighted the struggles of the unique language in her town, blending Kinaray-a and Hiligaynon, and the honor of sharing her story through film.

“As a kid who grew up in a town whose language is a hybrid of

Kinaray-a and Hiligaynon, language has been a great element to me in representing my province through filmmaking,” Demonteverde said. Similarly, Doce expressed pride in showcasing Bicolano language in his films, aiming to highlight the greatness of Bicolanos through his work as a filmmaker.

“I hope people will find this film nostalgic,” said Gil. “Especially to the kids who grew up with parents who had a hard time searching for their parenting skills and finding it as they get to know their children more as their family grows older.”

The Puregold CinePanalo Film Festival also celebrated debut filmmakers Ronjay-C Mendiola and Kent Michael Cadungog, with Mendiola winning Best Short Film for Last Shift and Cadungog receiving the Special Jury Prize for Text Find DAD and Send to 2366 Mendiola emphasized the importance of exposing the plight of workers through his film, while Cadungog expressed gratitude for the platform to share his unique art, highlighting the recognition of regional cinema and diverse storytelling.

These filmmakers’ successes reflect the festival’s vision of promoting inclusive, regional, and meaningful storytelling within Filipino cinema.

During an interview with the media, JCI Manila President Charles Matthew Gosingtian admitted that the hardest part about the search was finding someone who has at least 25 years of humanitarian activities to their name. “ Marami sa mga winners natin usually more than 25 ‘yan . But a lot of people stop kasi somewhere around 10, 15 years, 20 years… we’ve had years na hindi umabot sa 25 kaya may years na walang winners… we’ll make sure na may mahanap tayo this year,” said the JCI Manila president.
