PS Engineering adds to product line Lenoir City, TN–PS Engineering’s new PMA7000H was originally designed during the Bell 429 development program but is now being made available through their dealer channels. The program necessitated PS Engineering to incorporate specific capabilities unique to helicopter operations to their existing platform. “We listened to our customer’s requirements, combined their specifications and our current technologies, and the result is a cost-effective audio panel that will meet the needs of many helicopter operators,” said PS Engineering founder Mark Scheuer. “Our ability to deliver a cost-effective solution that provides specific audio requirements for the helicopter market demonstrates our commitment to being the

innovation leader in the audio control panel marketplace.” The PMA7000H includes a 10-place IntelliVox® hi-fi stereo intercom, has crew PTT intercom capability, Cockpit Voice Recorder outputs, advanced intercom functions, and fail-safe priority audio paths. The PMA7000H has the

installations since 1997. By eliminating the VOX control, IntelliVOX® makes the audio panel ergonomically friendly for the helicopter cockpit, and allows the passengers and crew to communicate seamlessly. In addition, the PMA7000H has Cockpit Voice Recorder output, and crew intercom push-

This ICS-PTT capability allows the crew to tailor their internal communications depending on the mission phase, choosing a fully automatic IntelliVOX® mode, or push-to-talk intercom mode. Additional capabilities of the PMA7000H include a fullduplex satellite telephone interoperability, dual transmit split-audio capability and multiple independent in-flight entertainment inputs that permit passengers to hear entertainment without disturbing the crew. A new capability that was added to the PMA7000H is the “Alternate Intercom Mode”. Selected by an external switch, this mode places everyone on the intercom, but the passengers will no longer hear the aircraft radio, and when the aircraft radio does become active, the crew will not hear the passengers. This provides the ability for the crew to remain in contact with the passengers but neither party will interfere with their primary communications. To reduce LRU count, simplify installation and add reliability, PS Engineering added four more passenger intercom stations inside the PMA7000H, for a total of 10 places (2 crew plus 8 passengers.) The PMA7000H is available through PS Engineering’s dealer network and has a list price of $2,295.00.

Atlanta Helicopter Pilots Association Spring meeting and Good Neighbor Day Air Show The Atlanta Helicopter Pilots Association will hold their spring meeting at the 57th Fighter Squadron Restaurant on June 5, 2010 in Atlanta, Georgia. Fly-in’s are to park on the Epps ramp. There will be a shuttle service to and from the 57th. The airspace will be closed from 1200 – 1700, but the tower will work with AHPA to accommodate anyone who wishes to fly out earlier than 1700. If you do need to leave, wheels are requested to roll the machines out and away from spectators. Ron Bower has accepted the invitation to attend the meeting and offer his presentation on flights around the world. If you’re not familiar, Ron flew a Jetranger, a MD500, an Agusta Grand, and then a Bell 430 around the world beginning approximately 16 years ago; not once, but multiple times

around the Globe! Ron’s kindness is greatly appreciated as he and his wife will be joining the meeting on their 47th wedding anniversary. Governor Sunny Perdue is invited to the meeting if his schedule allows. Parking and details to follow so SAVE THE DATE. Additionally, the all-women parachute team Misty Blues will perform and fly The Atlanta Helicopter Pilots Association logo to front and center. ntsb reports CEN10LA036 DATE: Sunday, Nov 01, 2009 LOCATION: High Island A-442A, GM Aircraft: BELL 206 Injuries: 1 Serious, 1 Minor. On November 1, 2009, approximately 1040 CST, a Bell 206L-1 was substantially damaged when it impacted water following a loss of engine power shortly after lifting off from an oil drilling platform. Visual meteorological conditions prevailed at the time of the accident. The non-scheduled domestic passenger flight was being conducted under the provisions of Title 14 Code of Federal Regulations (CFR) Part 135. The pilot was seriously injured and the passenger received minor injuries. The flight had just originated from platform High Island A442A, and was en route to platform High Island A515, both in the Gulf of Mexico.

The pilots reported no in-flight abnormalities with the helicopter prior to the initiation of the simulated hydraulic failure. The helicopter was recovered for further examination. On November 9 & 10, 2009, the wreckage was examined by the investigation team. During the examination, flight control continuity was established. The damage documented to the flight control system was a result of impact forces. The hydraulic system was found to be intact. No hydraulic leaks were found. The hydraulic servos were removed from the helicopter for further examination.

On November 6, 2009, about 1215 EST, a Hughes 369D helicopter crashed in a field while conducting an autorotation following a loss of engine power, in Baxley, Georgia. The pilot was not injured, and the helicopter sustained substantial damage. The flight was originating from a private residence in Baxley, Georgia. According to the pilot, the helicopter lost power less then a minute after takeoff. The helicopter rolled over onto its left side during the subsequent autorotation, substantially damaging the main rotor blades and airframe. Examination of the helicopter by an FAA inspector found the helicopter on its left side, with damage to the main rotor blades and tail rotor. The helicopter was recovered to the pilot’s hangar for further examination. ERA10CA064 DATE: Saturday, Nov 14, 2009 LOCATION: Pahokee, FL Aircraft: Robinson R22 Beta Injuries: 1 Minor. The pilot stated that he had just landed and hover taxied to a fuel station. He established himself in a hover approximately 20 feet southwest of the fuel station, noting that the windsock

indicated a strong quartering headwind. While he was hovering, he encountered a gust of wind. The helicopter began to yaw to the right and the nose lowered. The pilot was unable to regain control and the main rotor blades struck a concrete pole. The helicopter rolled onto its right side, substantially damaging the main rotor blades, fuselage, and tail. The winds recorded at closest reporting station about the time of the accident were from 020 degrees at 11 knots, with gusts to 15 knots. ERA10CA065 DATE: Saturday, Nov 14, 2009 LOCATION: Georgetown, KY Aircraft: Robinson R22 Beta Injuries: 2 Minor. The CFI stated that the helicopter was at a hover, and that he was on the flight controls with the student during the student’s inaugural flight. According to the instructor, the helicopter drifted laterally to the right, caught the right skid in the turf, and “experienced dynamic rollover.” When asked about the performance and handling of the helicopter, the instructor stated that it was “performing as normal.” CEN10WA051 DATE: Sunday, Nov 15, 2009 LOCATION: Cheshire, UK Aircraft: Robinson R22 Injuries: 1 Fatal. On November 15, 2009, at 1530 CUT, a Robinson R-22 Beta sustained substantial damage on impact with terrain near Cheshire, United Kingdom. The pilot was fatally injuried. DATE: Wednesday, Nov 18, 2009 LOCATION: Lyons, OR Aircraft: BELL 206B Injuries: 1 Uninjured. The pilot reported that the purpose of the flight was to relocate Christmas trees to a nearby drop site. He had completed several loads over a duration of about 15 minutes. He said that as he was maneuvering the helicopter to the drop site with another load, the helicopter began to settle with power. In reaction he applied more collective in an effort to arrest the descent. The helicopter continued to descend and he attempted to reduce the collective and maneuver forward. The helicopter touched down hard on the heels of the skids and the helicopter’s nose came to rest in a pile of Christmas trees. The tailboom was bent as a result of the hard landing. ERA10CA075 DATE: Friday, November 20, 2009 LOCATION: Lebanon, PA Aircraft: SCHWEIZER 269C-1 Injuries: 1 Uninjured. The helicopter pilot stated that he was performing his first solo autorotation to a full landing. He began the maneuver at approximately 1000 feet, and near the ground noticed that he had a higher than normal rate of decent. He flared late and the helicopter “settled fast”. As the helicopter touched down, the tail struck the ground resulting in substantial damage to the tail boom, tail rotor drive shaft, and tail rotor assembly. The pilot did not report any mechanical malfunctions or anomalies with the helicopter prior to the accident. WPR10LA060 DATE: Friday, November 20, 2009 LOCATION: Kahuku, HI Aircraft: MD 369E Injuries: 5 Uninjured. On November 20, 2009, at 1020 Hawaiian standard time, a McDonnell Douglas 369E helicopter tail rotor struck the ground when the left rear landing skid collapsed at the Turtle Bay Resort Heliport, Kahuku, Hawaii.

The pilot and four passengers were not injured, and the helicopter was substantially damaged. WPR10CA064 DATE: Monday, Nov 23, 2009 LOCATION: Grand Canyon, AZ Aircraft: Bell 206L-1 Injuries: 2 Minor. The CFI and pilot under instruction completed their helicopter external load training and landed the helicopter in a clear and level spot. Both pilots exited the helicopter, unhooked the external line, and verified the helicopter was clear of any skid entanglement. Both pilots reentered the helicopter. The pilot under instruction began to apply collective to lift the helicopter off the ground. As the helicopter started to come up, the left skid lifted first and the helicopter began to roll to the right. Both pilots applied full down collective and full left cyclic but the helicopter continued to roll over on its right side. WPR10CA065 DATE: Wednesday, Nov 25, 2009 LOCATION: Long Beach, CA Aircraft: Robinson R22 Beta Injuries: 2 Uninjured. The flight instructor reported that he had successfully completed the demonstration of several flight maneuvers for the student pilot. He configured the helicopter for a hovering autorotation, closed the throttle, and the helicopter subsequently descended in a left skid low attitude. The left skid of the helicopter struck the ground, and the instructor attempted to apply corrective control inputs. The helicopter then rolled onto its left side, causing substantial damage to the fuselage and the main rotor system. The flight instructor reported that the helicopter and engine had no mechanical failures or malfunctions prior to the accident. He further stated that the accident could have been prevented if he applied right cyclic, and right yaw pedal control during the descent, and cushioned the landing by raising the collective control.

Preparing for renewal in a changing market The article in the February 2010 issue of The Helicopter Newspaper entitled “Aviation Insurance Market Update for 2010 described the fact that there are several indications the current soft market that began in 2006 may have bottomed out, signaling a potential return to the hard markets seen in 2001 2005. A “hard market” is generally characterized by fewer markets bidding on a particular risk resulting in fewer options, increased rates and premiums, decreased limits of liability, fewer ancillary coverages, in addition to more stringent underwriting requirements on training with less flexibility for the operational managers. For most industry experts, the question isn’t

if, but when and how the aviation insurance industry will return to a hard market. The other questions are, “how hard” and “how fast?” The “Big Bang” theory is that a catastrophic event with a huge potential liability settlement will shock the insurance companies into turning on a dime, drastically raising rates and severely tightening underwriting requirements. A more pragmatic scenario might be characterized by an improving economy combined with a reduction in capacity through merging aviation underwriting companies or further departures from some or all markets by some insurance companies. more gradual and implemented selectively. Either way, every insurance buyer needs to consider the potential impact on their budget and what they can do to mitigate potential cost increases. Understanding how insurance quotes are generated can help. Aviation insurance is not automated like auto insurance. Except for light pleasure and business aircraft, most aviation quotes are generated manually using a rate book based on a “best guess according to historical experience” of that insurance company. A scale of rates is created for each type of risk that the underwriters must follow. The goal is making an underwriting profit. Underwriters apply these rates to generate the quote based on the information sent to them by the broker. One of the keys to getting the best quote is to help the underwriter get a better understanding of the risk they are rating and to find a comfort zone which will allow their pen to move down the scale instead of up. The quality of the submission by the broker is usually the only thing the underwriter has to determine the quality of the risk. There are two parts that make up a quality submission: 1. an accurate, full description of the risk, and 2. the appearance and organization of the submission itself. For the individual aircraft operator gathering the proper information needed for a quote, the process is relatively simple. Most good brokers have detailed quote forms they use to gather the customary information about the insured and the risk. However, as the market hardens, more underwriters may require additional information to better judge the risk. This might include further details pertaining to: • The Aircraft Owner and

Operator—who has operational control and who is the go, no-go decision maker? • Who is on board—average passenger load, family, company employees or guests? • The Aircraft—what is the total time on the engine(s), airframe, rotor blades/propellers, and other time compliance components? • The Mission—especially if it involves international flights, flights into hazardous conditions or unprepared airfields or landing zones. A submission for a commercial operator is much more complex. The principle is the same, it just has more moving. Pilot History Forms The hardest job a broker has may be getting a properly completed, legible and signed pilot history form from the insured’s pilot(s). From a common sense point of view, it make sense to put the most complete information in the neatest, most organized way, especially if the pilot is short on some experience. Appearance and timeliness matters Underwriters are busy, so have everything laid out for him in an organized manner. Many times, if the information is not readily at hand, they may assume the risk is average or worse and rate it accordingly. And don’t expect the underwriter to drop everything because a submission was late. If they are rushed they will either pass or give it a mediocre rating. Substance matters most To an underwriter, the quality of an operation is defined by the quality of the operator and has many different parameters. Experience, training and the implementation of other risk reduction practices that addresses the inherent risks of an operation all play a major risk evaluation role. The only time excellence


doesn’t matter is if it is not properly represented to the underwriter. Turning an average risk into a good one If the operation uses older aircraft, is there a proactive, preventative maintenance program addressing the inherent reliability issues that comes with operating older aircraft? If some pilots are relatively inexperienced, is there a training program in place, which allows them to gain the experience they need while addressing operational needs and the concerns of the underwriter? Has an FBO with a history of hangar rash and dinged wingtips implemented a coordinated training program such as the NATA’s Safety First or SMS programs for their line techs, operational employees and management? These training programs set the standard for excellence in the industry and can make a difference with both the underwriters and the FBO’s accident rate. A picture is worth a thousand words A good underwriter can be a valuable resource and partner in

safety if they are allowed to. The best brokers know that a great way to instill underwriter confidence in their client is to arrange a personal visit. They know that it gives their client an opportunity to show their operational needs, limitations and best practices directly to the underwriter. It allows the underwriter to put face on their customer so that when they generate the renewal quote, it is more than just numbers and words on a page. This is especially important when addressing issues that are out of the norm. Safety Saves The best operators with a favorable loss history and the safest operation are going to continue to get the most attention from underwriters, even in a hard market. The more underwriters willing to bid on a risk, the more leverage the broker has to negotiate favorable renewal terms. While premium savings won’t pay for the extra training and safety management programs, in the long run accident avoidance and mishap reduction will.

airworthiness directives AD 2009-19-51 Agusta S.p.A. (Agusta) Model AB139 and AW139 Helicopters SUMMARY: This document publishes in the Federal Register an amendment adopting Airworthiness Directive (AD) 2009-19-51, which was sent previously to all known U.S. owners and operators of the Agusta Model AB139 and AW139 helicopters by individual letters. This AD requires inspecting the tail panels for debonding and, if the debonding area exceeds a certain limit, repairing the tailboom. This AD results from a mandatory continuing airworthiness information (MCAI) AD issued by the European Aviation Safety Agency (EASA), which is the Technical Agent for the Member States of the European Community. The MCAI AD states that while taxiing, the tailboom of a Model AW139 helicopter bent and collapsed. Also, EASA had received previous reports of evidence of debonding on some tailboom panels of the specified Agusta model helicopters. This condition, if not corrected, could result in failure of a tailboom and subsequent loss of control of the helicopter. DATES: Effective on February 8, 2010, to all persons except those persons to whom it was made immediately effective by Emergency AD 2009-1951, issued on September 16, 2009, which contained the requirements of this amendment. Comments for inclusion in the Rules Docket must be received on or before March 23, 2010.

DATES: Effective February 19, 2010, to all persons except those persons to whom it was made immediately effective by Emergency AD 2009-2351, issued on October 29, 2009, which contained the requirements of this amendment.

This condition, if not corrected, can lead to failure of the plug and fragments being caught inside the buckle, causing interference and preventing the belt from being released during an emergency evacuation of the aircraft.’’ This AD requires actions that are intended to address this unsafe condition. DATES: This AD becomes effective on February 12, 2010. The incorporation by reference of certain publications is approved by the Director of the Federal Register as of February 12, 2010. Helitech Portugal: rotary wing inspiration for the southern European market Plans for Helitech, which takes place in Portugal from 5 to 7 October this year, are well underway. This will be the second time the exhibition has been held in Portugal at Airport Cascais near Estoril following a highly successful inaugural event in 2008. Visitor feedback from the last event demonstrated the show’s appeal to the southern European helicopter community with 90 per cent of those who attended saying they were likely to return in 2010. More than 1,350 visitors from all areas of the rotary wing industry attended in 2008 to see 108 exhibiting companies representing 18 different countries. The organiser of the event, Reed Exhibitions, is anticipating similar levels of exhibitors and visitors this year as issues such as training, safety and aerial firefighting remain prominent for the southern European helicopter market. Although 2009 did not rate as one of the worst years for forest fires across Europe, the EFFIS (European Forest Fire Information System), noted that there were significant forest fire episodes in March that had to be addressed in, for example, the north western Iberian Peninsula. March is outside the traditional window of the firefighting season and the fires were helped by a combination of unusually dry weather conditions and strong winds at that time. Indeed climate change is likely to have an impact on how European and North African firefighters plan for the forest fire season in future years. Major exhibitors already signed up for 2010 include Heliportugal, Carl Zeiss, Standard Aero and Zodiac. All areas of the rotary wing supply chain – both commercial and military – are expected to be on display at the show either on the exhibition floor or in the helicopter static display area. New for 2010, Helitech is organising its own two-day

conference to take place onsite at Airport Cascais. Initial themes for the conference include a morning on aerial firefighting followed by an afternoon session focusing on training pilots for proficiency rather than to set time standards. Another theme is likely to look at safety management systems (SMS) for the smaller operator.

Most major helicopter operators already employ SMS but the area can appear complex for the smaller operator; this session will give an overview on how SMS can work for the smaller operator, why it is beneficial and how to implement it successfully. “We expect

to see everything from some of the latest safety and security equipment to the demonstration of aerial firefighting techniques making the event uniquely targeted to the needs of the southern European helicopter market,” says Helitech Portugal’s Exhibition Director Sue Bradshaw. “The rotary wing sector proved to be quite resilient during the depths of the economic downturn and while we need to exercise a certain level of caution we are optimistic that with so many nations now emerging from recession we will witness a real boost to the industry.”

Do you know the financial consequences of buying aircraft “A” vs “B”? Which is the better deal? When we consider a purchase, we want to know how the total ownership cost of aircraft “A” compares to aircraft “B”. Which one is the better deal from a financial viewpoint? Please notice that no qualifiers have been placed on the ownership method, intended usage, or specific expense category of either aircraft “A” or “B”. It might not even be an apples-to-apples comparison. You might already own “A” and want to compare the cost of keeping “A” to trading it for “B”. Your interest is strictly financial. From a big picture standpoint, aircraft “A” and “B” could be investment “A” and “B”. Which one is the

better deal from a financial viewpoint? How do you make this financial comparison and answer this question? Use Net Present Value (NPV) to evaluate and compare any situation “A” and “B” financially. What is NPV? How do you compute and use NPV? WHAT IS NPV? NPV is a single dollar value that is calculated from a cash flow of payments over a period of time which has been adjusted for the time value of money. To adjust a cash flow to reflect the time value of money requires that each cash flow value be adjusted for the time the payment was received at an interest rate charged on the cash flow. Normally,

the interest rate used in the adjustment is called the discount rate. The single dollar value of the total adjusted cash flow not including the initial investment is known as the Present Value (PV). The Net Present Value (NPV) equals the Present Value (PV) less the Initial Investment. As an example, assume $100,000 is the initial investment in an aircraft. This aircraft investment produces a cash flow of $25,000 a year for 5 years. The total cash flow received over the five-year period is $125,000. Assume an interest rate (discount rate) of 10%. The $125,000 cash flow adjusted for the time the payment was received (assumed here to be at the end of each year) and the 10% interest rate produces a Present Value (PV) of $94,769.67. The Microsoft Excel PV financial function was used to make this calculation. Therefore: NPV = ($5,230.33)=$ 94,769.67 (PV) less $100,000 (Initial Aircraft Investment) By definition; if the NPV=0, then the investment return is equal to the discount rate. If the NPV is greater than zero, the investment return has exceeded the discount rate. If the NPV is less than zero, the investment return is less than the discount rate. In the example above, the NPV calculation produced a value less than zero, a negative $5,230.33. Since the initial investment of $100,000 produced a negative $5,230.33 using a discount rate of 10%, the investment return was less than the discount rate of 10%. HOW DO YOU COMPUTE NPV? For the actual mathematics

involved, Google “NPV formula” and read about the formula. As you will see, the timing of the cash flow and the compounding of interest are both taken into account. It is a lot easier to use a financial calculator. The Microsoft Excel NPV financial function can also make the calculation. NOTE: Excel’s definition of discounted cash flow differs from the standard finance nomenclature. Excel uses the letters NPV to denote the Present Value (PV not the NPV) of a cash flow. To calculate the finance NPV using Excel, calculate the Present Value (PV) using the Excel NPV financial function then subtract the initial investment. HOW DO YOU USE NPV? All investment decisions center on calculating today’s value of a future cash flow. You must consider the time value of money. Performing a Net Present Value (NPV) analysis provides a method to compare the value today of situation “A” versus situation “B”. Learn how to use NPV to determine the financial merits of your deals. Take the time to study and understand NPV and you will enjoy many years of successful investing. Using NPV to make financial comparisons between aircraft “A” and aircraft “B” is just smart business. Initial review shows aviation comes out ahead in Obama’s FY 2011 budget proposal Frederick, MD – A preliminary review by the Aircraft Owners and Pilots Association (AOPA) of the Obama Administration’s budget proposal for fiscal year 2011, released on Monday, February 1, appears to show aviation faring well in a year of federal belt tightening. In his State of the Union address on January 27, President Obama announced that he would be seeking cuts in discretionary spending, which would potentially include the Department of Transportation (DOT) and Federal Aviation Administration (FAA), but that they would not be across-the-board cuts. Some departments and agencies would receive more funding while others would receive less. The FAA appears to be one of the agencies receiving more, and that funding increase will come without the imposition of user fees. “For the past year, AOPA and the general aviation community have

made it clear that user fees are not the best way to fund the nation’s aviation system,” said AOPA President and CEO Craig L. Fuller.“Today’s budget proposal makes it evident that our voices were heard. Someone in the Obama Administration decided to hit ‘pause’ when they came to the aviation user fee option. “The decision not to include user fees in the 2011 budget is encouraging, and it allows all of us in the aviation community to focus on important priorities like air traffic control modernization, keeping airports open, and growing the pilot population.” AOPA Pledges to Work With FAA, DOT As one of the key stakeholders in the nation’s air transportation system, AOPA has had ongoing conversations with both the FAA and DOT. During a teleconference with U.S. Secretary of Transportation Ray LaHood and other aviation groups to

discuss the details of the Department of Transportation’s portion of the budget proposal, AOPA President Fuller thanked the Secretary for finding a way to advance the FAA’s goals without resorting to user fees. Fuller also pledged to work with both the FAA and the DOT on issues such as NextGen air traffic modernization, keeping airports open, and expanding the pilot population. Next Generation Air Transportation System The Administration’s budget proposal moves the United States closer to a space-based air traffic control system with a 30% increase in funding for the Next Generation Air Transportation System, or NextGen. As the budget document notes, the extra funding will support the transformation from a national ground-based radar surveillance system to a space-based system, the development of more efficient air

traffic routes, and the improvement of aviation weather information available to pilots in flight. Part of the money allocated for NextGen implementation – approximately $2 million – is designated for research into a next generation aviation fuel. Airport Improvement Program The Obama Administration proposal holds the line on the Airport Improvement Program (AIP) at $3.38 billion, essentially the same level at which the program is funded for the current fiscal year. That funding level ensures not only that air carrier airports receive the funding they need, but that the general aviation grant program is funded as well. “We are gratified that the Obama Administration has heeded the concerns of the general aviation community,” said Fuller. “But we will stay vigilant to ensure the user fee idea remains on hold. We will continue to promote an agenda that supports general aviation today and into the future, while increasing our efforts to show opinion leaders and policy makers the value that general aviation delivers to all Americans.”
