HAI’s newest Board of Director, Max Lyons On July 1, 2010, Max Lyons, president and CEO of Hillsboro Aviation, began his term as a member of the Helicopter Association International (HAI) Board of Directors. He represents the interests of the membership along with eight other directors. The HAI Board of Directors oversees the work of the association to ensure the fulfillment of the organization’s mission to provide its members with services that directly benefit their operations, and to advance the international helicopter community by providing programs that enhance safety, encourage professionalism and economic viability while promoting the unique contributions vertical flight offers society. “Hillsboro Aviation has been a member of HAI for over 25-years, and I have seen the tremendous impact this organization makes on safety, legislation and the promotion of our industry. I am honored to have been elected to the Board and look forward to serving the interests of the international helicopter community,”  Lyons said.

Lyons comes from a fourth-generation lumber family, and his first involvement with the helicopter industry came in 1974 as a ground crew member for a Sikorsky S-64 Skycrane. His flying career began when he enrolled in Hillsboro Aviation’s helicopter professional pilot program. In 1988, Hillsboro Aviation hired Lyons as a helicopter flight instructor and the manager of its foreign student pilot program. Later, Lyons became a utility pilot flying turbine helicopters for a variety of operations, including firefighting and electronic news gathering. In 1992, Lyons was promoted to general manager and was responsible for the day-to-day operations of the entire company. After leading the organization for seven years as its general manager, Lyons purchased Hillsboro Aviation and became its president and CEO. Today, Hillsboro Aviation employs over 180 people and is made up of three core business groups which consist of 14 separate profit centers. The company’s      fleet includes 70 aircraft that fly in excess

AFS supports helicopter operating on the roof of the world ST. LOUIS, MO—Inlet Barrier Filters (IBF) from Aerospace Filtration Systems, Inc. (AFS), a wholly owned subsidiary of Donaldson Company, Inc. (NYSE:DCI) and a division of the Aerospace & Defense group, are enhancing the safety and effectiveness of helicopter operations in one of the world’s most difficult and extreme flying environments. Both Fishtail Air and Air Dynasty, important rotary wing operators in Nepal, utilize Donaldson IBFs on their fleets of Eurocopter AS350 B2 and B3 helicopters. An IBF-equipped AS350B3 recently performed a record-breaking aerial rescue on Mount Annapurna, airlifting three mountain climbers from a 6,900 meter-high location. A similar extreme rescue was performed on Mount Manaslu at 6,500 meters. Nepal is situated in the heart of the Himalaya mountain range. The country’s northern border with the People’s Republic of China contains eight of the ten highest mountains in the world, including Mount Everest, the highest, and more than 240 peaks that are at least 20,000 feet above sea level. In addition to flying vital search and rescue and emergency medical evacuation missions for the region’s numerous mountaineering and trekking expeditions, Fishtail Air and Air Dynasty also conduct aerial sightseeing tours in this spectacular landscape. “Mountain rescues are among the most challenging flights helicopters perform,” said Robert Stenberg, AFS Business Development Director. “If any foreign objects or debris were to enter an engine intake, it could result in power loss, forcing a landing in some of the world’s most inhospitable terrain and compounding the rescue problem.” “Both Fishtail Air and Air Dynasty are acutely focused on safety,” Stenberg continued. “And, of course, no operator wants to contend with unscheduled maintenance or, worse, an engine replacement.” Stenberg added that Donaldson expects to provide additional IBFs for the operators’ newly acquired AS350s to ensure they enjoy the same performance capabilities of their current fleets. “Even at the Himalaya Range’s extreme

altitudes, Donaldson IBFs provide superb protection for rotorcraft engine intakes without degrading the AS350’s lift capabilities or creating any engine inlet imposed flight or gross weight restrictions,” Stenberg concluded. “Even on the roof of the world, Donaldson gets the job done.” Donaldson’s AS350 IBF system utilizes a removable flat filter assembly with a 4,500 flight hour life and an integral bypass design, easily mounted on the existing cowl with no alterations. A filter maintenance aid permits on-condition status checks between established cleaning intervals, eliminating unnecessary service. The system operates with no flight restrictions in falling or blowing snow. With more than 3,000 Donaldson IBF kits in service worldwide and more than two million

Los Angeles County Sheriff’s Dept. purchases 12 AS350 B2 Helicopters Grand Prairie, TX—American Eurocopter announced that the Los Angeles County Sheriff’s Department has purchased 12 AS350 B2 helicopters. The helicopters will be placed into service with the department’s Aero Bureau as part of an upgrade plan for its current fleet. The order also has provisions for options that would allow the department to add two additional helicopters in the future to meet the deployment levels needed to help ensure the safety of department personnel and the surrounding community. This order confirms the AS350 as the helicopter of choice for law enforcement agencies throughout the United States, said Marc Paganini, President and CEO of American Eurocopter. “Los Angeles County Sheriff’s Department’s new fleet of AS350 B2s will certainly set the standard as the most technologically advanced helicopters in law enforcement.” The Aero Bureau’s current fleet of 12 AS350 B2s has been serving the county

since2003. The purchase of these new helicopters will allow the Aero Bureau to update its fleet to the latest technology offering the performance and reliability to meet the department’s expanding mission scope. “Our law enforcement role throughout the county has increased. To get to where we need to be to protect our citizens and perform our missions, our mission equipment needed to be replaced,” explained Captain Louis Duran, Los Angeles County Sheriff’s Department Aero Bureau. “The department has a strong track record with the AS350 B2 helicopters. We have a familiarity with the AS350 B2. We know the strength of its performance and its maintenance. The AS350 B2 has exceeded our mission profile and it just made sense to upgrade to new helicopters,” continued Duran. He also explained that with these new helicopters the department’s capabilities will be enhanced with night vision, laser pointing, advanced

mapping and tracking, as well other technologies that will be added during the completion of the helicopters. The AS350 AStar has become the reference for law enforcement missions in the United States. It is equipped with a powerful, yet economical 732 shp Turbomeca Arriel 1D1 engine, with room for six plus pilot and a sling capacity of more than 2,555 lbs. The AS350 is uniquely adaptable for the full range of law enforcement missions from special operations to emergency medivacs. Airworthiness concerns for work accomplished by US Aircraft Instruments Inspections done by the Federal Aviation Administration (FAA) in 2009 identified discrepancies that led to an Emergency Revocation of the Repair Station Certificate held by US Aircraft Instruments (Certificate # U3SR508J), located at 75 Academy Drive, Hammonton, NJ, 08037. The concerns that led to the revocation order involved: • Failure to properly calibrate instruments used in aircraft certification; • Work done outside the scope of the repair station ratings; • Failure to use current technical data; • Falsification of calibration records. All of these items call into question the airworthiness of the work accomplished by US Aircraft Instruments during this time frame. Owners/operators that had work completed by US Aircraft Instruments should conduct a records inspection immediately to determine both the

scope and date of the work performed. If any aircraft or instrument work was performed by US Aircraft Instruments between the dates of April 1998 and July 9, 2009, (the date of the revocation order), be advised that the airworthiness of that work may be in question. Furthermore, any Title 14 Code of Federal Regulations (14 CFR) part 91, § 91.411 (Altimeter System Test) accomplished in the last 24 calendar months by US Aircraft Instruments may also be considered invalid. As these issues may restrict the operations of your aircraft, please review the relevant Federal Aviation Regulations to ensure that your aircraft remains compliant with all required airworthiness inspections. TrueView Model 2061 announced TrueView Enhanced Vision Systems, LLC, Sackets Harbor, New York is pleased to announce their first infrared enhanced vision system STC. The TrueView Model 2061-200-320/640 system is approved for installation on all Bell 206 and 206L Series helicopters under STC #SR02601NY-D. The TrueView Model 2061 is designed to be installed in the Bell 206 by removing an existing inspection panel, and installing the infrared camera module in place of the panel. By utilizing existing connection hardware, the TrueView system eliminates the need for modifications of the 206 airframe. Systems for other helicopter models, such as the R44 and Bell 407 are currently in the design process. At the customer’s option, the infrared camera module is supplied with either a

Flir® Photon® 320 camera core, or the Photon® 640 camera core. The 320 core offers performance that rivals all existing camera systems in the sub $100k price range, while the 640 core offers imaging performance that is currently only available in infrared products priced at multiples of the TrueView system price. TrueView furnishes a complete EVS system in kit form. The components include the camera assembly, a complete prefabricated wiring harness with switches and circuit breakers preinstalled, all miscellaneous hardware, a high definition LCD monitor, engineered monitor mount, and glare shield. Since the STC kit provides everything the customer needs to install the EVS system, the customer is relieved of the responsibility of designing a wiring harness, or the inconvenience of having

HAI welcomes Stan Rose as HAI’s new Director of Safety HAI is pleased to welcome Stan Rose as HAI Director of Safety. Having been involved in the helicopter industry for more than 40 years, Rose brings a wealth of experience to the role. Rose began his career as a U.S. Army pilot in Vietnam, and later attended the Maintenance Officer/Test Pilot Course with the U.S. Army Reserves. Since that time he has served in numerous and varied positions including as line pilot in the Gulf of Mexico, lead pilot and program director for air medical operations, Chief Pilot of a law enforcement helicopter support unit, and as a business planning and acquisitions consultant. Most recently he served as Senior Director of Business Development for CJ Systems Aviation Group, now Air Methods; and just prior to joining HAI he was the C.O.O. and V. P. of Business Development for Thai Aerodynamics Company, Ltd, based in Bangkok. Rose has been active in diverse industry activities including positions as Chairman of the Bradford Susquehanna Regional EMS Council, the Association of Air Medical Services (AAMS) Board

Concorde Battery issues Bulletin Concorde recently issued Technical Bulletin No. 10 “Parasitic Drain” in response to questions throughout the aviation community about the effect of parasitic drain on battery state of charge. A parasitic drain is an electrical load that takes power from the battery even when the Master Switch or Battery Switch is Off. Examples of loads that cause parasitic drain include clocks, lights, relays, current sensors and power monitoring circuits. If an aircraft is inactive for a length of time, depending on the magnitude of the load, the battery may be depleted within weeks or even days. Skip Koss, Vice President of Marketing says, “When an aircraft is not in service, a parasitic drain will deplete the battery’s state of charge unless the drain is disconnected.” Mr. Koss explains, “I am concerned about the increasing number of aircraft affected by parasitic drain which can diminish emergency capacity reserves and compromise the safety of pilots and passengers.” Parasitic loads are present in most modern day aircraft. They are generally

low in amperage but because they are continuously present, if an aircraft is inactive for an extended period of time, they can deplete the battery’s capacity and cause the plates to sulfate. Sulfated plates make the battery harder to recharge and over time can lead to a battery that is no longer airworthy and ultimately, premature failure. One of the inherent dangers is that a battery without enough emergency power reserve can often still start the engine(s). A battery that is no longer airworthy can also cause an AOG event with unexpected expenditures for obtaining an urgent replacement, freight, installation and possibly costs for transportation back and forth to a hotel for overnight accommodations. To preserve the life of your battery, Concorde recommends measuring the parasitic drain which can be easily accomplished using a standard digital multimeter (DMM) equipped with both 10 Amp and milliampere jacks for test leads. In some aircraft, modifications can be made to reduce or eliminate the parasitic drain however, the airframe manufacturer should be contacted for information on this subject. Defeating Dehydration Summer is prime time for flying. It is also a prime time for dehydration, given the combination of higher ambient temperatures, higher humidity, and warm winds. Certain beverages, e.g., coffee, tea, and soft drinks, can further increase the risk of dehydration. Since dehydration can produce headache, fatigue, cramps, sleepiness, and dizziness, it can put pilots at increased risk for incidents and accidents. The amount of water you need to drink depends on work level, temperature, humidity, lifestyle, and individual physiology. The standard guideline for proper hydration is to drink two to four quarts of water every 24 hours. Another way to measure your intake is the familiar eight-glasses-a-day guide: If each glass of water is eight ounces and you drink eight glasses, then you end up with 64 ounces or two quarts. As with every other aspect of your health, the key is to be continually aware of your condition. Most people become aware of

being thirsty with a 1.5-quart deficit. This level of dehydration triggers the “thirst mechanism.” The problem, however, is that the thirst mechanism does not trigger until you are already dehydrated. In addition, the body’s thirst mechanism is too easily turned off by drinking just a small amount of fluid. By the time you feel thirsty, you already have a significant fluid deficit, and if you drink only enough to make the sensation of thirst disappear, you are merely delaying the much needed replacement of body fluid. Stages of Heat Exhaustion Dehydration alone can create insidious hazards to your health, as well as to your safety as a pilot. There is, however, a more serious danger. If you do not remain aware of environmental conditions and your personal physiological status, you can progress to heat exhaustion, even if you maintain the necessary water intake for proper hydration. There are three stages of heat exhaustion,

and transition from one to another is not necessarily obvious. The first, heat stress, is characterized by a body temperature from 99.5 ° to 100°F. At this level, the pilot may experience reductions in alertness, performance, dexterity, coordination, and visual capability. In the second stage, which involves a body temp of 101° to 105°F, the pilot experiences more obvious fatigue. Other effects can include nausea/vomiting, giddiness, cramps, rapid breathing, or fainting. These are not good at any time, but especially when piloting an aircraft. The third stage, a body temperature above 105°F, is heat stroke. In this condition, the body’s heat control mechanism stops working. The pilot can experience mental confusion and disorientation and may exhibit bizarre behavior. At its worst, heat stroke can produce a coma. As with every other aspect of your health,

the key is to be continually aware of your condition. Here are a few suggestions for awareness and prevention of dehydration and heat exhaustion: • Drink cool (40°F) water. • Don’t rely on the thirst sensation as an alarm... stay ahead of the thirst curve. • Limit your daily intake of caffeine and alcohol. • Be extra vigilant about hydration while exercising. • Monitor your individual effects of aging or illness. • If you feel lightheaded or dizzy, call it a day. Fly safely, and never pass up an opportunity to have a fresh glass of water! Dr. Tilton received both an M.S. and a M.D. degree from the University of New Mexico and an M.P.H. from the University of Texas. During a 26-year career with the U.S. Air Force, Dr. Tilton logged more than 4,000 hours as a command pilot and senior flight surgeon flying a variety of aircraft. He currently flies the Cessna Citation 560 XL.


Rotor Azimuth processor for stress analysis in rotary wing aircraft HORSHAM, PA—PRECISION SYSTEMS, INC. announced that the Aviation Applied Technology Directorate (AATD) has purchased new Rotor Azimuth Processors for a U.S. Army aviation modernization program. These units are designed as test equipment to provide high resolution rotor azimuth regardless of rotor speed. Stress on the airframe, main rotor torsion bar and rotor blades along with blade pitch control and noise reduction (sometimes called “blade slap”) require exacting knowledge of the location of the main and tail rotor blades in conjunction with main rotor speed. The generated output of the Rotor Azimuth Processor (RAP), in combination with other recorded flight data, provides a methodology for analyzing rotor conditions in all phases of flight. The RAP provides main rotor azimuth to plus and minus (+)0.5 degrees and tail rotor azimuth to plus and minus (+)5 degrees at 130% of the maximum rotation speed of today’s fastest rotary wing aircraft. This accuracy is greatly improved with lower rotational speed aircraft. The RAP can be configured to operate with any rotary wing aircraft using standard configuration setup. Real-time rotor data can provide vital information to help isolate stress points, alteration of blade characteristics, reduction of impulse noise and diagnosing aircraft problems. Data is collected from main and tail rotor contactors and tachometers, filtered in both hardware and software, computed and converted to 12-bit parallel digital and analog outputs for capture or analysis by external test and measurement instrumentation. Rotor azimuth is updated every 200 microseconds or 5,000 times every second. Weighing less than 3 pounds, equipped with MIL-38999 connectors and powered by the aircraft’s 28 VDC, the unit is designed for tolerance to operational temperatures of (-30°C to +60°C), voltage to MIL-STD-704F and 4G

acceleration in each axis. The RAP features a small form factor and consumes very little power, typically 13.3 watts. These features coupled with a rugged design permits deployment of the RAP in a wide range of demanding test environments. About Precision Systems, Inc.
