With July behind us, August’s heat is coming out in full force. There is light at the end of the tunnel, come September things will start to cool down and be somewhat bearable... at least in our part of the world! My staff and I are always looking for new ways to convey more information to you. With that in mind, the August edition of The Helicopter Newspaper introduces a new “Heli Guide” section, where each month we will highlight several different airframes for comparison. The section will list specs and include a diagram of each helicopter, as well as an actual photo. When it’s possible, we will feature a helicopter that is

for sale within our classified pages as an example. We should also finish up revamping our website this month. Bell 429 achieves Canadian certification and launches sales of $4.9M helicopter FORT WORTH, TX – Bell Helicopter, a Textron Inc. company, today announced the certification by Transport Canada Civil Aviation (TCCA) of its newest light twin engine helicopter, the 429. Bell has also completed the Federal Aviation Administration (FAA) certification requirements. First deliveries are scheduled to begin this month. “This is an outstanding helicopter and one that is really resonating with our customers,” said Dick Millman, president and CEO of Bell. “I am extremely proud of the Bell team for the work they have done to create the 429 and I believe this is just the start of many great things we will see coming out of Bell Helicopter in the years to come.” “The 429 is the kind of product that will energize the marketplace,” said Bob Fitzpatrick, senior vice president of Business Development and Commercial Programs. “Its design makes it adaptable for different market segments. Powered by two Pratt-Whitney Canada PW207D1 engines, the 429 has a phenomenally smooth ride and a powerto-weight ratio greater than 20 percent – better than any helicopter in its class.” Bell Helicopter has also announced that it has received approvals from Transport Canada Civil Aviation and the Federal Aviation Administration to begin selling its nextgeneration light-twin helicopter, the Bell 429. Fort Worth-based Bell, a wholly owned subsidiary of Textron Inc., said the helicopter will be manufactured in Canada. It’s not sure yet if new jobs will be created to support the aircraft, but if so, most will be in Canada, said Greg Hubbard, a Bell spokesman. Bell’s Fort Worth facility will build component parts,

including the aircraft’s rotors. Priced now at roughly $4.9 million, the Bell 429 already has 300 potential buyers who have signed letters of intent to purchase the aircraft. Bell expects the cost of the helicopters to fluctuate with inflationary trends this year. Hubbard said that 60 percent

of the interested buyers are international customers, with 40 percent coming from North America. Clients from the corporate sector currently make up the largest portion of the buyers interested in the Bell 429, followed by emergency services and law enforcement agencies, he said.

Hubbard said the new product stabilizes Bell’s manufacturing base and employment base in Fort Worth and beyond. Of Bell’s 10,000 employees worldwide, approximately 6,000 to 7,000 work out of Fort Worth.

Whirly Girls accepting applications for training scholarships by Tim McAdams, AOPA

The Whirly Girls, a nonprofit organization of international female helicopter pilots, is accepting applications for its 2010 scholarships. Whirly Girls members in good standing for at least one year prior to the application deadline are eligible for several scholarships this year. Applications need to be post marked by Oct. 1, and members may apply for up to five scholarships, although a maximum of one scholarship per applicant will be awarded. Non Whirly Girls members rated in anything other than a helicopter are also eligible for the add-on flight-training scholarship. Membership is open to all women around the world who are rated helicopter pilots. The first year costs $75 and includes the initiation fee.

Each year thereafter is $45. The Whirly Girls is also open to anyone, both male and female, who do not have a helicopter certificate, but are interested in helping out with the organization as auxiliary members. The Whirly Girls is a charitable organization that is dedicated to advancing women in helicopter aviation through the industry’s largest pool of annual scholarships. In addition, the organization provides women helicopter pilots a forum for the exchange of information and opportunities. Each year, the Whirly Girls organization attends the HAI conference and awards these scholarships. Aviation division services entire state of Georgia The Georgia State Patrol Aviation Division was created in 1974 and provides aerial support to state, federal and local agencies in support of the public safety interest of the citizens of Georgia. Over the past 32-years the division has grown into a diverse rotorcraft unit and has developed unique capabilities to assist in saving lives. A combination of airborne law enforcement support, and the diversification in mission capabilities, makes the aviation division second-to-none among other state aviation assets. Currently the division’s assets consist of 14 helicopters, six hangars, 14 pilots, five aircraft mechanics, and one administrative support personnel. Additionally, 11 Troopers from field posts and five nondepartmental peace officers have been trained as Forward Looking Infrared Camera operators

to support search and rescue missions seven days a week, twenty four hours a day. Another unique component to both the pilots and the FUR operators is the law enforcement training and practical road experience gained prior to becoming a member of the Aviation Unit. Forward Looking Infrared Camera Systems have been placed on six different aircraft located at each one of our hangar facilities. This camera enables the pilot and operator to locate missing persons or fleeing fugitives at night by the radiated heat coming from their bodies. The pilots have also been trained in the use of Night Vision Goggles (NVG’s) to operate in the low light environment to enhance any type of mission that might be flown. This allows the pilot to operate at very low altitudes safely.

FAA approves Halotron® 1 fire extinguishers Larkspur, CA – H3R Aviation, Inc., makers of Halon and Halon-alternative portable fire extinguishers, announced that the FAA has tested and approved two additional Halotron® 1 fire extinguishers for on-board aircraft use. The 11 lb. model 397 and 15.5 lb. model 398 join the 5.5 lb. model B394TS to complete the company’s line-up of FAA approved Halotron® 1 clean

agent fire extinguishers. The FAA performed a series of tests intended to simulate the types of fires encountered on-board aircraft. Testing was performed in compliance with DOT/FAA/AR-01/37 (Development of a Minimum Performance Standard for Hand-Held Fire Extinguishers as a Replacement for Halon 1211 on Civilian Transport Category Aircraft). This

standard specifies a minimum 5-B:C UL rating, as well as passing the seat fire toxicity test and the hidden fire test (measuring total flooding capability). “With the approval of the larger 1A:10B:C and 2A:10B:C-rated models 397 and 398 often used on the flight line, airlines now have Halon-alternative portable fire extinguisher options for nearly every on-board application, from

cockpit to cargo bay.” said Chris Dieter, vice president, marketing and distribution, H3R Aviation, Inc. “Like our wheeled flight line model 674, these models offer maximum visibility during discharge, no electrostatic or thermal shock to damage avionics, no electrical conductivity back to the operator and they require no clean-up when discharged.”

Common aviation insurance terms and definitions There are many terms and definitions used in aviation insurance which you need to know in order to read and understand your insurance policy. They should be contained in the definitions section of your policy and can vary from policy to policy. However, there are some terms and phrases not defined in your policy but are a part of the common language used in the aviation insurance business. Declaration Page – The first page of the insurance policy which gives pertinent information about the Risk such as: the Named Insured, the policy period, aircraft number and description, limits of liability and hull value, territory, pilot clause. Sometime the declaration page is accepted as proof of insurance rather than getting a specific Certificate of Insurance. Aircraft Hull and Liability Insurance – Aircraft Insurance in the U.S. comes in two parts, Hull and Liability, issued in the same policy. In other parts of the world they are issued as two separate policies for the same aircraft. Aircraft Hull Insurance Reimburses the insured for physical damage to the aircraft due to an accident or incident. Typically does not cover loss of use, diminished value or wear and tear. Aircraft Liability Insurance - Protects the insured against claims for bodily injury and property damage caused by or arising out of the ownership, maintenance or use of the aircraft. Medical Payments - Voluntary payments to passengers for direct medical expenses as a result of an accident or incident. Paid without regard to legal liability. Purpose of Use - Defined in

each policy, this spells out the approved uses of the aircraft under the policy. Some common uses are: Pleasure and Business - Noncommercial use of the aircraft for personal or business travel where no charge is made for such use. Usually refers to “owner flown” piston aircraft but could include owner flown turbine equipment. Industrial Aid - Non-commercial use of the aircraft for business travel where no charge is made for such use, but the aircraft is flown exclusively by professional pilots employed for that purpose. Commercial - Commercial uses include but aren’t limited to operations such as instruction, rental, charter, aerial photography, banner towing, aerial spraying, logging and lifting. OPW OR OPC - The Open Pilot Warranty or Open Pilot Clause sets forth the minimum requirements for a pilot to fly the aircraft under a policy without specific approval of the insurance company. Usually found on the page following the declaration page. Includes the Named Pilots and the training requirements of all pilots whether named or under the OPW. Named Insured - The policy owner. The person or entity whose name appears on the Declaration Page of the policy and who has the authority to change or cancel the policy. Insured – The party in the insuring agreement the insurance company agrees to indemnify. For example, an employee of the Named Insured. Additional Insured - A person or entity with an interest to be protected, but who is not a named insured. Breach of Warranty – An

endorsement provided for the lien holder which guarantees the insurance company will pay for any damage to the hull even though the Named Insured may have done something to invalidate the insuring agreement such as violating the open pilot warranty. Subrogation – Gives the insurance company (in lieu of the Named Insured) the right to pursue a third party for recovery of damages paid that they feel is responsible for the loss. Waiver of Subrogation – The insurance company agrees to give up the right to pursue recovery from a third party, usually in conjunction with granting additional insured status. For example, it is common for a contract pilot to be asked to be named as an additional insured with a Waiver of Subrogation to defend him against third party liability and to protect him from being sued by the insurance company for mistakes he might make in the operation of the aircraft which may have contributed to the damage. Combined Single Limit - A combined limit of liability applying to bodily injury and

property damage. Usually stated as a limit per occurrence. Smooth Limit – A single limit with no internal per person limits. The entire limit is available to satisfy a claim by one individual Sub-limit - A single limit of liability for bodily injury and property damage per occurrence, which is further limited to a smaller maximum amount payable to one person or passenger Premises Liability Insurance – Part of a General Liability policy that insures the policy holder against any third party damage or injury arising out of a faulty premises. Products/Completed Operations Liability Insurance – Part of a General Liability policy that insures the policy holder from third party liability arising out of the use of the product they manufacture and/or install on the aircraft. Hangarkeepers Legal Liability Insurance – A form of bailment and part of a General Liability policy that insures the policy holder against damage the policy holder does to a third party’s aircraft while in their care, custody, and control.

Lockheed Martin delivers target system

Lockheed Martin has announced it has delivered its first production unit of its target sight system, which is a multi-sensor fire control system for the U.S. Marine Corps’ AH-1Z Cobra Helicopter. The system provides Cobra pilots with enhanced capabilities to acquire, track and designate targets with greater precision. Lockheed Martin Missiles and Fire Control will manufacture the system at its facilities in Orlando and Ocala. The delivery of 16 systems that have been contracted is expected to be completed in 2010. Value of the contract was not disclosed.

ntsb reports WPR09LA241 DATE: Wednesday, May 13, 2009 LOCATION: Richvale, CA Aircraft: BELL UH-1B Injuries: 1 Serious On May 13, 2009, at 0908 PDT, a Bell UH-1B collided with a building during takeoff from the Richvale Airport, Richvale, California. The pilot, who was the sole occupant, sustained serious injuries. The helicopter sustained substantial damage during the crash sequence. The helicopter had undergone a 100-hour inspection the day prior to the accident. The purpose of the flight was for the pilot to reposition the helicopter to a nearby ramp area. Witnesses reported that the helicopter ascended to a three-foot hover and then begin to drift. The helicopter impacted a building about 25 yards from the original departure point. The fuselage section remained on the building, which was about 15 feet in height, while the tail section came to rest on the ground below. The pilot reported to his family that the helicopter had experienced a complete hydraulic failure. The wreckage has been retained for future examination.

WPR09LA261 DATE: Monday, May 25, 2009 LOCATION: Ogden, UT Aircraft: Enstrom 280C Injuries: 2 Uninjured. On May 25, 2009, about 1100 MDT, an Enstrom 280C helicopter impacted the terrain during an attempted precautionary landing just after taking off from Hinckley Airport, Ogden, Utah. The pilot and his passenger were not injured, but the helicopter sustained substantial damage. According to the pilot, soon after liftoff he noticed that he was losing main rotor rpm, but the engine appeared to be running fine. He therefore lowered the collective and attempted a precautionary landing in a grassy area off the end of the runway. During that attempt, the helicopter struck the ground hard enough that the skids partially collapsed and a main rotor blade severed the aft section of the tail boom. In a written statement, the pilot reported he was belted in the pilot seat during “hot refueling” operations with the engine and rotor system operating at ground idle. The ground crew left the fuel nozzle unattended to correct a fuel flow problem by straightening a kinked fuel hose. The nozzle then began spraying gasoline on the engine and the pilot and quickly ignited. The fuel spray from the nozzle continued for several seconds and then stopped. The pilot exited the helicopter unassisted and extinguished the flames on his body and arms by slapping with his hands. The cockpit area and engine and transmission area of the helicopter became fully engulfed in flames. No attempts were made to extinguish the fire. The wreckage was released to the owner. ERA09LA317 DATE: Tuesday, June 02, 2009 LOCATION: Greenville, VA Aircraft: HUGHES 369D Injuries: 1 Serious. On June 2, 2009, about 1110 EDT, a Hughes 369D landed hard during an autorotative landing following loss of engine power in a clearing near Greenville, Virginia. The helicopter was substantially damaged and the pilot, who was the sole occupant was seriously injured. The purpose of the flight was aerial tree trimming near power lines, with approximately one hour duration. The pilot stated that a ground crew member gave him a 45 minute fuel check

and he then spent 5 minutes performing a “bottom pass.” He pulled up out of the right of way and while returning to the landing zone (LZ), he performed a power check. He also did an instrument scan while on final approach to the LZ; all instruments were in the green. He lowered the saw wheel to a marked spot on the LZ and maneuvered the helicopter backwards and down to lower the saw engine to the ground. During set down stabilization, he heard a loud sound from the engine and the helicopter yawed to the left. The chief pilot of the operator estimated that the helicopter was between 90 and 100 feet agl when the engine failure occurred. He further stated that he reduced collective, attempted to release the saw and nosed the helicopter over to increase airspeed to achieve flare, but the helicopter impacted the ground. He released his seatbelt and shoulder harness and exited the helicopter. Preliminary examination of the engine following recovery of the helicopter was performed by a representative of the engine manufacturer with FAA oversight. The inspection revealed the exhaust collector exhibited a circumferential crack that extended between the 2 and 6 o’clock positions when aft looking forward. The crack was in the blade path of the No. 4 power turbine wheel. Further examination of the exhaust collector revealed breaching in the blade path of the No.4 power turbine wheel. Inspection of the No. 4 power turbine wheel revealed a section of the wheel rim spanning an area of 3 turbine blades was missing; the middle blade of three was fractured.


The state of the used Robinson helicopter market by Andres L. Kerllenevich, R44.com As a broker of used Robinson Helicopters, I receive two or three calls a day from prospective sellers and buyers inquiring as to the state of the market. My response is always the same: the market is active but depressed. While this may seem like a contradiction, it means that while there are still many buyers out there with the funds and desire to buy, they expect to pay much less than they would have paid just nine or ten months ago. Where a helicopter would have sold quickly for $375,000 last summer, the highest offer I might receive on the same ship today is $315,000. The result is that there are a lot of ships for sale, a lot of buyers making very low offers, and very few sales taking place. Buyers call me every day making low offers and seem genuinely perplexed when sellers do not gratefully accept. They proclaim indignantly that the economy is in a recession and that the sellers have no choice but to sell at these prices.

One of the main points they are missing, however, is that the vast majority of these helicopters are owned free and clear of any loans. As a factory authorized dealer, I know from experience that less than 5% of my customers borrow money to purchase their helicopters. In this way, the used helicopter market is unlike the housing market where homeowners, who are behind on their mortgages, must sell quickly or face foreclosure. In addition, where the housing market is awash in foreclosed properties, there is no such deluge of repossessed Robinson Helicopters. In order for a sale to take place at rock bottom prices, a seller must find himself in a situation that requires him to take a significant financial hit. Given that most sellers are not carrying debt on their ships, they can usually afford to park their helicopters and wait for the market to improve. Unfortunately, when such deals do occur, the aviation rumor mill exaggerates and disseminates

knowledge of them at light speed creating the unrealistic notion that sellers a lining up to give away their helicopters. Buyers hoping to buy at rock bottom prices must be prepared to make dozens of low offers before, possibly, finding a seller that will accept. In most cases, that seller will not be found. Invariably when such a deal is found, the buyer has spent months calling every ad in the trades (as well as calling the author of this article) making one low offer after another. As I tell prospective buyers looking for the deal of a lifetime, “you will earn that deal with your time”. If a buyer needs or wants to buy a helicopter relatively quickly, it is unlikely he will find a steal in a short period of time. One sure way for a serious buyer to find a well priced helicopter is to purchase one of the canceled orders sitting at the factory. These ships are not going for fire sale prices but they are significantly discounted and represent very good deals for the

serious buyer who does not have weeks or months to spend making countless fruitless calls. Sellers, on the other hand, have to be realistic in that if they want to sell quickly, they will have to accept a price substantially lower than they would have received a year ago. If a seller is not in a hurry, he should set a reasonable price and hold out for a buyer who does not have time to waste or until the market firms up. In any case, the seller must be prepared to receive countless ‘low ball’ offers and endure every bargain hunter’s detailed arguments as to why he must sell at fire sale prices. One way for sellers to avoid the deluge of tire kickers and bargain hunters is to hire a broker. The broker will field the dozens of low offers and filter out the time wasting bargain hunters and efficiently communicate offers. The active broker will also have a network of interested parties to whom he can present the helicopter. In addition, there is no see ROBINSON on page 12

He will also assist in negotiations, prepare purchase agreements, schedule pre-buy inspections, and coordinate the exchange of funds and title documents. So where is the market going? That is, of course, the million dollar question. At some point, the economy will bottom out, the inventory of canceled orders at the factory will be sold, and pricing will return to normal. Whether this takes one month, one year, or more, nobody knows. In the meantime, anyone looking to buy or sell should do their best to obtain reliable recent sales data in order to make the best deal possible without wasting valuable time. Andres L. Recognize and seize opportunity “There are always opportunities through which businessmen can profit handsomely if they will only recognize and seize them.” J. Paul Getty The general economy continues to struggle. Fuel prices are rising, stock market is questionable, housing market meltdown, credit market is tight, big banks are still in business due to government intervention, declining dollar, high commodity and food prices, record used aircraft inventories and declining values, the “American Recovery and Reinvestment Act of 2009” allowing 50% bonus depreciation and increased Section 179 deduction, etc. Sales and profits are down. Thousands of employees have lost their job. The government is attempting to stimulate the economy. The remainder of this year could be critical. So what should you do? The answer is simple. Concentrate on what you can control. Recognize and seize your opportunities. “Procrastination is the grave in which opportunity is buried.” Concentrate on your business and plan your success by knowing your cash flow and what must be changed to keep a profitable operation. The importance of cash flow has become apparent from the companies requiring bailouts from our government. Preparing a sound financial plan requires the projection of cash flow. What happens to companies that have no sound financial plan? Look at the companies bailed out by our government. The key to survival is meeting the cash flow requirements of your business. For the commercial aircraft operator, this means evaluating the financials of each aircraft in the operation. Concentrate on your cash flow and the calculation of Return on Investment (ROI). Prepare

budgets and financial plans for each aircraft in your fleet. How? Review the expenses on each aircraft over the last several years. Identify any large upcoming cash requirements or expenses (aircraft improvements, overhauls, special inspections, etc.) for each aircraft. Will cash be available to pay the large expenditures? If not, then additional capital will be required. Project the normal annual fixed expenses as well as the hourly operating expenses. Be especially careful to adjust expenses that might change significantly. Examples could be fuel or increased aircraft maintenance expenses due to aircraft being out of warranty or just being older aircraft. Evaluate the revenue that each aircraft has produced. Has the revenue exceeded operation expenses? Was utilization and revenue rate high enough to cover the fixed expenses as well as the variable expenses? Are adjustments in rates or utilization required? Identify any areas where adjustments are required to survive. Analyze the financial impact that different scenarios produce in your business. Concentrate on the cash flow of each aircraft you operate. To answer the financial impact question, compare the after-tax cash flow of keeping your present aircraft against trading for another aircraft. The after-tax cash flows should consider: capital expenditures, down payment, principal and interest payments or lease payments, fixed expenses, hourly expenses, major upcoming expenses, warranty, utilization, depreciation, tax rate, revenues and resale value. Use a financial model to simulate the cash flows by varying different items that have major impacts on cash. Use Net Present Value (NPV) to

provide the relative values of the different cash flows in today’s dollars. Remember; concentrate on what you can control and seize opportunities. AircraftCostAnalysis is a financial model that can perform

New helicopter fire-fighting fleet for Lebanon CALGARY, CA – A new fleet of fully-equipped helicopters dedicated to aerial fire-fighting will operate in Lebanon this year, using the FAST Bucket and accessories to make its efforts more effective. Feu Vert, a non-profit organization responsible for the protection of the historic cedar forests throughout the country, funded the acquisition of the aircraft and FAST systems after a technical committee comprised of several agencies reviewed equipment options and made recommendations. The new Lebanese fleet will be made up of three S-61 helicopters equipped with the FAST Bucket aerial fire fighting system manufactured by Absolute Fire Solutions (AFS).
