But affordability came with a price…

Downward spiral of areas with large concentration of affordable housing § Pull factor for people with no jobs + people just getting buy § Careermakers left a.s.a.p. § High mutation rates + weak sociale networks + poor maintenance § Criminal activities grew + liveability worsened 10


Shift in housing policy

Around year 2000: shift in housing policy § A strong economy ánd an attractive residential city § No longer just an escalator city for lower incomes and lower educated à enabling housing career within city borders

Challenge n°1: uneven distribution throughout the city

Challenge n°3: affordability in the free market (€720€1000)

Obligation to rent in midsegment for 15 years Fixed rent increases during 15 years and minimal m2 Lobby on increasing possibilities for housing associations in free market Creating opportunities for housing cooperations Lobby on instruments for punishing bad landlords


Challenge n°4: more vulnerable people living independently, concentrated in affordable housing

Agreements with housing associations about even distribution of people leaving health care institutions Experimenting with new housing concepts focusing on combinations of more and less vulnerable people Prohibiting certain target groups to get a house in vulnerable areas 24 Integrated approach via local network of caretakers, police etc


Challenge n°5: making affordable housing sustainable and climate proof

Integrated area approach with local stakeholders for costefficient implentation Grants for isolation and green roof tops Communication and coaches 24 Lobby for national funding
