WELCOME INTO THE WORLD OF LNG This is a special day for me and hopefully for you as well by attending the conference LNG for Transport in Harlingen, in the beautiful world heritage area of the Wadden Sea. Proud on having organized not just another conference on LNG, the organizing committee is confident to offer you a broad view on LNG as the new and transitional fuel and therefore stepping stone to future sustainable energy solutions. Cofely GDF SUEZ initiated the conference LNG for Transport in sequence to the pilot case Green Shipping over the Wadden Sea, a mutual project with Rederij Doeksen. In cooperation with conference stakeholders Energy Valley, Gasunie, Province of Fryslân, Gemeente Harlingen and a great in contents support from national and international governmental, non-governmental and corporate business partners, we offer you an interesting program on LNG for Transport. During the conference we will address several aspects of the use of LNG and we will take a number of substantial steps for the future, particularly by tailoring the program to a triangle of actors that each have their own role and assignment. LNG for Transport covers the complete chain – from infrastructure, technology and legislation to delivering and using the new fuel – and addresses technical, social, environmental and economic issues. The conference addresses the widespread development of LNG as a fuel for the Wadden Sea and the Northern Netherlands. The Wadden Sea is one of our natural treasures with a Unesco World Heritage status. An area that is comprehensively protected, but also has significant sailing activities. We intend to share views and discuss recent advances and solutions in the specific field of LNG, particularly in relation to the strategy for and development of LNG for shipping and heavy road transport in this geographic part of the Netherlands. A ​​solid mutual ambition of becoming fully self-sufficient by 2020 was addressed by the Wadden Islands in the Wadden Ambition Manifesto. All island councils subscribed an energetic future. The innovative and ambitious project of Green Ferries fits perfectly within this agreements. The Wadden Sea Ports focus on an alliance with nature and the environment fits into the vision of the Waddenvereniging. A challenge, to see nature and the world heritage status as an opportunity for the economy, rather than as a threat and to strive towards development where nature and the economy are in balance, embedded into a broader regional approach. If ports have facilities where ships can bunker sustainable fuels such as LNG, a major step towards a sustainable port has been taken.


It is our challenge to develop the means for LNG supply and infrastructure required to meet clients’ demands and developments, while at the same time preserving a social and environmental balance. Investments in the infrastructure are essential and we need to join forces to make it possible on a larger scale. The development of the LNG infrastructure and the widespread use of LNG in the transport sector will open the door to a completely sustainable transport sector. The LNG infrastructure will form a good base for the next steps towards Bio LNG. Therefore we see a strong connection between the development of Green Gas and the LNG infrastructure.

Heading the future For several years we have invested in market research, business development, technical research, solving legal obstacles, solving logistical challenges and safety requirements of customers. A number of interesting projects in the market are under development and a number of projects are already under construction or operational. That is positive but not enough to make LNG available to the entire transport sector. We must support the ambitions of partners and support first movers to achieve their goals. Therefore, specific actions and decisions are necessary. We must join forces in the Netherlands to meet the stringent requirements of new environmental legislation and to comply with the internationally agreed obligations. Along with all parties involved, we can make this step. Very pleased we are to welcome Norwegian authorities and business partners that are eager to assist and support us in communicating a mutual message of cooperating on the LNG-issue.

At the end of the conference, we intend to inform you further on nearby specific steps to make and to take concerning LNG, as the fuel of the future and today the transition fuel towards a green transport sector. Likewise we are honoured that this conference is held in our beautiful town. A sustainable port should be in favour of using clean shipping-fuel, so is Harlingen. Therefore we hope that as a result of this conference other authorities will be convinced to support, in any possible way, the development of LNG use and a LNG foothold in this part of the Netherlands. Officially proclaimed World Heritage Area by UNESCO. The provincial administration is very proud of that. For the next decades we would like to keep it this way. That’s why we have to focus on several aspects of sustainability, of which renewable energy is one of the most important ones. It is our obligation to take care of the environment and that heritage. To make sure that our children and grandchildren can live happily. We deliver tremendous efforts on renewable energy. Like wind energy, solar power and even blue energy. Every aspect of renewable energy needs to be developed in order to create a sustainable energy mix. Electric cars and boats is one of the fields we stimulate - with success and also with fun! Our Solar Boat Race already won international fame. It is also a great opportunity for innovation and employment. But today we’re talking gas. The farmer as energy producer, that is how we see it. Throughout our province there are numerous initiatives where green gas is already being produced and used. We believe in - and stimulate the use of - natural gas in transport. In time (and partly now already!) to be replaced by green gas. We already have the most CNG filling stations of the Netherlands. And we now welcome the ideas to broaden the use of gas in transport to LNG. As a cleaner and saver fuel that also fits the needs of the Wadden Sea for a cleaner environment So I am proud and honored to welcome the participants of the international conference LNG for Transport. Sustainable solutions for the international Wadden Sea area and the Northern Netherlands

BACKGROUND INFORMATION LNG for Transport Shipping is an economical form of transport, but LNG = LIQUEFIED NATURAL GAS relatively polluting at the same time. In Norway, the LBG = LIQUEFIED BIO GAS combination of own gas production, a vast nature with CNG = COMPRESSED NATURAL GAS a mountainous landscape and deep fjords, the strong maritime industry, and the need to reduce emissions has led to introducing LNG as the fuel for shipping. By now this country has ten years of experience with LNG-fuelled vessels. Sweden also has more initiatives to encourage water and road transport to use LNG as fuel. What is LNG? LNG is natural gas that has been liquefied through drying, cleaning and cooling to -162˚C under atmospheric pressure. That process reduces the volume 600 times - 1m3 LNG is the equivalent of a natural-gas volume of 600m3. So, Liquefied Natural Gas is just a transportation mode, it is not a separate source of energy, it is simply natural gas made liquid for transportation phase, and it is re-gasified before it is used. The reason why it is made liquid is that methane requires 600 times more volume in gas phase than in liquid phase. Hence it is much more efficient to transport it in liquid phase. In order to get the methane into liquid phase it needs to be cooled down below its boiling temperature of -162 degrees Celsius. The LNG is transported at this temperature and at atmospheric pressure. This means the liquid methane is continuously boiling during the transportation, and as long as the vaporized gas is released from the tank the pressure will not increase. This is just like boiling water at 100 degrees Celsius; the temperature will not increase above 100 degrees, but there will be less and less water left in the pan. LNG stays liquid in thermally insulated storage tanks, contains more than 98% methane and the energy density of LNG is approximately 60% of that of gas oil. The emission reductions compared to oil products will broadly speaking be as follows, but this is dependent not only on basic chemical properties, but also on engine technology, combustion characteristics, etc.: • NOx: 85% reduction • SOx: ~100% reduction • Particles: ~100% reduction • CO2: 15-20% reduction From an economic and costs perspective, LNG is an attractive alternative. LNG also makes a positive contribution to the environment and air quality. The emission of a number of waste substances that are released during the combustion of regular fuel can be reduced significantly by moving to LNG. A Dutch trade delegation, headed by Cofely GDF Suez, studied the application of and experiences with LNG in Norway and developed a perspective for the Netherlands. The conclusion of the trade visit is that the technology is ready for broader application and further


improvement. The required regulations for LNG propulsion onboard vessels have been developed within an IMO context and can be applied by flag states. LNG as shipping fuel is increasingly gaining interest in a number of segments in the Netherlands, including: • Inland shipping – the Dutch fleet consists of approximately 5,000 vessels, which accounts for half of the West-European fleet. Over the coming years, inland shipping will be faced with increasingly more stringent emission standards. • Fishery – the Dutch fishing fleet consists of approximately 800 vessels, of which 400 cutters. • Short-sea shipping – coastal vessels on LNG are increasingly mooring in Dutch North Sea and Wadden Sea ports. • Port applications – including tugs, pilot vessels, KLPD (Dutch national police force), Royal Navy, and the State Shipping Company with specialist vessels for Rijkswaterstaat, Customs, Ministry of Economic Affairs, Agriculture and Innovation, and the Coastguard. • Ferries – Rederij Doeksen has specific plans for fleet renewal in the Wadden Sea, with a lightweight electric catamaran with an LNG-powered generator and solar power and wind energy for the hotel functions. For road transport companies, there are projects under preparation that will use LNG and bio-LNG. The lack of infrastructure and logistics for LNG is currently a clear impediment. Yet the development of LNG as a new fuel for road transport in the Netherlands is progressing steadily. With a subsidy from the Ministry of Infrastructure and the Environment, various transport companies can purchase LNG lorries and dual-fuel vehicles. At the same time, there are investments in various LNG filling stations. LNG Europe has located the first LNG filling station in the Netherlands in Oss and all Dutch provinces are working together on a national network of 120 natural-gas filling stations during 2011. For both market segments – maritime transport and road transport – Cofely GDF Suez and its partners are developing the required infrastructure for tanking, bunkering and supplying LNG. For the maritime sector there are a number of initiatives for applying LNG that are approaching realisation, but here too the required infrastructure and regulations are missing. Government bodies support experimental local initiatives where LNG is used as a fuel for transport. Although the support for different projects is of an extremely practical nature, it does not offer a solution for the remaining legal obstacles. Overcoming legal impediments is an essential precondition for considering LNG as a serious and sustainable solution. A solution that justifies investments in LNG supply and LNG infrastructure in the long term.

Incentives and initiatives in the Northern Netherlands In 2007, the National Government, Energy Valley and the four Northern Provinces concluded the Energy Agreement Northern Netherlands, which contained tough targets in the areas of energy savings, climate and sustainability issues. The Energy Agreement – 100,000 vehicles plan – links in with the agreements in the Wadden Manifesto that was drawn up by the five Wadden Islands - Texel, Vlieland, Terschelling, Ameland and Schiermonnikoog - in 2007. In this Manifesto the five islands agreed to be CO2 neutral by 2020. At the moment a new Energy Agreement is being prepared.


BACKGROUND INFORMATION

In view of the World Heritage status of the geographical area Wadden Sea, which is the focus of the proposed LNG activity, it is of the utmost importance that the various parties operate in coordination and jointly. Initiator Cofely GDF Suez and its conference partners Stichting Energy Valley, Province of Fryslân and Gasunie fully endorse this starting point. Suitable approaches to economic activity and acting from a vision of World Heritage site Wadden Sea represent an opportunity rather than a threat in that context. Against the background of the World Heritage status, the involvement of the nature and environmental organisations must be part of any business initiatives in the areas of road or water transport. The Waddenvereniging and Stichting Noordzee are involved in terms of environmental tests and safety aspects.

Green sailing over and around the Wadden Sea The seaport of Harlingen in particular is the centre of an extremely relevant development in the area of retail LNG. Together with Rederij Doeksen, Cofely has already completed a pilot study. Rederij Doeksen plans to commission an LNG-fuelled ferry on the Harlingen–Terschelling/ Vlieland route. An interesting perspective is provided by the new IMO (International Maritime Organisation) emission legislation as of 2015-2016 and the designation of so-called ECAs (Emission Controlled Areas) in the North Sea and the entire Baltic Sea. By then all shipping must comply with these new requirements, which offer two options for using fuel - low-sulphur diesel or gas oil and LNG. Cofely GDF Suez’ solution is based on small amounts of LNG becoming available to the transport sector and building up the required infrastructure and logistics in line with the rise of the volume demand in the market. At the moment Cofely GDF Suez can already supply small amounts of LNG in the Netherlands. The LNG retail infrastructure in Harlingen and the Northern Netherlands is a relevant development. This relatively small storage facility is a challenge from an economic perspective. This bunker facility would enable Rederij Doeksen to have its ferries sail on gas, but other sailing and driving parties could also switch over to this new and safe fuel. For example other ferries sailing over the Wadden Sea, haulage companies and public transport, such as buses or trains. This is a development that requires major investments from the parties concerned, yet at the same time it is of the highest value for a clean and future-proof Northern Netherlands and the surrounding areas. Building the small-scale LNG bunker facility will accelerate the retail LNG market. Besides the purchaser and so-called first mover Rederij Doeksen, this facility will be made available to other LNG-fuelled vessels that are active in and around the vulnerable ecosystem of the Wadden Sea. This facility also offers an opening for the use of LNG/CNG for haulage and public transport from the LNG hub in Harlingen. By using LNG or Bio-LNG, the harmful emissions in the Wadden Sea are reduced significantly. When suitable bunker facilities have been implemented, the ‘green ferry’ can sail in this UNESCO world heritage site. The project has been proposed for co-financing by the Waddenfonds.


Besides the afore-mentioned ambitions of Rederij Doeksen, the largest shipping company in the Netherlands, Wagenborg, has also shown interest in the LNG project. In Alde Feanen, Rederij Princenhof plans to introduce a clean passenger vessel that is fuelled by LNG. The State Shipping Company, the shrimp-cutter fleet and the fishing fleet of Urk are also expected to show interest. Under the leadership of TechnologieCentrum Noord-Nederland (TCNN), an application for an Interreg project for developing LNG-fuelled vessels was approved recently. This project encompasses Dutch and German knowledge institutes, businesses and governments. All these project activities are supported and facilitated by Stichting Energy Valley.

International Conference LNG for Transport The international meeting on LNG for Transport covers the complete chain – from infrastructure, technology and legislation to delivering and using the new fuel – and addresses technical, social, environmental and economic issues. The conference intends to bring together international policymakers, services providers, technologists, researchers, users and first movers in order to share views and discuss recent advances and solutions in the specific field of LNG. Particularly on the strategy for and development of LNG for shipping and heavy road transport.

Target group We expect to make a number of substantial steps with the conference, especially by tailoring the program to a triangle of actors, each with their own role and assignment: • Politics – with the facilitation of law and regulations • Service providers – with the supply of LNG, infrastructure and technology • First movers/customers – with the use of LNG Firm objectives and follow-up activities will be linked to these roles and assignments. Conference programme The conference programme will be informative and targetled, and it will address the benefits of the new fuel, LNG. It will put the cases of the sustainable ferry of Rederij Doek­sen, Interreg projects and the realisation of the small-scale LNG bunker facility in Northern Netherlands in the spotlight. Like Rotterdam, it can become a place where LNG can be taken onboard. The issue as to how politics can facilitate the so-called first movers will also be discussed.


BACKGROUND INFORMATION

It is the intention of the conference organizers to bring various actors – government, service providers and first movers and customers – together to ensure the conference can work towards a solution of available facilities and thus contribute to energy self-sufficiency in the Northern Netherlands. Ultimately, this will make it possible to contribute to the government’s energy target: enterprising with energy, based on the facilities provided. The many LNG project initiatives in the Northern Netherlands (maritime LNG-case Doeksen/ Cofely and the broad LNG-applications via Interreg projects), the involvement of the Northern Netherlands business community and public authorities (Province of Fryslân, Municipality of Harlingen, Duurzame Waddeneilanden and Duurzame Waddenzee havens) give an indication of the drive to contribute to the government’s energy ambitions.

Great expectations We expect to be able to overcome governmental obstacles – such as rules/legislation – during the conference. By bringing all actors involved together, we anticipate a joint solution for the obstacles that have held back the first movers until now and restrained investment impulses. The organization is pleased to provide with a podium for policy makers and the opportunity to communicate the energy ambition to those who attend the conference. An unequivocal message from the Ministry will give entrepreneurs and the involved provinces and local authorities in the Northern Netherlands openings to start – or restart – a number of initiatives effectively. A representative of the Norwegian Ministry for Trade and Industry will speak at the conference and address our audience. The Ministry for Trade and Industry will be accompanied by a Norwegian delegation of entrepreneurs and specialists who are eager to share their experiences and knowledge with Dutch colleagues. Against the background of the World Heritage status of the Wadden Sea, the involvement of the nature and environmental organisations must be part of any business initiatives in the areas of road or water transport.
