NHIB BROKE Urgently needs $6million for emergency funding

T

he embarrassing pile of problems at the National Health Insurance Board (NHIB) continues to grow larger and worsen, with the institution now in desperate need of $6.1million in emergency funds. The NHIB’s serious financial crisis, which occurred under the leadership of CEO Zaneta Burton, who was recently placed on leave, shocked residents oft the Turks and Caicos Islands, who are left wondering what impact this will have on their health care coverage and overseas medical treatment. The unholy financial mess was disclosed at a Cabinet meeting chaired by His Excellency Governor, Dr. John Freeman, on Wednesday, 23 November 2016, at the N J S Francis Building on Grand Turk. According to minutes from the meeting, Cabinet received a paper from NHIP’s interim CEO, Mrs. Tammy Howell-Robinson, “setting out for the first time” the current resource challenges faced by the NHIB and requesting additional emergency funding of $6.1 million to meet an unforeseen budget shortfall. The report noted that in approving a transfer from contingency funds of $2 million to the NHIB to meet immediate needs, Cabinet expressed “grave concern about the failure of NHIB management to bring to the attention of Cabinet in a timely fashion the parlous state of its financial situation”. Cabinet advised His Excellency the Governor to agree that, among other measures, a comprehensive review of the management and corporate governance of the NHIB should be carried out by the end of January 2017.

CIBC FirstCaribbean presents $25,000 to TCI Cancer Society By Todeline Defralien CIBC FirstCaribbean, Turks and Caicos Islands presented the National Cancer Society of the Turks and Caicos Islands with a cheque for $25,000 representing funds raised by the bank over three months to aid cancer prevention, care and research. The $25,000 is an amalgamation of funds raised by staff, clients, corporate sponsors, and community members through a series of fund raising initiatives, including the annual regional, ‘Walk for the Cure’. Additionally, $2,000 will also be presented to the Turks and Caicos Cancer Society in Grand Turk. Since July, branches held monthly bake sales, a yard sale and Jeans Day, where staff members donated to the cause to work in casual wear. Spare change collection containers in branches also boosted donations from caring bank clients. In a further show of support, staff members formed a team and entered the National Cancer Society’s annual fun run/walk. CIBC FirstCaribbean hast staged the ‘Walk for the Cure’ fundraising campaign since 2012. In its five years the bank has raised close to $60,000 in Turks and Caicos and over USD $1 million across its regional footprint. All proceeds are donated to cancer charities in the countries CIBC FirstCaribbean operates in. Over the last two years, CIBC FirstCaribbean’s fundraising efforts have received a boost from corporate sponsors. PDM responds to PDA’s false allegations

On Wednesday November 23rd, a Facebook Page (People For the PDA TCI), that is affiliated with the PDA put out a false claim that PDM is paying persons to make survey calls from overseas numbers. The PDM has not contracted any person or company to conduct these surveys. Our supporters, family, and friends have been subjected to the same harassing phone calls. We advise persons receiving these calls to not participate in this survey process. The PDM Team and the electorate knows that there will be a change in Government on December 15th. Voters across the lengths and breadth of the Turks and Caicos Islands have been telling us for months that “Enough is Enough and It’s Time For A Change”. We do not need any surveys to inform of us of what voters have been expressing to us for months. This PDA supporter or affiliated page also produced a video falsely claiming that the PDM is being funded by a powerful foreign businessman with properties in Turks and Caicos and that this businessman was promised concessions, more guest workers, and no new hotel developments.

PDM refutes these false allegations and reminds voters that all political parties and independent candidates must submit a report on all political campaign funds received and expenditures incurred to the Integrity Commission, an independent body that investigates all submitted declarations. Policeman appears in court

A policeman from the Royal Turks and Caicos Islands Police Force appeared in court on Wednesday, November 23rd, charged with possession of marijuana.

Clary Morency, 30, pleaded not guilty to the charge when he appeared before Magistrate Jolyon Hatmin in Court # 2 which is located in the IGA Building on Leeward Highway,

Providenciales. His lawyer Oliver Smith is currently out of the country so the matter was adjourned until November 28th, 2016. He is on $1,000 police bail. The drugs were found in his possession when police executed a search warrant at his home on Friday November 18th. The SUN understands that police were searching the officer’s residence in connection with the robbery outside Sunny Foods wholesale in Five Cays, on Sunday 10th April 2016. During that incident, former police officer Alboin Williams, the owner of a security firm, was robbed by three masked men of an undisclosed amount of money. Reliable sources told The SUN that police carried out the search warrant at Morency’s house after their investigations revealed that one of the

suspects in the robbery allegedly made a call to the officer’s phone around the time of the offence. This newspaper understands that the drugs that were allegedly found in the officer’s house were from someone who he arrested before the search warrant was executed on him last Friday. It is understood that Morency was preparing to hand over the drugs to the police exhibit keeper. The marijuana was allegedly found in the bullet-proof vest he was wearing when he made the drug arrest. When the SUN appeared in court this morning, Morency ducked our cameras and darted inside the Digicel retail store. Shortly afterwards, a white police SUV with extremely dark tinted windows pulled up and hid him from view.

United Airlines to commence winter flights From Washington to Providenciales Passengers departing from Washington Dulles International Airport (IAD) will soon be adding a new direct flight to their list of tropical destinations. United Airlines will be operating a direct flight from Washington to Providenciales starting December 17th, 2016. Flights will originate from the Loudoun and Fairfax counties in Virginia via IAD Airport which is only a few miles away from Washington, D.C. This popular airport is one of the three major airports in the Baltimore-Washington area serving

more than 21 million passengers a year. Providenciales International Airport (PLS) is indeed growing to include more and more destinations each year. The Washington (IAD) to Providenciales (PLS) flight will be arriving in Providenciales, Turks & Caicos Islands at approximately 12:30pm and will be departing at 5:40pm. Voters list for upcoming election closed Supervisor of Elections Mr. Lister Dudley Lewis would like to again remind voters of the Turks and Caicos Islands that the Register of Electors for 2017/18 is currently being updated and a new Register will be published on March 31, 2017. Individuals who are not on the current register but who wish to be included in the new Register of Electors will have until November 30, 2016 to contact the Elections Office with the relevant documentation. Registration for the Register of Electors is an ongoing process, however, under the Elections Ordinance; an updated Register is due on March 31 in each year. Mr. Lewis is encouraging persons to apply to be included on the

Register especially those who have turned 17 years old since 1st March 2016, also those persons who are over 18 and did not apply to join previous registers. He noted; “Eligible voters on the present Register of Electors do not need to re-apply to be included in the new one. They will be automatically included unless they notify the Elections Office that they have changed their name or place of residence, or no longer meet the eligibility criteria. This includes being resident in the TCI for at least 12 out of 24 months”. The Elections Supervisor advises that his office will await the approval of applicants TC Islander status by the Ministry of Border

Control and Employment Services before he will consider approving applications of potential voters to be add to the Preliminary List and Register of Electors. Potential new Electors he said should complete the required voter registration application form and those who have already obtained the Status Card, but did not submit an application form are encouraged to prepare and submit it during this process. Mr. Lewis further advises that if persons do not register their names will not be added to the Preliminary List or Register for 2017. Report from November 23rd Cabinet meeting His Excellency the Governor, Dr John Freeman, chaired the 29th meeting of the Cabinet on Wednesday, 23 November 2016, at the N J S Francis Building on Grand Turk. All Ministers were present. At this meeting Cabinet: • Advised His Excellency the Governor to approve the issuance of a revised offer letter to Caonabo Resort and Spa Limited for a lease over 22 acres of Crown Land from Block 10503 situated at South Suburbs, Grand Turk, in accordance with the Crown Land Ordinance, for the establishment of a proposed hotel resort and spa development project, subject to the execution of a development agreement between the developer and TCIG; Cabinet also agreed to invite the Developer to agree that 5.5 acres of that Crown Land should be excluded from the lease for other purposes; •Advised His Excellency the Governor to approve the grant of a lease over Crown Land Parcel 61112/281 in accordance with the Crown Land Ordinance to Jill Swann for the establishment of a beach park facility for kiteboarding and windsurfing activity on Long Bay Beach; and to approve the grant of a non-exclusive licence to Jill Swann over the beach access land located between Parcels 61112/49 and 61112/6 and 9 to undertake beautification of the beach access and the installation of rubbish bins, CCTV security cameras and picnic structures which would facilitate better public access and enjoyment free of charge in accordance with the Physical Planning Ordinance; • Advised His Excellency the Governor to approve an amendment to the NHI Contribution Regulations to increase the current threshold from $2,000 to $2,050 for persons in receipt of a TCIG pension in accordance with the Pensions Ordinance; • Received a paper from the interim CEO of the National Health Insurance Board (NHIB) setting out for the first time the current resource challenges faced by the NHIB and requesting additional emergency funding of $6.1 million to meet an unforeseen budget shortfall. In approving a transfer from contingency funds of $2 million to the NHIB to meet

immediate needs, Cabinet expressed grave concern about the failure of NHIB management to bring to the attention of Cabinet in a timely fashion the parlous state of its financial situation and advised His Excellency the Governor to agree that, among other measures, a comprehensive review of the management and corporate governance of the NHIB should be carried out by the end of January 2017; •Reviewed a report on the financial performance of the TCIG Statutory Bodies for the period JulySeptember 2016 and advised His Excellency the Governor to approve the publication of the report in accordance with Regulation 147 of the Public Finance Management Regulations 2012; • Reviewed a report on the second quarter financial performance of the TCIG for the period July-September 2016 and advised His Excellency the Governor to approve the publication of the report in accordance with Section 36 of the Public Finance Management Ordinance 2012; • Advised His Excellency the Governor to approve the grant of a concession order to the company, Paradise Platinum Production, to set up a TCI-based recording studio on Providenciales with mobile facilities for use by local and overseas musicians in accordance with the MSME Development Ordinance 2015; • Advised His Excellency the Governor to approve the signing by the Ministry of Finance of a Letter of Understanding between TCIG and the Caribbean Regional Technical Assistance Centre (CARTAC) to execute TCIG’s annual contribution of $100,000 per annum to CARTAC for the period 2017-2022; •Advised His Excellency the Governor to approve a draft development agreement between TCIG and TCI Toscana GP Ltd/Vista Development Ltd relating to the construction of a hotel and condominium complex with a retail area in Grace Bay, Providenciales, including a lease of accreted land on a portion of land lying seaward of Parcel 60812/37; •Advised His Excellency the Governor to approve TCIG entering into a lease agreement to rent office space at Butterfield Square, Providenciales, for the purpose of managing the Blood Bank;

Outnumbered in Turks and Caicos Islands

by Drexwell Seymour One of the most sensitive issues in the Turks and Caicos is the fact that there are more non-Turks and Caicos Islanders than there are Turks and Caicos Islanders living in this country. As long as the Turks and Caicos Islands continue to develop, this trend will continue unless persons of Turks and Caicos descent return home to fill the gap. According to the 2012 census, there are 31,459 persons residing in the Turks and Caicos Islands. Of the 31,459 persons, 13,370 are Turks and Caicos Islanders. I do not have any data to provide the accurate amount of adults in TCI but based on the voters list, the number of persons registered to vote is 7,200. Obviously not everyone who is eligible to vote is registered, so let us say there is another 300 adults giving a total of 7,500 persons. A further assumption is made that there are 1,400 adults over the age of 64 and older leaving a total working Turks and Caicos population of 6,100 persons. (Please also note that a number of families have migrated to the UK and US and of course there are students abroad attending college and university). Based on further research, there are over 17,000 work permit holders and about 5,500 Turks and Caicos Islanders in the work force giving a total of 22,500 legal workers in the Turks and Caicos Islanders. (I know that the country poverty assessment report indicates that the labour force is around 18,000). Assuming my data is correct, and I am quite sure I am not far off, this means that there are sufficient jobs in the Turks and Caicos Islanders for locals and work permit holders. This also means that the fee for work permits automatically is a revenue earner because of the dynamics of our country. This also means that there will be companies offering work permit services due to the number of persons on work permits in the Turks and Caicos Islands. I personally do not have an issue with employment or work permit agencies companies as long as those agencies do not collude with Government departments and Boards for approval

of labour clearances and work permits. In my opinion, our concerns therefore should be as follows:

1)Are Turks and Caicos Islanders in the right positions? 2)Are all working Turks and Caicos Islanders employ? 3)Are Turks and Caicos Islanders getting the same pay as work permit holders? 4)Is there room for advancement on the job for Turks and Caicos Islanders? 5)How can we maintain a Turks and Caicos Culture? 6)How can we live in harmony with over 100 nationalities in TCI? 7)Are many Turks and Caicos Islanders in positions of authority? Obviously we cannot be in every position due to the size of our labour force? 8)Are Turks and Caicos Islanders businesses able to obtain work from non Turks and Caicos Islanders businesses? 9)Are the majority of the Turks and Caicos Islanders exceeding their job objectives? In order to address some of these concerns, I recommend the following

We just have to learn to accept that we are one and see each other as one and stopping acting or thinking we are better than one another. 5) Maybe we should consider have legislation in place to ensure that there is equality in pay for positions no matter who the holder of that position is. 6) We need to invest heavily in the Department of Culture and we

need to ensure that TCI studies are implemented in our schools from primary to tertiary level. We must ensure that when we have our local events such as heritage day etc, let us promote our local musicians. In fact we should have events monthly promoting our culture and then during National Heritage Month we can highlight all events throughout the month. 7) I encourage all employees to work exceptionally hard on your job. Go to work on or before time, don’t take long lunch break. Have the right attitude and learn as much as you can on the job. Do not work just for a paycheck. 8) I believe that if we learn to appreciate each other’s differences, integrate with each other and give opportunities to each other despite who you are or where you are from and discontinue this talk about what country is better than the other country, whose food is better than the other country, who is more educated, who dresses better and who talks better, we can live in harmony.

1) I do not think is logical to say that we should discontinue the issuance of work permits as work permit holders are needed in TCI. We should consider a quota system on work permits by country of origin. 2) We should encourage more locals in both the public and private sector to pursue one to two years of secondment in another country giving them the opportunity for greater exposure and experience and upon their return, hopefully they will have an opportunity for advancement. While these locals are away, we can promote other locals or have an exchange program for persons to come here on a temporary basis to occupy those positions. 3) There are many areas in the business licences that are reserved for Belongers. Sabrina Green optimistic of success at the polls By Todeline Defralien Independent AtLarge candidate Sabrina Green said she is very optimistic about her chances of success in the December 15th general elections. “Why I am so optimistic? I think I am exactly what this country needs right now at this particular phase in our history. There are so many people who have become so turned off by both political systems that we have in place and they’re looking for alternatives and I don’t have a problem saying there’re other candidates out there who are Independent Candidates who are very good contributors to the process,” Green said in an exclusive interview with The SUN. Green stated that the electorate now has to “pick up the litter”. She added: “They no longer have the opportunity to sit by and say, ‘oh I am not going to the poll to vote because if you vote for Peter it’s just like you’re voting for Paul the same old PDM and PNP situation’.” She said that voters now have an answer in the form of good strong Independent candidates stepping forward offering themselves. Green added: “What I am

most concerned about in this whole election process is what the voter turnout is going to be. In spite of us all Independent candidates rising up, there are some people who have this political loyalty to their political parties and they feel that they’re betraying their political parties by voting somewhere else. The political loyalty thing is dead. People are now rising up and saying ‘we’re voting for people’. It’s now country over politics and people over party, we’re voting for individuals; the person that is going to stand firm, going to have a voice, going to kick down some doors, going to make some noise and fight for your rights. I think that this is what I truly represent in this Political season.” Green said the support from the community is overwhelming. She said that sometimes the people you know all your life are the ones you have to work the hardest with, but those who are just learning of you by way of radio, television and newspaper whether Haitian, Jamaican, or Dominicans, their support is also pleasing to see. Before December 15th, 2016 Green is planning a fundraiser event for her hometown Grand Turk, a few small rallies throughout Providenciales and also plans to have some talks for North, Middle and South Caicos.

Sheba Wilson shares her innovative plans

By Todeline Defralien Sheba Wilson, the only woman who is running as an AtLarge candidate for the Progressive National Party (PNP) in the upcoming elections, is brimming with ideas and plans that would lead to significant social and economic transformation in the Turks and Caicos Islands. She recently shared her vision in an exclusive interview with The SUN. “A vote for Sheba Wilson means that you will see a transformation of our Employment Services Department,” she said. “This means that we will modernize our systems and our processes in that department. It means that we will beef up the enforcements of our understudy programs and it also means that once we sign off on the business staffing plans for businesses with 50 or more employees on work permits that we will hold employers accountable to what they sign on to.” She noted that one of the requirements for the business staffing plan is that when an employer needs a work permit there’s an understudy attached to that work permit. She added: “In the past, what we’ve seen happen is that employers get away with the continued renewal of work permits simply because there

She continued: “A vote for Sheba Wilson also means that we will focus heavily on our family structures. I am happy that we’re at a place now financially where we can focus more on social issues in our country. A lot of times we find that single parents in particular, because they have to spend long hours working, they’re not able to be at home and so there’s a necessity for the creation of after school programs. We’re going to have to come up with youth initiatives so that our young people are not left idle, but they’re in programs that are assisting them to become better and more productive young people. They will not only be academically inclined but those who are unable to do well in terms of academics, we can start from the high school levels introducing

programs that will help them.” Wilson said that she is happy to be a part of the PNP team that has likeminded individuals who are focused on people centered developments, including making sure that South Caicos, for example, is taking off in the tourism industry. Wilson, who comes from a tourism background, said that is very important to introduce training to get individuals ready to take on the opportunities that are currently in South Caicos and the new opportunities that are about to become available there. She stressed: “This is something that I intend to tackle. We cannot leave it single handedly to employers or the individuals to prepare our people. We must take the bull by the horns and make sure that we focus our energy around creating programs and opportunities for career development, for skills building and also for ensuring that our people are able to present themselves in the best possible manner, because we want them to be the employees of choice in Turks and Caicos. The only way to do that is to equip them so that they’re able to be competitive and the employer will have no doubt in their minds that when they’re choosing a candidate the best candidate to choose is a Turks and Caicos Islander.”

This was the Governor’s first visit to these Islands since his arrival in Turks and Caicos four weeks ago. Akierra Missick delivers Long Bay water project

Leeward and Long Bay representative Hon. Akierra Missick was elated when at long last construction work began on the municipal water project. The works that began in the Long Bay Hills district included trenching and laying on new pipelines to provide city water access to residents there. Long Bay Hills subdivision was a project developed by the previous PNP administration offering residential lots in a suburban environment at an affordable price. The subdivision was outfitted with paved roads and electricity when it was initially developed however some services

were not available to residents as government funding dried up for such projects under the interim administration. Last year a number of residents expressed concern during a Community Council Meeting as they were being billed thousands of dollars for city water access prior to connections to their individual homes. Following the meeting the Minister approached the Public Works Ministry and requested that the government explore the possibility of having a full scale city water project for the area to make water accessible for all. The project was approved and funding allocated in the 2015/2016

and further supplemented in the 2016/2017 budget. “This is more than a dream come true,” commented the Minister, “this is bigger than a political promise, this is government acting for the people so that the essentials needs are met.” In the past some residents were quoted over $10,000 for water connection, now with the government funded project residents are able to get water connections for the same price as the rest of Providenciales. The 500,000.00 project is being constructed by Provo Water Company and is scheduled for completion in 90 days.

WORLD AIDS DAY MESSAGE

World AIDS Day is here again where the Turks and Caicos Islands joins the rest of the world to remember persons who have lost the fight and persons living with HIV as a country. We also pause to consider the advances made in HIV treatment, management and research. The need to break the back of HIV infection within the TCI is paramount. Prevention is still the master key to ending AIDS in our beautiful by nature islands. The theme for World AIDS Day this year is “Getting to Zero New Infections and Deaths Fighting Stigma and Empowering People” We have come a long way and much has been done and the number of reported newly diagnosed HIV infections have decreased but, is this a true picture? Are people testing to ensure that they know their HIV status…. We have become complacent in that we think that HIV is no longer a problem but it is. To date for 2016 there have been 17 newly diagnosed cases of HIV. While that may appear small in number, think about our small population. Currently, there are 229 positive persons of which 103 are males and 126 are females in the national programme. This does not include persons who are treated in the private sector or overseas. The Turks and Caicos has committed to ensuring that 90 percent of the country’s population is tested for HIV, 90 percent of persons found to be positive are linked to care and start treatment and 90% of persons are virally surpassed meaning that persons have a viral load that is undetectable by the year 2020. This is achievable with everyone making it their business

to get tested. Turks and Caicos, we need you to end AIDS by 2030. HIV treatment and care is now being integrated into the Primary Health Care setting, both public and private. Doctors in both the public and private sector have been trained to manage HIV in their settings. Therefore, someone with an HIV diagnosis has choices. Persons who are HIV positive are urged to seek regular medical attention, just as persons who have hypertension or diabetes check their doctors regularly, so should someone with HIV. However, problems and challenges remain with HIV for various reasons. Key populations that are of a challenge are sex workers and men who have sex with men (MSM). That is because these groups of persons are not readily identifiable. You may know that someone behaves like they are an MSM or a sex worker but did they tell you that? There is the challenge of stigma and discrimination, while less than previous years, still exists. We must tackle these challenges and we must do it together to achieve an AIDS free society. As a part of the way forward, the TCI government has strengthened legislations and programmes to ensure goals and targets are achieved. Let us stop any further stigma and discrimination of HIV and empower persons living with HIV to have meaningful, productive and fulfilling lives I call on ALL citizens, Faith Base Organizations, local and international businesses and every Ministry and Department of Government to do their part to develop and encourage a culture for health screening of which HIV is apart. World-wide Natural Fish Resources See Drastic Decline Is this an opportunity for the TCI?

By Richard Berke Global fish stocks are being depleted at ‘alarming’ levels while all of the ocean’s marine life forms are declining from human overfishing, pollution, habitat destruction and global warming. The Food and Agriculture Organization (FAO) of the United Nations, which keeps global catch statistics, published data in the journal Science which grimly predicted that if fishing rates continue at the current pace, all the world’s fisheries will have collapsed by the year 2048 (32 years from today). New analysis shows populations of tropical species are plummeting and humanity’s demands on natural resources are sky-rocketing to 50 per cent more than the earth can sustain. The global fishing fleet is 2-3 times larger than what the oceans can sustainably support and catches in the tropics are expected to decline a further 40%. At present around 85% of global fish stocks are over-exploited, depleted, or fully exploited and as many as 40% of the world’s fishing grounds are now in waters deeper than 200m. Only 10 percent of all large fish—both open ocean species including tuna, swordfish, marlin and the large ground fish such as cod, halibut, skates and flounder—are left in the sea, according to research published in the current issue of the scientific journal Nature. In other words, people are taking far more fish out of the ocean than can be replaced by those remaining. Fish are the last wild animals that we hunt in large numbers and yet, we may be the last generation to do so. Last year, global fish consumption hit a record high of 17 kg (37 pounds) per person per year, even though global fish stocks have continued to decline. On average, people eat four times as much fish now as they did in 1950. With climate change expected to impact agricultural production, people are going to rely more than ever on fish for their nutritional needs. Seafood is immensely important. $124 MILLION VS. $120; 30 BEDS VS. 425 BEDS: BLISS, IGNORANCE OR DÉJÀ VU? by Dr. Daren N. Hall General Physician Healthcare Administrator Robust academic research informs public healthcare policy; not the other way around. On this backdrop, I offer sincere thanks to The Commonwealth Scholarship Commission (CSC) for financially supporting hundreds of scholars across the globe. CSC fully funded my most recent academic pursuits at the University of Surrey in Guildford, England. The Guardian has placed Surrey in the top 5 universities in the UK. My research entitled “A systematic review of the performance of PPPs in developing countries” at Surrey has been subjected to high academic scrutiny against top scholars in Healthcare Management and those familiar with Public Private Partnerships (PPPs) in healthcare on both sides of the Atlantic. Having gone through the process and surpassing the required standards for matriculation and professional certification, I am more than happy to inform local healthcare policy but more importantly provide vital information to the general public and reduce the gap between the informed and those who are uninformed. The Turks and Caicos Islands and the Lesotho healthcare Public Private Partnerships pop up in several international research databases. In academia both have been lauded as Public Private Partnerships sharing similar capital cost (U.S. $120 million - Lesotho and U.S. $124 million - TCI) and utilizing the same integrated PPP business model. There is a striking distinction in what was delivered for the stated cost. At the end of the day and in reality TCI has less than 40 hospital beds and Lesotho boasts of over 400 hospital beds. The difference in the local socioeconomic factors of TCI and Lesotho are not sufficient to justify this discrepancy and the gigantic variation. In addition to similar capital cost and PPP model there are other startling similarities between TCI hospitals (Cockburn Town Medical Centre CTMC & Cheshire Hall Medical Centre CHMC) and the Lesotho Queen Mamohato Memorial Hospital projects: 1. ‘Research support’ using fallacious comparisons. The Queen Mamohato Memorial Hospital is reported to have been procured through a PPP between the Lesotho Ministry of Health and a consortium assembled by Netcare. Netcare is reported to be the largest operator of private hospitals in South Africa and the United Kingdom. Queen Mamohato Memorial Hospital is described as a spacious clinical oasis furnished with technologically advanced care units and patient friendly lounges and wards. It has all the needed resources at its disposal and is backed by regular government payments. On the other hand, its predecessor Queen Elizabeth II Hospital was government operated. Its physical structure was dilapidated, lacking critical supplies, often overcrowded and deficient both in maintenance and resource management. The difference between these two hospitals is tantamount to describing night and day. However, researchers from Boston (McIntosh et al, 2015) evaluating the PPP in Lesotho compare these two hospitals. The result of such analysis is obvious. A fairer comparison would be to compare Queen Mamohato Memorial to another U.S.$120 million facility’s performance. Similarly, Sekhri et al (2011) in making a case for integrated PPP’s such as the new Turks and Caicos hospitals (CTMC & CHMC) makes general reference to “publicly operated health services”. They descry be these as lacking some basics, as well as functioning equipment and frequent shortages of medicines and supplies resulting in low quality services. To compare Myrtle Rigby Health Complex (MRHC) and Grand Turk Hospital (GTH) to the likes of CHMC and CTMC will yield an obvious biased result. The new Turks and Caicos hospitals would need to be analysed against other facilities

with capital investments to the tune of U.S.$124 million. Undoubtedly, had MRHC and GTH gotten the necessary support (capital investment, ongoing maintenance, appropriate compensation to staff, regular equipment upgrades and so on) backed by ‘ring fenced taxes’ (TCIG and NHIB) there would be no need to even consider a PPP project. TCIG would have solved its own problem in healthcare with sufficient leverage in its budget to address other current social issues. 2. Potential for biased influence and lack of independence. It is worth noting that the World Bank Group was also involved in the negotiating of financing for the assembled consortium in the Lesotho PPP. However, the declaration in the academic research by the Boston group (McIntosh et al, 2015) lauding the project was also commissioned and funded by the World Bank Group’s Global Partnership. Umm… Similarly, TCI’s PPP is lauded by the Global Health Group (2009) and or Sekhri et al (2011) of California (Sekhri and colleagues are members of the Global Health Group). Interestingly, Sekhri et al (2011) declared that they also played a key role in the design of the TCI’s PPP and health care reform. The Global Health Group’s work is generally stated to be supported by the World Bank and others. Exactly who funded their work in TCI? Was it the World Bank, the Turks and Caicos Islands Government or Interhealth Canada? 3. Outrageous cost. Queen Mamohato Memorial Hospital appears to be a little oasis destined to cost the Lesotho government far more than U.S.$120 million. Notwithstanding the Lesotho government contributing almost 40% of the initial construction cost, public disclosure of the exact financial arrangements brokered with guidance from the World Bank’s IFC revealed the consortium was to be paid a U.S.$32.6 million index-linked annual unitary charge for up to a maximum of 20,000 in-patient admissions and 310,000 outpatient attendances (or about one third of Lesotho’s total hospital demand). Beyond this cap, the consortium could bill for each additional patient. This indicates a clear disadvantage to the public sector and or government over this 18 year PPP contract. In short the PPP was draining Lesotho’s public finances to the extent of depriving the rest of the health system as well as affecting public funding to other crucial sectors. The World Bank and IFC officials as well as the then Minister of Finance defended Lesotho’s PPP despite concerns of cost. They proclaimed the PPP was improving care and maintaining cost neutrality. That is to say the government is spending the same money with Queen Mamohato Hospital as it would have been with Queen Elizabeth II Hospital. (Further details can be obtained from the Lancet’s Report, 2015). Flipping back to TCI, Sekhri et al (2011) and others make a similar argument that TCI PPP is cost neutral. That is to say TCIG is spending the same money post-2010 as it would have pre-2010. TCIG published budgets from 2003 to 2016/2017 reveals significant increase in total health and healthcare expenditure since 2010. The proof is in these figures. Furthermore, the population is also being taxed for healthcare and contrary to the argument of Sekhri et al (2011) significant risk still remain in the public sector despite the associated cost of the PPP. Some of these risks include overseas medical care and revenue risks. But there is a bit more to this that needs unravelling. TCIG records reflect significant increases in treatment abroad expenditure 20052008. Much of this would have been transaction costs and direct healthcare costs related to doing business with the USA (mostly South Florida). Healthcare costs in the USA are over inflated and have been spiralling out of control for a long time. It was at the crux of dire financial straits in 2011/2012 that TCIG recognized the folly in this

It is reasonable to query whether or not excessive treatment abroad during 2005 to 2008 was intended to skew overseas treatment cost to favour (justify) the outrageous cost of the current PPP? 4. Lack of response to tax payer, resident and user concerns. Lesotho’s PPP was heavily criticised by some persons. These criticisms were initially dismissed. Approximately one year after the opening of Queen Mamohato Memorial Hospital, there was a change of government that led to the full disclosure of the financial terms of the PPP contract. Increasing clamour over the terms of the PPP contract led to the UK based charity Oxfam visiting and investigating this PPP in early 2014. Oxfam released a report charging that the hospital contract offered Netcare and its partners substantial profits while creating a dangerous diversion of scarce public funds from primary healthcare services. Oxfam also obtained an internal World Bank report indicating Lesotho’s PPP to become unaffordable to the government without some reform to the health system. (Oxfam’s full report is available at https://www.oxfam.org/en/ research/dangerous-diversion). There has been ongoing clamour about TCI’s PPP. The current PPP consumes a significant proportion of public funds while areas like Primary Healthcare, Contract Management, Health Regulation and other sectors in TCI economy struggle. A united Canada without the Monarchy By Jeffrey J. Cunningham Vancouver, British Columbia, Canada Canada and England would fit seamlessly into the international community without the Monarchy! It is not accidental that the great majority of nations are republics. It has been the result of humanity’s long groping in the dark, tribulations and sacrifices. Its first and greatest benefit for Canada is that it will deliver a forceful disincentive to the separatist movement in Quebec because after the disposal of the Monarchy, everyone across the land will take the oath of allegiance to Canada itself. We will pledge allegiance to one another and that per se will awaken a great sense of commitment, responsibility, and belonging in all of us. Let us for the duration of time that it takes to read this article set aside the fact of the Aboriginals’ existence on this continent from time immemorial and state another fact that the French came here before the English and later on lost the colonial war to England and England unilaterally declared sovereignty over the entire land and dumped the Monarchy on it. Wars are not any different from sports in the sense that sometimes you win and sometimes you lose and to take the oath of allegiance to the English Monarch simply does not bring out the best in our French Canadians; it only perpetuates the feeling of a past loss. France is a major world power and several generations ago with its Revolution of 1789 it abolished the monarchy and the parasitism that

went with it, ended the ancien regime (old system), and became the source of inspiration for the rest of the world. Now, what does it mean to a “free French citizen” to come all the way to Canada for a new life only to be labelled as “the subject” of the English Monarch? Who is anyone else to decide for our French Canadians how they should feel about taking the oath of allegiance to the English Monarch? As humanity’s experience has shown, a monarchy has never been a marketable system. Monarchies by their nature breed untold privileges based on someone’s birth and have been crumbling one after the other and, very fortunately, it is impossible to convince a republic to convert its system to a monarchy. What are we waiting for here in Canada? Are we waiting for the English to arouse from their coma to dispose of the Monarchy before we decide to become a republic? The Monarchy has always worked for Canadian politicians. One politician after the other has sought the highest office only for the sake of becoming the Prime Minister and the rest was to deal with the day-to-day routines of the office and at the end to collect a fat retirement pay cheque! We must salute Australia for moving in the direction of a republican system. Its former prime minister, Julia Gillard, had the courage to make it her political platform during her campaign to end the Monarchy in Australia and when the Queen visited Australia, she had the courage of her convictions and delivered the message by standing tall and graceful and refusing to curtsy. What a great

and unforgettable moment it was for a nation moving towards a republican system! Unfortunately, a coterie of misguided and sexist politicians did everything they could to bring her down, but they cannot stop Australia from moving forward. The best living proof that the separatist movement in Quebec will evaporate and disappear after the monarchy is ended is the state of Louisiana in the United States. Very briefly, in 1804 Napoleon Bonaparte commissioned four prominent jurists to simplify and naturalize the Roman law, which was prevalent all over Europe. Their finished work became known as the French Civil Code. In 1808 the state of Louisiana adopted it as the Civil Code of Louisiana. Even though the Code has undergone several amendments and revisions, it is still heavily influenced by the Napoleonic Code! Now, why is it that the early settlers in Louisiana, the Canadian Acadians, who were expelled from the Atlantic Canada by the British in 1755, and their descendents, the Cajuns, never wanted to separate from the United States to form their own independent French state? Obviously, because the United States is a republic and there was no trace of any monarchy to look down its nose at them and furthermore, they could identify with the United States because the United States itself revolted against the British and hence, the Fourth of July celebration! The secession of Louisiana during the Civil War (1861-1865) over a century after their settlement had only to do with the “slavery” issue, which was a completely different matter.

English Canada is satisfied to think that the separatist movement will go away on its own while the Monarchy is firmly in place, but the hard facts indicate that it is alive and well and only simmers down from time to time. Since Rene Levesque, the founder of the separatist party, Parti Quebecois, and the first Quebec Premier from that party, resigned from politics in late 1985 (premier: November 25, 1976 to October 3, 1985) to this date we have had five more Parti Quebecois premiers in Quebec and there will be more in the years to come. This leads us to the fair conclusion that it now only takes a great and charismatic French Canadian leader to rise to power and sweep them off their feet and give at least the majority of the voters, if not all of them, enough get-up-and-go to say yes to “sovereignty”! The dire consequences are that the cost to all of us will be astronomically high and unbearable and still worse is the fact that after the break-up the rest of Canada will become a bird’s nest on the ground for the United States. Time is marching on very fast and we must act decisively. We must stop once and for all falsely and complacently pointing fingers at our French Canadians. Highlights from “Dinner with Sabrina” lamour met politics at Saturday’s “Dinner With Sabrina” held at Opus restaurant last week November 19th, 2016. Noting that while a number of elected representatives were happy to receive a full time salary and yet only do a part-time job, she was the voice of change and looked forward to being the representative of whom all Turks and Caicos Islanders would be proud. Education officials attend ribbon cutting for phase 1 South Caicos sports and recreational center On November 21, 2016 the Minister for Sports Hon. Akierra Missick and members from the Department of Sports cut the ribbon to officially open phase 1 of the South Caicos Sports and recreational center. Phase 1’s main feature is the green fitness park that includes the first outdoor gym area in the Turks and Caicos Islands. The facility consists of a wide variety of cardio and resistance equipment to help engage and inspire exercisers to push themselves further. The equipment is geared to all fitness levels. It will meet the needs of those who may be improving their level of fitness, wanting to lose weight, recovering from illness or injury or those maximizing their sporting performance. The new addition also consist of canteen and office block. Also in place are newly resurfaced courts with multi-sport markings. This means that basketball, tennis, netball, and volleyball players, can now play their sports on a smooth new surface bounded by a heavy duty grid mesh fence. Commenting at the opening, Hon. Man charged with numerous firearm related offences A 34 year-old male of Kew Town Providenciales was charged with a number of firearm related offences which occurred on Monday 14th November 2016 in Blue Hills, Providenciales. The charges stemmed from a report

that was made around 9 p.m. on that date when the masked gunman entered the City Market Store located on the Millennium Highway and demanded cash after firing shots inside. He was tackled and subdued by customers inside of the store and restrained until police arrived.

The charges are: carrying ammunition, carrying firearm, discharging firearm and robbery. He was taken to the Magistrate’s Court where he was not allowed to enter a plea. A sufficiency hearing is set for January 2017.

Judge makes $36 million ruling against Bobbi Kristina Brown's former boyfriend

Gordon said on Wednesday he tried to revive Brown after finding her in a bathtub last year. A Georgia judge on Thursday entered a judgment of more than $36 million against Bobbi Kristina Brown's former boyfriend after he was held legally responsible for her 2015 death, attorneys for Brown's estate said. The judgment against Nick Gordon, who has not been criminally charged, totaled $36.25 million, according to attorneys David Ware and Glenda Hatchett, who represented Brown's estate. Brown's estate, who brought the lawsuit, accused Gordon of causing her death by giving her a "toxic mixture" and also stealing from her bank account while she was comatose. Gordon has denied the allegations and said he tried to save Brown's life. Fulton County Superior Court Judge T. Jackson Bedford ruled against Gordon by default in the lawsuit after neither Gordon nor his lawyer attended a hearing in the case in September, Ware said. "The Defendant will not escape justice nor ever profit from his misdeeds. We hope that in some small way this will allow Krissy’s family to continue their quest for peace," Ware said in an emailed statement. Representatives for Gordon

could not be reached for comment on Thursday. Bobbi Kristina Brown, 22, an aspiring singer and the only child of Grammy award-winning singers Bobby Brown and the late Whitney Houston, was discovered face down in the bathtub of her north Atlanta home in January 2015 and died about six months later without coming out of a coma. An autopsy found that drug intoxication and the immersion of her face in the water contributed to her death. Ware said while he doubts the estate will be able to collect the full judgment, he added, "Collection is not the issue; justice is." Ware provided a breakdown of the award, saying that among other accounts the judge assessed nearly $14 million for pain and suffering, about $4.5 million in punitive damages, and $1.575 million for money allegedly taken from her account and stolen jewelry. Brown died three years after Whitney Houston drowned in a bathtub in a Beverly Hills hotel. Authorities said cocaine abuse and heart disease contributed to Houston's death on Feb. 11, 2012.

A source told People that West was "exhausted and currently dealing with sleep deprivation" but that he was "fine." NBC News and other outlets said he was hospitalized in Los Angeles after police responded to a medical welfare call. Reuters could not independently confirm the hospitalization. Concert promoters Live Nation said in a statement on Monday that the remaining 21 U.S. dates on West's Saint Pablo tour had been canceled, and that tickets would be fully refunded. Live Nation gave no reasons, fueling speculation about the state of West's mental and physical health. The World Health Organization on Friday said the Zika outbreak is no longer a public health emergency, putting the virus in the same category as other mosquito-born illnesses like malaria and yellow fever. TV ads may spur snacking in kids as young as two Mindless snacking in front of the television set may start long before children know how to work the remote control, a U.S. study suggests. In an experiment with 60 kids aged 2 to 5 years, researchers focused on how advertising influences what’s known as eating in the absence of hunger. They gave all the children a healthy snack to make sure they had a full belly, and then sat the kids down to watch a TV program with ads for Bugles corn chips or for a department store. All of the kids had Bugles corn chips and one other snack in front of them while they watched the show. Children who saw ads for the corn chips ate 127 calories on average, compared to just 97 calories for kids who didn’t see Bugles on the screen, researchers report in Pediatrics. “This is the first study to show that exposure to food ads cues immediate eating among younger children - even after they had a filling snack,” said lead study author Jennifer Emond of Geisel School of Medicine at Dartmouth College in Hanover, New Hampshire. “Young children average up to three hours of TV viewing a day,” Emond added by email. “If kids are exposed to food ads during that time, they may unconsciously overconsume snacks which can lead to extra weight gain.”

More than one third of U.S. children are overweight or obese, according to the Centers for Disease Control and Prevention. The American Academy of Pediatrics (AAP) recommends against any screen time for children younger than 18 months and suggests no more than an hour a day for kids aged 2 to 5 in part to encourage language development, support healthy sleep habits and limit sedentary activity that can set preschoolers on a path toward obesity. The type of TV program matters too. The AAP encourages educational programming like “Sesame Street” that can support language learning. For the experiment, researchers sat kids down to watch a 14-minute segment of “Elmo’s World” that included three minutes of advertising. Before the show started, all of

the kids could snack as much as they liked on banana, sliced cheese and crackers. They also got water to drink. Children were randomly assigned to view ads for national department stores or to watch Bugles spots that showed kids playing and eating the corn chips. While the shows played, kids were given bowls of Nabisco Teddy Grahams and Bugles corn snacks. There wasn’t a meaningful association between how much kids ate during the program and their age, weight or the way their parents typically supervised mealtime at home. In particular, researchers looked at whether parental feeding restrictions – which can include things like pressuring kids to eat or prohibiting certain foods – and didn’t find any association between these

practices and the amount of snacks kids consumed in the experiment. One limitation of the experiment is that it included mostly white, affluent rural kids, which may make the results less relevant to the broader population of U.S. children, the authors note. Young children can also be unreliable when they tell adults whether they are full, so it’s possible some children who claimed they had enough to eat before watching TV were actually hungry, the researchers also point out. Even so, the findings should give parents another reason to limit children’s exposure to media that comes with advertising, said Dr. Julie Lumeng, a researcher at the University of Michigan’s C.S. Mott Children’s Hospital who wasn’t involved in the study. “Many children's programs are now instead using product placement to advertise,” Lumeng added by email. “Parents should also pay attention to how product placement occurs in the television programs or other media their young children may be watching.”Age 2 may be too young to understand how ads can influence behavior, Lumeng noted. “But parents can consider gradually introducing the power of advertising to young children as a trategy for helping their children resist the effects of these ads,” Lumeng said. “Ultimately limiting the child's exposure to the ads is the key strategy.”

It has been the great unwritten rule of Prince Harry’s tour of the Caribbean: whatever you do, do not mention his girlfriend Meghan Markle. US picking up pace of deportations to Haiti Facing an influx of undocumented Haitian migrants arriving at the U.S. southern border with Mexico and a lack of jail space, the U.S. Department of Homeland Security said Wednesday that it would step up deportations to Haiti in the coming weeks. “Recently, we have seen an increase in the numbers of those apprehended on the southern border. Eustace came to the helm in October 2000 of a shambolic NDP, five months before it had committed to have an early election as part of an agreement reached with the Unity Labour Party to end political unrest earlier that year. While Eustace was unsuccessful in returning the NDP to power, he has brought the party within one seat of winning the elections of 2010 and 2015. In 2010, the NDP reduced the ULP’s margin of victory from nine to one seat in the 15-member parliament, when the ULP retained power by taking eight of the 15 seats, a result that was repeated in 2015.

At least 67 killed in east China scaffolding collapse BEIJING — Scaffolding at a construction site in eastern China collapsed into a deadly heap on Thursday, sending iron pipes, steel bars and wooden planks tumbling down on about 70 workers in the country’s worst work-safety accident in over two years. Zweig, who saw the dress as an investment, kept it in a climate-controlled display case mounted on a mannequin, Julien said. New York used sand-filled trucks to protect Thanksgiving parade heavily armed officers on Thursday to defend the 90th Macy’s Thanksgiving Day Parade, which Islamic State has encouraged its followers to attack. Officials expected 3.5 million people to converge on the 2.5-mile (4-km) parade route in Manhattan for the annual, nationally televised ritual that initiates the holiday shopping season with giant balloons shaped like cartoon characters. Police arrest 178 in Europe-wide money laundering crackdown Police forces across Europe and the United States arrested 178 people as part of a crackdown on money laundering last week and identified some 23 million euros ($24.46 million) in stolen funds, the European Union judicial agency Eurojust said. The arrests were the result of an operation targeting the practice of money muling, where illicit funds are disguised by wiring them through the accounts of intermediaries, or mules, who are paid with a cut of the proceeds. Some 580 money mules were identified and police interviewed 380 suspects during the operation, which was intended to tackle the growing volume of online payment and card fraud across the continent. The growing scale of card fraud was highlighted at the weekend, when cyber security analysts said criminals had used malicious software to “jackpot” cash machines in more than a dozen European countries - rigging them so they spit out cash . Facebook Messenger scam steals passwords and hijacks accounts

Facebook users have fallen victim to a scam that installs software onto their computers to steal sensitive information, including usernames, passwords and financial details. The vicious program has spread around Facebook users through a link in Messenger that is sent from hijacked accounts to all of a victims’ friends. The link appears to be for a photo saved in the new SVG format. But it is in fact malicious and clicking on it takes unsuspecting users to a fake version of YouTube’s website, which asks them to add a Chrome extension to their browser in order to watch a video. Once installed, the Chrome extension has the ability to read and change all of the data on the websites you visit. Invisible on the Chrome toolbar, the malicious browser add-on can steal and change information related to every

website a victim visits, including login details and passwords. Cyber criminals could use it to retrieve a victim’s online banking login details and harvest financial information, for example. At the same time, the extension hijacks the victim’s Facebook account and sends the link to all of their friends to spread the malware. Bart Parys, a computer security researcher who drew attention to the scam, said it could also be used to install ransomware onto a victim’s computer, which encrypts all stored information, such as documents, music and pictures. This makes it inaccessible to the owner until they have paid a ransom of anywhere between 0.1 and 1 bitcoin (£59 to £592). Parys said it looks like Facebook and Google have spotted the scam and have safeguarded against it. “It seems that the Chrome extensions

The survey conducted Oct. 26 to Nov. 9 found that current Samsung smartphone users were as loyal to their brand as Apple Inc (AAPL.O) iPhone customers. It also found that people who knew about the recall were as interested in Samsung phones as those who did not. Samsung was plunged into a global scandal after Note 7 phones caught fire this year, prompting a worldwide recall. Some customers reported fixed phones overheated, leading Samsung to take back replacements as well. Investors expected Samsung customers would turn to alternatives, chiefly Apple’s iPhone 7. Among those aware of the recall, 27 percent would first consider a Samsung smartphone if they were to shop for a phone, the poll showed. Among those who did not know about the recall, 25 percent would look first at a Samsung device.

The poll found that Samsung’s customers were fiercely loyal to their brand. Some 91 percent of current Samsung users would likely purchase another Samsung smartphone, and 92 percent of current users would probably buy another Samsung product in general. Facebook’s Zuckerberg discloses steps to fight fake news Facebook, facing withering criticism for failing to stem a flood of phony news articles in the run-up to the US presidential election, is taking a series of steps to weed out hoaxes and other types of false information, chief executive Mark Zuckerberg said in a Facebook post Friday evening Facebook has long insisted that it is a technology company and not a publisher, and rejects the idea that it should be held responsible for the content that its users circulate on the platform. Just after the election, Zuckerberg said the notion that fake or misleading news on Facebook had helped swing the election to Donald Trump was a “crazy idea.” Zuckerberg then said last Saturday that more than 99pc of what people see on Facebook is authentic, calling “only a very small amount” fake news and hoaxes. But in his Friday posting Zuckerberg struck a decidedly different tone. He said Facebook has been working on the issue of misinformation for a long time, calling the problem complex both technically and philosophically. “While the percentage of misinformation is relatively small, we have much more work ahead on our

Almost half the world will be online by end of 2016; poorer countries will lag, report shows By the end of 2016, almost half of the world’s population will be using the internet as mobile networks grow and prices fall, but their numbers will remain concentrated in the developed world, a United Nations agency said on Tuesday. In the world’s developed countries about 80 percent of the population use the internet. But only about 40 percent in developing countries and less than 15 percent in less-developed countries are online, according to a report by the U.N.’s International Telecommunications Union (ITU). In several of Africa’s poorer and more fragile countries, only one

person in 10 is on the internet. The offline population is female, elderly, less educated, poorer and lives in rural areas, said the union, a specialized agency for information and communication technologies. Globally, 47 percent of the world’s population is online, still far short of a U.N. target of 60 percent by 2020. Some 3.9 billion people, more than half the world’s population, are not. ITU expects 3.5 billion people to have access by the end of this year. “In 2016, people no longer go online, they are online. The spread of 3G and 4G networks across the world had brought the internet to more and more people,” the report said.

However, lessdeveloped countries - LDCs - still trail the rest of the world. “Internet penetration levels in LDCs today have reached the level enjoyed by developed countries in 1998, suggesting that the LDCs are lagging nearly 20 years behind the developed countries,” the report said. Nokia will release a smartphone next year Nokia has confirmed that its upcoming smartphone will be released next year, making good on its promise to re-enter the mobile phone market. The once-mighty Finnish company sold its device business to Microsoft in 2014, where phones were sold under the Lumia brand. But as Microsoft effectively exits the smartphone business, Nokia is set to return. The new generation of devices are expected to be released in the second quarter of 2017, with

rumours suggesting that they will be unveiled at Mobile World Congress in February. Rajeev Suri, Nokia’s chief executive, is scheduled to make a keynote speech at the conference, where the company will also have a stall. Nokia confirmed it would release a phone for 2017 last week, when a corporate presentation said next year will see “Nokia brand’s return to smartphones”. Microsoft restricted Nokia from manufacturing phones with its

name on until 2015 when the company said it would consider re-entering the market “if and when we find a world class partner” to take care of manufacturing, sales, marketing and consumer support. Nokia is partnering with a Finnish company called HMD, which will take responsibility for manufacturing the forthcoming smartphones. The two signed a deal back in May that gave HMD the exclusive rights to the Nokia brand. The newly-formed company

will spend 500m (£430m) on marketing the phones in the next three years. It has agreed a deal with Nokia to exclusively produce its hardware for the next 10 years. No details are yet available about the phone itself and the features that it will have, but Nokia’s new devices are expected to run on Google’s Android operating system. Nokia website Nokia Power User claims that two high-end handsets running Android Nougat are in the works.

Quick, with more bounce than, say, in the UK, where I played a lot with Hampshire. There would be a light tinge of green on the pitch, rolled in to bind it. In Australia, pitches were even bouncier. Guyana and Trinidad weren’t bouncy pitches. Antigua was. Barbados was the quickest of the West Indies pitches when I played. The ball steepled more, which mean a lot of back-foot play. YOUR SECOND TEST TOUR WAS THE 197576 TEST SERIES AGAINST AUSTRALIA, WHEN WEST INDIES LOST 5-1? WHAT DID YOU LEARN FROM IT? It was a real eye-opener. The way the Australians played the game - verbals, bouncers, batsmen standing their ground until the umpire gave them out, which he often didn’t, sometimes even when it was pretty obvious that they were out… It was the sort of tour where either you crack and give up the game or you put your head down and say, no, this will not beat me.

WHAT WAS THE TOUGHEST THING ABOUT PLAYING AGAINST AUSTRALIA BACK THEN?

The Australians were seasoned professionals, hardcore players who didn’t give an inch, whereas a lot of us [West Indians] were on our first or second tours. We’d been in India the year before, playing on slow, low pitches. We had to grow up pretty quickly. The feeling was that this lashing we got would never happen to this group of players again. HOW HAVE BARBADOS WICKETS CHANGED BETWEEN THEN AND NOW? They’re much slower now. Some of them have been relaid, or the preparation is different. That hardness you used to see in the Caribbean has gone. Unfortunately, you haven’t really seen the batsmen making use of the slower pitches. That’s one of the main problems in West Indies cricket. WHAT MADE BARBADOS CRICKET SPECIAL WHEN YOU PLAYED? In years gone by, when teams toured the West Indies, they wanted to play in Barbados because they got good practice for the Test series coming up. The pitch was good to bat on but also good for bowlers. And Barbados had a team that was good enough to take on any touring side. WHY DID YOU PREFER OPENING TO MIDDLE ORDER? I wasn’t one for sitting around waiting. If I had to wait to bat, I would have been a bag of nerves. Not sure if I’d have made it. I don’t think I could have just sat there watching the others. I wanted to get in and get started. I didn’t have the patience. I’ve never been a great watcher of this great game anyway. Not even now. When I got out, I had to find something to do or somewhere to go. HOW DID YOU PREPARE FOR A BIG GAME? I’d take my favourite bat, maybe one that I’d done some modifications to, put some extra rubbers

on the handle, or [a grip] with more pimples to get a better grip. Then I’d sleep with it by the side of the bed because you didn’t want anyone to touch it. Before I went to bed, I’d play some shots in the mirror, start to think of the innings before the game begun. Gets you the feeling that you want to get the game started, get out there and be part of what’s happening. Then on the morning of the game you can’t wait to get out there. WHAT DID YOU LEARN FROM BARRY RICHARDS AND ROY FREDERICKS ABOUT OPENING? Barry was very quiet. Roy was, too. Unfortunately, no one got to see the best of Barry. At the end of his career, it was obvious he’d got pretty bored, not being able to play international cricket. Roy was a dashing player, would almost play a stroke at every ball he faced. He was very courageous. It didn’t matter who was bowling, how quick, he would challenge them. That was good to see. I liked to think of myself as someone who was going to take the fight to the bowler rather than the fight come to you. Challenge what is happening in front of you. WHO WAS THE BETTER OPENER, FREDERICKS OR DESMOND HAYNES?

I didn’t play the short ball very well. It’s not a delivery that I enjoyed facing. It’s just that some have the game to play it better than others. In general, I don’t think people play it that well. DID IT HAVE ANYTHING TO DO WITH THE AMOUNT OF BEACH CRICKET YOU GUYS PLAYED GROWING UP?

Totally different players. I only played for a short while with Freddo. He was the experienced guy coming to the end of his career. I was the apprentice, just starting out. Freddo was an individual, Desmond more controlled in the middle. He showed a lot of courage. Didn’t flinch. Very committed. Both accomplished players, very different.

Maybe, yes. The bowler would wait for the waves to come onto the sand and make it harder, and then pitch the ball short so it skidded at you a lot quicker. You had to learn how to play off the back foot. I learned to play on a 12-foot wide concrete strip between two houses. If you hit either house you were out, so you had to play straight.

WHY DO YOU THINK YOU AND HAYNES HAD SUCH A GOOD OPENING PARTNERSHIP?

DID YOUR WEST INDIES CAPTAINS SAY MUCH TO YOU ABOUT TACTICS AND STRATEGY OR JUST LEAVE YOU TO GET ON WITH IT?

His strokeplay and technique was spot on. A lot of people don’t appreciate Boycs, but I think he did a great job for England. Okay, England didn’t win many matches because of him, but you can say that often they didn’t lose a game because of how he played. WHY DO YOU THINK GAVASKAR WAS ABLE TO SCORE AGAINST WEST INDIES WHEN MOST OTHER BATSMEN OF THAT TIME STRUGGLED? When Sunil played back, he stayed leg side, didn’t move across his stumps, back and across. It was very difficult to play against those bowlers if you moved back and across. Most of them brought the ball back into you, with pace and bounce. It was

Clive Lloyd had a very good side. The bowlers had their own union and decided between them who would open the bowling, who would come on first- and second change. They would do the job according to how they wanted to do it, between them. Clive didn’t restrain the batters from being as aggressive as they wanted to. Yes, at times it was the downfall of a few of us. More often than not, he allowed the players to approach the situation as they wanted to without being inhibited. WHAT WAS HARDEST TO FACE, PACE AND BOUNCE OR SWING AND SEAM? At the beginning it was the pace and bounce. I’d learned to play the swing reasonably well, so it didn’t trouble me that much. I would consider myself more a front-foot player. WHAT WAS THE KEY TO PLAYING THE SWINGING BALL? Watch the ball very carefully. Play much straighter. Get a lot closer to the ball and cut down the swing. Don’t stand back and wait for it to swing. Sometimes I would stand slightly outside the crease to do this. Patience would help here. When you went to strike the ball, you did it with purpose. Strokeplay should be purposeful. If you’re going to hit the ball, hit it. Hesitancy was the downfall of loads of us.

TCI’s Rugby team compete on international stage

By Todeline Defralien The Turks and Caicos Islands Mens and Ladies Rugby Teams recently competed in the RAN International Sevens Tournament over the weekend of 12th Saturday, 2016 . Although, the results were disappointing, the Mens team did manage a convincing win over St Vincent. Competing on an international stage is always a great experience for Turks and Caicos and has highlighted there is much more work that needs to be done. Competition this year was fierce and standards were high in both the men and women categories, with many of the teams, such as Cayman Islands, Jamaica, and eventual overall tournament winners, Canada, showing their superior fitness and experience from established national rugby programmes and Olympic Funding. The TCI Mens team competed against Guyana, Jamaica and Martinique. TCI Ladies team competed against Canada, Cayman, Jamaica and Bermuda. Both teams started play at Saint Mary’s ground in Port of Spain Trinidad and Tobago last weekend, Saturday November 12th, 2016. Dan Willis Public Relations Officer told The SUN, “It’s a real honour for the men and women of TCI to wear the TCI rugby jersey and highlights the work and effort put in from players and coaching staff. It also shows how far TCI has come in terms of as a rugby nation. As recent as five years ago, TCI wouldn’t have dreamed of competing on the international rugby stage, so the players were proud and excited about competing on the world stage with the likes of Canada, Cayman Islands and

Whilst both the mens and ladies teams worked extremely hard in preparation for the tournament, the competition was the fiercest ever. Many of the competitors have greatly more experienced domestic rugby programmes and they benefit from Olympic Games funding and investment. TCI had neither of these, so entered the tournament as underdogs. The men and ladies knew this going into the tournament and prepared accordingly. TCI is never one to shy away from healthy competition, so in this regard the players did well to hold their own against much larger competitors.” When asked how does the team feel about their overall results? Willis said, “Disappointed. The ladies

team lost all four games, but kept the scores respectable and scored several times demonstrating the potential for the team. The mens team played six games and lost five, but again kept the scores reasonably close. Both the mens and ladies teams displayed determination, which, for the mens’ side eventually paid off with a win against St Vincent. Both teams are using the experience as a learning one and intend to work harder to build on the recent results. For many of the players who played in the RAN Internationals, it was their first taste of international competition. It’s sparked a thirst and hunger for more, so we’ll be looking to build and improve on our performance.” TCIRFU are realistic, but also positive and hopeful for the current and future players of TCI to improve and build on this

great experience. The passion for rugby in TCI has grown and is growing massively across the Islands. There is a grassroots programme offering FREE rugby to the youth of TCI every Saturday morning at the Merdian Field, Provo, all with experienced qualified coaches. There is also regular rugby played in Grand Turk with TCIRFU’s Aussie Dickenson, so the growth of the sport just keeps getting bigger. The Turks and Caicos Islands Rugby Team made their departure at the Providenciales International Airport on Thursday November 10th to Trinidad & Tobago and returned back home on Monday November 14th, 2016 from Miami. A little bruised and battered, but with a renewed energy and focus to improve for the next international fixtures, which will be in 2017.

GIANNI ASCANI AND DANE RITCHIE APPOINTED TO THE FIFA REFEREE'S LIST The Turks and Caicos Islands Football Association (TCIFA) is pleased to announce the re-appointment of Gianni Ascani and the appointment of Dane Ritchie to the elite FIFA Referee’s List. In the case of Mr. Ascani, he has been re-appointed as a FIFA Referee for the third consecutive year. Dane Ritchie has been appointed as an Assistant Referee (AR). This is Mr. Ritchie’s first appointment. Being appointed a FIFA Referee or a FIFA AR is the highest appointment in that field wi...thin the sport of football. It is a recognition by the football’s world governing body that these individuals have attained a superior level of competency and knowledge of the laws of the game which translate in them effectively patrolling the game at a very high level. Both Mr. Ascani and Mr. Ritchie have been involved with the TCIFA initially as players and volunteer coaches

over the years. During that time they matriculated to the TCIFA’s Referee Program and readily took advantage of the various training courses and refereeing opportunities that ultimately led them to the plateau on which they now stand. As FIFA Referee and AR they will be assigned to future International and Club games including World Cup Qualifiers and CONCACAF Champion League Games throughout Caribbean, Central American and North American region. The ultimate goal is to be assigned to a World Cup Finals Tournament and the TCIFA is both hopeful and optimistic that as an organization, one of our referees will reach that goal. This is just the beginning. "We are so proud of Gianni and Dane's accomplishments, which they truly deserve. Both gentlemen are very committed to the refereeing programme and invests a lot of time into their personal development and
