IT’S TIME TO TALK AGAIN!

After busy summer holidays, it’s back to work and back to school. I have been contemplating some of the comments in my August editorial, in particular about being part of ‘The Sandwich Generation’ and making plans for the next 12 months. I need to make a plan to ensure my mother is well cared for and she can continue to live as independently as possible in the home that she loves.

So, some basic questions: • Is their house still practical? Does it need alterations? • Is there accommodation for a live in carer? • How much will a carer cost? What funds are available? • Would it be better to downsize? • Do we need advice?

TARPORLEY PARISH COUNCIL Newsletter

Council objection to Eaton Lane homes plan Planning Application for 13 Dwellings at Land off Eaton Lane (18/02222/OUT) The Parish Council doesn’t normally meet during August, however an Extraordinary Meeting was held on 13th August to enable parishioners to share their views on the above planning application which seeks to develop land near the junction of Brook Road and Eaton Lane, on the outskirts of the village. Over 50 members of the community attended, with many taking the opportunity to speak. All those who spoke strongly objected to the proposals, echoing many written representations also received by the Council. The Parish Council has not received any representations in support of the development. The comments backed up the Parish Council’s resolution (18/495) taken at their meeting on 9th July to object to the application in the strongest terms. The objections forwarded to the Planning Authority in July have now been further reinforced to include additional comments made by members of the public. Local CWaC Councillor, Eveleigh Moore-Dutton, reassured the meeting that Tarporley’s Neighbourhood Plan and CWaC’s current housing supply figures put the community in a strong position to object to the proposals which brought no significant community benefit. She committed to ‘call in’ the Application should Planning Officers recommend approval. This would mean that the Application would be heard by the Planning Committee, with a further opportunity for her and the Parish Council to put forward their views on it.

New Car Park on Former RBL Site

Readers may have noticed that the new car park is nearing completion. The developers are not obliged to hand the new facility over to the Parish Council until the first of the 10 new homes is ready for occupation, which could be several months away. The Parish Council are trying to persuade the developer to allow the village to start using the car park in time for the beginning of the new school term, however the behaviour of some inconsiderate members of the public is making the developer nervous about an early hand over. Cars have recently been left parked across the site entrance and even within the unfinished car park itself, leading the developer to become concerned that this sort of undisciplined parking could restrict access to his site if the car park is opened. Please help us to get this facility open early by parking considerately.

Second Monday of the month (except August) in either the Committee Room or the Craven Room (the downstairs room accessed from the rear car park) of the Community Centre. Each meeting starts at 7pm with an Open Forum, during which members of the public can address the whole Council on matters of concern to them. At 6.30pm, prior to this meeting, the Parish Council holds a surgery where members of the public can talk one to one with individual councillors on an informal basis.

Brook Road Outdoor Sports & Recreation

The receipt of Full Planning Permission for the proposed facility to the east of Brook Road, earlier this year, has enabled the Parish Council to push forward with the plans for the site. There are still significant regulatory approvals to overcome including discharging Planning Conditions, not least in respect of ecological issues, and in dealing with utilities companies and other statutory bodies, however readers can be assured that the funding set aside in the Section 106 agreement is being safely held and is ring-fenced for this development by the legal agreements in place. The facility most likely represents the single largest investment and most complex project undertaken by the Parish Council in its history and planning work is initially focussed on the site infrastructure, access road, car parking, and playing pitch. If all goes to plan then it is hoped to start construction activity in the Spring of next year.

Bench Outside St Helen’s Church

The new circular bench outside the church has been damaged for a second time by construction traffic using the driveway between the churchyard and The Swan. Fortunately, this time, the driver was very honest and reported the damage enabling us to make a claim against his insurers. We apologise that the lovely new bench remains out of use whilst the claim is processed and repairs are commissioned.

Enterprising students raise £1,600 for hospital Tarporley Sixth Form students were set a challenge to raise as much money for the Tarporley War Memorial Hospital as possible. Competing tutor groups were each given £50 by the hospital and had to decide how best to turn that starting figure into a much larger sum. Business teacher, Mrs Senior, and Head of Sixth Form Mr Nuttall, encouraged this initiative which made Tarporley Sixth Formers both enterprising and creative in their pursuit of profit! Six tutor groups participated, and the £300 start-up fund developed into the staggering profit and final figure of £1652.62! Students organised and managed a range of fundraising activities such as: staff social events, charity football matches, comedy concerts, a world cup raffle, cake sales, sports day refreshment stalls, car washes and many more. 22 To advertise call 01244 350398

Tarporley journalists shine again Tarporley Sixth Form’s ‘Term’ magazine has received commendations and praise at the national ‘Shine School Media Awards’ for the fourth year in succession. Out of over 200 schools, the magazine edition won ‘Best Business Strategy’ (Katie Warburton and Lizzie Craven) and a prestigious commendation for ‘Best Article’ (Issy Clarke). Issy’s prize includes a one-to-one journalistic masterclass with former Telegraph Editor and political journalist, Simon Heffer, this October. In addition, the team were nominated for a further two awards: Best cartoon (Aaron Jones) and Best Photograph (Anna Steward). Six students who had been heavily involved in the production of Term magazine accompanied Mrs McMillan to London. Editor, Niamh Craig stated that: “The day was truly inspirational and provided a real insight into the media industry – a field I am eager Katie Warburton and Lizzie to enter beyond Sixth Form. As a team, we have strived to achieve Craven – winners of Best the very best quality of articles, photographs, artwork and design. Business Strategy As Editor, I’m beyond amazed at the team’s commitment and drive to make our latest issue one that we can all be proud of.” The winning edition benefitted from a generous donation from the George Heath Foundation, which provided funding for new technical and photographic equipment. The magazine featured an interview with two trustees from the Foundation. As an ex Tarporley Sixth Form student, George Heath had studied journalism at University so the ‘Legacy’ themed issue seemed entirely appropriate. TH FORM COLLEGE Dreaming of Oxford spires… A number of Year 11 and 12 students at Tarporley High School enjoyed a residential trip to Oxford University, staying at Balliol College and visiting the University’s Open Days as well as the famous Bodleian Library. In addition, three students Thomas Adkins, Issy Clarke and Eloise Nuttall visited the University of Oxford’s Pembroke College to take part in a language summer school at the university. Students applied successfully a few weeks prior to the trip and were delighted to have been offered this opportunity. Whilst there, the budding linguists undertook a variety of taster language sessions including Arabic and Polish. However, the main focus of the summer school was to write a commentary based on a literary text in a foreign language. Although challenging, this was a rewarding experience, especially when Eloise Nuttall was highly commended and recognised amongst the group of students from around the country, for her work on a set of German poems.

Early Autumn – September P

lants are in bloom earlier this year due to the dry weather which brings on flowering before the “normal” season.

Colour this autumn comes from Rudbekia fulgida Goldsturm, a jolly yellow daisy like flower with a black centre which flowers for weeks if kept watered. They do best in a heavier soil that retains moisture and need to be split and replanted every few years to maintain their flowering. Another flowering perennial that is doing really well this year is the Penstemons. These produce foxglove shaped flowers for a long period from summer to autumn, especially if you dead head them. They have bright green leaves and the flowers come in red, white, all shades of pink and mauve/blue. This year they have performed well in the heat when other plants have wilted. The smaller leaved variety Garnet with dark red flowers is very good for hot weather. If you are looking for colour from shrubs, then the Hydrangeas of all varieties are performing well if kept watered! They like a damper soil but if the leaves wilt, throw a couple of buckets of water on the roots and they should perk up. Although I love the Lacecap varieties, the mophead types are giving bold colour this year as you can see from the photo. Another late flowering shrub is Abelia Grandiflora. This needs a bit of shelter so a windswept site is not ideal. It has small neat glossy green foliage and in autumn has masses of small white scented flowers. Can get to 2m tall if left unpruned but cut it back after flowering or in spring and it will form a neat shrub about 1m tall. Work to do in the garden. Let your pumpkins and squashes harden off in the sun before bringing them in to a cool garage to store. Protect your brassicas with robust netting to avoid pigeons eating them over winter. If the soil is damp enough, perennials can be dug up and split and replanted. Crocosmias need this as after time they become congested and cease to flower well. Replant a few in soil enriched with well rotted manure for a good show next year. If you would like to visit gardens look out for gardens open under the National Gardens Scheme where all proceeds go to charities including Marie Cure Cancer Care and Macmillan Cancer Support. Mount Pleasant Gardens, Kelsall open on 1st and 2nd September, has 10 acres of gardens to discover including a sculpture trail.

Quite simply it emphasises the power of growth. You could be forgiven for thinking that growth on savings has been in very short supply for a decade now, and of course you would be right, a 0.75% base rate on your penny, will not a £1 make, never mind £22 million of them over a lifetime, never mind a month. However it does show how easy it is to underestimate the power of compounding returns over a period of time. Dividends are currently doing much of the work for long term equity investors, even if they can often appear to be unexciting - after all at best they only offer a few pence on the pound. Then of course there are the lean years, when a company may not pay any dividend at all, think banking crisis when several banks simply couldn’t afford to. Over the long term though, when dividends are reinvested, compounding starts to happen, and the power of compounding as we saw in the admittedly extreme example above, increases the value of capital over time. One of the more remarkable implications of this compounding-via-dividends effect is

that a temporary fall in the share price can in fact have a silver lining. So long as the company continues to pay a dividend, then the shareholder who reinvests his or her next payment will receive a greater number of shares as a result. Not only does this help to balance out the loss in capital value; it also means the investor is effectively buying up more shares when they are cheaper, yet doing so without committing fresh capital. SUCCESSFUL LEARNING AT UTKINTON As Acting Headteacher of Utkinton St Paul’s C.E. Primary School I am very proud of our school and the achievements of all our children. Utkinton is a small school, aiming to enable children of all abilities from age 4+ to 11 to achieve their full individual potential in a caring, Christian environment. Utkinton is often described as a family, something of which we are very proud. Parents and staff work in close partnership to ensure the best for their children. Parents transferring their children from other schools often comment that they and their children have never before been made to feel so welcome and included. At Utkinton the children benefit from small class sizes: each year our Reception intake is ten. The school is organised in four classes, each of which has at least one full-time Teaching Assistant. This high teacher: pupil ratio means that children receive a great deal of individual attention and a highly personalised education in addition to greater opportunities in wider curricular experiences such as school productions, celebration church services and sport. Our results are consistently above national averages at the end of Key Stage 2, something of which we are very proud. We aim to develop all children to their full potential and to encourage individuality and creativity at the same time as providing the children with an exciting curriculum in line with the requirements of the National Curriculum. Tarporley CE Primary School expands to meet the needs of the community The primary school at the heart of Tarporley village has recently undergone an expansion programme that will enable teachers and staff to provide a fantastic educational experience to all children in Tarporley and surrounding areas. Tarporley CE Primary school has a brand-new wing which includes 4 new and 2 refurbished classrooms, a new main entrance and office area, staff rooms and meeting areas. The hall and old office spaces have been refurbished to provide an expanded hall and new rooms for group work and a dedicated space for the school library. Outside, the children can now enjoy sports all year round with a purpose-built Multi Use Games Area (MUGA), new playground space and a relocated pond. This expansion means that from September, Tarporley CE Primary can provide places to 45 children per year group. With the introduction of mixed classes, the aim is that no classroom will have more than 30 children in it. If the demand is there, the school can provide two reception classes of 23 and 22 children. Mrs Kerry Forrester, Headteacher said: “I am delighted that the Local Authority provided the funds for the expansion of our fantastic school. I passionately believe we should be able to offer a place to all the children within our village who want to come to our school.” Chair of Governors, Mrs Gill Tyler, added: “As a village school, we are thrilled that we can now ensure that all children living in Tarporley can benefit from an education in our vibrant, welcoming and friendly Church school.” The school is holding an ‘Ugly Bug ball’ on Thursday 4th October for children (and parents) who are considering applying for a place at Tarporley. Open classes for flowers, pot plants, fruit and vegetables, floral art, cookery, handicrafts, photography and junior section. Something for everyone! Staging on Friday evening and Saturday morning. Kelsall WI A quiz on the workings of Parliament set by Gary Hart made our July meeting very interesting and many questions were asked about the internal non-party workings of this important institution. Flower arranging, poetry, a reading, life experiences and a sing song all added to make our August members meeting special. A visit to the Tiffany Glass Collection and People’s Museum, Manchester is planned this month and other events are in the pipeline. Do come and join us, you will be made very welcome. We meet in the Methodist Church school room on the first Wednesday of the month at 7.30pm.
