MEET COUNCILLOR JULIE CATTELL Julie was elected in May as a Labour councillor for Preston Park. She is Chair of the council’s Planning Committee. Do you live in the Preston Park area? Yes, my husband, kids and I moved down from London in 1998, when I took up my job as Senior Planning Officer at Brighton and Hove City Council. I love it here – we have the best of all worlds, with the South Downs just a short drive away and the beach and city centre within walking distance. What is your background? I come from South-East London and have worked 5in local government for most of my life, aside from 9 years as a planning consultant. I worked at the GLC as an architectural technician before I went to study full time to be a town planner. I’ve always been interested in the built environment. My husband is also a planner – you can imagine what fun conversations we have! Funnily enough, the kids have chosen NOT to follow in their parents’ footsteps…. Does it feel strange to be Chair of the Planning Committee, having previously worked as a planning officer? I wouldn’t describe it as ‘strange’. It felt like I’d never been away, especially as a lot of my former colleagues still work in the Planning Department and made me feel very welcome on my first day as a Councillor. Although I’d spent many hours at Planning Committee on both sides of the fence, nothing quite prepared me for my first time as Chair; it certainly has been a steep learning curve! What do you hope to achieve in your ward? There’s a great sense of community in Preston Park and pride in our surroundings; we have a number of very well established amenity groups, such as the Friends of Preston Park, Friends of Blakers Park and the Southdown

FIVEWAYS GARDENS NOVEMBER 2015 What’s a great, low maintenance way to improve your front garden? Plant a hedge. Yes, there’s a bit of effort involved to make it happen, but gardeners can be less busy over winter, so could do it for you if you prefer. Chosen carefully, hedges are less maintenance than a boring fence and will last much longer. Add to that, how much more attractive they are to you and your neighbours, plus benefits to birds, bees, moths, butterflies etc...and there’s little reason not to plant one. Plenty of hedging plants are happy in a bit of shade and over winter you can buy bare root plants for about a few pounds each. Do make sure you can irrigate them in the first few summers to get them established; after that, they’ll take 15Concare of themselves apart from an occasional trim. sider putting a small water butt next to the downpipe so you’re not carrying water through the house. A bit of trellis around it is an opportunity for a beautiful, scented climber, and you’re harvesting rainwater that would otherwise just go down the drain. I’m trying Tulip Spring Green on the shady side of my garden this year, along with Allium unifolium and Cowanii group which will follow them in June. Make sure that all plants growing in containers and pots can drain. In dry weather, it makes sense to sit them on saucers to help prevent them drying out, but take all the saucers and trays away now, or you’ll drown your plants. Also consider buying (or finding) those little clay ‘feet’ that pots can sit on – this not only aids free draining, but if we get freezing weather, it’ll help prevent pots cracking. Any pots, buckets, bowls etc not in regular use should be put away or on their sides over winter, so they can’t trap unsuspecting frogs, who are great at finding water, but then sadly can’t escape. Take long forgotten bird feeders down, give them a wash, and re-fill them. Birds come to rely on us more and more – and most of us are cheered by seeing birds strut their stuff in our gardens. I enjoy creating rounded, almost belly-like forms. I am particularly drawn to rolling, natural lines of the landscapes and the curves of the human body. My passion is for simplicity in line, colour and shape.

My creative life started at the University of the West of England where I completed a degree in fine art. I specialized mainly in film and photography. After completing this degree I discovered the world of ceramics, where a I was first introduced to pottery whilst studying for a fine hands-on approach to craftsmanship gave me a whole new relationship with my work. I am predominantly self-taught, arts degree in New Zealand. More recently I learnt with which I find has helped give my work a unique character. Roberto Gagliano and completely fell in love with the Every cup, jug and tumbler has been individually process of shaping clay. My studio is based at Coachwerks, a community arts and handmade from thin sheets of porcelain, which I wrap events space in Hollingdean, Brighton, where I spend my around, inlay, glaze and transfer, not forgetting adding time making, experimenting and honing my technique. Fiveways Early Open Houses For the past few years there’s always been a bit of an early Christmas Open House going on in Fiveways, with Philippa Stanton and Polly Raynes opening their houses in November rather than December, and this year they’re joined by another Fiveways artist, Sarah Ketelaars. All three artists have teenage children and there was always a feeling that by December the family really needed the house back for Christmas (the AOH Christmas Open

Houses stay open two weeks into December) which is why they all decided to open independently at this time of year, whilst at the same time definitely keeping the spirit of the Fiveways Artists Group. Their Open Houses at this time of year are always a treat for the senses, especially with the mulled wine and mince pies in abundance, and the ever popular Open Shed installation at Philippa’s. fiveways An update from your Local Action Team......

VIEW FROM THE LAT -- ARE YOU IN THE ZONE? The votes have been cast, it’s been discussed at the council’s Environment, Transport & Sustainability Committee, and a Controlled Parking Zone is set to be introduced within the Surrenden and Fiveways area from April 1st next year, operating 9am-8pm Monday to Sunday. The debate The scheme will be centred on Fiveways, extending up to and including Osborne Road. No restrictions will be imposed in Withdean ward, where the councillors undertook a survey throughout the area, and found approximately 75% of residents were opposed to the idea. Many people viewed these plans simply as a money-making exercise on the part of the Council, according to Cllr Geoffrey Theobald when he spoke at the committee meeting. 21

Meanwhile, the Greens sought to extend the scheme further, to bring in Balfour Road and Beacon Close, in spite of the fact that residents in both streets had voted against being included. It makes a mockery of the consultation process if a councillor – especially one from outside the area – is going to try to usurp the democratic process in this way at the committee stage, for no clear reason. Local knowledge can be valuable as well. There would have been the slight difficulty in the case of Balfour Road that 40 spaces could have been taken by the schools,

leaving in effect none for residents living above the junction with Loder Road. Key issues to tackle Parking problems exist that everyone knows need to be tackled – but these cannot be solved by means of reducing the available parking spaces in the area. The major issue is the volume of traffic now being drawn into this part of the city, for which it was never designed. To put it into focus, there are now more people and associated vehicles going to and from the Varndean Campus twice every day than went to Withdean Stadium twice a month when Brighton & Hove Albion were playing there. The schools and colleges on the site are no longer local community educational establishments, but have grown into large-scale commercial businesses, operating seven days a week, and turning over thousands of pounds in terms of lets and other commercial activities. Yet not a single penny of the profits has been invested to improve the surrounding infrastructure. Travel plans that were used to justify expansion schemes have never been effectively, let alone independently, scrutinised, to see how the reality of the situation now measures up to the promise contained in those documents. Furthermore, Surrenden Road has become a local van park, partly perhaps because of the absence of suitable facilities being provided for this purpose within the city. These are issues that are concerning members of the local community, to which realistic solutions need to be found. Unfortunately, there are no easy answers, but people have put forward suggested solutions, which I shall be reporting on next month. David Alderton, Chair Preston Park & Fiveways LAT

fiveways Parking is a hot topic in Fiveways! Here is an article sent in to us in response to last month’s Local Action Team article...

A PARKING DIVIDE The results of the survey for residents parking (CPZ) were published for all to see on October 5th and the recommendations were put to the council’s Environment, Transport and Sustainability Committee on October 13th. There was a very clear divide within the surveyed area. The Fiveways area, heavily impacted by the implementation of Zone J one year ago, clearly voted for the scheme with 76% in favour, whereas the Surrenden area voted 42% in favour. The council committee voted 6 (2 Green, 4 Labour) to 4 (4 Conservative) to implement the CPZ in the following roads: Osborne Road, Lowther Road, Hythe Road, Sandgate Road, Ashford Road, Dover Road, Ditchling Road, 25 will Hollingbury Park Avenue, Hollingbury Terrace. This be in place by April 1st 2016, subject to formal consultation on the detailed layout. It is worth looking at the published breakdown of all the roads surveyed, as there are some roads who voted very heavily for the scheme - ie Bavant Road 83%, Herbert Road 75%,Harrington Villas 63% Surrenden Crescent 75% Hollingbury Copse 60%, Poplar Close 60%, Varndean Close 60% - but will not be included. Balfour Road voted 47% for and 52% against the scheme so cannot be included. Most of these roads are in the Withdean ward,

whose councillor Ken Norman addressed the committee saying that his residents were strongly opposed to the parking scheme, but the above figures seem to dispute that. Councillor Pete West also addressed the committee, asking if Balfour Road and Beacon Close could be reconsulted as they are on the edge of the new Fiveways scheme and could be heavily impacted. The committee has agreed to include these roads in the next consultations. If you wish your road to be reconsidered then do make your position clear to your local councillor. We must thank Councillor Leo Littman for representing the views of the Fiveways residents so fairly throughout this process. It was very interesting to note how many CPZs were asked for by petition or delegation by members of the public from all over Brighton and Hove including Preston Village. The Surrenden residents’ petition stood alone in raising their opposition to a CPZ being implemented, two of the reasons being that it would create empty roads, therefore wasting valuable parking space, and too much coloured paint on the roads. Most Surrenden residents will be pleased that the council has listened to them and they will not be part of the CPZ. We would like to thank members of the committee who listened and voted in favour of the Fiveways scheme and to Charles Field, Parking Infrastructure Manager, who has worked so hard to listen to and answer residents’ concerns. MINI SALTED CARAMEL APPLES Delicious mini bites of salted caramel and white chocolate apple, perfect for Bonfire Night celebrations or an autumn treat! Ingredients: 3 large Granny Smith apples 200g white chocolate, melted 18 cocktail sticks 2 tablespoons toasted chopped hazelnuts Ingredients for salted caramel: 200g granulated sugar 120ml double cream

90g salted butter- cut into pieces ½ teaspoon salt To make the salted caramel • Heat the sugar in a heavy-based medium-sized saucepan, stirring continuously with a wooden spoon. The sugar will form into clumps and eventually melt into a thick amber-coloured liquid as you stir. • When the sugar is completely melted, add the butter and stir until the butter has melted, about 2-3 minutes. Take care as the caramel bubbles up when you add the butter. • Next slowly add the cream while you stir constantly. Again the mixture will bubble up so take care. Boil the mixture for several minutes and then stir in the salt. • Allow to cool before using. The caramel can be stored in the fridge for 2 weeks. It can be heated in the microwave for a couple of seconds before using. To assemble the apples • Peel the apples and, using a melon scoop, scoop out balls of apple. You should get about 6 per apple. • Dry the apple balls on kitchen paper and insert a

cocktail stick. Dip each one into the melted white chocolate and stand on a tray lined with non-stick baking parchment. Place into the fridge to set. • When the caramel has cooled a bit, dip the chocolate apple into the salted caramel so that it is half covered, letting any excess drip off, dip into the chopped hazelnuts and place back onto the baking paper. When you have finished them all, place back into the fridge until you want to serve them. There will be some salted caramel left over which is delicious served warm on ice cream, drizzled on apple pie or, if you have a sweet tooth like me, just eaten ‘neat’, straight from the spoon!!
