Keeping Our Drinking Water Safe • Mandated Backflow and Cross-Connection Control Program in the City of Hollywood is key HOLLYWOOD - The City of Hollywood provides water service to more than 140,000 permanent residents and tens of thousands of seasonal residents and visitors each year. More than seven billion gallons of drinking water is produced for customers annually. The quality of Hollywood’s drinking water has earned the City numerous honors and awards for excellence. Each year, through the Backflow and Cross-Connection Control Program, commercial and multifamily property owners are responsible for certifying their water lines do not contain backflow or cross-connection contamination hazards. The yearly certification is meant to help protect the public drinking water supply. Private homeowners do not need to certify their property. There are so many questions that Hallandale Beach residents have been waiting to ask

By Mayor Joy Cooper HALLANDALE BEACH - After going over our budget, it is time for updates on some questions I have received over the past weeks. Do not forget that the budget public hearings are scheduled on September 15th and September 25th at 5:05 at city chambers. HALLANDALE BEACH YEAR ROUND SCHOOLS For many students around the state and county, school started this past Monday. Our Hallandale Beach Elementary and Gulfstream Middle School students started in late July and in the beginning of August. These two schools are the only year-round schools in our district. Students rather than having a traditional summer break have tracks that give them no more than three weeks off at one time. The elementary school has multi-track year-round which means they started even earlier. So, remember to keep alert driving year-round in Hallandale Beach. Even when school is out we have many young children enjoying our parks and facilities. Hallandale High is on the traditional school schedule and started on Monday. The Hallandale Beach Chargers Football has already begun their season with a big win. Our students and schools could really use your support. If you have resources, time and/or money, I hope you consider spending them at our schools. CREATING A K-8 CAMPUS Many of our readers know that we have been working with the school board to create a K-8 campus. The goal has been to move Gulfstream Middle School to the Hallandale Adult site adjacent to the Elementary School. The Adult Center could relocate to the Gulfstream site. HACC was built as a middle school and meets the needs of 600 students. Currently, the middle school does not have a gym nor PE fields. Relocating will address all the needs of the middle school. Last year, we hoped that the board would approve the move but there were still some unanswered issues. At that time, the board told the parents and city that they will continue with the goal to do a swap. Over the summer, staff has been working with the school board staff and they have made progress. Key issues were programs at HACC, traffic flows and the year-round school schedule. We have been informed that they are looking at alternative locations for HACC do to programing and bus access. The Educational Advisory Board suggested the bus access could take place behind the commercial property

on HBB away from residential uses. They also shared the fact buses now impact residential areas and this was even more of reason to move it closer to the boulevard. Their staff also told the EAB that they may move the programs at the adult center to a batter location. The Gulfstream site could be used for teacher training and daycare. It is a work in progress so I will keep everyone informed. WHY IS THERE A MERGE LANE ON HBB? Many residents are still perplexed as to why east bound Hallandale Beach Boulevard is reduced to two lanes at the railroad tracks. This configuration was set up by FDOT to address traffic backups that were impacting HBB and US1 heading west. The whole concept is counter intuitive but it has been working. Over four years ago, the city was working with Broward County traffic division to im-

prove traffic flows on HBB. They had performed many evaluations in preparation of implementing the new computerized signalization system. Many new residents and even old forget that the traffic heading west at peak times was backing up on Federal creating not only gridlock on HBB but also on Federal. The goal was to find a way to extend the green light time heading east and west. The intersection at the railroad tracks continues over 6 signal patterns. North and South on both Dixie Highway and First Avenue and east/west one HBB with left turns in all directions. This meant each movement had to cycle through the que as a single action adding red light time. FDOT proposed eliminating all left hand turns at the tracks. This would mean that vehicular traffic would need to travel through residential areas for access. It was also found that within the two blocks some right hand

turns would not work because of sight standards for turns. While this could be done in some areas it would reduce business access along the corridor. The alternative was breaking up the left turns. This is what was done heading east. While the cars stack back on HBB the light is green longer in both directions allowing more vehicles to travel east and west across the tracks. As I mentioned, it is counter intuitive but it has worked. FDOT came out to a commission meeting two years ago because of the shared frustration over

the issues with the merged lanes and blocked intersections. Their staff provided a computerized traffic flow count demonstration that was performed at the intersection. It proved it does work and we have no back up on Federal. It does not mean we all like it. At that meeting, the city commission without good alternative, did not want to remove the configuration. Removing it would be a step backwards. We directed our city manager to work with BC and FDOT to reevaluate the traffic counts. We also asked that FDOT re-address

Annual Back-2-School Bash at O.B. Johnson Park was a huge success

Urinary Incontinence is Curable after Prostate Cancer Treatment • Surgical therapy should be considered in men with post-prostatectomy stress urinary incontinence (SUI) that persists beyond the first postoperative year, or even earlier in men with severe symptoms

WHAT IS URINARY INCONTINENCE? Urinary incontinence is estimated to affect 12– 17% of US males, with increasing prevalence associated with aging. Stress urinary incontinence (SUI) is defined by the International Continence Society as the complaint of involuntary leakage on effort or exertion, or on sneezing or coughing. Prostate surgery or radiation are the most common cause of male stress urinary incontinence. The good news is there is hope for patients who often are suffering in silence. Surgical therapy should be considered in men with post-prostatectomy stress urinary incontinence (SUI) that persists beyond the first postoperative year, or even earlier in men with severe symptoms. Other patients with severe urinary incontinence or with neurogenic bladder can also benefit from the treatment. The surgical device aims to prevent involuntary urinary leakage during storage by increasing bladder outlet resistance while allowing unimpeded flow during voluntary urination. The “Gold Standard” surgical treat-

ment, to date, is the artificial urinary sphincter. HOW THE DEVICE WORKS? The artificial urinary sphincter (AUS) is a surgically implantable device used to restore urinary control in men. Most commonly, the device is implanted in men who have sphincter or valve muscle damage following prostate surgery. The entire device is implanted inside the body in a brief outpatient surgical procedure lasting approximately one hour. With appropriate evaluation for the proper selection of candidates for the AUS, the long-term results in experienced hands are excellent. One of the leading artificial urinary sphincter implanters and authority in the country, Dr Angelo Gousse has performed more than 500 AUS implants, making him the number one implanter in Florida. COMPONENTS AND FUNCTION The AUS consists of three components: the cuff, which goes around the urethra, the pump, which goes inside the scrotum, and the balloon, which holds the fluid for the device (see figure).

The balloon is available in different pressure ranges and is filled with sterile salt water that is very safe even if it leaks. The device works hydraulically, with the cuff around the urethra staying closed at all times. When the person wants to urinate, the pump is squeezed and the cuff opens. Automatically, in 3-5 minutes, the cuff closes. TECHNIQUE OF IMPLANTATION IN THE MALE Insertion of the AUS is performed in a hospital operating room under either a general or a spinal anesthetic. Two small incisions are made: one in the groin area and the other between the scrotum and the rectum. The properly measured size cuff is placed around the urethra and the tubing from the cuff is passed up to the groin area. Recovery is less than 2 weeks. AN EXCELLENT TRACK RECORD The AMS 800 has been proven to be effective in the treatment of male incontinence following prostate surgery, and is considered the gold standard by most urologists. Rethinking breast cancer treatment: One woman's story (BPT) - In the United States, one in five new breast cancer cases is stage 0 disease, but for Amy Thigpen, a mother of three who works in an oncology clinic, breast cancer is not a statistic; it is personal. After all, her mother is a breast cancer survivor, and later, she too faced-off with a similar diagnosis. After Amy's mother was diagnosed with early-stage invasive breast cancer, Amy was determined to be proactive about her breast health. She had a feeling something was not right and requested a mammogram from her doctors at the age of 34, even though clinical practice guidelines do not recommend screening before the age of 50. The mammogram found a small tumor that was confined to the milk ducts; fortunately, it had not spread to the surrounding tissue. At that point, Amy faced her diagnosis - stage 0 breast cancer, known as ductal carcinoma in situ, or DCIS. An oncology nurse in the hematology oncology department at Physicians East in Greenville, North Carolina, Amy worked alongside a breast cancer specialist and had seen many patients battle the disease and struggle with the many decisions that had to be made - including whether or not to pursue post-surgery treatment. After caring for so many cancer patients over the years,

Amy now was speaking with her doctors about a difficult decision of her own, as it was not clear whether her cancer would come back and if she needed radiation therapy. Amy was familiar with genomic testing and a tool doctors sometimes used to guide treatment decisions. Her mother had received the Oncotype DX test for her invasive breast cancer and used the test results to help inform her decision of whether she needed chemotherapy. Inspired by her mother's experience, Amy talked to her doctor about genomic testing, and since the Oncotype DX test was now available and validated to provide the 10-year risk of an invasive or a DCIS local recurrence in DCIS patients, they decided to move forward. The Oncotype DX DCIS Score result has been shown to change treatment recommendations in 30 percent of patients and doctors rank it as the most important factor in treatment planning for DCIS patients. When Thigpen received her Oncotype

DX test results, her DCIS Score result was zero. "I was so excited, I carried the results to my doctor and knew we had our answer. I wouldn't have radiation. The test probably saved me from having to go through six weeks of radiation that my body really did not need, as well as the side effects that it can cause." "When a woman is diagnosed with DCIS, my goal as a physician is to accurately assess her individual risk for cancer returning so we can define and personalize an appropriate treatment plan with greater confidence," said Michael Alvarado, M.D., breast cancer surgeon, the University of California, San Francisco Helen Diller Family Comprehensive Cancer Center. Reflecting on a UCSF-led study of the clinical utility of the Oncotype DX test for DCIS, Dr. Alvarado added that that test was "an objective biomarker that provides independent information beyond what has been available to physicians before, which can be seen as the biggest ad-

How many times have you been ripped off by warranties that don’t deliver on what they promised? And of course the company you have the warranty with, now resides in Alaska, and a personal visit is the only way to redeem your money. 9. Getting the Bronx cheer, after the same person puts your life in danger by cutting you off on I-95. 10. The extinction of the “Early Bird“…This War of the Bird pitted arch rivals esteemed ex-mayor of Hallandale, Sonny Rosenberg and deceased shock jock, and ultra liberal intellectual, Neil Rogers. Springfield first played guitar at the tender age of 13. His debut album “Beginnings” was the first of seven top 40 albums on Billboard 200. Shirley Berman Cole was born in Wilkes Barre, Pennsylvania in 1922 to Jacob and Frances Hurwitz. Shirley grew up in Plymouth, Pennsylvania, a small coal mining town of 1,500 people. Life was hard during this time and she would see young boys in her class, leave school to work in the mines crawling into narrow shafts to place dynamite. She was the only Jewish student in her school. She recognized the poverty and difficulties facing the families of these Polish miners and always showed a great deal of empathy and kindness for her community as well as others in similar circumstances. The resiliency she developed during this time would later serve her well in raising 3 sons following the premature death of her husband, Sydney Berman, in 1965, when he was only 49 years old. Shirley dreamed of becoming an actress and a star but instead she was forced to attend podiatry school at Temple University by her father who owned a small shoe store in Plymouth called the Peoples Shoe Store. She never practiced podiatry. After marrying and waiting for her 3 sons, Steve, Jim and Ed, to enter school, she began doing book readings and performing her own comedy routines for women’s groups in Wyoming Valley. Her talent was recognized and she was signed by an agency that handled performers for women’s organizations throughout the east coast. Shirley was probably best known in Wyoming Valley for her one woman show of “Hello Dolly” with Sylvia Valen playing piano. Shirley was dealt a cruel blow by the flood of 1972. She had just closed selling her house on Westmoreland Avenue in Kingston. All her personal belongings had been packed and placed in the front living room ready to be shipped to her new home in Florida. She got the call to evacuate. Returning 10 days later she found that more than 10 feet of flood water had destroyed all of her memories: pictures, yearbooks, and letters. But resiliency and kindness would prevail. She canceled the sale and went on to build a new life in Hallandale Beach, Florida. In Florida, her engaging personality and humor gathered a large number of great friends and admirers. Morton Cole, persuaded her to marry again and they had many wonderful years together before he passed away. Shirley later moved to the Wellington in Laguna Hills California, an assisted living community, where she found a whole new group of wonderful friends. Shirley’s greatest accomplishment was raising her 3 sons as a single mother. Given her feelings about being forced to attend Temple University, it seemed just that all 3 would go to Temple University School of Medicine. Steve is a Pediatrician at the University of Colorado, Jim recently retired from his practice of Internal Medicine in Irvine California, and Ed is a Neonatologist and the Pediatric Medical Director of a Colorado health plan that serves low income families. She instilled her values in her sons and their grandchildren; integrity, fairness, compassion and G’milut Hasadim (acts of loving kindness) and the resiliency and drive to work hard to achieve one’s dream. In her 80’s, Shirley did a video of her life that was beautifully made by her niece Sharon Eliashar Hurwitz. She ended the video by saying: “When I am no longer with you, this video will leave with you some knowledge of those that came before you. I thank Steve Jim and Ed for finally making me a star, a real star. If the Lord comes back to me and says, Shirley what would you like, I would like to go back and do it all over again the same way.” Shirley Berman Cole was preceded in death by her parents, Jacob and Frances Hurwitz, her siblings, Seymour and Roslyn Hurwitz, her first husband Sydney Berman and her second husband Morton Cole. Shirley Berman Cole is survived by her brother Joseph Hurwitz, her sons, Stephen Berman, James Berman, and Edward Berman; her daughter in laws Elaine Berman, Nina Berman, Natalie Berman; her grandchildren, Seth Berman, Benjamin Berman, Talia Goldstein, Jonathan Berman, Danielle Berman, Aaron Berman, and Lia Berman and her great-grandchildren, Max Goldstein and Isis Sidney Berman. The funeral service will take place at 2 PM on Wednesday, August 26, 2015 at the Rosenberg Funeral Chapel, 348 South River St. Wilkes Barre, Pennsylvania, with the burial at the Temple Israel Cemetery, 218 Dennison St, Swoyersville, PA. When you think of baking, your mind probably goes right to warm cookies, fruit-filled cobblers or pies and savory bread. While those are all the happy results of spending some time in the kitchen, when children, tweens and teens get involved in baking, they'll come away from the experience with a lot more than just happy taste buds. It's no secret that kids learn while they're at play, but baking is a particularly great way to make learning interactive, effective and fun. With so many positive outcomes wrapped up into one activity, teachers, parents and others responsible for helping young people learn can use baking to create hands-on experiences that relate to everything from science to managing money. Consider all of the ways that baking can apply to school subjects, everyday life skills and a richer food future: * Science - Chemistry goes hand in hand with baking. A range of results can be clearly seen when including or leaving out - key ingredients. Biology, agriculture and local food production become real when kids learn where ingredients like flour,

Children can learn at all ages, from the early days when they can stack measuring cups, count out the number of ingredients that go into a recipe to more complex tasks for older kids, like working with fractions and calculating the costs, and savings of do-it-yourself (DIY) baking. * Health - As you pick out recipes and ingredients for baked goods, it's the perfect opportunity to talk about the nutritional value and function of the grains, milk, eggs, fruits, veggies, sugars, butter, leavening and salt used in baking. can't be healthy, but teaching kids how to divide and control portion sizes, and to bake using a wide variety of ingredients actually helps young people try new foods and ingredients. * Personal economics Learning about managing household resources is a skill that will benefit kids throughout their lives. Baking not only teaches kids how to make delicious foods for themselves, but it also includes lessons about how much it costs when others prepare food for you, how much you can save with a few DIY food skills, saving and managing money. The economics of an active lifestyle includes food skills that save money and time all while burning calories and building traditions. * Literacy - Another critical skill comes with reading ingredient lists, recipe directions and sequencing preparation steps. Combining reading with baking emphasizes comprehension, because kids apply what they're reading to an activity. If you miss a

step in the instructions or don't read it properly, it can have a dramatic effect on what you're baking. But all is not lost - this leads to evaluating the results, problem solving and critical thinking to improve the product. Baking at home was far more common, if not essential, in past generations. Many adults have lost those skills. However, research conducted in 2011 by Mintel for the Home Baking Association showed that adults still know baking brings value to life - 33 percent say they would bake from scratch, if only they knew how. Because no one's too old, or young, to learn to bake, it can be a great way for parents and kids to share a learning experience. And if you try out some of grandma's or greatgrandma's baking recipes, it can be a tradition-rich, multi-generational family affair. tries, a dreaded disease that kills one baby every eleven minutes. Its effects are excruciating — tiny newborns suffer repeated, painful convulsions and extreme sensitivity to light and touch. There is little hope of survival. And tetanus kills mothers too. MNT is caused when tetanus spores, found in soil every-

where, come into contact with open cuts during childbirth. The disease strikes the poorest of the poor, the geographically hard to reach and those without health care.
